April Fools’ Day Remembered This month, you’ll see

(and hopefully enjoy) a new East Side Monthly, complete with new sections about East Side news, home and family, and dining and culture. As we move forward, indulge us as we recall April issues of the not too distant past. Back in the old days, we often had April Fools’ Day spoofs. Our goal was to pick something almost credible that soon would spiral out into what we thought was humor. The hope was to produce some “gotcha” moments for unsuspecting readers, all in good fun.

Over the years, we announced the merger of Cranston and Providence (much to the surprise of the Cranston business manager who called asking why he didn’t know). We had Vartan Gregorian announcing the purchase of Johnson & Wales by Brown (“They like to cook; I like to eat”). In the midst of Brown’s search for a new president,

we revealed John Kennedy, Jr. was the top pick, which produced alumni calls to Brown from around the country as well as one from a tabloid newspaper in London seeking verification. Another favorite was back when Buddy was mayor and we announced the City would be purchasing the North Burial Ground on North Main Street and converting it into a vineyard to produce both jobs and more revenue for the City. Among the products to be sold… the Mayor’s Own Muscatel (MOM) as well as the Mayor’s Own Burgundy (MOB). The only problem was that the details of the transaction, which included the relocation of bodies to Swan Point Cemetery, didn’t make them or their attorneys very happy. And finally there was one that had the City Council proposing a new tax on dogs to alleviate an impending cash crunch. The only thing

holding up passage was a lack of agreement on how the dogs were to be taxed – by weight; by volume of bark; or by amount of dog-doo produced each week?

This month, we briefly considered a return to the old tradition. Lord knows between the potential legalization of pot, potholes capable of devouring snowplows – no wonder it takes so long to get the streets done right – and of course 2014 being an election year, there were certainly plenty of tempting targets. But cooler heads prevailed and we’ll continue with our commitment to neighborhood news, profiles of the interesting people who make up our community and things to do to keep us all engaged.

So thanks for allowing us this brief exercise in reverie and hope you enjoy April, with or without our attempts at humor.

An Important Question For Local Education To the Editor: For years I have wanted to initiate a conversation with the administrators, the teachers and the families at our local private schools. Without putting anyone on the defensive, I have wanted to know how our current twotiered system is understood by the participating parties. I am referring to

a system where those that “can” often choose to send their children to schools with small class size, flourishing art and music programs, individual attention and so on, while those that “cannot” (and some that “would not”) make the best of large class sizes, near absent art and music programs, but also relish the benefits that only a public education can offer.

Assuming that administrators and teachers at these schools are in their line of work because of a commitment to education, what do they think of the current economically segregated landscape? Why are private schools now calling themselves “independent” schools? What are Quaker values? Why does the student up the street from me get more personal assistance when applying to college then the student down the street from me?

One last question for the administrators and teachers (this may sound heavy handed, but I have to ask). How important is a well-supported public education to a successful, thriving democracy?

Lippitt House Gets a New Director Carrie taylor brings experience and enthusiasm to the post

By Anita Baffoni For countless decades, the Governor Henry Lippitt House Museum has been preserving Rhode Island’s beloved historical structures and destinations, and more recently, it is welcoming a new director. A newcomer to Rhode Island, Carrie Taylor has big plans for the Lippitt House, including building its vital role in the East Side community through public programs and partnerships. Her extensive professional work with Monticello House Museum in Charlottesville, Virginia, promises development in the Lippitt House’s future.

“I’d like to see the Museum develop into a place people learn about Victorian history and design but also be an institution that promotes civil engagement,” Carrie says.

The amount of preventive maintenance to various historical buildings can be difficult and never ending, but with Preserve Rhode Island and the new leadership of Carrie, the necessary

tasks into preserving Rhode Island precious history will be a priority.

The Lippitt House’s reputation as a community asset is crucial to the development of future projects, and Carrie says she has been “meeting with other leaders from nonprofit and educational institutions to find ways to work together on programs that benefit the community.”

With that goal in mind, a Spring Social will be held at the Lippitt House on May 7, to give the community an opportunity to see the house and all it has to offer. The programs that are being offered at the House will be open for discussion and suggestions for future programs will be encouraged. The free event will have entertainment and refreshments for all East Side neighbors to enjoy.

It makes sense that Carrie’s favorite historical building would be the Lippitt House Museum, and as she study’s more about the institution,

her love for new position is motivating her goal in building the essential community based support.

“I’ve been impressed with the priority Providence places on supporting art and culture,”she says.

Planting the Seeds of a Social Ecosystem Brown hosts a summit to address the needs of the growing social enterprise sector

By Anita Baffoni Ecosystems aren’t just reserved for the environmentally-minded anymore. Now, the term is being used as a way to describe the need for interconnectedness within the social enterprise sector. Still a developing field, many of these entrepreneurs and the businesses that support them don’t have best management practices for the day-to-day operations

or long-term goals. In response to this need, the 2014 SEEED (Social Enterprise Ecosystem for Economic Development) Summit will be held at Brown University, April 25-26. The conference will focus on what is needed to create an effective social enterprise ecosystem that can drive economic development.

This is the first national conference of its

kind, focusing on the economic impacts on social networking, gathering over 500 ecosystem stakeholders.

Keynote speakers at this year’s conference are leading social entrepreneurs including Dennis Whittle, Jim Gibbons, Jeffrey Hollender, Rob Kaplan and Gar Alperovitz. Last year’s conference culminated in the first

piece of national legislation calling for an extension of the Small Business Act to support social enterprises, we expect similarly big things this year. The Dish on Wall Street Brown graduate Kevin Roose releases his second book

By Dan Schwartz Kevin Roose has a knack for finding controversy – his first book explored the conservative Christian world of Liberty University from the perspective of a liberal Brown student. His latest book, Young Money, follows eight entry-level corporate finance people who got their golden ticket from college to the all-consuming life of investment banking at behemoths like Goldman Sachs.

Roose is a thoughtful writer and approaches his subjects like an anthropologist – more Studs Terkel’s Working and less The Wolf of Wall Street. His book contains details of day-to-day operations (hello Excel spreadsheets) and demystifies any romance of the debauched investment banker life. These guys are putting in upwards of 100 hours a week at the office, primarily data crunching and selling financial products.

