Editorial................................... Throughout The United States of America was the first nation born out of an idea rather than a tribal identity. Our Constitution begins with a call that transformed subjects into citizens: “We the People.” The founders’ crystalized our mission with a national motto: e pluribus unum, “out of many, one”— and placed it above the eagle holding a cluster of arrows and an olive branch on the Great Seal of the United States.

E Pluribus Unum remains the key to what makes America exceptional in the eyes of the world. America’s role as an imperfect but diverse democratic republic stands in clear contrast to the history of other nations—as well as the ethno-nationalist parties and surveillance state autocracies that are on the rise today. At our best, America remains a rebellious project against tribal and fundamentalist forces. And e pluribus unum is literally the opposite of “us against them”—the demagogues’ eternal calling card.

ROSCO Precision Machinery Supports The Pacific NW

Rosco Precision Machinery in Auburn, WA hosted a hands-on introduction and basic training field day into the realm of Dimensional Metrology. The event was enthusiastically attended by shop owners and QA technicians.

Rosco Managing Partner Nick Houghton launched the day’s activities by introducing presenter Bryan Muller, Rosco’s Metrology Engineer, who gave a brief and enlightening history of basic measurement tools beginning with the tape measure. My, how times have changed since micrometers, vernier calipers and height gauges!

The attendees divided into three groups and systematically rotated for hands-on experiences with the most advanced optical measurement formats available.

Beginning with c-vision, a 2-D video contour projector from OPG. Then on to OPG’s E7 SmartScope, a 3-axis benchtop measurement system. Next was SmartScpoe 200 Flash, another of OPG’s benchtop offerings. This gem combines video, laser, and touch probe technology.

Following the morning’s rotations, the groups enjoyed lunch and a time of networking and sharing impressions. After lunch the groups took a deeper dive into the advanced technological inspection marvels.

The highlight of the day was a tutorial of OPG’s monster SmartScope M7 Benchtop 3D Multisensor Dimensional Measuring System.

With an XYZ travel of 250 x 150 x 200mm and multisensor capabilities too numerous to describe in this space, there are no difficult to define features that can hide from this exceptional dimensional metrology tool!

Signs of Recovery Seen in Machine Tool Demand The latest monthly summary of machine tool orders shows U.S. machi ne shops and other manufacturers increased their capital investments to $389.9 million during February 2025, up 9.9% from January and up 12.5% from February 2024.The U.S. ManufacturingTechnology Orders report issued by AMT - the Assn. of ManufacturingTechnology shows the two-month total for manufacturing technology orders in 2025 is $744.74 million, 8.8% higher than the January-February 2024 total.

“In addition to the uptick in the value of machinery ordered, unit sales have rebounded in 2025. For much of 2024, growth in the number of units sold lagged the increase in the total value of orders. That trend has reversed in 2025,” according to the summary statement by AMT.

The USMTO is a monthly summary of capital equipment purchases in order value and machine units, nationwide and in six regions. It serves as an indicator of future manufacturing activity because it quantifies machining operations’ investments in preparation for new production programs.

In particular,AMT noted the improved results in the value of orders from contract machine shops, the largest buying segment for manufacturing technology. Those operations’ February orders were up nearly 25% from January.

In contrast, AMT reported that aerospace manufacturers’ orders decreased “sharply” from January to February, although the number of units ordered rose “slightly.”

Between those two readings, AMT noted that manufacturers of electrical equipment nearly doubled the number of machines ordered during February, and yet the total value of their orders was about even with January’s result.

Whether the trend reversal AMT identified in the February data signals a long-anticipated, sustained recovery in demand is difficult to determine.

AMT offered two alternative readings on the impact that widespread tariffs on imported products may have on demand for new machines: that businesses lowered stock valuations may reduce corporate earnings, and thus weaken business and consumer confidence; or, that businesses may choose to invest in new technology, in order to recover the profitability that may be lost due to reduced valuations.

