The next four days will enable intelligent transportation professionals to learn, network, connect, and discuss how technology is a foundational piece of a new 21st century transportation system.

The theme for this 2021 event is Reimagining Transportation. It features thought-provoking education, technical tours and live demonstrations; exploring products, emerging technologies, and solutions

that will enable a safer, greener, smarter future transformed by intelligent mobility.

Sentinel keeps watch on signals

Sentinel Transportation Systems’ STS Shield System turns passive traffic lights into active alarms that immediately alert departments of transportation to ensure necessary repairs are made as soon as possible.

You can see at ITS America 2021 how this active monitoring helps prevent traffic-related incidents, eradicating public reporting entirely, leaving the responsibility to smart technology instead.

Once installed, immediately upon a signal head turning, the sensor sets off an alarm, triggering a signal that is then received and addressed by the command-and-control unit, which typically means a repair unit is dispatched within one hour. Sentinel says the STS Shield

System means that, in previously neglected neighbourhoods that had grown accustomed to seeing traffic repair turnaround times of a few weeks - if at all - are now seeing tangible results in a matter of hours.

The implementation of such a solution implies an inherent lack of bias given the technology’s inability to discriminate based on its installation location. The technology has been endorsed by the Los Angeles mayor’s office, which called the sensor a “worthwhile investment that has a positive impact on public safety”

Inrix signalling strong performance

Inrix Signal Analytics uses data from connected cars to monitor every movement on the roadway without the need for additional costly equipment or timeconsuming fieldwork.

Signal Analytics provides traffic operations managers with immediate, turn-key access to continuous systemwide

monitoring and assessment to execute against network performance and climate goals. Conventional methods of signal performance analytics are effective but require significant investment for data collection; few agencies have online system-wide inputs. Public organisations typically

improve data collection by expanding their headcount and investing in additional infrastructure. Yet they still struggle to create a clear picture of urgency throughout their cities.

Inrix Signal Analytics conducts an analysis of vehicles traveling through intersections to

establish signal performance trends and emerging issues. Performance metrics such as arrival-on-green, control delay, split failure count, approach speed and travel time are provided and updated regularly.

Technical Tour

I-77 Express Lanes Operations Center Technical Tour (13:00 – 15:00)

The I-77 Express Lanes, is a 27-mile Public-Private Partnership (PPP) project that was opened in 2019 as a joint effort between NCDOT, NCTA, and I-77 Mobility Partners. At the I-77 Express Lanes building, attendees will see the Express Lanes traffic management centre, maintenance, and patrol functions, and the toll system operations. Attendees on this fee associated tour will also see the NC Quick Pass (the toll programme of the NCTA) walk-in location to observe how the NCTA provides customer service for express lane users, how customers can purchase a pre-paid transponder to pay for tolls, and how some customers pay their toll invoices in person. Both parts of the tour will allow time for Q&A toward the end.

This tour goes hand in hand with an Executive Session scheduled later in the conference on December 9 at 13:00. The panel will include the Secretary of N.C. Department of Transportation (Eric Boyette), NCTA Executive Director (J.J. Eden), and the I-77 Mobility Partners CEO (Jose Espinosa) and will be moderated by the NCDOT State Traffic Engineer, Kevin Lacy.

Virtual sessions provide benefit for attendees

It can rightly be said that this ITS America Annual Meeting is an event that will keep on benefitting attendees. For instance, there is a whole raft of virtual sessions that attendees here in Charlotte can access

For the virtual sessions, which will be available for the next 12 months, attendees just need to modify their registration and log back into their registration profile to view all the sessions on demand. There are 18 in-depth discussions and presentations (which are prerecorded and available on-demand during the show). This includes nine executive sessions which will be recorded in-person and then available on-demand one week after the show.

The seven Exhibit Hall Education Theatre sessions will also be recorded in-person and then available on-demand one week postshow. The two keynote presentations will also be live-streamed and then available ondemand post show.

Cyber Attacks on Traffic Control Networks and Their Potential Impact on Critical National Defence Logistics

This session discusses how recent cyberattacks and discovered vulnerabilities can potentially impact designated, high-priority routes used for emergency movements of troops, and materiel from forts to ports for national defence deployment overseas. The session closing is comprised of available resources to stakeholders, best practices, planning, interagency collaboration, preestablished command and control, and ideas for field training and tabletop exercises.

