AROUND 18 months ago Bruce Forrest was up to his waist in water, at the bottom of Beechworth Gorge, helping attend to an injured man and his son as part of a larger rescue operation. It was hard work, but the Beechworth resident couldn’t have felt more proud of what he was doing. Bruce, alongside Terry O’Keefe and others, help provide first response medical care for people in their community as Ambulance Community Officers (ACOs) or members of Community Emergency Response Teams (CERTs) for Ambulance Victoria. A school bus driver and a hobby farmer most of the time, Bruce said he loved to help the community, having been a volunteer with the CFA for many years. ACOs are primary responders in an emergency situation when people require immediate patient care, in areas of the community where Ambulance Victoria branch availability is limited. “I like to learn and practice my skills, and the ambulance is great for that,” Bruce said. “There’s always something going on,” adding that “it’s a good feeling” when he is able to make a difference. For Terry, a long term member of the SES, helping the community is literally in his blood, with his father Doug having been an ambulance officer in Beechworth for many years, and his brother Peter involved with the CFA. “We’re Australian, that’s why we do it,” he said of his work in the community and as an ACO. “It’s a great vocation and provides a service to the community.” A gardener by trade, he relishes the feeling of being prepared to tackle situations through his first aid and emergency training. continued page |

Beautiful winter skin
Daffodils and jonquils THE seasons are changing. The last few days of winter are lingering and spring is definitely in the air. The wattles are covered in buttercup yellow, the happy wanderer rambler bringing purple to gardens and the magnolias are showcasing their gorgeous purple and white blooms. But the highlight for us this year is the brilliant display of daffodils and jonquils scattered throughout the garden. They have been a gradual work in progress, taking around five years to reach the stage they are at now. Large clumps of yellow and white flowers border the driveway, are dotted in garden beds and naturalising happily under the almond trees. Both daffodils and jonquils belong to the Narcissus family, with hundreds of varieties available, but there is a difference. Daffodils are usually the bigger, showy trumpet shaped blooms, often yellow but come in range of colours including cream and white, every shade of lemon and yellow, with contrasting colours of pink, orange, peach and red. Double and single forms are available, as well as ruffled forms. They have a single bloom per stem and have flat leaves. Jonquils tend to have clusters of several flowers, instead of just one

They are also scented, but the perfume varies with different jonquils and some have a sweeter scent than others. Varieties are classified as either early, mid or late season flowering with the earliest blooming in June and the later varieties flowering in October and others in between. With careful selection and planning, it is possible to have daffodils blooming in your garden for up to four months of the year. Each year we have been buying more varieties and planting bulbs in groups around the garden. As the clumps become larger, some are dug up and divided, spread out and replanted. Bulbs are available in late summer and early autumn for planting in autumn once the soil has cooled. We are enjoying this year’s display and already planning for next year. Happy gardening.

Abdominal masses in dogs DOGS can develop masses of various sizes and types in their abdomens. Unfortunately they are often cancerous, but this is not always the case. These masses are sometimes very obvious when they have reached a very large size (abdominal bloating, or even the ability to see or feel the mass from the outside). However, a mass can grow to a fair size without it being outwardly visible because the abdomen has a fair amount of space in it and portions of it are tucked under the ribs where bloating is not seen. Your veterinarian should always have a feel of your dog’s belly when they get their annual checkup and sometimes their practised hands will find a mass in the abdomen that no one knew was there. The discovery of an abdominal mass is a worrying time for the pet owner because in many cases they
are a cancer and the prognosis isn’t always that good. It is therefore important to try and get as much information about the mass before surgery is decided upon. Abdominal xrays and ultrasound can be employed to try and determine which organ the mass is arising from and get an idea of its size and composition. The ultrasound machine can also be used to guide a needle into the mass so a biopsy can be taken for analysis at the laboratory. It is always preferable to get information prior to surgery to allow an owner to make an informed opinion about whether they wish to proceed with surgery and removal of the mass. In some cases where the ultrasound is inconclusive an exploratory surgery is recommended and it is visual inspection of the abdominal contents that provides the information needed about where
the mass is and what can be done. Many masses in the abdomen can be removed surgically and the mass sent off to the laboratory for analysis. In some cases the prognosis for a long life after surgery is great, especially when the mass turns out to be a benign cancer or a non cancerous type. Tim Craig BVSc, Warby St Veterinary Hospital

