AMERICAN DREAM Ettifos is highlighting how it has just turned its US expansion into action, with its first major US deployment now underway in Arizona. Following the establishment of its US base and achieving Build America, Buy America (BABA) compliance for its V2X-AIR solution, Ettifos was selected to support the Maricopa County Department of Transportation Connected Vehicle Acceleration Zone (CVAZ) project.
The selection marks an important milestone for the Korean V2X specialist, demonstrating that its technology can compete and deliver in the demanding US market. Backed by a $20 million USDoT cooperative agreement, CVAZ is designed to accelerate real-world V2X deployment across Maricopa County, with plans for up to 650 roadside units and approximately 400 on-board units. Ettifos is contributing its
V2X-AIR OBU, providing C-V2X connectivity to vehicles in a compact form factor. Its BABAcompliant design and practical approach to vehicle connectivity made it a strong fit for the project’s large-scale deployment requirements. The project is supporting applications including emergency vehicle pre-emption, vulnerable road user safety, transit signal priority and freight signal priority — bringing V2X safety and
efficiency benefits directly to the roads of Maricopa County. For Ettifos, CVAZ is more than a major project win. It is the first significant demonstration of the company’s US strategy in action. As visitors to the booth will learn, Ettifos is taking another step towards its goal of making V2X more practical, scalable and accessible — in the US and beyond. Booth S2 www.ettifos.com

ITS World Congress
The Inpungnyu drummers at the Opening Ceremony
BANGING THE DRUM FOR ITS IN GANGNEUNG “The human connection remains one of the biggest benefits of gathering in person,” said Akio Yamamoto, secretary general of co-organiser ITS Asia-Pacific, at the spectacular Opening Ceremony of the 2026 ITS World Congress. While host city Gangneung is one of the smallest to hold the ITS World Congress, it has sensibly leveraged its legacy of co-hosting the 2018 Winter Olympics, and Yamamoto hoped it would lead to “more mid-size cities around the world to become part of the ITS ecosystem”. There will be a great deal of technology on show during the week, but he warned: “Technology is not our ultimate goal. The true value of ITS is in how it improves people’s lives.” Safety and sustainability are

crucial. And with a changing climate, infrastructure resilience has also come to the fore, not least in the Asia-Pacific region as it faces extreme weather events. “How can ITS help people prepare for, and recover from, crises like these?” Yamamoto asked. Joost Vantomme, CEO of Ertico – ITS Europe, also emphasised the importance of human relationships in the ITS industry: “This is festival of ideas, but also of connection.” Intelligent transportation is about one type of connection - data, AI, the cloud, Vehicle to Everything, Vehicle to Infrastructure – but also “it’s about ‘Vehicle to People’,” he insisted. “Global partnership, global friendship, it’s a win-win. We have the same issues, the same problems – but also the same

solutions. Let’s go home with new ideas and get it done!” The emphasis must be on “connecting innovations to outcomes which improve people’s daily lives”, says Laura Chace, president and CEO of ITS America. “It’s not about one simple technology but the convergence of many technologies.” This will create a global transportation system that will “see more, understand more, anticipate more and respond faster”. The Opening Ceremony also celebrated one of the most enduring and important traditions of ITS World Congresses - the annual inductees into the ITS Hall of Fame. This year, the three ITS experts to receive this honour are: from Asia-Pacific, John Gaffney; from EMEA, professor Phil Blythe; and from the Americas, Steve Dellenback.

Today’s schedule
Where to go? What to see? Let us help… The primary function of the ITS World Congress is to unite professionals from the mobility, technology and policy sectors to discuss and showcase advancements in smart mobility. Here the Daily News provides a brief summary of a small selection of presentations happening today… Artificial intelligence is becoming foundational infrastructure for orchestrating interconnected networks through highperformance computing, Generative AI and Physical AI. Today’s plenary session Beyond Mobility: AI-driven ITS toward a Safe and Sustainable Future (09:00–10:30, Convention Hall) presents a vision for a resilient ecosystem prioritising people over vehicles, ensuring safety while advancing environmental and social sustainability. Connected and automated mobility remains limited to small-scale pilots and proprietary platforms lacking interoperability. The Executive Session From Pilots to Platforms: Scaling Nationwide Connected & Automated Mobility in the 5G/6G Era (11:00–12:30, Room 106) examines how agencies can scale deployments into nationwide infrastructures across Europe, North America and Asia, covering national architectures, standardisation, real-time data platforms, AI for predictive traffic management, and securing V2X links against cyber and physical threats. 5G is central to our connected world, offering enhanced mobile broadband, ultra-reliable low latency and massive IoT. 5G Enabling

