Tropical Forestry Services opens $3.5m nursery

T

HE WORLD’S largest Indian sandalwood grower, Tropical Forestry Services (TFS), has opened a $3.5 million nursery in Katherine. At a little over one hectare in size, TFS claims it is the biggest of its type in Australia, with the capacity to hold about 1 million Indian sandalwood and host seedlings.

Saplings from the nursery will supply TFS’s plantations in the Northern Territory, Western Australia and Queensland. Kirk Hutchinson was involved in the 10-month construction of the nursery and now manages the seedlings supply for the company.

He said the location of the nursery in Katherine made it ideal to support TFS’s ambition for growth in the Northern Territory.

“It has twice the capacity of our nursery in Kununurra.

It is centrally located, so as far as transport of those seedlings is concerned, we can bring seedlings in, store them and trickle them out to planting crews in the field,” he said.

Mr Hutchinson said the Indian sandalwood trees would spend four to six months in the nursery before being planted out, where they had a 98% transplant success rate.

He said the new nursery would grow an even standard of trees, allowing the best possible start.

“If you start out with a substandard tree in the nursery, they struggle out in the field,” he said.

“I believe you will never have as good a tree because you have had that setback. It does take them a long time to catch up, if they ever really do.”

At the nursery opening, managing director Frank Wilson outlined an ambitious plan for TFS in the Northern Territory, hoping to have about 10,000 hectares of Indian sandalwood in the ground in the next 10 years.

However, Mr Wilson said the company would need a lot more land and water to make that happen.

Despite the Jawoyn Association Aboriginal Corporation recently

knocking back a proposal to enter into a joint venture with TFS, Mr Wilson said he would still like the company to work with local Indigenous landholders.

“Indigenous owners have a lot of land in this area; it is suitable. I think it is a perfect win-win for us and the Indigenous custodians because we offer employment opportunities,” he said.

“It is something that is

quite unique in terms of the asset they have and what we can do together to make an outstanding commercial venture.”

Mr Wilson took a swipe at NT Labor’s water policy, which included a review of all water licences granted since August 2012.

“If I understand the policy correctly, it is crazy,” he said. “There is no way businesses such as ours

can grow unless we have certainty.

“To suggest that water licences are going to be flexible, withdrawn or reviewed after they have been issued is not a climate where one can invest.

“If that is the outcome then obviously TFS will not invest. We will move to another state where we can have certainty.”

In Brief Södra increases exports of bioenergy products Södra’s bioenergy production is growing, and more and more agreements are being signed.

Exports of energy products are also on the rise. While the Danish market, in particular, is showing strong demand, more markets are beginning to show an interest.

North American log exports to Japan drop sharply in 2015 North America log exports to Japan decreased by 17.1% in 2015, reaching 2,565,063 cbm, the lowest level since 2010. The Canadian log export dropped by 30%, to 802,687 cbm, while the US log exports declined 8.7%, reaching 1,762,000 cbm.

Dr Brown has helped launch the Australian Phenocam Network after collaborating with similar networks in North America and Europe. “We can use the data to build a virtual version of a forest that holds the personal data and history of every tree,” said Dr Brown, a research fellow with the ANU Centre of Excellence in Plant Energy Biology.

Mr Wilson also said he would like to see the buying and selling of water licences introduced in the Territory.

“Obviously we have some issues with how the licences are dealt with, in particular some licensees who are not using the licences and have a lot of water licences [that] are never going to be actually used,” he said.

“I think there should be a ‘use it or lose it’ situation promoted so that the actual water resource is used and utilised to the benefit of the Territory.”

TFS would still like to see an oil distillation plant built in the Northern Territory, but the project hinges on the ability of the company to obtain more land and water to expand its plantations.

“Again, we need to be certain we can expand in the NT to have the critical mass to build that plant,” Mr Wilson said. “At this stage if we can get the land in the NT then it will be built in the NT.” TFS has started this year’s planting program in Northern Territory’s Douglas Daly region and will plant around 1200 hectares across its properties in the Douglas Daly and Katherine regions.

Planting started at the company’s newly-established Mustang Hill property with around 280 hectares of sandalwood being put in. TFS’s Northern Territory regional manager Nick Common said it took a year to prepare the property before the first tree could be planted.

