A Christmas worth saving for.
AT this time of year, especially in the age of social media, financial stresses and emotional isolation can be more amplified than ever. But for the past three years, a small band of people in the Wangaratta community have been bringing Christmas cheer to people less fortunate from across the North East. The Spirit of Christmas Wangaratta initiative was inspired by a man who established a similar gift giving “shop” in Brisbane in 2009, where people in need could choose presents for their loved ones from a range of new and near new donated items. The local program is run by a dedicated committee, supported by VCAL students at the Wangaratta District Specialist School (WDSS), who help sort and catalogue gift donations, as well as run the shop to give away the presents. And all involved are passionate about creating a better Christmas for others. “It’s good for us to show a presence in the community,” said WDSS VCAL student Lincon McKibbin. “It makes us feel good and brings the community together as one. “It shows the kindness of the Australian people…we’re a giving country.” Fellow student Ben Henwood said he enjoyed helping others. “It’s really good to see everyone in the community giving,” he said. Fellow student, Drew Schneider, gets to work on his computer, designing cards that are used as part of the program, and said he enjoyed contributing. Rosie O’Brien, a founding member of the local program who is also the school’s VCAL coordinator, said Spirit of Christmas Wangaratta was a blessing for the students as well as the many hundreds of people the program benefits. continued page |

What’s in your garden: Our garden is a very special place of tranquillity, a place where everyone can quietly connect with God through the beauty of nature. The backdrop is our huge ancient bunya pine, complimented by silver birch, cedars, a young dogwood tree, Manchurian pear trees and over 30 fabulous standard roses. The centrepiece is our gazebo which leads your eye through to the sundial
and the bird bath. What do you enjoy about gardening? It is a great way to exercise and find peace of mind. Favourite plant/spot in your garden: My favourite spot is on one of the park benches near the gazebo, and my favourite plant is the dogwood tree which is a memorial to one of our parishioners. Water saving/ conservation tip:
We have an excellent watering system with timers which was donated by one of our parishioners who is also a keen gardener. Your tips to keep gardens in top shape: Regular care, plenty of mulch and manpower. In our case we wish to thank the men from the Beechworth Correctional Centre who do such a wonderful job in caring for our garden.
IT’S this time of the year, when the agapanthus begins to flower, that my family is reminded of Triffids. A few years ago, my then eight year old daughter had just finished reading the book - The Day of the Triffids, which is a science fiction novel from the fifties about an invasion of carnivorous, killer plants from outer space, capable of movement and sophisticated communication, intent on taking over planet Earth. According to her vivid imagination, Agapanthus fitted the description of the deadly plants and were renamed Triffids. But Agapanthus are nothing like Triffids. In fact, the botanical name, derived from the Greek language, means flower of love; agape, meaning love, and anthos, meaning flower. Agapanthus are perennial, evergreen plants with long, green, strappy leaves that form dense clumps up to a metre wide. They are easily recognised by their blue or white tubular flowers on tall stems during summer. When in flower they can reach over a metre in height. Sometimes referred to as the Lily of the Nile or African lily, Agapanthus are native to Southern Africa but are not true lilies. Agapanthus are hardy plants, tolerating heat, drought and poor soils.