And Roose has sympathy for these young analysts, who beyond trying to prove that they can hack it on Wall Street occasionally wrestle with the larger question of doing meaningful work.

Roose mentions that many of the best and brightest recruited from college aren’t really sure why they want to head into investment banking – besides the allure of money – and that this uncertainly itself becomes the main draw. Going to Wall Street provides a clear bridge into the working world... bam, decision made.

But the darker question Roose asks is, can this type of job change you as a person? Young Money at times feels like a warning to ambitious college students. It’s definitely worth a read.

So you ask, are libraries still relevant in this digital age? Yes! Of course many of us still delight in paging through a book, sliding our fingers across its surfaces and even sniffing the print.

But, equally important in these times, Providence Community Library (PCL) is a digital lender and educator.

PCL has a large collection of E-books that you can download on your own Kindle or iPad without even leaving your home. Just go to “Using the library” on the PCL website (provcomlib.org) and open “Download Free EBooks.” If you have trouble doing it at home, bring your Kindle or iPad to your neighborhood library and the librarian will teach you how to do it. You don’t have an e-reader? Well, you can even use your library card at the Rochambeau Library to borrow a Kindle already loaded with good books to read.

Of course, you can always use PCL’s free computers. On the East Side there are 12 computers for adults at Rochambeau and eight computers for adults at Fox Point. If you are still uncertain whether you can master the computer, classes are available especially tailored to your speed. On Thursdays at 2pm Cheryl Hunt, a librarian at Rochambeau, holds Digital Literacy Classes for Adults (you can’t be too old to start).

Saying Goodbye and Thanks to Susie The local PBS affiliate in RI (WSBE) is holding its major fundraiser called “An Evening Uncorked” on Saturday, April 12 from 7-10pm at the Pawtucket Armory on Exchange Street. They promise a lively evening of “small bites” prepared by 17 of the area’s finest award-winning restaurants paired with special selected domestic and international wines. But of particular note, the evening will also feature a special presentation in honor of the late Susan Farmer, a long time East Sider who was an ardent supporter of public TV and herself once the former CEO of WSBE. Regardless of what happens during the rest of their season, PC basketball coach Ed Cooley deserves our kudos for the remarkable season he and his team of overachievers have put together. The heart-stopping double overtime, one-point victory over Marquette ranks as one of the best game in years at the Dunk. Despite a team that rarely played more than seven players and survived the loss of three of its key players, one because of an injury, two because of off-court issues, the team ended up in fourth place in the new Big East despite being a preseason pick for the bottom. In addition to the team’s competitiveness, the outstanding play of NBA superstarto-be Bryce Cotton and Cooley’s own personal marketing skills and charisma, PC has been attracting sell-out crowds as the season draws to a close.

It’s been fascinating to follow the back and forths among residents, some raising hole-y hell about the epidemic while others urge restraint and that we should just “suck it up” since this is New England after all. Some of the respondents add the perspective of having lived in other parts of

the country; others seem to know a thing or two about why the current fill-in methods are flawed. Rather than take sides, we’ll just add that the City does have some money available to offset some of the costs of repairing tires. Here’s what you need to do.

Annual Meeting a Social Event The annual membership meeting of SNA, which had been a formal presentational format in years past, was planned to be a more social event this year.

Elected officials plus all five candidates for mayor of Providence shared wine and beer, provided by Campus Fine Wines, and light food, provided

by Blaze restaurant, with SNA members the evening of March 3 at The Highlands on the East Side, 101 Highland Ave. The event was slated to be a way for constituents to get to know their representatives on a one-to-one basis as well as renew friendships with their neighbors. More formal forums for political candidates will be featured at other times.

In addition to the socializing, a new slate of officers was to be voted on, including: Dean Weinberg, president; Kerry Kohring, vice president; Anneliese Greenier, treasurer; and Thomas Schmeling, secretary. Incumbent board members were to be joined by Vishal Jain, Michael McGlynn, Lee Pichette and Sharon Lee Waldman.

Progress Cited on Community Gardens At the board’s regular February meeting, progress on the development of community gardens in the “tot lot” public park at Ninth Street and Summit Avenue was reported.

Parks Department Director Bob McMahon has said that he is confident that there will be enough city money to match the approximately $15,000 that SNA has already raised and that the project will be put out to bid in March.

The next step is for SNA to work with the community to form a governing system to ensure transparency in the selection of people who get “ownership” of the planned 40 plots. Several guests at the board meeting expressed interest in getting involved in that process and more participation is urged.

Planning Begins for Annual Projects SNA President Dean Weinberg said at the board meeting that an application for city support for the organization’s summer music festival was being prepared for submission and that additional sponsors and band selections were being considered.

Also, preliminary discussion of the preferred format for the fall yard sale was begun, focusing on a central location or a community-wide event. Opinions from previous buyers and sellers will be appreciated.

In addition, there was some consideration as to how SNA should participate in the Hope Street Spring Fair scheduled for May 31. One project discussed was the possibility of sponsoring a shredding facility for public disposal of sensitive papers.

Residents Invited to Directors Meetings The board of directors convenes at 7pm on the third Monday of every month in the cafeteria of Summit Commons, 99 Hillside Ave. The meetings are open and neighborhood residents are encouraged to attend. Fox Point neighborhood Association Events this Month FPNA Board Meeting, 7pm, Monday, April 14 at the Vartan Gregorian Bath House Community Room, 455 Wickenden Street.

Fox Point Water Pipes Targeted FPNA received information in late February that the Providence Water Company will start replacing some of its 100-yearold main pipes within the neighborhood this month, beginning with a section east of Governor Street.

The notice prompted FPNA to quickly plan its Spring Membership Meeting towards the end of March, with time and place to be announced. (Residents should look for details of the meeting times and places on flyers that will be distributed before the meeting.) The project will require a couple of years to complete before the entire neighborhood’s water pipes are replaced. Residents should expect an increase of the brownish water that periodically

appears in their sinks when piping work is being performed. However, once the replacement of pipes is complete then that problem should go away.

The first section where the pipe replacement will begin is on streets east of (and not including) Governor Street to Gano Street and from and (not including East George Street) to the southern border of the neighborhood adjacent to India Point Park and Narragansett Bay. Also not included in the initial work are the mains along Wickenden Street, but work does include the tie-ins to side streets, according to John Phillips with Providence Water Company.