“There is a lot of land development, drilling bores, putting in irrigation infrastructure, prepping the land, spraying weeds,” Mr Common said.

“We spend a lot of time designing these plantations, mostly to minimise erosion, so we run our rows based on the contours (of the land).”

Mr Common said the trees were being planted in wider row spacings and different configurations than previous plantings.

“Over time we are learning more and more, we are writing the book on sandalwood plantations as we go, so we are developing new configurations for spacing out trees,” he said.

“Sandalwood, being a parastitic tree, we plant it with different host trees, and sandalwood feeds off the root systems of those trees.

“So there is quite a lot of thought going in to planning that and how we get the best interaction between sandalwood and hosts.

“We don’t want too many host trees to out-compete with the sandalwood, but we also need enough hosts to be able to supply the nutrients and water that the sandalwood requires.”

Gottstein mission identifies business case for high return on plantation investment

A

USTRALIA’S FOREST industry should establish a business case for direct government investment in growing trees to establish critical mass in timber resources, based on benefits for the public good. That’s one of the conclusions drawn by Cameron MacDonald, chief operating officer at HVP Plantations, after a Gottstein fellowship study mission to industry operations in Europe.

Mr MacDonald said Ireland was investing $15,580,000 (about €100m) a year on establishing a private plantation resource based on a business case developed by a respected economist.

“The business case established that the returns to Irish economy would exceed the government’s initial investment,” Mr MacDonald said.

“The rationale that underpins this investment could be a model for securing government investment in Australia,” he said.

“Forest management services funded through compulsory levies or direct government support is critical to develop private growers’ knowledge in growing trees and faith in timber markets.”

Mr MacDonald said Finland had established a management service network for private growers through a compulsory levy system facilitated by a significant established resource base.

“Ireland has established a similar network by allocating a fixed proportion of government grants for the establishment of plantations to the contractor workforce charged with putting the trees in the ground,” he said.

“Resource and market information is critical to private growers; the Irish government has developed site productivity information to

ensure planting programs funded by government target suitable sites.

“An NGO in Finland, supported by government contract work, has developed systems skills that are not only utilised locally but have been taken to the world through Finnishsponsored foreign aid programs.

Mr MacDonald said private landowner support to provide the land base for plantation investment was critical for ensuring a sustainable estate was established.

Growers had a voice in the establishment and/or management of the private resource in both Ireland and Finland, primarily through peak agricultural bodies.

This enabled the industry (private, industrial and processing) to present a united voice to government that facilitated establishing a positive policy environment for the industry rather than one where government could sit on the fence and point to industry dissent.

“A closer working relationship with the National Farmers Federation in Australia is a logical starting point for the forest industry in Australia,” Mr MacDonald said.

Even though Mr MacDonald says he was aware of the market distortions created by the European Union, and more specifically the Common Agriculture Policy, he “naively latched on to the fact” that Ireland had established 200,000ha of private plantations as a possible solution to Australia’s inability to fund investment in long rotation plantations.

“While I quickly learnt that politically Europe is a totally different proposition relative to Australia, there are still concepts and approaches that we can learn from here,” he said.

open mind to the contents, and before they denounced some of the ideas as “never working here”, they should consider the thought process that has been followed, and more importantly how the needs of a key stakeholder (i.e. the landowner) have been placed front and centre in both expanding the resource base but also building a powerful coalition for the industry more broadly.

In background comments to the report, Mr MacDonald said both Ireland and England entered the 20th century with very little forest cover; <1% and 5% respectively, essentially caused by deforestation to facilitate agricultural expansion.

The lack of timber resources meant that England nearly ran out of domestic timber supplies during World War 1, resulting in programs to re-establish plantations on government land.

Today, the UK Forestry Commission has more than 250,000 ha of commercial plantation in consolidated blocks, 75% of which is conifer species – Sitka spruce (Picea sitchensis) in the uplands and Scots pine (Pinus sylvestris) in the lowlands.

There have been various grant schemes to encourage planting on private land over the last 90 years, particularly in the UK where more than 1.3 million ha of woodland has been established in parcels averaging 13 ha, of which 75% are broad-leaved species.

