RURAL City of Wangaratta ratepayers will be spared the stress of facing a debt collector under proposed legislation aiming to ease the burden of overdue municipal rates. In the wake of rising inflation and mortgage interest rate hikes, the State Government introduced legislation into Parliament last week, which will support Victorian ratepayers by ensuring councils are fair

when handling overdue debts. The new amendment to the Rating Reform and Other Matters Bill 2022 will require early engagement from councils with ratepayers, and they will no longer be able to use debt collectors to

pursue legal action, however, there are some conditions attached. Only 3.8 per cent of rates and charges are in arrears at Wangaratta council, according to its quarter three review, tabled at the April council meeting. Wangaratta council also has a strong policy encouraging the implementation of fair support to people who are unable to pay their rates

on time. During the pandemic many councils expanded their hardship policies to provide relief to those doing it tough and started engaging earlier with ratepayers who fall into debt and this Bill ensures councils do not revert to past practices. Rural city corporate services acting director Juan Hernandez said council manages overdue municipal rates within the bounds

of the Local Government Act 1989 and the adopted Financial Hardship Policy Rates. “Ratepayers facing difficulty are encouraged to contact council to discuss payment options,” Mr Hernandez said. “Council works with ratepayers to enter into an appropriate arrangement under the Financial Hardship Policy. “This may involve smaller

more regular payments, but will depend on individual ratepayer circumstance.” Ratepayers facing difficulty are encouraged to contact council to discuss these options by phone, email, or through council’s website. “Our team understand this can be a difficult time and are ready to provide assistance,” Mr Hernandez said. ■ Continued page 3
