t's finally time to welcome everyone to the 27th ITS World Congress in Hamburg!

It has been a challenging journey, but we are ready to meet again to discuss the latest ITS developments. We have worked hard to ensure that this event takes place in a secure and safe environment. We are thrilled that it is time to showcase innovative mobility concepts and reveal how they can be brought to reality.

To celebrate 30 years of innovation, this ITS World Congress brings a piece of the future to current times and lets visitors experience what smarter, cleaner and

greener mobility looks like. We have drawn an impressive list of high-level speakers who will discuss the six key themes highlighted throughout the Congress: Automated and Connected driving, Mobility as a Service, Intelligent Infrastructure, Goods Journey from Ports to Customers, New Services from New Technologies and Solutions from Cities and Citizens.

The ITS World Congress always leaves an impressive legacy in the cities that host them. I have been involved in the ITS Congresses worldwide since 2000 in Turin, and I see that significant changes have happened within the ITS sector since then. From presenting ITS technologies to the focus on implementation and deployment of technologies to create new mobility services.

This is what the ITS World Congress in Hamburg is all about because the networks we are building today will continue to function in the future. We are very excited to see what Hamburg will achieve after hosting the ITS World Congress.

A multifunctional traffic management tool from Parifex Parifex, a leading solution provider in project management for speed enforcement and smart cities, is focusing on the company’s Nano-Cam, a multifunctional traffic management tool for all needs. The Nano-Cam sensor is an innovative detection tool designed to improve road safety and traffic counting. It can collect data and detect speed infringement in multiple situations.

Available with or without a camera, depending on a user’s needs, the Nano-Cam is a tailor-made traffic management solution. This cutting-edge sensor monitors the 360-Degree environment and gets simultaneously different traffic information such as speed, vehicle classification, tailgating, dimensions, direction, counting, and more. The urban version can detect infringements such as using a mobile phone while driving, no seat belt, running a red light or a stop sign and automatic number-plate recognition. Parifex points out that the Nano-Cam is a speed enforcement

system including a precise vehicle classification.

It provides highly accurate vehicle detection of speeding violations, even in busy, fast-paced roads, and simultaneous discrimination of multiple targets: speed measurement, vehicle tracking even when changing lanes, in all weather conditions.

Additionally, the Nano-Cam has been designed for smart mobility applications including vehicle counting, flow management (origin destination matrix), autonomous vehicles, risk detection (such as an obstacle or a vehicle), parking, lighting, and truck control. Connected to automated street lighting, the Nano-Cam allows control of lighting level depending on traffic or weather conditions.

The device can also be deployed in car parking facilities to automatically provide updated parking availability.

HAMBURG IS OPEN FOR MOBILITY BUSINESS Hamburg is open for mobility business, according to Peter Tschentscher, mayor of the city. “Since 2019, Hamburg has ranked as the smartest city in a nationwide digitalisation ranking,” he said. “I am proud to pronounce you are in the smartest city in Germany.”

There are around 90 active mobility projects, including digitally controlled and connected public transportation, autonomous cars and buses and unmanned drones transporting urgently needed medical supplies. Hamburg has long history of supporting scientific R&D and implementing innovation. “This is exactly what takes place in preparing for and holding an ITS conference.”

This ranges from smart traffic lights and controllers via parking solutions to the new Swarco MyCity software suite to manage urban traffic and environment with a single, device-independent control platform. Visitors can also learn how to design intersections in a more environmentally friendly way.

Apart from contributions to the conference programme and being part of EU-funded research projects, Swarco is offering demo drives on the 9km test track for automated and interconnected driving (TAVF) in the public urban traffic area

He was joined on the road by Jaap Vreeswijk (left) from Map Traffic Management for an epic two-wheel trip to highlight the importance of decarbonising transportation. He called upon Congress delegates to consider taking less-polluting modes, such as train, coach or car-sharing, if they could. “We need more transport professionals to be

more outspoken about transport decarbonisation and climate change, and to back that up with concrete big and small actions,” Jeftic says. "We have 100 months left until 2030."

Cycling to the ITS World Congress and back involves 150km cycling per day on an electric bicycle.