Central to the provision of these grants has been funding from the European Union of up to 70% of the cost of the various schemes, linked to two complementary policy objectives: • To reduce the over-production of food in the EU by diverting up to 15% of marginal farmland into alternative land use, primarily to grow trees.

• Increasing forest cover in countries that had experienced significant deforestation, such as Ireland and the UK. With the EU funding has come certain requirements, particularly in terms of environmental constraints.

The key requirement is a cap on the area planted under exotic species in a given compartment, which is currently set at 65%.

“The government has been clever in how the payments have been structured (as distinct from a simple tax deduction of 48.5c in the dollar to wealthy investors in MIS schemes in Australia),” Mr MacDonald said.

The measures to protect the government investment and to ensure ongoing investment in plantation forestry include: • About 40% of the grant is

allocated to pay consultants to submit the grant application and to forest management contractors to do the work. This is to avoid landowners seeking to take shortcuts, but also a key element of the business case for government funding is to develop employment opportunities in depressed regional communities.

• Not all the premium is paid up front. A proportion is held in reserve until age four until the performance of the stand is assessed by a registered forestry consultant or the Forestry Service to ensure the stand has met a minimum performance standard.

• The site must pass a strict assessment of the productivity and growth potential to ensure the benefit of the investment is maximised in terms of saleable product.

Perhaps most importantly, Mr MacDonald said, the land was permanently classified for timber production and a condition of the felling licence was that the landowner had to re-establish the next stand at their own expense.

He said grants, premiums and profits from sale of produce were tax free in Ireland and the UK. “The Irish government is considering putting a cap on the taxfree amount of €125k per annum (about $A39,200) which would be breached if a farmer were to clearfall more than 6 ha in any one year,” Mr MacDonald said.

“In addition to the up-front payments, farmers can apply for additional payments for activities conducted over the lifetime of the plantation.”

Note: HVP Plantations owns 160,000 ha of softwood and hardwood plantations in Victoria, selling around 3 million tonnes of log products a year to sawmills and paper mills.

Forestry students from around the globe inspect north coast operations

S

TUDENTS FROM Papua New Guinea, Vietnam, Indonesia, New Caledonia, India, Japan, USA, New Zealand and Kurdistan were among 20 forestry students from Southern Cross University who got a hands-on understanding of native forest management during presentations and a field trip to a State Forest near Casino.

Forestry Corporation of NSW’s Senior Planner Andrew Kemsley said the students learnt about pre-harvest planning and ecology surveys, then were able to see this first hand during active harvesting operations in Mt Belmore State Forest.

“The State Forests around Casino have been harvested and regenerated many times and offer students a solid insight into the many aspects of forest management,” Mr Kemsley said.

“Forest management is not just about harvesting timber and encouraging healthy regeneration, it is about striking a balance between protecting biodiversity, producing a valued product, managing safety and engaging with community.

“Before we touch a single tree, we send qualified ecologists into the forest to identify wildlife habitat and develop detailed plans to protect those areas during harvesting operations, and the students were particularly interested in gaining an understanding of this process from our local field ecologist.

“NSW State Forests are certified to international sustainability standards, so sharing our forest management principles with students locally and from around the globe is an important way to promote sustainable forestry on a larger scale,” he said.

The group included Associate Professor Doland Nichols and wood scientist Dr Graeme Palmer.

Associate Professor Nichols said the Forest Science and Management program at Southern Cross University was now the only course in Australia offering a four-year degree for foresters. Additionally students do Honours, a postgraduate Diploma, Masters and PhDs under the guidance of a team of forest lecturers and researchers who, led by Professor Jerry Vanclay, achieved the highest rating possible under the recent Excellence in Research Australia review.

“Forestry Corporation is proud to work with Southern Cross University to educate the next generation of foresters,” Mr Kemsley said.

Cameron MacDonald graduated from the University of Melbourne in 1989 with a Bachelor of Forest Science (Hons) and has subsequently gained a post-graduate degree in accounting and a MBA from the Melbourne Business School. He has more than 20 years’ experience in the industry in both the plantation and native forest sector covering both operational and finance roles.

