A quarter of the Big Housing Build is currently being invested in regional Victoria.

The summit will also focus on unlocking more housing for workers and enabling local businesses to expand by hearing from civic leaders and partners working in regional Victoria about the challenges of affordable housing supply and economic growth.

Indi Independent MP Helen Haines welcomed the summit as housing affordability and availability is a major issue across the North “GovernmentsEast. tend to focus on the affordability side of the problem, but not enough is being done to address the issue affecting almost every regional town in Australia - that there just aren’t enough houses,” Dr Haines said.

INVESTIGATIONS are continuing into the circumstances of a fatal light plane crash in dense bushland east of Tallangatta on Sunday afternoon.Victoria Police recovered the body of the 42-year-old Tawonga pilot, Mathew Farrell, from the crash site west of Lucyvale, about 30kms east of Tallangatta, on Wednesday.

Mr Farrell had departed from Mount Beauty airport in his single-engine Jabiru 230 plane around midday on Sunday and a search was launched after he failed to reach his destination in Wollongong around 2pm.

But Ovens Valley Nationals MP Tim McCurdy said after eight years in government to address the housing shortages in regional Victoria, “the government for Melbourne” is finally pulling stakeholders together to discuss affordable housing.“Theonly reason this summit is being held is due to the mismanagement of the Andrews Labor Government,” Mr McCurdy said.“Instead of making it cheaper and easier to develop affordable housing, Labor has slapped on a new tax,

Assistant Commissioner road policing, Glenn Weir, said a number of factors may have contributed to an increased motorcycle presence on Victorian roads this year.

LEADING THE CALL: Wangaratta-based state MP Tania Maxwell (left), Centre Against Violence chief executive officer Jaime Chubb (centre) and Hume Riverina Community Legal Service acting principal lawyer Alison Maher led roundtable discussions in order to identify gaps in local family violence service provision earlier this week.

“What we know is that all these other regions across Victoria have a lot more resourcing than we do, including the specialist family violence court - so our region doesn’t have a Victoria Legal Aid office and it doesn’t have a specialist family violence court.

Regional women’s advocacy groups, Indigenous corporations, health care providers and representatives from both the Rural City of Wangaratta and Indigo Shire Council were also in attendance, with an eye to contributing to a draft plan set to be put before the State Government ahead of the November Victorian election.

MP Tania Maxwell joined local advocates including Centre Against Violence chief executive officer Jaime Chubb and Hume Riverina Community Legal Service (HRCLS) acting principal lawyer Alison Maher at a roundtable at Wangaratta Performing Arts and Convention Centre on Tuesday, in order to identify gaps in the local service provision.

legal services in the region were launched last month, compounded by news Benalla (+82.1pc), Wodonga (+52.3pc) and Wangaratta (+50.2pc) far exceeded state family incident averages in the year to June 30, according to Crime Statistics Victoria.Specialist courts throughout the state are purposebuilt with separate entrance and exits for victim survivors, safe waiting areas and child friendly spaces, over-

Ms Maher said a boost to the region’s family violence support network was long overdue, with the region’s nearest specialist family violence court situated at Shepparton.

Mr McCurdy said the government has been in power for 19 of the past 24 years and has had ample time to fix the crisis and his constituents, are “cruelly left suffering and in pain”.

“It is a bit rich when the Minister for Health comes out and decides to lecture us when this government has overseen a failing health system.

FACE masks are no longer mandatory to wear on public transport across Victoria with new rules coming into effect from 11.59pm last night.

Masks continue to be strongly recommended in indoor settings, in situations where people can’t physically distance, for people who have any COVID symptoms and for anyone who may be immunocompromised or vulnerable to COVID.

This $250-$300 million investment will support an extra 30,000 emergency patients every year, ensuring the hospital can meet the needs of the growing local population.

Ms Maxwell said the people she represents were waiting on important health investment commitments, including a new Albury Wodonga Health single-site hospital, sustained funding for Euroa Health, redevelopment funding for Bright, Daylesford and Swan Hill hospitals, and a new Mildura hospital.

Minister for Health, Mary-Anne Thomas, said these sensible changes provide consistency for the community on mask wearing requirements and she thanked the Chief Health Officer for his advice on this matter.

It also has a plan to halve the elective surgery wait-list in four years, as well as ensure that fewer ambulances are ramped.