GE Catalyst Turboprop Engine Gets FAA Nod

“Certification of the Catalyst engine is a significant milestone for our company and a proud moment for all our team members who have dedicated their efforts to the design, development, and testing of this brand-new European turboprop engine,” said Riccardo Procacci, president and CEO for propulsion and additive technologies at GE Aerospace. “We are now fully committed to supporting the production ramp-up of the engine towards the entry into service in support of our customers.”

The engine was designed, developed, and manufactured at GE Aerospace sites in Europe, including Avio Aero in Italy, the Czech Republic, Poland, and Germany.Test engines logged more than 8,000 hours during the certification process, GE said.

Powerplant is 18% more fuel efficient than others in the 1,200- to 1,400-shp class GE Aerospace on Thursday announced that its Catalyst turboprop engine has received FAA certification, the culmination of a program involving more than 23 engines and some 190 component tests.The company said Catalyst is the first clean-sheet advanced turboprop of the 21st century, as well as the first to be certified to the latest Part 33 standards, which include more than 20 significant new requirements. Textron Aviation’s Beechcraft Denali turboprop single, which is expected to enter service this year, is the launch platform for the new GE engine.

“Catalyst has been through a rigorous certification and testing process,” said Paul Corkery, Catalyst general manager at Avio Aero. “We are pleased with the performance of the engine throughout its ground and flight-test campaigns, and we remain fully focused on supporting Textron Aviation as they complete the certification process and prepare for entry into service of the Beechcraft Denali.”

According to GE, the engine’s 16:1 overall pressure ratio enables up to 18% better fuel consumption and up to 10% higher cruise power versus competing engines in the same 1,200- to 1,400-shp class.

Catalyst also features stator vane and turbine blade components made via additive manufacturing.

X-66 Model Breezes Through 1st Wind Tunnel Tests

B o e i n g ’s X - 6 6 S u s t a i n a bl e F l i g h t Demonstrator recently completed two initial wind tunnel tests using models of the X-66.

Why it matter s: Before a full-size demonstrator of the X-66 can fly, the airplane’s design needs to be validated using smaller models of the airplane.

The X-66 aims to revolutionize aviation with its transonic truss-braced wing design, potentially setting a new standard for sustainable air travel.

The design integrates extra-long wings stabilized by diagonal struts, enhancing aerodynamic efficiency.

A semi-span X-66 model was tested at NASA’s Ames Research Center in California’s Silicon Valley in its 11-Foot Transonic Unitary Plan Facility. The model underwent tests representing expected flight conditions to obtain engineering information to influence design of the wing and provide data for flight simulators.

The first was a low-speed test using a model of the X-66 with a nearly 6-foot wingspan at NASA’s Langley Research Center in Hampton, Virginia.

The team captured measurements of forces such as lift and drag throughout many aerodynamic configurations and flight conditions.

Next, a semi-span model of the X-66, designed to represent half the

aircraft, underwent high-speed testing at NASA’s Ames Research Center in California’s Silicon Valley.

This test replicated expected flight conditions to obtain engineering information to influence design of the wing and provide data for flight simulators.

Semi-span tests take advantage of symmetry. The forces and behaviors on a model of half an aircraft mirror those on the other half. By using a larger half of the model, engineers increase the number of surface pressure measurements.

What’s next: The data from these tests informed any design adjustments necessary before advancing to additional tests.

A full-span model of the X-66 is currently undergoing high-speed wind tunnel testing at NASA’s Ames Research Center.

Gulfstream Deliveries, Revenues, and Earnings Soar in Q1

First-quarter revenues at General Dynamics’ aerospace unit (Gulfstream Aerospace and Jet Aviation) climbed 45.2% year over year, to $3.026 billion, and earnings rocketed 69.4%, to $432 million. Meanwhile, aircraft deliveries at Gulfstream surged 50%, to 36 aircraft, General Dynamics reported today.

