SETTLED in the peaceful rural setting of Wandiligong and being in tune with the surroundings is exactly the way Megan Hughes and partner Geoff Boadle want to live. Megan’s family has been connected to the property for generations, and she and Geoff now run a water and energy self sufficient home, biodynamic farm and successful shed café. And like a handful of other North East residents, she is looking to share the life she has built there with members of the public during the upcoming Sustainable House Day. The couple’s home has tank water, runs with solar power and has been renovated to take advantage of more natural light. The business, Wandiful Produce, includes such features as a shed made from recycled materials with upcycled décor, Clivus Multrum composting toilets for the café, and solar power and water tanks also contributes to its sustainability. Megan said the couple had a passion to live simply and in harmony with nature. “To me, it’s a really good challenge not to be connected to a centralised system,” she said. “I think it’s wonderful to live off the grid.” Megan said having the solar power in place meant it was necessary to pare back life to efficient essentials. “We use the weather to live,” she said, adding that she saves power-hungry chores like vacuuming until sunny days, and makes a point of seeking out ultra efficient appliances such as their fridge. “You’re so much more aware of what the weather’s doing,” she said of their lifestyle. Also making their mark with a self sufficient sustainable house they built themselves is Beechworth couple John Icely and Julie Reilly, who moved to the town almost 14 years ago. continued page |

IT’S time to start on the spring veggie garden. Growing big, tasty and healthy vegetables is easy with a little planning and preparation. Choosing the right spot is important. Veggie gardens are usually in the back yard for a reason, positioned near the house and kitchen so the produce can be easily reached and harvested fresh off the plant as needed. Most vegetables need at least six hours of sunlight each day, for optimum growth. If they don’t receive enough light, they don’t fruit as much and are more susceptible to pests and diseases. They also need protection from strong winds so find an open sunny protected area. Avoid being too close to large trees, as the roots will compete for the valuable moisture and nutrients in the soil. The other important element to successfully growing veggies is the soil. Most vegetables do best in moist, well-drained soil that is rich in organic matter. To prepare the soil for a veggie garden, remove any plants, weeds and debris, then dig it over to the depth of a spade. Dig in some compost, manure, fertiliser, blood and bone and potash to add body and nutrients.

Leave for a couple of weeks, then remove any weeds and dig over again. The soil should have a loose, crumbly structure, capable of absorbing and holding valuable water and nutrients. Green manure crops, such as peas and beans (legumes) also improve soil condition and fertility when dug back into the soil after cropping. Check the soil pH with a soil test kit, available in most garden centres. A neutral reading of 6.5 is ideal. If the soil is too acid or too alkaline, the uptake of nutrients in the soil and plant is reduced or stopped. Raised veggie garden beds are another option. They can be constructed from sleepers, corrugated iron, bricks, piled rocks or even straw bales. Kits are available or build your own, then fill with soil, ready to plant. Either blend your own or buy a loamy veggie garden mix, available from landscape suppliers. Veggies are great, home grown are better. Happy gardening.

Opening of line to Seymour, 1872 SEPTEMBER 2, 1872 saw the formal opening of the North Eastern Railway to Seymour. The day had been declared a public holiday in the town. Two special trains, bearing five hundred guests, including the Governor and his family, arrived to a welcome that was apparently less than satisfactory. According to reports of the day, the band committed grievous bodily harm on the Queen, with its playing of the anthem leaving much to be desired, and then the welcoming party ignored the governor, as the Shire had been informed that he was not coming.
I KNOW we all think we do not have time to make biscuits, but we do. For me there is nothing like home made bickies for an afternoon snack with a cup of tea. If I’m short on time, which lately is always, these are my go to easy and quick to make ones. You can ice them or I roll them in sugar, which also cuts down my time in the kitchen. Method Place soft butter into an electric mixing bowl beat on high until light and fluffy. Sift in icing sugar and beat until well combined. Slowly add the egg and beat for a further minute. With a wooden spoon fold in the flour and mix until well combined. Cover dough with plastic wrap and
refrigerate for half an hour. Preheat oven to 180 degrees Celsius. Place dough into a cookie cutter and icing gun. If you don’t have one of these, roll cookie dough into a ball and flatten with a fork or cookie press shape, anything that will make a shape on top. Soft and smooth dough will work best. If dough is stiff, add a few drops of water. Roll in sugar or you can ice later. Bake in oven for 10 minutes or until golden. Method Place all ingredients into a bowl and mix together with an electric mixer until smooth and fluffy. Ice your biscuits.

