Welcome to AUSTimber2016 Ian Reid Australian Forest Contractors Association Chairman WITH THE benefits to the environment (particularly the removal of carbon from the atmosphere and its perpetual storage in wood materials), the design possibilities for architects and the simple economics of using timber in mid-rise construction, the forest products industry has an important future.

We are lucky in Australia as we have sufficient land of suitable quality and the climate to sustainably grow a range of tree species for production while also maintaining large tracts of forest left to the fates of nature. It is the prospect of this sustainable supply of wood fibre that underpins a bright future for new, advanced manufacturing enterprises in this country.

The recently announced change to the National Construction Code making it easier for construction of buildings up to 25 metres, or eight storeys high, opens the way for owners and developers to achieve cost savings of 10% to 20%. But to achieve those savings requires a manufacturing sector geared to produce building components based on CAD files and working with builders to deliver those components on site in the right sequence.

This is the exciting world of innovation where advanced manufacturing and sustainable management of forests combine to deliver a product that has significant benefits to both the environment and the economy.

When AFCA took over AUSTimber prior to the 2008 staging in Mt Gambier, we did so because the previous owner was about to retire and the event looked like it might retire with him.

And we couldn’t let that happen.

With a history dating back to the 1970s when it used to be known as Forest Industry Machinery

Exhibition, this event provides people in the timber and wood products industry the opportunity to compare equipment in action and speak with suppliers of equipment and services important to improving productivity.

It also gives those same people the opportunity to catch up with their peers and colleagues and learn a little about different approaches to different species in different working conditions to perhaps use that information later in fine-tuning their own operations.

It is also an opportunity for the general public to see the broad range of technology used in our industry, gain an understanding of the various jobs the industry has to offer and mix with people currently working in the industry.

To capitalize on the need and opportunity for more environmentally friendly construction in the global economy requires investment in manufacturing technologies that can sustainably produce timber componentry at world scale.

To underpin such investment in the advanced manufacturing sector requires access to a secure supply of sustainably produced wood. And to sustainably produce that wood requires harvesting using equipment that performs efficiently.

AUSTimber is unique in Australia in that it provides the venue for forest contractors and managers to see forest-harvesting equipment from multiple suppliers being operated side by side in real life working conditions.

Industry professionals are able to see machines operating first-hand and to gather comparative information from suppliers on productivity, fuel consumption and ease of use on a range of equipment that is fundamentally important to the efficient running of a harvesting operation.

They also have the opportunity to talk with suppliers of a wide range of other products and services that go in to making their operations more efficient and productive.

This year is the first time AUSTimber is being held in Gippsland. We are absolutely delighted with the In-forest Expo site that HVP has delivered to us and we trust those of you who have travelled to Forest industry Expo’s internationally will agree our AUSTimber2016 site is at least the equal of any in the world. A major reason for us to bring AUSTimber2016 to Gippsland was the support for the industry shown

by Latrobe City when they adopted Australasia’s first Wood Encouragement policy. This policy recognizes the existing importance of the wood products industry to the city and the region but goes further in that it also recognizes the opportunity to develop advanced manufacturing enterprises locally based on wood fibre as the primary raw material.

Forestry needs to anticipate these factors and plan to mitigate expected resultant conditions to improve yield and returns from forests. Technology developed by Novelquip Forestry has specific emphasis on consistent accuracy and quality of pitting and planting. Land preparation and aftercare of seedlings should be built around the prevailing site and climatic conditions.

Attention must be paid to pit size, pit quality, tilth, planting method, planting depth, gel or water application and fertilizing.

World overview of log truck scheduling and opportunities for the Pacific NorthWest (J. Sessions., M. Acuna) Transportation from the forest to the mill accounts for 25-50% of the cost of delivered logs. Log truck scheduling and central dispatching has potential benefits for the logging contractor, the trucking contractor and the forest landowner.

Conditions in the Pacific Northwest supporting change to centralized log truck scheduling and dispatching. Log truck scheduling and central dispatching can a provide benefits to the logging contractor, the trucking contractor and the forest landowner.

Effective allocation of mobile chippers in a region for the establishment of a stable wood chip supply chain (M. Yoshida) To promote the energy use of logging residues in addition to the timbers, one of the inevitable issues to be clarified was the cost-efficiency of chip from logging residues produced at a landing in forest by using mobile chippers. The chip supply cost of the mobile chipping system using both several small chippers and one large chipper in a region, Iwate prefecture in Japan, was analyzed against a conventional fixed chipper as a case study. The chip supply costs were the same using the conventional system and smaller, mobile ones. Introducing several large chippers instead of small ones delivered a superior total supply cost. The results encouraged stakeholders to start to use logging residues.