MP slams ‘shortchange’ on regional health funds

“She was referred in 2019, and yet three years later still has not had surgery... is this another example of what the premier calls a ‘world-class’ health system?” he queried.

NATIONALS’ Ovens Valley MP Tim McCurdy has quizzed Minister for Health Mary-Anne Thomas about a blowout of surgery wait times across Victoria.

They are no longer required on public transport such as taxis, rideshare services or tourism vehicles.

Mr McCurdy said the Nationals have committed to slashing hospital wait-times by providing the funding, staffing, and facilities to back up the hard-working healthcare professionals.

Masks are also required if you have COVID or are a close or household contact and are not required to quarantine - for example, because you have tested negative on a rapid antigen test.

“The government needs to recognise and invest in hospital and health services in the north of the

NOT NORTH ENOUGH: Premier Daniel Andrews has promised $1 billion in funding for the Austin and Northern hospitals but Northern Victoria MP Tania Maxwell says he needs to look after the North East region as well.

“Northern Victoria deserves a fair share of the pie when it comes to election commitments and if the Labor Government can prioritise an announcement for the Melbourne’s north, it should expedite an announcement for the north of our state.”

“Rather than letting myself and my constituent know what the government will do to fix this, the minister decided to have the audacity to lecture the opposition about healthcare in regional Victoria,” he said.

He said the Nationals, if elected, have committed $8 billion from the shelved Suburban Rail-Loop into the construction and upgrading of regional and rural hospitals to help fix the health crisis in regional Victoria.

“Albury Wodonga Health has established a clear case for a new hospital, the community has been campaigning for the past year, and the government continues to stall on a commitment of funding.

McCurdy lays blame systemforgovernmentonpoorhealth

The requirement to wear face masks will remain in some circumstances - like visiting a hospital, care facility or any other indoor space that is publicly accessible in a healthcare setting, including allied health providers.

But Ms Maxwell said regional people continued to be left behind, with Parliamentary Budget Office costings done for her Derryn Hinch’s Justice Party confirming regional communities are 11 per cent worse off than metropolitan communities when it comes to asset investment.

state, not just the north of Melbourne,” she said.

“It’s vitally important that Victorians stay up to date with their COVID vaccinations, to help prevent serious illness and to ease pressure on the health system.”

At the Austin, the redevelopment will add up to 29 extra emergency treatment spaces, boosting capacity so more patients can be treated, faster.

In parliament question time, Mr McCurdy shared how an Ovens Valley resident in early 2021 was told she would receive surgery within 90 days, as a category two patient, but still hasn’t been operated on.

The decision brings Victoria in

WANGARATTA-based state MP Tania Maxwell has called on Premier Daniel Andrews to give the North East region’s communities a fair share of health funding after the government announced a $1 billion package for the Austin and Northern hospitals in Melbourne’s north.Ifelected at this year’s election the ‘Hospital Plan for the North’ will bring upgrades to the two hospitals, delivering an expanded emergency department at the Austin, and a new emergency department and extra beds at the Northern.

Mr McCurdy said Ms Thomas’s response was “disappointing”.

“As we move to living with COVID, it’s important we ensure enduring behaviour change in the community - and that means giving

line with mask requirements in most other states, and will provide more national consistency on the approach to mask wearing.

“They have cut health funding by $2 billion, triple zero is not meeting their response time targets, there are 88,000 Victorians waiting for elective surgery, ambulances simply not turning up due to ramping, and massive staff shortages.”

WHEN we talk about a cultural landscape, we are using Western terms and concepts to explain something for which there is no easy translation.

Since management of Country was formally removed from our care, Country has been ailing. The habitat destruction, species extinction and soil, river and coastal health decline is unprecedented and can be attributed to a number

Page 10 - THE CHRONICLE, Friday, September 23, 2022 wangarattachronicle.com.au FSA/DETS1029

When Country is well, everyone who lives, visits and loves Country will benefit.

OPINION PIECE

 Paul Paton, CEO of

There is a reason that we capitalise Country.

of concurrent and equally impactful causes, the most systemic being the control of Country.Thedeconstruction of Country into land types and subsequent ownership and management frameworks has done more than colonised the landscape itself, it has prevented the exercise of any genuine and holistic management of Country.Thesystems, structures and practices imposed through regulatory environments for the care of Country do not enable Traditional Owners’ worldview, ontology, history, institutions, practices and networks of relationships to be applied in its management. Finally, wemust understand the way to heal Country.

