elcome to the Spring edition of Council!

For councils, some of the biggest challenges are found in the everyday. Maintaining roads, managing fleets and assets, keeping workers safe, responding to community expectations and making the most of increasingly complex data all demand time, resources and careful planning.

In this edition, we take a closer look at some of the ways councils and their partners are finding smarter ways to tackle those challenges.

Technology features heavily throughout the issue, but the focus is firmly on what it can do for people and organisations on the ground. From computer vision and connected fleet technology to asset management and data-driven decision-making, we explore how new tools are helping councils turn information into practical action.

One of the questions we examine is deceptively simple: ‘how quickly can a council get an answer from the enormous amount of asset data it already holds?’

Our feature on Asset Vision looks at how councils can move beyond simply storing information and start interacting with it in a much more intuitive way.

We also explore how computer vision is taking council surveillance and monitoring beyond traditional CCTV, and how connected vehicle technology is giving fleet teams new insights into safety, efficiency and day-to-day operations.

why so many of the stories in this edition come back to a familiar question for local government: ‘how can councils do more with the resources they have?’

That question is particularly relevant as councils look for ways to improve productivity without compromising service quality. A clearer picture underground

Continuous sewer monitoring is giving wastewater network managers the insight needed to improve network performance and plan future investment with confidence.

U

nlike many other infrastructure assets, wastewater networks are largely hidden from view.

Operators have traditionally relied on customer reports, scheduled inspections, CCTV investigations and flow surveys to understand network performance.

Chief Commercial Officer at Kallipr, Stelios Trikoulis, said these methods remain important, but often provide only isolated snapshots rather than continuous insight into how a network behaves.

“Modern sewer level monitoring gives operators ongoing visibility into what is happening underground,” he said.

“Sensors installed inside sewer assets continuously measure wastewater levels and transmit that information to cloud-based management platforms, allowing operators to identify trends, receive alerts and compare performance across multiple locations.”

According to Trikoulis, this allows maintenance teams to move beyond simply responding to incidents.

“Rather than waiting for an overflow or blockage to occur, asset managers can begin identifying the early signs of hydraulic stress and intervene before small issues become larger operational problems,” he said.

FROM ALARMS TO LONG-TERM PLANNING

While preventing sewer overflows is often the initial driver for monitoring programs, Trikoulis said many councils quickly discover that the data has much broader value.

“Every monitored asset contributes another piece to the overall picture of how a wastewater network is performing,” he said.

“When level data is combined with rainfall information across multiple sites, operators can see how individual catchments respond during storm events, whether they recover quickly, or if they continue to experience elevated levels long after the rain has stopped.”

Trikoulis said this information is particularly valuable when investigating inflow and infiltration (I&I).

“Level monitoring doesn’t replace CCTV inspections, smoke testing or dye testing because those methods are still

needed to identify the exact defect,” he said.

“What it does provide is the evidence to narrow the search. Instead of investigating entire catchments, network operators can prioritise the locations where monitoring shows the greatest hydraulic stress.”

According to Trikoulis, this evidencebased approach also helps councils justify rehabilitation spending by demonstrating where investment is likely to deliver the greatest benefit and return on investment.

THE IMPORTANCE OF RELIABLE DATA

Trikoulis said selecting the right technology is only part of building a successful monitoring program.

“Radar has become the preferred technology for many sewer applications because it measures wastewater levels without coming into contact with the water itself,” he said.

“Unlike immersion-based sensors, radar isn’t affected by wastewater density, temperature or chemical composition. It also performs reliably in the condensation, turbulence and rapidly changing conditions that are common in live sewer networks.”

However, Trikoulis said installation quality ultimately determines the quality of the data collected.

“Radar measures everything within its beam, not just the wastewater surface.

If ladders, pipework or other structures sit inside that beam, the readings will be compromised,” he said.

Trikoulis said effective beam management is one of the most important aspects of a successful installation.

“Software can reduce some noise, but it can’t fix a poor installation. The

sensor needs to be positioned correctly from day one because clean data starts in the pit, not in the analytics platform.”

Councils also have a choice between traditional monitoring systems, where a radar sensor is connected to a separate data logger, and newer integrated devices that combine sensing, communications and power into a single unit.

“Separate sensors and loggers still have an important place, particularly where installation flexibility is required,” Trikoulis said.

“However, integrated radar devices can significantly reduce cabling, simplify installation and lower longterm maintenance costs, making them particularly attractive for large monitoring programs.”

Trikoulis said the right approach depends on factors including chamber geometry, installation constraints and the scale of deployment.

To support both approaches, Kallipr offers a range of monitoring technologies. The company’s Captis S2 data logger is designed for harsh field environments, combining edge processing, multiple connectivity options, field-swappable batteries and secure communications to provide reliable long-term monitoring across a wide range of assets.

LESSONS FROM AUCKLAND

Trikoulis pointed to Kallipr’s work with New Zealand utility Watercare as an example of how monitoring programs can evolve beyond their original purpose.

Watercare is deploying 5000 smart sewer level monitors across Auckland’s wastewater network to improve visibility, reduce overflows and strengthen its understanding of inflow and infiltration.

Trikoulis said that while overflow prevention formed part of the initial business case, the data is now supporting a range of operational improvements.

“The utility is using monitoring data to better target cleaning activities by identifying where fats, oils and grease are accumulating, rather than relying solely on fixed maintenance schedules,” he said.

“It’s also using the data to identify saltwater intrusion by comparing sewer levels with tidal information, monitor

pump performance to identify emerging issues before failures occur, and better understand how different catchments respond to rainfall.”

Trikoulis said these additional insights demonstrate how monitoring data can continue delivering value well beyond its original purpose.

“Once continuous data is available, asset operators begin asking different questions about how their networks are performing. That opens opportunities to improve maintenance planning, optimise rehabilitation programs and make better-informed operational decisions,” he said.

BETTER DECISIONS

Kallipr believes continuous monitoring is helping network managers rethink how wastewater assets are managed.

“Monitoring isn’t about collecting more data for its own sake,” Trikoulis said.

“It’s about giving operators reliable information that supports better decisions, whether that’s dispatching a maintenance crew, prioritising rehabilitation or building the business case for future capital investment.”

“As councils continue managing ageing infrastructure and increasing environmental expectations, having confidence in how a network is actually performing becomes increasingly valuable.”

Beyond the dashcam Artificial intelligence-powered video telematics is helping councils move beyond traditional dashcams by combining vehicle data, video and predictive analytics to improve driver safety and streamline fleet management.

ouncil fleets are responsible for supporting a wide range of essential services, from waste collection and road maintenance, to parks, engineering and emergency response. Managing these vehicles safely and efficiently has never been more important, with councils facing increasing pressure to do more with limited resources.

At the same time, advances in connected vehicle technology are changing the way fleet managers approach safety and compliance.