Performing an automatic timber assessment during cable yarding operations: results from an experimental cable yarding system (R. Gallo, F. Mazetto) This paper describes a new ICT solution for assessing the weight of biomass transported during the inhaul in cable logging operations.

A simplified experimental in-scale cable logging system has been designed and installed in order to test the approach. An “S” load cell and an inclinometer have been used as main sensors and have measured the variations in terms of load’s weight and choker’s angles during the inhaul. The synchronization between the two sensors permitted detection of, time by time, which component of the timber’s weight was discharged to the ground and which held by the carriage during the travels. The preliminary overview shows good correlation between the estimated and actual weight.

12:30 – 13:30 Lunch break 13:30 – 15:00 Session 2: Measure, manage, repeat (4 x 20 min) Improving the Thinning Decision in Production Forests (J. Sessions, B. Strimbu) The goal is to determine which trees are to be removed that yield the best combination of immediate income plus their removal effect on the adjacent trees and generate appropriate instructions for work crews. The proposal is to investigate the feasibility of combining remote sensing technologies (above canopy LiDAR and below canopy camera images) and growth and yield models at the operational level to improve the thinning decision.

Applying a Reference Model Approach for Timber Traceability (M. Amuno, L. Mirowski, P. Turner) Existing focus for timber traceability has been on traceability technologies, specifically targeting traceability internal to a firm for inventory management, or constrained to one-up or one-down traceability between immediate firm’s supply chain partners. The outcome of applying a reference model illustrates how value chain integration can be achieved by extending supply chain reasoning from “product based” traceability to more broadly “value-based” traceability through the incorporation of actors, processes and technologies.

Sustainable Supply Chains for Bioenergy – Results of Sustainability Assessments of Multiple Different Wood-Energy Supply Chains (M. Brunsmeier, G. Becker, D. Jaeger) Split logs, wood chips and pellets represent the most commonly used wood products to generate energy. The wood-energy supply chains set the system boundaries for this investigation. This includes the harvesting process, processing, the conversion to energy and disposal management. The calculations reveal hotspots within the supply chain which are responsible for low energy efficiency, high costs or low social benefit. The study serves as a basis for the overall evaluation of sustainability by using wood for thermal energy purposes.

Evaluating the efficiency of log procurement operation: A case study in Peninsular Malaysia (Norizah K., Ismail Adnan, A.M., Lokman A., Rhyman P.P., Mohd Hasmadi I., Muhammad Farid, A.R.) In Peninsular Malaysia, the most common log procurement technique is directional felling using a Selective Management System (SMS).

Changes in weather and/or wind direction during felling work can change the direction of tree felling resulting in adverse log quality and worker safety outcomes. We compared the actual direction of tree felling with predetermined direction and classified the impact on log quality and worker injuries. Results show that only 33.3% of fallen trees complied with the predetermined direction. Meanwhile, severe injuries to workers were 11.7%. Causes of and solutions to the dynamic changes in the actual direction of tree felling should be examined to promote improved efficiency of log supply.

Obtaining Greater Value from Certified Wood and Forest Products (S. Dorries) Forest growers and downstream processors have invested significantly in the independent third party certification of their Sustainable Forest Management Systems and the Chain of Custody Certification of products processed from wood originating in these certified forests. A common complaint is that the market demand for certified forest products is not strong and any small premium for certified products does cover the costs of certification. This presentation provides a brief overview of Forest certification in Australia and provides a list of tangible and intangible delivered from investing in Sustainable Forest Management. In addition, it provides strategies for increasing the demand for certified forest products.

Impact of reduced log and chip moisture content on the forest supply chain (M. Strandgard, M. Acuna, R. Mitchell) As green logs and chips contain approximately 50% water, 25% of the cost of transport is to transport water. Preliminary studies in Australia have shown that reductions of log moisture content (MC) of up to 30% are achievable after two to three months of infield drying. However, consideration needs to be given to the potential deterioration of stored material during drying. In order to balance the potential gains from reduced MC against potential deterioration or contamination, forest owners need to understand the implications of different MC levels on logs, chips and biomass along the supply chain and to be able to predict the MC of these materials along the supply chain.

