Dear Parents & Community, This report celebrates a wonderful 2019 at Prosper ISD. During the course of the year, we endeavored what many said would be impossible, but with our incredible School Board and our amazing community, we achieved many goals. The year began with a bond election to fund the building of needed schools. With our growth, even moderate estimates of need necessitated a $1.37 billion bond. Our community was undaunted in support of our schools and passed the bond with an 85% approval rating. The summer and fall proved to be very busy and exciting as we opened two elementary schools (Furr and Stuber) and a new middle school (Hays), as well as a new athletic stadium with a community room, and the district’s first ever natatorium. Meanwhile our 2nd high school (Rock Hill) was well under way as well as our 4th middle school (Rushing) and 12th elementary school (Johnson) that will open in the Fall of 2020. Throughout this year, the district has maintained the commitment to We are Prosper, We are ONE! While maintaining traditions like Meet the Eagles, the Homecoming Parade, the Community Pep Rally, Senior Citizen Luncheon and more, the district hosted communitywide Sign the Beam events for Rock Hill High School and Johnson Elementary to build community around two of our newest campuses, held a community fair, and introduced Hope Squads to build a stronger support system for our students. While 2019 was incredible, we face an even greater, more exciting future for Prosper ISD in coming years. he Prosper Independent School District Board of Trustees are a committed group of seven individuals elected by the community to serve the students and staff of Prosper ISD. These individuals give countless hours every year working with district leaders, attending meetings, trainings or updates, and supporting the students and staff by their presence at many events.

rowth happens most when we are uncomfortable and struggle in our endeavors. Prosper ISD is committed to providing an educational environment that fosters growth in teachers and students alike through risk-taking, productive struggle, feedback, observation, collaboration and communication. Establishing a growthmindset culture in Prosper ISD allows for the development of realistic expectations of what it takes to succeed in the world at large ultimately resulting in increased, authentic, transferable student and teacher learning. Ultimately, these action plans will increase student achievement and boost teacher morale.

Research Impacting Student Excellence Program (RISE) currently has 10 teacher leaders in the program. Instructional technology professional learning redesign is providing choice in learning and opportunities for collaboration and risk-taking through the Prosper4Ward Academy. Special Education staff have conducted training with General Education specials/electives teachers to ensure collaborative planning that encourages risk-taking and embodies a growth mindset. Counselors are collaborating with staff to incorporate self-regulation strategies in classrooms Morning Meetings have been implemented at all elementary campuses to provide a safe and secure learning environment from the beginning of the day. Hope Squad and Restorative Practices have been implemented at the secondary campuses to shift the culture for both staff and students. The Prosper Education Foundation implemented teacher grants across the district to drive innovation and creativity within classrooms.

ESL Teacher Specialists have developed trainings on instructional best practices to support all learners based on campus needs and feedback. PISD Highlights and other communications venues have been used to communicate and highlight innovative learning in PISD. Coaches design and implement professional learning opportunities for all campuses centered around highly effective instructional strategies. Campus and department development of PLCs are encouraging connection and collaboration for support in an effort to ensure job satisfaction and thus retention. The curriculum design team continues to offer ongoing support through curriculum collaboration meetings allowing teachers to assist in the design of the curriculum. Ongoing professional learning offerings are based on campus and district needs and are offered through campus and district training. We currently have Instructional Rounds at eight campuses. Each of the network teams are comprised of 36 members that meet four times throughout the year to analyze data from instruction then monitor and adjust based on the findings in student learning. Campus Librarians are working to provide curriculum support by planning lessons with teachers, providing resources for teachers, and working with design coaches and curriculum designers to align services. Responsive professional learning has been implemented to meet the needs of all teachers through impact cycles and lessons. Advanced Academics is developing a summer “Prosper APSI” to expand the skill set of Advanced Academics teachers, and has expanded the Gifted Specialists role to support grade-level teaching teams in PLC and planning meetings to provide support to classroom teachers.

Only school districts in the U.S. and Canada and only school districts in the State of Texas were named to the College Board AP District Honor Roll . This distinction comes from simultaneously achieving increases in access to Advanced Placement courses for more students while maintaining or improving the rate at which their AP students earned scores of 3 or higher on an AP exam. Prosper High School was one of these elite schools named to the Honor Roll in the 10th Annual Report, the first time the district has received the recognition.