Gottstein Trust chairman Brian Farmer said Gottstein fellows and scholarship holders represented a co-investment in the forest and forest products industry.

“Three new fellowships were awarded this year, with recipients to undertake further studies in countries as diverse as Canada, the US, Germany, Austria, Brazil, Japan, Switzerland and New Zealand,” he said.

IN APRIL 2006, Onetrak equipment established itself as a brand-new company for the Hyundai construction equipment franchise in Tasmania. Managing Director David Hazell says, “Looking back, we were lucky to be appointed the dealer for Tasmanian because at the time we did not even have a business name, let alone a facility – just a very thorough business plan and some established networks.”

The business got off to a great start with general work levels and primary industry activity in Tasmania booming and the market keen to explore a new player.

Within a couple of years, the Hyundai construction equipment franchise was offered to Onetrak for Victoria and south east NSW. As a very young company this was a particularly big step as it introduced the complexities of multiple sites and at the time, a three times increase in staff.

With the GFC arriving six months after this expansion, the road was sometimes treacherous, however, with persistence the company continued to grow to new levels and consolidate a significant place in the construction equipment market for VIC and TAS. With this growth also came many opportunities in the form of new products to sell from an expanding Hyundai construction equipment range, but also from alternative global manufactures with product lines that were not in competition to Hyundai.

Consequentially Onetrak added products during this period including hydraulic rock-breakers from Alicon/ Daemo, Berco and ETR undercarriage and Rotobec material handling attachments.

The most significant of which was the Tigercat franchise Onetrak negotiated in 2012. Tigercat is a world leader in the manufacture of purpose built forestry machinery manufactured in Branford Canada. Off the back of this new franchise, Onetrak has been able to further expand its distribution footprint across Australia with a total of five company owned facilities located in Tumut NSW, Mt Gambier SA, Bunbury WA and the two original sites in Brighton TAS and Hallam VIC. In 2014 Onetrak also added the Dressta dozer product to its range of machinery and now collectively between Hyundai, Tigercat and Dressta have an impressive range of heavy machinery to offer the Australian market.

“Today, Onetrak specialises in servicing the Construction, Forestry and Extractive Industries within Australia. It astounds me when I think of the growth the company has achieved in the last ten years. It gives me great pride to think that Onetrak now employ 70 dedicated people across five states of Australia,” says David.

AUSTimber organisers now looking to 2020 following success of this year’s event

W

ITH AN estimated $100 million worth of forestry equipment on display, an internationally-recognised in-forest site and perfect weather, everything jelled to ensure the success of AUSTimber2016 near Traralgon. In fact, more than 7500 people attended the event.

According to Australian Forest Contractors Association (AFCA -owners of the event) chairman Ian Reid, “we’re very happy with how the show went. Pleased with the response and really pleased with how we have been able to portray the industry as a positive industry with a very promising future; not just in and for the region but for rural Australia. We’re very happy and very comfortable with that.

“Given the enthusiastic support from Latrobe City for the event and the wood products industry in general, planning for an expanded AUSTimber2020 is already under way.

“There is fantastic support from local government throughout Gippsland for the expansion of tertiary industry in the region based on wood fibre. The region is looking beyond primary production of wood fibre and processing it into commodity products by embracing the opportunity for more advanced manufacturing particularly in the area of prefabricated construction,” Ian said.

“As is the case in most wood fibre producing areas around Australia, there are real opportunities for the development of enterprises to produce timber components for construction in major cities as well as the export market. What the industry needs now is for entrepreneurs to seize these opportunities and equip themselves with the right technologies to capitalise on this potential.”

Ian said a huge investment was required to run a show like

AUSTimber and for that reason consideration is being given to run at least three AUSTimber events on the same site. “Given this was the first AUSTimber in Gippsland, there were always going to be some issues and learnings to take away; we are taking on board feedback so that we can adapt and learn from this. Based on feedback we have already committed to having all exhibitors on one site next time.

“We’ve got a really strong foundation on which to build,” he said, “and with this in mind I am sure the 2020 event will be even bigger and better.

“Although it’s only in the very early stages, plans could be made to highlight the tree cycle ... from organising (forestry management), planting (silviculture), harvesting, cutting logs etc and go through the process. Once we have completed a thorough review of the event we will be able to begin planning for the next one and develop these types of ideas further. .