Appropriate timber transportation route using google maps API (L. Rianthakool) The objective of this study was to estimate transportation cost based on short-distance transportation by applying Google Maps API. The study was applied in rubber wood transportation from plantations to sawmill using small trucks in Thailand. The interface of cost estimation required the location of plantation and sawmill, and quantity of rubber wood in that plantation. This system will be useful for plantation owners, wood harvesting contractors, and sawmill owners to manage and design the rubber wood supply chain.

Payload management of timber trucks in Australia (M. Ghaffariyan, M. Brown) A project was carried out to investigate the impact of four different weighing systems on over/under load of forestry trucks operating in Australia for 7-axle and 6-axle trucks under two types of roads; For all the technologies tested for 7-axle trucks there was found to be a substantial under-loading issue ranging from 5.3 to 6.4 tonnes per load on gazetted roads while the same technology achieved a much better outcome on non-gazetted with a range of 1.4 tonnes under-loaded to 0.1 tonnes over-loaded on average.

Potential of Bamboo resprouting for bioenergy: a case study in Brazil (S. Guerra, H. Eufrade Junior, R. de Melo, G. Oguri, M. Brown) Bamboo is traditionally used in Asian countries, especially China, India and Japan for several purposes such as buildings, pulp and paper, food industry and due, to its fast growth, has become an alternative, renewable fuel source. Dry matter and energy yield per culms and hectare were measured combining the productivity and bamboo technology properties. Although, dry matter yield was lower than eucalypt forests, bamboo provides a low moisture content biomass in a short time (one month after harvest).

Development of bioactive extracts from Black Spruce bark residues (N. Francezon, T. Stevanovic) Wood industries are generating huge amounts of residues, among which bark is an important resource for further processing and valorization of bioactive molecules through simple extraction. The residual bark of the Black Spruce, Picea mariana, the most abundant softwood species of Canadian boreal forest, is known for its richness in polyphenols. The aim of the project is to develop new products from the bark using only water for extraction. The studied aqueous extracts will be tested for their bioactivity on cell lines (antioxidant, anti-inflammatory). The methods optimized in laboratories will be scaled-up for industrial requirements related to quality and stability of final products. The development of this new non-wood forest product could help sustainable development of the Canadian forest industry through generating a new, eco-responsible solution which adds value to black spruce residue.

Economic implications of green vs dry forest harvest residue feedstock for the aviation fuel supply chain (R. Zamora, J. Sessions) Forest harvest residues are produced as a byproduct of commercial timber harvest and represent a source of readily available material for aviation fuel production. Different moisture management strategies can be implemented to reduce the moisture content prior to processing but the most important question is what are the economic and environmental trade-offs between collecting processing and transporting green versus dry residue, moreover what is the opportunity cost of letting the material sit while drying. Chemical analysis from the pretreatment process revealed that polysaccharides content in dry residue are 26% higher than in green residue while Lignin content in dry residue is 17% higher.

Sustainability of the workers in the Chilean forestry sector (F. Meyer) This study deals with the contribution of the human-at-work systems for business sustainability and aims to contribute to achieving the balance between people capacity and system demand through providing an understanding of these complex interactions.

Ergonomics were studied to identify elements in the work environment that are affecting sustainability of the workforce in the Chilean forestry sector. The initial results show working conditions are a crucial element for improving sustainability of the workforce.

Transforming forest safety attitudes and outcomes (J. Stulen) Booming log export markets and soaring forest harvest levels ultimately resulted in 10 New Zealand forest industry workplace deaths in 2013. This paper sets out to explain the sequence of events that led to radical behaviour changes towards workplace safety and the development of cutting edge tools and techniques for ensuring safer tree felling on steep slopes.

Integrated transport framework to optimise timber and biomass supply logistics (M. Acuna, S. Sánchez-García, E. Canga) Transportation from forestry harvest areas to mills accounts for up to 50% of the operational costs in forestry supply chains and costs the forestry industry millions of dollars annually. The integration and interrelation of the decisions made at all these levels must connect to each other, inform and support one another for the effective management of transport operations. In this paper, we propose an optimised integrated transport framework that includes a tactical wood and biomass flow model (MCPLAN), and an operational truck scheduling programming model (FastTRUCK).

Integrated timber harvesting: We sustainably recover more woods from our plantations! (M. Ghaffariyan, R. Spinelli, N. Magagnotti, M. Brown) Integrated biomass harvesting system is one of the conventional biomass utilisation methods applied in Australian pine plantations. This project studied the productivitycost and yield of this harvesting system in 32 years old Pinus radiata plantations.

