50-metre pool reopens today THE heated outdoor 50-metre pool at Wangaratta Sports and Aquatic Centre (WSAC) reopens from today, giving swimmers a chance to prepare for upcoming swim meets, stay fit or just enjoy recreational activities at the facility.

Opening times include 5.45am-8.30am and 4pm7pm, Monday to Friday (outdoor pool closed on upcoming public holidays).

Meanwhile, WSAC has a new sports, aquatic and events precinct manger, Sonya Dalgliesh, who spent time leading the Echuca Aquatics and Leisure facility and also the Aquamoves in Shepparton.

Sarah Brindley, director corporate and leisure, said the Rural City of Wangaratta is thrilled to announce Sonya Dalgliesh has commenced as manager of the Wangaratta Sports, Aquatics and

Events Precinct.

“Sonya brings a wealth of experience with her at an important time in the growth of the sports and aquatic centre with expansion works underway, the stunning 50m outdoor pool re-opening for this season and more exciting events to come,” Ms Brindley said.

Crime 10-year low WANGARATTA has recorded it lowest number of criminal offences in the last decade, according to Crime Statistics Agency data released yesterday.

But despite the number of criminal offences in Wangaratta dropping dramatically on the previous year by 27.1 per cent, the total number of incidents was slightly up by 0.3 per cent.

reports the number of assault related offences declined 226, as did property damage reports (-123).

However, thefts (other) were on the rise in the 2021/22 financial year, with an increase of 168 and 132 extra breach bail conditions as well.

Wangaratta also had the third lowest number of criminal incidents in the last decade, almost

equalling last year’s figure (+0.3 per cent).

It was the third lowest year recorded since 2013 (1573 incidents) with 2021 figures (1628 incidents) second, five less than 2022 (1633 incidents).

In 2022 the incident rate was 5451.3, with 2269 offences recorded including 959 alleged offenders, 793 person victim reports and 618 family incidents until June 2022.

This compares to 2021 incident rate of 5474.1, 3114 offences, 1028 alleged offender incidents, 775 person victim reports, and 634 family incidents.

A majority of incidents occurred in Wangaratta with 1382 more recorded in 2022, there were 40 more incidents in Glenrowan, 21 in North Wangaratta, 18 in Springhurst and 21 fewer in Wangaratta South.

There were 172 fewer

criminal damage incidents in 2022, and 155 less breach family violence order.

This is a turnaround from 2021 statistics, which had a rise in criminal damage incidents by 179 and breach family violence order by 196.

Other crimes on the rise in 2022 included other theft (+130), breach bail conditions (+83), and sexual offences (+71).

Minor flooding at Wangratta today: BOM THE Bureau of Meteorology has issued a warning for likely minor flooding for the Ovens River at Wangaratta this morning.

As of 4.39pm yesterday the Ovens River at Wangaratta was at 11.32 metres and rising, below the minor flood level.

“Minor flooding is likely to develop along the Ovens River at Wangaratta from Monday morning as flood waters move downstream,” BOM warned.

The Ovens River at Wangaratta is likely to exceed the minor flood level (11.9m) Monday morning and further rises are possible.

Moderate flooding was peaking around 4 metres on the King River at Docker Rd Bridge.

Renewed rises are possible during Monday with forecast rainfall.

Whitfield commmunity flood update meeting THE SES is holding a series of community flood update meetings across the North East which commenced on Saturday at Yea then on Sunday at Cobram and Yarrawonga.

A community flood update meeting will be held today at Whitfield Recreation Reserve from 6pm to 7pm to provide the latest information about the possible flood situation along the King River betweeen Lake William Hovell to Moyhu this spring.

A meeting will also be held at Bright at 6pm tomorrow night at Pioneer Park Reserve Pavilion

The SES also aims to record and then share the meetings back through Facebook and council websites.

DETAILED designs for new netball and multi-purpose courts at Whorouly was one of the key topics of conversation at a town meeting last week.

Rural City of Wangaratta Council met with about 40 locals to discuss key infrastructure in the town as part of the Rural Placemaking Project and Snow Road District Plan.

The construction of new courts were brought up at a council meeting held at the reserve in May this year with $30,000 confirmed in the 2022/23 budget to undergo a detailed design of the courts.

At least six teams have to make do with one court for training two nights per week and people fear that players will leave the club if the courts are not updated prior to the scheduled 2024/25 financial year.

Whorouly Recreation Reserve president Trent Newton said council brought along some drawings and laid out options of where the two new courts could be installed.

He said one of the courts would be a multipurpose court that could cater for other

sports and activities.

“It created a lot of discussion with strong attendance by football and netball club representatives,” Mr Newton said.

The majority of funds for the new courts might have to come from council coffers as recent reports claim that Netball Australia lost $7.2 million over two years and has a $4 million debt.