Another point that Ian and his organising committee were intent on was involving the local community (footy club, red cross, centenary house and local businesses. etc).”From this perspective, I think we achieved that aim admirably.

“Local Government in that region now better understands the forestry and timber industry. They are very positive about the industry and it contribution to the local economy and the environment. That’s something we will continue to build on,” he said Komatsu Forest Marketing Manager Mike Jones said the in-forest site had been well prepared by HVP. “Their presentation for the show was above and beyond expectations. They contributed heavily to the success of the event,” said Mike.

He said that although a number of very notable people didn’t attend the quality of the crowd was very good.

“We had lots of serious inquiries and leads coming from the show.

Obviously the industry’s in a strong position and a lot of contractors are working flat out and that was the main reason behind some not attending.”

“The show gave us the chance to showcase the Komatsu 951 harvester and the TimberPro 765, plus the Peterson twin system chipper. We had 10 officials from overseas and they all liked our site; we got a lot of positive comments about our site, both from internationals and from contractors.”

Praise for the in-forest site came from every segment of the industry including from Phyllis Pearce, Marketing Coordinator/Event Planner for Caterpillar Forest Products based in North Carolina and a regular at forestry equipment exhibitions around the world, and EcoLog Sales Marketing Director Philippe Wion (he had just come from a major event in Canada).

Norbert Schalkx, Ponsse’s Area Director - Asia-Pacific & Africa said it was the fourth AUSTimber for him, but the first for Ponsse to be displaying equipment. Norbert said AUSTimber2016 was a well organised show that generated genuine interest from existing and potential customers.

Long time forestry stalwart Arthur Coleman (he received a Recognition of Service to Industry Award at the Hall of Fame function) gave the site and operations full marks and heaped praise on all the major industry players and the smaller businesses for their presentations.

An impromptu arrival of a Chinese delegation of forest machinery traders added to the international flavor with visitors coming from New Zealand, the US, Canada, Chile, Italy, Germany, Japan, Malaysia, Romania, South Africa and Thailand to name a few.

The Chinese delegation included representatives of Ponsse China, a subsidiary of the Finnish-based Ponsse Ergo Group, and potential partner Liu Qun, chairman of the China Forestry Machinery Association and stateowned company China Foma Group.

The delegation was keen to discuss forestry machinery development and markets with the Australian industry.

“The forest site delivered by our sponsor and partner, HVP, was a credit to that organisation and its Gippsland team,” said Laurie Martin, GM of AUSTimber2016. “It was a real pleasure dealing with site logistics manager, Travis Healey, who not only got what we were looking for when it came to presenting the best possible face for the industry and delivering sites for exhibitors that gave them the best opportunity to demonstrate their gear but often made suggestions or recommendations that further enhanced the overall visitor experience.”

AUSTimber gets the ministerial nod

UST A week before the time for an election was made very clear, Senator Anne Ruston, Assistant Minister for Agriculture and Water Resources with a responsibility for Forestry, attended AUSTimber.

Minister Ruston spent the whole day in Traralgon visiting the AUSTimber forest site and the evening at the event’s welcome dinner held in Morwell.

She took a long and slow trek through the twokilometre forest walk speaking with large and small sized businesses involved in the forestry industry.

This was not merely a snappy meet and greet exercise as she was open to spending whatever time was necessary at each display to gain a better understanding of the industry.

That evening at the event’s welcome dinner she gave a speech to the room, which held more than 400 people all of whom were in one way or another involved in the industry.

“There has never been a better time to be a forestry contractor,” Minister Ruston said.

“When I became a minister, I, like everybody else ... I thought forestry was about rape and pillage - a kind of destroy it type of industry.

“I wondered what I was going to do ... it took me about two weeks to realise that the forestry industry is stable, it’s renewable, it’s modern age and it has a wonderful future and it’s an industry full of passion and innovation.

“We need to tell everybody else what a fantastic industry it is. I’m happy to do that with you.

“It’s about selling your story to people to have your vision ... the perception is so far from the reality.”

In the past the minister has acknowledged the role forestry plays in Australia and has said that it makes a significant contribution to our economy and to many rural communities across Australia.