The e-bike is a 25 km/h assisted one, “so one still needs to cycle all the time!” Vreeswijk said: “It is remarkable that we are not way more frightened by climate change, which is already a much larger crisis. It is five to 12:00, rigorous action is needed.”

magine this: traffic lights that automatically adapt traffic flow to reduce emissions, operators who keep a watchful eye on traffic forecasts to proactively resolve congestion before it actually happens, and smart solutions for orchestrating all modes of mobility so that road users and passengers alike reach their destination safer, faster, and more sustainably.

Sound like a fantasy? Far from it.

Yunex Traffic has launched its Sitraffic Symphony intelligent traffic management platform

to help cities orchestrate urban mobility. By using data from many different sources, Yunex says Symphony can create a comprehensive view of current traffic conditions and provide insights to aid incident management, congestion management and environmental traffic management — both in and between cities.

Sitraffic Symphony can also make recommendations on how to divert traffic from an incident or reduce traffic in hot spots,

create fast lanes for priority transport, and even propose alternative modes of transport for road users.

What are MaaS lessons from Covid pandemic As the world, or at least parts of it, pull out of the Covid pandemic, lessons have been learned that will greatly shape Mobility as a Service globally, according to speakers at the MaaS/MoD Global Forum.

The past 24 months have shown in the US how MaaS has become critical in itself for assuring assess for everyone to critical healthcare, said Laura Chace, chief executive of ITS America. She told delegates that MaaS has shown how it can help the financial stability of families throughout the US by ensuring access to all modes of transportation in times of distress to get people to their jobs.

out that successful MaaS will come about only with constant collaboration between the public and private sectors. MaaS must be led by urban authorities which set policies.

This should be done in conjunction with the private sector to harness that sector’s innovation. Otherwise, the private sector will develop and implement systems that don’t benefit the great majority of users.

Safety concerns about MaaS have not simply focused on protection from physical accidents, said Meyseng Se Tchao, vice president of global sales for transport and mobility at Dekra. She said she has seen more concern about safety of the data that MaaS accrues.

A crash course about Mobileye data For more than 20 years Mobileye, an Intel company, has been producing camerabased advanced driver-assistance systems that help avoid collisions. Its technology, which works by using a camera to scan the road ahead, can be found on more 80 million vehicles and has been adopted by 27 leading vehicle manufacturers.

Now the technology can be used for far more than safety and AVs. The GDPRcompliant Mobileye data is of critical importance to cities, departments of transportation, road operators, utilities and other agencies and organisations.

Flir traffic systems just got a whole lot more intelligent F

lir Systems is here to highlight its latest innovations: the Flir ThermiCam AI* with thermal imaging and the Flir TrafiCam AI visible camera, both with artificial intelligence (AI) to optimise traffic flow on roadways and at intersections. When combined with the Flir Acyclica cloud platform, cities can apply the AI-camera data to predict traffic, prevent congestion and potential accidents, and create safer roads for drivers, cyclists, and pedestrians 24 hours a day.

“Flir traffic systems are currently installed in 75 countries, and with the addition of ThermiCam AI and TrafiCam AI, we now offer a fully integrated solution that enables traffic engineers and city planners to apply AI-based learnings to continuously optimise traffic flow,” said Rickard Lindvall, general manager, Solutions Business, Flir Systems.

The AI-enabled cameras help control traffic dynamically at the edge through real-time data

capture and processing, and provide input to traffic signal controllers at intersections, which improves traffic flow and safety in the moment.

With the ability to capture heat energy data through a thermal sensor within the ThermiCam AI, and a visible low-light, high-definition sensor within the TrafiCam AI, cities’ traffic signals have complete continuous monitoring, in all weather conditions and even through smoke for tunnel monitoring. The cameras are also Wi-Fi enabled for travel time calculations and other origin-destination applications.

In the future, the cameras can be retrofitted with 5G cellular antennas to support Vehicle to Everything (V2X) connectivity, which will further improve road safety. KISTLER WEIGHS IN WITH KITRAFFIC PLUS Heavy traffic can seriously strain infrastructure and compromise road safety, but measurement technology expert Kistler has created a comprehensive solution. The company is showcasing its modular KiTraffic Plus system that reliably detects overloaded trucks, flat tyres and registers vehicle dimensions - all without hindering traffic flow.

Appropriate measures can then be enforced to safeguard roads.

Weigh in Motion measurement chains form the basis for KiTraffic Plus. They consist of piezoelectric quartz sensors embedded in the road, measurement peripherals and corresponding software. If required, Kistler can also equip the system with supplementary

measurement technology from third-party suppliers, such as cameras for automatic licence plate recognition, measurement technology that records vehicle dimensions and systems for speed control.