T
he PISD RISE Program provides an opportunity for innovative teachers in PISD to submit a proposal in order to pilot cutting-edge instructional strategies, teaching styles, or new educational approaches. RISE looks for educators to pilot a program that seeks a departure from specific aspects of the current curriculum in a sheltered and supported environment. Through the PISD RISE Program, teachers are encouraged to seek out and vet exciting new methods for our students and, ultimately, provide quality data and training for our teachers. Teachers of the Year E
ach of the 12 Prosper ISD campuses nominated a highly qualified and exemplary educator as their 2019 campus Teacher of the Year. Those nominations were reviewed by the Teacher of the Year Committee, and on April 15th, 2019, Prosper ISD announced the 2019 Elementary and Secondary Teachers of the Year.
Elementary
Ms. Jennifer Brown is a first grade teacher at Rucker Elementary. She has been in education for 12 years teaching in Frisco before coming to Prosper four years ago. Ms. Brown’s campus Principal, Shelly Spears, said that “She is a model for student engagement. Her students are learning during every minute of the day. Teachers ask to watch her teach! Even though she is a model for others, she also continually seeks professional growth. She asks to attend training to support student learning and returns to campus ready to share that learning with all! She also believes in the vision that all students can learn, just not on the same day, or in the same way!’” The quote that Ms. Brown feels best represents her perspective on teaching is "Education is not the filling of a pail, but the lighting of a fire." -Poet William Butler Yeats.

Secondary
Ms. Lisa Williams is a 7th grade Science teacher at Rogers Middle School. She has been in education for 16 years teaching at Fort Worth, Killeen, Garland and Lovejoy before coming to Prosper four years ago. Ms. Williams’ campus Principal in 2018-2019, Todd Shirley, said that “She sets the standard for teaching at Rogers and models best practices to her colleagues. Her level of commitment to ALL kids is second to none. She does a great job of leading her team and is well respected by her students and the staff as an outstanding educator. She does not like a lot of attention or recognition but she has been deserving of this honor for years.” The quote that Ms. Williams feels best represents her perspective on teaching is “Every child deserves a champion - an adult who will never give up on them, who understands the power of connection and insists that they become the best that they can possibly be.” -Rita Pierson.

uman connection is a key component to positive emotional health and personal growth. Prosper ISD is committed to the belief that a sense of belonging to a greater community improves an individual’s motivation, health, and happiness. Prosper ISD is committed to ensuring a positive social emotional health for the whole child believing that social emotional learning is a valuable investment in Prosper ISD students’ futures but that it will also add to the overall well-being of Prosper ISD staff members. Ultimately, these action plans will help to meet the goal that all Prosper ISD students graduate ready to be contributing members of society in whatever capacity they choose.

Where Are We Now Create formal and informal social and emotional systems for establishing personal connections and understanding of the Prosper culture and traditions across the campus and district levels. ºº

Through a partnership with Children’s Health, the district implemented Telehealth & Tele-Behavioral Health on all campuses to support student physical & mental/emotional health. Created formal procedures & guidelines for general public school transfers for those students needing to attend a particular campus due to significant extenuating circumstances. Established consistent guidelines for entry into the Prosper ISD Alternative Education Program. In collaboration with the DAEP Principal & Prosper ISD Police, a mentorship program rotation between officers & DAEP students has been created. Hope Squads have been developed at all secondary campuses. Mental health presentations are given on campuses by local therapists. Behavior Specialists support all campuses in developing both individual & campus-wide strategies to promote social and emotional health for all students. The district facilitates a variety of academic & athletic camps for students to participate in during summer to establish personal connections. District Administration and Student leaders open doors at campuses in the mornings.

Elementary schools have incorporated Morning Meetings into the school day to teach social-emotional learning & self-regulation. Parent Education Presentations through the district Counseling, Advanced Academics, & Special Education Departments provide information & training to parents & guardians on a variety of social-emotional learning topics. Various campuses have implemented Heritage & Culture Nights to recognize & celebrate our diversity. ESL Teaching Specialists send out information about upcoming holidays. The implementation of a Positive Behavioral Intervention Support system on some campuses is creating an environment where the social-emotional health of teachers and students is clearly the top priority. Various groups & some campuses have attended the Ron Clark Academy and, as a result, have implemented Houses across grade levels to build community and provide mentorship, thereby, reinforcing traditions & developing a sense of belonging. Every sport hosts a middle school night where students and families come to support the Varsity programs. Football does a program for Prosper ISD youth called Flight Crew to allow for peer mentorship. Sign the Beam, Community Pep Rally & parade, Safety Bash, Hope Walk, & other community programs reinforce traditions & develop a sense of belonging as the district faces rapid growth & change. The Prosper ISD Community Resources Fair connected families to resources within the community.