Extracting additional biomass materials reduced the productivity of the forwarder and increased the cost of extraction compared to a control plot where fibre-lus was not extracted but the harvester’s productivity and cost did not change highly in both plots.

Additional biomass recovery in the Fibre-plus plot resulted in 41 GMt/ha less residues left on the site compared with the control plot.

Economics in fuel woodchip transportation: Brazilian case (S. Guerra, G. Oguri, P. Brito, M. Ghaffariyan, M. Brown) Improved scheduling of woodchip transport decreases time wasting i.e. Operational cycle and costs involved on the woodchips removal from in-field to farm facility were analyzed. Machine costs were calculated with the method developed by European COST Action FP0902 and a typical time-and-motion study was designed to identify those variables that are most affected.

Developing and demonstrating a MS Excel-VBA tool for work posture analysis and assessment in forest operations based on the OWAS concepts (S. Borz) In forest operations that are characterized by a low mechanization level, forest workers are frequently required to carry on their tasks in uncomfortable work postures. In order to make the work more comfortable as well as to eliminate hazardous work habits, it is frequently required to assess the usual way of doing work so that work posture improvements to be formulated. The possibility to extract the real time spent by workers in given postures including here the possibility to avoid some of them, as well as the possibility to differentiate between static and dynamic work were explored as well. www.austimber.org.au

Review of actual case law and a summary of prosecutions throughout the supply chain (Nicole Fauvrelle) Nicole will provide a general overview about the current obligations in respect of chain of responsibility; including clarifying who is in the chain and what practical steps can and should be taken to comply with the law.

She will talk about real prosecutions and use case examples of where organisations and individuals have breached their chain of responsibility requirements.

Load Restraint of Logs: Providing compliant flexible solutions across industry (S. Carlson, D. Black) In 2013, key forestry industry organisations identified the frequency of load shift and associated incidents reflected concerns with the performance of existing load restraint systems. The process of investigation follows a collaborative process that combines load restraint engineering expertise with the extensive practical knowledge of transport operators and various forestry organisations.

This paper explores the critical assumptions applied to previous load restraint systems and details the methods used to test and develop improved systems.

The improved systems seek to provide a range of compliant options, for different restraint equipment and log types.

Compliance Checkpoint – technology that underpins the due diligence elements of the ALC’s code of practice (P. Molenaar) Paul will provide a general overview of a guide to implementing an industry Code of Practice for CoRegulation. He will describe and explain why organisations and governments need to Co-Regulate and why Co-Regulation is so difficult, as well as the critical success factors and rewards for Co-Regulation.

Innovation at the fore of forestry advancement Senator Anne Ruston Assistant Minister for Agriculture and Water Resources WELCOME EVERYONE to AUSTimber2016. There’s never been a more exciting time to be in the Australian Forestry Industry.

This is an industry that’s demonstrating a willingness to innovate to meet the challenges of the future— and that’s fantastic.

As one of the few renewable and recyclable products, timber and fibre will play an increasingly significant role going forward. And it is an important contributor to jobs and wealth in regional Australia.

Since my appointment as Assistant Minister for Agriculture and Water Resources I have had the privilege of visiting a number of forests and wood processing facilities. I have been impressed by both the skill levels that are present and the degree that technology is used as an integral part of the sector.

I know from that this is an industry which recognises the need to build on traditional approaches to forestry through innovation, in order to make the most of its natural advantages as a product and building material.

The development of new markets for timber, biobased products and biomass as renewable energy

resource has the potential to play a big part in the forest industry’s future.

This is innovation the government is encouraging.

Each year we invest more than $3 million in matched funding for forestry research and development with Forest and Wood Products Australia, and have recently announced up to $4.6 million in additional funding to match further industry contributions.

In line with our election commitments, we have also established the Forest Industry Advisory Council which I co-chair. Members of the council have a broad range of industry experience across the whole value chain of the forestry sector, and they have direct input into our policies and programmes.

We are well-advanced in developing a discussion paper that aims to map out a positive future for the industry, one where we can take advantage of the opportunities presented.

Like any industry, there are challenges, but I am bullish about the future.

The passion I have seen demonstrated by all levels in the forestry sector gives me confidence that it is a united industry, and one committed to growth

The AUSTimber2016 themes are highly pertinent, as is the focus on improving productivity and sustainability in the management of forest products.