Rivers high for trout season opening G’DAY folks, it’s great to be back in the seat writing my weekly fishing reports for another season. Speaking of seasons, this Saturday is the opening day of the 2015/2016 Victorian trout season. Sadly, I am working - this will be the first trout opening day since the trout closed season was reintroduced back in the 1990s that I have been unable to get out for a fish. But not to worry, with nine months of trout fishing ahead of us, I’m sure it will not be long until I get to head out. So, where should you head this weekend? It’s actually hard to predict with quite a bit of rain in the forecast at the time of writing, but with the ground already saturated there is sure to be plenty of water around. Ovens River: Should fish well for trout upstream of Bright. There will be plenty of water flowing down so wade with caution. Try using worms for bait. If lure fishing, try shiny metallic bladed spinners like the super Vibrax. Kiewa River: Will be worth a try. Don’t go there expecting to catch a lot of trout as numbers are not as great as they use to be. Try fishing close to Mt Beauty, drifting worms. I was in Mt Beauty on the weekend.

The river is quite high so don’t even attempt to wade across it. King River: Should fish OK for trout upstream of Lake William Hovell. Downstream of Lake William Hovell the trout fishing will not be great as trout numbers have dwindled in recent years due to a number of reasons. If wanting to fish downstream of the lake, stay up high, close to the wall. Buffalo, Buckland and Rose rivers: All have trout in them. Some sections have more trout than others. Keep moving and trying different areas. As with the other waterways in the region, try drifting worms this weekend as stream flows are still quite high and the ground is saturated. Good luck to everybody heading out this weekend. Murray cod season has now officially closed. Remember, it is Illegal to target Murray cod in Victoria from now until December. Even practicing catch and release of Murray cod is illegal. They are protected and off limits during the spawning season. If you want to get a cod fix, we now have two trout cod fisheries open all year round and they are Lake Sambell and Lake Kerferd, both in Beechworth. Each lake has a limit of one trout cod per day, with a size limit of 4060cm with no closed season.

‘Don’t care’ at its best WHAT an embarrassment I witnessed in Wangaratta last week. The Essential Services Commission presented an information session on Local Government Rates Capping and Variation Framework Review - one of only five held in the state. I would have thought something as important as this would have attracted quite a few ratepayers, prospective councillors and even politicians who considered it a session that may have answered some of their concerns, but no, it attracted four people, and two of those were from Mansfield Shire. So what is a rate capping and variation framework you may ask, and how will it affect council decision making? It should promote a transparent and independently verifiable decisionmaking process with regards to the trade-offs involved in determining council rates. Independent verification requires

In many ways, the rate capping and variation framework largely relies on the transparent, deliberative and consultative processes that councils say they already adopt when setting their budgets and their rates. The proposed framework has three components which are; 1) Rate cap; 2) Variation process (where council requires additional revenue); and
review indicate the annual rate of change in the CPI should be the Commission’s starting point when considering the allowable increase in council rates. The CPI forecast the Commission is proposing to adopt is the one produced by the Victorian Department of Treasury and Finance (DTF) which is published in May as part of the State Budget and updated in December. On each occasion, DTF releases its four year forecast of inflation. The indicative increases in CPI based on DTF’s forecasts in May 2015 show in 2015/2016 it to be 2.75 per cent, a similar figure in 2016/2017 and for the following two years 2.5 per cent. The report notes that councils and their representative bodies have made repeated representation to the Commission that a cap based solely on changes in the CPI may unduly constrain their operations.
3) Monitoring and reporting. So, which revenues will come under the rate cap? Under the proposal being recommended the rate cap will only apply to general rates and municipal charges, as this amounts to about 88 per cent of council revenue. The report is recommending that service rates and charges (garbage rates and charges) be excluded as councils have indicated their garbage rates and charges are cost reflective and market tested. Similarly, the Fire Service Levy should be also excluded as it is not within the control of the council as they only act as a collection agency. Supplementary rates are additional rates collected after the council has set its budget and therefore will not be included until the following year, when the council will be able to include it in their budget estimate of rates. The relatively high proportion of employee costs (Victorian Grants Commission Data supports this) and the relatively high rate of increase in those costs in recent years across the local government sector, appears to be the primary cause for this concern. Average labour costs across the Victorian local government sector is around 40 per cent. So there will need to be some soul searching when councils sit down next year to frame their budgets using the forecast annual rate increase next year of 3.05 per cent. Given that if my memory serves me correctly, the Rural City of Wangaratta has labour costs of about 47 per cent, I will be very interested as to how they will still provide services while pruning labour costs.