To understand the deep interconnectedness between Country, culture and people; first we must look at Countrywhat it is and what it means to Aboriginal people.

It is a concept, a proper noun, an entity that is impacted by and in turn impacts our physical, emotional and spiritual lives.

Don’t stop now

And over the decade, we’ll transition Four-Year-Old Kinder to Pre-Prep and establish 50 Victorian Government-owned and affordable childcare centres.

Let’s manage cultural landscapesg p

A cultural landscape approach respects Country and culture as a whole, allowing water and fire to be used effectively and culture to be practiced respectfully. It provides a pathway to reinstate cultural management of Country regardless of land tenure.Through talking to Traditional Owners across Victoria, we heard common concerns, common ambitions and common roadblocks to healing and managing Country.

Three- and Four-Year-Old Kinder will be FREE across the state at participating services. In 2022, funded Three-Year-Old Kinder continues to roll out across the state.

Giving Victorian children the best start in life

It is essential that our knowledge of how to care for Country, based on over 60,000 years of experience, is respected; that we provide consent for activities on Country that are harmful to Country and Culture; and that our approach, through the lens of a cultural landscape, is employed in a statutory environment.

The Victorian Traditional Owner Cultural Landscape Strategy sets out a strategic approach to create an environment, which is not only Treaty ready, and in which Traditional Owners can play the lead role in the governance, planning and management of their Country and in the application of their knowledge and practice in land and water management.Itisimperative that the Strategy be implemented across Government so that we can undertake our responsibilities as Traditional Owners and all that this means.

While the Victorian landscape continues to reflect invasion and colonisation, we must take steps to enable Traditional Owners to play a leading role in the governance, planning and management of their Country.

The Federation of Victorian Traditional Owner Corporations has launched the ‘Don’t stop now’ campaign, encouraging Victorians to support wider strategies and projects that affect First Peoples in Victoria. The progress achieved by Victorian Traditional Owners is historic, being the only state or territory in Australia to have implemented processes to achieve Treaty, Truth-telling and creation of an independent Treaty Authority. Building on this momentum, the campaign emphasises that now is the time to bring to the fore other conversations important to First Peoples.

Mr McGuffie said the company contracted to demolish the grandstand has agreed to save any timber that is still usable, but much of it is no longer sound.

Mr Guy said that by shelving Labor’s $35 billion rail line and tunnel from Box Hill to Cheltenham, the Liberals and Nationals will be able to “get to work on what really matters” - fixing the health system.

The planned upgrade will include 25 new hospital beds, four day bed procedure units, a theatre complex, three haemodialysis chair units, five urgent bays and a maternity unit.

IN a surprise visit, leader of the Victorian Liberal Party Matt Guy came to Mansfield last week with local MP for Eildon Cindy McLeish, with the announcement of a $60 million election promise for a new local hospital.

In addition, it will include a full community health centre with consulting suites, a rehabilitation area and sub-acute gym, as well as administration and education areas.

plans to replace the grandstand are currently in their infancy, but the committee hopes to establish a multi-purpose facility that can be used for the rodeo and other events.

Fog lamps flank a second grille strip low down. Whizbang wheel design, featuring red brake callipers peeking out from behind five Y-spoke 18-inchers, put the finishing touches to the hot hatch.

“With the price of everything going up we thought we’d do something,” said Ms Geddes.Theschedule for the show has also been released, with a range of entertainments available at the October 22 event.

This year will be the 75th annual show since the attraction began in 1947.

Phoebe de Wilt, a meteorologist with the bureau, said that the Alpine Shire can expect a warmer and wetter spring this year due to the ENSO swing towards La Niña.

“Therefore flooding can result from very little rainfall.

There will also be competitions for family pets, needlework and crafts, cooking, jams and preserves, cattle, poultry, horticulture, farm produce and photography.

Show society president Deb Geddes said the drop in adult prices was a gesture of goodwill to the community in recognition of the rising cost of living and the show’s absence over the previous two years.

Special attractions include the wood chop, Charlie the Shearer and a children’s free shearing competition, Alpine Regional Horsemen’s Association team penning, the stockmen’s challenge, a bushfire recovery miniature expo, snake busters, vintage engines and cars rides, show bags, and whip cracking.

