la recente sospensione del progetto di espansione della centrale nucleare ceca di Temelin ci offre l’opportunità per tornare, in apertura di questo numero, sul tema sempre attuale della energia e degli interrogativi che sorgono da questa nuova fase. Su questo argomento proviamo a delineare alcuni degli scenari futuri anche in chiave geopolitica, il tutto nella consapevolezza che a Praga è in gioco una parte importante del destino energetico dell’Europa centrale.

Di particolare rilevanza consideriamo l’intervista che ci ha concesso Vaclav Havel, alla vigilia della consegna a Praga dei premi Gypsy Spirit. L’ex presidente, sempre in prima linea sul fronte dei diritti umani, non si è tirato indietro quando gli abbiamo chiesto di parlare della drammatica situazione dei Rom in Repubblica ceca come in altri paesi d’Europa.

Per quanto riguarda i rapporti bilaterali fra Italia e Rep. Ceca, di recente è stata in visita a Roma una delegazione del Parlamento ceco, guidata dal presidente della Camera dei deputati, la signora Miroslava Němcová. The recent suspension of the Temelin nuclear power station project, gives us the opportunity in this month’s issue, to go back to the topical question of energy and the many doubts that have been raised during this new phase.

On this subject, we have tried to outline some future scenarios also from a geopolitical point of view, fully aware though, that it is currently in Prague that the fate of energy is at stake in Central Europe.

Particularly interesting is the interview granted to us by Vaclav Havel, on the eve of the Gypsy Spirit awards.

The ex president, always on the front line on human rights issues, did not draw back when we asked him to speak about the unpleasant situation of the Rom people in the Czech

As for the bilateral relations between Italy and the Czech Republic, quite recently, a delegation from the Czech Parliament, headed by Miroslava Němcová, president of the Chamber of Deputies, was on a visit to Rome. From the interview granted to us by Mrs. Němcová, what stands out first of all is the friendly relationship between the two countries, also in view of European membership.

We would also like to remind you that, in November the group, which this magazine is part of, The Italian Business Center, was involved in the organization of a conference on agriculture and agro-industry, which took place in Bratislava. The objective was to provide a comprehensive overview

of this sector and highlight the interesting opportunities for Slovak and foreign investors, in view of the EU financial support measures. To this meeting and the various proposals that have emerged, we have dedicated a full report.

Through this introductory page, we would also like to thank all our readers for the interest shown and for appreciating our editorial initiative. Our pledge for 2011 is to persevere in this process for continuous improvement.

Risultati negativi dovuti principalmente al calo del costo dell’elettricità: quando Čez nel 2009 lanciò il progetto per la co‑ struzione di due nuovi reattori da due gigawatt a Temelín, il costo dell’elet‑ tricità era di 80 euro per megawatt/ ora, attualmente, invece, è di 50 euro per Mw/h. È chiaro, quindi, che il piano di inve‑ stimento da venti miliardi di euro è sempre più difficile da realizzare, per questo motivo la strategia di Čez in casa e all’estero è decisamente cam‑

biata negli ultimi mesi: riduzione de‑ gli investimenti in Romania, Bulgaria e Albania e lo stop al piano di poten‑ ziamento di Temelín in Repubblica Ceca nonostante sulla griglia di par‑ tenza per la gara d’appalto si fossero posizionate, oltre ad Atomstroyex‑ port, anche il colosso francese Areva e quello statunitense Westinghouse.

A non fare mistero della necessità di prendere tempo per portare avan‑ ti il potenziamento della centrale nucleare è stato lo stesso ministro dell’Industria Martin Kocourek che ha illustrato le nuove linee guida di Čez: “L’intera strategia secondo cui è stata costruita Temelín è cambiata perché lo sviluppo del mercato dell’elettrici‑ tà si è fortemente modificato come i prezzi di vendita del settore – ha sot‑ tolineato – nello stesso tempo le so‑ cietà che hanno presentato le proprie offerte hanno chiesto altri mesi per

illustrare le proprie idee nell’ambito del procedimento di selezione. Quindi ci potranno essere dei rinvii, anche di qualche anno”. Queste le prime parole ufficiali sulla questione, illustrate poi da Eduard Janota, membro del Board di supervisione di Čez, secondo cui la questione verrà esaminata nel 2011 perché l’ampliamento di Temelín re‑ sta un “progetto chiave” per Čez. Sulla questione, però, deciderà soltanto il governo di Praga, ha chiarito sen‑ za tema di smentita il premier Petr Nečas, aggiungendo che il rinvio è “irrilevante”.

Ma irrilevante non appare il taglio generalizzato che Čez ha applicato e sta applicando ai suoi investimenti nel periodo 2010-2014, una riduzio‑ ne del 21% sul totale: oltre allo stop a Temelín, infatti, la nuovo politica aziendale di Čez prevede la sospen‑ sione della costruzione della centrale

which may evoke speculation, first of all, on reconciliation between Prague and Moscow, after the end of the conflict linked to the US anti-missile shield on Czech territory.

The difficulties for Čez and, therefore, also for its main shareholder, the Czech State, do, in fact, exist and were revealed in the mid-year results, during which the Czech company recorded a drop in revenue of 18.5%. Negative results mainly due to a fall in the cost of electricity: when in 2009, Ćez launched the project for the construction of two new gigawatt reactors in Temelín, the cost of electricity was around 80 euro per megawatt/hour. Currently, it is 50 Euro per Mw/h.

It is quite clear, therefore, that the 20 billion euro investment plan is increasingly difficult to realize, For this reason, the strategy of Čez, both at home

and abroad, has changed in the last few months: reduction of investments in Romania, Bulgaria and Albania and the decision to suspend the Temelín development plan in the Czech Republic, despite the fact that, participating to the bid were, besides Atomstroyexport, also the giant French company Areva and the US company Westinghouse.

Quite clear on the issue for more time for the development of the nuclear power station, is Industry Minister Martin Kocourek, who has illustrated the new Čez guidelines: “the whole strategy, for which Temelín was built, has now changed, because the development of the electricity market has varied, just as its market sales price – he pointed out - at the same time, the companies taking part to the bidding, have asked to have a few more months at hand, so as to illustrate their points of view

concerning the selection procedure.

Therefore, there may be a postponement of up to a few years”. These were the first official words on the issue, also illustrated by Eduard Janota, member of the Čez supervisory Board, according to whom, the question will be examined in 2011 because the Temelín development remains a “key project” for Čez. However, the premier, Petr Nečas, has clarified beyond any doubt that the issue will be decided upon by the Prague government, adding that the postponement is “irrelevant”.

But significant are the generalized reductions that Čez has applied to his 2010-2014 investments, a reduction of 21% on the total: besides the Temelín stop, in fact, the new company policy of Čez foresees the suspension of the construction of the thermoelectric power station in Varna (Bulgaria), the

termoelettrica a Varna (Bulgaria), la cancellazione dell’asta per la co‑ struzione di un’altra unità in Polonia a Nowa Skawina e la rinuncia all’ac‑ quisto delle azioni delle compagnie tedesche Enso e Geso.

Il progetto per i due reattori, che si faccia o non si faccia, ha comunque diviso la scena politica ceca tra antirussi e non. La politica ceca è coin‑ volta nell’affare soprattutto per la posizione di azionista di maggioranza

dello stato nell’azienda energetica, che detiene quasi il 70% delle azioni.

Nonostante questa posizione domi‑ nante i vertici di Čez hanno cercato di tenere le mani della politica di palaz‑ zo lontane dall’affare, perché la “ge‑ opolitica non deve avere alcun ruolo in una gara dove conta solo il prezzo”, hanno fatto sapere i responsabili del campione nazionale dell’energia.

Resta quindi da domandarsi: se il pro‑ getto di espansione nucleare aveva

come obiettivo quello di ridurre la dipendenza ceca dal gas e dal greggio russo (che rappresentano l’80% delle importazioni ceche nel settore ener‑ getico), perché tra le favorite alla costruzione dei reattori miliardari resterebbe proprio la russa Atomstro‑ yexport? L’atomo è tornato al centro della politica estera o in tempi di crisi insieme alla migliore offerta bisogna cercare anche la migliore sponda di politica estera?

The project on the two reactors, whether they be carried out or not, has divided the Czech political scene between anti-Russians against all the others.

Czech politics is involved in the deal mainly because the State is a majority

shareholder of the energy company, which holds nearly 70% of shares. Despite this dominating position, the Čez top management have tried to keep politics out of the deal, because “geopolitics must not play any role in this bid where, what really counts is the price”, responded the officials of this prestigious national energy company.

We have to ask ourselves: if the development project had as its objective

that of reducing Czech dependence on Russian gas and petrol (which represent 80% of Czech energy sector imports), why should there be, among the favourites for the construction of the billionaire reactors, the Russian Atomstroyexport? Has the atom come back to the centre of foreign policy or, in times of crisis, together with the best offer, we should also look for the best foreign policy?

The Czech Republic is preparing a lucrative tender for the completion of the nuclear power plant Temelin, near the Austrian border. Three firms have expressed interest: Westinghouse, Atomstroyexport and Areva.

La gara per l’ampliamento della centrale nucleare di Temelín è stata sospesa, ma non cancellata, è quindi interessante fare un quadro riassun‑ tivo della situazione, ai blocchi di partenza, dei tre colossi in lizza – la russa Atomstrojexport, l’americana Westinghouse e la francese Areva – delineando alcuni degli aspetti che potrebbero far pendere l’ago della bilancia da una parte piuttosto che da l’altra.

Del terzetto, Areva è quella che sem‑ bra godere dei minori favori del pro‑ nostico. Eppure la compagnia fran‑ cese ha dalla sua alcune prerogative la cui rilevanza non va sottovalutata.

It is therefore, interesting to give a brief outline of the situation, on the three competing giants at the starting blocks – the Russian Atomstrojexport, the American Westinghouse and the French Areva – by outlining a few aspects that could tilt the balance to one side rather the other.

Of the three participants, according to the forecast, Areva seems to be less favoured. Yet, the French company has a few prerogatives, whose relevance should not be underestimated. In first place, it is able to offer the most modern technology, based on the European pressurized water nuclear reactor (known as Epr), conceived in particular

for the European market. Areva is also a reality from a European country and, even this is an important aspect that could be taken into account by Cez – a 70% Czech state controlled company – that owns the Temelín plant. However, the most negative aspect with Areva is the fact that the French company has no intention of involving local Czech industry by affording the necessary

technology. And this is no small thing, if we consider the ambitions of the Czech industrial sector for which, the enlargement of the Temelín plant and participation to the operations, would represent a great opportunity.

Westinghouse, the American company owned by the Japanese, has been recently indicated as favourite by the Czech Republic Minister for Industry

Westinghouse already has a certain experience of the Czech nuclear sector,

che la compagnia francese non ha intenzione di coinvolgere l’industria locale ceca nella realizzazione della tecnologia necessaria. E non è cosa di poco conto considerando le ambi‑ zioni del settore industriale ceco per cui il futuro raddoppiamento di Te‑ melín e la partecipazione all’opera‑ zione rappresenterebbe una grande opportunità.

La Westinghouse, compagnia ame‑ ricana di proprietà giapponese, di recente è stata in‑ dicata fra le favorite dallo stesso ministro dell’Industria e del Commercio della Re‑ pubblica Ceca, Mar‑ tin Kocourek (ODS), quando all’inizio di dicembre si è incon‑ trato a Washington con il suo omologo americano Gary Lo‑ cke. I due ministri in quella occasione hanno anche firmato una dichiarazione sulla reciproca col‑ laborazione fra Re‑ pubblica Ceca e Stati Uniti sul

terreno dell’energia nucleare. La We‑ stinghouse vanta inoltre già una cer‑ ta esperienza con il settore nucleare ceco, avendo preso parte all’ultima fase dei lavori di realizzazione dei due blocchi di produzione ora in fun‑ zione a Temelín. Lo stesso Kocourek negli Usa ha ricordato che sono tre i principali criteri che verranno presi in considerazione: la sicurezza della tecnologia, la qualità e l’economicità del progetto. Allo stesso tempo però tutto dipenderà anche da questioni di carattere strategico per la Repubblica Ceca: gli interessi nazionali giocano infatti un ruolo di primo piano.

Per quanto riguarda le aspirazioni della Atomstrojexport, se non fosse per il timore di Praga di aumentare ancora di più la dipendenza ener‑ getica da Mosca, il colosso russo sa‑ rebbe decisamente il favorito, quasi senza rivali.

Dalla sua parte ci sono in primo luo‑ go i forti legami già allacciati con l’industria ceca, tant’è che la Atom‑ strojexport in questa gara è alla gui‑ da di un consorzio di cui fa parte an‑ che la Škoda JS di Pilsen (produttore di impianti per le centrali nucleari).

Poi c’è da mettere in conto il fatto che gli specialisti cechi del settore

nucleare hanno soprattutto espe‑ rienza con la tecnologia russa utiliz‑ zata nelle centrali ceche di Temelín e di Dukovany.

I russi inoltre promettono, per i futuri lavori di ampliamento di Temelín, un coinvolgimento massiccio dell’indu‑ stria locale, garantendo di affidare ad aziende ceche circa il 70% del valore totale dell’intero appalto. Questo il motivo per il quale negli ambienti dell’industria meccanica ceca i pare‑ ri prevalgono nettamente a favore della Atomstrojexport. “L’argomento spesso ricorrente, sulla necessità di non aumentare la dipendenza ener‑ getica dalla Russia, è insensato, per‑ ché praticamente tutti gli impianti tecnologici verrebbero realizzati qui da noi. E sarebbero sempre le aziende ceche ad essere incaricate del servizio di assistenza” ha dichiarato di recente al quotidiano Lidové noviny un diri‑ gente di un grosso gruppo ceco del settore meccanico.

I blocchi di partenza sono già quindi abbastanza surriscaldati, il rinvio del progetto e la possibilità quindi per le diplomazie dei rispettivi paesi di giocarsi tutti gli assi a disposizione, sembra proprio li faranno diventare roventi.

But at the same time, for the Czech Republic, it will also depend on strategic issues: national interest does in fact play a leading role.

As regards the aspirations of Atomstrojexport, if it were not for Prague’s fear of further increasing the energy dependence on Moscow, the

Russian giant would certainly be the favourite, almost without rivals.

Quali sono le opportunità legate alle misure di sostegno dell’UE? Qual è il nuovo orientamento del supporto finanziario al settore? Come sta cambiando la politica agricola comune?

E ancora: quale la strategia del governo slovacco? Un recente convegno svoltosi a Bratislava ha cercato di rispondere a questi quesiti What are the opportunities linked to EU financial support measures? What is the new course of financial support to the sector? How is common agricultural policy changing? Moreover: what is the strategy of the Slovak government?

A recent conference in Bratislava tried to answer these questions.

Agricoltura e agroindustria in Slovacchia, scenari e prospettive Agriculture and the agro-industry in Slovakia Lo scorso 16 novembre si è tenuto a Bratislava un convegno su “Agricoltu‑ ra e agroindustria in Slovacchia”, or‑ ganizzato dalla Camera di Commercio Italo Slovacca in collaborazione con Unicredit Bank e IBC. L’idea di fondo, ispirata da Unicredit Slovacchia, banca storicamente in ori‑ gine legata ai clienti che operano nel settore agricolo, era quella di fornire un quadro il più possibile esaustivo della produzione agricola slovacca, per evidenziare le opportunità per gli investitori, nazionali e stranieri.

Il paese è infatti caratterizzato da una predominanza delle zone rurali – nelle quali abita circa il 70% della popolazione – e da antiche tradizioni agricole. Quali sono le opportunità le‑ gate alle misure di sostegno dell’UE?

Qual è il nuovo orientamento del sup‑ porto finanziario al settore? Come sta cambiando la politica agricola comu‑ ne? E ancora: qual è la strategia del governo slovacco? Come si sostanzia il supporto del sistema bancario? Ma non solo: quali gli esempi di eccellen‑ za da imitare? Quali sono i punti de‑ boli dell’attuale produzione agricola e agro-alimentare?