The utility will present information about the project at FPNA’s Spring Membership Meeting and will seek input from residents about a logical way to expand replacements within this section, (which will take an entire year), and then the best routes and times of the year for other sections of Fox Point.

“We received a great deal of input from the merchants of Wayland Square to avoid the shopping district during its holiday season,” Phillips said. It is this type of feedback that the water company is seeking from Fox Point residents, merchants and motorists, he added.

Water service will be continued throughout the work to residences via their outdoor hose pipes, which will be connected to hoses along sidewalks, Phillips said. Here is a partial listing of the scope of work: install new 8” ductile iron water main, new valves and hydrants

that reconnect existing water service to main; replace any encountered lead water services (replace homeowner lead service, if requested); disinfect new main and appurtenances; and install temporary and then permanent pavement (after a 60-day settlement period).

At the meeting, company representatives will use a color-coded map that shows residents if their service (from the curb to the house) is made of lead, Norman Ripstein, project manager for the water replacement program said. “All homeowners with lead water services are mailed a letter 45 days in advance of construction,” he explained. “They are given the opportunity to enter into an agreement with the contractor to use the unit bid prices for replacing their lead services with copper.” Providence Water will pay the contractor directly and the homeowner will re-imburse the utility, he added.

Earth Day Clean Ups Set for April 26 The Partnership for Providence Parks will be coordinating Earth Day Clean Ups again across the city, including three Fox Point parks and a ball field, on Saturday, April 26.

India Point Park, Gano Park and the Gano Park Ball Field have scheduled their clean ups from 9am to noon. Due to conflicts with the school, Cabral Park will schedule their clean up on a different day, to be announced. Volunteers can register to help at one of the locations on www.serverhodeisland.force.com.

The Partnership has awarded small grants for clean ups and will be supplying posters, trash bags, lawn and leaf bags, mulch, gloves and hearty snacks and beverages for the volunteers. As part of this year’s event, a student crew will be visiting each site to film activities to create a video that showcases volunteer efforts.

To kick-off the event, the Providence Urban Refuge Initiative will be providing education and conservation activities at several parks.

FPNA & Merchants Explore Initiative Vincent Scorziello from Campus Fine Wines and FPNA Board Member Kate Lyons have begun holding meetings to explore ways that FPNA could help Fox Point merchants organize. Last year, FPNA began offering memberships to merchants and organizations at $25 and $35 levels.

Scorziello, who attended FPNA’s March Board Meeting, said he was hoping that the association would be interested in helping merchants organize events for building traffic in Fox Point businesses. Mutual FPNA and merchant events could benefit both groups, it was decided. At the meeting, FPNA offered its 501(c)3 non-profit status to help merchant efforts, if there exists enough interest from businesses in Fox Point.

a gift and China shop that succeeded the Opulent Owl on the former site of CVS, lost its lease and left the Square at the end of February. Unlike Comina next door, they were unable to reach a new understanding with the landlord, who now wants to break the space into two businesses.

When this column was being written in early March, Runcible Spoon’s owners had general hopes but no definite plans for resuming business elsewhere. There was also no hard information at this writing to verify various rumors and speculations about what will fill Runcible Spoon’s space.

To balance that new hole in the streetscape, Peachwave has opened at 19 South Angell Street, across the street from Minerva’s Pizza, offering a self-service yogurt bar with 14 flavors and about 30 toppings, priced by weight at checkout. It has informal indoor and outdoor seating, and will be open from late morning until late evening.

In the past, the site has variously been a career placement center for Katharine Gibbs school, a tanning salon, a fitness center and the unsuccessfully-proposed new site for Mavericks bar & grill (the issue that got me involved in neighborhood affairs, on the “pro” side, a decade ago).

Blackstone Parks Conservancy April is the Most Curious Month In early March, Blackstone Parks Conservancy (BPC) volunteers stared at the woodland floor still locked in ice and snow and wondered: what will April bring? Freeze? Thaw? More wild swings in temperature like those of the past winter? All they could do was try to build flexibility into trail and revegetation plans that would soon be put out to bid, the culmination of over a year’s work for a project made possible by a major grant from the Rhode Island Departments of

Environmental Management (RIDEM) and Transportation (RIDOT).

It helped to have close by the model of the Forest Health Works Project on Angell Street planted by the Rhode Island Natural History Society and the BPC in 2012. The habitat planting is doing well, thanks especially to Anna Browder and Mary Daniels and a few helpers. Volunteers with professional experience made all the difference: civil engineer Jon Ford, seasoned contractor and trail master Don Cordner, planner-hortculturist Martha Fraenkel, RISD landscape architecture graduate Sally Harmon and architect Eric Peterson.

Providence Parks Department Superintendent Bob McMahon provided crucial guidance and support.

Meanwhile, Education Committee volunteers led by Rick Richards were meeting frequently to shape a busy season of events, not only for younger children, but also for an older group.

After the success of last summer’s programs they were eager to repeat some and to add new ones. In March they began planning trail walks for adults and children and scheduled a fact-finding trip to the Tomaqaug Museum in Exeter. It’s clear that native Americans hunted and fished all around the area of the Blackstone

Park Conservation District, later the site of Moses Brown’s farm. How good it would be to learn more?

This winter the Boulevard Committee chaired by Gale Aronson zeroed in on ways to finally get the pitted parts of the path fixed. That project was sidelined last year by concerns about tree roots and the need to find a durable solution. In addition to shepherding this project and starting to plan the next concert season, Gale will continue to look for ways to raise funds to pay for care of the Boulevard trees and shrubs (over $12,000 last year) and costly path work. Funding will need to be found as well to subsidize the free concerts that have swelled in popularity in recent years.

Construction projects in both Blackstone parks will require forbearance on the part of users. The public needs to keep in mind that trail and path improvements will eventually make it possible to enjoy safer and more comfortable walks and runs.

National Grid - Exterior Meter Placement National Grid is currently updating gas pipes in our area. Please be aware that you have the right to request placement of your meter.

