A Student Who Is Homeless

A student in the conservatorship of the state who is moved outside the district’s or school’s attendance boundaries—or who is initially placed in the conservatorship of the state and moved outside the district’s or school’s boundaries—is entitled to remain at the school the student was attending prior to the placement or move until the student reaches the highest grade level at that particular school. If a student in grade 11 or 12 transfers to another district but does not meet the graduation requirements of the receiving district, the student can request a diploma from the previous district if the student meets its graduation criteria. For a student in the conservatorship of the state who is eligible for a tuition and fee exemption under state law and likely to be in care on the day preceding the student’s 18th birthday, the district will:

• Assist the student with the completion of applications for admission or financial aid; • Arrange and accompany the student on campus visits; • Assist in researching and applying for private or institution-sponsored scholarships; • Identify whether the student is a candidate for appointment to a military academy; • Assist the student in registering and preparing for college entrance examinations, including (subject to the availability of funds) arranging for the payment of examination fees by the

Texas Department of Family and Protective Services (DFPS); and • Coordinate contact between the student and a liaison officer for students formerly in the conservatorship of the state. [See Credit by Examination for Advancement/Acceleration, Course Credit, and Students in Foster Care.]

A Student Who Is Homeless

A student who is homeless will be provided flexibility regarding certain district provisions, including: • Proof of residency requirements; • Immunization requirements; • Educational program placement (if the student is unable to provide previous academic records or misses an application deadline during a period of homelessness); • Credit-by-examination opportunities at any point during the year (if the student enrolled in the district after the beginning of the school year), per State Board of Education (SBOE) rules; • Assessment of the student’s available records to determine transfer of credit for subjects and courses taken before the student’s enrollment in the district; • Awarding partial credit when a student passes only one half of a two-half course; • Eligibility requirements for participation in extracurricular activities; and • Graduation requirements.