The Andrews Labor Government supports a strong and viable timber industry which also protects our natural environment. Victoria’s forests are managed for multiple environmental, social and economic benefits.

Victoria’s State forests and plantations are a vital

economic contributor to many regional economies.

They are a valuable resource for the timber and wood products industry, and are an important part of the social fabric of many rural and regional communities.

In 2015 the Andrews Labor Government established a $200 million Future Industries Fund. The fund supports six high growth sectors with the potential to create jobs and attract investment to the State.

The food and fibre sector is one of these six key sectors.

I am encouraged by the excellent work AUSTimber and the timber industry is undertaking to meet the future challenges of the sector. I wish AUSTimber, and the timber and wood products industry, every success at the 2016 event.

This prestigious event will create many economic and employment opportunities now and into the future for not only our local economy but for the wider Gippsland region and across Victoria. In 2014, Latrobe City Council adopted a Wood Encouragement Policy to encourage the use of wood and wood products as the preferred material for construction purposes, particularly at the initial stages of a project when the construction brief for a project is developed.

As an important sector to the local economy, Council also viewed the Policy as an opportunity to be a champion of the forest and wood products industry.

The Policy is the first of its type in Australia and has now been adopted by the Municipal Association of Victoria as a policy and was supported at the ALGA National Assembly in June 2015. To date, six municipal councils from four States have adopted a Wood Encouragement Policy similar to Latrobe City’s policy.

The Policy Goals detailed in the Wood Encouragement Policy are: • To stimulate sustainable economic development within the Gippsland timber and wood products industry and encourage value adding products within the timber industry.

• To encourage the use of wood in the construction and fit out of Council buildings and infrastructure.

• To recognise all of the benefits that make wood a smart choice for Council buildings and infrastructure.

• To share information and encourage education regarding the benefits of using wood in construction and fit out of buildings and infrastructure.

• To demonstrate local and national leadership by enacting the Wood Encouragement Policy on Council buildings and infrastructure.

• To encourage the use of wood in demonstration projects across the municipality.

• To align with opportunities for state and federal funding.

• To reinforce Council’s preference for quality wood buildings in the development of briefs for projects.

• To promote the industry as a renewable resource, capturing the environmental benefits of the resource.

State of the industry

By Ross Hampton AFPA CEO WITH AN election to be called any day in the next five months, AFPA is alert and ready to inject ourselves in the campaign process to follow.

We are going into the election year strong and focused on the issues that affect the forest products industry. It is AFPA’s single focus to push for the best possible Federal policy settings to be put in place to ensure the growth and longevity of this industry that directly employs 120,000 people, and a further 180,000 indirectly across the whole value chain.

In preparing for the election year, AFPA has launched the website called ‘Build the Vote’.

This website provides a snapshot of the voting decisions made by each individual member of the House of Representatives and Senate in relation to issues of concern for the forest industries of Australia which were decided over this term of government. The policy platforms the major parties are taking into the 2016 election will also be featured and evaluated.

Our industry is spread across the country and underpin many regional communities in places such as Oberon, Tumut, Eden, Millicent, Mount Gambier, Myrtleford, Morwell, Colac, Smithton, Launceston, Gympie, Maryborough, and Manjimup. This website (www.buildthevote. com.au) will allow voters to quickly research their local Federal Member or Senator to discover how they cast their vote when it really mattered. This will be an invaluable tool not only for voters, but for the industry to use with MPs and Senators all across the country.

As part of our election year campaign work, AFPA will be hosting a Pre-election Political Forum at the National Press Club in June 2016. A representative from the Coalition, Opposition and the Greens will provide an opportunity for the major parties to enunciate the policy positions they will be taking into the Federal Election. Minister for Agriculture, Fisheries and Forestry, and Senator Janet Rice, Greens spokesperson for Forestry have all confirmed their participation in the Forum, and will represent their respective parties to the industry. This will be a key event for the industry and I urge everyone with an interest in the forest products industry to come and add your voice to the debate.

AFPA worked hard throughout 2015 to secure the hosting responsibilities for a series of international forest industries events in Sydney in July, 2016. The International Council of Forest and Paper Associations (ICFPA) will meet in Sydney this year, along with the Food and Agriculture Organization (FAO) of the United Nations who will be holding the 57th annual session of the Advisory Committee on Sustainable Forest-based Industries (ACSFI) in Sydney. Australian forest, wood and paper product industries are world-class and the fact that Australia has been chosen to host these meetings is an acknowledgement that we are a heavy-weight in the world of forestry and forest product industries.