In a Providence Journal article, it was stated that National Grid wanted to move meters from the basements of houses to their exteriors to make inspections and shutoffs for safety reasons easier. Residents balked, complaining that the meters were unsightly and would detract from the values of their historic homes. The controversy led to passage of a state law that requires National Grid to consult with property owners on the placement of their gas meters. Be sure to consult with the National Grid representatives and confirm placement before signing on the dotted line.

H

as your house ever been broken into? Did a package disappear from your doorstep during the holidays? Have you ever come out of the house in the morning to find your car up on blocks, tires missing? Have you witnessed a drunken brawl on Thayer Street? You’re not alone.

Cheryl Simmons certainly knows this. After “a rash of break-ins” in 2010, she started a neighborhood crime watch listserv, collecting reports from both concerned citizens and Providence Police. She now has about 650 neighbors on her email list. “The primary types of crime I’ve been getting reports of are vehicle break-ins and tire theft,” she says. “There are also B&Es and an occasional assault, but by far the most common are vehicle break-ins.” We know crime happens on the East Side, and we know what kind – but how much crime happens? And what can be done to stop it?

“Crime is always about opportunity,” explains Officer Fausto Garcia, a 17-year veteran of the Providence Police Department. “If you leave that opportunity open, someone is going to take it. If you take that opportunity away, there is nothing for them to do.” Garcia sees evidence of this point every day. He works the 3-11pm shift in District 9, which covers the southern half of the East Side. He settled into the post after working “the entire city, corner to corner” from traffic enforcement to school resource officer to patrolman. “I chose to come to the East Side because it’s a nicer area – both in terms of the buildings and the people,” he says. Over the course of a ride-along on one of his Tuesday shifts, Garcia is chatty, articulate and knowledgeable, able to hold court on a variety of subjects like farming, boxing and travel, but architecture proves to be a favorite subject of his. “I love to protect this area because it’s like a living history,” he says, referring to all the historic houses and buildings.

“What they represent lives on. To patrol this area you have to be able to absorb all the history. It’s something you can’t replace or find anywhere else.”

His dedication to the district is apparent, and it’s all in the details. He repeatedly pulls over to point out interesting facets of buildings, or discuss the neighbors he knows personally and the improvements they’ve made to their homes. “When you have a place like this, it makes you want to make sure that people feel safe, that they’re getting a return on investment for their tax dollars.” He’s particularly incensed by break-ins at historic houses, noting that while the pilfered valuables can easily be replaced, the damage done to the structures is the real tragedy. Stealing an iPad is one thing; kicking in an antique door with vintage brass fixtures is quite another.

S

o how does the crime in his current post stack up against previous assignments? “Comparing the East Side to the rest of the city is unfair,” he notes. “It’s almost like a whole other city. It’s kind

of bland, but good. I like it boring.” We look at a map of District 9 detailing all tire thefts in the past several months, each incident marked by an asterisk. “If this was a map of the South Side, you wouldn’t be able to read the street names,” he remarks, alluding to how many more asterisks would cover the street grid.

While property crime persists in the area, violent crime is light and the kind of open-air drug trafficking found on the West and South Sides is almost non-existent. The handful of assaults that do occur tend to be clustered around Thayer and Wickenden in District 9, usually fueled by the nightlife crowd, or Camp Street in District 8 (which covers the northern half of the East Side). There was, however, a particularly scary incident in February in which a Brown professor was hospitalized in an unprovoked assault on Brown Street.

The assailants were four local teens, three of whom attend Hope High. Random blowups like that, along with less-than-encouraging violent crime stats, have many longtime residents feeling a little jittery. For example, there were three Aggravated Assaults with Firearms in

District 9 (which includes both Thayer and Wickenden) for all of 2013. (District 8 saw a bump in firearm assaults, too, from three in 2012 to four in 2013.) While that might not seem like a crime wave compared to the 53 in District 5 (which includes Olneyville and Silver Lake) for that same period, it represents a 300% increase over District 9’s 2012 total of 0.

Thus far in 2014 (the most recent statistics available as of press time cover through March 2), District 9 saw nine reports of violent crime, including four robberies, four aggravated assaults and one “Sex Offense, Forcible.” None of the robberies or assaults involved firearms. Still, that represents a 50% increase over last year.

Violent crime in District 8, on the other hand, is actually down by a marginal amount, from 6 for the same period in 2013 to five this year, including one Aggravated Assault with Firearm. By comparison, District 5 saw 24 incidents of violence, nine of which involved firearms, and three sex offenses. (That admittedly represents a 23% decrease from the same period for 2013.)

Of course, property crime remains the most common type on the East Side, but the numbers there, at least for the early part of this year, are somewhat encouraging. Through March 2, Districts 8 and 9 combined for 129 property crimes, down from 228 for the same period the year before. Bland, but good.

It’s also been quite cold this year too.

Of course, budget cuts and attrition over the past couple of years have reduced the number of officers on the street by about 90, which is a concern.

But does that lack of manpower makes the streets of the East Side less safe? Garcia sees it as more of a nuisance than a menace. “There are two parts to being a police officer: to protect and to serve,” he explains. “The loss of manpower has drastically cut down on the service aspect. Now we’re just reacting to the protection part of it.” In short, he spends more time chasing radio calls and less time on face-to-face interaction. “It’s hard to find the time to get to know people on a personal basis,” he says.

There are indirect effects too: with less officers in high crime areas, officers with slower beats get stuck backing up calls in other districts – time that might otherwise be spent on the service aspect. Similarly, cuts on equipment take valuable time away from working the beat. Without computers in every car, officers are forced to return to the sub-station to work on reports.

Some help is on the way, however. The latest academy class will soon put 60 new officers on the streets, reports the department’s Director of Training, Lt. Luis San Lucas. “Recruitment and placement will impact the whole city on an equal level,” he explains. But deployment takes time – for his part, Garcia doesn’t expect the new recruits to make any real impact at the street level until almost the end of the year. One of his District 9 colleagues is more blunt: “The academy class that’s coming up is not going to make a dent.” Asked what she hopes this increased manpower can do for the East Side, Cheryl Simmons is equally succinct: “I would just like to see more cars out on patrol.”