Digital Mobility as a Tool for Transportation Network Resilience

Recovery from Covid-19 will not just be a return to “normal.” It will test the resilience and flexibility of transportation networks across the world to bounce back. The mobility network is also at a crossroads – major disruptions provide an opportunity to think critically about what it means to build back

better. This session delves into the future of digital mobility, the data, technical and payment solutions for digital mobility, and the applications for post-Covid-19 resilience.

How Do Agencies Cope with the Transition from DSRC to CV2X and Beyond

Recent connected vehicle deployments have focused on the investment in dedicated short-range communications (DSRC) infrastructure; however, this is now pivoting to Cellular Vehicle-to-Everything (CV2X), with the US Federal Communication Commission (FCC) guidance and rulemaking directed at CV2X. There are still many questions on how the existing deployments will evolve their infrastructure to meet this new guidance. Additionally, what happens if technology continues to evolve, and how do we create a resilient process to be “technology future-proof?” This panel discusses reallife determinations that cities and agencies must consider in the rapidly evolving world of connected vehicle technology. The goal is to understand how connected vehicles can evolve in a world that is safer, greener, and smarter.

How Southern Nevada Transportation Agencies used Collaboration and Proactive Measures to Reduce

Crashes

In 2020, the National Safety Council awarded a grant to the Nevada Highway Patrol, in collaboration with the Nevada Department of Transportation (NDOT) and the Regional Transportation Commission of Southern Nevada (RTC). The Road to Zero grant was aimed at implementing a proactive crash prevention scheme using artificial intelligence (AI) and predictive analytics to dynamically identify at-risk road segments and deploy proactive countermeasures. The results were conclusive: crashes were reduced by

18%; drivers lowered their speeds below the posted speed limit; and overall traffic speed variations were narrowed, helping smooth traffic congestion. This panel explores how regional collaboration between law enforcement and traffic operations enabled tangible improvements in road safety and lowering fatalities on the roads of Nevada, far beyond those seen nationally. The panellists discuss lessons learned throughout the process, challenges from leveraging AI based systems, and future application of such collaboration across the state, and the potential for such collaboration regionally among states.

The Who, What, How, and Why of Leading Open Transportation Data Standards

In your day-to-day life, you may interact with open transportation data standards without even knowing it. In this session, you’ll learn about several standards - GTFS, GBFS, MDS, WZDx - what they represent, how you can use them, the challenges that they face, and how you can get involved in the community of stakeholders working to improve them.

Connected Vehicle Innovation Driven by States but Executed Locally

State departments of transportation across the United States are experimenting with new connected and automated vehicle (CAV) innovations by supporting localised testbeds or pilot intersections that could eventually scale to state-wide deployment. This session is aimed to inquire about how a state transportation agency develops ideas for full-scale that must be implemented locally. The session engages three different state agencies – the departments of transportation of California, Maryland, and Nebraska – in understanding what problems they are aiming to solve that meets statewide objectives supporting overall safety and mobility objectives.

Delivering real-world safety benefits for drivers and roadside workers with C-V2X (Audi, Virginia Department of Transportation, Virginia Tech Transportation Institute, American Tower, and Qualcomm Technologies)

With the ability to share highly reliable information in real-time, C-V2X helps save lives by delivering enhanced safety solutions for vulnerable road users (VRUs). The initial deployment provides timely proof for advanced safety services, including simultaneous alerts both in-car to motorists and road crews via wearables, traffic light information alerts, such as red-light violation warnings. As a result, this deployment illustrates the benefits of an end-to-end systems with both long- and short-range communications.

Virginia Department of Transportation (VDOT) Electric Vehicle Charging Station Information on 511 Virginia (US DOE Alternative Fuels Data Centre, Virginia Department of Transportation)

The project addresses the challenge that electric vehicle users can encounter when they need to charge their vehicle to continue their trip. VDOT used the publicly available API data feed from the US DOE to display electric vehicle charging station location data and charger types on our 511 Virginia Traveller Information services (mobile app and website).

How the City of Folsom uses technology to efficiently manage its traffic enclosures (Genetec)

The city of Folsom’s IT team understood their 140 signalised intersections could be physically compromised and cause a risk to their network. The city needed a remote management solution to secure their cabinets and to aid in the day-to-day management of access to the remote enclosures, from remote open and close triggers to detailed reporting and auditing purposes, as well as secure video evidence of each interaction with the traffic network. This is where the Genetec Enclosure Management came into play.