Si è cominciato con i saluti dell’amba‑ sciatore d’Italia in Slovacchia Brunella Borzi Cornacchia, che ha ricordato l’importanza del settore agricolo per gli operatori italiani in questo Paese, e quelli di Michele Bologna, vice Pre‑ sidente della Camera di Commercio Italo Slovacca che, anche in veste di di‑ rettore di Slovenské Elektrárne ha evi‑ denziato l’importanza dell’agricoltura

nell’ottica della produzione di energia da combustibili vegetali – biomasse e biocombustibili – finalizzata all’au‑ mento della quota di produzione da fonti rinnovabili.

Walter Fusar Poli, partner Deloitte, ha sottolineato il ruolo fondamentale del sistema bancario nel finanziamen‑ to di investimenti nella produzione agricola a integrazione dei contributi dell’UE. Con un esempio numerico molto semplificato ma estremamente chiarificatore, Fusar Poli ha dimostra‑ to come sia determinante, dal punto di vista dell’impatto finanziario e della valutazione del rischio da parte delle banche, la presenza di un contri‑ buto dell’Unione europea.

A conference on “Agriculture and the Agro-industry in Slovakia” was held in Bratislava on 16th November, organised by the Italian-Slovak Chamber of Commerce in collaboration with Unicredit Bank and IBC. The basic idea - inspired by Unicredit Slovakia, a bank historically linked to clients who operate in the agricul-

tural sector - was to provide, as much as possible, an exhaustive overview on Slovak agricultural production, to highlight the opportunities for national and international investors. The country is characterized in fact by a predominance of rural areas – where 70% of the population live – according to old farming traditions. What are the

opportunities linked to EU financial support measures? What is the new course of financial support to the sector? How is common agricultural policy changing? Moreover: what is the strategy of the Slovak government? How substantial is the support of the banking system? But not only: what are the examples of excellence that can be imitated? What are the weak points of present day agricultural and agro-food production?

It all began with greetings from the Italian Ambassador in Slovakia, Brunella Borzi Cornacchia, who highlighted the importance of the agricultural sector for Italian operators in Slovakia and the words of Michele Bologna, vice PreGabriel Csicsai, Vice Ministro Slovacco dell’Agricoltura Gabriel Csicsai, Slovakian Deputy Minister of Agriculture

grammazione nazionale delle risorse del Fondo Europeo per l’Agricoltura e lo Sviluppo Rurale. Si tratta di finan‑ ziamenti ad investimenti nella produ‑

zione agricola, nella trasformazione e commercializzazione dei prodotti, nella diversificazione delle attività economiche legate all’agricoltura.

Matoušek ha anche evidenziato i pro‑ blemi strutturali del settore in Slovac‑ chia, che vive una fase di forte reces‑ sione, e le possibili soluzioni.

In rappresentanza del governo è in‑ tervenuto Gabriel Csicsai, vice Mini‑ stro dell’Agricoltura e Sviluppo Rurale della Repubblica Slovacca, il quale ha sottolineato l’importanza dell’evento e illustrato le linee guida della strate‑ gia del ministero per i prossimi anni.

A completamento dello scenario dei sostegni pubblici per l’agricoltura l’in‑ tervento di Lorenzo Terzi, funzionario della Direzione Generale Salute e Pro‑ tezione dei Consumatori della Com‑ missione europea (DG Sanco). Come evidenziato anche dal moderatore Luca Pandolfi, il nuovo orientamento della Commissione in materia di poli‑ tica agricola consiste nel ridurre i so‑ stegni al mercato – caratteristici della PAC di vecchia concezione – in favore di sostegni alla qualità e alla sicurezza della produzione. Lorenzo Terzi, dopo aver illustrato le competenze della DG Sanco in materia di produzione agri‑ cola, ha elencato una serie di azioni, in tema di tracciabilità dei prodotti,

Walter Fusar Poli, Deloitte partner, stressed the fundamental role of the banking system in funding for investments in agricultural production as an integration to EU contributions.

With a very simplified, but extremely clear numerical example, Fusar Poli demonstrated how determinant the EU contribution is, from the point of view of the financial impact and evaluation of risk by the banks.

Along the same line was also the intervention made by Jaromír Matoušek, agriculture expert from Unicredit Bank, who illustrated the funding oppor-

tunities for the Slovak Republic Rural Development Plan, the document of national planning of resources of the European Fund for Agriculture and Rural Development. This funding is for investments in agricultural production, for the transformation and commercialisation of products, the diversification of economic activities linked to agriculture. Matoušek also highlighted the structural problems of the sector in Slovakia, which is going through a difficult phase of recession and, the possible solutions.

Representing the government was Gabriel Csicsai, vice-Minister for Agriculture and Rural Development of the Slovak Republic, who highlighted the importance of the event and illustrated the strategic guidelines of his ministry for the next few years. Concluding the scenario on public support for agriculture, was the intervention by Lorenzo

Terzi, official of the European Commission Directorate for General Health and Consumer Protection. As highlighted also by the moderator Luca Pandolfi, the new trend of the Commission in agricultural policies is to reduce support to the market - which was typical according to the old CAP conception – in favour of support towards quality and safety of production. Lorenzo Terzi, after illustrating the competence of DG Sanco on agricultural production, listed a series of actions related to products traceability, regulations on labelling, control and prevention of animal and plant disease that might be potentially dangerous to health – significant is the case of the BSE, the so called “Mad Cow Disease” – regulations on novel foods, a quick alert system in case of entry of dangerous products into the European market. A positive sign for Slovakia is the fact that no specific actions against

the country have been reported to this date, This first session, called “scenarios and prospects”, was followed by a second session on the evidence of successful experiences, from which Slovakian agriculture can draw inspiration, in order to bridge the technological and competitive gap it is presently suffering from.

Franco Mosconi, holder of the Jean Monnet chair at Parma University, expert on industrial policies, in a speech on “the economics of the agro-food sector: excellence in Emilia Romagna”, showed how the industrial districts are going through a phase of metamorphosis characterised by the opening of “supply chains”, the formation of “association of companies” to the leadership of medium-sized companies. Starting from Michael Porter’s journey through the Italy of clusters, up to the latest

di disciplina delle etichettature, di controllo e prevenzione delle malat‑ tie animali e vegetali potenzialmente dannose per la salute – emblema‑ tico il caso della BSE, il sindrome della cosiddetta “mucca pazza” – di regolamentazione per novel foods, del sistema di allerta rapida in caso di ingresso nel mercato europeo di prodotti dannosi. Nota positiva per la Slovacchia il fatto che non si sono re‑ gistrate ad oggi azioni specifiche nei confronti del paese.

A questa prima sessione, denominata “scenari e prospettive”, ne è seguita una di testimonianze di esperienze di successo, cui l’agricoltura slovacca può ispirarsi per colmare quel gap tecnolo‑ gico e competitivo di cui soffre.

Franco Mosconi, titolare della catte‑ dra Jean Monnet dell’Università di Parma, esperto di politica industria‑ le, nel suo intervento “economia del settore agroalimentare: le eccellenze in Emilia Romagna” ha dimostrato come i distretti industriali vivano una fase di metamorfosi caratterizzata dall’apertura delle “filiere produttive”, dalla formazione di “gruppi di impre‑ se”, dalla leadership delle medie im‑ prese. Partendo dal viaggio di Micha‑ el Porter attraverso l’Italia dei clusters e giungendo agli ultimi studi sulle realtà dei distretti industriali – con un cenno al caso della Germania – Mosconi ha fatto una brillante descri‑ zione dei casi di eccellenza dell’Emilia Romagna: il distretto delle macchine agricole di Modena e Reggio Emilia, ma soprattutto la “Food Valley” di Parma. Quest’ultimo esempio della nuova concezione dei distretti, in cui si unisce al concetto di “filiera com‑ pleta” la presenza di un sistema di servizio e supporto dell’agricoltura, dalle fiere specializzate ai centri di ricerca e formazione, oltre alla pre‑ senza dell’EFSA (European Food Sa‑ fety Authority). Fondamentale, oltre alle strategie delle imprese, anche il ruolo della Public Policy – in parti‑ colare la politica industriale dell’UE e quello del sistema finanziario. An‑

che Dino Piacentini, presidente della Confapi PMI di Modena, ha portato la testimonianza di un caso di successo: quello delle piccole e medie imprese della provincia di Modena, che hanno vissuto in passato la specializzazione nella produzione di macchine agricole e la nascita di un centro di eccellen‑ za internazionale, supportato da un sistema di servizi alle imprese di cui Confapi è un esempio da imitare.

Ultimo contributo quello di Attila Jam‑ bor, rappresentante di Elips Slovakia, che ha portato esempi di gestione dei progetti europei sulla scorta dell’espe‑ rienza acquisita in Slovacchia e all’este‑ ro, come il “Progetto Vietnam” già at‑ tuato dalla Confapi di Modena.

Nel dibattito conclusivo da notare l’intervento di un rappresentante di un’associazione di produttori di pane e prodotti da forno, che ha conferma‑ to le carenze di competitività nella fase di trasformazione dei prodotti agricoli: la Slovacchia infatti esporta prodotti agricoli e li reimporta come semi-lavorati per l’industria alimen‑ tare, non avendo al suo interno le capacità di trasformarli.

In conclusione per la Slovacchia, come per il resto d’Europa: sempre più sostegni allo sviluppo rurale e alla qualità dei prodotti, sempre meno so‑ stegni al mercato. (red)

studies on industrial districts realities – with a short mention to the German situation – Mosconi gave an excellent description of the examples of excellence in Emilia Romagna: the district of agricultural machines of Modena and Reggio Emilia, but above all the “Food Valley” of Parma. This last example of a new concept of districts, adds to the “complete chain” concept, the presence of a service and support system for agriculture, ranging from specialized fairs, to research and training centres, including the presence of EFSA (European Food Safety Authority). Essential, in addition to business strategies, is also the role of Public Policy – in particular the EU industrial policy and that of the

financial system. Even Dino Piacentini, president of Confapi PMI in Modena, brought testimony of a successful case: that of small and medium-sized enterprises in the province of Modena which, in the past, experienced a production specialization phase with the production of agricultural machines and the creation of an international centre of excellence, supported by a system of services to enterprises, of which Confapi is a good example to follow.

The final contribution was given by Attila Jambor, representative of Elips Slovakia, who gave examples of the management of European projects on the basis of experience gained in Slovakia and abroad, such as the “Vie-

tnam Project” already implemented by Confapi of Modena.

During the final debate, it is worth mentioning the speech by a representative of an association of bread and bakedgoods producers, who confirmed there is a lack of competition in the final transformation phase of agricultural products: Slovakia, in fact, exports agricultural products and re-imports them as semi-finished products for the food industry, as it does not have the capacity to transform them.

In conclusion, for Slovakia, as with the rest of Europe: an increasing support to rural development and quality of products and less and less support to the market. (red)

The Galileo program will become the only European satellite navigation system.

La Repubblica Ceca accoglie con sod‑ disfazione la notizia che il program‑ ma Galileo dell’Unione Europea avrà una sede amministrativa a Praga. La decisione è stata presa su proposta dell’agenzia spaziale europea (Esa), dopo il voto dei rappresentanti perma‑ nenti degli Stati membri presso l’Ue, il Coreper. Praga è la quinta capitale, dei nuovi stati membri Ue, ad essere scelta per ospitare un’agenzia Ue. Il programma Galileo diventerà l’uni‑ co sistema europeo di navigazione satellitare. Fino ad ora, gli utilizzatori del sistema di navigazione satellitare globale (Gnss) in Europa non hanno avuto alternative all’utilizzo dei se‑ gnali del Gps americano o del Glonass russo. Inoltre gli operatori militari di

questi sistemi non danno garanzia di mantenere i servizi senza interruzio‑ ne.

Sin dai primi anni 90, l’Ue ha visto la necessità di un sistema di navigazio‑ ne satellitare globale a controllo eu‑ ropeo. La decisione di istituirne uno è stata presa nello spirito dei ben noti progetti europei come il lanciatore Ariane e l’Airbus.

L’indipendenza europea è la ragione principale per fare questo passo. Ma, essendo integrabile con Gps e Glo‑ nass, il Galileo sarà anche la pietra miliare del sistema di navigazione sa‑ tellitare globale (Gnss), che sarà d’ora in poi sotto controllo civile. E con pro‑ pria completa dotazione di satelliti, più degli attuali sistemi Gnss, Galileo

permetterà la determinazione accu‑ rata delle posizioni anche nelle città sviluppate in altezza, nelle quali gli edifici oscurano i segnali provenienti dagli odierni satelliti.

Galileo offrirà anche numerosi miglio‑ ramenti del segnale e il Gnss europeo potrà fornire servizi più precisi e affi‑ dabili dei sistemi russo e americano.

Galileo e Egnos, il programma di monitoraggio e miglioramento della qualità dei segnali, renderanno possi‑ bile una gamma interamente nuova e virtualmente illimitata di servizi, ap‑ plicazioni e opportunità di business.

Si otterrà anche una migliore coper‑ tura alle alte latitudini, in particolare per il nord Europa, area non sufficien‑ temente coperta dal Gps.

The Czech Republic welcomes with great satisfaction the news that the European Union Galileo program will have an administrative seat in Prague.

The decision was taken following the suggestion of the Esa European Space Agency, after the vote of the permanent representatives of the member States at the EU, Coreper. Prague is the fifth capital, of the new EU state members, to have chosen to host a EU agency.

The Galileo program will become the only European satellite navigation

system. Up to now, the users of the global satellite navigation system (Gnss) in Europe, had no alternative but to the use the American Gps or the Russian Glonass, Moreover, the military operators of these systems do not guarantee that the services will be supported without interruptions.

Since the early 1990s, the EU became aware of the need for a global satellite navigation system under European control. The decision, to set one up, was made according to the spirit of the

well know European projects, such as the Ariane launcher and Airbus.

European independence is the main reason for taking this step. But, as it may be integrated with Gps and Glonass, Galileo will also represent a milestone of global satellite navigation (Gnss), which will be, from now on, under civil control and equipped with a greater number of satellites, more than the present Gnss systems. Galileo will allow the accurate determination of positions also in vertically developed cities, where buildings tend to hide the signal from present day satellites.

Galileo will offer numerous improvements of the signal and the European Gnss will be able to offer more precise and reliable services, compared to the Russian and American systems.

Galileo and Egnos, the monitoring program and improvement in quality of the signal, will also make available an entirely new range of virtually unlimited services, applications and business opportunities. An improved coverage at high altitudes, in particular for north Europe, an area which is not sufficiently covered by Gps.

Italy is beloved from people all over the world. It’s a country which fascinates you due to its amazing cultural heritage, its extraordinary history, the richness and variety of its wilderness, its lifestyle, its delicious food, its polite and friendly inhabitants and so on. In brief, everybody finds in Italy something beautiful. My relationship with Italy has been strengthened by the friendship with two Italian families. I learned to speak Italian and it’s the knowledge of the language which now allows me to be not only a superficial tourist, but also to get to know Italy in a deeper way.

You were in Rome last November leading a delegation of Czech Members of Parliament. What is the reason that led you to this journey?

Sappiamo che la Sua visita al ministero degli Esteri è servita anche per fare il punto su alcuni aspetti delle tematiche bilaterali in vista di un prossimo incontro fra il ministro Karel Schwarzenberg e il suo omologo italiano Miroslava Němcová è di Žďár nad Sázavou, una cittadina a metà strada fra Praga e Brno, dove ancora oggi abita nonostante gli impegni che la legano alla Capitale e dove era proprietaria di una piccola libreria. È in politica dal 1994 e ha sempre militato nel partito dei Democratici civici (Ods). È presidente della Camera dei deputati dal giugno di quest’anno.

Miroslava Němcová is from Žďár nad Sázavou, a village half way between Prague and Brno, where she still lives today despite her commitments which tie her to the Capital, where she was the owner of a small bookshop.

She has been in politics since 1994 and has always supported the civic Democrats (Ods). Besides, she has been the president of the Chamber of Deputies since last June.

Franco Frattini. Ci può anticipare qual è la sua valutazione delle relazioni bilaterali fra i due Paesi?