I

n the meantime, everyone from Officer Garcia to District 9 Commander Lt. John Ryan to Cheryl Simmons agrees that East Side residents can do a lot more – and a lot of very simple things – to deter crime. Both Ryan and Simmons are quick to point out that victims of house burglaries often admit to having alarms that weren’t activated. “Some people didn’t even bother to lock their doors,” Ryan adds. Garcia believes that many East Siders have developed a false sense of security: their comfort in living in a relatively safe neighborhood can foster a lack of vigilance. Neighbors will often call the police to complain because someone has a power washer running “one minute after 5pm,” Garcia notes, contrasting that with another resident who admitted to watching two teens pull up to a minivan, put it up on jacks and remove two tires, neither of which were flat, without ever thinking to call it in.

It’s important to remember that this is a city with a high level of poverty, and the East Side has a lot more valuables than the rest of it – and thus, a lot more temptation for criminals. Garcia describes gratuitous, “keeping up with the Joneses”-style displays of wealth – such as big, expensive TVs placed directly in front of wideopen first floor windows – as “almost like an invitation.”

He sounds similar notes of caution about the approach many East Siders take toward landscaping.

While bushes and fences ensure the sort of privacy that many area residents seek, they also make a police officer’s job more difficult and a burglar’s easier.

they provide a perfect hiding place from which a burglar can enter the house undetected. He repeats what becomes a common refrain as we observe other mistakes: “That’s like an invitation for a criminal.” Fences are another pet peeve. They provide criminals with an opportunity to remain unseen, while simultaneously impeding an officer’s ability to both see crime and react to it. “We’re carrying a lot of extra weight in equipment,” Garcia notes. “We’re not able to jump over the fences easily and by the time we get around it, it’s enough time for a criminal to escape.” Conversely, as we pass a house with no fence, low bushes, trees set out in the yard away from the house itself and lights on both inside and outside, he holds it up as a model of crime prevention.

Ample outdoor lighting is another simple fix that Garcia cites as an effective deterrent – preferably on motion sensors. Criminals hate bright lights and surprises. Similarly, interior lighting is important. He suggests putting a few lights on randomized timers, so that criminals who might be casing the house can’t easily identify patterns. And, of course, locking your doors and turning on your alarm should go without saying.

Simmons even goes a step further, suggesting, “house alarms should be active at all times, even while home.

We’ve had cases of residents being broken into in the middle of the day while they were in the house. Had the alarm been on, that might not have happened.”

When it comes to protecting cars, again, outdoor lighting with motion sensors is an easy and effective means of protection. And don’t leave valuables in plain sight on car seats – another preventative measure that seems glaringly obvious, but that many victims foolishly ignore.

O

f course, the single most effective crime fighting tool at most people’s disposal is the phone.

“I would suggest that neighbors stay alert to anything unusual or suspicious on their street, and not be afraid to report something suspicious,” encourages Simmons. “Residents are fairly familiar with their neighbors’ habits, and anything out of the ordinary should be taken seriously.” Garcia seconds that, stressing that residents should be aware of and report anything that seems amiss – even if it turns out to be nothing. “We prefer to be called and find out it’s nothing, rather than not being called and finding out it was something.”

High Times The debate over legalizing marijuana in Rhode Island

Better schools? Expanded Medicaid? Property tax relief? Just imagine the things Rhode Island could do with an extra $100 million dollars a year – the amount Colorado stands to make in taxes from newly-legal marijuana sales, according to budget projections released last month.

It’s easy to see why lawmakers might jump at that revenue, but the East Side’s State Rep. Edith Ajello (D-Providence) says for her, it’s about more than the money. She’s sponsored a bill to legalize marijuana because, she says, she wants to fix a broken system. “I think that prohibition hasn’t worked,” Ajello says, contending that banning marijuana outright “puts otherwise law-abiding citizens in contact with the criminal element.”

If marijuana is, as it’s so often called, a “gateway drug” to harder and more addictive substance use, Ajello thinks it’s precisely because of that “criminal element” – because sales are forced underground, right alongside the illegal trade in prescription pills, cocaine and heroin. In that environment, she says, it’s too easy to try a different drug and get hooked. “’Hey, you’re buying marijuana today,’” Ajello says, imagining a dealer’s sales pitch. “’Tomorrow would you like to buy some heroin?’ There’s the gateway.” She argues that jump wouldn’t happen in state-sanctioned stores selling only weed.

Ajello also worries about kids who start smoking at too young an age, when studies show marijuana can hamper their brain development.

“The criminal element has no compunctions about selling to minors,” she says. Under the bill Ajello has cosponsored with Sen. Joshua Miller (DCranston), prospective buyers would have to show identification to prove their age, just like buying alcohol or tobacco products.

Beyond requiring ID, Ajello aims to help kids make smarter choices about drugs and alcohol by better funding

substance abuse education, prevention and treatment. The bill calls for 40% of the revenue from marijuana sales to go toward those programs, which Ajello says “we are short-funding” now.

But the problems surrounding weed can’t be solved quite so simply, according to Nancy DeNuccio, chair of the Ocean State Prevention Alliance (OSPA) and co-chair of the Rhode Island Attorney General’s Marijuana Working Group.

OSPA and Attorney General Peter Kilmartin oppose legalization.

DeNuccio doesn’t buy that legalized weed will stop illegal sales or discourage kids from getting high. She calls the idea of removing the black market with legalization a “foolish notion.”

She points to reports that Colorado’s illicit trade is still thriving, as well as Rhode Island’s own black market for cigarettes. Close to 40% of cigarettes consumed in Rhode Island in 2011 were smuggled in, the fifth-highest smuggling rate in the nation, according to the Mackinac Center for Public Policy.

As for making it harder for minors to get marijuana, DeNuccio notes that the age limits on alcohol don’t keep kids from drinking. On average, nearly 34% of Rhode Islanders aged 12-20 reported drinking in the past month in 2008, 2009 and 2010, according to the federal Substance Abuse and Mental Health Services Administration (SAMHSA). More than 11% of underage drinkers said they bought the booze themselves.

DeNuccio wants to spread statistics like that, both to the public and to state legislators, in hopes the information will quash the effort to legalize marijuana. It’s worked in the past: this bill is the fourth to propose legalization in as many years, and so far none have made it out of committee.

