Moving towards a digital future in transportation will require more than simply using new technologies; it will also be about accepting new ways of thinking. That was among the key messages from the plenary session Rethinking Infrastructure in the New Digital Era on Day 2 of ITS America 2024 Conference & Expo.
“Innovation in our industry is truly moving at the speed
of light,” said ITS America president & CEO Laura Chace (pictured). “Software-based solutions will become more commonplace. We don’t have a playbook for that. It’s not just about adopting new technologies: it requires a mindset shift – we need policy structures, workforce availability and societal acceptance. We need to explain that value to people who can’t see what we’re talking about.”
On stage, Chace interviewed Robert C. Hampshire, chief science officer at USDOT, who emphasised how seriously the department viewed AI, citing initiatives such as the Intersection Safety Challenge and the Strengthening Mobility and Revolutionizing Transportation (SMART) grants programme. “We’re taking this challenge of AI by the horns,” he said. Kapsch TrafficCom announces Florida VRU safety win
Kapsch TrafficCom is showing off its ITS and tolling solutions at ITS America 2024. And in a timely move, it has won a $3.5m deal with Pinellas County in Florida.
The ATCMTD-sponsored project to improve mobility and safety is funded by a $4.6m Federal Highway Administration grant. Kapsch will implement an intersection safety solution to reduce vulnerable road user incidents at selected intersections.
Pinellas County has the highest percentage of
pedestrian-involved crashes and fatalities in Florida, with around 3% of all crashes involving a pedestrian.
The project will also target the problem of increasing congestion along major arterials, with Kapsch deploying a decision-support system that combines predictive analytics with load balancing algorithms to predict the likelihood of nearterm traffic disturbances and proactively reduce congestion. By providing drivers with routing information at key
decision points, vehicles will be distributed more effectively between primary and parallel arterials.
Project director Jeff Adler, VP of solution consulting at Kapsch TrafficCom, says: “This will be our first project in North America to deploy a solution that fully incorporates our entire traffic product portfolio, making traffic safer and reducing pedestrian accidents.”
The ATCMTD project will be deployed by the end of 2024, and will be followed by a year
of system monitoring and calibration.

Stacking the odds in V2X’s favor
Israeli company NoTraffic is hoping that it’s AI Mobility Platform will make V2X trials and deployments more financially and technically feasible as the technology continues to be rolled out around the world.
According to NoTraffic’s co-founder and CEO Tal Kreisler, many V2X trials are failing to achieve their objectives due to cost, limitations in existing infrastructure, safety regulations and scalability. It’s Kreisler’s hope that providing V2X capabilities in its AI Mobility Platform will take pressure off transportation agencies and allow them to implement the new technology in a less risky phased approach.
“NoTraffic AI Mobility Platform provides all ITS needs in an intersection, then, when the time is
right, they can gradually adopt V2X capabilities,” Kreisler said. “Making sure their existing infrastructure is V2X compatible makes it more likely these projects will be successful.”

Blyncsy is highlighting its roadway maintenance and asset management solution at ITS America in Phoenix this week. The solution uses crowd-sourced dashcam footage collected from various camera manufacturers— mainly deployed in commercial fleets.
According to Chris Austin, a senior marketing manager for the company, Blyncsy can access archived dashcam footage within one minute of recording. Users can then ask the artificial intelligence (AI) -powered platform to analyze the video for specific queries—road damage, sign inventory, obstructions or paint quality, for example. The platform is being used by New York City DOT (NYCDOT) to ensure crosswalk paint is visible throughout the city, and the Port Authority of New York and New Jersey use Blyncsy to conduct road sign inventory. In addition the Hawaii DOT (HDOT) uses Blyncsy to track vegetation encroachment and debris on the state’s roadways.