Kistler says that KiTraffic Plus features a versatile software package that provides access to live data for pre-selection during traffic controls. It also records the status of the vehicle, including all measured parameters, overview image and indications of violations.

KiTraffic Plus has already been introduced at several locations in Switzerland for the preselection of overloaded vehicles.

Help for small- to medium-size companies that want to implement digitalisation is at hand, thanks to the German government programme Mittelstand-Digital. The initiative informs companies about digital technologies and methods, such as for evaluating or developing new business models.

raffic Data Systems (TDS) is focussing on Weigh in Motion (WIM) systems for enforcement and tolling applications. But more than that, the company is addressing the issue of device certification - in cases where customers opt for the wrong / improper certification, WIM systems will not be legal for enforcement and tolling.

As Florian Weiss, CEO of TDS points out, although there are several manufacturers of WIM systems, only very few fulfil the requirements of OIML R134. The problem, even within the EU, is that certifications of certain metrological institutes are not recognised by other metrological institutes.

Weiss states that there is no confusion with certification for TDS’ Weigh in Motion systems.

For instance, the TDS TMCS-IP / WIM-DSP 32 has been certified

by METAS in accordance with the requirements of OIML R134-1. The system fulfils the requirements of OIML R134

Device certification is vital, says TDS Class F/10. This corresponds to a maximum measuring error of ±5% (initial verification) or ±10% (in-service inspection).

TUESDAY CONGRESS PROGRAMME Today’s Congress programme is packed full of content across all aspects of ITS and mobility. To help you plan your day and avoid missing any sessions that might be of interest to you, here is a selection of some sessions that will be taking place today The road mobility environment is evolving quickly, driven by the trends of cooperative, connected and automated mobility (CCAM), among others. This means that future traffic will see CCAM mixed with conventionally driven vehicles, sharing the same mobility space as multiple other users, including pedestrians and cyclists. CCAM is expected to resolve many road-safety issues, since over 90% of current road accidents are caused by human error, but how do we define a new approach to ensure that we can tap into the safety benefits promised

by CCAM? Special interest session, A comprehensive look into proactive safety: solutions for a highly automated and mixed traffic environment (11:00 - 12:30 Messe B6 - Room 2) will provide invaluable insights.

Towards cooperative, connected and automated mobility (CCAM), each country is accelerating its policy making process and deployment of V2X systems. In this session, Current status of V2X in Europe and the United States (11:00 - 12:30 Messe B6 - Room 9), an overview will be provided, from industrial viewpoints of international movements, and toward the CCAM through presentations including actual and proven technologies and emerging NGV (DSRC+/ IEEE802.11bd) as new communication technologies. Outlined will be the significance of V2X, which contributes to safety with the aim of improving the environment and reducing traffic accident casualties and fatalities, the need to create common rules, confirming technologies that can be used for a long period of time, and factors that hinder industrial development.

In 2014, several high-profile carmakers and tech companies made bravado announcements that fully self-driving cars would be available for public use by 2019.

Subsequent blame for lack of progress has blamed lack of national legislation, conflicting regional regulations, insufficient sensor capability, unpredictable pedestrian and bicycle behaviours, and the need for measures that can establish how safe is safe enough.

Executive session Where are all the CAVs? (11:00 - 12:30 Messe B6 - Room 1) convenes international public and private sector experts to provide an update on the current status and anticipated progress of innovation, testing, and public acceptance of highly automated vehicles.

Special interest session Mobility-as-aService: International best practices on low-carbon transport and mobility services integration (11:00 - 12:30 Messe - B6 - Room 12) acknowledges that integrating transport modes and stakeholders into a unified, usercentred digital platform, Mobility-as-a-Service (MaaS) promises an innovative approach to urban mobility. MaaS aims to achieve highly convenient and climate-friendly urban mobility solutions by integrating traditional public transport with active and shared mobility services, ultimately incentivising a shift away from private cars to more sustainable means of transport, thus reducing emissions and making cities more accessible and equitable. To better understand the global trends and contrasting approaches to MaaS, this session brings together highly experienced stakeholders from Europe, India, and China to exchange on cross-sectoral best practices and debate what measures are needed to help MaaS achieve its potential and shape the future of sustainable mobility.