Recent findings from Geotab’s Connected Fleets in Australia Report 2026 revealed that Australian organisations adopting video telematics reported significant improvements in driver safety, reductions in false insurance claims and lower costs associated with vehicle incidents.

According to David Brown, Associate Vice President APAC at Geotab, these outcomes reflect a broader shift in how the technology is being used.

“Video telematics has evolved enormously over the past few years,” he said. “Initially, cameras were largely viewed as dashcams that helped provide evidence after an incident. Today, they’re becoming proactive safety tools that help prevent incidents before they happen.”

Rather than simply recording events, modern video telematics combines vehicle data with artificial intelligence (AI)-powered cameras to provide greater context around driver behaviour.

Vehicle telematics can already identify events such as harsh braking, rapid acceleration or sudden impacts. When paired with video, fleet managers can better understand the circumstances

surrounding an event and assess what happened.

This additional context not only helps organisations investigate incidents, but can also protect drivers from false insurance claims and unnecessary liability.

FROM DATA TO ACTION

Modern council fleets generate enormous volumes of operational data every day.

While access to information has improved, making practical use of that information remains a challenge for many organisations.

Brown said one of the biggest advances has been the use of AI to turn complex datasets into meaningful operational insights.

“Telematics generates billions of data points, but fleet managers don’t have time to search through endless reports,” he said.

“The goal is to provide the information they need, when they need it.”

Rather than continuously recording and reviewing footage, modern video telematics systems capture specific driving events and automatically surface those incidents for review.

This significantly reduces the amount of footage operators need to examine while ensuring important events are not overlooked.

AI is also being used to provide in-cab coaching, alerting drivers to potentially risky behaviour such as following too closely, distracted driving or emerging hazards before an accident occurs.

These real-time alerts help drivers adjust their behaviour immediately, rather than relying solely on postincident reviews.

Brown said this represents a significant change in how organisations think about fleet safety.

“It’s about preventing the incident rather than simply explaining what happened afterwards,” he said.

As AI capabilities continue to mature, fleet managers are also gaining faster access to operational insights through natural language reporting.

Instead of manually building reports, users can simply ask questions such as which vehicles are consuming the most fuel or which drivers present the highest operational risk, with AI generating both the results and the context behind them.

For councils managing diverse fleets across multiple departments, these capabilities can help reduce administrative workload while supporting faster, more informed decision making.

BENEFITS BEYOND SAFETY

While driver safety remains the primary focus for many organisations, Brown said councils are increasingly recognising the broader operational benefits of connected fleet technology.

Vehicle diagnostics can automatically notify maintenance teams of emerging mechanical issues before they lead to breakdowns, allowing repairs to be scheduled proactively rather than reactively.

Live odometer readings can also integrate directly with existing maintenance systems, ensuring servicing schedules remain accurate without relying on manual updates.

Equally important is the ability to integrate telematics into existing business systems.

Brown said councils typically already have enterprise resource planning platforms and reporting tools in place, making interoperability essential.

Rather than replacing existing software, modern telematics platforms can feed information into established dashboards and business intelligence systems, allowing fleet data to become part of broader organisational reporting.

Brown said working closely with customers during deployment is critical to ensuring the system delivers meaningful outcomes.

“It’s important to understand each organisation’s priorities first,” he said.

“We focus on configuring the reports and dashboards around the challenges they’re trying to solve rather than overwhelming users with every available feature.”

Privacy is another consideration, particularly when introducing incab cameras.

Brown noted that where there are concerns, driver-facing functionality can be switched off so that only the forward-facing camera is used, with in-cab capabilities introduced later as a coaching tool if required.

Looking ahead, Brown expects AI to play an even greater role in fleet management.

He said that predictive analytics, benchmarking and increasingly sophisticated coaching tools are likely to become standard features, helping organisations identify emerging risks before incidents occur.

He also believes the hardware itself will eventually become less visible as vehicle manufacturers increasingly embed telematics capabilities directly into new vehicles.

As connected technologies continue to evolve, the greatest value will come not simply from collecting more data, but from transforming that data into practical insights that improve safety, support compliance and enable better operational decisions.

Unlocking the power of asset data

Local councils are sitting on a wealth of asset data. The challenge, and the opportunity, lies in turning that data into decisions that deliver real value to communities.

D

ata has become one of the most valuable resources a local council has. From inspection records and maintenance histories to sensor readings and condition assessments, councils are generating and collecting asset data at an unprecedented scale.

Yet across the sector, a persistent challenge remains: most councils are collecting data, but far fewer are truly unlocking its power.

THE COLLECTION TRAP

It’s easy to assume that more data means better decisions. But without the right approach, data can sit in disconnected systems, spreadsheets, and the institutional knowledge of long-serving staff – never quite translating into the insights that drive smarter planning and better community outcomes.

This gap between data collection and meaningful action is one of the most common challenges facing asset managers today, and it’s not unique to local government.

Globally, organisations that rely heavily on asset data consistently report the same paradox: a high degree of trust in their data for forecasting and planning,

alongside persistent frustration with data quality, integration, and usability.

Collecting data is the easy part.

Making it useful is where the real work begins.

GOOD DATA IS THE FOUNDATION

Turning data into value starts well before any analysis takes place. It begins with asking the right questions: ‘What problem are we trying to solve?

Do we have the right data to answer it? And is that data clean, consistent, and complete?’

In asset management, this means gathering both static data – such as asset age, material type, and installation date – and dynamic data, including maintenance histories, sensor readings, and usage patterns.

It means standardising formats, removing errors and duplicates, and filling gaps. A well-prepared dataset is the foundation for trustworthy analysis. Without it, even the most sophisticated tools will struggle to deliver reliable results.

This isn’t just a technical exercise. It’s a strategic one. Councils that invest in data quality are investing in their ability to make decisions that stand up to

scrutiny, both internally and in the eyes of their communities.

FROM INSIGHTS TO ACTION

Once data is in good shape, the real opportunity opens up. Analytics can reveal which assets are deteriorating faster than expected, which areas carry the highest risk, and where investment will deliver the greatest return. It can identify that a bridge in a particular zone will reach critical condition within 12 months, or that a cluster of assets in one suburb is consistently underperforming.

These insights don’t just inform technical decisions; they build community trust. When a council can clearly explain why one road has been prioritised for renewal over another, or why a particular facility is being upgraded now rather than later, it transforms asset management from a back-office function into a transparent, accountable public service.

With construction and maintenance costs continuing to rise, data analytics has become one of the most effective levers that councils can pull to stretch budgets further, ensuring the right treatment is applied to the right asset at the right time.

BUILDING A SMARTER FUTURE FOR COMMUNITIES

The shift from reactive maintenance to proactive, evidence-based asset management doesn’t happen overnight.

It starts with a commitment to treating data not as a by-product of operations, but as a strategic asset in its own right.

