Background 1. Southeast Asia’s impressive economic growth has created enormous opportunities and challenges.

People in the region have benefited from raised income and substantial poverty reduction, but they have also been exposed to increasingly higher levels of air pollution and hazardous emissions mainly due to the use of fossil fuels.

List of Speakers and Short Bio Eleni Dellas is a policy officer in the German Federal Ministry for Economic Affairs and Climate Action, where she works on strategic issues of international cooperation on climate and energy, as well as implementation initiatives. Previously, she worked on bilateral and multilateral energy cooperation in the German Federal Ministry for the Environment, Nuclear Conservation and Nuclear Safety. She has also worked as a sustainable development consultant at the United Nations Executive Office of the Secretary-General and as a project manager for research and consulting projects on urban governance and local climate action at the Berlin-based think tank adelphi, amongst other positions.

Eleni holds a PhD in environmental policy analysis from the Institute for Environmental Studies at VU University Amsterdam. She also holds a Master of Science (MSc) in Political Science and Global Environmental Governance from VU University Amsterdam as well as a Bachelor of Arts (BA) in European Studies from Maastricht University.

Mark Lister is Managing Partner of Asia Clean Energy Partners, an international consulting and advisory firm working to support accelerated clean energy deployment with a focus on markets in Southeast and South Asia. Mark is a leading advocate for expanded energy efficiency deployment, and has more than 20 years of experience in energy efficiency and clean energy issues across a range of sectors. He has been involved with industry advocacy in Australia, worked on grassroots solar projects in sub-Saharan Africa, and lectured in postgraduate sustainable energy courses. After a stint with ADB in the Philippines working to facilitate and scale up climate technology investments in Asia-Pacific, Mark was in Denmark and led the Copenhagen Centre on Energy Efficiency, the global hub of Sustainable Energy for All that aims to double the rate of global energy efficiency improvement by 2030. He currently acts as a strategic advisor to multiple organizations including UN Environment, USAID, and the Tara initiative. In January 2020, Mark was appointed global Chair of the US-based Efficiency Valuation Organization (EVO), a leading authority on Measurement and Verification (M&V) of energy savings from energy efficiency projects.

Thomas Dreessen, CEO of EPS Capital Corp., is a global expert in developing, financing and implementing savings-based energy efficiency projects (EEPs) at large end-use energy consuming facilities. His unique expertise to arrange structure project funding of EEPs stems from 35 years of developing or implementing energy efficiency projects in over 25 countries with ESCOs he formed and operated as CEO in 10 countries. He is one of the pioneers of the ESCO industry, having formed one of the first U.S. ESCOs in 1981

and served as the President of its industry association, the National Association of Energy Service Companies (NAESCO).

Mr. Dreessen created and implemented a new EEP Loan Product for the savings-based financing of EEPs by banks in Indonesia and Jordan. He is also using local project companies as intermediaries to aggregate the funding and implementation of EEPs, resulting in reduced transaction costs, reduced investment risk and increased IRRs. Rio Pradana Manggala Putra is working as the Research Manager at the Indonesian Institute for Energy Economics (IIEE), an energy policy non-government organization, where he contributes in various technical assistance projects for government institutions on energy transition planning. With the Public Outreach team at IIEE, he also organizes Duta Hemat Energi (Energy Ambassador) that raises awareness of elementary to high school students in Indonesia about energy efficiency and conservation. He lives in Jakarta, Indonesia, and plays music in his spare time.

Muhammad Ery Wijaya is a Senior Analyst in Climate Policy Initiative (CPI) Indonesia Office where he leads work on the energy sector, particularly to support innovative financing instruments and scaling up finance for renewable energy and energy efficiency. At CPI, Ery’s role on clean energy portfolios has been central. He has helped Indonesian ministries to develop the first of its kind assessments, viable business models, and enabling policies for energy efficiency programs.

Alex Rathmell is Managing Director, Consultancy, at ep group. Alex has been an entrepreneur in the clean energy sector for around 15 years. Since 2019 he has been leading the development and rollout of ESCO-in-a-box, a project development, finance and contracting system for business energy efficiency projects that is helping cities and regions engage their business communities in the transition to net zero. Alex leads ep’s consultancy team, providing energy strategy, technical and finance advisory services to corporate organisations, financial institutions, EU and national governments.

Prior to his time at ep group, Alex founded respected energy analytics business EEVS Insight in 2011 and has led a number of consultancy teams and new ventures, with a longstanding focus on developing innovative business models that accelerate investment into energy efficiency. Alex holds a degree in electrical engineering from Imperial College London and an MBA from Ashridge Business School, and is a Chartered Engineer.

