CIO | Tri-State Memorial Hospital
Debra Carpenter, Ph.D., is widely recognized for her outstanding leadership in information technology and healthcare. With a career spanning over 30 years, Debra’s journey is one of commitment, dedication, and excellence. Serving as the Chief Information Officer at TriState Health, Debra is a highly accomplished Certified Patient Safety Professional with a Six Sigma Black Belt certification.
The Path to Excellence
Debra’s remarkable journey began with the Blue Cross/Blue Shield plan, where she started as a computer programmer and took on various roles within the organization, including project manager, Oracle database administrator, and data architect. She then moved to a 145-bed hospital as an IT pharmacy analyst and was quickly promoted to manager and then director positions. During that time, Debra also earned a Masters Degree in Organizational Leadership from Gonzaga University and later achieved a PhD in Leadership from the University of the Cumberlands. With the rise of data analytics and artificial intelligence, Debra pursued a second Master's in data analytics. After 15 years of service at St. Joseph Regional Medical Center, Debra transitioned to a role as Healthcare Risk Consulting Manager for Crowe Healthcare Risk Consulting. Following a year with the consulting firm, Debra was offered the opportunity to become the Chief Information Officer at TriState Health, a position she has held since March 2022.
The Key Inspiration Behind Joining TriState Health
Debra was inspired to join TriState Health because of its reputation as a highly respected organization.
The company focuses on quality and improved patient outcomes, with patient safety at the core of everything they do. Additionally, the team is committed to keeping care local by employing several specialists and collaborating with other local entities to provide necessary care. The culture feels like a family, and Debra is proud to be a part of TriState Health.
Debra believes leading in the dynamic field of healthcare IT, especially when integrating new technologies, requires a multifaceted approach. The first step is to set a clear vision for technology integration that aligns with the overall goals of the healthcare organization. Developing a strategic plan that includes short-term and long-term goals and celebrating the achievement of each of those goals is crucial. Equally important is preparing staff and stakeholders for the changes ahead.. A strong change management plan should be implemented to help staff adapt to new technologies, incorporating training programs and support systems. Addressing resistance by highlighting the benefits and providing continuous support is important. Encouraging a culture of innovation where team members feel empowered to suggest and experiment with new ideas is also vital.
In August 2019, Debra was diagnosed with breast cancer and underwent several surgeries and five weeks of radiation treatment. One of the most significant surgeries was in February 2021. While she was on medical leave, the CEO of the hospital where she was working eliminated her position. This left her sick, recovering from surgery, and
unemployed. Feeling completely defeated, Debra did not know what her next step would be. However, she was hired by Crowe Healthcare Risk Consulting, which allowed her to work from home, a blessing since she still had 3 more surgeries coming. After a year with Crowe, Debra was hired as the CIO for TriState Health!
Protecting patient data from breaches and ensuring compliance with regulations like HIPAA is a major challenge today. Under Debra’s leadership, TriState Health is working to address this issue by implementing advanced encryption methods, regular security audits, and comprehensive staff training on data privacy protocols.
IT Solutions at TriState Health: The Remarkable Impact
At TriState Health, the team is dedicated to providing user-friendly patient portals and mobile capabilities that are convenient and efficient for patients, thereby enhancing patient engagement and satisfaction. TriState Health is committed to staying at the forefront of technological advancements by investing in continuous education and training for its staff. This ensures the team is always updated on the latest trends and best practices. They encourage participation in conferences, workshops, and certification programs for professional development. Strategic partnerships are formed with leading technology companies to gain early access to innovations and pilot cutting-edge solutions. Pilot programs are run to test new technologies in controlled environments before full-scale implementation. Technologies are implemented in phases, allowing for continuous feedback and improvement. TriState Health invests in scalable IT infrastructure that can easily
accommodate new technologies and handle increased data loads.
Harnessing Technology to Enhance Community Health
Under Debra’s leadership, TriState Health leverages technology to improve community health and engagement through various initiatives. They provide telehealth services, offering remote consultations to make healthcare more accessible locally. Patients can schedule virtual appointments, reducing the need for travel out of the area. TriState Health conducts regular Community Health Needs Assessments (CHNA) to identify the health needs of the community and tailor services accordingly. Based on CHNA findings, they develop and execute strategic plans to address specific health challenges in the community. They also offer user-friendly patient portals and mobile solutions that enable patients to access their medical records, schedule appointments, and communicate with healthcare providers. One major trend is the integration of AI and machine learning to enhance diagnostic accuracy, predict patient outcomes, and streamline administrative tasks. TriState Health is actively researching AI-driven diagnostic tools and integrating machine learning algorithms to help improve clinical decision-making and operational efficiency.