Councils that get this right will be better placed to extend asset life, reduce unplanned failures, optimise capital planning, and deliver the safe, reliable, and sustainable services their communities depend on.

Data on its own doesn’t improve services or save money. It’s what you do with it that matters.

Building the foundations for smarter AI

Australian councils are embracing Artificial intelligence (AI), but survey findings suggest the biggest gains will come when investment in foundational digital capability keeps pace with ambition.

A

rtificial intelligence (AI) is rapidly moving from an emerging technology to a practical consideration for Australian local government. Councils are exploring how it could automate administrative work, improve customer service and make better use of increasingly valuable data.

Getting the foundations right isn’t a new idea for councils, but new research shows that it’s still the step standing between them and realising AI’s full potential. A Council magazine survey undertaken in collaboration with Datascape, which gathered responses from 34 local government representatives across six states, found strong interest in AI alongside persistent challenges with integration, legacy systems and funding.

The findings provide a useful snapshot of the current state of the sector, and the consistency across responses is striking. When councils were asked about the barriers they face, the improvements they want to make and the friction experienced by staff, one issue repeatedly surfaced: systems need to work better together.

This creates an important distinction for councils considering AI. The question is not whether they should explore the technology, but where it should sit within a broader digital transformation journey.

THE APPETITE FOR AI IS ALREADY THERE

The survey found that councils are not lacking ambition when it comes to emerging technology.

AI tools, AI readiness and staff capability building were the most commonly identified areas councils expect to invest in over the next 12-24 months, with 40 per cent of respondents selecting them among their top three investment areas.

That appetite is understandable.

Councils are under sustained pressure to deliver better services while managing financial constraints, workforce challenges and growing community expectations.

The potential applications are also relatively clear. Service request lodgement and tracking was identified

Image: Pakin/stock.adobe.com as the area with the greatest room for improvement, cited by 52.9 per cent of respondents. Finding information on council websites followed at 44.1 per cent, while reporting issues relating to roads, waste and parks was identified by 38.2 per cent.

Each of these represents a potential opportunity for AI. An AI-enabled system could, for example, help residents find relevant information without navigating multiple pages of a council website. It could assist with triaging service requests, identifying the nature of an issue and routing it to the appropriate team.

Similar capabilities, when embedded in the tools councils use today, could help councils manage reports relating to potholes, waste collection or parks maintenance.

There is also a sizeable amount of administrative work that councils believe could potentially be automated. Half of respondents said at least 25 per cent of their team’s time was spent on manual or administrative work that could potentially be automated or streamlined.

While this figure is perceived time rather than measured, it still points to the scale of the opportunity councils see in reducing repetitive work and freeing staff to focus on higher-value activities.

The challenge is that enthusiasm for AI does not exist in isolation from the rest of a council’s technology environment.

INTEGRATION IS THE MISSING PIECE

The survey’s strongest message may have little to do with AI itself.

When asked about the biggest barriers to improving the digital community experience, more than 70 per cent of respondents identified budget constraints, while 61.8 per cent cited integration challenges.

Legacy systems and competing priorities were the next most commonly identified barriers.

The same issue appeared when respondents were asked about their day-to-day work. Integration between systems was the single largest source of reported friction, while open-ended responses repeatedly called for systems that could communicate more effectively.

“Just too many systems! We have systems fatigue,” one respondent said.

Another noted that too many systems and a lack of readily available Application Programming Interfaces made integration difficult without significant cost and dedicated resources.

This is important because AI is only as useful as the information and processes it can access.

A council may introduce an impressive AI tool, but if the information it needs is spread across disconnected systems, requires manual intervention or cannot

be accessed securely, the technology’s value will be constrained.

The survey suggests councils already understand this. Modernising and better integrating council systems was the most commonly identified digital priority for the next 12 months, selected by half of respondents. Improving online self-service and streamlining internal processes each followed at 47.1 per cent.

AI and automation still featured prominently, with 38.2 per cent identifying them among their top three priorities.

In other words, councils are not necessarily choosing between foundational technology and AI. They are recognising that the two need to progress together.

This also helps explain the apparent tension between AI being the leading investment intention and technology transformation ranking below financial sustainability and asset renewal among broader strategic priorities.

Any investment needs to demonstrate how it will improve efficiency, service delivery or financial sustainability.

As one survey respondent put it: “Budget limitations are often at odds with capital spending (even if the innovations save money in the long run).”

That makes sequencing particularly important.

MOORABOOL SHOWS WHAT SEQUENCING CAN ACHIEVE

Moorabool Shire Council provides a useful example of what this approach can look like in practice.

The council’s digital transformation journey with Datascape began with its core systems and the practical problems

staff and residents were experiencing, beginning with property and rating before moving into customer service and community engagement The result has been a more integrated operating environment in which information can move between processes, reducing duplication and manual work.

Within property and rating, for example, the council has been able to process rate notice requests in seconds rather than minutes, while connecting service requests, rate accounts and reproduction notices have reduced the need for staff to duplicate information across systems.

The council has also expanded its digital engagement with residents through online forms and the Antenno app, which allows community members to report issues and receive updates.

These improvements are significant in their own right, but they have also created the conditions for the next stage of the journey, piloting AI within Datascape directly.

Early results indicate that repetitive tasks previously taking five to ten minutes can now be completed in less than a minute, with the council estimating that this could save around 12 weeks of staff time each year.

Crucially, AI has been positioned as a tool to support staff, freeing them up to do more value-add work rather than replace them.

That approach reflects another lesson emerging from the survey and conversations with councils: implementation needs to be practical, transparent and grounded in genuine operational needs.

One respondent said an early experience with an AI development service had been premature and had potentially created a stigma around future adoption until the technology was more proven.

Another said councils were struggling to keep pace with the speed of technological change despite having made significant progress over the previous five years.

These experiences highlight the risk of treating AI adoption as a race.

A more sustainable approach is to identify a specific problem, establish whether the underlying systems and data are ready to support a solution, pilot the technology, measure the outcome and then build from there.

istorically, cameras in public spaces have been installed to do one thing – record what happened so someone could review it later. With the rapid advancements in vision technology, councils are now questioning that assumption – in town centres, on roads and around critical assets.

There is no single starting point for councils looking to explore computer vision. According to Justin, councils

are approaching the technology from three different directions, depending on the pressures and priorities they are currently facing.

The first is infrastructure and asset protection, which covers critical infrastructure protected under the Security of Critical Infrastructure (SOCI) Act, town infrastructure such as bridges and waterways, and council assets including depots, works yards and expensive plant and machinery.

Computer vision can monitor these assets continuously, identifying unauthorised access, damage or changing conditions and alerting staff while an incident is under way rather than after the event.

Justin said this changes the conversation around cameras from a security expense to a managed infrastructure capability.