They are often used by councils for street planting in rows along roadsides, carparks and in roundabouts. Agapanthus flower best in full sun, although some flowering is possible in part shade. Even though they are drought tolerant, flowering improves with regular watering during dry periods and a feed of a complete fertiliser in spring. Regularly remove spent flowers to encourage more blooms and prevent seeds forming. In some areas of Victoria, especially along the coast, agapanthus are classed as weeds, as they have spread by seed and naturalised. Some sterile forms are available. ‘Black Pantha’ has beautiful dark blue/purple flowers which doesn’t set seed. Dwarf and miniature forms are also available, only reaching 45cm high when in flower. These are perfect for pots and smaller gardens. My daughter still has an aversion to them, some 25 years later. But she has put her active imagination to good use. She is now a fiction writer. Paralysis ticks and holidays WE are lucky enough to not have endemic problems with the dreaded paralysis tick in the North East of Victoria. However, when we take our pets away on holidays with us that situation can change. Paralysis tick territory tends to be coastal scrubland in Queensland, NSW and Eastern Victoria. Cases of paralysis tick poisoning have also been documented in parkland in Melbourne as well. It is also interesting to note that your pets don’t actually have to travel away to be affected. Some pets have had tick poisoning as a result of their owners bringing a tick back in their clothing, baggage or vehicle after a trip to the coast. Signs of paralysis tick poisoning are related to progressive paralysis. Weakness is noted in the hind end and progressively moves forwards to the front legs and head. Owners will often notice a weakness to a dog’s bark as well as wobbly walking. Eventually paralysis of the diaphragm muscle leads to an inability to breath and unfortunately death in many cases.
As usual prevention is better than cure. Treatment involves giving a tick antiserum that combats the poison. Therapy is most successful when started early. Treatment can be very expensive depending on how rapidly your pet responds. Prevention of tick poisoning should be a two-fold approach. Firstly a tick preventative should be used. Frontline or Advantix need to be given just before you head off and repeated every fortnight while you are away. Tick collars can also be helpful – such as the kiltix collar. Please note that sometimes swimming can reduce the effectiveness of spot-on treatments. There are some newer generation anti-tick treatments that are given in a tablet form (eg Bravecto). The second prong to the attack on ticks is thorough tick searching every day. Most ticks are found on the front half of the animal as they are attracted to carbon dioxide that is exhaled with breathing.
However, a thorough all over search each evening should be performed paying particular attention to the ears, face, armpits and groin. Clipping of longhaired dogs makes searching easier, but perhaps also aids the attachment of ticks. Any ticks that are found should be removed using a tick-twister (available from your vet) or can be forced to let go by applying 70 per cent methylated spirits (after shave or perfume that has an alcohol base is a good alternative in a pinch). Finding a tick early and removing it before it has a chance to cause trouble is usually effective, but if you think your pet isn’t quite right please seek veterinary attention. in the community.� The program currently has donations of around 1000 presents and would like to increase its total before the shop opens for one day only this Saturday, December 12 from 8am-5pm at 78 Murphy Street, Wangaratta. Presents can be dropped in to the reception areas at Wangaratta District Specialist School, The Centre in Wangaratta or North East Security in Vincent Road, Wangaratta. Murray cod on the bite THE Murray cod fishing has been ticking over at a steady pace since the season opened. I have not had any reports of the cod “going nuts� so to speak, but most people seem to be picking up one or two when they head out. On Sunday afternoon, Sandy Hector, Lachlan Snowdon and I fished a section of the King River. Between us we managed to land four Murray cod, with Lachlan catching three on his own, completely out fishing us older blokes. I managed to see the most snakes (two) and touch the most electric fences (one) so my evening was far from boring. Lachlan caught two cod on a green number 1 Stumpjumper and one on a Jackall Pompadour, and I caught one on an orange Wilson Slickback. Locally I have not heard of any reports of large Murray cod being caught. I have had two friends catch cod around the 70cm size close to Wangaratta and other than that most fish have been in the 50cm size range or smaller that I have heard of. I have had reports, and seen plenty of photos of some large cod being caught in the Murray River downstream of Lake Mulwala, and also in Lake Mulwala itself. And I have heard there were a couple of fish over 100cm caught in

the cod classic at Lake Mulwala on the weekend, however, I have not had this confirmed. It has been reported that the 2800 entrants caught around 1000 fish, but the one they named ‘Phil’ – who had a $1 million prize – was not among them. The trout fishing has slowed down across the region. I headed out to a small stream late last week and found the trout were following my lure, but reluctant to strike it.

The trout can still be caught but you may need to work harder for them. Concentrate on the low light periods of the day, particularly the mornings, and head as far upstream into the headwaters as possible looking for cooler water.