Sport and Recreation Victorian funding looks the likely avenue required to bring the Whorouly facilities up to scratch.

Other discussions at the meeting were about poor drainage on Church Street and near the football ground and also about the Bryce Blair Memorial Reserve at Bowmans Forest was also brought up as an area that requires maintenance and Mr Newton said there was talk of Landcare as a potential contact for some work.

“Road maintenance, footpaths or lack of, and water drainage issues were all issues raised at the meeting.

“Whorouly is a low lying area and it holds water for so long and another problem is the perimeter of the football ground which is boggy and difficult to maintain.”

“The increase within the crime category ‘theft other’ captures the theft of items often unsecured in private or public areas together with the theft of fuel so in response to this increase police will continue to work with our community to encourage securing personal property whilst we will continue to focus on identifying opportunities to discourage known offenders from committing further offences.”

Roadblock to regions

A NEW ambition to promote regionalisation will face financial challenges, with Indi MP Helen Haines flagging concerns over potential “significant funding cuts” to the regions in next month’s federal budget, after meeting with Treasurer Jim Chalmers last week.

The Regional Australia Institute (RAI) has set a target of 11 million people living prosperously outside the capital cities by 2032, a key goal announced as part the Regionalisation Ambition 2032 launched at its National Summit in Canberra.

One major roadblocks for the building of more housing in Wangaratta is the need for new waste water treatment plant and associated infrastructure, which has a price tag of up to $200 million.

The RAI target will see an extra 500,000 people living in the regions, above the estimated prediction of 10.5 million.

A study indicates strong preference for more balanced growth across the country, with a ‘megacities’ scenario including Melbourne and Sydney, being the least preferred outcome, while ‘satellite’, ‘rail’ and ‘in-

land’ cities scenarios being the most preferred “Living in regional Australia brings many opportunities and experiences people in the big cities don’t enjoy, but it also brings challenges and some difficulties,” Dr Haines said.

“The Regional Australia Institute’s goal to increase the number of people living in regional Australia to 11 million by 2032 is a step to realising the potential we have in the regions, and recognising what investment needs to be made to support more Australians living happily in regional Australia.

“In Indi we experience the best of living in regional Australia - friendly communities, beautiful and diverse landscapes and

thriving industries.

“But we are also facing issues with housing, health care, child care and telecommunications.”

Dr Haines said the 20 targets named by the RAI highlight the challenges we face in these areas but also put forward practical, achievable solutions that would make it possible to increase opportunities and prosperity for those of us living outside regional cities.

She said it’s appropriate that we are having this discussion about the potential of regional Australia as we approach the first federal budget of the new government, and discuss how Labor will invest in the regions.

“It is concerning to hear there may be significant cuts

to funding for the regions in the budget,” she said.

“I criticised the last government for making big promises to northern Australia for projects without business cases - that seemed to serve a political interest, not a public interest.

“It’s right that the government review previous spending promises but it is not right to treat every project in regional Australia in this way, or to use funding cuts to regional Australia as a way to save money in the budget.”

Dr Haines met with Treasurer Jim Chalmers on Tuesday, the same day the RAI plan was launched, to raise her concerns about funding to regional Australia.

Australia needs significant investment to thrive and to reach its full potential - “it’s too important to let it fall by the wayside”.

RAI chief executive officer Liz Ritchie said the Regionalisation Ambition 2032 - a Framework to Rebalance the Nation, was a national first.

It places 20 key targets at the centre of strengthening our regions which will close the divide between life in the city and the country.

IT focuses on regional housing, education, health, jobs and skills, digital inclusion, transport, childcare, community participation, migration, climate, innovation and the resilience of regional communities - as well as population.

Ned Kelly Glenrowan Project building takes shape CONSTRUCTION of the $4.774 million Ned Kelly Glenrowan Project building is well underway with the installation of the circular structural steel roof frame now complete.

Rural City of Wangaratta’s vision to create a contemporary building within the Glenrowan Heritage Precinct that provides viewing across all key locations of the siege site central to the Kelly Gang story, is being realised.

“This is a significant structure with a striking design that has required precise engineering,” Marcus Goonan, director community and infrastructure, said.

“The nine-tonne structural steel roof frame has a 20-metre diameter and was assembled on the ground before being lifted in one piece by crane and secured to the wall frame.

“The precise construction of the frame enabled seamless assembly.

“This construction process has been a work of art in itself.”

Works on the building are continuing with concrete poured for the level one floor and external cladding of the building to begin shortly.

Landscaping of the surrounding Lions Park will also soon commence with design sympathetic to the history of the historic precinct in which it sits, while highlighting the new structure.