“Councils are responsible for a very broad asset base, from bridges and critical infrastructure through to depots full of expensive machinery,” he said.

“The question is what visibility a council actually has over those assets, and what it would be worth to know about a problem as it is happening rather than the following morning.”

The second door is economic development and public space management.

Councils making decisions about town-centre revitalisation, active transport or public-space investment need evidence to demonstrate how places are being used. Computer vision can use cameras to count people and vehicles, measure foot traffic and understand movement patterns.

That data can support investment decisions, help demonstrate outcomes and potentially strengthen applications for external funding.

Computer vision can support monitored feeds, advanced search and analytics, faster incident response and information sharing with other agencies.

In some deployments, feeds are made available directly to police, with access, privacy and evidence management processes agreed before anything goes live. Councils often start with a single location rather than an estatewide rollout.

PRIVACY IS PART OF THE INFRASTRUCTURE

Greater capability also brings greater responsibility.

Community attitudes towards cameras and analytics can vary considerably between council areas, making privacy and community trust an important consideration from the outset.

Privacy impact assessments, clear purpose limitation and defined processes for sharing footage with other agencies should be considered as part of the project, rather than added after the technology has been selected.

Justin said the social licence question needs to be treated as seriously as the technical one.

“Councils should be asking not just what the technology can do, but whether the community understands why it is being used and how information will be managed,” he said.

“Privacy, compliance and governance need to be built into the conversation from the beginning. That is what allows councils to explore the benefits of computer vision while maintaining community trust.”

Importantly, computer vision does not necessarily require a council-wide deployment. A single camera, or a small number of cameras, can be used as sensors for a specific purpose, such as monitoring a bridge for flooding or measuring pedestrian activity at a particular location.

That means councils can start with a defined problem rather than committing to an estate-wide deployment.

Councils are rich in asset data and short on time. With existing connections to Microsoft 365 Copilot, ChatGPT and Claude, Asset Vision is giving authorised teams a more natural way to find, understand and act on operational information.

t 8.12 on a Monday morning, the infrastructure director asks for a quick answer before the executive meeting: ‘Which high-priority defects remain open in the northern district, when were they last inspected and what work is already scheduled?’

Interflow’s sustainable procurement journey

One of the most vital but difficult organisational challenges, sustainable procurement, is all about bringing the market along on the journey of constant sustainability improvement.

I

n construction and infrastructure, one factor has traditionally ruled them all when it comes to procuring products and services to get the job done – cost.

But that model is changing. While cost is still an important factor, procurement teams in organisations with a strong sustainability focus are increasingly considering a broader set of criteria, including environmental performance, social impact and governance standards.

Interflow is well into its own sustainable procurement journey. Supply Chain Manager, Rebecca Pombart, says the company’s procurement function is evolving toward a broader understanding of what suppliers contribute to the organisation, and to society itself.

“We’re moving towards a model that considers whether a supplier or subcontractor is fit for purpose in our organisation,” she said.

In practice, that means looking more closely at how suppliers operate, rather than just what they charge.

For Interflow, that shift in focus is increasingly reflected in its procurement processes. The company has updated its screening to introduce sustainability considerations from the very beginning.

“We’ve changed our pre-qualification processes for our subcontractors,” Pombart said. “So, they know when they’re onboarding that we’re partnering with particular types of businesses, and that this is what we value.”

The goal, Pombart added, is to gradually build and maintain a supply chain that’s aligned with Interflow’s deeply embedded purpose, which is ‘to improve the lives of the people we work with, the communities we serve, and the environments we work in, for generations to come’.

MEASURING PROGRESS: NEW BENCHMARKS

As sustainable procurement is an ongoing process, rather than a fixed destination, measuring success can be difficult.

At Interflow, progress is tracked through internal goals and performance plans.

Those plans include targets across several sustainability areas.

“They include diversity, social, Indigenous, environmental and other sustainability goals,” Pombart said.

Progress is regularly reviewed, ensuring Interflow remains accountable to its commitments.

And while many indicators already exist, such as Indigenous procurement targets, others are still being developed. Particular metrics, such as recycled content in purchased materials, are likely to emerge over time as suppliers join the conversation and innovation occurs as a result.

Pombart said the long-term sustainability focus reflects Interflow’s identity as a family-owned business focused on positive outcomes for society.

Smarter tools for everyday road maintenance

Rising costs, traffic disruption and the need for precise repairs are prompting councils to rethink how routine road maintenance is delivered.

F

or local governments, some of the most persistent infrastructure challenges are not necessarily the largest.

A deteriorating section of asphalt, a utility trench that needs reinstating or a damaged road surface can each require crews, machinery, traffic management and materials. Multiplied across a council’s road network, these relatively small jobs can place a significant burden on budgets and maintenance teams.

At the same time, councils are under pressure to complete works efficiently while keeping disruption to a minimum.

For Garth Morrah, Sales Manager at Ground Tec. Equipment – which supplies SIMEX attachments – balancing these competing demands is one of the biggest challenges facing councils and civil contractors.

“The biggest challenge we see across both local government and civil contractors is balancing project productivity with rising operational costs,” he said.

“Traffic management is a massive headache also. Having to close multiple

lanes in suburban areas or tight urban corridors causes immediate public backlash and costly delays.”

The equipment used to undertake these works can therefore have a significant impact on how efficiently crews can operate. “They need to know that a road repair patch will be profiled to an exact, uniform depth across every single metre, so the repair doesn’t fracture or prematurely fail.”

The stability of the equipment is also important from an operator and maintenance perspective. Excessive vibration and movement can contribute to machine instability, accelerate wear on components and increase operator fatigue.

SIMEX’s planer design incorporates a combination of self-levelling technology and drum tooth displacement intended to maximise torque per tooth, allowing the attachment to cut through dense asphalt while maintaining stability.

Correct commissioning of the planer to match the host skid steer is also important, ensuring the drum operates at the appropriate speed and torque for the application.

“Because these attachments feature integrated water tanks and built-in dust suppression systems, they eliminate the need for a dedicated worker on foot managing a water hose,” Morrah said.

He explained that this can provide both productivity and safety benefits.

“This immediately removes a vulnerable worker from the live traffic zone. It also cuts out the need for a water tanker or trailered water cart, reducing both labour costs and overall worksite risk,” Morrah said.

The integrated tank is positioned within the attachment rather than mounted on top of the skid steer, helping to maintain a lower centre of gravity while allowing the planer to be moved between compatible machines.

That versatility is increasingly important as councils look to maximise the utilisation of their equipment fleets.

“Councils maximise asset use by choosing versatile attachments over single-purpose specialised machines that sit idle in their compounds,” Morrah said.

Recent updates to SIMEX’s electrical system are also designed to simplify this process. The latest electronic control unit and wiring harness enables plug-and-play compatibility between compatible skid steer loaders, allowing the planer to use the host machine’s factory controls without extensive rewiring or reprogramming.

