A message from the Chair
It remains a quietly impressive fact that every week in NSW, thousands of superbly trained volunteers take a world-class philosophical ethics curriculum into NSW schools and join their students in a circle of inquiry – discussing the bedrock questions on how to make the best ethical decisions as they face life’s challenges.
Committed volunteers are the solid foundations of our program and this report showcases many of those dedicated individuals and school teams. We hear from our training manager Danya Webb, who brings her passion for continual improvement into all aspects of her work with our excellent Education team. Primary Ethics couldn’t do what we do without our supporters and in this report we introduce you to the work of two who epitomise this generosity - Jeff Humphreys, supporter and active volunteer, and the creative critical thinker Dr Sid French as remembered for us by his wife Margaret.
It’s been a year of change for Primary Ethics, notably with the retirement of our founding Chair Bruce Hogan, whose legacy remains a vital part of our work. Critical thinking and empathy in the age of AI
WhenSinéad Fitzgerald, a Microsoft manager and Sydney ethics teacher, wrote a piece early in 2025 for LinkedIn about the crucial importance of ethical thinking skills in the age of AI, the power of her insights leapt out. On 27 May we held a discussion panel, hosted by journalist Sarah Macdonald and including Sinéad, to discuss her proposition that the
very skills and qualities fostered by ethics education were non-negotiable in this new age of artificial intelligence. Other panellists included Kelby Mason, author of our curriculum topic on AI, Gabrielle Corbett from Pembroke School in South Australia which is using our curriculum across the school, and Tim Power, education innovator.

Jeff Humphreys is all-in for ethics
Jeff Humphreys is all-in when it comes to Primary Ethics. Still working fulltime running his own business as an actuary, he has taught both his grandchildren ethics and has now trained as a high school ethics teacher.
Jeff was initially alerted to the ethics program by an article in the Sydney Morning Herald, which made him recall his discontent around his own children and scripture. “My children had to go to non-scripture and twiddle their thumbs, I was really disappointed and objected.” So all those years later, he was immediately inspired to become an ethics volunteer.
Jeff first taught his now-teenage grandson Cooper at Lindfield Public School from Years 1-5, moving with him to North Sydney Demonstration School for Stage 3. His ethics volunteering commenced when Cooper was in Year 1 just before the ethics program was extended to Kindergarten students (in 2017).
This year he’s had the chance to teach Kindy, as his granddaughter started school at Gordon West Public School. He notices that Kindy kids have so many levels of ability – “some start crawling away during the lesson while some should be in Year 10!”
Jeff sees ethics as “a special thing I do with my grandchildren” – but it’s also more than that. “It’s a good challenge, you’re learning yourself - it improves you as a person.” How so? “I used to think, ‘I’m a senior actuary, I know the answer’. Doing ethics makes me more inclined to listen to the other side”.
How did he become the critical thinker he clearly is?
Jeff went to high school in the rural town of Casino in northeast NSW, where many students and particularly boys would leave school to work on the family farm at ages 15, 16. Year 12 (6th form in those days) was quite small. He enjoyed Casino, with its horse-riding, footy and high school agriculture. He says the teachers were not bad, but “You were on your own a lot of the time. I was lucky to have parents who encouraged me. There’s a level of independence you get by being thrown in the deep end.”
With his mum and dad as role models through his teen years, Jeff went to university and then became an actuary, where “the examination process includes
testing the ability to find solutions to practical issues that have no ‘right’ answer and being able to explain why a proposed solution is appropriate; you have to think for yourself and build a solution with logic and reasoning.”
Jeff runs his own consulting business and has the flexibility and commitment to continue to teach ethics. He also does volunteer work for Actuaries Australia and the International Actuarial Association.
He considers the ethics syllabus very good, the curriculum better and better over the years. “You’re really supported. I’ve dialled into some lunchtime Engage Reflect Connect workshops, they reinforce what I’m doing.”
He is also a generous donor in support of Primary Ethics. Supporters like Jeff and his wife Karen help make our ethics education program possible.
Jeff’s Kindergarten class is now learning to talk to others in the circle, not just to him. Some give good reasons for their opinions. He’s looking forward to continuing to do ethics with them and in 2025 has trained as a high school teacher, “for the challenge”!
Jeff says “It looks daunting but just try it. It’s easier than it looks.”

The 2024 Kinghorn Volunteer of the Year Award was the first to be split between two winners – an individual, regional manager Jim Neely, who covers the Queanbeyan district in southern NSW, and a team, the Northmead Public School ethics team in western Sydney.
Jim embarked on his second decade of volunteering in 2025. He is regional manager for ethics programs in seven schools in his region – four in Queanbeyan as well as Bungendore, Jerrabomberra and Sutton. Between them they deliver lessons to thousands of students each week. Jim supports 12 ethics teachers and himself teaches five classes every week in four different schools.
As time has gone by, I’ve come to appreciate the broader benefits the children get out of the classes, such as increased selfconfidence and empowerment. Jim Neely
Northmead is a large, diverse school in western Sydney. The team has built a strong, steady and committed presence to ensure that ethics is now offered across all years. Almost one third of the school population is engaged in ethics lessons. The program is seen as an important part of school life. With a committed and community-minded team, they’re not only teaching ethics — they’re building a lasting legacy.

