บทนำ� สถาบันส่งเสริมศิลปหัตถกรรมไทย (องค์การมหาชน) หรือ สศท. ได้ ดำ�เนินจัดโครงการพัฒนารูปแบบผลิตภัณฑ์เพือ่ ตลาดสากล (SACIT Universal Craft Market) เพือ่ เปิดโอกาสให้ผมู้ คี วามสามารถทางด้านการออกแบบงานศิลป หัตถกรรมได้นำ�เสนอแนวคิดในการสร้างสรรค์ผลงานและนำ�ไปต่อยอดการค้าทั้ง ภายในประเทศและให้เกิดการยกระดับมาตรฐานของผลิตภัณฑ์ศลิ ปหัตถกรรมไทย ในระดับสากล โดยการทำ�งานร่วมกันระหว่าง “ผูผ้ ลิตงานศิลปหัตถกรรม” ได้แก่ กลุม่ สมาชิก สศท. ครูศลิ ป์ของแผ่นดิน ครูชา่ งศิลปหัตถกรรม ทายาทช่างศิลป หัตกรรม ช่างฝีมอื ชุมชนหัตถกรรม ผูป้ ระกอบการทัว่ ไป รวมไปถึงนักออกแบบ ด้วยการนี้ สศท.จึงได้จดั ทำ�องค์ความรูท้ เ่ี กีย่ วข้องกับงานศิลปหัตถกรรม ไทย เพือ่ สำ�รวจ รวบรวม และจัดเก็บข้อมูลทีเ่ กีย่ วข้องกับงานศิลปหัตถกรรมไทยที่ สามารถนำ�ไปใช้ตอ่ ยอดการค้าทัง้ ภายในประเทศ และการส่งออกในระดับสากลได้ อย่างถูกต้อง โดยเป็นประโยชน์นต่อกลุม่ เป้าหมายผูผ้ ลิตงานศิลปหัตถกรรม กลุม่ นักออกแบบ กลุม่ พันธมิตรทีเ่ ป็นเครือข่ายพันธมิตรขององค์กรทีเ่ กีย่ วข้องตลอดจน สถาบันการศึกษา

Preface SACIT or The Sustainable Arts and Crafts Institute of Thailand (Public Organization) has organized a project to develop product formats for the international market (SACIT Universal Craft Market) to provide an opportunity for those with talent in arts and crafts design to present their ideas for creating works. and be used to expand trade both within the country and raise the standard of Thai handicraft products at the international level. การส่งออกสินค้า (Exporting goods) การส่งออกสินค้า คือ การจัดส่งสินค้าและบริการจากต้นทางสู่ ปลายทางในทางบก ทางน้ำ�หรือทางอากาศ โดยผู้ส่งสินค้าหรือบริการออก เรียกว่า ผู้ส่งออก ส่วนในทางการค้าระหว่างประเทศการส่งออกหมายถึง การ ขายสินค้าและบริการในประเทศไปสู่ตลาดอื่น (ตลาดสากล) ในการส่งออก และนำ�เข้าซึ่งสินค้าจะต้องมีหน่วยงานที่ต้องเกี่ยวข้องด้วยคือ กรมศุลกากร แม้ว่าจะเป็นการนำ�เข้า หรือส่งออกผ่านทางระบบอินเทอร์เน็ตเองก็จำ�เป็น ต้องเกี่ยวข้องกับกรมศุลกากรด้วย และที่สำ�คัญต้องอยู่ภายใต้กฎหมายการนำ� เข้าและส่งออกของประเทศนั้น ๆ

Export is the delivery of goods and services from origin to destination by land. by water or air, the person who sends out goods or services is called the exporter. In international trade, Export means Selling goods and services within the country to other markets (international markets). In exporting and importing goods, there must be an agency that must be involved, namely the Customs Department, even if it is an import. or exporting via the internet itself also needs to be related to the Customs Department.

And most importantly, it must be subject to the import and export laws of that country.