For operators, the result is less time spent setting up equipment and more time spent completing the work.

BEYOND CONVENTIONAL MILLING

The flexibility of the PL range extends beyond straightforward horizontal milling.

“You can cut to specific gradients or contours, or put the planer into autofloat and have it mirror the existing road camber,” Morrah said.

Better planning starts below ground

Every planning decision a council makes above ground poses additional questions below it, such as ‘can the existing network actually support this development?’ As Hugh O’Sullivan, National Business Development Manager at SECA explains.

opulation growth, infill development and rezoning are colliding with ageing pipe networks at the exact moment councils are being asked to approve development faster and justify infrastructure spending more rigorously.

According to Hugh O’Sullivan, National Business Development Manager WinCan & Cameras at SECA, a leading supplier of pipeline network maintenance equipment, the quality of a planning decision is only as good as the quality of the asset data behind it.

O’Sullivan said growth programs don’t usually fail because of poor forecasting.

Instead, they can be undermined when the underground network hasn’t been properly understood before a decision is made.

He argues that development approvals, capacity assessments and renewal programs are too often built on inconsistent inspection records, including old footage, paper-based reports and defect coding that varies between contractors and years.

“The problem isn’t a lack of inspection.

Most networks have been inspected at some point. The problem is that footage alone doesn’t answer a planning question.

Structured, comparable, decision-ready data does,” O’Sullivan said.

That inconsistency can create real risks for planners. An undersized pipe, an unassessed access chamber, or deterioration missed in an earlier inspection can turn a straightforward development approval into a costly dispute once construction is underway.

According to O’Sullivan, councils are increasingly expected to demonstrate that infrastructure decisions are evidence-based, whether they are supporting a development application, prioritising renewal funding or planning future capital works.

“Reliable inspection information provides the basis for those decisions, giving councils a clearer understanding of existing network condition rather than relying on assumptions or incomplete records,” he said.

CCTV crawler inspection remains the industry standard for understanding pipe condition. However, a pipe network also includes every manhole and access chamber connecting it, with those access points frequently receiving only a quick visual check before the crawler goes in.

According to O’Sullivan, this can leave a significant gap in the condition assessment, as a quick visual inspection of the chamber potentially misses the major defects surface damage caused by gas attack in the deeper sections of the chamber surface.

“If those defects are overlooked, councils risk making planning decisions without a complete understanding of the network’s condition,” he said.

Purpose-built technology such as the QuickView 360 automated manhole inspection camera is designed to address this gap. Rather than requiring confined space entry, the system captures a complete 360-degree visual record from the surface using twin HD cameras, integrated LED lighting and a telescopic pole designed to reach standard manhole depths.

Using this technology, a single operator can complete an inspection from start to finish, reducing the time and resources traditionally associated with manhole assessments.

“Instead of relying on handwritten notes or isolated photographs, the system produces a Cloud based asset management solution. This creates an auditable history of each asset that is easily accessible and can become increasingly valuable as networks age and inspections are compared over many years,” O’Sullivan said.

TURNING FOOTAGE INTO A PLANNING TOOL

Collecting better inspection data is only part of the equation. For planners and asset managers, the real value comes from being able to interpret, share and act on that information quickly.

This is where platforms such as WinCan WebFlex can provide a bridge between inspection and decision making.

“Rather than leaving information locked inside individual inspection files, WinCan converts raw footage into coded, structured condition data that engineering, planning and asset management teams can access,” O’Sullivan said.

The platform includes defect coding, measurement tools, graphical

asset views and reporting templates to help turn inspection results into information that supports long-term planning. It is also designed to accommodate users with varying levels of experience, with beginners able to search for inspection codes using plain language while experienced inspectors can use abbreviated coding and keyboard shortcuts.

“WinCan supports major CCTV inspection camera systems, allowing councils and contractors to integrate inspection data from different equipment,” O’Sullivan said.

Its reporting capabilities can also be tailored to individual organisational requirements, incorporating text, photographs, diagrams and customised layouts, while inspection data can be exported for further analysis or integration with other systems.

Entry-level Geographic Information System functionality enables inspected assets to be viewed spatially, helping councils understand network condition across broader catchments.

“For councils, that structured information can become the evidence base for defensible planning decisions.

WinCan WebFlex can provide a bridge between inspection and decision making.

It can support capacity assessments ahead of rezoning, strengthen business cases for renewal funding and give asset managers a documented position should infrastructure decisions later be questioned,” O’Sullivan said.

FROM COMPLIANCE TO STRATEGIC PLANNING

Manhole covers and access chambers are often overlooked when it comes to deeper maintenance checks.

Council asset managers are increasingly expected to be strategic contributors to the planning process.

O’Sullivan said modern inspection technology paired with structured reporting platforms gives them the evidence to fulfil that role, replacing assumptions with documented condition assessments supported by consistent inspection records.

That stronger evidence base can support more confident planning decisions, better-targeted renewal programs and infrastructure investment that delivers long-term value for communities.

That shift also depends on capability, not just equipment. Data is only valuable if the people collecting and interpreting it understand how to do so consistently.

“Comprehensive training, technical support and standardised inspection methodologies all contribute to higher-quality information and greater confidence in the decisions that follow,” O’Sullivan said.

“As growth pressures continue to increase, the councils best positioned to plan for the future will be those making decisions based not on assumptions, but on reliable, consistent and defensible information gathered from below ground.”

KOR Equipment Solutions’ recent Schwarze street sweeper sales milestone highlights how local assembly, responsive after-sales support and regenerative air technology are helping councils to maximise fleet performance.

R

eaching 100 Schwarze street sweeper sales is a significant milestone for KOR Equipment Solutions, but the achievement reflects more than just strong sales figures.

It highlights the growing importance councils place on reliable support, shorter lead times, as well as equipment that delivers efficient and environmentally responsible street cleaning.

When KOR Equipment Solutions became the exclusive Australian and New Zealand distributor for Schwarze street sweepers in 2021, the company inherited a respected brand that had lost momentum in the local market.

Although Schwarze sweepers had built a strong reputation over many decades, changing distribution arrangements and declining market presence had reduced the brand’s visibility. KOR recognised an opportunity to rebuild confidence by combining an established product with

local engineering capability, strong aftersales support and an experienced team.

Just four years later, that strategy has resulted in the delivery of 100 Schwarze sweepers across Australia and New Zealand, while also earning the company Schwarze Industries’ Dealer Rising Star Award.

According to KOR’s Head of Product and Commercial, Tim McGregor, reaching the milestone validates the company’s long-term approach.

“When we took on the brand, our focus was on building the right foundations,” he said.

“That meant bringing together experienced people, investing in local capability and making sure customers had confidence that we could support the product throughout its entire life.”