According to the minister the government is putting in place sensible policies and measures to support the industry such as those maintaining the long term support for Regional Forest Agreements, bushfire mitigation and combating illegal logging.

She has said that government is also supporting coordinated research and development funding.

Big MC, big function, big result for special charity

ENEROUS TO a fault ... that’s the only way to describe people in the forestry and timber industry and that was exemplified at the AUSTimber welcome dinner and fundraising night (with major sponsor Komatsu Forest) when larger than life MC David Foster (world champion axeman) and world-leading auctioneer Adam Mountjoy ‘encouraged’ people to dig deep to support Gippsland Rotary Centenary House.

In fact, about $30,000 was raised for GRCH, a community-based not-for-profit accommodation facility for patients and their families who are attending the Gippsland Cancer Care Centre at Latrobe Regional Hospital (LRH). The philosophy is to provide affordable, comfortable, supportive and secure accommodation so that the stress of travelling and treatment is minimised. The GRCH project was initiated by Gippsland Rotary Clubs to mark the Centenary of Rotary International, and has attracted broad community support and representation throughout Gippsland.

Pioneers show pride in forestry industry

L

OVE THE work. Love the industry. Love the people .... they were the constants during acceptance speeches at the Australian Forest Contractors Hall of Fame induction night in Traralgon (held in conjunction with AUSTimber).

So, too, was the reference to “having a go”. It’s hard to imagine what the industry would be like now if the pioneers hadn’t shown the initiative, the ingenuity, the intestinal fortitude and the will to have a go.

All the newly-inducted Hall of Famers spoke about the industry with obvious pride and with passion. They spoke with pride, too, about their families and their communities.

About 190 industry representatives attended the HoF dinner, many taking family with them, underlying the fact that many contractors are family businesses with quite a large number of second and third generation contractors.

Three new industry icons inducted on the night were Tony Bennett (posthumously), Fred Jelleff and Garry Leeson. During a poignant acceptance speech, Tony Bennett’s sons Neil and Adrian described their father as “not just a dad ... he was a mentor; a mate. He was a bloke who wasn’t afraid to have a go. He was always ready to help others. He is a legend.”

Three pollies and a CFO all talk timber AT AUSTIMBER 2016 the final Sustainable Supply Chains conference session was a panel and at first glance it seemed to be highly populated with one profession, but even then first glances are deceptive.

hree politicians were on the panel and one industry member but those three ‘pollies’ were by no means all on the same page.

Senator Ricky Muir is an Independent from the Australian Motoring Enthusiast Party and was very different from Senator Janet Rice of the Greens who is spokesperson for forests for the Greens, as was the Honorable Tony Pasin member for Barker in South Australia and cochair of the Parliamentary Friends of the Forestry Group and a Liberal.

Only Cameron MacDonald Chief Operating Officer for HVP was not a politician.

One of the first questions, and the centerpiece of this report, was certification and its role in the industry.

Not surprisingly each person had a different view on what it meant.

It looked past the common initial view that speaks to the recognition of the logo as meaning green and good.

He said that view was more apparent in the paper sector than the timber sector as there was a greater awareness at customer level of the importance of

certification to have some assurance that the products were from a sustainable, managed forest.

“Certification is something you need to be in business because the market and the customers are becoming more sophisticated and more aware of the certification systems out there and see them as giving them some comfort that the products are coming from sustainably managed forests,” he said.

“We are also seeing it from the investor end ... the investors are also requiring that the estates they have an interest in also have some third party assurance that the environmental management systems that are in place are being certified and being adhered to by the company.”

“So the importance of certification is that some people who do want that sustainable, low carbon, and to know that it has come from a forestry operation that has been given a tick by an independent assessment to say that it really is.”

She said that looking at the certification schemes in

“The greens want to see a really thriving wood products industry and in particular it means if you can get that thriving and sustainable wood products industry from an industry that is based on largely on plantations with less reliance on native forest logging than we’ve got at the moment,” she said.

Mr Pasin started by straddling the line between all the political parties saying that certification schemes have cross party support.

“The important role that Janet (Rice) talked about ‘consumer confidence’ is important but it’s government’s role to ensure the voracity of those certification schemes because as important as it is in my view for the consumer, it’s equally important for those in the sector,” he said.