The forest products industry is continually focused on innovation and developing new technologies to maximise the use of this truly

sustainable resource. AUSTimber will be hosted in April in the La Trobe Valley this year, and will be a great opportunity for collaboration, and to discuss and share the technologies that improve productivity and sustainability all the way down the value chain of the forest products industry.

Our industry is well placed to be a key industry in this carbon-constrained global economy.

There are always challenges, but there are also many great opportunities that we need to embrace. AFPA is ensuring our Federal politicians understand the positive impact we can make, and doing everything in our power to gain as much policy support as we can to ensure this industry has a long and bright future.

Vibrant timber region well placed to capitalise on opportunities Darren Chester MP Federal Member for Gippsland Minister for Infrastructure and Transport IT HAS been said that the 19th century was the era of steel, the 20th century the era of concrete - and the 21st century will be the era of timber.

It is with this mindset that on behalf of all Gippslanders, I welcome you to AUSTimber 2016.

Gippsland is Victoria’s most vibrant timber region and is well placed to capitalise on the exciting opportunities that await the forest products industry.

Timber is among the most versatile renewable products available on the market. Through new techniques and technologies, it will continue to play a critical part in our daily lives.

Gippsland owes its economic success to the timber industry, particularly in years immediately after European settlement.

Timber was an abundant resource for housing, fencing, railway sleepers, paper products and firewood.

My own family has strong links to the timber industry in Combienbar in East Gippsland, which was among hundreds of small localities underpinned by forest products.

While those industries have now become more centralised to larger towns, timber remains an important part of Gippsland’s economy.

There are many successful timber-related businesses in Gippsland.

Australian Paper in Maryvale remains the Latrobe Valley’s largest single private employer and has successfully expanded into recycled paper products.

Australian Sustainable Hardwoods (ASH) in Heyfield is a leader in producing sustainable hardwood timber.

Radial Timber has recently announced expansion plans for its Yarram mill, which will continue to produce high-end products for the construction market.

There are numerous other smaller mills in Gippsland that are looking to embrace new technologies to ensure Australia can continue to meet the demand for our premium timber products.

These businesses are all creating flow-on jobs across Victoria.

The agenda for AUSTimber 2016 covers a number of important themes.

These include encouraging the next generation to consider a career in the timber industry; sustainable supply chains; value-adding to secure local jobs,

Darren Chester and wider use of pre-fabricated products. The exhibition and demonstration field sites are excellent opportunities to showcase the new technologies being used throughout the industry.

Showcasing innovation and productivity of region Russell Northe MLA Member for Morwell It’s a fantastic opportunity we have in hosting AUSTimber 2016 right here in the Latrobe Valley given the significant role the forest and timber industry plays in our region.

This event is ideally suited to our region’s quality natural resources which support a very productive timber and forestry industry providing softwood, value-added hardwood and paper products to domestic and overseas markets.

The gross value of forestry and timber products in the wider Gippsland region is estimated to be in the vicinity of $1.2 billion. It is a major contributor to our local economy and I am confident the industry will continue to have a dynamic future in our region.

Nonetheless, there are challenges and I, along with my colleagues, am working closely with the sector in overcoming current issues of concern.

The AUSTimber 2016 event is a fantastic way to showcase the innovative and productive industry we do have in our midst.

I am pleased that Latrobe City Council is the first local government in Australia to adopt a Wood Encouragement Policy. This demonstrates the importance our community places on the forest and wood products industry to the Latrobe Valley and wider Gippsland region, and I look forward to seeing these wide varieties of products showcased during this event.

Gippsland’s forestry processing industry supports a diverse range of processors which includes Australia’s largest pulp and paper mill – Australian Paper. The Maryvale complex leads in the manufacture of high performance packaging supplies and office paper and is the largest private employer in Gippsland, employing about 1,100 workers. This company produces recycled paper products and has recently invested millions of dollars in a de-inking plant to develop this growing area. The de-inking wastepaper recycling plant is like no other in Australia.

This plant has the capacity to produce 50,000 tonnes of recycled paper pulp each year,

which will in turn divert up to 80,000 tonnes of paper away from landfill. That is the equivalent of more than 16 billion sheets of A4 paper.

I am a long-time advocate in ensuring that State Government departments and agencies do all they can to support the procurement of Australian made copy paper and recycled copy paper. It is a source of frustration that cheaper imported paper is sometimes procured in preference to Australian made paper which has to comply with significantly greater forestry and environmental standards.