Alexander Ablaza is CEO of Climargy Inc. Over half of his 36-year professional career has been dedicated to growing energy efficiency and other clean energy investments in over 12 Asian markets. Alex has played a key role in the development of the clean energy industry in Asia, by identifying and diligencing >$3 billion in direct investments and also shaping policy, regulatory, and funding initiatives. He previously served as Regional Sustainability and Climate Finance Specialist for Asia at the International Finance Corporation/World Bank Group; and as the Asian Development Bank’s (ADB) bank-wide energy efficiency expert and coordinator of ADB’s $2 billion/year Clean Energy Program and its predecessor Energy Efficiency Initiative. He founded and chairs the Asia-Pacific ESCO Industry Alliance and the Philippine Energy Efficiency Alliance. He holds a Masters in Business Economics and a Bachelor's degree in Civil Engineering.

Mikhael Fiorello C. Llado, a CFA Charterholder and a GARP-certified Energy Risk Professional (ERP), supports investment, portfolio management and advisory operations as Investment Advisor of Climargy Inc. Early in his career, he was a commercial officer for Energy Development Corporation’s 700MW Leyte geothermal portfolio. He played a key role in project management, contract review, and economic analysis for the Leyte facility’s power plant rehabilitation project, which took majority of the company’s $160 million capex program in 2016.

Mikhael specializes in investment due diligence, market assessment, risk analysis, and financial modeling. When he moved to Boston for his graduate studies, he co-founded the Boston Consulting and Impact Coalition, a consulting partnership between the business schools of Tufts University, Babson College, Brandeis University, Boston University, and Boston College. Under his graduate program, Mikhael also managed a portion of Boston College’s $2.5 billion endowment fund. He holds MBA and MS in Finance degrees from the Carroll School of Management of Boston College.

Melanie Slade has spent thirty years in energy efficiency policy development and implementation in many parts of the world.

She started out working in the UK Government on industrial and appliance energy efficiency and has worked with many other governments to establish similar programmes, perhaps most notably, the Government of China since the 1990s. In 2007 Mel became the Chair of Australia and New Zealand’s Equipment Energy Efficiency programme and where she led the phase-out of inefficient lighting. Mel moved to the International Energy Agency in February 2014 to manage the Energy Efficiency in Emerging Economies Programme. Mel and her team work with policy makers in Brazil, China, India, Indonesia, Mexico, South Africa and Thailand to develop more effective energy efficiency policy, track its progress and assess its potential.

Hanna Fekete’s expertise covers the quantification and evaluation

of

climate

action,

methods

to

identify

Paris-compatible investments and supporting countries in developing

and

implementing

mitigation

strategies

and

policies. Hanna has been following the international climate negotiations under the UN Framework Convention on Climate Change for over ten years and has led and contributed to numerous projects related to international climate policy for governments, non-governmental organizations, foundations, and

international

organizations.

Prior

to

co-founding

NewClimate Institute in 2014, Hanna worked at Ecofys, a leading energy and climate policy consulting firm. Hanna Fekete has a background as an industrial engineer with a focus on the environment and energy. She has lived, studied and worked in various countries, including Germany, the USA, the Philippines and Chile.

Isabel Geppert heads the Programme for Energy Efficiency in Buildings (PEEB), a French-German initiative supporting the building sector’s transformation in partner countries around the globe. With more than five years of experience in international cooperation in the areas of energy transition and sustainable development, she combines field experience with insights from politics and academia. Isabel is passionate about integrating political, social and technological dimensions to advance a sustainable and inclusive transformation of the built environment. Isabel holds degrees in International Environmental Policy from Sciences Po Paris and in Industrial Engineering and Management from Karlsruhe Institute of Technology (KIT).

Sirpa Jarvenpaa is the Director of the Southeast Asian Energy Transition Partnership (ETP-UNOPS). She is helping to launch the Partnership at the ASEAN Energy Ministerial 2020, and join its efforts to champion the Region's potential to enhance its energy efficiency, integration of renewable energy sources into its energy mix, and expand smart power grids to pursue the achievement of the Sustainable Development and the Paris Climate Goals.

In 2017, Sirpa joined the mission and mandate of the Global Green Growth Institute, a young and vibrant new kind of a development agency aimed at helping developing and emerging economies to adopt green growth strategies in development and investment planning.

Prior to this, at the Asian Development Bank, Sirpa led infrastructure loan and technical assistance origination across South East Asia and the Pacific for some ten years, and in 2004, I established the South Pacific Office as ADB's first Regional Director in Suva, Fiji, and managed strategy planning and implementation in the 6 countries of operation. In 2008, back in ADB's Headquarters in Manila, Philippines, as Director, Pacific Operations, she managed a project division and strategy planning in the Pacific region.

Moderator John Cotton is a Senior Programme Manager at Southeast Asia Energy Transition Partnership (ETP-UNOPS). He has nearly a decade long experience in the renewable energy/climate change sector, mostly in senior management roles. John is primarily responsible for designing and implementing field programmes in accordance with the ETP Secretariat mandate and strategy, and operational management, efficient/effective use of the resources and compliance against the UN and UNOPS rules and regulations.