Hope Squad Brings Hope to Prosper ISD HOPE SQUAD PARTICIPANTS OPEN DOORS, HAND OUT LIFESAVER CANDY, AND FOCUS ON BEING A MORE POSITIVE SERVANT TO OTHERS.
I
n response to the losses experienced first-hand in the community, Prosper ISD has partnered with Dr. Greg Hudnall of Provo, Utah to develop a program to support suicide prevention and bring awareness to mental health struggles in Prosper schools through the creation of campus Hope Squads. The program focuses on prevention, intervention, and postvention. Dr. Hudnall came to Prosper ISD to speak to parents and to help with the training of Hope Squad members at the secondary campuses in August. Students on Hope Squad were nominated by their peers for their integrity, maturity, honesty, dependability, approachability, and trustworthiness. Those students who were nominated who chose to participate in the program received training on how to bring more awareness to the issues of mental health on each campus through peer intervention and by changing the school culture through tolerance, understanding, and

acceptance of differences. The Hope Squads have worked with staff leaders and campus administration to make themselves visible to their peers and their message heard. They have helped with new student orientations, hosted an ice cream social for new students, and created activities for National Suicide Prevention and Awareness week to educate and make students more aware of mental health and the supports provided. Program participants have opened doors, handed out lifesaver candy, and focused on being a more positive servant to others. Positive messages can be seen throughout the campuses on sidewalks and in the building, and students and staff are encouraged to wear yellow on a specific day each month to support suicide prevention and mental health awareness.

Parent Education Workshops HELPING PARENTS NAVIGATE RAISING A CHILD WITH TODAY’S CHALLENGES BY COVERING TOUGH TOPICS AND EVERYDAY OBSTACLES.
T
he Prosper ISD School Counseling & Academic Guidance Department as well as the Advanced Academics Department and the Special Education Department offer a variety of parent education workshops throughout the year. Most of these workshops target social-emotional learning. The School Counseling and Guidance Department workshops have included: Talk Saves Lives, My Stress is Causing Me Anxiety, Talking to Kids, Parenting in the Digital Generation, Got Conflict?, Hope Squad Suicide Prevention, Love and Logic, Stress & Anxiety in students, and Teen Vaping & Drug Use. Advanced Academics in conjunction with Gifted Minds Prosper has offered Celebrate Calm as well as the Fall and Spring Symposium. The district’s Special Education Department through Transition Services have offered several parent education seminars for parents of students with disabilities. These include: Transition 101, Postsecondary Education & Training, Special Needs Family Care, Special Needs Financial Issues and Supports, Life Planning Binder & Letter of Intent, Recreation & Leisure, and Guardianship & Alternatives.

Safety Bash EDUCATING PARENTS, STUDENTS, AND THE COMMUNITY ON SAFETY, HEALTHY FOOD OPTIONS, AND LIFE CHOICES.
E
ach year the Prosper ISD Police Department hosts the Safety Bash the week before school starts. This event focuses on educating parents, students, and the community on safety as well as healthy food and life choices. It also provides the opportunity to build relationships with local departments such as the Prosper ISD Police, community Police, and Fire and Rescue. Through partnerships with Children’s Health and other local First Responder agencies, guests get to see inside of an
ambulance, police car, and Life Flight Helicopter. Prosper ISD district police officers were on hand to provide bicycle safety education and practice. Meanwhile inside, parents are able to get their children fingerprinted through Kid Print, learn about local health care providers, visit with a DPS officer, and try healthy snacks provided by SFE, the Prosper ISD cafeteria services provider.

uring times of rapid growth, one of the first areas to be impacted is the organizational facilities. Whether considering schools over capacity or not enough program facilities to meet the growing needs of student involvement, facilities are a focal point that must be assessed. Prosper ISD is committed to providing high quality learning facilities for our students and staff while also developing a solid plan for creating equity and efficiency in regards to programs and facility use in a time of such rapid growth.

This year Prosper ISD opened two more elementary campuses, Stuber Elementary and Furr Elementary as well as Hays Middle School. The district opened the first-ever Prosper ISD Natatorium in August of 2019 to accommodate the district’s growing Swim and Dive teams. The district opened the 12,000 seat Children’s Health Stadium at Prosper ISD in August 2019 to replace the Eagle Stadium designed when Prosper was a much smaller district.