The increasing recognition of behavioral health's importance is also shaping community healthcare, leading to more integrated behavioral health services within primary care. TriState Health has integrated behavioral health services into its family practice offerings to ensure patients receive comprehensive care addressing both physical and behavioral health needs.
The Significance of Technology in Healthcare
Artificial Intelligence (AI) and Machine Learning
will enhance diagnostics by improving accuracy through the analysis of medical images, patient data, and genetic information. Interoperability and data integration will also see significant improvements, ensuring seamless data exchange between different healthcare systems. This will enhance care coordination and reduce unnecessary tests and procedures. Advances in genomics and precision medicine will result in more personalized treatment plans based on individual genetic profiles, improving therapy effectiveness and reducing side effects. Additionally, virtual and augmented reality (VR/AR) will revolutionize medical training by providing immersive, hands-on experiences for healthcare professionals.
At TriState, a key focus area is Health Information Technology (HIT). The team is working on implementing interoperable health information systems to facilitate seamless data exchange between different healthcare providers. In addition, they are developing user-friendly patient portals that allow individuals to access their medical records, schedule appointments, and communicate with healthcare providers. The initiatives also involve establishing local partnerships with organizations, schools, and businesses to promote health initiatives and expand the reach of healthcare services.

Jonathan’s Victorious Journey – From the Beginning
The visionary leader commenced his professional career in the early 2000’s and worked for a few firms that built networks, servers, workstations, and communications hardware. Subsequently, he moved and worked for a data recovery group. In this position, he was creating infrastructure for the data recovery platform, including servers and customizations in BIOS, DOS, and Linux
storage to create a virtual storage array for recovering data. From 2005 to 2015, he was actively working freelance in cyber security, telecom, life and safety, and consulting for IT vendors in the market.
2015 he was brought on as the CIO for GDS Telecom in order to expand GDS Telecom’s footprint from a two-person operation and be a consultant for them. The next year, he obtained his unrestricted low-voltage license from Georgia. Jonathan was instrumental in growing the workforce and keeping the business running during COVID. They also began offering the clients vCIO services. In 2023, they restructured to best service their customers and became GDS Technology, and at that time, he became the managing partner. In 2021 he stepped back into volunteering in the BSA Scouting program. Jonathan is an assistant scoutmaster, merit badge counselor, and Eagle Scout mentor, and he loves to teach and provide service back to the local community.

Jonathan’s Distinctive Approach: Sustaining Adaptability and Resilience
These are the primary strategies that the magnificent man follows:
● Partnering with vendors and other like-minded groups
● Working in peer groups to expand our knowledge.
● Constantly learning as well as providing training
● Providing lab setup with mock situations to better equip our team.
● Attending cyber conferences to collaborate with other groups.
There has been a big push for more ZeroTrust and VDI in the cloud. We are seeing a push for more converged technologies and systems onto the network, this causes potential for ever-growing security threats and mitigation. Further, the cyber security industry is becoming more complex, and more and more MSPs are merging as the market shifts and compliance becomes tighter.
Running a company is a roller coaster ride, full of ups and downs. And GDS Technology is not an exception here. Finding ways to show potential customers and clients how they can assist them in navigating the industry's changes is one of the main issues Jonathan has to deal with.
Another significant issue for GDS has been growing its reputation in the market while navigating its ups and downs. The company strives to figure out how to continue establishing its name in the industry.
Recognizing the strength and value each team member brings to shape GDS’s solid presence in the marketplace, they have embraced a hybrid environment since the beginning of the company. The open culture where hierarchy only serves organizational structure encourages the staff to take breaks, develop their own unique ideas, and discuss their challenges.
The top managers ensure that there are sufficient resources available for them to experiment with various systems and promote cross-training among staff members.
Every two weeks, they offer training so that the employees can share what they have learned and are encouraged to teach their peers and create questions for further learning and development.
Jonathan believes that service is their primary drive. They would like to assist a client in learning how something operates or in doing something more effectively.
They go the extra mile to help the customer, even if it's not a system they have installed. The team performs research on the clients systems and needs and creates custom documentation to help facilitate the client working better with their technological needs.
● Many of the values and direction of the company are things Jonathan learned in the Boy Scout Program.
● He earned his Eagle Scout rank in 2001.
● He traveled to Japan during the summer of 2001 as part of the international scouting program offered to Eagle Scouts, teaching at Yamanaka Scout camp, and climbed Mt. Fuji.