PLENARY SESSION Today’s opening plenary session Ensuring sustainable mobility (09:00 - 10:30 CCH - Hall Z) recognises that developments in the mobility of people and transport of goods using technology have hugely benefited our society with accessible, equitable, inclusive, safer and more efficient services that are available to all.

To maximise the potential of technology-enabled mobility we also need to consider the longerterm impacts such as climate change and loss of biodiversity, at a time when adding more infrastructure or vehicles into the equation is also being challenged. This Plenary will look at achievements in deploying ITS to address these issues, review the expected benefits from emerging solutions and look at some of the common global challenges.

Ertico Academy sessions The Ertico Academy is a focused training platform that offers public authorities and their teams personalised and interactive training in smart mobility on a wide range of topics. The academy facilitates learning and enables participants to upskill with the training provided by experienced mobility experts and state-of-the-art resources. There are two chances to learn about the initiative. The first, Ertico Academy 1 is today (11:00 12:30 CCH - Room X1) but if you miss it, then you have another opportunity of joining Ertico Academy 2 on Thursday (11:00 - 12:30 CCH - Room X1).

Many pilot tests are conducted globally to develop SAE Level 4 driverless mobility service, but we are facing many issues to resolve for sustainable deployment. In this special interest session, How we overcome challenges to deploy sustainable L4 driverless mobility services (11:00 – 12:30 Messe B6 - Room 4), experts from all over the world share the latest status of pilot developments in various locations and discuss “What would be the next step and how we work together to move ahead”, under the current Covid-19 situation.

The MaaS market is booming with multiple local variations around the world. The explorations to find the cracking business model is still ongoing. This special interest session, Is there a Sustainable Business Model for MaaS? (14:00 - 15:30 CCH Room X1), sheds a light on different main business models of MaaS and defines the success factors and conditions. It also debates what are the attributes for the success and how to build a profitable service that delivers benefits for the users, cities, societies.

Europe and Japan have a history of cooperation in the field of Connected and Automated Driving (CAD) and these collaboration activities have been accelerated since 2020. In, Connected & Automated Driving research cooperation between Europe and Japan (14:00 15:30 Messe - B6 - Room 7), results of collaboration activities related to safety assurance and field operational tests for CAD, and future potential collaborative research topics will be presented and discussed.

We have already experienced massive change in our daily life brought about by the arrival of affordable and effective technology innovations. And there is more change on the way. Are we overloading the end users?

Are we providing complex products that are not accessible to all? Executive session Digital evolution or digital revolution?

(16:00 – 17:50 Messe B6 - Room 1) will review some of the challenges for deploying future digital services, and consider whether we are accidentally dividing younger and older, city dwellers and suburban/rural livers, users of motorised vehicles and cyclists and walkers?

Continuous automated driving: large-scale trials on public roads and defragmented ODDs (17:15 – 18:15 Messe B6 - Room 1) looks at European flagship projects L3Pilot and Hi-Drive.

L3Pilot has tested SAE L3 and L4 functions on public roads, including cross-border activities in seven countries. Hi-Drive will push advanced driving (AD) from L3 further up towards high automation by demonstrating in large-scale trials the robustness and reliability of CAD functions in challenging environments.

Key results from the L3Pilot trials and challenges currently hindering the progress of developments in vehicle automation along with strategies to eliminate the fragmentations in the operational design domain (ODD) will be discussed in this session.

This ITS World Congress sees three Regional Forums, the first of which, titled Everybody on the bus! was held yesterday afternoon. It described benefits and discussed options to help speed deployment including how automated buses might improve access for lower income individuals?

Today’s regional forum is Urban Mobility challenges in Asia-Pacific megacities (11:00- 12:30 CCH - Room X3). This session focuses on the efforts toward the challenges in some of those megacities to share their lessons learned with their employed or to be employed technologies and policies.

It will share knowledge to provide users with more affordable, accessible, healthier, and cleaner mobility options.

City Moonshot initiative Last year, Ertico launched its City Moonshot initiative to interview 300 cities around the world to understand their needs and requirements related to mobility and transport. Yesterday, there was a conference session to present the history behind the initiative; introduce the topics covered during the interviews (sustainability, data sharing and mobility-as-a-service (MaaS)); and reveal the results from the first 150 interviews. ITS America, among other entities, presented its views on the initiative and showcased some insights into the results of the American cities that have participated in the project.