Automated Turned Signal Head Notification System (Sentinel Transportation Systems, Los Angeles Department of Transportation)

Sentinel Transportation Systems (STS) was created to make streets safer with the application of real-time information when coupled as an accessory to existing infrastructure. Through a partnership with the Los Angeles Department of Transportation (LADOT), the STS Shield has taken response times to the most critical dangerous traffic condition, a turned signal head, from weeks through public reporting of the condition to immediate automated notification so

necessary repairs are made as soon as possible, aiding in the prevention of traffic related incidents.

The High-Risk Commercial Motor Vehicle Notification Project (Georgia Department of Transportation)

The High-Risk Commercial Motor Vehicle Notification Project was a six-month-long pilot to determine if pushing in-cab warning notifications, ahead of areas with high rates of commercial motor vehicle incidents, would have a positive effect on driver behaviour. The results showed a clear connection between alerting and hard braking events with a nearly 20% reduction in hard braking in some locations.

COTA/Plus & Bus on Demand (Central Ohio Transit Authority (COTA)

Central Ohio Transit Authority created Ohio’s first public microtransit service to help families connect to jobs, schools, health care centres and food sources. This innovation also led to the creation of the United States’ first full-time Bus-on-Demand as a solution to keep transit available to customers during a global pandemic.

MI Ride Paratransit - Accessible Mobility on DemandTechnology (Feonix-Mobility Rising)

Southeast Michigan transit agencies collaborate together to enhance coordination of service and improve the paratransit ride booking experience, from 30 minutes to 30 seconds per trip. This technology has given passengers literally weeks of their life back not waiting on hold. Funded by Michigan DOT, this new technology is completely accessible, with features optimised for passengers who use screen readers, and includes automated reminders, reducing delayed and missed trips.

See the future of ADS for trucks

The Virginia Tech Transportation Institute (VTTI) has assembled a team of experts in the fields of ADS, data collection, safety data analysis, data repositories, naturalistic driving, roadway infrastructure, statistical methods, and truck fleet operations to develop and demonstrate a pragmatic Fleet Concept of Operations, or CONOPS.

This CONOPS will provide the trucking industry with clear guidelines on how to safely implement —and benefit — from ADS-equipped trucks. Additionally, data from CONOPS real-world demonstrations will provide the US Department of Transportation (USDOT) with critical information to inform rulemaking regarding ADS-equipped trucks.

If the benefits of ADS are to be realised, the US trucking industry needs a rigorous, data-driven CONOPS. The CONOPS is a comprehensive document that describes ADS characteristics from the viewpoint of the truck fleets. It includes eight key sections: ADS Installation and Maintenance Guide for Fleets; ADS Inspection Procedures; Driver State Monitoring Technology and Protocol; Motor Carrier Guide to Insuring ADS-Equipped Trucks; Identification of ADS Safety Metrics/Variables; ADS Road Readiness Rating System; Data Security/ Transfer Protocol; and Cybersecurity Best Practices.

For this effort, VTTI has partnered with Pronto, an ADS technology developer led by a pioneering team that has been at the forefront of the most important advances in the autonomous vehicle industry.

In addition to the CONOPS itself, the project includes a series of demonstrations that will touch a large segment of the continental US. We are hosting the first of a series of roadshows here at the ITS America 2021 Annual Meeting.

The three different demonstrations will also be made of the real-world, practical integration of increasingly sophisticated ADS into road freight operations with live traffic. Demo #1 truck queuing in ports; SAE Level 4 cross-country trip from the west coast to the east coast (Demo #2); and Exit-to-exit scenarios (Demo #3)

The roadshow showcases an interactive and behind-the-scenes look at ADSequipped truck cross-country corridor operations, as well as a port queuing demonstration highlighting the safe deployment of ADS technologies in port operations.

The VTTI and Pronto roadshow features interactive visualisations of a prototype truck ADS database and map created from data being collected during the ADS crosscountry operations. There are presentations highlighting a “behind the scenes” look at the ADS cross-country operations, including preparation, planning, training, data inputs, and real-world applications.

Displays of real-time data streams collected from the ADS-equipped trucks during the cross-country operations will be shown and there will be an interactive live chat with a Pronto engineer who is monitoring the cross-country data collection from the ADS truck cab in real time.

The roadshow also features a slideshow, drawn from the port queuing demonstration, illustrating how ADS-equipped trucks can relieve major congestion points in daily port operations. There is also a safety operator testing Pronto’s ADS-equipped truck.

Rekor acquires Waycare

Rekor Systems, a global infrastructure AI technology has agreed to acquire Waycare Technologies, a private company focused on optimising traffic management systems using predictive analytics.