TOMAR CONFIRMS EMERGENCY VEHICLES
Making it safer for emergency vehicles to traverse intersections is a priority for Tomar, a signaling, illumination and right-of-way solution provider. The company’s Strobecom II integrated confirmation and priority system gives peace of mind to drivers of emergency vehicles that they are free and clear to travel through an approaching intersection.
A Strobecom II Emitter sits on the front grill of an emergency vehicle and sends out a constant infrared beam up to 2,500 feet in front of it. A detector at the intersection alerts equipment in the cabinet and forces a light change to free a path for the approaching vehicle. A confirmation light also goes off, giving the driver a visual confirmation that the intersection should be clear. A second vehicle, perhaps approaching
from another direction, gets a secondary alert, confirming that they have been identified but they do not have the top priority through the intersection.
“Making it absolutely clear that an approaching traffic light is taking the appropriate action goes a long way in letting drivers know that they can move through the intersection as fast as they can without having to worry about a collision,” said Jason Shadle, director of the company’s traffic division.

On show at ITS America 2024 in Phoenix, Nx Go allows analytics to drive better decisions around traffic management. The product aggregates and consumes video data from traffic
cameras monitoring roadways, intersections and parking spaces, with a view to easing congestion and improving safety. The company is currently involved in a pilot with Georgia DoT across 31,000 cameras of all types. “It’s a more proactive approach to traffic management,” explains Network Optix’s Darren Odom. “Our main purpose is making data available to systems that need it – and to people who need it. It has to be an IP camera. It’s all open-source. Developers love it because they can add anything to it.”
Installation is straightforward, he adds. “It’s lightweight: the media agent can run at the edge at the cabinet level, or in a server at TMC level, or at network operating centres every few miles.”
The firm works with Lidar manufacturers such as Seyond. “Lidar can be combined with image data to produce a clearer picture,” says Odom. “We don’t work with every Lidar yet but we’re working on that.”

BOSCH TAKES VIDEO ANALYTICS TO THE EDGE
Bosch video sensors with edge-based analytics for ITS – demonstrated at booth 841 – include Intelligent Video Analytics (IVA) Pro Traffic to detect, classify, and count pedestrians and vehicles, and trigger alerts for safety risks, such as vehicles traveling in the wrong direction. The cameras then trigger alerts to partner devices for V2X communications, broadcasting safety messages to on-board units in connected vehicles for a real-time safety solution.
Built-in video analytics, based on neural network AI technology, provide precise counting of overlapping vehicles at traffic lights or in traffic jams, while ignoring disturbances caused by headlights,
extreme weather, sun glare, vibration, and shake – delivering accurate detection.
The cameras also classify objects as motorcycles, bicycles, cars, trucks, and buses, and feed the data into the new IQsight Data Fusion cloud-based service that transforms unstructured raw video metadata into organized data for users to generate visual insights that support decision-making. In 2025 the ITS World Congress will convene in Atlanta, Georgia between 24 and 28 August 2025 at the Georgia World Congress Centre. Following ITS World Congress 2025, the spotlight moves almost due north to Detroit, Michigan, for the ITS America Conference & Expo 2026.

If a vehicle collides with your roadside cabinet, you could lose communication for an unacceptable amount of time.
“It takes seven days to restore a lost fiber connection,” said Greg Eckert, senior network applications engineer and training manager at EtherWAN. “With EasyRestore, you can bring your fiber back in five minutes.”
EasyRestore is a cabinet termination device for traffic cabinets and roadside nodes that eliminates additional failure points and
maintains the integrity of the fiber cabling in the event a cabinet is knocked down during a traffic incident.
The product allows fiber optic cabling to be control sheared at the base of the cabinet, preventing stress on the cable in the ground and at the electrical device connection.
Quick restoration of fiber connections also helps prevent secondary accidents resulting from the loss of communications.

Edge computing means that a transportation agency’s safety applications are running within the roadside cabinet, processing data and sending automated safety alerts locally – rather than in the TMC or the cloud. In this way, Cisco dramatically cuts latency for traffic event detection, improves road user safety and provides a foundation for connected and automated vehicles.
“When you can’t process data locally, sending an alert to a TMC increases delay by 10X,” said Mark Kellinger, transportation solutions architect at Cisco Systems. “Even milliseconds count in safety applications.”