Le relazioni fra la Repubblica Ceca e l’Italia sono certamente buone. Du‑ rante l’incontro con il ministro Frat‑ tini abbiamo condiviso la valutazione riguardante i rapporti bilaterali fra i nostri due paesi, perchè, come ripeto, si tratta di rapporti positivi e con pro‑ spettive di ulteriore sviluppo.

Si parla con insistenza di una visita a Praga, la prossima primavera, del presidente Giorgio Napolitano. Ce lo può confermare?

Si tratterà di una visita di Stato su in‑ vito del Presidente della Repubblica Ceca. Questo comunque è una que‑ stione cerimoniale della quale si sta attualmente occupando la cancelleria del nostro Presidente. Posso comun‑ que confermare che, ancor prima della visita del presidente Napolitano, giungerà in Repubblica Ceca proprio il ministro degli Affari Esteri, Franco Frattini.

Durante la Sua visita alla Farnesina si è parlato anche della Cappella Barocca degli Italiani, simbolo a Praga dei rapporti tra i due Paesi. Che previsioni è possibile fare oggi sull’auspicabile restauro di questo monumento?

Sì, è vero, ne abbiamo parlato. Si tratta di un monumento culturale nazionale di grande rilievo, di proprietà dello Stato italiano fin dal momento della sua realizzazione. Nel 2005 è stato presentato un progetto di restauro che ha ottenuto il permesso edile e l’approvazione anche del Ministero della Cultura italiano. La parte italia‑ na prevedeva di finanziare il restauro mediante sponsor. Nell’ultimo perio‑ do però l’attività da parte italiana si è interrotta e di conseguenza adesso occorrerebbe un nuovo permesso edi‑ le. Credo comunque che l’interesse da parte italiana riprenderà e che presto sarà possibile restaurare questo mo‑ numento. La Cappella non è sola‑ mente un gioiello architettonico ma

è anche un luogo simbolico per intere generazioni di emigranti italiani in Repubblica Ceca.

Durante il soggiorno romano è stata ricevuta anche dal pontefice. Qualche settimana prima Benedetto XVI in Spagna, aveva parlato della Repubblica Ceca come uno dei paesi di maggiore diffusione dell’ateismo. Posso chiederle se siete tornati su questo argomento e qual è stato il tema del vostro colloquio?

Con Sua Santità abbiamo parlato del‑ la visita in Repubblica Ceca nel 2009.

La ricorda con molta contentezza. Ho donato a Sua Santità un libro intitolato Bohemia che parla dell’esilio forzato degli italiani in Boemia durante la pri‑ ma guerra mondiale. Abbiamo parlato anche di questo tema. Dell’ateismo in Repubblica Ceca devo dire che non se n’è parlato. Apprezzo veramente molto il fatto che la delegazione della Camera dei deputati sia stata ricevuta in udien‑ za personalmente da Sua Santità.

to take stock of the situation on certain aspects of the bilateral topics before the next meeting between the minister Karel Schwarzenberg and his Italian counterpart Franco Frattini. Can you anticipate us your view on the bilateral relations between the two countries?

The relations between Italy and Czech Republic are certainly good. During the meeting with the minister Frattini we have shared our views regarding the bilateral relationships between our two countries because, as I repeat, these are positive relations which are likely to develop further.

Rumours has it that president Giorgio Napolitano is going to visit Prague next spring. Can you confirm that?

It will be a State visit proposed by the President of Czech Republic. This is however a formal matter which is currently being dealt with by the

chancellery of our President. However I can confirm that before the visit of President Napolitano the Minister of Foreign Affairs Franco Frattini will arrive in Czech Republic.

During your visit to the Farnesina the topic of the Baroque Chapel of the Italians has come out, which is the symbol in Prague of the relations between the two countries. Which forecasts can you possibly do today about the desirable restoration of this monument?

Yes, that’s true. We have also spoken about this topic. It is in fact a national cultural monument of great importance, belonging to Italy since its very realisation. In 2005 a restoration project was put forward and accepted by the Italian Minister of Culture. The Italian part was supposed to finance the restoration through a sponsor, but this project has recently stopped and then we need another building

authorisation to continue the works. I do think that the Italians will go over the matter and decide to restore this monument. The Chapel is not only an architectonic jewel, but also a symbolic place for entire generations of Italian immigrants in Czech Republic.

During your Rome stay you were also received by the Pope. A few weeks before Benedict XVI in Spain had spoken about Czech Republic as one of the countries where atheism is most spread. Did you face this topic again and what exactly did you talk about?

With the Pope we spoke about his visit to Czech Republic in 2009. He remembers it with real joy. I have given him a book entitled Bohemia about the forced exile in Bohemia during the First World War. We have also talked about this topic, but we haven’t touched the subject of atheism in Czech Republic.

I really appreciate that the delegation of the Chamber of deputies has been personally received by His Holiness.

Praga è per eccellenza la città delle de‑ fenestrazioni, ma è stato ugualmente molto insolito vedere come il nuovo sindaco - Bohuslav Svoboda, ginecologo di professione e politico debuttante, del partito conservatore Democratico civico (Ods) – abbia rischiato di fare questa fine proprio nel giorno della nomina.

La folla che si è riunita per contestarlo, nonostante il freddo di metà novem‑ bre, era talmente arrabbiata da aver fatto temere una defenestrazione non solo metaforica. I manifestanti sulle prime si sono radunati davanti al palazzo municipale, poi hanno invaso la sala consiliare indirizzando epiteti di ogni genere ai nuovi rappresen‑ tanti comunali ed al sindaco appena nominato. In un’aula stracolma di manifestanti furibondi, gliene hanno gridato davvero di tutti i colori.

The crowd which gathered to contest him, despite the cold mid-November weather, was so angry, that concern was raised of a possible ousting – and not merely from a metaphorical point of view. At the beginning, the protesters gathered in front of the council palace, but then invaded the council chamber and started yelling all sorts of epithets towards the new council representatives and newly appointed mayor. In an overcrowded council hall, the angry protesters really let loose.

In gioco quindi interessi troppo grandi, forse anche inconfessabili, perché qual‑ cuno potesse rischiare di rimanere fuori dall’amministrazione cittadina.

Il prescelto per la carica di sindaco, oltre a essere un luminare della me‑ dicina (66 anni, primario, presidente dell’Ordine dei medici), ha la fama della persona pulita, senza scheletri nell’armadio. Una illibatezza che non è comunque bastata per dissuadere i manifestanti. Nei confronti di Svobo‑ da incombe infatti il sospetto di esse‑ re il classico “utile idiota”, una sorta di fantoccio che alcuni volponi della po‑ litica comunale praghese hanno volu‑ to sfruttare, sembra inutilmente, per tranquillizzare l’opinione pubblica.

The Capital is waiting for the implementation of a series of projects – from the development of new residential areas, to the completion of the city-bypass, including the construction of a fourth underground line –which foresee a budget of tens, perhaps hundreds of billions of crowns.

Apart from these mega projects, Prague is a city with an annual budget that is normally higher than that of the Ministry for Defense. Therefore, at stake lies very high self-interest, perhaps even unmentionable interests for anybody to risk being kept out from the city’s administration.

Association, has the reputation of being an honest person, with no skeletons in the closet. An integrity that was in any case, not sufficient to dissuade the protesters. Against Svoboda lies the suspicion that he is the classic “useful idiot”, a sort of puppet, that a number of political old foxes inside the Prague council have tried to exploit to calm public opinion – but with no avail.

The new mayor has taken the place of Pavel Bém (Ods), a character who, in the last few years, has often been suspected of sustaining controversial contract work and favoring influential self-interest groups and controversial business characters.

Furthermore, Svoboda became mayor also thanks to the alliance with the Prague Social Democrats, who in the previous administration distinguished themselves for the “very

soft” opposition afforded to the Ods city council. A favorable treatment according to opponents - thanks to which, some managers of the Prague Čssd have had the possibility, in the last few years, to place themselves strategically inside the coveted and well paid board of directors of the Prague council companies.

The agreement between the Ods and the Čssd, besides being politically not very conceivable, has excluded from the game Zdeněk Tůma – the mayor candidate with the highest votes (with more than 30% of preferences), the moral winner of the past elections and representative of the Top 09 conservative party – which, coincidentally, had based most of the electoral campaign on fighting corruption and afford transparency to council administration.

A candiditate who has achieved almost

nothing, despite the fact that he has put into the field all the credibility, built up in ten years as head and governor of the national Czech Bank.

As a favorite, since the very beginning of his candidature, after the landslide of votes in his favor, nothing seemed to be in the way to stop him from the office of mayor.

The first doubts arose at the beginning of the negotiations for the formation of the city council with their cousins, the liberals of the Ods. Negotiations that went on for weeks, with Tůma remaining in the initial position. “I will accept this alliance and be mayor, only if a certain number of personalities from the Ods, who had their fingers in the pie with the previous city council, decide to pull out.

sindaco più votato (con oltre il 30% delle preferenze), vincitore morale delle scorse elezioni, rappresentante del partito conservatore del Top 09 - il quale, guarda caso, aveva basato buo‑ na parte della campagna elettorale sull’impegno a combattere la corru‑ zione e a ridare trasparenza all’ammi‑ nistrazione comunale. Un candidato al quale non è servito a niente neanche mettere in campo tutta la credibilità conquistata durante i dieci anni in cui è stato a capo, da governatore, della Banca nazionale ceca.

Favoritissimo sin dall’annuncio della sua candidatura, dopo la valanga di

voti a suo favore niente sembrava po‑ tesse negargli la carica di sindaco.

I primi dubbi subito all’inizio del negoziato per la formazione della giunta coi cugini liberali dell’Ods. Una trattativa andata avanti per qual‑ che settimana, con Tuma fermo alla condizione di partenza: “Accetterò questa alleanza e sarò sindaco solo se si faranno da parte alcuni notabili dell’Ods con le mani in pasta con la giunta precedente”.

Una richiesta evidentemente inaccet‑ tabile per alcuni papaveri dell’Ods cit‑ tadina, i quali hanno spinto, riuscen‑ doci, per l’alleanza alternativa con i Socialdemocratici.

Una soluzione che, secondo i sondag‑ gi, non gode assolutamente di con‑ senso popolare. I cittadini di Praga in assoluta maggioranza (72%, secondo una rilevazione della Sanep) non sono soddisfatti della scelta di Bohuslav Svoboda. Il 78% manifesta assoluta sfiducia nei confronti della coalizione fra Ods e Cssd.

Contro questa coalizione è stata av‑ viata anche una petizione (“Petice proti koalici ODS a ČSSD v Praze”) che in pochi giorni ha raccolto l’adesione di ventimila cittadini. Fra i firmatari

anche una serie di intellettuali e perso‑ nalità della vita culturale ceca, come il filosofo e sacerdote Tomáš Halík, il re‑ gista Jiří Menzel, l’attore Zdeněk Svěrák e persino Václav Havel. L’ex presidente, eroe della rivoluzione di velluto, aveva già fatto conoscere la propria opinione sulla politica comunale praghese ap‑ pena qualche settimana prima delle elezioni, quando aveva fatto appen‑ dere, all’ultimo piano di un palazzo di Praga Holešovice, in posizione ben visibile, un gigantesco manifesto dove compariva la scritta: “Io non voto per i truffatori, per i mafiosi, per i furfanti, per le bische e per i bordelli!”.

Anche il presidente Václav Klaus non ha mancato di dire la sua a proposito della politica comunale praghese e della battaglia per la poltrona di primo cittadino. Lo ha fatto da un lato elo‑ giando, senza risparmio di aggettivi, la gestione del precedente sindaco Pavel Bém e dall’altro benedicendo l’accordo per il governo della città fra Ods e Čssd.

La Capitale d’altronde è considerata un feudo politico del capo dello Stato. Da tempo di dice che Klaus a Praga è così potente e influente, che le elezioni sa‑ rebbe in grado di vincerle da sola anche la racchetta da tennis presidenziale.

Against this coalition a petition was also made (“Petice proti koalici ODS a ČSSD v Praze”) which, in just over a few days, has gained the support of twenty thousand citizens. Among the signatories, even a number of intellectuals and personalities of Czech culture, such as the philosopher and priest Tomáš Halík, the director Jiří Menzel, the actor Zdeněk Svěrák and even Václav Havel. The ex president, hero of the Velvet Revolution, had already expressed his political opinion on the political situation of the Prague council just a few weeks before the elections, when he had a giant poster placed on top of the last floor of

a place in Holešovice near Prague, in a very visible position, with the wording “I will not vote for any crooks, mafiosi, or villains, nor for gambling dens or brothels!”.

Even president Václav Klaus did not fail to express his view on the Prague council political situation and the battle for the chair of first citizen. He did so on the one hand, by praising with lots of adjectives, the management of the previous mayor Pavel Bém and, on the other hand, by blessing the accord between the Ods and the Čssd for the government of the city. The capital, however, is considered a political feud of the Head of State. It has been said for some time now, that Klaus is so powerful and influential in Prague, that even the presidential tennis racket itself would be able to win the elections.

The Rom condition in the Czech Republic and Slovakia, just as in other European countries, represents a social problem of enormous gravity. That makes all the more precious those signals of hope that this situation may improve.

Si chiama Jan Sajko e fa il professore di educazione artistica in una scuola elementare di Jarovnice, un pove‑ rissimo villaggio rom a venti chilometri

da Presov. I suoi studenti provengono da condizioni di totale miseria e di emargi‑ nazione. A prima vista una causa persa in partenza, in un ambiente ai margini della civiltà. Eppure Jan nelle sue classe riesce però a coinvolgere i ragazzi in un percorso educativo che per molti di loro si rivela provvidenziale. Le immagini che presentiamo in queste pagine sono una

testimonianza del loro lavoro e del clima che Sajko riesce a creare nelle sue classi.

Ricordiamo che la grande maggioran‑ za dei 500 mila rom della Slovacchia vivono in condizioni di miseria, quasi sempre in un rapporto di conflittuali‑ tà rispetto al resto della popolazione o comunque in una situazione di continua a pag. 26

At the end of November, the Rom culture Museum at Brno, awarded a Slovak teacher for his untiring work, conducted in the last twenty years, in favor of the education and social redemption of his Romany pupils. His name is Jan Sajko and he is a professor of art education in a primary school in Jarovnice, a very poor Romany village,

twenty kilometers from Presov. His students come from a state of complete misery and social alienation. At first glance, a lost cause, in an environment on the fringe of civilization. However, during his lessons in class, Jan is able to involve the children along an educational path, which for many, has proved to be providential. The images

that we present in the following pages are all testimony to the work and atmosphere that Sajko is able to create with his classes of students.

Havel: “Dialogo e integrazione contro i ghetti” Havel: “Dialogue and integration against social alienation” L’ex presidente della Repubblica ceca ed eroe della rivoluzione di velluto, da sempre in prima linea per la tutela dei diritti umani e per la difesa dei più deboli, non si è tirato indietro quando gli abbiamo chiesto una sua opinione sulla condizione dei Rom in Repubbli‑ ca ceca e in Europa. Questo d’altronde è un terreno nel quale il suo impegno ha radici profonde. Pensiamo al 1998, quando il comune di Usti nad Labem (Boemia del nord) pensò di erigere un muro per tenere lontani dei palazzi

abitati da Rom. Havel allora era capo dello Stato In quella occasione lei non ci pensò due volte a intervenire direttamente contro quel muro della vergogna.

Sì, perché tutti siamo ben consapevoli delle tragiche esperienza che l’Europa ha avuto con la costruzione di muri fra stati, nazioni, ed etnie. La storia del ventesimo secolo ci offre una serie di esempi che hanno avuto sviluppi drammatici.

Che sensazione hanno destato in lei i recenti provvedimenti di rimpatrio nei confronti dei rom promossi dal presidente francese Nicolas Sarkozy e sostenuti anche dal premier italiano Silvio Berlusconi?

The ex president of the Czech Republic and hero of the Velvet revolution, always at the front line in protecting human rights and in defence of the most vulnerable members of society, did not draw back when we asked him for his opinion on the conditions of the Rom community in the Czech Republic and in Europe. This indeed is an issue he has been involved with for ages. In 1998, for example, when the council of Usti nad Labem (north Bohemia) had the

idea of building a wall to isolate some buildings inhabited by Roms. Havel was then head of State.