Various elementary campuses are undergoing renovation. Both small and large playgrounds will have new, updated, and accessible to all play structures and surfacing this year. New Libraries are being outfitted with furniture, technology, etc. Older libraries are also being retrofitted to meet the communication and instructional standard being set by Prosper ISD libraries. Every campus clinic now has a standard emergency bag stocked with items that are critical for responding to student health emergencies. Head Coaches report all issues to Campus Coordinators which report to Central Athletics. Central Athletics then has the Campus Coordinator turn in a capital improvement plan for each sport at the end of their respective seasons.

New Campuses Open THIS YEAR, PROSPER ISD OPENED TWO ADDITIONAL ELEMENTARY CAMPUSES, STUBER AND FURR ELEMENTARY, AS WELL AS HAYS MIDDLE SCHOOL.

uring 2019, Prosper ISD opened three new campuses. All campuses were designed using Huckabee Architects and Pogue Construction to maintain the high quality of consistency and quality within facilities in Prosper ISD.
Jack and June Furr Elementary is located on 551 S. Bluestem Drive in McKinney, Texas. The campus was named for former Prosper ISD Board Member, Jack Furr and his wife, June who served Prosper as a teacher for 15 years. Chuck and Cindy Stuber Elementary is located at 721 Village Park Lane in Prosper, Texas. The campus was named for former Prosper ISD Board President, Chuck Stuber and his wife, Prosper ISD volunteer, Cindy Stuber. Bill Hays Middle School is located at 1441 Hillcrest in Frisco, Texas. Bill Hays was born and raised in Prosper and served as the Prosper Historical Society President and Town Historian writing two books on the history of Prosper.

Children’s Health Stadium at PISD IN 2019, PROSPER ISD AND CHILDREN’S HEALTHSM TEAMED UP TO SERVE THE GROWING NUMBER OF FAMILIES NORTH OF DALLAS.
T
he district opened Children’s Health Stadium at Prosper ISD in August of 2019. The 12,000 seat stadium features an Emergency Transport Cart with cot and stretcher, sideline cooling units & hydration stations, on-site GE Portable X-Ray machine, sideline ER tent, the largest video board in a high school in Texas, and the second largest ribbon boards in a high school in Texas. Also a special feature at the stadium is the large community room overlooking the field in the north end zone. The stadium opened to a packed home crowd for multiple weeks. Festivities celebrating the opening included an eagle fly over, parachutists bringing in the game ball, recognition of the first Prosper ISD Athletic Hall of Fame Inductees, and more.

Prosper ISD Natatorium Opens PROSPER ISD OPENS THE FIRST NATATORIUM FOR THE DISTRICT THAT WILL BENEFIT MANY PROGRAMS FOR YEARS TO COME.
T
he Prosper ISD Natatorium is the first natatorium for the district. The swim and dive complex was planned to meet the needs of the district’s successful swim and dive program. Students in this program have been bussed daily for many years to other schools’ complexes to practice. The natatorium features a 16 lane competitive pool, four-lane lessons pool, 10 competition start lanes with Daktronics timing system, off desk meet operations room, two one-meter competition spring boards, 500+ spectator grandstand, and an Olympic style weight room. Within the next 12-24 months the facility will be home to the PHS Swim and Dive program, RHHS Swim and Dive program, Prosper ISD 3rd grade Water Safety course, Prosper Swim School, USA Swimming Program, and a USA Masters Program. Meanwhile, athletics teams like softball and baseball are taking advantage of the additional training benefits afforded with the facility.

he quality of instruction provided in a classroom or on a campus is directly correlated to the quality of educational professionals providing the collaborative service. To this end, Prosper ISD is committed to recruiting and hiring the best educators available. Studies have found that students in same race teacher classrooms have reported higher levels of personal effort, postsecondary motivation, academic engagement, and higher achievement. As Prosper grows and diversity increases, our students deserve the opportunity to have a multicultural education provided through a diverse demographic of staff members. Human Resources and campus administration must focus on developing a marketing solution that will target the hiring and retention of a diverse group of highly qualified educators who more closely mirror the cultural diversity of the student population while embedding ongoing cultural training into required professional development.

In 2019, campus and district leaders and counselors participated in part one of a cultural responsiveness training with Dr. Kimberly McLeod. More training is scheduled for 2020. Prosper ISD will expand Hope Squad training to all campuses in the upcoming year. Hope Squad encourages tolerance and acceptance of all. All campus counselors and Hope Squad advisors are QPR certified trainers and will train all staff members in QPR this year. QPR is an emergency response to someone in crisis and can save lives by helping to prevent suicide.