2014 Rousanne Marsanne Around $22 ON a recent trip to the big smoke we ventured into a speciality spice shop which smelt like we’d entered the Grand Bazaar in Turkey. There were buckets of beautifully coloured powders and potions everywhere, with salts and peppers from every corner of the world and fresh, dried and crushed chilies that would blow more than your mind. Among the rainbow of vivid reds, oranges and burgundies was a fiery mix of “ras el hanout” direct from Northern Africa, which is as fun to say as it is to use. We couldn’t leave without a scoop and used it later that night to turn some shoddy lamb shoulder chops into a Moroccan-style feast. Matching them to a bottle of Cofield Wines Rousanne Marsanne was a rare moment of brilliance on my part. This 50 per cent blend of Rhone varieties grown in

Revved up mechanics, 1974 IN an unusual competition held in conjunction with the 1974 Albury Trade Fair, a team of three Wangaratta motor mechanics assembled an engine faster than any other team. In competition against a number of other district teams, the Wangaratta team from Pat Heffernan Motors – Neville McPherson, Adrian Kiker and Les Brown – assembled a motor from 160 pieces and got it started in six minutes and 48 seconds. That time included the mandatory 10 seconds’ running time after assembly.

I MUST admit the simple things are often the nicest. After a gruelling week at the café, succumbing to a cold just two days before getting up at the crack of dawn to go to a market, I needed a tonic; a quick and yummy soup was called for. This is the Asian version of the Jewish chicken soup or mum’s chicken broth when we are sick, I must say I did feel better after it. Method In a medium saucepan add the chicken stock, heat on medium heat while slicing the chicken fillets very thinly, add to the hot stock, add the tinned corn, heat until just about to boil, add soya sauce and spring onions. Stir and heat again for five minutes to

Corporate tax avoidance THE interim report of the Senate Economics Reference Committee into corporate tax avoidance was released last week and makes for some interesting reading. I was very interested in the comment made that “You cannot tax what you cannot see” with a strong focus on increased transparency. The majority of the 17 recommendations in the interim report relate to improved transparency of the tax affairs of corporate taxpayers. This is certainly a significant step in the right direction with the recent experience in the war on corporate tax avoidance, both in Australia and overseas confirming that “information is power”. Most notably, we have seen increased transparency changing the behaviour of multinational enterprises as well as inducing governments to act. The interim report outlined a range of recommendations in respect of:

I also noted that any company tendering for government business would be required to reveal its country of domicile for tax purposes, as well as the agency having a mandatory obligation to report to a government minister any contracts above a specified figure that have been given to companies who are domiciled overseas for tax purposes. But the one recommendation that really took my eye was that the ATO should be independently audited, and report to parliament on an annual basis any audits and tax disputes they may have with multinational corporations. There is also a recommendation to amend the Australian Securities
and Investment Commission Act to allow information sharing with the ATO without notifying the affected individual. There were two recommendations around “marketing hubs” which are likely to attract plenty of attention. There will be increased transparency around these hubs and a greater disclosure of information in “country-by-country” reports. The report calls for the Australian Government to work with governments of foreign countries to improve the transparency of information regarding taxation, monetary flows and inter-related party dealings. I believe this recommendation is targeting the use of marketing hubs by some of our largest companies in places like Singapore. Commentators argue making this information available to the public will help deter multinationals from engaging in aggressive tax planning.
But the business community has pushed back, not only in Australia but overseas. Increased transparency measures and disclosure of relevant information is only the first step in the war on corporate tax avoidance and aggressive tax planning. Ultimately, tax law needs to be affective if the ATO is to prevent profit sharing to low or no tax jurisdictions. A second focus could be centred on issues such as “excessive debt loading” where multinationals load debt into high tax countries and profits to low tax nations. I suppose you are asking “What has this to do with me?”. Well let me tell you that if the ATO is able to claw back the millions of dollars of taxation being shifted out of the country by multinationals, you should see a great deduction in tax rates for every day Australians. But we will need to keep our ear to the ground for developments.