“Beyond Mobility, Connected World” (11:00–12:30, Room 102) explores the latest 5G developments in ITS and how stakeholders plan to benefit from them. AI systems in CCAM, particularly those using ML and DL, let vehicles interpret complex environments via camera, lidar and radar data — understanding position, speed and predicted behaviours of road users and VRUs. This also underpins Digital Twins trained on millions of scenarios for reliable detection, path planning and control. In AI for Reliable Perception, Decision-making and Control in CCAM (11:00–12:30, Room 109) EU-funded project representatives discuss failures, achievements and best practices, seeking interoperable solutions. UNECE WP.29 established the first harmonised regulatory framework for vehicle cybersecurity through UN Regulations No. 155 (CSMS) and No. 156 (SUMS). All 27 EU Member States are adopting these, and non-compliant vehicles face market exclusion. Automotive Cybersecurity: Global Issues, Standards, Trends and Challenges (11:00–12:30, Room 305) brings together industry, academia and research experts to examine technical countermeasures, regulatory interpretations and conformity-of-production considerations. Global collaboration across ICT, automotive and transportation has accelerated C-V2X deployment worldwide. Accelerating C-V2X Deployment to Enhance Road Safety (14:00–15:30, Room 104) summarises the latest advancements in connected vehicles,

automated mobility and cooperative interaction, outlining development paths and fostering industry consensus. While robotaxis dominate discourse, many transport authorities recognise automation’s greatest public value lies in shared services strengthening public transport — first/lastmile feeders, precinct and corridor services, and higher-capacity bus, BRT and trackless tram operations. Where Automated Vehicles Add Most Value: Public Transport and Shared Services (14:00–15:30, Room 107) examines where automated vehicles deliver tangible benefits such as ride comfort, safety, accessibility and network performance, exploring constraints, governance, standards and public acceptance. Safe and secure mobility is urgent, with strong potential to prevent accidents by detecting risks and informing road users. Challenges remain in technology, business feasibility and sustainable operations. Providing Safe and Secure Mobility (14:00–15:30, Room 109) introduces Japan’s “Development of Smart Mobility Platform” under SIP. Many countries adopt multilane free-flow tolling to improve safety and traffic flow. Success requires robust legislation, not just technology; without modernised legal frameworks, projects risk failure. Key Success Factors for Multilane Free-Flow Electronic Toll Collection Systems (16:00–17:30, Room 107) offers policymakers a roadmap for public trust.

Q-Free leads in fair infrastructure funding
Mark Talbot of Q-Free
As electric vehicles (EVs) continue to dominate the global car market, governments face a pressing challenge: how to sustain road funding that traditionally relies on fuel taxes.
In Norway, where Q-Free’s pioneering solution is being developed and piloted, EVs now represent more than 90% of new personal car sales, and the national fleet is nearly 30%
electric. With EVs being heavier than traditional vehicles and not consuming fuel, ensuring equitable and enforceable road infrastructure funding is critical.
Q-Free says its innovative concept for distance-based road user charging for personal vehicles offers a fair, scalable method for charging vehicle owners based on the miles driven. The singularity comes from its ease of use, simple installation, non-intrusive operation, focus on privacy, effective enforcement, several years battery life, and low cost. There is no need to connect anything in the vehicle or interact with a smartphone. With momentum building in Norway, the ITS World Congress provides an ideal platform to showcase the solution’s potential to the global ITS community. Q-Free is here to demonstrate how it is helping turn a bold concept into a practical tool for smarter, more sustainable mobility. Stop by the company’s booth to see firsthand how Q-Free is shaping the future of road user charging, ensuring that infrastructure funding evolves with the times and the growing electric vehicle market. Don’t miss out on learning how this ground-breaking technology is setting the stage for more equitable and sustainable road management worldwide. Stand P17 (European Pavilion) www.q-free.com