But DeNuccio and Ajello agree the climate is changing. On the heels of legalization in Colorado and Washington and decriminalization in Rhode Island and

many other states, and with that juicy tax revenue to consider, DeNuccio says there seems to be more “political will” in favor of legal marijuana. She and others in the OSPA, which includes health professionals and law enforcement officials, plan to “provide testimony to combat all of that” political will and momentum.

“I’m gonna be doing everything in my power to provide enough information to the general public and legislators that they’ll make an informed decision on this,” DeNuccio says.

Ajello, meanwhile, says support is building in the state House of Representatives. Ajello says 29 members have signed her bill, more than in previous years, and fewer than ever told her they oppose legalization outright.

“More said, ‘I want to wait and see,’” she explains, “or ‘I represent a conservative district. I’ll probably vote for it but I don’t want to put my name on it.’”

Ajello admits that lawmakers’ reluctance to show outright support will probably keep her bill from passing this year. It’s an election year, she notes, and politicians hesitate to back controversial policies when it could cost them votes. Between election-year cold feet and the campaign against it, “I’m not getting the feeling it’s going to pass this year,” DeNuccio says.

But Ajello remains optimistic. “I think ultimately, it will [pass],” she says. “If not this year, there’s a very good chance next year.”

My skin gets so dry in the winter.

What is a product that you love to use for your skin as we transition from colder to warmer weather?

Mine too! This winter has been so cold, dry and harsh that everyone is complaining about tight, dehydrated skin. If you aren’t already using a gentle exfoliant, now is the time to add one to your routine. Look for a gentle enzyme or hydroxy acid - not a harsh, gritty scrub. My recommendation for every skin type is Dermalogica’s Daily Microfoliant - it uses rice enzymes and salicylic acid to gently dissolve away dead skin cells and the junk clogging our pores. This allows our moisturizer to penetrate better and makes skin look brighter, smoother and softer.

Many people also need a slightly richer moisturizer during the winter months - I have one to use during the humid summer and a richer one for the dry winter.

We encourage clients to stop by anytime for a skin analysis and for some free samples to take home and try out.

What is the most important thing people can do to take care of their skin?

I think the most important thing everyone can do is to meet with a professional skin care therapist and find an at-home routine that is appropriate for their skin and their lifestyle. Not everyone wants six different products and steps – having a simple routine that you follow morning and night is the most important – for most of us this means a cleanser, toner and moisturizer (everyone needs moisturizer – even oily skin types!). I also encourage everyone to use an exfoliant. But by speaking with an expert first you can

be confident that you are picking out the right products that won’t interact with each other. Also, if you purchase a skin care product from Facing Thayer and don’t end up liking it we will happily exchange it for something different.

How can you update your look for spring? What are the trends this season?

This spring, my favorite makeup trend is a clean glowing face with a dramatic cat’s-eye and a bright lip. The combination of natural, dewy skin and a defined eye and fun lip is a great juxtaposition and looks clean yet sexy!

The easiest way to achieve this is with Stila’s High Definition BB Cream, Stila’s Convertible Color for lip and cheek in Sweet Pea and Stila’s Stay All-Day Liquid Liner in black. Add a little mascara and you’re done.

How do you balance the fashion forward services students are looking for, like nail art manicures, with more classic services like facials and waxing?

I think the combination of clientele is possibly my favorite part of the business. It keeps us interested and working harder. The Brown students bring such a high level of sophistication – so many are coming from oversees, L.A. and N.Y.C.

They definitely keep us on our toes. At the same, it’s nice to have the balance of our regular clients who live on the East Side who are coming to the spa for a treat a relaxing spa environment.

I love that you can find products at Facing Thayer that you can’t find anywhere else locally.

That’s what we are really moving towards, to have products at the store that you won’t find at Sephora, Nordstrom or even online. We are trying to work with companies who have good philosophies and aren’t easily accessible. I’ve found different perfumes through travel. For example, child perfume, you can’t find it anywhere else in New England. It’s made by this woman in Texas who is very eccentric and you have to go through an interview process to get it. It’s great to find companies who want to stay small and exclusive, and they are doing it for a reason, for quality control.

On February 24,

the Providence Student Union organized the Walk in Our Shoes Challenge, which offered the opportunity to experience a student’s 2.96 walk from her home in the Wanskuck neighborhood to Classical High School. Walk in Our Shoes participants – including politicians and political aspirants, school district leaders, many students, children’s advocates and RIPTA leadership – headed off at 6:40am and made it to Classical with just minutes to spare before the 8am morning bell. This smart bit of community organizing made visible the challenges presented by the Providence Public Schools’ transportation policy, which requires high school students who live fewer than three miles from school (as the crow flies, not as the bus drives) to provide their own transportation to and from school.

I wasn’t able to participate, because I was already on my own way to work, as are many parents at that time of the morning. As it happens, my son also will be attending Classical next year. Because we can afford a $62 RIPTA bus pass, he will not need to walk 2.7 miles from our East Side home to school, and will join the many students citywide who pay full fare, whether that represents pocket change or a huge expense in an already-strained family budget. For many families, daily bus fare or a monthly bus pass is just too much, and those kids walk distances that are far longer than any other school district in Rhode Island and most other comparably-sized urban districts, which provide expanded transportation and, in many cases, subsidized youth fares.

East Side parent Kim Rohm, a full-time working mother of two, is a long-time advocate for improved public school transportation in Providence who took the morning off from work to participate in the Walk in Our Shoes event. Because Ms. Rohm’s daughter also will attend Classical next year, she is thinking about the implications of school transportation both for her child and

for all young people who need to choose between a long, sometimes dangerous walk and the daily impact of public transportation expenses.

“In a word, it was infuriating,” Ms. Rohm says. “First of all, although it was not the worst day of the winter, it was cold. You really need to think about what to wear on your feet to deal with the snow and ice. I could not believe the route. We traversed the 6-10 Connector, endured slippery sidewalks and, at times, walked in traffic when the sidewalks were impossible.”