The building will provide a visual storytelling and interpretation of Glenrowan’s cultural heritage and the events that took place in the lead up to and capture of Ned Kelly after the siege at the Glenrowan Inn, now the Glenrowan Heritage Precinct, in June 1880.

The Ned Kelly Glenrowan Project has been made possible by $3.5 million funding from the Victorian Government’s Infrastructure Stimulus Fund.

Complementing this project, landscaping works in Gladstone Street, Glenrowan have been recently completed with funding from the Victorian Government’s COVID Safe Outdoor Activation Fund.

These works have included the installation of an irrigation system, fairy lighting, minor landscaping design improvements, new plantings and restoration of outdoor furniture.

The project aim was to revitalise the main shopping area of the town by creating a more attractive environment.

Holiday fishing fun for region FAMILIES across North East Victoria can look forward to fishing these school holidays with the State Government stocking 8000 catchable size rainbow trout into 14 lakes across the region.

The stockings, from Marysville and up to Wodonga, are part of almost 35,000 fish going into more than 70 lakes across the state, just in time for the end of term.

The state-wide fish stocking blitz is funded by recreational fishing licence fees and the government’s $35 million Go Fishing Victoria plan to get more people fishing, more often.

The family-friendly waterways provide the perfect opportunity for those new to fishing to give it a go as most feature fishing platforms, bankside tracks and picnic areas, which create safe and convenient access for families.

Rainbow trout are perfect for kids and newcomers to the pastime because they are easy to catch and take a range of bait such as worms and Powerbait, and lures too.

The trout were grown by the Victorian Fisheries Authority at its Snobs Creek

hatchery, which played a huge part in stocking a record-breaking 10 million fish last season including nearly two million trout and salmon.

Stocked waters in the north east for the September school holidays include Glenrowan Rec Reserve (600), Merriwa Park (200), Allan’s Flat Dredge Hole (750), Anderson Lake (500), Arboretum Dam (300), Sambell Lake (450), Marysville Lake (450), Stanley Ditch Dam (500), Eildon Pondage Weir (1500), Felltimber Creek Wetlands (750), Longwood Golf Course Dam (300), Sumsion Gardens Lake (550), Tronoh (Top) Harrietville Dredgehole (400) and Upper Sandy Creek Dam (750).

A daily bag limit of five trout applies to Family Fishing Lakes, of which only two trout can exceed 35cm.

Push for local family violence court and legal aid centre

A SPECIALIST Family Violence Court and Legal Aid office in the North East proposed by Derryn Hinch’s Justice Party MP Tania Maxwell MP, Hume Riverina Community Legal Service and the Centre Against Violence have won broad support from community, family and legal advocacy organisations.

A roundtable bringing together key players and interested parties to define its need will be held in Wangaratta tomorrow.

Ms Maxwell, Wodonga-based HRCLS and Wangaratta-based CAV say demand is so strong for family law services across communities where 140,000 people live that many are turned away or have to wait long periods for appointments.

“There’s no specialist family violence court or Victorian Legal Aid office in the region to help victims of family violence,” Ms Maxwell said.

“HRCLS - the only free legal service in the North East and southern NSW - describes this as ‘a serious injustice’. More than 80 per cent of its clients experience or are at risk of family violence.

“CAV confirms that people in violent relationships are invariably overwhelmed, confronted and confused when they seek to navigate the legal system.

“Women who experience violence are 10 times more likely to

“This is felt acutely among our youth, which has seen an uptick in mental health related issues due to years of lockdowns and uncertainty.”

“A Royal Commission into mental health was damning of the Andrews Labor Government.

“The government has had 18 months since that report to get in and fix things, yet things are going backwards rapidly.

The latest Crime Statistics Agency data - released on Thursday shows the number of family incidents exceeded the state average by 82.1pc in Benalla, in 52.3pc in Wodonga and 50.2pc in Wangaratta in the year to June 30.

Compared with an average 1373.5 family incidents per 100,000 people in Victoria for the period, police and other agencies recorded 2501 incidents in Benalla, 2063 in Wangaratta and 2092 in Wodonga.

Wangaratta Mayor Dean Rees and Indigo Mayor Bernard Gaffney have also indicated they’ll attend, together with an HRCLS client who will speak about her experience of the legal process.

HRCLS acting principal lawyer Ali Maher said the safety of victim survivors was paramount, particularly at a time of extreme vulnerability and stress.

“Supports provided with a Specialist Family Violence Court are

vital for people who have experienced or who are experiencing family violence,” Ms Maher said.

“This includes significant support for victim survivors and also for perpetrators of violence including greater accountability measures which are not available through the current Magistrates’ Court structure.”

CAV chief executive Jaime Chubb said there had been a significant increase in family violence in the community in the past year, “especially high-risk situations”.