Gulfstream shipped 30 large-cabin jets, including 13 G700s, and six super-midsize G280s in the quarter, up from 21 large-cabin jets and three G280s in the same period last year. According to General Dynamics chairman and CEO Phebe Novakovic, Gulfstream is projected to deliver 150 aircraft this year. She also noted that the last G650s will be delivered by July, with the newly certified G800 succeeding the older model, though Novakovic did not disclose when the first G800 would be handed over to its customer.

Because of the ramp-up in deliveries, book-to-bill fell to 0.8:1, with aerospace backlog eroding by 4% from the end of 2024, to $18.99 billion. However, Novakovic pointed out that demand for Gulfstreams remains strong, particularly in the U.S. and Middle East, and the $2.4 billion in sales in the most recent three-month period matched that of the third quarter last year.

According to Novakovic, the supply chain is continuing to improve, with better component quality and less out-of-station work needed on the Gulfstream production lines. She largely avoided discussing how tariffs might affect the supply chain, but noted that Gulfstream jets have “large U.S. content” while acknowledging that the aerospace unit could be the most affected by tariffs of all divisions at General Dynamics.

Novakovic also gave a shout-out to business aviation FBO and MRO provider Jet Aviation, which saw aviation services revenues rise by 8% in the quarter while earnings jumped 22%.

Fix Manufacturing Extension Programs, Don’t Defund Them The MEP, created during the Reagan administration to help small and mid-sized manufacturers improve productivity amid the rising threat of Japanese manufacturing, is not a household name. But across the country, it has quietly supported the small businesses that make up the heart of our industrial base.

Let’s be honest. The program has become inefficient. In Wisconsin, the administrative structure is a legacy of a workaround to federal rules, patched together to keep good people and institutions in the game. I chair the board of the Wisconsin Center for Manufacturing

and Productivity (WCMP), which oversees two MEP affiliates: the Wisconsin Manufacturing Extension Partnership (WMEP) and the Manufacturing Outreach Center (MOC) at UW-Stout. If that confuses you, you’re right.

The result is a structure with too many people managing the process and not enough delivering services. That needs to be fixed. The recent scare has given us the urgency to do just that.

This is what is roiling the nation: cost-cutting meets real public needs.

In this case, it’s a bloated program that still does essential work. The right answer is not to end it. It’s to fix it.

At Wisconsin Aluminum Foundry, we know the value of these agencies firsthand. We worked with WCMP to expand exports of our All American 1930 consumer products line, bringing our pressure cookers and sterilizers to new international markets. We also participated in WCMP’s Automation Advisor program to guide our investment in robotics. They helped us make smart capital decisions and improve operational efficiency.

Another company where I serve on the board in Sheboygan has used WCMP to reduce energy waste. by The Information last week—and widely covered by a range of media outlets—Intel and Taiwan Semiconductor Manufacturing Co. (TSMC) have been working on a preliminary agreement to form a joint venture to operate the U.S. chipmaker’s factories.

Citing the report, TechRepublic says TSMC, the world’s largest contract chipmaker, will take a 20% stake in the joint venture by contributing chipmaking expertise and staff training to Intel.

“TSMC will hold a 20% stake in the joint venture, contributing not cash, but value through sharing its chipmaking practices and training Intel staff,” the publication reports.

It goes on to say that rumors of a possible takeover of Intel emerged in February, with TSMC and Broadcom considering splitting the U.S. company’s manufacturing and design arms between them.

“The following month, TSMC reportedly offered a share in its proposed acquisition of the chip foundries to NVIDIA and AMD, as well as Broadcom,” TechRepublic explains.

4 Ways Procurement Teams Can Support Sustainability Procurement departments are solidifying their roles as essential drivers of organizational ESG success.

U.S. Manufacturers Face A Pivotal Year As Tariffs, Labor Shortages Reshape Industry

For American manufacturers, 2025 is shaping up to be a crucial time.