On that occasion, you did not hesitate to invervene directly against that wall of shame.

That’s right, because we are all well aware of the tragic experience that Europe went through with the construction of walls between states and ethnic groups. The history of the twentieth century afford a series of

examples with horrible consequences.

What feelings did the Rom repatriation measures, carried out

L’idea è stata importata a Praga dalla Slovacchia, dove il Gypsy Spirit si svolge con il so‑ stegno fondamentale della Slovenske elektrarne (compagnia energetica del gruppo Enel), a testimonianza di quanto questo tema sia importante anche sul piano della responsabilità sociale d’impresa.

Quest’anno, in Repubblica ceca, uno dei premi più significativi del Gypsy Spirit è andato alla scuola elementare Masaryk di Valašské Meziříčí, città all’estremo

patie recondite tra un numero sempre maggiore di persone.

Possiamo considerare i cechi veramente razzisti? Molti cittadini comuni affermano: “noi non sia-

mo animati da nessuna avversione di carattere etnico, ma avere come vicini di casa dei Rom non è facile”. Come risponde a queste affermazioni?

“L`intolleranza nei confronti del pros‑ simo non necessariamente si deve in‑ terpretare come un sentimento di raz‑ zismo. Ma ho l`impressione che questi problemi si verifichino soprattutto là dove abbiamo lasciato che si formasse‑ ro dei ghetti, nonostante tutti gli studi effettuati mettessero in guardia rispet‑ to a tali negative prospettive.

Che soluzione proporrebbe?

Di soluzioni semplici non ne esistono, ma ci sono le esperienze e le compe‑ tenze specialisti che studiano questo fenomeno e che se ne occupano quo‑ tidianamente anche nel nostro paese.

Penso che loro ci possano dare delle risposte da poter mettere in pratica.

May we consider the Czechs as being really racist? Many ordinary citizens state: “we are not animated by any ethnic aversion, but having Roms

as neighbours is not easy“. How do you reply to these statements?

“Intolerance towards one’s neighbour is not necessarily a sign of racism.

But, I have the impression that these problems arise, above all, where slums were allowed to develop, despite the fact that all the research studies had warned about such negatives consequences.

What solution would you propose?

Simple solutions do not exist, but there are experiences and specialistic

competence in our country who study this phenomenon and deal with it on a daily basis. I believe they may come up with some answers to be put into effect.

You have always been in favour of a dialogue and an understanding, for the need to get to know one’s neighbour. We would like to ask you to tell us of your personal experience in direct contact with the Rom community, their culture, with their way of living.

“I have had many personal experiences in direct contact with the Romany people and many of these memories date back to the regime, to the period spent in jail.

Those are particular situations in which you really understand the attitude of your neighbour because the circumstances are often full of tension. You cannot generalize, but most of the Roms that I got to know or with whom I became friends, distinguished themselves for being always honest and direct”.

In the Czech Republic, where, according to statistics, there are 300 thousand Gypsies out of a total population of ten million inhabitants, the situation is not much more comforting. Even quite recently, research by Stem has revealed that 83% of Czech citizens consider the Romany as misfits, to be avoided and, are intolerant towards them.

Gypsy Spirit Even this year, we followed the Gypsy Spirit project, an initiative already at

its second edition, which is supported by the Prague government, with the aim of highlighting examples of Rom community integration and, award those who are working towards this goal. The idea was imported into Prague from Slovakia, where the Gypsy Spirit takes place with the fundamental support of Slovenske elektrarne (energy company of the Enel group), as a testimony of how important this theme is to corporate social responsibility.

This year, in the Czech Republic, one of the most significant Gypsy Spirit awards was given to the Masaryk primary school of Valašské Meziříčí, a city from the far east of the Country.

Just about a year ago, this school had drawn public attention for the intention of placing the Rom children in separate classes. Eventually, the Director of the Institute gave up this unhappy school apartheid project, arranging for the pupils to be placed into classes with no ethnic distinction, but with special support teachers to follow students who are not able to keep up with their program or, who have particular behavioral problems. The results have been very satisfactory and the Gypsy Spirit jury praised the courage of going against common opinion, by demonstrating that integration is possible.

Lei è sempre stato un sostenitore del dialogo, della comprensione, della necessità di conoscere il prossimo. Vorremmo chiederle di raccontarci una sua esperienza personale, a contatto diretto con la comunità Rom, con la loro cultura, con il loro modi di vivere “Ho tante esperienze personali a contatto diretto coi Rom, la maggior parte risalgono al tempo del regime, ai periodi trascorsi in carcere. Quelle sono situazioni particolari, in cui si comprende il modo di comportarsi del prossimo in circostanze spesso cariche di tensione. Non si può ge‑ neralizzare, ma la maggior parte dei rom che ho conosciuto o con i quali ho fatto amicizia, si sono distinti con me per un comportamento sempre since‑ ro e diretto”.

In Ottobre si è registrato un incremento notevolissimo della produzione indu‑ striale, del 9.6% su base annua. Evidentemente si tratta di un valore molto so‑ lido, ed in linea con il trend generale dell’ultimo periodo. Possiamo certamente affermare che i giorni peggiori sono ormai passati e lontani, e l’orizzonte per il settore industriale sembra essere piuttosto positivo. La ottima performance del settore industriale, è stata raggiunta senza l’assunzione di nuovi addetti, il che indica un miglioramento forte della produttività. Si tratta di un dato positivo, e di un processo certamente necessario per questo paese. Ciò in particolare se consideriamo come gli stipendi stiano crescendo più dell’inflazione, e quindi come i costi di produzione siano in crescita. Dunque, solamente una maggiore produttività può aiutare il settore industriale a mantenersi allineato alle dina‑ miche dei mercati sia domestico che internazionali.

Anche in Novembre, il livello dell’inflazione si mantiene ad un confortevole 2.0%. Questa è una misura davvero accettabile, in quanto garantisce perlome‑ no una minima attrattività all’investimento nell’economia reale. Inoltre, è infe‑ riore di 0.3% rispetto all’Eurozona. Questo differenziale evidentemente aiuta le esportazioni di prodotti cechi. E’ però interessante notare come il compor‑ tamento delle componenti del paniere dell’indice, sia stato molto diverso dai mesi precedenti. Quando ciò accade, generalmente indica che il mercato non è disposto ad assorbire un maggiore livello di inflazione. Infatti, da una parte gli stipendi reali sono in crescita, ma la disoccupazione è ancora piuttosto alta.

Dunque, i movimenti delle singole componenti del paniere sono influenzate dai comportamenti dei consumatori, m ail livello generale dei prezzi si mantiene ad un livello che il mercato riesce ad assorbire.

The upward trend of the industrial output continued in October, registering a nice increase y-on-y of 9.6%. This is clearly a very strong figure, in line with the recent months trend. We can now safely say that the bad days are past, and the outlook for the industrial sector is quite positive. The good performance was reached without adding new workers, which means an increase in productivity.

This is very positive, and a much needed process for the CR. Especially when considering that industry wages are increasing faster than the inflation rate, that is the real production costs are increasing too. So, only an improved productivity can help the industrial sector keep pace with the markets dynamics, both domestic and foreign.

As of Novemebr, the inflation level is steady at the comfortable level of 2.0%. This is a quite acceptable figure, in that it guarantees at least a marginal attractiveness to investments into the real economy. Also, it is lower than the Eurozone by 0.3%. This differential comes at an advantage to the export of czech products.

Interestingly though, the basket behaviour was significantly different in November than in the previous months. When this happens it usually indicates that the market isn’t ready to absorb a higher level of inflation. And in fact, on the one hand the real wages are increasing, but also the unemployment rate is still quite high. Therefore, the consumers habits are influencing the in-basket movements, but overall the inflation rate remains at the market-acceptable level.

La Repubblica ceca sta vivendo una notevolissima ripresa, con il settore industriale a fare da traino all’intera economia. Purtroppo, è ormai chiaro che si tratta di una jobless recovery, una ripresa senza formazione di posti di lavoro. In novembre, il tasso di disoccupazione era del 8.6%, rimanendo quindi attorno al 8.5% degli ultimi mesi. Ciò significa che in un anno, il tasso di disoccupazione non è cambiato. Se consideriamo che nello stesso periodo la produzione industriale è cresciuta in volume, di circa il 10%, la realtà è purtroppo chiara. Da una parte, finalmente una buona performance della produttività. Dall’altra, è estremamente difficile creare nuovi posti di lavoro nei settori tradizionali. Sarà compito dei governi presente e futuri, di iden‑ tificare una strategia per la creazione di nuovi posti di lavoro, tenendo pre‑ sente che neppure un anno davvero molto buono è stato in grado di ridurre la disoccupazione.

Ancora una ottima performance all’export, in ottobre, con una crescita su base annua del 17.2%. Questo dato è ancora più notevole, se teniamo presente come l’apprezzamento della corona non sembra influenzare troppo significativamen‑ te le esportazioni, almeno per il momento. D’altra parte però, le importazioni ormai per l’ottavo mese consecutivo crescono ad un ritmo ancora superiore, del 19.4%. In ogni caso, la bilancia commerciale è in attivo, di 15.3 miliardi di co‑ rone, contribuendo alla relativa forza della corona. Come usuale ormai, si con‑ ferma un deficit commerciale con i paesi non-UE, in particolare Cina e Russia, e un notevole attivo con la UE. I buoni dati sul versante inflazione e la bilancia positiva con la eurozona, generano una pressione al rialzo sulla corona. Que‑ sto determina alcune preoccupazioni per il futuro delle esportazioni. La Banca Centrale sta monitorando da vicino queste dinamiche, ed è invitata da alcuni a implementare azioni di quantitative easing.

The CR is experiencing a very strong recovery, with the industrial sector leading the whole economy. Unfortunately, it is now quite clear that this is a jobless recovery.

In November, the jobless rate was at 8.6%, again floating around the 8.5% of the last months. This means that in one year, the jobless rate hasn’t changed. When considering that in the same period the industrial output increased in volume by about 10% , the facts are clear. On the one hand, the finally good productivity performance. On the other hand, it will be extremely difficult to increase the number of jobs available, in the traditional sectors. It will be now up to the government(s) to identify a strategy of job creation, given that not even a very good year was able to determine a jobless reduction.

Again a very strong export performance in October, with an increase by 17.2% yon-y. This figure is even more impressive when considering the strength of the crown which doesn’t seem to significantly impact the export of goods, at least at the moment. On the other hand though, the imports are growing at a faster pace, already for the eigth month, recording a +19.4% . Nevertheless, the trade balance is still in positive territory, by 15.3Bn CZK, contributing to the relative strength of the currency.

As usual, there is a strong trade deficit with non-EU countries, mainly China and Russia, and positive balance with EU members. Good figures on the inflationary front and the positive balance vs Eurozone, put pressure towards appreciation of the CZK. This creates concern for the future export of goods, and is closely monitored by the Central Bank, called by many to a quantitative easing intervention.

A differenza di altri istituti giuridici, la caparra è una regola intuitiva del codice civile che gli italiani conosco‑ no bene. Chi non ricorda la famosa scena dove Totò e Peppino intascano la caparra vendendo allo sprovveduto emigrante la Fontana di Trevi?

Il patto di caparra è semplice ma ricco di sfumature e, a ben vedere, ambi‑ guo. Tutela il venditore, ma anche l’acquirente: se questi si sottrae ai suoi obblighi, il primo può far sua la caparra ricevuta. Se, invece, il vendi‑ tore è inadempiente, l’acquirente può domandare al giudice la restituzione del doppio della caparra.

In ambo le ipotesi, la caparra risarci‑ sce il danno cagionato dall’inadem‑ pimento. Nella pratica agevola il risarcimento, in quanto il danno è già liquidato in anticipo e, sopratutto, non deve essere dimostrato. Così il vendi‑ tore potrà appropriarsi della somma ricevuta a titolo di risarcimento del Differently from other Civil Code rules, down payments rules are intuitive and well known by the Italians. Esaminandola dal punto di vista fisca‑ le, la natura bifronte della caparra è in‑ comprensibile e costringe agli avvocati a chiarirsi le idee. Se la caparra è un acconto sul prezzo, bisogna applicarle l’IVA. Se serve a risarcire il danno, in‑ vece, l’IVA non è dovuta. Il risultato è che i venditori più furbi accettano “ca‑ parre” ma le assoggettano all’IVA, con‑ siderandole perciò come acconti. Le aziende gradiscono - meno i soggetti consumatori, che ricevono il bene ad un prezzo maggiorato.

Vuoi perchè ha un nome meno attraen‑ te, vuoi perchè la sua ambivalenza non sarebbe la benvenuta in un diritto che mette spesso al primo posto il princi‑ pio della certezza dei rapporti giuridici, nella Repubblica Ceca la caparra non è famosa come in Italia. Il codice civile non ne parla, anzi stabilisce il principio che quanto dato o ricevuto prima della

stipula del contratto deve essere con‑ siderato un acconto sul corrispettivo.

Se ne deduce che se il contratto viene meno, l’acconto va restituito a chi l’ha dato. Non esiste, inoltre, una dispo‑ sizione del codice civile che preveda l’obbligo di restituire il doppio della caparra ricevuta. Insomma a prima vista il concetto di caparra sembra sco‑ nosciuto al diritto ceco.

La sua utilità negli affari, però, è indi‑ scussa e ciò forse spiega perchè i cechi sono ricorsi alla nozione di “acconto non restituibile”. Ve ne è traccia nel‑ la prassi contrattuale, ove spesso si stabilisce, in sostanza, che chi recede o non procede all’acquisto perde il diritto alla restituzione dell’acconto.

Le parti perciò convengono che chi ha ricevuto l’acconto può, in talune situazioni, farlo suo - analogamen‑ te a quanto, secondo il diritto civile italiano, può fare chi ha ricevuto una caparra.

Esaminando la giurisprudenza si nota che come in Italia, anche nella Repubblica Ceca i compratori ver‑ sano spesso un acconto all’atto del preliminare, impegnandosi a perfe‑ zionare il definitivo entro un certo termine o, in caso contrario, a per‑ dere l’acconto versato. In alcuni casi manca persino il preliminare, e le parti si scambiano un verbale che dà atto del pagamento di un acconto sul prezzo di una “futura compravendi‑ ta”. La Corte Suprema è dell’opinione che gli “acconti non restituibili” siano, entro certi limiti, ammissibili, purché rispettino le disposizioni del codice sulle clausole penali.

Gli imprenditori italiani devono per‑ ciò prestare grande attenzione alla formulazione delle clausole sugli acconti. Definire qualcosa sempli‑ cemente “caparra” (e intascarla) può creare problemi - non solo quando si vende la Fontana di Trevi.

the general principle that anything which is tendered before concluding a contract counts as an advance payment. It follows that if the contract falls, the payment must be reversed. No rule contains a duty to pay back twice the amount received.

Those who look for provisions similar to the Italian Civil Code are at first sight disappointed.

Even so, down payment rules remain useful in business. This probably explains why Czechs introduced “unreversable advance payments” mechanisms in contracts. If the clause is triggered, for instance upon termination or failure to complete the sale, the advance payment is forfeited. The similarity to Italian civil law is strong.

A review of case law shows that much as Italian buyers Czech buyers often

tender a down payment upon pre-sale, committing to either complete the sale in a given term or to waive the amount.

In some cases the payment is made without a written pre-sale agreement, and the parties simply confirm in writing that a payment has been made for a “future sale”. The Supreme Court maintains that these forfeitable payments are legal, within certain limits and provided that they comply with the Civil Code rules on contractual penalties.

Italian businessmen should pay extreme attention to the wording of clauses concerning advance payments.

A lucky coincidence has seen a winning marriage taking place on 16th November: on that very day UNESCO conferred a price to the Mediterranean diet as an intangible asset to save and protect and, at the same time, the

publication in the Czech language of a book dedicated to this nutritional model was being announced in Prague.

The work entitled “Mare Nostrum.