“The provision of a Specialist Family Violence Court and local Legal Aid service are vital pieces of a very large and challenging puzzle in our quest to tackle family violence in our community,” she said.

“We all acknowledge this is not a solution - but it is a very important part of both responding to and preventing violence in our homes.

“The service and powers that exist within these specialist courts will help services like our keep victim-survivors safe, and perpetrators in view and accountable.”

Ms Maxwell said she detailed the problems when she met Attorney General Jaclyn Symes in Parliament on August 17, and invited her to join the roundtable, together with Family Violence Prevention Minister Ros Spence MP.

MAKING A DIFFERENCE: Nationals MP Tim McCurdy said the party’s Mental Health Workforce Strategy will slash waiting times for a mental health appointment.

“This is felt even more acutely in regional Victoria, which has been forgotten about by this government.”

Mr McCurdy said the $81 million strategy will fund an additional psychology supervisor, which in turn, will also allow more graduates to find the right supervisor for them and enable more graduates to gain employment in the sector.

“This strategy will provide an additional 1300

psychologists over the next two years but the benefit will be felt beyond that time frame,” he said.

“We will also recognise counsellors as mental health practitioners, unlocking an additional 2000 practitioners who are able to provide much needed mental health support in schools.

“We continue to back healthcare in the regions, and the mental health of all Victorians, particularly those in the Ovens Valley.”

Criminal offences low, but police wary WITH incidents of crime following the previous year’s moderate figures and offences also dropping by 27.1 per cent, it comes as a breath of fresh air for the Rural City of Wangaratta.

However, Police Inspector Brad Sprague said they are very aware of a potential increase in the coming year.

It would be great if crime data was continuously low but in reality a good portion of offences are often thefts.

Figures are also likely to return to prepandemic levels as more people are now circulating in the community as before.

The best people in the community can do is lock up their vehicles, homes and garages to deter any would-be thieves getting away with their hard-earned assets.

Invest in regions for growth, prosperity THE Regional Australia Institute’s ambition to drive 500,000 more people to the regions is on the right track.

But Indi MP Helen Haines is right in her thoughts that key investment in regional areas is paramount to any degree of regionalisation to pay off.

Regional cities like Wangaratta have for several years slowly been building infrastructure to attract and cater for a growing population but the rural city has had to deal with set-backs such as a substandard train line, a housing crisis, and the pandemic.

Dr Haines signalled that there could be funding cuts to the regions in the upcoming federal budget but a solid and funded plan needs to be put in place to support growth in the regions to allow the nation as a whole to prosper.

We were paying $1.79 for unleaded in Wangaratta last week when Myrtleford was charging as little as $1.59.

Free TAFE to help fill skills shortage THE State Government is delivering more Free TAFE courses to build Victoria’s most in-demand industries - with new free courses available in emergency healthcare, mental health, family violence and agriculture in 2023.

I visited Victoria University’s simulated ambulance lab to announce the Diploma of Emergency Health Care will be one of four new priority Free TAFE courses and six new short courses the Labor Government will deliver from next year.

What our healthcare system needs right now is more staff to get patients the care they need - and only Labor has a plan to do what matters.

These new TAFE courses build on our work to deliver a world-class health system by making studying nursing free and hiring 2200 paramedics as part of a 22,000-strong boost to our health workforce.

The Diploma course is currently delivered at Victoria University and Swinburne University, and qualifies students to work in non-emergency patient transport as Ambulance Transport Attendants, Patient Transport Officers and Ambulance Community Officers - as well as providing a pathway into university paramedicine courses.

Other new courses to be added to the Free TAFE list for 2023 include Certificate III in Production Horticulture, Graduate Certificate in Client Assessment and Case Management - which upskills health and community services workers in the family violence field, and the Diploma of Interpreting (Auslan).

GMW urges boaters to put safety first

By KURT HICKLING WHILE canola crops in north east Victoria are looking favorable, a wet winter has farmers on edge with La Nina in effect for an above average rainfall for spring on top of an already above average rainfall for August.

Excessive rainfall has not affected the crops too much just yet, however, farmers are looking for a break for good weather and sunshine to dry out the crops to minimise diseases and speed up harvesting schedules according to Mr Russell The Bureau of Meteorology is predicting a wetterthan-average spring for Victoria with the return of La Nina for the third year in a row.

“Season 2022 is a mirror image of last year at this point with fantastic crops but they are under a cloud with excessive rainfall during winter that is continuing into spring,” he said.

“Things need to dry out and have some sunny days to assist in soil drainage.

“Last year was a fantastic year, we had record yields

and we hope to expect the same this year.

“Canola prices are currently sitting at around $750 per tonne which is pleasing that prices remain strong,” he said.