The appointment also reunited KOR with Anthony Briggs, Sales Manager for Schwarze, who had previously worked with the brand before joining the

company to help lead its return to the Australian market.

Briggs said rebuilding customer confidence required much more than simply offering a quality machine.

“When KOR took over the brand, Schwarze wasn’t in its strongest position,” he said.

“We had to rebuild its presence, strengthen market confidence and demonstrate that customers would receive the support they needed long after purchasing the equipment.”

BUILDING CONFIDENCE THROUGH LOCAL SUPPORT

While product performance remains critical, KOR believes one of the biggest contributors to the brand’s resurgence has been its investment in local infrastructure.

“What’s changed is that customers are once again seeing the benefits of combining that proven technology with the right local support.”

As councils continue placing greater emphasis on environmental outcomes, operational efficiency and whole-of-life asset performance, technologies that can improve cleaning effectiveness while reducing dust emissions are becoming increasingly attractive.

LOOKING AHEAD

KOR’s Anthony Briggs has helped drive the growth of Schwarze sweepers.

Melbourne, by original equipment manufacturer-trained technicians before being delivered to customers around Australia and New Zealand.

The company has also expanded its national service network and provides technical support, servicing and operator training through its KOR Connect platform.

Briggs said those investments have given councils greater confidence when making purchasing decisions.

“The infrastructure was already there when I joined KOR,” he said.

“The investment in service facilities, field service vehicles, spare parts and engineering support created the foundation that allowed us to grow so quickly.”

For councils, where street sweepers perform essential maintenance work across extensive road networks, minimising downtime is often just as important as selecting the right machine.

Briggs said KOR’s ability to supply both equipment and replacement parts quickly has become a key differentiator.

“We carry substantial spare parts inventory across Australia, supported by branches around the country, so customers aren’t relying on one location to keep their equipment operating,” he said.

“Having that national support network means councils can get back to work much sooner whenever they need assistance.”

Shorter lead times have also become increasingly valuable as supply chain pressures continue to affect heavy equipment procurement across many industries.

A DIFFERENT APPROACH TO STREET SWEEPING

One of the key factors behind Schwarze’s renewed growth has been

increasing awareness of regenerative air sweeping technology.

Unlike conventional mechanical broom or vacuum systems, regenerative air sweepers continuously recirculate air through a closed-loop system. Highvolume airflow loosens and lifts debris into the hopper before the air is reused rather than being discharged back into the environment.

The result is effective debris collection while reducing airborne dust during operation.

Briggs said this technology has remained one of Schwarze’s greatest strengths.

“The system creates a highly efficient cleaning process while minimising dust emissions because the air is continually recirculated,” he said.

“That provides environmental benefits while also delivering excellent sweeping performance.”

McGregor said the technology has always been well suited to Australian operating conditions, even during periods when the brand itself experienced reduced market visibility.

Having reached 100 sales, KOR sees the milestone as the beginning of its next phase of growth rather than its destination.

The company plans to continue expanding its presence within local government while also introducing Schwarze equipment into sectors including airports and commercial operations.

McGregor said ongoing product development will remain a priority as customer expectations continue to evolve.

“Now we’ve established that platform, we’re looking at new opportunities, different models and future technologies that continue improving operational efficiency and environmental outcomes,” he said.

“We want to continue delivering practical improvements that benefit customers as the market changes.”

While technology will continue advancing, Briggs believes many council priorities remain consistent.

“Councils are looking for equipment that’s reliable, straightforward to operate and easy to maintain,” he said.

“They want machines that perform well, backed by responsive support and readily available parts. We can provide all of those things together; putting customers in a much stronger position.”

It is this potential that sits behind the Felton Industries Outdoor Furniture Grants Program, which is providing a total of $40,000 in grants to Australian councils, schools, sporting clubs, not-for-profits and communityfocused enterprises.

The 2026 program offered successful applicants a one-off grant of up to $10,000 towards Felton outdoor furniture, supporting projects designed to enhance outdoor spaces and deliver positive outcomes for the communities that use them.

While applications for the 2026 program closed on 28 August, the initiative provides an example of how targeted funding can help councils and community organisations improve existing outdoor assets without requiring a major redevelopment.

Felton Industries Marketing Manager, Drew Mackinnon, said the program reflected the company’s commitment to supporting the communities in which its products are used.

“Schools and sporting clubs are at the heart of communities across Australia, and we know that well-designed outdoor spaces make a real difference to how people learn, play and connect,” he said.

These improvements can also help councils get more value from infrastructure they already own and manage.

The Felton Grant is designed to support projects across this spectrum, with funding available for items including sun-safe shelters, tables and chairs, grandstands and bench seating.

The focus is not simply on purchasing furniture, however. Applicants are required to demonstrate how their proposed project will benefit the people who use the space, including who will benefit, how the project will be delivered and what outcomes it is expected to achieve.

That emphasis on community benefit aligns with the broader challenge facing councils as they seek to make public spaces work harder for increasingly diverse communities.

“The Felton Grant is about helping organisations create places where students, players, families and supporters can come together,” Mackinnon said.

“Each year, we’re inspired by the ideas and passion of applicants, and we’re looking forward to supporting another group of projects in 2026.”

LESSONS FROM THE 2025 PROGRAM

The experiences of previous grant recipients demonstrate how outdoor furniture can support multiple uses within a single community asset.

At Camden Rugby Union Club in New South Wales, funding through the 2025 program helped the club improve its facilities for players and spectators with a Felton portable grandstand.

Club Director of Facilities, John Richardson, said the structure had improved the spectator experience while giving the club greater flexibility in how it used the site.

“The grant has meant the club could improve facilities for players and spectators,” he said.

“Camden Rugby Union Club is the proud owner of a Felton portable grandstand. We have been able to use this on our hill to provide a muchimproved seated viewing experience for our spectators.”

The portability of the grandstand has also allowed the club to move it as required, demonstrating how adaptable infrastructure can support changing uses across a sporting facility.

For councils managing sporting reserves and community recreation assets, flexibility can be an important consideration. Facilities may need to accommodate regular users, weekend competitions, community gatherings and different sporting events, with infrastructure required to serve multiple purposes.

Deputy principal and health and safety advisor, Mary-Anne Zahnow, said the space had quickly developed uses beyond its original purpose.

“Thanks to the Felton Industries grant, Mossman State High School now has a fantastic all-weather seating area for our outdoor sports courts and oval,” Zahnow said.

“Not only have our HPE classes been using it constantly, but other classes, including science, are also using it as an outdoor learning space.”

The area has also become a popular lunchtime gathering point for students, demonstrating how a relatively simple addition can create a more versatile community space.

SUPPORTING COMMUNITY CONNECTION

For councils, projects such as these can form part of a broader approach to creating places that encourage participation, connection and wellbeing.