History, Recipes and Secrets in the Mediterranean food) has been edited by the Italian researcher Mauro Ruggiero from the Italian Institute of Culture in Prague and published also in

collaboration with the Local Tourism Office of Salerno. “ The project wants to meet the growing interest from the citizens of this country in the Mediterranean diet and in the Italian food culture in particular. The Czech are more and more careful about what they eat, and this is proved by the growing interest in the “bio” products” – has explained Ruggiero who does not conceal his southern origins (he’s from Salerno) which is also one of the reason of his passion for organic food. “I stem from a family of restaurateurs and my parents are the first people I dedicate this work to”.

And here is a publication that really can help boost the food culture of Czech

Republic, which has been somewhat missing in the editorial rich heritage of this country so far.

On the one hand it is true that over the last twenty years the Czech have made great strides in the food field; on the other hand it’s also true that there’s still much to be done. The figures shown by a recent survey clearly prove that Czech consumers are using the olive oil more and more, which is an essential element of the Mediterranean diet (sales of olive oil are growing: 83% of the Czech buy it regularly, in fact). The problem that has emerged, though, is that most of the population do not use it properly.

Ne è scaturito un volume che può davvero dare un contributo impor‑ tante alla cultura alimentare della Repubblica Ceca, che in qualche modo mancava nel pur ricco patrimo‑ nio editoriale di questo Paese.

Se da un lato è vero che negli ultimi venti anni i cechi hanno fatto passi da gigante sul piano nutrizionale, è anche vero che margini di miglioramento ce ne sono ancora tantissimi. Da questo punto di vista parlano chiaro i risultati ai quali è giunto un recente sondaggio sulla percezione che i consumatori ce‑ chi hanno per l’olio d’oliva. Da un lato è emerso con chiarezza che l’interesse per questo prodotto, indispensabile per la dieta mediterranea, è in cresci‑ ta continua (lo compra con una certa regolarità, l’83% dei cechi). Dall’altro si è però riscontrato che buona parte della popolazione dell’olio d’oliva non sa come farne un uso appropriato. Più della metà hanno espresso la con‑ vinzione che questo tipo di prodotto debba essere utilizzato solo per i piatti freddi e per le insalate. In altre parole, secondo la maggioranza dei cechi, per i fritti meglio non usare l’olio d’oliva…

Il libro di Mauro Ruggiero (200 pa‑ gine, Triton editore) ha chiaramente

l’obiettivo di illustrare la dieta medi‑ terranea in modo complessivo - dal punto di vista storico, medico e ga‑ stronomico - e per raggiungere que‑ sto scopo non mancano i contributi di vari esperti della materia.

Ad illustrare, dal punto di vista scien‑ tifico, la bontà di questo modello nutrizionale ci pensa un saggio della professoressa Maria Triassi, direttore della Scuola di Specializzazione in Igiene e Medicina Preventiva dell’Uni‑ versità Federico II di Napoli. È presente anche una parte dedicata alle antiche ricette della dieta medi‑ terranea, che ha come zona di riferi‑ mento il Cilento, in Campania, la terra d’origine dell’autore, e non manca una sezione di ricette mediterranee “d’autore”, rivisitate e rielaborate in chiave moderna da rinomati chef italiani, francesi e cechi che operano in Repubblica Ceca. Fra di essi anche Andrea Accordi, chef italiano a Praga, noto per essere stato la prima stella Michelin di tutta l’Europa orientale.

Un’ultima cosa, assolutamente da sottolineare: tutti gli ingredienti citati nel libro sono reperibili con una certa facilità nei negozi della capitale ceca e delle principali città di questo Paese.

Quindi, una volta letto, non rimane che mettersi ai fornelli.

The success of this nutritional model is then very well depicted thanks to an essay written by Maria Triassi, the director of the Specialising School in Health and Preventive Medicine of the University Federico II of Naples.

There is also a part dedicated to the old recipes of the Mediterranean diet

which is focused on the Cilento area, in the Campania region, right where the author of the book was born.

Besides, you can also find a section of Mediterranean recipes invented by famous people and then remade and re-examined by well-known Italian, French and Czech chefs. Among them, we cite Andrea Accordi, an Italian chef in Prague, famous for being the first Michelin star in all Eastern Europe.

Last but not least: all the ingredients mentioned in the book are easily purchasable in the shops of the Czech capital and in the principal towns of this country.

(25 ottobre) Maggioranza socialdemocratica al Senato. Il partito della Cssd vince le elezioni di rinnovo di un terzo del Senato e controlla ora la maggioranza assoluta dei seggi (41 su 81 seggi). E’ la prima volta che questo avviene da quando la Camera alta è stata creata. Con questa vittoria i socialdemocratici avranno la possibilità di rallentare l’azione del governo di centrodestra e di conquistare la carica di presidente del Senato (seconda carica istituzionale della Rep. ceca).

Secca la sconfitta dell’Ods che perde 10 mandati.

Male anche i conservatori di Top 09, che difendono solo due seggi su sei. Male soprattutto i populisti di Affari pubblici, che non ottengono neanche un seggio.

Dichiarazione shock dell’ex ambasciatore americano a Praga, William J. Cabaniss (diventato poi capo del collegio sindacale del produttore di camion Tatra), il quale dichiara di aver ricevuto nel 2008 una richiesta di bustarella da parte di Martin Bartak (allora viceministro della Difesa, poi diventato ministro e ora viceministro delle Finanze).

Gli avrebbe chiesto una cifra pari ad alcuni milioni di dollari, garantendo l’esito favorevole di una grossa commessa militare per la Tatra.

(21 ottobre) Pena esemplare contro neonazisti.

Ventidue anni di carcere ciascuno contro i quattro estremisti che nella primavera del 2009, durante un attacco incendiario, ridussero in fin di vita una bambina di due anni, provocandole ustioni gravissime in tutto il corpo. L’attentato fu compiuto come gesto dimostrativo per celebrare il 120° anniversario della nascita di Adolf Hilter.

(1° ottobre) In funzione prime centrali eoliche di produzione ceca. I due impianti sono opera della Wikov Wind (del gruppo Wikov Industry) di Hradec Kralove. Comprese le pale, sono alti 120 metri. Insieme dovrebbero riuscire a produrre 8 milioni di kWh di energia elettrica e coprire il fabbisogno di 2.300 famiglie.

Nell’arco di tre anni l’obiettivo dell’istituto è di triplicare le 58 filiali di cui attualmente dispone, il tutto nel quadro di un progetto di forte crescita nel settore del retail. Inaugurata la filiale di di Jindrichuv Hradec, presto anche quelle di Trutnov, Novy Jicin, Kolin e Znojmo. Annunciato per novembre l’avvio delle filiali in franchising.

Il gruppo chimico statunitense mette in funzione in Moravia un nuovo impianto per la produzione di materiale che serve per la produzione di interstrati per vetri di sicurezza (vetrature rinforzate impiegate nella costruzione di pannelli fotovoltaici, in architettura e nei trasporti). L’impianto è costato circa 254 milioni di corone e occupa una settantina di addetti.

La produzione da gennaio sino a settembre è cresciuta del 13% rispetto allo stesso periodo del 2009, giungendo a 803.846 automobili. A registrare un incremento sono state la Skoda Auto e la Hyundai, mentre la Tpca di Kolin ha subito una leggera flessione. Lo comunica l’Associazione dei produttori. Le vendite nel

territorio nazionale sono cresciute del 9,5% (per complessive 47.622 automobili), mentre l’export è aumentato del 16%.

Il colosso danese delle “costruzioni” vuole raddoppiare l’attività produttiva nella Rep. ceca, con la realizzazione di altri quattro grandi capannoni industriali a Kladno e l’assunzione di più di mille persone (oltre agli attuali 1.100 dipendenti). La compagnia avvia le procedure amministrative per ottenere i relativi permessi e, in mancanza di intoppi, i lavori di costruzione dei nuovi quattro centri produttivi dovrebbe iniziare già nel 2011, per concludersi entro il 2013.

Nei primi nove mesi del 2010 raggiunge la cifra di otto miliardi di corone, +64,4% rispetto allo stesso periodo dello scorso anno. In aumento anche il fatturato (160 miliardi di corone, +16,3%). “Mai prima d’ora abbiamo venduto così tante automobili da gennaio a settembre” afferma Winfried Vahland, l’amministratore delegato, sottolineando i passi avanti compiuti in Russia, India e Cina.

A presentarli è stato il governo di centrodestra, con l’intento di mantenere il deficit 2011 entro la soglia di 135 miliardi di corone. Fra le misure approvate anche una limitazione del sistema degli assegni di maternità, i sostegni pubblici al risparmio edilizio e i contributi ai partiti politici. I premier Petr Necas ha sottolineato che la mancata approvazione di tali misure metterebbe a rischio il rating internazionale del Paese.

Circa il 50% della birra si vende in barili riciclabili al 100%, mentre il 40% con il sistema del vuoto a rendere. Da questo punto di vista, secondo uno studio realizzato dal Beverage Can Makers Europe 2009 e dal Plzensky Prazdroj, il mercato della birra ceco si caratterizza in positivo in campo internazionale, soprattutto rispetto ai paesi confinanti.

Gli investitori della energia solare danno vita a Praga a una manifestazione massiccia, davanti alla Camera dei deputati. Ce l’hanno contro la super tassa del 26% voluta dal governo sugli introiti degli impianti di potenza superiore a 30 kW. Vogliono convincere i deputati a votare contro. „I parlamentari devono capire che chi ha investito nella energia solare sono spesso cittadini comuni che, con l’introduzione di questa tassa, avranno problemi serissimi“ dice Frantisek Smolka, presidente della associazione degli investitori fotovoltaici.

L’idea, tra il macabro e il provocatorio, è di un portale internet specializzato in inserzioni immobiliari di affitti e vendite - www. realhit.cz - con sede a Brno, che ha tappezzato il Paese con billboard e annunci sui giornali con la fotografia di un cimitero militare americano, con le classiche croci bianche allineate su un prato verde. E slogan ad effetto, come: “abitare non solo in case a schiera”.

I rincari annunciati non riguarderanno i mezzi più avanzati dal punto di vista ecologico.

Il ministro dei Trasporti Vit Barta (Affari pubblici) riceve i rappresentanti dell’ambasciata cinese di Praga per parlare della eventualità di chiamare le aziende cinesi per la realizzazione delle autostrade nella Rep. ceca.

Le aziende del Dragone sono state già coinvolte in Polonia dove sono risultate meno care del 30% rispetto alle aziende locali. L’intento di Barta sta già suscitando malcontento fra le compagnie attualmente operanti sul mercato ceco, secondo le quali gli sconti offerti dai cinesi sarebbero solo artificiosi.

Il presidente, in viaggio privato a Mosca, si incontra con il premier Vladimir Putin con il quale parla dell’aspirazione russa di ricevere l’appalto per il raddoppio della centrale nucleare di Temelin.

“L’interesse russo è da considerare assolutamente logico e comprensibile. E noi questo interesse lo rispettiamo” dichiara Klaus dopo il colloquio con l’uomo forte di Mosca.

Il governo approva il progetto del ministro delle Finanze Miroslav Kalousek (Top 09), di riunire la compagnia aerea Csa e la società aeroportuale Letiste Praha in unico gruppo. La holding si chiamerà Český aeroholding. “Alla base del progetto c’è l’intento del governo di riunire le aziende di stato del settore trasporti sotto un unico soggetto forte e stabile dal punto di vista economico” dichiara il portavoce del ministro dei Trasporti Ondrej Jakob. Dietro questo progetto potrebbe esserci l’intento di fornire un aiuto di stato alla Csa. Protestano le compagnie concorrenti, in primo luogo la Travel Service, che vuole rivolgersi alla Unione europea.

This is the statement chosen by Gianni Russo, an artist of fine art and fashion photography as introduction to his personal website. Bewitched by Prague since the velvet revolution years, the Golden City inspired him thanks to its eternal architecture, the charm of its women and the magic fairy atmosphere you can breathe here. His passion for painting stimulates him to set up a personal photographic research linking Amedeo Modigliani’s models to a series of photo portraits dedicated to voluptuous females vaguely looking like the women depicted on canvas.

The postures are languid, the fabrics are old and precious, the lighting is warm, erotic and the colours are fullbodied and as thick as a brush-stoke.

Yet his women are not of this world,

they in fact look like stern goddesses or fascinating Madonnas, both unreachable although they’re just before us, within easy reach. That’s the secret of Gianni Russo’s art which, starting from a raw material made up of true, really earthly girls it ideally rise up to represent the whole feminine essence.

Was it you to choose Prague or was it Prague to choose you?

Prague is like a terrific woman who enchanted me. And I chose her.

Your catalogue is a triumph of female nudes. But, besides the nude, what is the thread linking these photos?

The catalogue you are referring to regards the first exhibition of the “Modì” project which opened in

Prague last year. Freely inspired to the painting works of Amedeo Modigliani, this project is strictly monographic in the subjects, in the technique implementation, in the lighting and in the atmosphere. Painting and photography are actually closely connected.

Is there no risk that these images follow the stereotype of female nude?

Well, I don’t think so. The image of female nude represents the sublime climax of art, as the classic old paintings do demonstrate. Nude can have different forms: it can be fine art but it can also sink into vulgarity. It depends on our culture and sensitiveness.

Stregato da Praga già negli anni che accompagnano la “rivoluzione velluta‑ ta”, egli nella Città d’oro trae ispirazione dall’architettura eterna, dal fascino delle donne e dall’atmosfera magica e fiabe‑ sca che qui si respira. Sei stato tu a scegliere Praga o Praga a scegliere te?

Praga è come una bellissima donna che mi ha incantato. Ed io l´ho scelta.

Il tuo catalogo è un trionfo di nudi femminili. Ma oltre il nudo, qual è il filo conduttore di queste fotografie?

Il catalogo che citi si riferisce alla pri‑ ma esposizione del progetto “Modì”, inaugurato a Praga lo scorso anno. Li‑

And how is this approach carried out?

It’s a play of style, psychology and sensitivity. Being a good photographer means to be able to understand people and to be on the same wavelength on them, too. You need to establish a temporary relationship of complicity, esteem and trust.

How do you select your models?

I choose them according to my instinct and of course to the subject of the photos I intend to realise. However, to physical perfection and body measures I prefer something more intimate and indistinct, and to professional models I prefer the unskilled ones. I believe

beramente ispirato all´opera pittorica di Amedeo Modigliani, tale progetto è strettamente monografico nei sogget‑ ti, nella realizzazione tecnica, nelle luci, nell’atmosfera. Del resto la pittura e la fotografia sono parenti molto stretti.

Non c’è il rischio che queste immagini assecondino il cliché del nudo femminile?

Non penso. L´immagine di nudo fem‑ minile rappresenta il punto sublime dell’arte, come del resto dimostrano le tele classiche e i dipinti antichi. Il nudo ha forme differenti: può essere fine-art come scadere nella volgarità. Dipende dalla nostra cultura, dalla sensibilità.

Prima di far denudare una modella di fronte all’obiettivo, io cerco di “spo‑ gliarla” nell´anima e nei pensieri per cercare di conoscerla. Mi piacerebbe che la gente, guardando le mie imma‑ gini, capisse questo concetto.

E come avviene questo avvicinamento? È un gioco di stile, psicologia e sen‑ sibilità. Essere un bravo fotografo significa anche capire le persone, entrare in sintonia con loro. Occorre instaurare un rapporto temporaneo di complicità, stima, fiducia.

Come scegli le tue modelle?

Le modelle le scelgo in base al mio istin‑ to e naturalmente in base al tema delle

that shyness and spontaneity may give photos something special. Personally, I particularly appreciate the beauty of Slav and Czech women.

Your project on Amedeo Modigliani in Prague was very successful and very much praised by Czech public.

Though, it was literally ignored by the Italian community…

More than ignored I’d dare say the Italian community failed to support it properly. However, attending the exhibition there were lots of Italian friends who supported me and helped me with the project development.

In the photos of the Modì series

you might spot something of Jan Saudek. Is that just my impression?

Is there any photographer that inspires you?

Saudek is my favourite Czech photographer. But besides the warm colours of the photos included in the Modí project there are no other similarities.