The biggest concern for Mr Russell was getting machinery into paddocks that are already water logged which has forced that to be abandoned in exchange for aircraft to spray their paddocks with the season

Let’s put child safety first DERRYN Hinch‘s Justice Party MP Tania Maxwell has expressed alarm at flaws in Victoria‘s Working With Children Check and National Police Check systems exposed by Victorian Ombudsman Deborah Glass.

Ms Maxwell said Ms Glass found the screening authority‘s powers to be among the most limited in Australia.

Her comments follow revelations that a former youth worker was able to gain unauthorised access to information about children in protection long after he left a job with Melbourne City Mission.

"A run of serious child protection concerns raised about the offender and apprehended violence orders in place against him

were not included when these checks were carried out because he‘d not been charged with any crime," Ms Maxwell said.

"It seems extraordinary that such serious flags were ignored and the perpetrator was able to obtain protected information.

"Sex offenders are opportunistic, and this is why Derryn Hinch‘s Justice Party persistently advocates for stringent protections that put the safety of children first.

"It‘s clear from the Ombudsman‘s investigation of these appalling breaches that a national approach is needed and I have written to the Attorney–General about the changes we‘d expect.

"It‘s also shocking that Victoria‘s child protection system

failed to provide continuity of support for the child victim targeted and later assaulted by the offender.

"The victim‘s family and advocate felt that services dropped off due to funding limitations or staff turnover, and that a lack of continuity in support had hampered his recovery as a survivor of sexual assault.

"It should alarm everyone that report after report shows that child protection continues to fail our children.

"For this reason I called on the government on August 17 to appoint an independent monitor to oversee the child protection governance in the Department of Families, Fairness and Housing.”

Farmers in the region will keep a close eye on BOM’s short and long term forecasts with upcoming rain events on the cards but Mr Russell remains optimistic for a bumper season despite damp conditions.

WITH school holidays and a long weekend approaching, Goulburn-Murray Water (GMW) is reminding people visiting its lakes, dams, and reservoirs to be safe on the water.

GMW is anticipating high visitation numbers over the coming weeks, with most of its storages at healthy levels due to the recent rainfall.

GMW Water Storage Services general manager Martina Cusack asked for all prospective visitors to make safety their priority.

“We want everyone to have fun, but most of all we want everyone to return home safely,” she said.

“The rainfall we have experienced recently means there are high flows heading into many of our storages. This can create strong currents, high debris loads and changes in the river and sand bars, which boat operators need to be prepared for.

“Boat operators should always wear personal flotation devices and maintain a lookout for hazards and other users at all times. Conditions can change quickly, so stay up-to-date with weather reports when heading out.”

For boaters, several simple steps can significantly improve their safety:

• observe water levels and the potential for submerged hazards - if in doubt, slow to five knots or less; • seek out local knowledge on conditions and hazards; • maintain a good lookout; • ensure the motor kill switch is attached to the driver; • take note of signage at boat ramps; • ensure the vessel is equipped with the required safety equipment and that it is in good working condition and easily accessible; • remember alcohol and water do not mix. Don’t drink on the water and; • do not overload the vessel.

GMW has temporarily closed Laanecoorie Reservoir and Hepburns Lagoon to boating due to the increased risk to recreational boaters.

MIGUEL De Oliveira grew up in Wangaratta, attending Our Lady‘s Primary School then Galen College.

He played cricket for College and Moyhu CC in the 80s and early 90s and moved to Wodonga 20 years ago and now works as a project engineer with North East Water. He speaks today about his journey in theatre.

How did you come to direct Priscilla: Queen of the Desert The Musical?

My role with Revolution Theatre Productions is artistic director. The director for Priscilla had to step down due to other commitments so I was asked to fill the void.

Was it a show you always wanted to do?

Musicals are not my first choice. I like directing plays especially comedies.

I couldn‘t resist the challenge of being involved in such an iconic and well known Australian play/film.

What other shows have you directed and for whom?

In a previous life I have directed Blackadder IV and Fawlty Towers for Allegro Theatre company in Yarrawonga.

I have also directed two original plays, Heroes by Megan Rigoni and Scene Changes by Peter Uniacke for The Other Theatre Company in Albury Wodonga.

How did you get your start in theatre?

I bit the bullet in 2004 and made a phone call that changed my theatre life.

I snagged the coveted role of Biggus Dickus in Allegro‘s production of Monty Python’s Life of

Brian and have been involved in theatre both on and off stage ever since.

This production really made me realise what wonderful talent is available locally, you just have to tap into it.

Why do you enjoy it so much?

I love the sense of accomplishment and teamwork that goes into producing a show.

It is immensely enjoyable watching the performers grow from nervous auditionees to confident performers in front of a live audience.

What will the audiences enjoy about Priscilla?

Everything. We have a wonderful cast, an amazing vocal ensemble and band that really bring the songs to life.