Building strong foundations: Danya Webb
Danya Webb, with an extensive background in marketing and sales, is the training operations manager for Primary Ethics.Her team delivers all the new teacher training sessions. They also create all the e-learning modules for new teacher/coordinator training, as well as the many short courses and handouts available to volunteers. And they run monthly information webinars and collaborate with Classroom Support colleagues on professional development workshops.
My own journey with Primary Ethics began as a volunteer ethics teacher in 2018 when my younger daughter started kindergarten (her older sister had already been in ethics for a few years). My involvement grew when I took on the additional role of volunteer ethics coordinator at my children’s new school in 2021 to launch their ethics program. We now have a team of 12 ethics teachers at this K-12 school, covering almost all the demand for ethics from K-8. My younger daughter is now in Year 7 and I still teach her Stage 4 ethics class!
As training manager, I work with a dedicated team to ensure our volunteer ethics teachers and coordinators are well-prepared for their roles. Our commitment to continuous improvement and a supportive learning environment is at the heart of everything we do.
Our team of 14 trainers delivers regular interactive new teacher training workshops face-to-face in Sydney and Wollongong and online via Zoom. The online option makes our training more accessible to regional volunteers, as well as those who prefer the convenience of training from home or in the evenings.
We train all sorts of people - barristers and psychologists, cleaners and librarians. Regardless of background, everyone is trained in the same way, equipping all with the skills to become capable ethics teachers or coordinators.
We also develop and manage digital learning resources, including:
• E-learning modules for new teacher and new coordinator training.
• Many short courses and handouts available in our Document Library.
Learning doesn’t stop after the initial training. We strongly believe that every ethics lesson offers a chance to hone technique. We collaborate closely with the Classroom Support team to offer ongoing professional development, including:
• Engage-Reflect-Connect workshops for ethics teachers
• Coordinator Essentials workshops for ethics coordinators
• Information webinars about ethics for parents and the community.
To ensure our program remains current and impactful, we also run an annual program review. This evaluation is vital, helping us modify our approach to address any gaps and drive quality improvement.
Our training methodology has evolved significantly over the years — we are now on Version 11 of our new teacher training manual! This is a testament to our focus on integrating feedback, keeping up with best practice in adult learning methodology and adapting to the needs of our volunteers and students.
The power of the program is personal to me. I’ve seen both my children’s critical thinking and empathetic reasoning skills develop over the years thanks to their involvement in ethics education.
‘Teaching ethics has given me so much more than I ever expected’
Arpana Ahluwalia’s journey as an ethics teacher in western Sydney.
When my daughter started school, I was looking to get involved in the school community. I became an active member of the P&C but wanted to find other ways to apply my interests in life skills. Then one day I saw a callout in the school newsletter for ethics volunteers. The idea of contributing to children’s learning in this way was incredibly exciting, even though I had no prior experience in the teacher role. Thankfully, the training made it clear I didn’t need to be an expert.
I still remember the day of my first ethics lesson. I was nervous about running an interactive lesson, but the kids were so engaged. They jumped into the discussions straightaway and it was wonderful to see how much they enjoyed it.
Later that day, the school’s Twitter page shared an update. The principal had asked a group of students what the best part of their day was and there was an overwhelming response of ‘today’s ethics lesson!’ This served as a major confidence boost for me and from then on ethics became a highlight of my week.
Over the 10+ years I have been a volunteer, one thing that has stayed constant is how valuable each lesson is — not just for the students, but for also for me. I’ve been pleasantly surprised on multiple occasions by how thoughtful and mature the discussions are. They’re learning to be open-minded, to listen to
other perspectives, to share their own in a way that’s respectful. It’s inspiring to see them build on each other’s ideas and sometimes even change their minds after hearing someone else’s point of view.
Watching my daughter grow up has been a reminder of how quickly time passes, but ethics has stayed a constant. It’s such an inclusive program, not tied to any religion or culture, which is what makes schools the perfect place for it. I hope these lessons can reach as many kids as possible because they’re learning skills that will stay with them for life.
Teaching ethics has taught me to see things differently, to listen better and to appreciate the diversity of thoughts that young minds bring. I’m so grateful to have had the chance to be part of something so meaningful.