“Because if your business model is undermined by someone who is using non-sustainable practices … then that business model breaks down so that certification is as much to protect sustainable business models as it is to provide a market signal to consumers.

Before politics I was actually in the timber industry, I was on the shop floor ... my background was seeing how certain policies in the timber industry worked from the shop floor perspective,” he said.

“One thing that I learned when Gunns moved onto to sustainable hardwood ... was the brand of GoodWood because the brand had been certified by FSC. “It had the certification strength behind it and that logo itself stayed on the building because people recognized it, and the benefit of getting properly certified timber.

“It had a positive flow-on effect to those on the shop floor, to management.”

However, certified timber relies heavily on plantations and Australia has not seen much growth in the number of new plantations.

Without growth in this area the consequences are that Australia will not be able to meet its own needs in the future for plantation timber, in fact the country is not able to do that even now.

Mr Pasin immediately said that if the question was ‘can we expect in the short term, or even medium term, direct investment by government in plantations?’ The answer will be a no.

“What we need to do as a government is to set policy ... appropriately to help support the business model,” he said.

“In that sense there are some opportunities out there ... I think farm forestry is a massive opportunity, equally, opportunities around carbon storage and we are, irrespective of what some people perceive as an error of policy direction, we are going to live in an ever increasing carbon constrained environment.

“What government needs to do is help plantation owners capture more value with appropriate policy settings with these novel revenue streams.

“Let’s just say nothing about the opportunity for forestry residues, biomass and other energy generation opportunities. We need to be smart about forestry hubs.

“I come from Mt Gambier a product of a timber family. When I

went to Canberra there was very little conversation about forestry.

“I thought what we needed to do was start the Friends of Forestry Group and Ricky (Muir) is a member of that.

“That group is about raising the conversation in Canberra about the needs of the forest sector and reminding Canberra that this is a debate that should take place on the mainland.

“There seems to be a tendency in Canberra, at least in Parliament House, for it to be about Tasmania.

“That will help us move in the direction to have policies to incentivize plantation owners.”

Mr MacDonald took a another tack and reminded us that our plantations have been static in size and while improvements have been made to output that is just not enough.

“The softwood estate has been static at a million hectares for the last 20 years; breeding and genetics and better management have been increasing the volume we’re producing from that million hectares,” said Mr MacDonald.

“If you look for the Australian demand for softwood sawn timber we currently import about 25% of our needs because we can’t provide the market need from our own estate,” he said.

“That’s only going to increase over time because the population is going to double between now and 2015, so housing demand is going to increase.

“So we are getting imports that are taking a greater market share and they’re coming from countries where the scale of the sawmills are significantly greater than Australia.

“Our largest sawmill in Australia is Hyne at Tumbarumba ... but that’s actually small by world scale. Those imports are actually more cost effective because the cost of manufacturing is lower than the domestic market so it’s important that we expand the estate or hubs as Tony (Pasin) referred to.

“Reduce the cost of production and also make Australia more self reliant in terms of both sawn timber and forest products ... we’re a net importer of forest products to the tune of $2.5 billion per year and that situation is only going to get worse so I think growing the forest industry has a number of benefits ... it also creates jobs in rural Australia.”

The Lost Time Injury Frequency Rate is worked out by multiplying all Lost Time Injuries recorded over 12 months by one million and then dividing that by the total hours worked over 12 months.

VICTORIA’S DEPARTMENT of Environment, Land, Water and Planning will implement further recommendations to improve its planned burning program, following findings of two additional independent audits in the wake of the Lancefield-Cobaw fire in October last year.

DELWP commissioned the audits following the independent investigation into the escape of the Lancefield planned burn on October 2 which made 22 recommendations on improving the department’s planned burning program.

The first of the two audits, which were part of extra commitments DELWP made in addition to the recommendations, looked at planned burn approval and oversight arrangements across the State.

It recommended DELWP improve its documentation of formal delegation of approvals, standardise its burn plan document formats and review its burn approval checklists.

The report also recommended that DELWP review its list of burn controllers and burn officers in charge after finding some burns had been approved by a controller or officer whose accreditation had expired.