Beyond the physical risks of the walk, Ms. Rohm came away with an acute sense of the opportunity gap that threatens students who are adversely impacted by transportation challenges. This came, in part, from the comments offered by students before and during the walk in which they acknowledged their responsibility to get to school on time while also being clear about the challenges of doing so. Because students who can’t afford bus passes are more likely to be chronically late to school or absent, these students’ attendance and academic records have excluded them from meaningful extracurricular learning experiences. Beyond that, the prospect of walking home at night

precludes many students from participating in sports, clubs and other powerful afterschool experiences – not to mention teacher-provided extra help and tutoring offered before and after school. This gap has a direct impact not only on high school success but also on students’ ability to accrue critical college – and career-readiness experiences and skills.

“It was clear that no one, including school and political officials, relishes this policy. Everyone agrees that three miles are too far to walk,” Ms. Rohm says. So how are we going to manage the financial impact of an expanded program of public transportation access? It’s challenging to advocate for increased ongoing financing to the tune $1,500,000 per year (the amount that school and RIPTA officials estimate would be required to cover transportation costs at full fare for students who live more than two miles from school). Nevertheless, the advancement of our city and state economy, powered by a capable and creative workforce, not to mention the health and welfare of hundreds of students who are forced to walk at their own physical and developmental risk, justify the short-term expense.

Smart News The Nathan Bishop Middle School PTO has received a $3,400 legislative grant sponsored by Representative Gordon Fox’s office to fund the seventh grade’s work with Shakespeare’s Macbeth. Included in this work is a production, which features almost the entire seventh grade and is produced in collaboration with the Gamm Theater. In addition, all students will attend the Gamm’s production of the play. “This kind of support makes a huge difference in the lives of our students in exposing them to something as rich and challenging as Shakespeare,” says seventh grade English teacher Theresa Fox. “We are deep into the work already and the kids are just amazing in how they approach the work of the Bard. We are truly fortunate to get to do this with them and deeply appreciate Speaker Fox’s support.”

Moses Brown School gets greener with two new initiatives. It is the first school in Rhode Island to partner with The Compost Plant, a local start-up that collects and composts food waste from Providence-based restaurants and schools. A new venture that started in March, The Compost Plant collects waste materials for delivery to Earth Care Farm, a rural Charlestown business that has been accepting food waste to produce compost since 1979. As well, Moses Brown’s food service has also become more environmentally friendly by donating its used cooking oil to Newport Biodiesel, the

first sustainable biodiesel producer in New England. Newport Biodiesel collects used cooking oil to produces a clean-burning and sustainable fuel.

I always wished for

a great love: a can’t-breathe, can’t-eat, all-consuming Elizabeth and Mr. Darcy sort of an affair. Romance, I thought, was something that could be held in my hand and paraded down the streets.

It took me 31 long years to find the fairytale-grade love I had longed for since my very first reading of Cinderella. And while there were no glass slippers the way in which we met was nothing short of destiny.

It all began with a simple coincidence, as most great love stories do.

We were seated side-by-side in the emergency exit row of an airplane at the Lisbon Airport. Nuno looked ridiculously handsome with his olive skin, wavy dark hair and five o’clock shadow. I felt myself nudging the attractive stranger with my elbow. When he turned toward me, I gestured to the exit door. “If the plane crashes, it’s all you,” I joked. The conversation lasted for six-and-a-half hours. It was the best first date of my life.

Two weeks after our fateful meeting, I flew to San Francisco where Nuno was working for three months.

Our courtship was a whirlwind of starry eyes and passionate kisses stolen on busy street corners. After a long weekend that paralleled a movie, I flew home in tears, overcome with the realization that this wonderful man wasn’t really mine at all.

Taking a giant leap of faith, I decided to give my two-week notice at work. At the end of my last day, I flew

right back into his arms.

After Nuno returned to Portugal, I packed my bags for his Lisbon condo.

From my new home in Europe, traveling to cities such as Barcelona, Marrakech and Milan was a breeze. We bonded as we rode camels through the Sahara, watched an opera at La Scalla and ate at Sobrino de Botín, the oldest restaurant in the world.

“You’re living the dream!” my girlfriends would gush, unaware of the invisible thorn in my side: I still owned a home in Providence and managing my affairs from afar proved difficult. And then there was the fact that I wasn’t allowed to stay in Europe for more than three months at a time. The back and forth was exhausting and expensive.

Something had to give.

On our nine-month anniversary we got engaged… in Paris. Following that über romantic climax, our carefree romance became a thing of the past as we began to deal with the demands of his K1 visa application. He spent hours upon hours filling out forms; requesting legal documents; and getting paperwork translated and notarized.

We did get married. At Providence City Hall. On a Tuesday. At one in the afternoon. It may not have been the white wedding I used to dream of, but none of that pomp and circumstance matters to me anymore. All I know is that I found a man who loves me so much he sacrificed everything in his life to be with me. And in the end, that is the true definition of romance.

Rising to the occasion with Seven Stars’ lead baker

By Grace Lentini Lead baker Jim Williams co-owns Seven Stars Bakery with his wife, Lynn. In 2001, the duo moved to Rhode Island and opened Seven Stars Bakery. Thirteen years later, he is still doing what he loves, and satisfying our cravings along the way.

Where did the name Seven Stars come from?

My wife thought that she might want to be a cheese maker. So she went and spent six months on a goat cheese farm in England in a little village. There was a little pub called Seven Stars Inn. She got there and after a couple of hours she realized that she was not going to be a goat farmer.

What’s your philosophy behind the recipes?

Everything we do has been an evolution of places we’ve worked, the things we’ve wanted to do and the way we wanted to do [them]. A lot of times with baking it’s not necessarily just the recipe; it’s the method and the way you go about it. So, we had a lot of ideas of how we wanted to do our own thing and that is how things have evolved over the years. Most of it is ours; we created it from scratch.

What’s your favorite thing to bake?

Bread, for sure. There’s something about bread. If I never mix another muffin again, I am very content with that. But bread is totally different. And bread is a funny thing, people that are really into bread get it, people that aren’t, don’t. It’s a great thing.

What is there to get about bread?

There’s something about it. The whole process, the fermentation process, the way you can manipulate it.

There’s a ton of science behind it but you don’t necessarily need to know it. If you know how to make bread you don’t really need to know the why. I don’t know a ton about the science of it. What I know is what I see and feel. The more you learn, the

more there is to learn. You never stop learning how to make bread. Maybe that’s what I like about it, it’s simple yet complex at the same time.

we have leftover gets donated. All three of our stores deal with different organizations, mostly to local churches. So, we don’t throw anything away.