Rekor will provide $61 million in cash and common stock with closure of the deal expected in the third quarter of 2021.

The solution from Waycare, founded in 2016, uses AI to aggregate and process data from various sources to help government agencies with crash prediction, congestion detection, as well as incident management and identification.

Waycare collates data from transportation agencies' existing infrastructure, which is then synthesised with additional data from mobile apps, connected vehicles, weather analysis and event management systems to produce actionable insights and predictions.

“Waycare is a rare asset,” said Robert Berman, chief executive of Rekor. Waycare’s AI platform is complementary to Rekor’s platform and can be quickly integrated into Rekor One to broaden Rekor’s suite of solutions for safety and incident management.

In response to increased wrong-way related accidents, K&K Systems, has developed a Wrong Way framework of components powered by either AC current or solar energy.

K&K uses thermal imaging cameras, Optical IR cameras and Radar Sensors integrated with its own Sign Alert System/ CrossTalk Controller to detect a violator, to alert the driver and to report the incident to the proper authorities.

The K&K thermal and IR imaging cameras - made in the US – use AI software that allows visual clarity to determine a violation. While thermal and IR cameras operate in the same manner, thermal imaging allows detection through dense fog, heavy rain, smoke and other conditions that hinder sight. The Optical IR camera tracks and monitors vehicles while stationary or moving and determines directions and violations. It combines high-definition imaging, self-learning video analytics, network video recorder functionality and embedded with video management software to create an all-in-one video security solution.

Unprecedented camera lowering technology unveiled

When Vanderbilt University needed a camera lowering device that could consistently deliver a high-quality constant Ethernet signal simultaneously to six – 4K resolution – PTZ cameras, MG Squared was the top of the class. Additionally, when Vanderbilt University needed a custom, heavy-duty lowering device mount that would strategically secure and position six cameras on a single lowering device, MG Squared’s team, led by Jeffrey Watson, brought to life “The Beetle” Throughout 2020, Tennessee DOT & Vanderbilt continued to press forward with one of the most exclusive wide-scale traffic measurement projects to

date. After a successful proof of concept in the initial installation of a three-pole, three-lowering device, nine-camera pilot project in late 2020, MG Squared now has a contract in place to provide 46 additional custom lowering devices. Everything about Tennessee DOT’s I-24 Motion open road testbed is innovation in practice. This project, which is in a class of its own, will eventually provide unprecedented data about traffic. Attendees at this year’s ITS America Annual Meeting have the opportunity to learn first-hand about the details of this project when William Barbour of Vanderbilt University speaks tomorrow (Wednesday) in a session from 09:30 - 10:30

The title of the session is “The Future of Traffic Management in a Connected Automated World.” Barbour will explain, among other things, how the MG Squared CLD and six-camera Beetle mount atop 110ft, 125ft &135ft poles stretch across six miles of the eight-lane freeway to “produce continuous streams of traffic data in the form of 200 million vehiclemiles of trajectories annually.”

MG Squared is urging attendees not to miss the session tomorrow and to be sure to visit the company’s booth for a handson demonstration of this lowering device technology.

FORTIS TURNS DATA INTO INSIGHT

Fortis has released version 3.0 of its Internet of Things asset management system Environmental Management Portal (EMP). The company says EMP can collect data from millions of sources, devices and a variety of sensors in real time and enable it to be distilled for insights on which users can take immediate action.

Constant communication from end devices to the application layer allows users to take prompt actions, minimising the number of repairs, maintenance costs and associated inconvenience to the public. Advanced features include a custom report builder, giving everyone from operators to senior management the opportunity to utilise the system to address clients’ needs in any given scenario or situation.

North American rail crossings are blocked nearly two million times per day, resulting in a collision every three hours.

Grade separation can prevent traffic delays and collisions but is unaffordable in most situations.

Unfortunately, road authorities have few other options to address this problem. Because train information has been unavailable, rail crossings are one of the few areas where traffic managers lack visibility.

Trainfo has developed new technologies that predict when crossings will be blocked up to 10 minutes before a train arrives.

The firm integrates this information into traffic management systems and traveller information systems to help road authorities improve traffic operations around rail crossings and re-route vehicles away from trains.

For the first time, public agencies can proactively adjust traffic signals before, during,

and after a rail crossing blockage event to minimise traffic impacts - and drivers can avoid delays and collision risks with trains.

Trainfo's proprietary sensors are specially designed to detect trains with 99.9% accuracy.