The wonderful costumes and the seasoned dancers will be spectacular. The whole show is also infused with that well known Aussie humour.

How many in the cast?

There are more than 40 in the total cast including the band, many more back stage pulling levers, pushing buttons, changing costumes, driving the bus.

How long was rehearsal period?

We have rehearsed three days a week for four months.

When is the show on?

Opening night is this Thursday at 7.30pm, then Friday, and Saturday night at the same time, and the following Thursday, Friday and Saturday nights at the Albury Entertainment Centre For more details refer to Revolution Theatre Productions Facebook page.

THE first fortnight of September has continued the trend of below normal maximum temperatures which first started at the beginning of winter, not only in Victoria, but also over a wide area of the nation.

Most places during the first fortnight of September had maxima two to three degrees below normal.

In Wangaratta it was the coldest first fortnight of September for six years.

At Horsham where the total rainfall to date of 420mms is the wettest to this point since 1974, it has been the coldest first fortnight in any September since 1992, after which excessive rain fell every month right up to February 1993 over Victoria and into parts of NSW. A few outback Queensland towns which have had excessive rainfalls from July to September have had maxima during the first fortnight of September accompanied with rain and storms four degrees below normal and the coldest in September since 1978.

It is interesting to note that January and February of both 1979 and 1993 were actually warmer than normal in Victoria and NSW. In January 1979 the temperature in Wangaratta reached 42 degrees and 46 degrees at Rutherglen and in January and February of 1993 the highest temperature at both towns reached 38 degrees.

The northern parts of WA and Northern Territory have had maximum temperatures for the first fortnight of September about two degrees above normal.

Darwin last Wednesday (14th) recorded a maximum temperature of 37.4 degrees, which was one of the hottest on record for September.

Other very hot September days in Darwin did happen in 1892, 1893, 1983, 2014 and in 2021.

The rainfalls in Victoria after these episodes was not so excessive as mentioned above except for well above average in November and January.

Cocos Keeling Island recorded it‘s warmest September day in 73 years of records with a reading of 30.2 degrees.

Other very warm September days were in 1953, 1958, 1971, 1998, 1999 and 2010.

The rainfalls from September up to February the following year in Victoria were notably wetter than average with a high frequency of thunderstorms; but the summers following were all warmer than normal which may sound surprising.

ictoria’s Traditional Owners have made significant steps towards achieving self-determination in the past decade.

Victoria is the only state to have implemented processes to achieve Treaty, Truth-telling and creation of a Treaty authority - something all Victorians can be proud of.

But when it comes to achieving true self-determination for Traditional Owners, Treaty and Truth alone aren’t enough.

We, as First Nations Peoples, have spent generations fighting for selfdetermination.

Fighting for the right to meet our social, cultural and economic needs - and the needs of our communities - on our own terms.

While Treaty and Truth are both important steps on the journey to true selfdetermination, action must be taken on multiple fronts to ensure Traditional Owners can fulfil their duty to care for and heal Country.

The statutory and legislative systems that support us must also be Treaty ready and, frankly, they’re not.

There are tangible steps that we can take now.

Right now, numerous strategies, frameworks and models already exist, codesigned with the capacity to create significant change in the lives of First Nations Peoples in Victoria.

Each will play a role in creating greater opportunities for us to participate in the economy and make decisions that affect our individual communities, while all Victorians will benefit from more than 60,000 years of intergenerational knowledge.

First Nations Peoples have put in the legwork. We know how to proceed from here to achieve meaningful change in areas like game management on Country, renewable energy and economic development, among many more.

But without the backing of the Victorian Government and the Victorian people, these strategies are just paper.

They require political will and political capital to become reality.

It is up to the Victorian people to support these strategies, so they are sufficiently funded and enacted in full. ultural fire is the perfect example as a fundamental element of Traditional Owners’ cultures. Right now, the ability to use cultural fire to care for Country is restricted by the current statutory environment around fire management practices.

The same can be said of cultural water use.

All water is cultural water. Yet Victorian Traditional Owners currently hold less than 0.0006 per cent of water share entitlements in the state. Increasing Traditional Owner access to water will improve the health of Victoria’s waterways, and the environment more broadly, while also supporting Traditional Owners’ economic development.

Then, there is the native food and botanicals industry - an industry largely benefitting non-Traditional Owners using Traditional Owner knowledge, due to a lack of protection for Indigenous Cultural and Intellectual Property (ICIP) in the Australian legal system.

2023 Rural Women’s Award open DUNORLAN-based farmer, podcaster and founder of Motherland Australia, Stephanie Trethewey has officially been named as the 2022 AgriFutures Rural Women’s Award Winner for her work in providing services, resources and virtual communities for mothers in regional locations.

