FAIRER BUS NETWORKS, FROM LIVERPOOL TO BUSAN Podaris, a UK start-up whose collaborative planning platform helps cities from Auckland to Liverpool design and analyse their multimodal transport networks, is here to show what happens when that platform meets a Korean partnership two years in the making. KUDATA (Korea-UK Digital Twin Approach for Transport Analysis) is a bilateral project funded by Innovate UK and KAIA. Working with Sundosoft, Pusan National University, Busan Techno Park and Busan Metropolitan City, alongside the University of Liverpool and Liverpool City Region Combined Authority, Podaris has built a digital twin that it states does something existing tools don’t: it generates and evaluates bus network designs that balance operational efficiency with fairer access to jobs, education and essential services. The timing matters. UK combined authorities are bringing buses back under public control, and the network reviews that follow are once-in-a-generation decisions. Liverpool City Region planners have supported the prototype’s development, and Transport for West Midlands, host of the 2027 ITS World Congress in Birmingham, sits on the company’s advisory board. Podaris learnt a great deal from Korea: Busan’s data-rich environment pushed the company to think harder about what a twin can do, and the Congress is the right place to bring that work back. It’s where a bilateral project meets a global audience, which is exactly what a tool built for cities globally needs. The company is inviting delegates to visit it here in Gangneung to see the digital twin, talk to the team about their city, and find out what’s next for Birmingham 2027. Your at-a-glance guide to today’s conference sessions The primary function of the ITS World Congress is to unite professionals from the mobility, technology and policy sectors to discuss and showcase advancements in smart mobility. Here the Daily News provides a brief summary of a small selection of presentations happening today… In a Connected World, transport modes, people, and physical and digital infrastructures are seamlessly interconnected, creating a hyper-connected mobility ecosystem focused on human-centred values. This Plenary Session, Connected World: Designing Human-Centred and Inclusive Mobility for All (09:00-10:30, Convention Hall) explores how advanced ITS and connectivity can enable inclusive mobility, ensuring accessibility, safety, and equitable participation for all, especially the elderly, people with disabilities, and the digitally underserved. It examines how real-time data, interoperable platforms, and user-informed design, supported by strategic policy and governance, can dismantle barriers and create fair, inclusive transportation where no user is left behind. V2V and V2I communications have been discussed for over two decades, though deployment has varied. Recently, momentum has accelerated globally. In The Journey to Direct V2X Deployment: International Perspectives from Diverse Stakeholders (11:00-12:30, Room 104) an expert panel will review progress across Europe, North America, China, India, and Korea, highlighting impediments, accelerators, and lessons for global implementation, and will predict what comes next. C-ITS has moved from research to large deployments, with millions of vehicles equipped and mature standards. Yet many jurisdictions still report limited everyday

benefits, remaining focused on trials and roadmaps. From Pilots to Practice: Realising Everyday Benefits from C-ITS at Scale (11:0012:30, Room 109) explores why scaling C-ITS into routine, measurable value proves difficult, drawing on Australia, Europe, the US and Korea to examine governance, operational and business factors, and what must change for meaningful scale or reassessment. Road Safety Across Regions: Worldwide Data-Driven Approaches (11:00-12:30, Room 108) brings together European, Asian, and North American perspectives on scalable, data-driven solutions — AI safety prediction, connected vehicles, and human-centric design — showing how cross-regional collaboration, harmonised standards, and real-time data can reduce road trauma and build safer, inclusive mobility. Despite years of ambition, seamless mobility integration remains elusive. From interoperability to integration through ITS standards? (14:00-15:30, Room 106) confronts the gap between vision and reality, examining structural barriers — legacy systems, fragmented standards, incompatible data models — and asking whether cross-border C-ITS, V2X, tolling, and mobility data spaces are reaching implementation scale, or simply adding complexity. Advancing Automated Public Transit around the World (14:00-15:30, Room 103) will feature international experts and decisionmakers who will provide updates and exchange perspectives pertaining to the application of automated vehicles (such as automated shuttles) for public transit. As fuel tax revenues decline, Road User Charging and MBUF are vital for sustainable infrastructure funding. The new Asia-Pacific