This philosophy needs to change and support for Australian made paper enhanced where possible.

Key stakeholders in Gippsland such as catchment management authorities, water authorities and local government, understand the importance of the industry and particularly the importance of Australian Paper in the Latrobe Valley.

I’m pleased to see a focus on sustainability as a theme running through this year’s event. HVP Plantations is the first forestry company in Australia to be awarded international Forest Stewardship Council certification which highlights the focus on sustainability. AUSTimber 2016 will also showcase products which show how sustainably produced wood fibre can replace material derived from fossilised carbon thereby reducing greenhouse gas emissions which is exciting to see.

Gippsland’s timber industry has been resilient in the face of many challenges over the last decade but I feel positive about the growth prospects for the industry in the future. We need to ensure government is supportive of this industry and encourage responsible management of our forests while at the same time supporting a vital industry. The fact is we all use wood products daily and timber is a renewable resource. What is of upmost importance is that the resource is managed responsibly.

International Conference on Supply Chainsat AUSTimber2016 MAKING SURE there are sufficient trees in the ground is one thing but managing every aspect of their production, harvesting and processing to achieve the most efficient use of the fibre produced is vital.

Sustainable Supply Chains for the Timber Industry of the Future is an international conference being held in Traralgon, Victoria as part of the AUSTimber2016 event.

With speakers from Australia, Brazil, Canada, Chile, Germany, Italy, Japan, Malaysia, Romania, South Africa, Thailand Professor John Sessions and USA, the papers presented at this conference will give delegates important insights into supply chain management research around the world.

One of the keynote speakers at the conference is Professor John Sessions who was awarded the 2015 International Forest Engineering Achievement Award from the Council on Forest Engineering. Professor Sessions is University Distinguished Professor of Forestry and Strachan Chair of Forest Operations Management at Oregon State University and has an impressive background having consulted in 16 countries for NGO’s, companies, and agencies on five continents.

John Sessions is University Distinguished Professor of Forestry and Strachan Chair of Forest Operations Management at Oregon State University.

Before coming to OSU he served in various positions in the USDA Forest Service in engineering and timber management and was harvesting manager of JARI Florestal in northern Brazil.

He has consulted in 16 countries for NGO’s, companies, and agencies on five continents.

He teaches courses in Forest Planning, Forest Operations, Transportation Planning, Logging Mechanics, Combinatorial Optimization, and International Forestry.

His research focuses on searching for efficient solutions to forest planning problems and all aspects of the forestry supply chain. He currently leads the Logistics Team for the multi-university 5-year effort to develop a supply chain for the conversion of forest harvest residues to aviation fuel.

His research is documented in more than 300 publications.

For 15 years his software supported strategic planning by the Oregon Department of Forestry.

He has a BS in civil engineering, MS in civil engineering, MS in forest engineering, PhD in forest management and is a licensed professional engineer.

In 2013 he was recognized by the Society of American Foresters with the National Award in Forest Science.

In 2015 received the Forester of the Year award by the Intertribal Timber Council and the 2015 International Forest Engineering Achievement Award from the Council on Forest Engineering.

PM backs woodchips and fibre as drivers of new economy PRIME MINISTER Malcolm Turnbull has drawn on new export statistics to nominate woodchips (used in paper making) and other fibre exports as key parts of the economy, delivering regional jobs in the wake of the decline in the mining investment period.

The Prime Minister told Parliament that Tasmania was rapidly becoming a major provider of rural produce and commodities to China, noting that woodchips and timber had grown by 102% in the last 12 months, far outstripping seafood export growth (78.6%), meat (48.7%) and fruit and vegetables (11%).

The Chief Executive Officer of the Australian Forest Products Association (AFPA), Ross Hampton said the Prime Minister was right to note the large positive impact forest industries were having in Tasmania, delivering sustainable year round jobs – especially and vitally in regional areas with high unemployment.

“It is important to note that all timber and woodchip exports from Tasmania come from world class sustainably managed sources (plantations and natural forests) which are replanted and regenerated after harvest,

providing replacement trees in years to come,” Mr Hampton said.

“These Tasmanian figures are a reflection of the national picture. Last year Australia exported 5.82 million tonnes of woodchips, valued at more than $1 billion dollars. This is up 11% in volume and more than 25% in value on the previous year.

“Australia’s sustainable forest product industries employ some 120,000 people across the full value chain. The world is turning to this sustainable resource as a substitute for materials which are not able to be regrown and we are reaping the benefits,” he said.