Bendigo resident and founder of OAK Magazine, Kimberley Furness was awarded the National Runner Up title, for her work in creating opportunities to profile and celebrate female-led businesses.

Minister for Agriculture, Fisheries and Forestry, Senator The Hon Murray Watt, made the announcement during a black tie gala dinner at Canberra’s Parliament House on recently in front of over 520 government officials, industry representatives, members of the award’s alumni, other state finalists and their families.

The Rural Women’s Award is Australia’s leading award empowering and celebrating the inclusive and courageous leadership of women involved in Australia’s rural and emerging industries, businesses, and communities.

The award has seen close to 300 exceptional women develop innovative projects that are contributing to a prosperous future for rural Australia.

WINNER: Stephanie Trethewey has officially been named as the 2022 AgriFutures Rural Women’s Award winner this month.

Grand final day a smashing success THE Ovens and King FNL finished in spectacular fashion on Saturday, with seven premiership sides crowned in front of cheering fans despite the inclement weather.

Between 1750 and 1900 sports fans went through the gates at the WJ Findlay Oval over the course of the day, which started with the grand final breakfast, with guests of honour inducted into the league hall of fame and other conferred life membership to the league.

The matches kicked off with the under 15 netball decider between Bonnie Doon and Whorouly, with both sides giving it everything they had on the wet courts.

The match was a phenomenal display of young talent, but the Bombers walked away with the cup 30-29.

The C grade, B reserve and B grade matches were all contested by Milawa and Bonnie Doon, with Milawa taking out the C grade and B grade titles (52-45 and 50-42) and the Bombers pinching B reserve (48-45) - fans were treated to an exceptionally close C grade match, which had to be resolved in overtime.

Over on the footy field, the curtain raiser La Trobe University Bushrangers Cup clash between Albury Wodonga junior league premiers Albury and Wangaratta’s Imperials resulted in a resounding victory for the

yellow and black, home 13.6 (84) to 3.6 (24).

The reserves match between Bright and Benalla All Blacks was a hotly contested affair but the Panthers walked away with the victory 12.6 (78) to 5.10 (40).

O&K FNL general manager Cam green said the entire day was a massive success after two missed years.

“Obviously after two years off, it’s good just to get it completed,” he said.

“The balance of the teams made it a challenge, up against the weather as well - for the crowds to turn up and cheer on their teams, it’s

absolutely sensational.

“As a league we were absolutely stoked.”

In a first for the league all the netball matches were livestreamed for fans who were unable to make it to the ground, and while there were a few hiccups, the broadcasts were very successful.

“We were battling the elements, we were battling internet coverage, battling the location of the camera itself,” Green said.

“The logistics on it were probably a little tough but to even have it is amazing.

“We’re always trying to

improve and strive to be better, and we’ll look to try and go a little better next year.

“At the same time, there was good coverage for both football and netball - that might’ve been lost in the occasion but to have it all available for the public, for the people who couldn’t get there on a grim, dreary day was great.”

The league wished to thank everyone involved in helping the day and entire season run as successfully as it has, including sponsors, supporters and especially players and their families.

While her efforts in the attacking end helped her side hit the scoreboard, Humphries said it was the defenders who deserve credit for the win.

“I think that our defenders kept us in the game all game,” she said.

“Milawa didn’t make many mistakes, but they forced a lot of mistakes.

“Jorja Reidy and ‘Suz’ (Susan Ginnivan) ran really

hard through the midcourt all game.

“I would credit our defence with keeping us in the game because there weren’t many opportunities where Milawa were making mistakes but they managed to get the ball back to us a fair bit.”

While the loss echoes the result of the 2019 and 2018 grand final, Milawa can take heart in the fact that the margin was closer than any year before, teeing up another potential rematch in 2023.

Benalla storm over Bombers to end flag drought

FOR the first time in 41 years, and for the first ever in the O&K, Benalla All Blacks are senior league premiers after a 35-point victory over Bonnie Doon in Saturday’s grand final.

The two titans of the competitions battled it out in the wet and slippery conditions at the WJ Findlay Oval on Saturday, with the Panthers raising the cup 8.12 (60) to the Bombers’ 5.5 (35).

While the preceding reserves’ flag was played out in relative dry weather, almost from the second the umpire tossed the ball up to get the first quarter of the seniors game underway, the heavens opened.

Screaming fans huddled under cover and umbrellas as they watch the Bombers kick away to an early lead, which Benalla brought back through the second quarter, the Panthers up by a point at half-time.

In between showers, Benalla’s slick ball movement allowed the Panthers to build momentum through the third quarter, with

their forward line finding goals thanks to great pressure.

Goals from Cody Crawford, Lachy Thompson and Riley Moran kept the Panthers’ faithful on their feet, as Bonnie Doon struggled to make any meaningful impact in their own forward line.