Tribute to Dr Sid French
Margaret’s dear husband Sid French, died from a brain tumour in December 2022. Sid was a committed supporter of Primary Ethics and a generous donation came through his will. Margaret, who has has herself completed our ethics teacher training, spoke to us about Sid.
Sid was a structural engineer whose engineering love was bridges and latterly the restoration of historic bridges, at which he became quite an expert. His approach to engineering always took into account its impact on the environment, people, wildlife, oceans, forests. He was a climate activist, an active supporter of Greenpeace and other environmental and humanitarian organisations.
Sid was known as a creative critical thinker, someone able to take a complex problem, break it down and work out how to solve it, often when others couldn’t. He often sketched his thinking as a way of explaining it to others.
Sid was significantly involved in engineering works around sewer outfalls off South Heads, helping restore clean beaches to Sydney. He and his team worked out how to safely remove the lead paint from the Sydney Harbour Bridge. At the time of his death he was working on the restoration of Pyrmont Bridge.
Sid and I felt that one significant way he could contribute to how the children of Australia look at their world and are able to ask the ethical questions
about what’s happening here and globally was to financially support Primary Ethics. The ethics program started and was up and running just in time for our grandchildren to benefit from ethics classes.
Our granddaughters both attend ethics at North Sydney Demonstration School, in Stages 2 and 3. When they started school, their parents knew they wanted ethics for them.
It took a while for the girls to realise they were attending ethics, as they called it ‘scripture’! I think some people still take a while to realise there’s ethics available.
Sid loved following the grandchildren as they participated. I used to pick up my younger granddaughter straight after ethics and she used to say, ‘We had to work out this really interesting question today’. She didn’t realise she was doing ethics, but she loved it. We loved hearing about it.
What Primary Ethics is doing is so worthwhile.

Bruce Hogan AM, Chair (retired February 2025)
Founding Chair of Primary Ethics and Chairman of the Hogan Family Foundation, Bruce has had an extensive non-executive director career following his executive career in investment banking. Past directorships include Chair of Snowy Hydro Ltd, State Super Financial Services and nonexecutive director of NSW Treasury Corporation, GIO, Funds SA and Energy Australia.

AO, Director, Chair, February to June 2025
Simon commenced as the first Executive Director of The Ethics Centre in 1991. In 2013, he was made an officer of the Order of Australia for “distinguished service to the community through the promotion of ethical standards in governance and business, to improving corporate responsibility and to philosophy.” Simon is an Adjunct Professor of the Australian Graduate School of Management at UNSW, a Fellow of CPA Australia, the Royal Society of NSW and the Australian Risk Policy Institute.
Nicola Kaldor, Director, Chair of Engagement Committee
Nicola is Co-CEO at Lonre Capital. She is an experienced director of both NGO and private companies, including as a current National Justice Project Advisory Board Director and Talent Beyond Boundaries Advisory Board director. She works as an advocate for refugees across the private school sector.
Stephen Knight, Director, Chair of Investment Committee, Member of Audit & Risk Committee
Stephen currently chairs the ASX Clearing and Settlement Boards. He is a member of the Australian Office of Financial Management (AOFM) Advisory Board and is a non-executive director with Hall & Wilcox ·and the Sydney Financial Forum. Stephen is an independent member of the Asset Liability Committee for Housing Australia. Stephen also coaches a number of senior executives across a range of industries.
Matina Moffitt, Director, Chair of Audit & Risk Committee
Matina is an audit partner with BDO. Prior to this Matina was an Associate Partner with EY. Over 35 years Matina has specialised in audit and accounting for wealth asset managers, wealth management, funds management, superannuation, retail and investment banking and notfor-profits. She has also been the auditor for Primary Ethics. Matina is a Fellow of Chartered Accountants Australia and New Zealand.

Roger provides Management, Strategy and HR Management consulting services across a wide range of businesses. Roger joined Primary Ethics in 2011, establishing and later managing the Classroom Support Team, alongside providing pro bono human resources services for all employees and managers.

Nigel held the role of financial adviser in the NSW Government for 10 years. At Bankers Trust, Nigel worked on a series of significant privatisations, including GIO, NSW State Bank and NSW TAB. He also advised on the demutualisation of the ASX as well as consulting to the NSW Treasury Corporation on risk strategy.

2011-2025
Bruce Hogan AM, the foundational Chair of the Primary Ethics Board, retired from the Board in February 2025.
It’s difficult to overstate Bruce’s vital contribution to our organisation from its first days, after taking on the role when the NSW Government agreed to a trial of ethics classes in 2011.
Bruce oversaw the establishment of the Primary Ethics organisation and stewarded it through a period of steady growth, from the pilot in just 10 schools in 2011 to a thriving volunteer program covering more than 500 schools just as we reached the rocky waters of COVID.
He consulted extensive contacts from his investment banking career, where he was joint managing director of Bankers Trust, to seek donations to keep Primary Ethics afloat in its early days. His success increased to include larger pledges from philanthropic organisations, allowing steady growth. Bruce’s stewardship established an investment fund that continues to support program operations, smoothing out funding dips to ensure we are no longer a week-to-week proposition. We would not exist were it not for Bruce’s early and major efforts to harness this support. And we would not be the quality-focused organisation we are without his management principles.
Along with stable funding, Bruce guided – and at times directly led – work on curriculum development, also establishing volunteer training guidelines and bestpractice recruitment practices. In particular he lobbied extensively to change Education Department policies so as to let parents know ethics classes were an option for their children.
His constant urging to remember both our final audience – children receiving ethics lessons – and the enormous contribution of every volunteer continues to inform all the work of delivering our ethics education program.
To ensure he understood the full volunteer experience and had insight into staff operations, Bruce underwent (and passed!) new teacher training. His direct interest and guidance were invaluable to management and his legacy remains a vital part of all we do.