“We took a four-wheel-drive vehicle down to the showgrounds to test the surface and almost managed to get it bogged.”Recent high rainfall has been attributed by the Bureau of Meteorology to the La Niña climate effect, which forms part of the El Nino-Southern Oscillation (ENSO) which determines Australia’s year-toyearManyweather.events have been affected by the Alpine re-

BROTHERS IN ARMS: Zach Tuohy, who plays his 250th game tomorrow, with Mark Worthington in the lead up to the AFL Grand Final.

Like I stated the management and leadership needs to be given great credit for this.

It is very exciting for the players and their families experiencing the build up of such a special day and experience it being back in Melbourne at the MCG.

After the last grand final loss, how much did you play a role in managing the fallout - is it something you will take heart from going into this game?

The Grand Final is great because it’s an opportunity where players can make a name for themselves, and I look forward to seeing who steps up, however, the focus will be our players playing their roles for longer and better than their Sydney opponents.Hopefully, and I don’t know his injury status, however, it will be great to see another North East local in Sam Reid play on GF, as well as his brother the following day in the O&M GF.

What is the ‘vibe’ like down there?

BY SHANE DOUTHIE nemedia.com.ausdouthie@

They are very similar to the Cats regarding the fact they always seem to defy odds and compete at the business end of the season.

Is there any difference around the Cattery to the last GF?

We seem to play a more attacking style, similar to the 2000s. How much of this has been through planned changes or is it more mindset?

Our depth is an integral reason of why we are herehow has player management contributed to that?

I am not as privy to the specifics of the game plan, but we know the AFL is such a hard game to play, and such a hard competition to compete at every year, our coaching group needs to continue to find ways to improve and stay ahead of theThiscompetition.yearitlooks to be a more attacking brand of football for the fans, but come Saturday I am sure our coaches and players will have their best plan to try and win against a seriously great football team in Sydney who will be doing similar planning against us.

Lets hope it’s an amazing game for all the fans!

I think I heard the other day that we will have eight new players participating in this year’s GF, compared to two years ago in the 2020 Grand Final, so already with a change of personnel it brings about different changes and feelings.

The journalist who wrote this preview is a oneeyed Geelong supporter and has been since he shook hands with Doug Wade as an eight year old.

How would you sum up the Swans - are there similarities to Geelong with their balance of youth and experience?

No one wants to miss

It’s been a wonderful vibe this week, we have spoken about embracing every moment, and not shying away from the crowds, limelight, and extra responsibilities, but to embrace it all. Hopefully, these will be memories our players and their families have forever.

chances against Richmond.

We were even able to host our players’ children and families on the field post session.Theparade will be another highlight in the lead up to the game, and our players have a real focus this season on embracing “every moment”.

We are a great club with lots of resources, to assist all components of the players life and career, and everyone plays their role through the wins and losses. Personally, I am lucky enough I have the support of an amazing sports psychologist Dave Williams who provides advice for me, and supports our playing group with our group education and one on one growth.

WorthingtonWangarattamanagerdevelopmentandformerlocalMarkaboutthe

A large focus for me is on supporting the players with their off-field growth and development as people, allowing them to maximise their performance on and off the field. We focus on their transition into the club, and how we transition our players into life after football.Wewere lucky enough this year to hire Shannon Byrnes from Melbourne, who supports the first to third year players in his role, with myself working more closely with our four+ year players.

The management of the players isn’t always publicly applauded, but our leaders, led by Chris Scott, stick by their beliefs, and our playing group backs it in all the way.

Despite the result of that encounter not quite working out for the AFL’s ‘country club’, Mark agreed to give us similar insight into this year’s finals campaign.

This was highlighted on Monday when we had our open training session and seeing all the fans show up supporting the players.

Cliche answer, however, I honestly think the two best teams in the competition are playing against each other in the GF, which will provide some mouth watering match-ups for the fans.Sam De Koning vs Buddy is very exciting; Jeremy Cameron vs Dane Rampe is box office, and both team have stars in every line!

The club has surprised a few with how well the team has performed this year, not only the dramatic improvement of some of the younger players but also the more ‘experienced’ players’ form - can you identify some of the reasons?

Who are some of the players you might suggest are ones to watch this weekend?

All players and staff dealt with the loss differently, but they have continued to stress the fact it was another moment they experienced, and continued to work through ways to climb back up the mountain again, and put themselves in the position to be the “man in the arena”.

games of football, but it’s for the greater good, and all year we have preached that it’s going to take the entire squad to be successful, and managing players allowing others to step up and play their role is part of this.