Today, Ertico will present the methodology used in the first 150 City Moonshot interviews (16:00-18:00 CCH - Hall X - Room X3). The session will focus on the creation of the questionnaire used for the interviews, the plan followed to interview the cities and, finally, the analysis of the results.

A broad array of speakers representing different sectors will share their views on the initiative and the methodology used.

DEMONSTRATIONS

Spoiled for choice – an array of 30 demonstrations to experience

emonstrations and technical tours have always been a core component of ITS World Congresses. The programme being put on here in Hamburg is nothing short of breath-taking. It presents highlights of the current technical possibilities within the framework of the ITS themes in an interactive way for the visitor and is not to be missed.

Demonstrations will take place in front of the exhibition hall inside and outside Hamburg Messe and on the public road at our test track. Demonstrations will also offer a unique opportunity to bring government, public and media attention to their brands and products.

There will be 30 demonstrations in and around the Hamburg Messe, five urban air mobility (UAM) flight demos at the HomePort and more sea-drones. There will also be the L3Pilot, 5GCroco/5GLoginnov and SynCoPark related to automated driving, while PrioBike and BiDiMoVe for improve safety and comfort for bicycles.

Mobility Transition Demonstration Tours The four Mobility Transition Demonstration Tours highlight around 60 of Hamburg's most innovative ITS schemes, including Hamburg's ITS Anchor Projects. They have been designed around 'Digitising Urban Traffic', 'Logistics Experience', 'Hamburg sets the Pace' and 'Future Rail Experience' and will run Tuesday-Friday during ITS Congress hours. Please note, only the main projects demonstrated in each Mobility Transition Demonstration Tours are listed.

All of these projects will also be presented at the ITS Hamburg stand in Hall B4.

Tours can be booked free of charge by ITS Congress Participants via the ITS Congress App or onsite in the Demonstration Hall B2.

Start and end location of each tour will be Hall B2, Boarding Area.

The City of Hamburg is working intensively on the digitalisation of mobility to make transport safer, more efficient, and more environmentally friendly and meet Hamburg's needs. During the Digitalising Urban Traffic Tour in the heart of Hamburg, participants will experience how intelligent infrastructure and digitisation of urban traffic can help to make traffic more environmentally friendly and comfortable.

The Logistics Experience The Logistics Experience tour will show projects on the water, underwater, on land and up in the sky focused on ITS logistics solutions. The group will be picked up for a bus ride through the harbour.

During the ride, there will be two narrative threads via tablets in the bus and a tour guide, explaining both the front end and the back end of Hamburg's ITS strategy from the fields of port and logistics at Kattwykbridge and HHLA Container Terminal Altenwerder – CTA. Visitors take the "ITS ferry" at Elbe river back.

The Hamburg Sets the Pace Tour, where everybody should have access to a mobility service within five minutes by 2030, focuses on multimodal, reliable, and customercentric transportation.

The road tour offers the chance to visit Hamburg's efforts for a modern mobility mix with public transport, on-demand and sharing services that can be used in an integrated manner and helpfully complement each other.

Future Rail Experience Tour highlights the digitalisation of rail traffic and the automation of last-mile feeder services making transport in Hamburg more intelligent, smart and comfortable.

Experience future mobility now on a highly automated journey from Hamburg Dammtor railway station to Hamburg-Bergedorf, where the fully automated deployment of trains will be demonstrated.

Urban Air Mobility Urban Air Mobility Demonstrations: With the new congress topic 'New services from new technologies', the ITS World Congress will emphasise the importance of urban air mobility innovation to the ITS community. Unmanned systems can extend existing services, whether they are bound on land, sea, or air. This new topic is just as fascinating for the established ITS community as it is for the citizens of the Free and Hanseatic City of Hamburg. As an urban air mobility model city, unmanned aviation is also an important aspect for Hamburg from a strategic point of view.

The ITS World Congress includes 19 technical visits with an exclusive opportunity to explore the most advanced ITS technical developments into real-life operations.

Technologies will be shown in available locations, in and around Hamburg and all over Germany: the ITS Team will organise transfers to the sites. Technical visits also require long-distance transfers to the assigned location, which will be scheduled before or after the ITS World Congress days, to give delegates the possibility to attend the technical visit they choose without missing the activities planned in the general congress programme.