The second audit examined the implementation of recommendations from previous

reports into escaped planned burns between 2003 and 2015.

It found that in some cases reviews of planned burn escapes had not been undertaken and that of the 189 recommendations made from the investigations that did take place, 23 had not been actioned.

The auditors recommended stronger requirements to ensure burn escapes are investigated and strict processes to ensure these requirements are complied with.

DELWP has accepted all recommendations and committed to implement them by 30 September this year. This includes assessing all outstanding recommendations arising from the review of past planned burn escapes to determine if they remain relevant and should now be implemented.

Implementation of the 22 recommendations from the independent investigation into the Lancefield-Cobaw fire are on track and continue to be monitored by IGEM. “Planned burning is not without risks but what occurred in Lancefield was unacceptable.

Gel cocoon to shield fire fighters trapped by blazes

A

FIRE shield system to protect emergency services personnel trapped by wildfires could be deployed in Europe this summer.

Experts are predicting 2016 to be one of the hottest years on record and fire fighters in Europe and North America are preparing for the worst.

The Crew Protection System, developed in South Australia by Bushfire Defence, allows fire fighters in four-wheel-drive vehicles to shelter safely if they are over run by flames.

The unique system uses a super polymer gel to cover the outside of the vehicle’s cabin, protecting occupants from burnovers for up to 12 hours.

The device is also being modified to protect homes, buildings and other infrastructure.

Bushfire Defence is in talks to sell the Crew Protection System to a company in Turkey, which has similar climatic conditions to South Australia, ahead of its fire season.

“When an unexpected wind change occurs during a fire, the flanks can become the new fire front and fire fighters can become trapped in what is known as the deadman zone,” said Bushfire Defence Managing Director and co-inventor Matt Wegener.

“The protection that is currently available to these guys in these specific vehicles is just not adequate enough. These vehicles are not like trucks that carry lots of water and have a water spray system to protect the cabin. We saw a need to change this.

“This system has become a way to help fire fighters, especially those in

light-weight quick response vehicles, hide from these burnovers.”

The gel acts as a protective blanket and thermal insulating barrier keeping the inside of the cabin smoke free ensuring the temperatures are stable.

South Australia’s dry climate makes it highly susceptible to wildfires in the summer and it experiences almost seven major fires a decade.

Last year’s Pinery Fires, just north of the state’s capital Adelaide, claimed two lives and burned through more than 85,000 hectares of farmland.

Previous methods of sheltering involved fire fighters relying only on heat-reflective pull-down blinds on the inside of the vehicle to help reduce the radiant heat and then covering themselves with a fire resistant heat reflective blanket.

Wegener said Turkey was prone to deadly forest fires, which had burned tens of thousands of hectares of land and claimed a number of lives in the past decade.

The system is fitted with a vessel containing 30 litres of a Petroleum Hydrocarbon gel mixed with Polyacrylate Polymer that is imported from the United States and is able to hold 400 times its own weight.

When the device is activated, the gel takes 30 seconds to cover the cabin including the tyres. Fire fighters are safe inside the vehicle for 12 hours after the gel is dispersed.

“At a molecular level there is 400 parts water to one part of polymer,” Wegener said.

“It’s like sticky water that has a

higher evaporation point due to the polymer. Where water evaporates around 50 degrees, relative to a few environmental factors, this substance evaporates at around 1150 degrees.”

To fit out one of the vehicles costs $15,000, but once attached the vessel of gel lasts for two years.

“We perform a 12-month remaintenance on the system, which needs to be performed by an accredited technician,” Wegener said.

After the system has been used, it is flushed and replaced with a new vessel filled with the gel which is then pressurised to over 1350 KPA. The product is made in accordance to Australian standards for fire protection on mobile and

transportable equipment and Wegener is confident it will be a success in Europe.

Wegener and Bushfire Defence co-founder Scott Chandler are also looking for other applications of the gel.

“We do also use the gel for residential and rural protection,” Wegener said.

“Not from the same system as that on the vehicle, but through normal external fire sprinkler systems and end of fire hoses running off fuel pumps.

“We are also looking at applications of the gel for mobile phone towers, buildings and other structures.”