It’s being buttressed by the tailwinds of massive investments from the CHIPS Act and the Infrastructure Investment and Jobs Act but beset by uncertainty from both existing and planned tariffs and a growing trade war as the Trump administration seeks to bolster at least some domestic-manufacturing efforts.

“2025 is a pivotal year for the manufacturing industry in the U.S., with widespread repercussions for the rest of the world,” said Chirag Rathi, senior director of industry and solution strategy for manufacturing at software and services provider Infor. “Manufacturing in 2025 is undergoing a period of great change, driven by a strategic combination of tariffs and incentives aimed at boosting competitiveness.”

Mixed economic signals Total construction spending on manufacturing projects has soared in recent years. It hovered around $80 billion on a monthly basis in the years leading up to the pandemic. Since 2022, that sum has grown to $238 billion, where it has largely plateaued in recent months.

That’s because the textile manufacturer, which traces its beginnings to 1865, has survived the massive offshoring of American manufacturing in the 1980s and 1990s and a two-year shutdown of its operations before being brought back to life by a group of investors and relaunching in early 2020 — only to immediately hit the teeth of the Covid-19 pandemic.

“It really has come down to one simple thing, which is to invest,” CEO Ross Widmoyer said in an interview. “We will never be the cheapest blanket but we do believe we will be the absolute best blanket. And indeed, if we were not, we would have been out of business a long time ago.”

Total manufacturing employment stands at about 12.7 million — down slightly after reaching 12.9 million in 2023 following the depths of the Covid-19 pandemic, but still higher than at any time since the Great Recession pummeled manufacturing employment.

Recent industry signs are mixed, with the Institute for Supply Management’s Manufacturing Purchasing Mangers’ Index falling to 50.3 in February, down from 50.9 in January and slightly below forecasts. It does, however, mark a rebound from lows near 47 last summer. The New Orders Index also has rebounded from 2024, growing to more than 55.1 in January before sliding back in February, to 48.6.

“The upside is the revival of domestic manufacturing through reshoring.

The downside is the availability of labor: The U.S. will be short of 3 million workers in the next three years in a medium- to high-growth scenario,” Rathi said. “The risk is if the short-term supply chain challenges cascade into a full-blown recession. American consumer confidence is key. It will need to get us through the short-term tariffrelated disruption period.”

“Companies that cannot quickly adapt — either by restructuring their supply chains, renegotiating vendor agreements or adjusting pricing strategies — will struggle to remain competitive,” Grimes said. “Shifting away from international suppliers is not a short-term fix. It requires significant time, investment and logistics restructuring.”

Manufacturers are deeply concerned about tariffs, with “trade uncertainties” surging to the top of challenges cited by the industry, according to the National Association of Manufacturers first-quarter outlook, with 76% citing trade as a challenge, compared to 56% in the fourth quarter of 2024. Still, about 70% of companies said they felt positive about their financial outlook, down only slightly from 71% in the fourth quarter of 2024.

Manufacturers surveyed said they expect the prices they pay for raw materials to rise 5.5% over the next year, while their own prices would increase 3.6% over the next year, the highest level since the third quarter of 2022, when inflation was near its peak.

The survey was conducted prior to sweeping tariffs announced by the Trump administration in March and early April.

While prices are expected to go up, the job market has seen a slowdown as wage growth slows and job openings drop. Manufacturing eked out 10,000 new jobs in February, according to data from the Bureau of Labor Statistics, but that was preceded by months of losses.

“Manufacturing faces a very uncertain future, and job growth in the sector has been stalled for the past 30 months,” said Alliance for American Manufacturing President Scott Paul in a statement. “We believe that a responsible and orderly application of new tariffs, particularly on China and other countries with persistent unfair trade practices, will ultimately grow job opportunities in the United States.”

Tom Kohm, CEO of Premier Equipment Inc., which sells Computer Numerical Control machines for manufacturers, said he would describe 2025 as a “renaissance with growing pains,” where momentum exists even as companies struggle to find the right workers with the right skills.