The challenge is often not simply building new facilities, but ensuring existing spaces remain useful, comfortable and responsive to the needs of the people who use them.

A new way to deliver

Councils looking to reduce plastic use and streamline high-volume mailouts can now access a recyclable paper wrapping system for printed communications.

ouncils send millions of printed communications to residents each year, from newsletters and community updates to notices and information packs. A new paper wrapping system could help make those mailouts more sustainable while streamlining production.

For councils, printed communications remain an important way of reaching residents.

But getting those materials from the printing press to the letterbox can involve multiple steps, including inserting documents into envelopes or using plastic wrapping for publications.

FSG, an Australian printing and third-party logistics provider, is looking to change that process with a system designed to replace single-use plastic packaging with a recyclable paper alternative.

Michael Murphy Managing Director at FSG, said the system was developed in response to growing demand for more sustainable ways to prepare printed materials for distribution.

“The idea is to replace single-use plastic with a paper wrapping solution that is fully recyclable,” he said. “It gives organisations an alternative that is more environmentally friendly, while also simplifying the production process.”

MORE THAN JUST A REPLACEMENT FOR PLASTIC

The machine can collect and wrap multiple printed items in a single package, meaning councils could potentially use it for newsletters, postcards, notices and other communications.

For councils regularly sending large volumes of information to residents, this could reduce some of the manual handling traditionally associated with mailouts.

“Rather than putting multiple items of different sizes into an envelope, we can collect them together and wrap them into one package,” Murphy said. “The items can be individualised as they are wrapped and sealed, and then sorted at the same time.”

The process also removes the need for a separate printed fly sheet, which would traditionally need to be printed, cut and manually collated with the item being mailed.

Instead, the system incorporates a printing head that can print directly onto the paper wrapper, including the recipient’s address and other relevant information.

“It brings the printing, wrapping and addressing together into one process,” he said. “That saves time and labour compared with having to produce a separate fly sheet and then attach it to the material.”

FSG has been operating the system for several years and has processed millions of items through the machine.

It also represents a significant first for the Australian market. FSG’s paper wrapping machine is the first of its kind to be implemented in Australia.

“It is also currently the only machine of its type operating in the country,” Murphy said.

That gives FSG a unique position as councils and other organisations look for practical alternatives to plastic packaging.

SUSTAINABILITY AND COMMUNICATION

For councils facing growing expectations around sustainable procurement and waste reduction, the environmental benefits are a key part of the proposition.

The paper used for the wrapping can be recycled, providing an alternative to plastic film that can be difficult to recover through conventional systems.

Murphy said the approach also has the potential to reduce the weight of individual mail items.

“In an identical comparison, a magazine wrapped in paper was around six per cent lighter than the same magazine using the traditional plastic and fly sheet method,” he said.

That reduction has the potential contribute to lower mailing costs.

The paper wrapper can also become another communication channel for councils. For larger runs, the material can be pre-printed with branding, imagery or campaign messaging before individual addresses and QR codes are added during the wrapping process.

This can allow councils to turn what would traditionally be considered packaging into an extension of the communication itself.

FSG has already applied the technology to local government communications, wrapping a council’s quarterly newsletter in a branded recycled paper wrapper for distribution to ratepayers.

Murphy said the response demonstrated the potential for the technology to be used beyond traditional publishing applications.

“There are a lot of options available because you can put messaging and branding on the outside of the package,” he said. “You can also individualise it with variable data, QR codes and more, so it becomes part of the communication rather than simply something that protects what’s inside.”

With the system already processing millions of items across FSG’s operations, the company sees paper wrapping as an increasingly viable alternative for organisations looking to rethink how their printed communications are packaged, addressed and delivered.

Queensland’s operations sector gets its own event

LoGov Queensland 2026 will bring council works, asset, fleet, parks and infrastructure teams together for a practical day of demonstrations, peer learning and industry connections.

oads, drainage networks, parks, streetscapes, fleet, depots and community assets all rely on the operational teams who plan the work, specify the equipment and get it delivered. On Wednesday 21 October 2026, Queensland will have a new event built specifically for the people delivering council operations on the ground.

Municipal Works Australia (MWA) will host LoGov Queensland 2026 at Meakin Park in Logan, in partnership with the City of Logan.

THE EVENT THE SECTOR HAS BEEN MISSING

MWA’s research into the local government events market kept finding the same pattern. Queensland is well served by policy forums, leadership conferences and engineering programs, yet there are very few large-scale events created specifically for council operations personnel.

LoGov is built to fill that gap.

The audience is works managers, asset teams, fleet and procurement leaders, parks and infrastructure staff, supervisors, coordinators and technical practitioners. Embedding evaluation earlier in the process can help decisionmakers establish clearer outcomes, test whether programs are delivering as intended and use evidence to shape what happens next.

Together, the two sessions address an important part of the local government challenge: making better decisions, then having the frameworks and commercial structures in place to deliver them.

FROM RECOVERED MATERIALS TO COUNCIL INFRASTRUCTURE

The connection between waste and infrastructure becomes even more apparent at the GIC, where the program explores how sustainability considerations can be incorporated into the way infrastructure is planned, procured and delivered.

One of the key sessions for council infrastructure and sustainability teams will be ‘Can We Have It All: Balancing Sustainability’s Competing Priorities’.

Another session with a clear application for councils is ‘Soil and Land Remediation for Major Infrastructure Projects’, which will examine how difficult-to-recover construction and demolition materials can be diverted from landfill and returned to productive use.

Mark Foley, Senior Commercial Manager, and Dr Melanie MeredithWilliams, Senior Environmental Manager, from Repurpose It, will explore the company’s contaminated soil washing process and how treated materials can be transformed into recycled aggregates, sand and clay for use in major infrastructure projects.

The session provides an example of the broader challenge of creating reliable pathways from recovered materials into new construction applications.

Infrastructure projects can create demand for recycled and lower-carbon materials, but doing so requires confidence around specifications, availability, performance, risk and wholeof-life considerations.

The GIC program also includes ‘Economic Forecast – Australian Infrastructure Market Outlook’, presented by Adrian Hart, Director, Construction and Infrastructure at Oxford Economics.

Australia has entered a new phase of infrastructure investment, with major activity being driven by energy, water, data centres, defence and social infrastructure. Turning waste into jobs, energy and regional growth

Denmark’s biomethane success offers Australian councils lessons in turning Food Organics and Garden Organics (FOGO), and agricultural waste, into renewable energy.

D

enmark has built one of the world’s most successful biomethane industries by bringing together local government, agriculture, and industry.

The result is a mature renewable gas sector that transforms organic waste into an energy resource, helps support regional economies and contributes to national decarbonisation goals.

They aren’t necessarily pioneers – around the world, many communities are seeing food waste, garden organics, agricultural residues and other organic materials as valuable resources capable of producing renewable energy, helping to reduce emissions and boosting regional economic activity.