Also Saudek’s women are different: mine are not so provocative. More than following other photographers, I try to take as my models the great masters of the past like Caravaggio, Tiziano and obviously Modigliani.

You affirmed: “It’s Modigliani who chose me, it wasn’t me to choose him”.

It sounds like a pretty strong and a somewhat conceited statement…

Why? This statement doesn’t spring from vanity, but from actual situations I’d rather keep unveiled.

Amedeo Modigliani is famous for an eccentric lifestyle. You affirmed that Modigliani had come back to breathe in you. Did you refer to his art only, or also to his way of living?

Especially to his way of thinking. About Modigliani much has been said and written, but the mystery is left unsolved.

fotografie che voglio realizzare. Alla perfezione fisica e alle misure del corpo preferisco qualcosa di più intimo, di più indefinibile e alle modelle professioni‑ ste preferisco quelle inesperte. Credo che a volte la timidezza e la spontaneità possano dare alla foto qualcosa in più.

Personalmente apprezzo la bellezza del‑ le donne slave e ceche in particolare.

Il tuo progetto a Praga su Amedeo Modigliani ha avuto notevole successo fra il pubblico ceco, ma è rimasto praticamente ignorato dalla comunità italiana…

Più che ignorato dalla comunità ita‑ liana direi che non è stato sufficiente‑ mente supportato. Alla mostra c’era‑ no comunque tanti amici italiani che

mi hanno sostenuto e aiutato nella realizzazione del progetto.

Nelle foto della raccolta Modì sembra esserci qualcosa di Jan Saudek. È solo un’ impressione?

C’è un fotografo al quale ti ispiri?

Saudek è il mio fotografo ceco preferi‑ to. Ma a parte i colori caldi delle foto‑ grafie del progetto Modí non ci sono altre similitudini. Anche le donne che Saudek fotografa sono diverse, le mie non sono così provocanti. Più che ispirarmi ad altri fotografi cerco di prendere a modello i grandi maestri della pittura: Caravaggio, Tiziano e ovviamente Modigliani.

Hai detto: “È Modigliani che ha scelto me, non io a scegliere lui’’.

Sembra un’affermazione abbastanza forte, anche vanitosa?

No, e perché? È un’affermazione che nasce non dalla vanità, ma da alcune situazioni concrete e surreali che pre‑ ferirei non raccontare.

Amedeo Modigliani è famoso anche per uno stile di vita eccentrico. Tu hai detto che Modigliani era tornato per respirare in te. Ti riferivi solo alla sua arte o anche al suo modo di vivere?

Soprattutto al suo modo di pensare.

Di Modigliani si sono scritte e dette tante cose, ma rimane il mistero. Il mistero è una notte buia ed affasci‑ nante e se la rischiari con il sole, per quanto si possa amare il sole, la notte non è più notte ed il mistero non è più tale in tutta la sua bellezza.

La Parigi della belle-époque o la Praga di oggi? Ti piacerebbe prendere la macchina del tempo e tornare a quell’epoca?

La mia macchina del tempo è l´imma­ ginazione. E funziona benissimo.

I tuoi progetti futuri?

Le fotografie del progetto Modí ini‑ ziano a viaggiare anche all’estero e sto organizzando mostre, poi sto lavorando ad una nuova serie molto più “crudele”: si tratta di un viaggio interiore ai confini del male. matter you may like the sun - the night is no longer a night and the mystery looses something of its beauty.

The Paris of the Belle-Époque or the Prague of today? Would you like to take the time-machine and return to those days?

My time-machine is my imagination and it works perfectly.

What about your future plans?

The photos of the Modí project have started to travel abroad and I’m organising shows and working on a new project which is far more “cruel”: it deals with an inside journey to the boundaries of evil.

Un libro dedicato all’Italia e alle sue particolarità e stranezze. Un volume pensato per sradicare quelle convin‑ zioni e quei pregiudizi che spesso i cechi hanno sul Belpaese e viceversa.

Un tentativo - “forse fallito in parten‑ za”, come dice lo stesso autore - rea‑ lizzato da un ceco (“ho la cittadinanza italiana!”) che in Italia ci vive da qua‑ rant’anni e che conosce per questo l’Italia e gli italiani.

“Itálie známá i neznámá” (Italia nota e ignota) è il libro scritto da Josef Kašpar, giornalista e corrispondente ceco, che ha deciso di affrontare alcuni temi sot‑ tolineando le differenze tra il pregiudi‑ zio e la realtà e illustrando anche feno‑ meni tutti italiani, tra cui Berlusconi.

Le ragioni che hanno spinto Kašpar a scrivere il testo sono principalmente due: “Prima di tutto perché in Repub‑ blica Ceca, pur esistendo una cono‑ scenza molto buona della Germania, della Gran Bretagna e anche della Francia, per l’Italia invece ci si limita a una serie di cliché. La seconda ragione dipende dal fatto che, durante la mia attività giornalistica dal 1992 in poi, e nonostante i miei sforzi, non sono riuscito a sradicare questi pregiudizi che esistono da una parte e dall’altra, quindi anche se questo libro verrà let‑ to da 2.000-3.000 persone, spero che possa essere utile”.

A publication conceived to eradicate those convictions and prejudices that Czech often have about Italy and viceversa. An attempt – “perhaps failed soon after its very start”, as the author himself says – carried out by a Czech (“I am an Italian subject!”) who has been living in Italy for forty years and who therefore knows Italy and the Italians well. “Itálie známá i neznámá” (Known and unknown Italy) is the book written

by Josef Kašpar, a Czech journalist and correspondent, who has decided to deal with a number of topics by highlighting the differences between prejudice and reality illustrating some phenomena which happen only in Italy, such as Berlusconi.

The reasons that led Kašpar to write this book are principally two: “First of

all because in Czech Republic, although there is a very good understanding of Germany, Great Britain and also France, Italy is seen instead through a series of clichés. The second reason depends on the fact that during my journalistic activity from 1992 on and notwithstanding my efforts, I haven’t managed to eradicate these prejudices that exist on both sides. And even if this book will be read by 2,000-3,000 people, I hope it may be useful” The book, which is subdivided into chapters, focuses on very different topics: from the uncontaminated places of niche tourism (located in some parts of Umbria and Marche), to Fascism and its twenty-year regime whose ideas still survive today, “even if the majority of Italians don’t know it and will never admit it, such as the Festival of Venice or the Treccani encyclopaedia”. are also matters like the relationship between the Italians and religion; families and the common place that Italian citizens are “fickle men”. In Czech Republic, so explains Kašpar, Italians are believed not to think about future, they are thought not to be farsighted enough. This fact is belied by figures, though: 80% of families actually

Un fatto smentito dall’evidenza che l’80% delle famiglie vive in case di proprietà frutto del risparmio”. Inoltre tra cechi e italiani possono nascere incomprensioni dovute a questioni di “sensibilità, di cultura e di temperamento – sottolinea l’autore. Certe parole che sul dizionario sono identiche possono assumere un signi‑ ficato diverso sia per come vengono pronunciate sia per il significato intrinseco e culturale che hanno. Questo accade, per esempio, per la parola bugiardo, che in ceco ha un significato molto duro (secondo un vecchio prover‑ bio ceco chi mente ruba), in Italia, invece si può anche dare del bugiardo scherzan‑ do o amichevolmente. Una cosa impensabile per un ceco”.

Un fenomeno tutto italiano è invece quello di Berlusconi. Kašpar nel suo libro descrive l’ascesa del perso‑ naggio pubblico, dell’imprenditore pieno d’inventiva e innovatore e del politico, “vincitore incontrastato delle campagne elettorali, ma che stenta a mettere in pratica quello che ha promesso”, del premier che si comporta “come il presidente del consiglio d’amministrazione di un’azienda – come gli ha rimpro‑ verato Gianfranco Fini – e che per questo si mette all’angolino da solo”.

Silvio Berlusconi “è imbattibile nelle campagne elettorali, riesce a mette‑ re insieme tante forze diverse, ma quando si tratta di passare all’azio‑ ne, come con il piano liberale pro‑ posto nel 1994, anno della discesa in campo, non riesce a mantenere le promesse fatte agli italiani”. Per il presidente del Consiglio italiano in Repubblica Ceca c’è una certa simpa‑ tia e “soprattutto i cechi, pragmatici e liberali, non si interessano della vita privata del premier, ma vedono il self made man e, ritenendo che gli italiani amano essere eccentrici, non

fanno caso a uno più eccentrico degli altri. Ma da qui a pensare di avere un uomo come Berlusconi alla guida del governo ceco è tutto un altro paio di maniche”, sottolinea Kašpar.

Un capitolo è poi dedicato a un altro fenomeno politico italiano: la Lega di Umberto Bossi. “È sbagliato accostare questo partito a Haider o Le Pen. Il partito di Bossi, che ha ereditato la tecnica del Pci per il lavoro sul terri‑ torio e che raccoglie i malumori del Nord, ha vari elementi di xenofobia ma non può essere riassunto così. Nel libro cerco di spiegare che a 150 anni dall’Unità d’Italia le differenze enor‑ mi che esistevano sono rimaste e in alcuni casi si sono acuite – aggiunge - Parto da una convinzione: il bello e il brutto dell’Italia è la sua varietà. È un Paese che per estensione arriva quasi a 1.800 chilometri ma dove basta fare mezzora di treno tra Bologna e Firen‑ ze, Torino e Milano, Roma e Napoli per trovarsi in due mondi completamente diversi. Questa è la bellezza dell’Ita‑ lia, ma anche il suo tallone d’Achille: è assolutamente impossibile mettere d’accordo gli italiani”.

A totally Italian phenomenon is instead that of Berlusconi.

Kašpar, in his book, describes the ascent of this public personality, an entrepreneur full of initiative, an innovative politic, an unparalleled winner of the electoral campaigns who finds it hard to put into practise what he has promised, “a premier who behaves like the managing director of a company – as Gianfranco Fini has blamed him – and this is the reason why he is bound to put himself

in the corner”. Silvio Berlusconi “is unbeatable in the electoral campaigns, he manages to make many different parties get together, but when it is time to take action he is unable to keep the promises made to the Italians, like the liberal plan proposed in 1994, the year which marked his political ascent”. The Italian Prime Minister is quite popular in Czech Republic, in fact the Czech, being pragmatic and liberal, are not interested in the premier’s private life.

They actually tend to consider him a real self made man, disregarding the fact he’s peculiar. All the Italians are peculiar, for them. But to think of being led by a man like Berlusconi, well… that’s quite another matter” Kašpar affirms.

A chapter is then devoted to another 100% Italian case: the Lega party of Umberto Bossi. “It’s a mistake to compare this party to Haider’s or Le

Pen’s. Bossi’s party, which has inherited the Communist Party technique as far as regards the work on the territory and which collects the unrest of the North, includes various elements of xenophobia but it can’t possibly be summed up in this way. In the book I try to explain that from the Unification of Italy 150 years ago the huge differences existing in those years have remained and, in some cases, have got even more acute – adds Kašpar – I start from the belief that the good and bad of Italy is its variety. Italy is a country that covers nearly 1,800 km, but it only takes half an hour to get from Bologna to Florence, from Turin to Milan, from Rome to Naples and you suddenly find yourself in a complete different world. This is the true beauty of Italy, but also its Achille’s heel: it’s absolutely impossible to make Italians agree”

Nel periodo natalizio la capitale ceca avrà l‘occasione di trascorrere le feste in compagnia della musica classica. Si svolgerà infatti la 12ª edizione della rassegna musicale internazionale České doteky hudby (Toccate musicali ceche). Il festival sarà composto da sedici concerti e si terrà in location come la sala Smetana dell‘Obecní dům, il Rudolfinum, il convento di Sant‘Agnese e il Palazzo ClamGallas. Tra i partecipanti alcuni dei più prestigiosi musicisti cechi, come il violinista Václav Hudeček e il geniale Jiří Stivín. In rassegna le composizioni dei più grandi nomi della musica classica, a partire dai cechi Bedřich Smetana e Antonín Leopold Dvořák, ma anche Gioacchino Rossini, Antonio Vivaldi, W.A.Mozart sino a George Gershwin. Il festival si conlude nel giorno dell’Epifania con la Latinská karnevalová opera (Latin Carnival Opera), un pezzo musicale del Settecento proveniente dal monastero dei cistercensi di Osek (villaggio della Boemia del nord).

Un evento da non perdere per tutti gli appassionati dell’arte pittorica, la mostra più attesa della stagione. La Galleria Nazionale (Národní galerie, Veletržní palác) ha organizzato anche delle visite guidate in cui in veste di ciceroni figurano autorità quali il direttore della Galleria, Milan Knížák, oppure la curatrice, Olga Uhrová. Mai prima d’ora nella storia democratica di questo Paese si è presentata la possibilità di vedere una collezione di arte novecentesca così ricca. Dal grande impressionista Claude Monet e le sue ninfee, al surrealista René Magritte, il „fauvista“ Henri Matisse e il grande Andy Warhol. Oltre che per i quadri di enorme valore, la mostra è autorevole anche perché nasce da una collaborazione tra la Galleria nazionale di Praga e la visitatissima galleria viennese, Albertina, da cui provengono queste opere. Come hanno riferito i giornali è una sorta di ringraziamento ai turisti cechi che durante le feste raddoppiano gli incassi dell’Albertina.

In the Christmas period the Czech capital will have the opportunity to spend its holiday together with classical music. In fact, the 12th edition of the international music festival České doteky hudby (Czech musical toccatas) will be held. The festival includes sixteen concerts played in a number of prestigious venues as the Smetana hall of the Obecní dům, the Rudolfinum, the convent of Saint Agnes and the Palace of Clam-Gallas. Among the participants are some of the most famous Czech musicians like the violinist Václav Hudeček and the man of genius Jiří Stivín.

Some compositions of the most relevant names of classical music are involved: the Czech Bedřich Smetana and Antonín Leopold Dvořák, but also Gioacchino Rossini, Antonio Vivaldi, W.A.Mozart and George Gershwin. The festival will close on the day of the Epiphany with the Latinská karnevalová opera (Latin Carnival Opera), a musical piece from the eighteenth century coming from the monastery of the Cistercians of Osek (a village of North Bohemia).

Until 6.1.2011 Monet – Warhol (National Gallery of Prague)

An event that all the painting art fans can’t possibly miss, since this is the major exhibition of the season. The National Gallery (Národní galerie, Veletržní palác) has organised also some guided tours led by pre-eminent authorities like the gallery manager Milan Knížák and the curator Olga Uhrová. It is the first time since the democratic era that such a rich collection of twenieth-century art has been showcased. It includes works by the great impressionist Claude Monet (his famous nymphaeas), by the surrealist René Magritte, the „fauviste“ Henri Matisse and the great Andy Warhol. Besides the most precious paintings, the exhibition is important as it ratifies a collaboration between the National Gallery of Prague and the most visited Albertina gallery in Vienna, which has actually lended these works. As some newspapers have reported, this is a sort of thanks to Czech tourists who have doubled the takings of the Albertina over the holidays in Vienna.

Future events 9.1.2011 Jizerská 50 (corsa di sci di fondo)

8. 12. 2010-28. 2. 2011 Amedeo Modigliani

La mostra dedicata al pittore italiano presenta non solo le opere del “maledetto” Modì in una vastità mai vista prima in questo Paese, ma anche la sua vita personale, mediante filmati e fotografie private. L’esposizione insiste in parte anche sul rapporto artistico con la compagna Jeanne Hébutern. La vita di Modigliani, come si sa, fu molto eccentrica e la mostra tende a demitizzare il pittore chiarendone alcuni aspetti della sua particolare personalità. L’esposizione allestita nelle antiche sale dell’ Obecní dům, viene organizzata dalla Galleria Vernon sotto la guida della curatrice italiana Serena Baccaglini, che ha già organizzato diversi eventi di portata internazionale, come per esempio otto mostre su Pablo Picasso. Le opere esposte provengono da collezioni pubbliche e private in Italia, in Germania e anche negli Stati Uniti o in Israele.