Sensors are installed on public right-of-way and can be implemented without involvement or approval from railroads. The firm says its patented, machine-learning processes determine train type (freight or passenger), speed, and direction and its API ensures “seamless” integration into customers’ existing systems.

ClearWay is an intelligent safety solution for highways, tunnels and bridges. It continuously monitors all highway activity with fully-automated detection and tracking. It operates in all weather and light conditions, so you can rely on it in fog, rain, snow, bright sunlight and complete darkness

Operators are alerted within 10 seconds when a vehicle stops or is detected driving in the wrong direction, significantly reducing the time it takes to set warning signs and

respond to incidents, especially in adverse conditions. Navtech’s radar technology offers 360°, wide-area coverage, across all lanes and on both sides of the highway. This means you can continuously monitor all activity on the road, with minimal infrastructure over long distances. Data from the sensor can be used to deliver additional capabilities and information about your network, Navtech says, including tried and tested applications such as count and classify, hard shoulder monitoring, queue detection and many more.

Happy 30th to ITS Joint Program Office!

The Intelligent Transportation Systems Joint Program Office (ITS JPO) is celebrating its 30th birthday this month and is taking a full part in the ITS America Annual Meeting here in Charlotte. ITS JPO staff will be featured in sessions related to mobility applications for public transit, a US Department of Transportation plenary on smart communities and a discussion about the 5.9GHz Safety Band.

A new 30th anniversary logo, video and an updated version of the History of Intelligent Transportation Systems book will also be on display.

With the prospect of Vehicle to Vehicle and Vehicle to Infrastructure communication on the horizon, ITS JPO

supported the advancement of connected vehicle technology towards a real-world pilot deployment programme.

But before connected vehicles can be deployed broadly, there are several technical, institutional, and financial

challenges to be solved – and ITS JPO says this can only be done by putting these emerging technologies to work in realworld situations.

In with Ouster

Ouster will demonstrating how the firm’s digital lidar’s 3D spatial awareness and 24/7 performance combines the high-resolution imagery of cameras with the all-weather reliability of radar. The result, says the company, is a solution that captures the environment with millimetrelevel accuracy and detects vehicles, vulnerable road users and even specific traffic incidents before they happen. Earlier this year, Ouster lidar was deployed in Europe’s largest lidar project for digital twin and V2X research as well as in the US in Chattanooga’s Smart Corridor and pedestrian safety project - winning the 2021 IDC Government Insights’ Smart Cities Award.

Vaisala has launched Wx Road Insight

Not everyone wants to - or canmanage a modern road network maintenance solution on their own. This is why Vaisala has created Wx Road Insights, a Data as a Service (DaaS) framework that minimises agencies’ infrastructure responsibilities while providing access to data they need to support decision-making.

Vaisala, exhibiting here in Charlotte, points out that agencies often rely on local media, national weather services and other forecast sources to plan and react to winter events.

But a greater level of detail and reliability is often needed to optimise road maintenance operations, which means it can be a struggle to turn forecast and observation data into actionable road-level insights.

With Wx Road Insights, Vaisala retains ownership and life-cycle management of the observation sensor network.

Road agencies pay a fixed monthly or annual fee in order to access continuous data from the measurement points, without the burden of ownership and maintenance.

Typical observation nodes include surface condition, temperature and grip. Customers receive access to Vaisala’s Wx Horizon weather impact visualisation, while an enhanced subscription gives further access to network-wide assessment and forecast information. The company suggests this is especially helpful for smaller agency teams or those with complicated road network characteristics.

LOG IT WITH CITILOG

Citilog says that its AI-based Automated Incident Detection reduces incident awareness from minutes to seconds to boost situational awareness.

Citilog is showcasing its Automated Incident Detection at the stand of Sensys Networks’, a partner company under the TagMaster corporate umbrella.

Because Citilog is focused on high-impact problems,

rather than relying on manually monitoring video feeds or reports from drivers, the company’s Automated Incident Detection detects a range of events by leveraging deep learning to enhance the accuracy of video analytics.

The system is “trained” with a large dataset of real-world traffic video clips to identify vehicles and pedestrians. It then

sets them apart from shadows and reflections to reduce false positives, resulting in unparalleled accuracy.

One of many US customers, the New York State Bridge Authority has been using Citilog since 2016 to improve situational awareness.

Instead of discovering traffic incidents several minutes after they occur, their Automated

Incident Detection system sends an alert within seconds. They can then dispatch emergency services and crews to assist with disabled vehicles and debris clean-up or inform drivers via VMS of slowdowns or alternate routes.