For Australian councils, the Danish experience offers lessons about how waste management, energy and regional development can work together to help create broader community benefits.

There is growing recognition though that organic waste can also become a valuable energy resource.

Biomethane, a type of renewable gas, is produced when organic materials break down via a process known as anaerobic digestion. The resulting biogas can then be upgraded into biomethane, a renewable fuel that can be used in the same way as natural gas.

There are many benefits to this.

It reduces the volume of waste sent to landfill, captures emissions that would otherwise be released during decomposition, and converts existing waste streams into a source of renewable energy, as well as creating by-products like digestate for fertiliser.

As Australia’s circular economy develops, this ability to create value from waste is attracting increasing attention from governments, industry and regional communities.

SEEING WASTE AS A RESOURCE

DENMARK SHOWS US THE WAY

Councils already manage significant volumes of organic waste each year.

In 2022, Australia generated 14.4 million of tonnes of organic materials, including food waste, garden organics, timber waste and biosolids. About 58 per cent of this was either recycled or recovered – meaning the remainder is treated as a disposal problem.

Denmark’s biomethane sector didn’t happen by mistake.

Its success has been driven by strategic and long-term collaboration between all levels of government including councils, farmers, food producers and energy companies.

Rather than treating waste streams separately, Denmark developed systems

that aggregate organic materials from a variety of sources and process them through shared infrastructure.

Today, biomethane makes up around 40 per cent of the gas in the national gas grid and is supported by an extensive network of more than 150 biogas and biomethane facilities. Analysis by the European Biogas Association shows the industry has grown into a substantial contributor to the country’s renewable energy transition while also supporting economic activity across regional communities. Grand View Research’s Denmark Biomethane Outlook estimates the country’s biomethane market generated revenue of USD $340.6 million in 2024 and is expected to reach USD $729.3 million by 2030.

Jemena General Manager Future Networks and Performance, Sonia Fourie, said there were plenty of lessons Australia could learn from Denmark.

“The exciting opportunity for councils is not simply enabling more effective waste management. It’s the chance to help create regional value from resources that already exist within their communities. Biomethane has the potential to help support regional jobs growth, attract investment and provide renewable energy options for local businesses while aiding emissions reduction,” she said.

WASTE MANAGEMENT

Denmark’s model doesn’t need to be replicated exactly but it reveals what’s possible when waste policy, agricultural systems and energy infrastructure are aligned around a common objective.

AUSTRALIA COULD REPLICATE MANY OF DENMARK’S SUCCESSES

Australia doesn’t lack for natural resources, and that extends to potential feedstock.

Research undertaken by Blunomy indicates there is significant biomethane production potential across Australia’s east coast. Under supportive policy settings, available waste streams could support biomethane production at a scale capable of supplying a substantial portion of current east coast industrial gas demand. That means a supply potential of 130-300 petajoules, compared to current industrial usage of about 230 petajoules across the east coast.

This suggests the opportunity is not constrained by a lack of potential feedstock.

Instead, the challenge is enabling the partnerships that can help to connect infrastructure, aggregation and production systems needed to bring these resources together and convert them into renewable energy.

Many local government areas could play an important role. For councils, the opportunity extends beyond waste management.

Across New South Wales, councils are preparing for increased FOGO collection obligations and the challenge of managing larger volumes of organic material.

While the immediate focus is landfill diversion, these growing waste streams may also create a broader opportunity.

By providing reliable and consistent feedstock, FOGO could help lay the foundations for future renewable gas projects capable of delivering environmental and economic benefits.

Given the right policy support and market development, a mature biomethane industry has the potential to attract regional investment, helping to support construction and manufacturing activity, as well as providing renewable gas options for local commercial and industrial customers.

The Australian Renewable Energy Agency’s (ARENA) Bioenergy Roadmap found harnessing local resources for bioenergy could support local economies with at least one in four additional jobs expected to be in regional areas.

By 2050, ARENA estimates bioenergy could contribute a potential $14 billion to annual GDP and create 35,000 jobs – also helping to reduce emissions by 12 per cent.

For regional communities looking to attract new investment and support existing agricultural and food processing industries, biomethane offers the prospect of helping to develop a new industry from resources that are already available locally.

Renewable gas could also provide regional manufacturers, food processors and other commercial customers with a lower-emissions energy option while supporting local energy security.

A DANISH LESSON

Denmark has shown that successful biomethane projects rarely rely on a single source of waste.

Instead, many combine food waste, FOGO collections, agricultural residues, livestock manure and organic industrial by-products through co-digestion systems. By aggregating multiple feedstocks, projects can achieve the scale required to support long-term investment and reliable renewable gas production.

This approach is especially relevant for regional Australia.

By combining their efforts, councils, agricultural producers, food manufacturers and waste processors could help create larger, more viable projects that support regional development objectives as well as environmental ones.

Fourie said for many biomethane projects mean the benefits extend well beyond waste management.

“They can attract investment, support construction and operational jobs, strengthen local supply chains and provide renewable energy options for industrial and commercial businesses located within council areas. Councils play an important role here,” she said.

Fourie said there are several emerging Australian projects including the Optimal Renewable Gas (ORG) Griffith Biohub that demonstrate how regional waste streams can be transformed into renewable energy while supporting local investment and economic activity.

“The Griffith Biohub will process up to 100,000 tonnes of agricultural waste in its first phase to produce approximately 460 terajoules of biomethane per year, equivalent to the gas consumed by over 30,000 households,” she said.

For councils, biomethane supports landfill diversion, emissions reduction and waste recovery while creating the potential for renewable energy production, regional investment and economic development.

“As the Danes have shown, the greatest value comes not from viewing organic waste as a problem to be managed, but as a resource that can contribute to broader community outcomes.”

or many council workers, a vehicle is more than just a way to get from one job to the next. It can be a mobile workplace, with drivers and passengers spending hours each day inside the cabin.

Whether it’s a waste collection vehicle, road maintenance truck, parks and gardens vehicle or passenger fleet, the quality of the air inside the cabin matters.

Outside air can carry a range of contaminants into a vehicle through its heating, ventilation and air conditioning (HVAC) system. Dust, pollen, exhaust gases, soot, bacteria and other airborne particles can all find their way inside.

THE AIR INSIDE MATTERS

The importance of cabin air quality can become particularly apparent during spring, when pollen levels rise and seasonal allergies can make driving uncomfortable for many people.

For workers who spend several hours in a vehicle, exposure to pollen and other airborne contaminants can be a persistent issue. A dirty or ineffective cabin filter can also allow contaminants to build up inside the HVAC system and vehicle cabin.

Regularly replacing the cabin air filter can help reduce the amount of pollen, dust and other fine particles entering the vehicle. It can also help keep the cabin cleaner and reduce exposure to odours.