L’ormai storica corsa di sci di fondo, sulla distanza di ben cinquanta chilometri si tiene a Bedřichov (regione di Liberec). La prima edizione di questa gara, tradizionalmente organizzata nelle splendide montagne “Jizerské hory” (estremo nord della Boemia), risale a oltre di 40 anni fa, esattamene al 1969. Il numero dei partecipanti è in costante aumento, soprattutto dopo la rivoluzione dell’89.

Quest’anno al via ci saranno più di tremila appassionati. La gara vanta una grande popolarità non solo tra i cechi ma anche all’estero: tradizionalmente massiccia è infatti la presenza di sportivi provenienti dai paesi nordici e dalla Germania. Oltre alla gara principale il week-end bianco offrirà anche altre tre competizioni più brevi (a partire dal 6 gennaio). Uno dei principali tifosi della Jizerská padesátka è il politico Přemysl Sobotka, l‘ex Presidente del Senato e senatore della regione di Liberec, che ne assume sempre il patrocinio.

An exhibition dedicated to the Italian painter will showcase not only the works by the „damned“ Maudì (his works on display have never been so many in this country) but also his personal life through documentary films and private photographs. The exhibition will partly focuse on the art relationship with his companion Jeanne Hébutern. Modigliani’s life was actually very peculiar and the current show tries to demythicise the painter and clarify some aspects of his odd personality. The exhibition is held in the old rooms of the Obecní dům, and is organised by the Vernon Gallery and under the guide of the Italian curator Serena Baccaglini, who has already set up several international events including eight exhibitions on Pablo Picasso. The works exhibited are lent by public and private collections coming from Germany, Italy, The United States and Israel.

9.1.2011 Jizerská 50 (cross-country skiing)

The already well-known cross-country skiing race covering as many as fifty kilometres takes place in Bedřichov (region of Liberec). The first edition of this race, which is run along an area of gorgeous mountains (Jizerské hory, up to northern Bohemia), was firstly held 40 years ago, namely in 1969. The number of participants is growing steadily, especially after the 1989 revolution. This year there will be over three thousand fans. This race is really popular not only among the Czech, but also abroad: traditionally strong is in fact the presence of the sports fans coming from Nordic countries and from Germany. Besides the principal competition the white week end will offer three extra shorter races starting from 6th January. One of the most enthusiastic fan of the Jizerská padesátka is the politician Přemysl Sobotka, the former President of the Senate and senator of the Liberec region, who always patronises this event.

Raffaele Bianca, scrittore siracusano, è l’autore di questo romanzo storico-sentimentale che racconta con la forza delle emozioni profonde e dei sentimenti intensi, l’amore di due ragazzi: lui siciliano, lei cecoslovacca, sullo sfondo dei drammatici giorni di quell’agosto del 1968 che vide i carri armati sovietici entrare nella capitale boema e porre fine a quella stagione di riforme passata alla storia come “Primavera di Praga”. Nonostante il tema non sia proprio originale, Bianca riesce con uno stile piano e gradevole a cogliere gli stati d’animo dei praghesi di quegli anni da molti definiti “bui” per la storia della città e del Paese in generale e, servendosi della storia d’amore, interpreta una pagina certamente interessante della nostra storia contemporanea nei suoi complessi aspetti politici e socio‑ culturali.

Raffaele Bianca, a writer from Syracuse, is the author of this sentimental-historical novel which, with deep emotional vigor and intense sentiment, narrates the love story between two young people: he a Sicilian boy and she a Czech girl, with in the background, the dramatic days of August 1968, which witnessed the entrance of the Soviet tanks into the Bohemian capital, that led to the suppression of the historical reforms known as the “Prague Spring”. Although the theme is not original, Bianca is able, by means of a plain and pleasing writing style, to capture the mood of the Prague people of that period - defined by many as “gloomy” for the history of the city and the Country as a whole and, through this love story, she interprets a really interesting page of our contemporary history, with its complex political and sociocultural aspects.

Scritto in collaborazione con Antonio Carioti e riedito da Marsilio dopo la prima edizione del 1998, questo libro di Jiří Pelikán, esponente di primo piano della Primavera di Praga in esilio in Italia dopo il ’68, si colloca nella riflessio‑ ne sul passato della storia del comunismo e della sinistra italiana che sulla “questione cecoslovacca” aveva preso per la prima volta le distanze da Mosca, ma che non riu‑ scì a rompere apertamente con l’URSS rinunciando così all’opportunità, presentatasi con il dissenso cecoslovacco, di promuovere un processo di riforma in senso democra‑ tico. Pelikán non riuscì infatti a trovare nel PCI del tempo l’appoggio necessario nella battaglia per il ripristino delle libertà democratiche nella Cecoslovacchia governata dai comunisti.

Written in collaboration with Antonio Carioti and republished by Marsilio after the first edition of 1998, this book by Jiří Pelikán, a high ranking exponent of the Prague Spring, exiled to Italy after 1968, is a reflection of the past history of communism and the Italian Left which, on the “Czechoslovakian issue” had, for the first time, distanced itself from Moscow but was not able to break off openly with the USSR , thus losing the opportunity to present itself on the side of Czechoslovakian dissent, to promote a democratic, liberal process of reform of the communist regimes. Pelikán, in fact, was not able to find, in the Italian Communist Party of that period, the necessary support in the battle for restoring democratic liberties in the communist governed Czechoslovakia.

Petra Hůlová, classe 1979, è un’interessante scrittrice del panorama ceco contemporaneo, come conferma il succes‑ so di critica e pubblico dei suoi romanzi. Questo libro che molti definirebbero un “romanzo generazionale”, racconta la vicenda esistenziale di Ondřej trentenne, che un giorno decide di uscire dalla routine monotona della sua vita di aspirante giovane scrittore frustrato, lasciando il lavoro, la moglie e un figlio. Nel racconto si inserisce la voce di sua madre, una donna che racconta il disgregarsi del proprio mondo e cerca rifugio in un “bovarismo” manieristico e a tratti schizoide. Lo stile del romanzo è asciutto, scandito dai monologhi dei protagonisti che sembrano divisi da un vetro opaco che li separa e al tempo stesso li accomuna relegando ciascuno nel proprio incomunicabile mondo.

Petra Hůlová, class 1979, is an interesting writer of the contemporary Czech panorama, as confirmed by public and press acclaim show towards her novels. This book, which many would define as a “generational novel”, tells of the lifetime events of thirty year old Ondřej who, one day, decides to break away from the monotonous routine of his life as a young frustrated aspiring writer, by leaving his job, wife and child.

In the novel, we hear the voice of his mother, a woman who recounts the disruption of her own world and who takes refuge into a sort of manneristical and at times schizoid “bovarysm”.

The style of the novel is dry and scanned by the monologues of the protagonists, who seem separated by an opaque glass wall, which divides them and, puts them on the same footing, relegating each of them to their own incommunicable world

Valentina Fava con una minuziosa ricerca condotta su fonti d’archivio di prima mano, analizza la complessa questione del lavoro nell’economia cecoslovacca in un arco tempora‑ le, quello tra il 1918 e il 1968 , molto ricco per la densità di avvenimenti storici che vedono la Cecoslovacchia pas‑ sare dalla democrazia progressista degli anni della Prima Repubblica, fino alla sottomissione prima al nazismo e successivamente, dal 1945 al 1989, al regime comunista di stampo sovietico. Valentina Fava, with detailed research work and by means of first hand archival sources, analyses the complex issue of work in the Czechoslovakian economy during the period from 1918 to 1968, extremely rich in historical events, with Czechoslovakia passing from the progressive democracy of the years of the First Republic, up to the submission, first to nazism and then, from 1945 to 1989, to the soviet communist regime. As a model for this analysis on the part of the researcher, is the Škoda car factory, the Bohemian car production jewel, founded in the present city of Mladá Boleslav way back in 1894, which through various vicissitudes has been an important economic pillar in the complex history of this country.

Suona al piano e can‑ ta Yves Chlala, cabalista delle note, e gli ospiti sussurrano parole gentili per non fermare la magia. Quando Beirut era ancora sogno esotico, declinato in

One may still dream at the Alchymist: the glamour of the “azure hall”, sipping glasses of Ruinart, Breton oysters and dinner for six. Yves Chlala, a cabalist of notes, plays the piano and sings as the guests whisper kind words so as not to interrupt the enchantment.

Compie sette anni, l’Alchymist: era destino allora, inevitabile, che c’en‑ trasse Praga dai tetti d’oro nella storia dell’albergo italiano, incastonato nei silenzi di Malá Strana. Dall’inizio nido, mito e insieme rifugio per pochi eletti viaggiatori. Inevitabile che c’entras‑ sero anche la musica e la cabala, oltre all’avventura. Quella che scorreva nel sangue di suo padre, Gianluigi Bonelli.

Scrittore e mago creatore del western all’italiana. Mito e inventore immor‑ tale del miglior Tex di tutte le nostre adolescenze fumettare. Questione di sensibilità, come sempre: un infinito “Ombre rosse“ di carta ripensato (e migliorato) alla maniera tricolore.

Gianluigi, il “padre” di Tex, trasudava spirito creativo. Trasudava, nella sua vita, avventura. La stessa che scorre

anche nelle vene del figlio Giorgio, esteta e immobiliarista che divide l’an‑ no fra Mitteleuropa, Caraibi e Ibiza.

Era destino, infine, (lo suggerisce il nome) che l’Alchymist nascesse den‑ tro la cabala di una notte praghese: “L’hotel penso di averlo immaginato una sera mentre ero al “Rapsody”, lo‑ cale che oggi non esiste più - spiega adesso Giorgio, il fondatore – c’era come sempre Yves, c’era la musica e l’atmosfera giusta. Cercavo da tem‑ po in città un palazzo particolare, un edificio giusto per realizzare il mio progetto. Una specie di rifugio per amici, arredato e pensato come io lo desideravo, con pezzi scelti e arredi raccolto nei miei viaggi per il mondo.

Ho dovuto aspettare qualche anno, ma alla fine ce l’ho fatta”.

Come molti raffinati, Giorgio ha la flemma del passista, odia la fretta e lo stress di questi tempi immaturi: “Certo, prima dell’albergo son venu‑ te le case e i palazzi - spiega adesso - arrivai a Praga proprio nell’89. Era un mondo sideralmente diverso dalla Milano della mia giovinezza. Crepitio di sensazioni, ragazze bellissime, con occhi ridenti nel vento nuovo della della rivoluzione, silenzi in apparenza inspiegabili. Eppure, proprio in que‑ sto ambiente surreale potevi anche fare l’immobiliarista. Unire estetica e affari, voglio dire, far rinascere di‑ more e palazzi seppelliti da 43 anni di incuria. Mestiere di occhio, questione di sensibilità…”.

Un altro bicchiere di Ruinart che sci‑ vola leggero, si sente in sottofondo

che Yves sta suonando i classici: “Gli italiani, certo, protagonisti di quegli anni ruspanti. Gli italiani che trovavi qui nei primi anni Novanta. I miglio‑ ri e insieme i più feroci expat arrivati in quella Praga improbabile appena uscita dal comunismo. Era, anche qui - incalza Bonelli - questione di caso, magari di fortuna. Certe volte, anche a Praga, i luoghi comuni nascondono però verità inevi‑ tabili: “Ci ho pensato spesso: parlan‑ done con gli amici, scherzando con

Gianluigi, the “father of Tex”, was pervaded with creative spirit and also in

life, he was adventurous. The same spirit that also runs in the veins of his son George, an aesthete and estate agent who divides his time between Central Europe, the Caribbean and Ibiza.

In the end, it was destiny, (as the name suggests), that the Alchymist should be born within the cabala of a Prague evening: “I think I imagined

le donne che hanno popolato la mia vita, ironizzando con molte signore ceche sul nostro “dongiovannismo”.

E ho concluso che, alla fine, sì, è vero quel che spesso si sussurra: dietro ogni italiano a Praga c’è una donna, o almeno il suo mito. Ma non nel senso volgare - prosegue Bonelli - perché l’italiano viene (veniva) a Praga per cercare di rubare furtivamente un’av‑ ventura. Ma altrettanto velocemente, finisce per innamorarsene perduta‑ mente…”.

Dunque, la città dell’Alchymist non è più quella di vent’anni fa?

“La bohème degli anni dal 90 al 95 è finita per sempre - spiega Gior‑ gio- oggi Praga rischia di somigliare

ad una Disneyland per turisti giap‑ ponesi. Se non sai scavare, è ovvio, superare luoghi troppo battuti, la affollata piazza Venceslao. Perché c’è comunque anche la Praga dell’ope‑ ra, della musica, della letteratura che non tutti riescono (o possono) scoprire. Forse, e qui parlo più da tecnico che da albergatore, la gran‑ de occasione turistica di qualche anno fa rischia di scemare. Finite le vette di visitatori con presenze a sei zeri. Non ci sono abbastanza “eventi”, richiami o attrattive perché il turista ritorni a Praga, dopo che c’è già stato una volta. Certo, la Maratona sporti‑ va, qualche mostra importante. Ma sono briciole, per attrarre ogni anno

un mercato che potrebbe essere sterminato”.

Adesso, che la cena si avvia alla fine, fra un cheese cake e una torta al marzapane, affiora dalla sala azzurra qualche accento russo: “I nuovi turisti di oggi - conclude Bonelli - forse i mi‑ gliori, per tutta l’Europa. I più nume‑ rosi, accanto ad inglesi e americani.

Vengono a Praga per i matrimoni, per le grandi feste, per divertirsi. Ma i rus‑ si che arrivano all’Alchymist - educati, compiti viaggiatori- mi ricordano gli inglesi di trent’anni fa ” sorride Bonel‑ li il sognatore. Non ha importanza se sia vero o non sia vero: ascoltando le note di “Moonlight”, tutto è possibile, all’Alchymist...

Just as many refined people, George has the phlegm of a long distance cyclist, he hates the rush and stress of these immature times: “Of course, before the hotel, there were the houses and buildings – he now explains. I arrived in Prague just in 1989. It was a completely different world from the Milan of my youth. A bustling of sensations, very beautiful girls with smiling eyes to the new wave of the revolution; silences that to all appearances, seemed inexplicable.

However, in this surreal environment you could also work as a real estate agent. I mean to say: to combine aesthetics and business; to restore mansions and buildings that had been buried by 43 years of neglect. The work of a professional eye, a question of sensitivity...”.

Another sip of Ruinart, in the background the notes of Yves playing the classics: “The Italians, of course, as protagonists of those “free range” years. The Italians that you could find in the early 1990s. The best and, at the same time, the fiercest expatriates

that had arrived in that incredible Prague, which had just emerged from communism. Also here –Bonelli remarks – it was a question of destiny, perhaps of luck. In the “colony” of compatriots, you could come across either the aristocrat, the travelling cloth salesman, sometimes even the delinquent or even the most candid swindler. An unpredictable savoury mix that only we can produce...”.

Sometimes, even in Prague, the stereotype clichés tend to hide inevitable truths; “I have often thought about it: speaking with friends, joking with the women that I met in my lifetime and, commenting ironically with many Czech women about our “Don Juanism”. And I concluded that, in the end, that what they insinuate is true: behind every Italian in Prague, there is a woman, or at least a myth.

But not in the vulgar sense – says Bonelli – because the Italian comes (or used to come) to Prague to try and furtively have a sort of adventure. But just as quickly, he ends up hopelessly falling in love...”.

Well then, isn’t the city of the Alchymist the same as that of twenty years ago?

“La Bohème of the 1990s to 1995 is over forever – explains George. Today,

Prague runs the risk of being like a sort of Disneyland for Japanese tourists, if you are not able to go off the beaten track and avoid the crowded Wenceslaus square. Because there is also the Prague of the opera, of music and literature that not everyone is able to (or can) discover. Perhaps, and here I speak more as a technician rather than a hotelier: the great tourist opportunities of a few years ago, are likely to wane. Gone are the presences of millions of visitors.

I vietnamiti che vivono nella Repub‑ blica ceca, terza comunità straniera più numerosa di questo paese, confi‑ dano nel 2011, anno del censimento, per ottenere lo status di minoranza nazionale ufficialmente riconosciuta.