“Threats to the supply chain loom over us, too — even as some manufacturers have decided to bring operations back to the States, in part to lessen the dependence on plants located overseas,” Kohm said.

“And now, with inflation, energy prices and wages spiraling upward, a good number of manufacturers are feeling that pinch in their profit margins.”

GE Aerospace and CFM International Continue to Expand MRO Capacity

service with more than 150 operators around the globe, 60 million flight hours logged, and more than 10,000 engine orders on backlog, the company faces a growing challenge: how to keep all those engines in tip-top shape. Indeed, because of the sheer number in service, shop visits for LEAP engines are expected to increase significantly by the end of this decade.

The story is much the same when it comes to GE Aerospace’s most popular widebody engine, the GEnx. Airlines that have purchased Boeing 787 Dreamliners have selected the GEnx engine close to three out of every four times.

“We’ve been seeing a strong customer preference for the performance and reliability that CFM LEAP and GEnx engines offer,” says Natalie Stone, head of CFM LEAP Premier MRO programs. “This [has] created a need for more incremental services and maintenance, repair, and overhaul (MRO) capacity.”

When the CFM LEAP engine entered service in 2016, its maker, CFM International, a 50-50 joint company between GE Aerospace and Safran Aircraft Engines, had a hunch it might be popular. But maybe not this popular.

In the past decade, CFM and GE Aerospace have continually added MRO shops around the world — both by expanding the number and footprint of their own facilities and by partnering with other elite MRO providers.

Now, with the inauguration of a shop in Poland and a new partnership with MTU Maintenance in Texas, they’re doing it again.

Case in point: Over the past few years, airlines that have selected Airbus A320neo and A321neo aircraft have opted for CFM LEAP engines about 70% of the time. And that’s just a portion of the engine program’s remarkable success. With more than 3,700 LEAP-powered aircraft in

operates the facility as a joint venture with Lufthansa Technik. “XEOS features a state-ofthe-art test cell, a modern clean-and-inspect line, advanced repair capability, and a training center,” says Stone. “We’ve designed it with all of our latest GE Aerospace technology, using FLIGHT DECK and the best lean practices and principles.”

In this way, Lufthansa Technik won work from LOT Polish Airlines for the Polish flag carrier’s CFM LEAP-1B engines, which it chose to induct at XEOS. At the facility’s inaugural ceremony, members of LufthansaTechnik, LOT Polish Airlines, and the Polish government celebrated the commitments that XEOS represents, both to the aviation industry and to Poland, where GE Aerospace is assembling a skilled aerospace workforce.

Building on this good news, CFM announced its sixth Premier MRO provider at MRO Americas this week: MTU Maintenance Dallas, which will also service GEnx engines through a GE Aerospace branded service agreement (GBSA). Through this new partnership, MTU Maintenance will conduct performance restoration shop visits and industrialize extensive repair capabilities for CFM LEAP-1A and -1B engines, and for GEnx-1B engines — serving operators of Airbus A320neo family, Boeing 737 MAX, and Boeing 787 Dreamliner aircraft around the world.

“They were chosen because of their demonstrated capabilities in overhaul and repair,” Stone says of MTU Maintenance. “They’ve got deeper roots than most other MRO shops around the world.”

It has been a little more than 50 years since GE Aerospace and Safran Aircraft Engines founded the joint company to produce the CFM56 engine, which clocked its one-billionth flight hour in 2019. Now the CFM LEAP engine, which is 15% more fuel-efficient and much quieter than

the CFM56 engine, is well on its way to matching, and possibly eclipsing, its predecessor. CFM’s new investments — in MRO facilities, in MRO partners, and in an open MRO ecosystem — are all designed to uphold the company’s proud traditions: driving down cost of ownership, supporting higher residual values, and maintaining industry-leading asset utilization.
