A quality assurance tool.

A milestone confirmation tool.

A cash flow controlling tool.

A claims resolution tool.

A conflict mitigation tool upfront of arbitration and/or lawsuits.

A performance proof tool.

A scope validation tool.

Only the performance tool is the scope of the IPMVP process, and only performance and scope are the usual content of other M&V strategies. It is simply too late for an easy, cost effective and fast change of project properties when performance verification usually reveals that the plant is not performing as per contractual requirements.

Early and comprehensive checks of the design and hardware are not included in the usual M&V processes, thus any shortfalls will not be detected until the date of acceptance testing.

Here, Independent Certification has the big advantage of being part of the solution, rather than just being used to document failure. The proper inclusion of Independent Certification elements will enhance the chances of a project being successfully completed, in time, within budget, at necessary quality levels and showing the contracted performances.