Vogliono disporre di maggiori stru‑ menti per tutelare le loro tradizioni, la loro cultura e soprattutto la loro lingua, in questo paese dell’Europa centrale dove ormai si sentono di casa. Secondo stime ufficiali risiedo‑ no in Repubblica ceca quasi 70 mila vietnamiti, ma il loro numero è in realtà superiore almeno della metà, visto che sono in tanti anche quelli che vi soggiornano e vi lavorano clan‑ destinamente.

La legge ceca non definisce con preci‑ sione i presupposti sui quali si basa il riconoscimento ufficiale di minoranza

nazionale. Si limita a dire che deve trattarsi di una comunità straniera che risiede in questo paese “da lungo tempo” e con un rapporto di tradizio‑ ne con il paese ospitante.

E’ praticamente certo però che uno dei fattori dei quali le autorità terran‑ no conto sarà il numero di vietnamiti in possesso della cittadinanza ceca.

Nel 2001, data del precedente cen‑ simento, erano appena alcune cen‑ tinaia, ma negli ultimi dieci anni le cose potrebbero essere notevolmente cambiate anche su questo piano.

The Vietnamese living in Czech Republic, the third major foreign community in this country are confident that in 2011, the census year, will obtain the officially acknowledged national minority status. They want to have more tools to protect their traditions, their culture and above all their language in this country of central Europe which they now consider as their home. According to official figures, nearly 70,000 Vietnamese live in Czech Republic, but their number is actually more than at least the half if you consider that there are a lot of them who clandestinely live and work there.

The Czech law does not clearly define the assumptions which the official acknowledgement of national minority is based on. It only states that a foreign community should have been living

in this country “for long” and with a relationship of tradition towards the host country.

It is absolutely sure, though, that the authorities will consider as a key factor the number of Vietnamese having the Czech nationality. In 2001, the year of the previous census, they were only few hundreds, but over the last decade they have grown in number and things may have changed considerably.

“The acknowledgement as national minority would also result in a major integration of our fellow-countrymen” affirmed Duong Trong Minh, the first secretary of the Hanoi Embassy in Prague.

Their first wave in this country arrived during the Seventies soon after the Vietnam war, due to the good relations between Hanoi and the former Czechoslovakia and the other satellite countries of Soviet Union.

In particolare con la Cecoslovacchia, dove già nei primi anni ’80 vivevano circa 30 mila vietnamiti, molti dei quali già allora venivano adibiti a lavori non graditi ai cechi, in primo luogo nell’industria, nelle catene di montaggio delle fabbriche.

In particular with Czechoslovakia, where already in the early Eighties nearly 30,000 Vietnamese lived. Most of them were recruited for jobs that the Czech didn’t want to do, especially at the assembly lines in factories.

Regarding the Vietnam war, Czechoslovakia was actually one of the principal suppliers of war material for

Nei loro tipici mercatini all’aperto, si specializzarono nella vendita di abbi‑ gliamento e calzature a buon prezzo, prodotti provenienti dall’estremo oriente, spesso frutto di falsificazio‑ ni di importanti brand della moda.

L’inclinazione per i traffici e per il commercio non è mai tramontata e ultimamente si è orientata anche verso i negozi di alimentari. I vietnamiti soprattutto

nelle grandi città della Repubblica ceca detengono un monopolio qua‑ si esclusivo delle botteghe di frutta e verdura. Vendono generalmente merce di qualità superiore alla media e i loro esercizi si distungono per la varietà dei prodotti offerti.

La presenza della comunità vietna‑ mita ha favorito in Repubblica ceca anche lo sviluppo di particolari forme di criminalità organizzata. Si tratta di racket dediti in particolare alla tratta delle persone (attraverso lo sfrutta‑ mento di flussi di immigrazione clan‑ destina), al contrabbando delle merci, alle estorsioni, allo sfruttamento del‑ la prostituzione e al traffico di droga.

Spesso, sembra, in collegamento con la temibile criminalità cinese.

Va anche detto che la tendenza del‑ la comunità vietnamita a rimanere

The second wave of arrivals occurred after the fall of the Czechoslovak regime, in the early Nineties, when the ones who had already been living there helped their relatives to reach them there. It was right in that period, in the young postcommunist country full of enthusiasm for a free market, that the Vietnamese immigrants were particularly devoted to trade. In their typical open air markets they would specialise in cheap clothes and shoes, all products coming from the far east which were often the result of falsifications of important fashion manufactures. Their inclination to trade and commerce

has never abandoned them and it has lately involved food shops. The Vietnamese, especially in big towns, exercise an almost exclusive monopoly of fruit and vegetables retail outlets.

They generally sell goods that are better than the average in terms of quality and their shops differ from the others for the variety of the products supplied.

The presence of the Vietnamese community has helped in the development of particular forms of organised crime in Czech Republic.

For example racket involving traffic in people (through the exploitation of flows of illegal immigration), smuggled goods, extortion, exploitation of prostitution and drug trafficking often carried out together with the fearful Chinese mob.

Un contributo importante per porta‑ re a Praga il Vietnam - la sua cultura e la sua storia - lo ha dato anche un imprenditore italiano, Francesco Au‑ gusto Razetto, grande appassionato d’arte e presidente della fondazione culturale Eleuthería.

E‘ infatti riuscito a organizzare, ne‑ gli spazi espositivi della Galleria Nazionale di Arte moderna di Praga (Veletržní palác), una mostra com‑ prendente una collezione di 160 manifesti di propaganda vietnamita, realizzati dagli ’60 fino agli anni ‘90.

L‘esposizione, che sarà visitabile sino

Francesco Augusto Razetto: „I suggest visiting this exhibition without any ideological prejudice”

An important contribution to have brought Vietnam, its culture and history to Prague was given by an Italian entrepreneur called Francesco Augusto Razetto, a big fan of art and also the president of the cultural association Eleutheria.

In fact he has managed to organise, in the exhibition venues of the National Gallery of Modern Art in Prague (Veletržní palác), a show comprising a collection of 160 posters on the Vietnamese propaganda realised from 1960s up to 1990s. The exhibition,

Hanno molto forte il senso dell’ap‑ partenenza e fra di loro si aiutano. E’ risaputo che i tanti vietnamiti licen‑ ziati dalle fabbriche ceche durante il periodo della crisi, soprattutto

nel 2009, sono riusciti a trattenersi in questo paese e a non finire nella miseria grazie ai sostegni ricevuti da parte della loro comunità.

Un discorso a parte meritano le gio‑ vani generazioni, dei tanti che in Re‑ pubblica ceca sono nati e cresciuti e che tendono a una sempre maggiore integrazione nella società ceca. Nelle scuole dell’obbligo ceche frequentano

al 30 gennaio del 2011, costituisce una testimonianza preziosa del con‑ tributo all’arte del XX secolo dato da questo paese, spesso poco conosciu‑ to, del sud est asiatico.

I manifesti esposti sono realizzati con

attualmente 10 mila studenti di origi‑ ne vietnamita. Sono ragazzi che quasi sempre si distinguono per impegno, per capacità di apprendimento e per i voti eccellenti. Molti di loro sono avviati verso brillanti carriere. Tutti con l’evidente ambizione di realizzare il sogno mitteleuropeo dei loro geni‑ tori.

„Il mio invito è di visitare questa esposizione senza alcun pregiudizio di carattere ideologico“ ha suggerito Razetto, il quale ha raccontato così la nascita di questa sua passione per il Vietnam e per questo tipo di arte: „E‘ stato grazie a mio fratello Ottaviano, all‘entusiasmo che mi ha trasmesso al ritorno dal suo primo viaggio in quel paese. Trascorsero pochi mesi prima che lo visitassi anche io, iniziando a comprare i primi pezzi di questa col‑ lezione“ F. A. Razetto al momento della inau‑ gurazione ha sottolineato come una delle principali sfide della mostra sia stato quello di avvicinare questa for‑ ma d‘arte a un luogo come la Galleria nazionale di Praga. Anche in questo caso è stato fondamentale il contri‑ buto offerto dal fratello, l’architetto Ottaviano Maria Razetto, al quale si deve la definizione del percorso espo‑ sitivo all’interno del Veletržní palác.

Il fatto che questa mostra sia stata

patrocinata anche dall‘ambascia‑ ta del Vietnam in Repubblica ceca, testimonia il rilievo dell‘iniziativa.

All‘inaugurazione era presente anche una nutrita delegazione della comu‑ nità vietnamita che vive a Praga.

Da sottolineare che la serata di batte‑ simo della mostra è stata caratterizza‑ ta dalla presenza del vulcanico critico

italiano Vittorio Sgarbi, il quale ha anche scritto un testo introduttivo al prestigioso catalogo “Vietnam: mani‑ festi di propaganda”. E‘ stato proprio il professor Sgarbi a riassumere con una frase il significato dell‘esposizione: „Questa che apre oggi a Praga è una

mostra di carattere romantico, che esprime lo straordinario sentimento popolare di ricerca della libertà del popolo vietnamita. Opere che dicono bugie sul comunismo, ma che lo fan‑ no esprimendo una verità di carattere sentimentale“. (gus)

on view through 30th January 2011, represents a precious evidence of the contribution of the art of 20th century provided by this nearly unknown country located in south east Asia.

The posters showcased here were all craft made, often on paper of poor quality. They feature a variety of topics but surely stand out those that, inspired by the socialist credo, illustrate the war period against the United States. „I suggest visiting this exhibition without any ideological prejudice” - that’s Razetto’s advice, who has

shown us how his passion for Vietnam and this kind of art was born: „It was thanks to my brother Ottaviano and to the enthusiasm he conveyed to me on his return from the first trip to that country. After a few months I decided to visit Vietnam myself, so I began buying the first pieces of this collection“.

F. A. Razetto on the day of the reception has underlined that one of the major challenges of the exhibition was trying to exhibit this form of art in a preeminent place like the national Gallery of Prague. Even in this case it was

fundamental the contribution offered by his brother Ottaviano Maria Razetto who has planned the actual exhibition tour inside the Veletržní palác.

The fact that this exhibition has been also patronised by the Vietnamese Embassy in Czech Republic does prove the importance of this initiative.

At the opening there was also a large delegation of the Vietnamese community living in Prague.

The evening of the opening has also seen the presence of the volcanic personality of the Italian art critic

Vittorio Sgarbi, who has written an introductory essay for the prestigious catalogue „Vietnam: posters of propaganda“. It was Mr Sgarbi in person to sum up the meaning of this exhibition in a single statement: „This exhibition opening today in Prague it’s a romantic show expressing the extraordinary popular feeling based on the search for freedom from the Vietnamese people. Although these are works which tell lies on Communism, they however express a sentimental truth“. (gus)

The tendency of the Vietnamese community to remain on their own and to stick to their own private organisation is notorious. These are people who often live a strict relationship and a strong connection with their country-fellowmen. In fact, they always help each other and feel they do belong to a unique community.

Many of them that were fired by the

Czech factories during the slump, especially in 2009, have managed to remain in this country and not to be reduced to poverty thanks to the supports received by their community.

The young generations are different, though. Many of these young Vietnamese that were born and brought up in Czech Republic now tend to integrate more and more.

At present 10,000 students are attending compulsory schools and usually distinguish themselves by their commitment, learning capacities and excellent grades. Lots of them are ambitious and bound to start brilliant careers and, apparently, to successfully continue the Middle-European dream of their parents.

L’appellativo non è di suo gradimento, ma qualcuno continua a chiamarlo il “Nobel della Boemia”. Si chiama Sta‑ nislav Brebera, ha 85 anni. Da ragazzo voleva studiare filosofia, poi scelse la chimica. E’ l’inventore del Semtex, un esplosivo di cui basta pronunciare il nome per rievocare tutta la fama sini‑ stra che lo rende celebre nel mondo.

Sviluppato negli anni ’50 per scopi militari e applicazioni civili nel set‑ tore edilizio e minerario, il Semtex è conosciuto in primo luogo per l’uti‑ lizzazione che ne hanno fatto diverse organizzazioni terroristiche mondiali negli anni ’70 e ’80.

Brebera, invece, oggi è un modesto pensionato di Pardubice, ma nel suo passato c’è una vita trascorsa fra alambicchi e ampolle, in laboratori super protetti dal segreto militare. Un riserbo che continua a mantenere, ma per motivi ora diversi. “Non mi piace parlare con i giornalisti, perché non

The name is not to his liking, but some still call him “Bohemia’s Nobel”. His name is Stanislav Breber, 85 years old.

As a boy he wanted to study philosophy, then chose chemistry. He is the inventor of Semtex, an explosive which, just the sound of it, is sufficient to bring to mind its sinister fame, which has made it notorious around the world. Developed in 1950, for military reasons and civil applications in the construction and mining industry, Semtex is known, first of all, for its use by diverse worldwide terrorist organizations in the 1970s and 1980s.

Nowadays, Brebera is a modest pensioner in Pardubice but in the past, his life was spent among stills and ampoules, in secret, military protected laboratories. A certain restraint which he continues to maintain, although

Il prodotto sviluppato da Brebera era molto simile agli altri esplosivi pla‑ stici all’epoca già disponibili, special‑ mente il C-4, in quanto era facilmente modellabile, ma, a differenza degli altri, era utilizzabile in un campo di temperature più vasto, poiché rima‑ neva plastico tra i -40 e i +60 °C. When he invented Semtex in the 1950s, Brebera used to work as a chemist at the then Vchz Synthesia company (a state company which is now called dnes Explosia). It was in fact the army at the time - in the Czechoslovakia that had already been fully incorporated into the

Soviet system and was fully involved in the cold war – to commission the creation of an explosive with specific characteristics of efficiency.

The product developed by Brebera was very similar to other plastic explosives which were available at the time, in particular the C-4, in that it was an easily moldable substance, but unlike the others, it could be used with a wider range of temperatures, as it remained plastic between -40 and +60 °C. Brebera al Semtex ci arrivò grazie a un composto di Rdx e Pentrite, con aggiunta di leganti e stabilizzanti (gomma, olio di paraffina), come si legge sui testi specialistici.

Al nuovo esplosivo il nome gli venne dato da Semtín, il sobborgo di Par‑ dubice, dove si trovava il laboratorio di Brebera, con l’aggiunta di “Ex”, da Explosia. Quando iniziò la produzione in serie era il 1964 e l’inventore per il brevetto ricevette un premio di 15 mila corone.

Esemplare su tutti il caso del volo Pan Am 103, da Londra-Heathrow verso il John F. Kennedy di New York. Era il 21 dicembre 1988 quando il Boeing 747-121 esplose in volo sopra la cit‑ tadina di Lockerbie, in Scozia. Nel disastro aereo morirono 270 persone.

Le indagini permisero di addebitare al Semtex (312 grammi di plastico, conficcato all’interno di un registra‑ tore a cassette Toshiba) quel disastro.

Appena un anno più tardi, dopo la ca‑ duta del regime comunista, il nuovo presidente, Václav Havel, rivelò che la Cecoslovacchia durante gli anni del regime aveva esportato 900 tonnella‑ te di Semtex nella Libia del colonnello Muammar Gheddafi.

Fra le singolarità di questo personag‑ gio è curioso apprendere oggi che da ragazzo, dopo il ginnasio, quando si trovò a scegliere fra la chimica e gli studi filosofici, fu sul punto di optare per la seconda strada. Il suo legame con la cultura umanistica è ripreso ultimamente, durante gli anni della

pensione, con un debole in partico‑ lare per i poeti francesi e i romanzi storici. Una passione che coltiva in un appartamento invaso dai libri.

A member of the communist party since 1945, Brebera was then expelled from the Komunistická strana Československa after 1968, for having sympathized with the changes of the Prague Spring and, particularly for having criticized the Soviet invasion.

His existence since then was not without difficulties. In the factory of Pardubice, in which he had always worked, he was forbidden to enter the most reserved laboratories. His sons had innumerable problems in being admitted to university.

Among the peculiarities of this character, it is curious to get to know today that, when he was a boy, just after grammar school, when he was supposed to choose between chemistry and philosophical studies, he was on the point of choosing the second option. His interest in humanities has recently been taken up again during his retirement period, with a particular penchant for French poets and historical novels. A passion that he has cultivated in his apartment building, filled with books.