What are some of the basics behind the baking?

We don’t use any bread flour here; we use all-purpose flour. The big difference is that bread flour is super strong. For really wet, long fermented breads, like we do, we wouldn’t get the same kind of texture, hole structure and volume that we’re looking for. Whereas bread flour would be better for bagels and really fast breads. If you are really fermenting for long periods of time you really need a low protein flour.

Why would you ferment for a long time?

That is where you get flavor. The flavor of the bread is from the fermentation.

We use very little honey or sugar. We rely on the fermentation for the flavor.

Most of our breads are flour, water and salt. That’s it.

How much do you bake each day?

Tonight – which is the slow time of year – we’ll have baked 3,540 pieces of morning pastries – all of muffins, scones, cookies – and 1,800 loaves of bread. During the busy season, early fall through the holidays, we’ll do roughly 4,424 pastries and 2,413 loaves of bread. Anything

Can you explain the difference between using a yeast versus having a naturally leavened (risen) bread?

Some of our breads have yeast in them.

Others are naturally leavened. They kind of do the same thing, they ferment a dough. The difference though is that the sourdough is perpetuated over time.

With a commercial yeast, which you buy in a block and it looks like a brick, you just weigh out what you need. The sourdough (or natural) yeast starts with flour and water; we mix them together, let it sit for awhile and it starts to naturally

ferment. So, we keep building on it. So now, every day, we take a piece of it, and we add more flour and water to it, and then tomorrow we’ll make bread with that. Then the next day we’ll pull a piece off of that and we just keep going.

So, you’ve used the same sourdough strain all these years?

Yes, and it sounds crazier than what it really is. You hear about these 100-yearold yeasts but it doesn’t mean anything because it really becomes your environment. Once you have it established you just want to keep it alive.

This year marks Rhode Island’s 10th annual Dining Out For Life event, a day where participating restaurants donate a portion of patron’s checks to benefit AIDS Project RI. “It’s a great and caring way to celebrate the spring season,” says Thomas Bertrand, MPH, AIDS Project Rhode Island’s executive director. “Step out on a Thursday night for dinner with friends and family, help people living with HIV and AIDS and help Rhode Island achieve zero transmission of HIV.” Numerous restaurants across the state are taking part this year, but people on the East Side definitely have an enviable selection of places to pick for dinner on April 24: Blaze, Rue De L’Espoir, Pizzico, Three Sisters, India, Kitchen Bar, New Rivers and Parkside are all participating in this year’s event.

Biggie & Brunch at Farmstead Biggie, Biggie, Biggie, can’t you see, sometimes your, uh, poutine and fried eggs just hypnotize me… especially when they are whipped up by four-time James Beard nominee Matt Jennings over at La Laiterie.

If you share an affinity for delectable breakfast and lunch selections and slick 1990s rhymes by The Notorious B.I.G. (and other equally talented beatmakers) then Farmstead has literally carved out a slice of heaven just for you.

On the first Sunday of each month, the restaurant features Biggie & Brunch, a creative, locally sourced brunch menu

Big Things Are Poppin’

Perhaps best remembered for his Campbell’s Soup Cans work, Andy Warhol was an American artist who was a leading figure in the movement known as pop art. The man was part creative genius, part pop icon. This month the RISD Museum presents Andy Warhol’s Photographs, a collection of more than 150 Polaroid and black-and-white photographs. The collection provides a rich sampling of the sort of photos Warhol took between 1970 and 1987. Did you know that these Polaroids served as the basis for most of Warhol’s commissioned portraits, silkscreen paintings, drawings and prints?

Come take a look and get a glimpse into the artist’s life outside the studio including his time spent on the road and on the town. The process of uploading the picture is a snap. The site will let you know if the photo file size is large enough based on the size graphic you are looking to purchase. You then have the ability to crop it, if you’d like to isolate the image, or leave instructions to have a body traced so the image will be cut out perfectly [see the hockey player in above photo].

Walter Feldman has been creating art for nine decades and has no plans to stop

Artist Walter Feldman, 89-years-young, thrives in the heart of the Brown University campus

by Nancy Kirsch Despite turning 89 in late March, Walter Feldman has a young person’s exuberance and enthusiasm. Is it because he taught art to Brown University students for 54 years? Or because his home and studio – in a former carriage house filled with sunlight, plants and artifacts – is an easy Frisbee toss from Brown’s campus?

Despite the arthritis that “slows him down,” Walter is abuzz with plans, including his commitment to donate 1,000 pieces of art to the Arts & Business Council (ABC) of Greater Boston.

Last month, ABC inaugurated the Walter Feldman Gallery with a retrospective of his work. In addition to donating art, Feldman is “paying it forward” by providing solo exhibition opportunities to 54

young, unrecognized artists. As a young artist, he had his first exhibit in New York City at a gallery promoting unknown young artists. Favorable New York Times reviews and a painting purchased by a Museum of Modern Art board member helped launch Feldman’s career.

So at the end of his ninth decade, why not “sit on his butt and relax”?

His tart response: “It never occurred to me; that’d be a terrible thing.”

As a young painter, Feldman once confided to his brother-in-law, a psychoanalyst, that his creative juices were gone. His brother-in-law’s advice was simple: organize a messy studio.

“I never lost any creativity, I just had to straighten up and start again with a fresh vision,” he says.

A multimedia artist who prefers painting, Feldman insists, “Art is not just a question of manipulating visual imagery, it’s more about thinking. Even students who don’t become professional artists become more creative people through their exposure to art.”

“As much as I like teaching young people, my need to create art is overwhelming,” explains Feldman, who earned an MFA from Yale University.

“I want to give birth to the whole bloody thing – I want to design and make something.”

Feldman gets his ideas from starting to create, which can lead to a cosmos of possibilities, adding, “I tell students they must figuratively sandpaper their eyes so that they can see the cellular

changes that are happening.”

Scoffing at those who fear creating art, Feldman recommends people use their non-dominant hand. “Stop talking nonsense; everyone has creative abilities if they could tap into them.

We’d be a better society.”

Asked to describe himself, Feldman says, “a painter whose inspiration is to be a mensch. I’m not there yet, but I’m getting closer. Desire is important.”
