Peterborough Regional Health Centre (PRHC) and our partners across the healthcare system have continued to face significant challenges over the last year in our ongoing response to the COVID-19 pandemic.
– most notably, our Master Planning process and the implementation of a shared Clinical Information System (CIS) in partnership with six other hospital organizations across the central east region of Ontario.
As we have learned more about the original COVID-19 virus and its variants, and as vaccines have become increasingly available over recent months, our leadership team and staff have remained poised and ready to adapt and innovate, ensuring that we have been able to continue to provide high-quality care while keeping our patients, visitors and healthcare workers safe.
We expect to face new challenges in the years to come, and we are committed to continuing to do the work necessary to operate within a balanced budget while also advocating for the current and future patient care needs of our hospital, community and region.
PRHC’s regional role has become increasingly important throughout the COVID-19 pandemic as we have served as the lead for the five hospitals in our region, and operated as a receiving hospital for patient transfers during the provincial critical care surge. Over the course of five months earlier this year, PRHC accepted 76 patient transfers from hospitals outside our region to support the system-wide response to this surge. Between waves of COVID-19, when disease activity has been lower, PRHC has worked hard to maintain non-urgent surgeries, procedures and tests at or above 100 per cent of our normal patient volumes to help address backlogs related to provinciallydirected ramp-downs of non-urgent care. We are incredibly proud of the work of the hospital’s leadership and staff to establish a well-organized, efficient and successful vaccine clinic that has supported the community vaccination effort. As of June 2021, PRHC’s clinic has delivered more than 30,000 doses of vaccine. RESPONSE TO THE COVID-19 PANDEMIC TOGETHER WE ARE #PRHCSTRONG We want to recognize and thank every leader, healthcare professional, staff member and volunteer at PRHC for their extraordinary courage and resilience throughout a year like no other. Enhanced infection control measures, a new virtual visiting program, ramping up our critical care capacity, the opening and operation of a COVID-19 Assessment Centre and Vaccine Clinic – these are just a few of the major initiatives we have taken on as part of our local and system response to COVID-19. PRHC is a large organization with many moving parts, and implementing all of this change while continuing to provide care and support for our patients has been no small feat. We are fortunate to have some of the most hard-working, caring and dedicated people on our team at PRHC, and a wonderful community supporting us here in Peterborough. While the last 16 months have taken a toll on all of us, we have been privileged to see our team come together like never before to respond to the challenges of this pandemic. Together, we are truly #PRHCSTRONG. The #PRHCSTRONG campaign was made possible through the generous support of our community through the PRHC Foundation.

PROVINCIAL CRITICAL CARE SURGE PRHC is proud to have supported the provincial health system response to the COVID-19 pandemic, ensuring that patients across Ontario have had access to the level of care they needed. In the third wave of the pandemic, the healthcare system experienced a critical care surge that threatened to overwhelm ICUs in hospitals across the province. In response, PRHC ramped up its critical care capacity and accepted a total of 76 patient transfers from our partner hospitals; most of these patients arrived at PRHC over a period of just eight weeks in April and May as the surge reached its peak. COVID-19 ASSESSMENT CENTRE In the early months of the pandemic, PRHC opened a COVID-19 Assessment Centre to provide medical assessments and testing for people with symptoms of COVID-19. Over the last 16 months, the Assessment Centre has played an integral role in the community response to COVID-19, assessing and testing tens of thousands of people for COVID-19. Our thanks to the dedicated leaders, staff and physicians who have supported the opening and ongoing operation of PRHC’s COVID-19 Assessment Centre. COVID-19 VACCINE CLINIC AT PRHC In December 2020 PRHC began planning for the opening of a COVID-19 Vaccine Clinic at the hospital to support the broader community vaccination effort. Since February 2021, this well-organized, efficient and successful clinic has administered more than 30,000 doses of vaccine, which has included special clinics for highest-risk healthcare workers in the hospital and community.

INVESTING INTO THE FUTURE OF PATIENT CARE While the COVID-19 pandemic has dominated a great deal of our time and resources over the last year, work has progressed on a number of major initiatives to position PRHC for future success and growth. We continue to do the important work of managing and carefully allocating our resources within a challenging and uncertain healthcare landscape, while advocating for the current and future patient care needs of our hospital, community and region as we plan ahead for the years to come. Thank you to the PRHC Foundation, and through them, our generous community donors, who have made so many important investments into equipment and technology possible over the years. A BETTER PATIENT EXPERIENCE IS COMING TO CENTRAL EAST ONTARIO In collaboration with our six partner hospitals across the region, work has continued to prepare for the launch of a new, shared clinical information system, or CIS, later this year. As hospitals across Ontario have faced the challenges of the COVID-19 pandemic together, we have gained an even greater understanding of the importance of having a shared CIS in place to support the best possible care for our 1.5 million hospital patients across the region. Launching a CIS is one of the most important transformations a hospital can make, and it has been nearly a decade in

the making at PRHC. Once implemented, the new CIS will enable seamless access to health information across all seven hospital organizations, enhancing patient safety and quality of care. This collaboration represents the largest number of individual organizations joining together on the Epic system in Ontario, and will transform the way health care is delivered for generations to come. MASTER PLANNING Over the last two years, we have embarked on the early stages of our Master Planning process, looking ahead at the next five, 10 and 20 years of our ongoing evolution as an organization. Peterborough has become one of the fastest-growing communities in Canada with one of the oldest populations demographically. Over the past five years, we have seen substantial increases in our patient volumes and acuity. We have also continued to expand and enhance our programs and services in our dual role as a community hospital and as the regional referral hub for the surrounding communities. In both of these capacities, PRHC’s goal is to continue to bring specialized care closer to home for patients. The hospital’s regional role has become increasingly important throughout the COVID-19 pandemic as we have served as the lead for the five hospitals in the region and operated as a receiving hospital for patient transfers during the provincial critical care surge.
As we move forward, our program and service growth, investments in patient care and increasing patient volumes will require substantial changes in the physical space we occupy. PRHC will need to meet the
demands of major population growth over the next 20 years. In our bold vision for the future, we will be the go-to large acute care hospital between Kingston and the Greater Toronto Area for patients to receive care.

SUPPORTING EACH OTHER THROUGH DARK TIMES We would like to take a moment to acknowledge the ways our community and our country have been rocked by the tragic events of recent weeks. First, with the heartbreaking discovery of the remains of hundreds of Indigenous children found buried in unmarked graves on residential school sites, and second, with the senseless murder of four members of a Muslim family in London, Ontario – leaving behind a nine-year-old boy who has survived this attack only to be faced with a lifetime of grief and pain as a result of his immeasurable loss. These events have brought into sharp focus the pervasive racism and violence that continue to cast a shadow over Canada’s past and present. They have also served as an urgent call to action for all of us – to listen, to learn, and to provide our support in whatever ways we can.
In the wake of these national tragedies, we at PRHC have recommitted ourselves to advocating for and amplifying the voices of Indigenous, marginalized and racialized communities and populations, to further educating ourselves, to speaking out against injustice and to challenging and dismantling systemic racism wherever we find it. Only by doing the difficult work of reflecting on our own values and biases can we begin to make meaningful change. PRHC stands with those who are experiencing pain, grief, anger and sorrow following these events. We mourn together for the senseless way these lives were taken, and we commit to doing the work we need to do to make our community and our country a better place – a place where all people can feel safe.