Again, my role doesn’t allow for me to spend much time analysing opposition, or game styles of both teams, however as a football fan all I will say is I have admired the Sydney Swans for such a longer period of time.

What’s is your main role at the club?

WHILE other teams were fighting it out in grand finals last Saturday, North Wangaratta were laying the foundation for their flag bid, locking in a senior coach for 2023.Steve Manning will lead the Hawks as a non-playing coach, taking over the role from Josh Warren who stepped aside at the end of the season to spend more time with his family.

WELCOME TO THE NEST: Steve Manning will coach North Wangaratta in the 2023 O&K season.

North Wang Hawks secure senior coach for 2023

“This is my first senior gig,” he said.

Chaye Crimmins and Joe Richards will be hoping to bring A grade netball and senior football cups home to Wangaratta after Sunday’s Ovens and Murray grand finals at the Lavington Sportsground. “Steve’s hit the ground running, he’s going to start making contact with all the players on the list from this year - his main focus was to reach out to all the current players and introduce himself to them and get to work.”Neither North Wangaratta football sides made finals this year, with the senior side finishing ninth and the reserves four games off the pace in seventh.

“I guess in the back of my mind, coaching was something I’d do eventuallydidn’t think it’d come up this quick.“Iknew the coach (Warren) was finishing up, it just sort of festered in my mind - you get to September and you see the footy finals in the area and on TV, and it’s just a great time to be involved in footy.

Manning has several years coaching experience in the Outer East FNL, including coaching the reserves and thirds sides at Gembrook Cockatoos FNC - Manning led the ‘Brookers’ thirds side to a flag in 2018.

“I think he’s going to be a great fit for us.

“Let’s be honest, the ground is magnificent, they’re got good people involved in their committee, it’s a strong committee, they’ve got a plan going forward.“Theupside of the club is enormous, and I’m just excited to be given the opportunity.”NorthWangaratta FNC president Allan Ely said Manning was the ideal applicant for the position the club and playing list were in.

“We met with Steve and he was great straight away, ticked all the boxes we were looking for,” Ely said.

“He has a lot of experience with younger teams and younger players, that’s where our senior team is at at the moment.“Hespoke really well and he knows his football.

While birds are beautiful to look at, bees and other insects are crucially important to the biodiversity in your garden, and the broader environment. These days, when so many people are growing their own fruit and vegies at home, a balance of beneficial insects is important in keeping pest insects in check.Asingle ladybug will eat around 5,000 aphids in its lifetime.

Remember that birds and insects can become reliant on your water source through the heat of summer, so be sure to keep them filled.

You may even be inspired to take part in the Aussie Backyard Bird Count from October 17 to 23 - if so, head to https://aussiebirdcount.org.au/ for more details. These lovely birds rely on a variety of plant types to survive throughout the year. From seed producing plants and nectar laden flowers, to insect attracting species - the more plant variety in your garden, the more varied bird species you will enjoy.

Gardening for the birds and bees

Bee hotels have become a bit of a trend and they are very useful for native bees and wasps.

Trees and larger shrubs: eucalypts, banksias, bottlebrush, sheoaks, tea trees, wattles, hakeas, lilly pillies and buddleias (buddleja).

Look online for how to make your own, it could be a fun project during the school holidays.

Also remember to provide water points and habitat if possible.

Bees will drown in water bowls if they get stuck so try a shallow dish with some pebbles or rocks in it.

and native bees.

Place in a protected place, out of the wind.Large birds like to have a dip in deeper bird baths, place out of reach of predators like cats.

Gardening

PLANTS and flowers are not just here for our enjoyment - they are crucial for birds and insects as well.

Low growing plants, grasses and herbaceous perennials: tussock grasses, kangaroo and wallaby grasses, mat rushes, native and exotic daisies, borage, dill, parsley, basil, sunflowers, kangaroo paw and Queen Anne’s lace.

POLLINATOR: The blue-banded bee (Amegilla cingulata) is one of the most beautiful Australian native bees and is primarily attracted to blue or purple flowers like those found on lavender bushes.

A few well-chosen species will add a special element to your garden and there are many varieties of birds in our area that will appreciate some extra plant options like Blue wrens, Parrots and Lorikeets, Thornbills, Pardalotes, Honeyeaters, Finches and Firetails just to name a few.

Other fascinating insects to look out for are hoverflies, praying mantis, butterflies, dragonflies, honeybees

Some beautiful, hardy plants that pull double duty by supporting these birds and insects are listed below.