Development of the bond proposal was an in-depth process of information gathering, research, and community input. The Board of Trustees worked with staff for more than a year to study growth trends, facility assessments, and financial data before convening the Bond Planning Committee to seek input from the community. The Board received a recommendation from the Bond Planning Committee, studied options, and deliberated before voting unanimously to call for a bond election. A multi-source communication plan was embarked upon regarding all aspects of the bond, tax rate implications, and when and where to vote. The district, with the support of the 2019 Bond Committee, launched a communication plan to inform district stakeholders about the bond. • Communication was made via the district website, ºº prosperisdbond.net website, social media, 2 Minute drill videos, yard signs, HOA meetings, and more. • Topics included: school funding, voting times, dates, and deadlines, tax implications of a new bond, the reasons for the

his Brad Henry quote embodies the proud heritage the community of Prosper has of investing in the local schools. The Prosper Education Foundation (PEF), an organization of parent and community members, “seeks to profoundly impact the success of each PISD student.” The foundation accomplishes that by supporting and encouraging educational excellence, innovation, and achievement in a variety of ways. 2019 PEF Activities included: ºº $175,000 in Scholarships to the Class of 2020 for students heading to traditional four year universities, trade schools, and community colleges. ºº $117,000 in the area of professional development and academic programs including support of the RISE program and the new HOPE Squad. ºº $75,000 to direct teacher support including $100 gift cards for new staff, Star Polisher monthly award recognitions at each campus, and 34 instructional grants to the sum of more than $27,000 in various learning objectives such as leveled libraries, simulated patient care in Health Science, HOPE week for HOPE Squads, sensory support, social-emotional learning, STEM equipment, student training on the impact of social media, and much more.

HOMECOMING 2019
T
ruly a community event, the week kicked off with the annual Prosper Homecoming parade on Wednesday followed by the free community meal provided by Children’s Health and First United Bank of Prosper. The evening continued with the Community Pep Rally at the PHS arena. Friday’s festivities featured the pep rally where alumni representatives were recognized from each of the decades from the 50’s to the 2000’s as well as former PHS Homecoming Queens spanning back to 1950. Homecoming festivities at halftime crowned a new King and Queen as the Eagles put another win on the scoreboard. The final event was the high school Homecoming Dance on Saturday evening.

t’s the MOST Wonderful time of the year when Prosper ISD has the honor of hosting our friends and neighbors from Prosper and nearby communities for the annual Senior Citizen Luncheon. The luncheon features food prepared by Prosper ISD Culinary students, decorations prepared by Floral Design students, and entertainment provided by Fine Arts students.

orking to connect Prosper ISD families with the services and service providers in the greater Prosper area, the district hosted a Community Fair at PHS on September 14th. The event featured Prosper ISD representatives to answer parent and community questions about various aspects of the district including special programs and curriculum. Representatives from youth sports, fitness facilities, medical & dental offices, churches, preschools & daycare centers, service & volunteer organizations, youth arts programs, pet services, youth activities, PTO’s, tutoring and learning programs, and much more were also on hand.

Hall of Honor
RECOGNIZING AND CELEBRATING THOSE THAT HAVE LAID THE FOUNDATION FOR WHO WE ARE TODAY.
I
n 2019, Prosper Independent School District announced the inaugural class of the Prosper ISD Athletics Hall of Honor. The Hall of Honor is designed to recognize and celebrate those athletes, coaches, supporters and teams who have laid the foundation for what Prosper ISD Athletics is today. The inaugural class included: 1. Prosper ISD Head Baseball Coach Rick Carpenter - Coach Carpenter coached in Prosper ISD for 12 years. During that time, he coached his teams to a State Championship in 2015 as well as to the Regional Semi-finals, Regional Quarterfinals, and the Area Championship each multiple times. 2. 1984 State Championship Baseball Team - The 1984 Prosper High School Baseball team was the first team to win a State Championship from Prosper. 3. Jim Hughes - Jim Hughes graduated from Prosper High School in 1951 where he was a four year letterman in baseball, basketball, and football where he served as Captain. 4. Donnie Garrett - Donnie Garrett is a 1975 graduate of Prosper High School. While at PHS Mr. Garrett received 16 total letters with four each in baseball, basketball, football, and track. He was a State Champion Pole Vaulter in 1972, 1973 and 1974 (the first pole vaulter in Texas to win three consecutive State Championships in any division) and was the first Prosper High School individual State Champion. 5. Woody Hamby - Woodrow “Woody� Hamby graduated from Prosper High School in 1963. Mr. Hamby received four letters each in baseball, football, and basketball and two letters in track. He was a long time holder of the PHS record in the 100 yard dash with a time of 10.1 seconds.