“The opportunity, however, is there for us to do so much more to help the world meet its needs in a sustainable way. We need the Government to recognise the importance of plantation hubs around wood processing and transport centres with policies such as Carbon Farming Initiative payments being made available to farmers and growers in these areas. Without policy change we will not be able to continue to grow,” said Mr Hampton.

Record high eucalypt chip shipments in 2015 EUCALYPTUS CHIP export volumes from Australia were up 15% in 2015 yearover-year to reach a record-high of 5.2 million tons, valued at almost one billion Australian dollars. Shipments have increased for three consecutive years and were in 2015 about 58% higher than they were in 2012.

The major development in wood chip trade during past few years has been the increase in exports of hardwood chips to China. Back in 2010, chip shipments to China only accounted for about 13% of the total export volume from Australia. In 2015, however, more than half of the chip exports were destined for China and the country has surpassed Japan as the major destination for Australian Eucalyptus chips, as reported in the Wood Resource Quarterly (WRQ).

In the past Japan was the major consumer of hardwood chips from Australia, accounting for 80% of the export volume as late as 2010. Over the past five years, export volumes have fallen from about 3.6 million tons in 2010 to an estimated 1.9 million tons in 2015.

Australia has not only increased shipments the past few years, but the country has also been climbing from being the world’s fourth largest exporter of hardwood chips in 2012 to trail only Vietnam in 2015 in terms of total exports. About a third of the world’s traded hardwood chips are currently originating from Eucalyptus plantation forests in Australia. Other major chip-supplying countries include Vietnam, Chile, Thailand, South Africa, Indonesia and Brazil.

Another noteworthy development is how the costs for Australian chips delivered to pulp mills in China and Japan have changed over the past few years. During much of the period from 2011 to 2013, the price discrepancy for chips landed in China were about US$50/odmt lower than chips delivered to Japan. However, since early 2014 the delivered costs converged between the major consuming countries of Australian hardwood fibre, and they have remained practically the same since then only changing marginally in 2015.

Wood Resources International LLC (WRI), an internationally recognized forest industry-consulting firm established in 1987, publishes two quarterly timber price reports and have subscribers in over 30 countries. The Wood

Resource Quarterly, established in 1988, is a 52-page market report and includes sawlog prices, pulpwood and wood chip price and market commentary to developments in global timber, biomass and forest industry.

And, still on the subject of chips, the multi-million dollar Esperance woodchip terminal has now beenofficially opened on Western Australian’s south-east coast. The project, which is run by Southern Pacific Fibre (SPF), harvests around 2,000 tonne of woodchips per week from local properties and the company expected to send its first shipment to China in the middle of this year.

The opening has been a long time coming for farmers in the region who have weathered the collapse of managed investment schemes, low paper prices, and the hollow promises of past potential chipping companies. SPF’s Steve O’Dwyer said after a

The competition is a good test of an operator’s crane skills along with a good demonstration of correct machine operation, adherence to safety standards and the ability to correctly identify and handle the individual components of a Forwarder.

“The overall aim of the competition is to find the operator who is most likely to respect the product being harvested, operate the machinery most efficiently and go home safely at the end of the day”, said Laurie Martin, General Manager of AUSTimber2016.

Brett Jones, Managing Director of Komatsu Forest Pty, has confirmed the machine being used this year for the competition will be the recently-released Komatsu 895. There are now more than 55 of these 895s working in Australia.

Komatsu Forest has sponsored the National Forwarder competition since the AUSTimber 2000 show when the 890.1 was first released which was followed by the 890.2. Between these two models there were also over 120 units delivered into the Australian market.

“We’re very conscious the Forwarder competition is not only of interest to contractors and forest managers

but is also a good showcase to the general public of the technology and skills at work in the forest.” said Laurie.

“Given the industry needs to continually attract new people to work in it, having something like this competition gives prospective employees the opportunity to see there is work for smart people with good hand/eye skills.

“We’ve also positioned the competition arena adjacent to the forest site entry point so all visitors are aware of where it is even when it’s not operating

and they can include it in their list of things to see while they’re on site.”

Apart from the “Firewood heap” which always draws good attention from the watching crowd, this year there will also be “The Clean Up” which requires the operator to pick up an empty drink bottle and place it in a bin.

Apart from the operational skills, it is also a way of showing viewers the fine motor skills that are required and that can be successfully deployed to operate a forwarder to the highest professional standards.