Big Data Meets Urban Mobility Planning with Sundosoft Sundosoft’s evidence-based transportation planning technology is powered by a big data-driven digital twin platform. As the company points out, urban transportation planning often involves fragmented datasets – such as public transport usage, mobility data, traffic flows, and geospatial information – making it difficult to gain a comprehensive view of current conditions or evaluate the potential effects of
policies in advance. Sundosoft’s platform integrates these diverse datasets within a digital twin environment. This enables users to intuitively visualise travel demand and mobility patterns, and to compare the impacts of transport policies, planning scenarios, and urban development. By bringing multiple sources of urban mobility data into a single environment, the platform helps transport planners move
beyond experience-based decisions or isolated statistics, supporting more objective, datadriven choices. The technology is being developed through a Korea– UK international collaborative research project. It is being applied and validated using real-world data from Busan and Liverpool – two cities with distinct urban environments. The project aims to go beyond conventional traffic monitoring
by providing a practical decisionsupport environment for urban and transport planning. At the ITS World Congress, Sundosoft is demonstrating digital twin-based transport analysis and scenario evaluation using real urban data. The company is presenting its vision for smarter, more sustainable urban mobility decision-making, driven by data.

Interview
Hojun Kim, CEO, Ettifos
V2X is a vehicle’s fourth sensor Ettifos CEO Hojun Kim tells the Daily News about deploying V2X at scale V2X is at the heart of Ettifos’ work. Why? V2X is where Ettifos began, and it remains at the core of our business. As a fabless modem company, we developed our own 5G-V2X technology, first through the SIRIUS softwaredefined platform in 2023 and then with our Ettifos SIRIUS Accelerator Chip (ESAC) in 2025. Our equipment is now deployed in eight countries outside Korea. We see V2X as a vehicle’s fourth sensor, complementing cameras, Lidar and radar. These onboard sensors have limitations, particularly around corners and beyond their line of sight. V2X enables vehicles to exchange information over much greater distances and in challenging weather conditions. It will take transportation beyond individual vehicle awareness towards cooperative driving, where vehicles and infrastructure work together to make roads safer and more efficient. What are the biggest challenges to making the V2X transition successful and commercially sustainable? There are three main challenges: long-term investment, a clear regulatory roadmap and supply-chain resilience. Roadside equipment typically remains in service for around 10 years, so infrastructure deployed today must be capable of supporting tomorrow’s services. Our software-defined modem supports both LTE-V2X and 5G-V2X, allowing operators to evolve their systems without replacing the underlying hardware.
The second challenge is building a sustainable business case. Pilot projects often rely on public funding, but longterm deployment requires services that deliver tangible, everyday value. Fleet applications, including shuttles, logistics and remote driving, offer a practical starting point, particularly where V2X connectivity can be provided without per-vehicle data fees. Regulation must evolve alongside deployment to enable these services. Finally, the industry needs a more resilient supply chain. V2X has historically depended on a limited number of chipset suppliers, which is one of the reasons we developed our own technology. How would you describe Korea’s progress in V2X? Korea has built a strong foundation in V2X technology, testing and infrastructure. The next priority is to translate that strength into large-scale deployment. Korea’s C-ITS infrastructure uses LTEV2X, while 5G-V2X has been demonstrated on testbeds in Pangyo, Sejong, Daegu and other locations since 2022. Working with KATECH, we have also demonstrated remote vehicle driving over 5G-V2X sidelink at approximately 50 km/h. These achievements show that the technology is moving beyond theory and towards practical application. The opportunity now is to establish a clear national deployment roadmap that connects these technical achievements with realworld services. With new requirements for real-time remote monitoring of driverless vehicles introduced by the Ministry of Land, Infrastructure and Transport (MOLIT) in July 2026, the need for reliable vehicle-toinfrastructure communication is becoming increasingly important.
Government leadership will be essential to turning these opportunities into action. Clear deployment priorities, coordinated investment and a predictable regulatory framework can help industry move from testbeds to operational systems. Korea should deploy proven Day 1 services now, using LTE-V2X and 5G-V2X supported software-upgradable infrastructure that is ready for Day 2 applications. What differences do you see between the Korean and US approaches to V2X deployment, and what can each market learn from the other? The biggest difference is how deployment decisions are made. Korea takes a more centralised, top-down approach, with national ministries setting direction and supporting research, development and testbeds. This creates opportunities for coordinated investment in advanced technologies such as 5G-V2X. In the US, federal funding plays an important role, but state and local agencies have greater influence over what gets deployed and how it is implemented. In Arizona’s Maricopa County, we are supplying our V2X-AIR onboard units, with opportunities to expand into other states. The US offers valuable lessons in translating funding and technology into deployments involving real vehicles and operational use cases. Korea, in turn, demonstrates the advantages of national coordination and a consistent technology direction. The ideal approach combines both strengths: national standards and strategic direction, supported by local ownership, practical implementation and clear realworld benefits.