A Sporting Challenge, 1896 THE early days of cycling produced some strange match races, one of which was conducted on December 9, 1896 at the Wangaratta Cricket Ground. The rivals were the local priest, Rev Fr Smith, and the local doctor, Dr McCardel. Fr Smith was mounted on a Humber cycle, while the doctor had secured a special lightweight Sterling cycle, thinking this would give him an edge over the one mile of the challenge. 200 people gathered in the cool of the late afternoon to see the match. In spite of the doctor having the advantage of the lightweight cycle, Fr Smith obviously had superior forces on his side, for he outsprinted Dr McCardel at the finish, winning by 300 yards.

Christmas Cookie gift jar THIS receipe from Dairy Australia makes a great gift for kids to give their teachers, or as a small present to treat someone special in your life – not just for Christmas, but as a lovely thank you gift at other times of the year. At Easter, replace the chocolate with mini chocolate eggs, and try the caramel-filled variety for an extra treat. Method Starting with the flour, evenly layer the flour, salt, sugar, cranberries, apricot, white chocolate and dark chocolate firmly in a 1 litre jar with lid and seal. Using a ribbon, tie on a gift tag with the following directions: Just mix in 125g melted butter and 2 extralarge eggs. Roll into balls and place on lined baking trays 4cm apart. Flatten slightly and bake at 170°C for 16-20 mins (or 18-22 minutes for crispier cookies).

Can the government make its rate capping work? I OFFER my apologies to my regional readers this week as I concentrate a little on the performance of the Rural City of Wangaratta. But for information about your shire or city and how they have performed, look it up at knowyourcouncil.vic.gov.au. It is of interest to me that when I attempted to encourage the Rural City of Wangaratta to reduce the proposed rate rise of six per cent, officers said that I could not compare neighbouring councils as their property base was different and that our rates were still less than most. Research from the new State Government website indicates that in 2014/2015 Wangaratta rates charged on average for each residential property was some $235 more than all councils and $179 more than similar councils. And expenses per property assessment were $200 more than similar councils and a whopping $568

Some 36.23 per cent of rates is spent on interest bearing loans and borrowings, with the percentage across all councils being 25.09 per cent. The preamble for Wangaratta says that reliance on debt is forecast to reduce as a percentage of rate revenue through the redemption of long term debt. Can the ratepayers be assured that this will happen, should the council
need to borrow an additional $7.5 million to build the outdoor pool, or have the council not taken this into account? Looking at the provision of indoor and outdoor aquatic facilities to the community and visitors for wellbeing, water safety, sport and recreation even though no health inspections of our aquatic facilities were carried out in Wangaratta they did fare better than similar councils with only one Worksafe reportable aquatic facility safety incident compared with a 2.9 for similar councils. But this is where it gets interesting. It costs ratepayers $3.71 (less any income received) for provision of indoor aquatic facilities per visit – while the cost of visits for similar councils is $1.69. And I note that the minutes of the Special Council Meeting on October 30 this year recommended that council’s share of the profit from the aquatic centre of $32,739 be put into
a reserve for future use. I am dumbstruck that the direct cost of visits to an outdoor facility in the rural city is $23.95 per visit, with similar councils being $9.46 and over all councils $12.78. I am unable to ascertain if this additional cost is due to the ongoing maintenance at Yarrunga pool. Even numbers of visits per head of municipal population is poor when compared with similar councils (5.55 Wangaratta and 7.70 to similar councils). And council is telling us we need an outdoor facility to get people into the Barr Reserve. Finally, I looked at governance and was pleasantly surprised that our administrators made no council decisions at meetings closed to the public (although there have been some meetings when confidential items have been discussed). Similar councils made 13.91 per cent of their decisions behind closed doors while the average for all
councils was 12.20 per cent. But Wangaratta does not fare too well in the area of ‘Consultation and Engagement’, lagging behind the 56 per cent for all councils at 49 per cent. It is not possible to compare the cost of governance per councillor as we know the administrators are being paid at a different level set by the State Government. And they should take heed that they only score 49 out of 100 for community satisfaction with council decisions. Remember, October next year will see a return to elected councillors in the rural city and they will have to ensure they are able to operate under the statewide rate capping guidelines being introduced. I would be most disappointed if in the first year we have officers recommending that an approach be made to the Essential Services Commission because the rural city cannot make ends meet.