โดยสถาบันส่งเสริมศิลปหัตถกรรมไทย (องค์การมหาชน) หรือ สศท. ได้แบ่งหมวดหมู่ผลิตภัณฑ์หัตถกรรม ตามลักษณะของวัสดุ และ เทคนิคการทำ� ทั้งสิ้น 9 ชนิดด้วยกัน 1. เครื่องไม้ 2. เครื่องจักสาน 3.เครื่อง ดิน 4.เครื่องทอ (เครื่องผ้า) 5.เครื่องรัก 6.เครื่องโลหะ 7.เครื่องหนัง 8.เครื่อง กระดาษ และ 9.เครื่องหิน หากประเภทงานที่ไม่สามารถจัดอยู่ในประเภทใดๆ ใน 9 เครื่อง ได้อย่างชัดเจน ให้จัดอยู่ในประเภทเครื่องอื่นๆ

ดั ง นั้ น การศึ ก ษาในเรื่ อ งของข้ อ กำ � หนดการส่ ง ออกข้ อ มู ล ที่ เกี่ยวข้องกับวัตถุดิบ วัสดุ และสิ่งต้องห้ามส่งออกในระดับสากล ข้อมูลที่ เกี่ยวข้องกับคุณภาพทั่วไปที่เกี่ยวข้องกับคุณสมบัติตามธรรมชาติของสินค้า ที่เป็นเป้าหมายตามความต้องการในตลาดสากล รวมถึงข้อมูลที่เกี่ยวข้องกับ การตรวจสอบมาตรฐานสินค้าต่างๆ จึงเป็นสิ่งสำ�คัญ ที่ผู้ส่งออกควรศึกษา

According to the nature of the material and techniques for making a total of 9 types 1. Wooden utensils 2. Basketry 3. Clay utensils 4.

Woven utensils (cloth utensils) 5. lacquer ware 6. Metal utensils 7.

Leather 8. Paper utensils and 9. Stoneware. If handicraft products are not clearly classified in any of the 9 types, to be classified in other types.

กรมส่งเสริมการค้าระหว่างประเทศ ได้จัดหมวดหมู่ ผลิตภัณฑ์สำ�หรับการ Department of International Trade Promotion Categorized ส่งออกแบ่งออกเป็น 27 หมวดสินค้า ซึ่งตรงกับหมวดหมู่สำ�หรับผลิตภัณฑ์ Products for export are divided into 27 product categories, which correspond to 7 categories for handicraft products, หัตถกรรม จำ�นวน 7 หมวดหมู่ดังจะแสดงตารางเปรียบเทียบดังนี้

สินค้าห้ามส่งออก และ ของต้องห้ามนำ�เข้า-ส่งออก ของต้องห้าม หมายถึง ของที่มีกฎหมายกำ�หนดห้ามนำ�เข้ามาหรือ ส่งออกไปนอกราชอาณาจักรโดยเด็ดขาด และในบางกรณีห้ามการส่งผ่าน ด้วย ผู้ใดนำ�สินค้าต้องห้ามห้ามเข้ามาหรือส่งออกไปนอกราชอาณาจักรจะมี ความผิดตองรับโทษตามกฎหมายที่เกี่ยวข้องและเป็นความผิดตามมาตรา 27 และ 27 ทวิของกฎหมายศุลกากรด้วย ตัวอยํางสินค้าต้องห้ามในการนำ�เข้าส่งออก มีดังนี้ - วัตถุลามก การนำ�เข้าและส่งออกวัตถุลามก ไม่ว่าจะอยู่ในรูปแบบหนังสือ ภาพเขียน ภาพพิมพ์ ภาพระบายสี สิ่งที่พิมพ์ขึ้น รูปภาพ ภาพโฆษณา เครื่องหมาย รูปถ่าย และภาพยนตร์ลามกหรือวัตถุลามกอื่น ๆ - สินค้าที่มีตราหรือลวดลายเป็นรูปธงชาติ - ยาเสพติดให้โทษ - เงินตรา พันธบัตร ใบสำ�คัญรับดอกเบี้ยพันธบัตรอันเป็นของปลอมหรือ แปลงเหรียญ กษาปณ์ที่ทำ�ให้น้ำ�หนักลดลงโดยทุจริต ดวงตราแผ่นดิน รอย ตราแผ่นดินหรือพระปรมาภิไธย ดวงตราหรือรอยตราของทางราชการอันเป็น ของปลอม - สินค้าละเมิดลิขสิทธิ์ เช่น แถบบันทึกเสียง (เทปเพลง) แผ่นบันทึกเสียง (คอมแพคดิสก์) แถบบันทึกภาพ (วีดีโอเทป) โปรแกรม คอมพิวเตอร์ หนังสือ หรือสินค้าอื่นใดที่ทำ�ซ้ำ�หรือดัดแปลงงานอันมีลิขสิทธิ์ของผู้อื่น - สินค้าปลอมแปลงหรือเลียนแบบเครื่องหมายการค้า

Prohibited goods means goods that are strictly forbidden by law to be imported or exported out of the Kingdom. and in some cases transmission is also prohibited.