RUC Alliance highlights regional commitment, yet global adoption faces policy, technical, and social hurdles. The Executive Session A New Paradigm for ITS: Driven by the Infrastructure Needs of RUC (Road User Charge) (16:00-17:30, Room 106) explores these challenges with experts from AsiaPacific, Europe, and the Americas. In Titans: Canadian Innovation Defining the Future of Smart Mobility (16:00-17:30, Room 103), delegates can learn about Project Titans, a smart mobility collaboration using immersive simulation, multimodal data, and a living digital twin. Co-developed with Montréal and partners worldwide, it helps cities test scenarios, build capacity, and support decisions. Cities including Toronto and Halifax collaborate, with Rotterdam, Finland, and Jordan joining. In Japan, 60% of traffic accidents occur at or near intersections. Cooperative systems such as V2I and V2X offer promising prevention measures, providing crucial information to vehicles and supporting automated driving. Enhancing Intersection Safety (16:0017:30, Room 109) examines Japanese research alongside global initiatives, exploring technical and policy challenges from diverse perspectives. ITS standards exist across all domains, yet coordination still relies on manual workarounds. The problem isn’t the standards—it’s the disconnect between slow consensus cycles and commercial delivery. Mind the Gap: Why ITS Standards Struggle to Reach Deployment and What Practitioners Are Doing About It (16:0017:30, Room 108) explores how open APIs, living specifications, and conformance testing could close the standards-todeployment gap.

Interview
‘Asia Pacific is probably the most diverse ITS region in the world’ Silje Troseth of Q-Free talks about tolling, technology and Olympics transport. Asia Pacific (APAC) is a vast, dynamic marketplace for intelligent transportation technology, much of which is being showcased in Gangneung this week. “Asia Pacific is probably the most diverse ITS region in the world,” says Silje Troseth, Vice President of APAC for Q-Free. While there are common transportation needs between countries, the pace and type of response to these needs differ. Countries are also at various stages of development. “We have some very mature markets like South Korea, Australia, Singapore and Japan, operating probably some of the most advanced transport systems that we see in terms of connectivity and smart intersections,” Troseth explains. “Then there are other markets that are really still building the foundational infrastructure that is needed for ITS deployment. So, when you look at the region as a whole, there is no one-size-fitsall approach[TT1.1]. You see a lot of the same sorts of issues around congestion, urbanisation and road safety, but the technology and policy responses vary significantly.” These differences create opportunity for ITS providers in APAC countries, she suggests. “In some emerging markets, there is an opportunity to leapfrog legacy systems and adopt digital, data-driven approaches from the outset.” Tolling is a case in point. While many markets have embraced all-electric tolling (AET), others are at the point of moving from manual to automated. The increasing adoption of electric vehicles and the
Silje Troseth, Vice President of APAC, Q-Free
decline in fuel tax revenue have pushed road pricing up the political agenda across the Asia-Pacific region. “The technology largely exists but the challenge is developing policies that are fair, transparent and also trusted by communities,” Troseth points out. Tolling is seamless between states on Australia’s eastern seaboard, but you don’t have that interoperability everywhere in APAC. Thailand, for example, currently operates a mix of manual toll collection and electronic toll collection (ETC). “This is not multi-lane free-flow as we know it from Australia - but it is single-lane freeflow,” Troseth explains. “So, it’s a stepping stone to having more electronic tolling, and it’s probably a bit of a learning curve or education for authorities - and also for motorists as well - in using these systems. Because we have manual toll systems side by side with electronic gates in Thailand, we can see that going through a singlelane free-flow system takes three seconds, whereas going through a manual toll booth can be four minutes. When you add that up to having six million cars travelling on the expressway daily, this could be a huge saving in productivity, emissions, and people’s time.” It is a step-by-step approach: “People embrace these technologies when they see a real benefit in their daily lives. If we can reduce the time spent waiting in traffic and give people more time to spend with their families, that’s a win for everyone.”[ST2.1] At the ITS World Congress, Troseth has been enjoying experiencing firsthand
the connectivity that South Korea has built. Gangneung is also an Olympic city, having hosted several events in the 2018 Winter Games. “There’s a lot to learn from that, and particularly for Australia as it prepares to host the 2032 Olympic and Paralympic Games in Brisbane. Major international events place enormous pressure on transport networks, and their success depends on strong planning, connectivity and the ability to move large numbers of people safely and efficiently,” says Troseth. Getting transportation right is important, not least because the Games can create significant economic, tourism and legacy benefits for host regions. “Absolutely. Major events like the Olympic Games place transport systems under intense pressure, but they can also accelerate innovation and investment,” insists Troseth, who is also president of ITS Australia and deputy chair of Transport Australia. “Hosting a world-class event requires a transport system that is ready to perform on a global stage. ITS has a critical role to play in delivering a safe, efficient and seamless experience for athletes, officials, residents and visitors. One of the great opportunities for Brisbane 2032 is to learn from the experiences of other host cities and apply those lessons locally.” Gangneung’s “Transport Olympics” this week might offer some valuable pointers on how that’s done. www.itswclive.com