Repeat entries and shots on goal through the final term kept the momentum firmly going Benalla’s way, with insane tackling pressure through the midfield thanks to the likes of Jackson Hourigan.

As the rain fell, the seconds counted down until the final siren signalled the end of the match, with Benalla All Blacks standing tall.

Coach Nic Spencer said it was still sinking in that his team had actually done it.

“It’s still surreal, I actually still can’t believe it,” he said.

“Saturday night down at the club, a few of us were just talking that had been there for five, six plus years, just saying we can’t believe we stuck it out and we actually got here.

“It was just overwhelming, I was bawling my eyes out.

“Everyone’s just so proud of it, we’re all linked together now forever, both grades - we were talking about weekly reunions for the rest of it.”

Spencer said the weather largely prevented the typical Benalla game from being played, but his team adapted well.

“That first quarter, jeez the rain was shocking,” he said.

“It was just a slog - realistically, we didn’t play our brand of football with the clean ball movement, four or five link-ups to get a set shot on goal, the conditions didn’t allow it, it was windy, the ball was wet for pretty much the whole day.

“It was just a grind, just a slog.”

Jackson Hourigan was named best on ground for his efforts in the

midfield, as he switched between ironclad defensive pressure and swift ball movement in an instant.

Bonnie Doon coach Ken Murray said his side couldn’t hold out against the Benalla’s physicality.

“The boys are pretty gutted to be in the game for big chunks but we just ran out of legs, I suppose,” he said.

“We found ourselves with a few injuries accumulated by halfway through the third quarter, we had a few boys that were struggling to continue but you find a way and you just have to continue.

“To the boys’ credit, they fought it out against a quality side, we just didn’t have enough run in the legs at the end, we probably didn’t have enough guys fit to go and ready to go in that last quarter when we thought we still could’ve built a bit of momentum.”

Campbell Smedley, Zak Bailey and Beau Smith were among the best for the 2022 runners up, with five players each slotting a goal for their side.

From back page Murray’s influence may have been restricted by his injury, however, he still managed to bring down one of the marks of the year when he flew over a pack inside 50 to pull down a hanger in the second quarter.

Sullivan admitted the Hawks ran out of steam off the back of those injuries.

“Dylan Stone and Sam Murray went down with injuries early on and Alex Marklew was battling through a quad injury so at the end of the day the boys could’ve given in but they didn’t,” he said.

“We just ran out of steam at the end because the efforts of some of the boys like Jake McQueen, Todd Bryant, Jace McQuade and Toby Murray through

the middle of the game.

“They all battled hard so there’s nothing but pride there.”

The loss marks the end of Daryn Cresswell’s career as coach of Wangaratta Rovers.

“What Daryn’s done for the club over the past four years has just been amazing,” Sullivan said.

“He took on the role when we were down the bottom of the ladder but took that challenge on with so much passion.

“He’s now set a great foundation, he taught the guys system, process and method and was hard on players that probably needed it.

WANGARATTA A grade netballers have stunned flag favourites Corowa-Rutherglen.

The Magpies booked themselves a spot in next weekend’s grand final against Yarrawonga with a 33-31, while also knocking the Roos out of finals in straight sets.

It’s a mighty effort from the Magpies, who finished the season in fourth position and have had to play and win on every weekend of the finals series on route to the last day of the season.

Wangaratta’s star defender and best on court Katie Dean was stoked with the result post-match.

“It was such a team effort, I’m so proud of every single person, whether they were on the court or sitting on the bench,” Dean said.

“Everyone stepped up and played their role which is what you need in team sports.

“I’m just so proud.”

After netting 23 goals, Georgia Clark left the court with a knee injury and will be fighting to be fit for next weekend.

Clark’s injury brought Rachelle Petts into the game who stood up in the final term.

Amy Byrne contributed with 10 goals of her own, while Hannah Grady and Issy Byrne were influential.

Wangaratta led by four goals at the last change and the Roos fought back in the

final term, however, the Magpies managed to hold them off.

“It’s all about trust, trust is the word we’ve been using recently,” Dean said.

“We all know what our job is and if we can all do it then we can rely on each other to step up.”

It’s now Wangaratta’s third straight O&M grand final, highlighting the club’s dominance in recent years.

Meanwhile, Wangaratta Rovers’ reserves team is also through to the grand final after a scrappy 16-point win over Wodonga.

The first goal of the game wasn’t kicked until the third quarter, however, Wangaratta Rovers rattled off six second half goals to win 6.8 (44) to 4.4 (28).

The Hawks now face Yarrawonga in next weekend’s decider.

The Hawks lost their firepower early when Dylan Stone left the field with an ankle injury and Sam Murray tweaked his hamstring which saw him play deep forward for half the game.
