Rob is an engineer and has been active in the property industry for over 30 years, most recently as GM of Frasers Property Australia. He is a board member of Summer Housing and Homes Tasmania and was previously board member of the Property Council of Australia, Residential Development Council, HIA, UDIA, Liveable Housing Australia, Salvation Army Housing and the Heritage Council of Victoria.

Louise has a unique and diverse background with over 25 years’ experience in Business Strategy and Innovation. She is a multidisciplinary, multi-industry, globally experienced senior executive and entrepreneur. A mentor and business leader adding cultural, professional, ethnic and gender diversity to the Board Room.

Julie has over 30 years’ experience implementing strategic people and organisational development solutions in higher education, professional services, telecommunications, mining and transport and logistics. Julie is a Fellow Certified Practitioner with Australian Human Resources Institute (AHRI) and has completed the AICD Company Directors course.

A lawyer with 40 years experience in the financial services and property sectors, Christine has worked for various retail and investment banks in senior management roles, most recently as an Executive Director with Macquarie Group.

Daniel is the treasurer of HAA. Daniel has over 17 years experience in the property sector working in accounting and finance, funds management and analysis roles for large ASX listed and private developers. Daniel is currently the General Manager of Mainspring Property Group and is a member of CPA Australia.

Krist is an experienced Chief Information Officer and Chief Technology Officer with an in-depth understanding of information systems management, IT operations and complex project delivery. Krist uses his knowledge of artificial intelligence and project delivery to lecture at Swinburne University. He is a graduate of the Australian Institute of Company Directors.

Each state has a HAA Management Committee and Chair comprising local professionals with a range of skills who all volunteer their time to progress HAA’s mission. The State Management Committees act as ambassadors in their regions of influence and report on state-based activities at each HAA Board meeting.

In supporting the Board, the role of the State Management Committees concentrates on three main areas: Operationalising the national strategy and direction of HAA; Sourcing opportunities and buildings for pop-up shelters and meanwhile use housing through personal and professional networks; Discharging the responsibilities of the State Management Committee as contained in the Constitution or otherwise delegated by the Board of Directors from time to time.

Pop-up Housing Short term 'meanwhile use' housing in underutilised buildings

Our pioneering pop-up housing model provides temporary accommodation for vulnerable Australians by re-purposing vacant buildings awaiting redevelopment.

A vacant mansion in Melbourne’s eastern suburbs has been lovingly restored and handed over to YWCA to provide emergency transitional accommodation for up to six women, at risk of homelessness at any one time.

In partnership with South Port Community Housing Group (SPCHG), our Emerald Street refurbishment will bring 31 units back to rentable standards to be offered to individuals in need.

Gardenhouse is a collaboration between Housing All Australians, YWCA Housing, The Salvation Army and more than 40 private companies that have helped transform a vacant building into emergency accommodation for women over 50 in need of temporary shelter.

The property was put forward for redevelopment under a program of the Victorian Government but cost escalations led to its withdrawal.

Together with Emerald Street owner and operator, SPCHG, Housing All Australians engaged a project team including Builder, Architects, Building Surveyor, and Project Manager to work with us to refurbish the individual units.

In collaboration with community housing agencies and property owners, the model takes advantage of the thousands of empty buildings across Australia that can be re-purposed for short-term use as crisis or transitional housing. It is a shortterm response by the private sector.

The Lakehouse in South Melbourne owned by CaSPA Care was previously a vacant aged care facility. By harnessing private sector and local government donated time, goods, fit-out and building services it has already housed more than 130 women with support from YWCA Housing.

YWCA Housing is the lessee, tenancy provider and supports those being housed while connecting them to additional community services. The average stay for the women is 9 months. 42% of the women are survivors of family violence.

The women are all supported into longterm housing with either YWCA, public housing, referrals to other housing providers, or private rentals. Some return safely to family and friends.

YWCA pays a peppercorn annual fee for the use of the property. Building outgoings are paid by YWCA out of nominal rent paid by the women.

Planning permission has been granted to complete 20 additional bedroom units taking the total to 50. Refurbishment is currently underway.

The project demonstrates what is possible when private sector organisations and not-for-profits come together to support a growing crisis.

Gardenhouse is the second pop-up project by HAA and partners including home builder Metricon and Quest Apartment Hotels and their suppliers, who collectively donated hundreds of thousands of dollars worth of labour, products, and services to refit the building and bring the project to reality.

The six-bedroom, three-bathroom home has undergone significant work resulting in a bright, inviting, and comfortable environment. Students at Collarts School of Design led the interior design.

YWCA Housing is the lessee at peppercorn rent. It supports those being housed and connects them to additional community services. Building outgoings are recovered via belowmarket rent paid by the women as subtenants.

Seeing local businesses including Better Living Group, Quest Apartments, Linen House, Dulux, Point Architects, RMIT University and Plantfulness help us address the urgent need for social housing has generated significant media interest.

With the value of the pro bono works estimated to be more than $700,000, the 31 units will be completed in early 2024, ready to provide longterm, affordable housing to single adults facing homelessness. SPCHG are the property owners and operators supporting residents with practical services. They operate independently of government funding and rely on below-market rent from tenants to fund their operations.

Western Australia's first senior women's house will house 12 women at risk of homelessness, at any one time. The previously vacant heritage-listed building, Wyn Carr House, is owned by Uniting WA.

Australia will be home to a gamechanging digital National Affordable Housing Register. The NAHR is designed to tackle the nation’s housing crisis by unlocking private capital to fund affordable housing projects, nationwide.

HAA's Progressive Residential Affordability Development Solution (PRADS) enables the creation of affordable housing without relying on any government subsidy or funding.

HAA’s Western Australia Management Committee has been instrumental in securing more than $1 million in professional services, construction materials, and furnishings already donated through partnerships with over 20 individuals and private companies.

Funding of $2,537,265 has been allocated from the Social Housing Economic Recovery Package Grants Program for the construction of a modern and respectful accommodation facility. Women will have their own bedroom and ensuite, shared living areas and multipurpose flexible-use spaces.

Uniting WA Homeless Accommodation Support Service provides intake and case management support.

Each tenant will contribute a percentage of their income towards rent and will be obliged to help upkeep the property and contribute to a positive living environment.

Building works are expected to be completed in early 2025. *

National Affordable Housing Register is the brainchild of HAA with PEXA using their skills in information technology s to develop the register. With input from local government and the property industry, PEXA and HAA are building a centralised platform that captures and tracks all affordable housing obligations ensuring the housing remains affordable for the life of the agreement.

The NAHR will enable the government to monitor the compliance of all stakeholders (developers, investors, owners, property managers and tenants) over the life of the commitment. Using smart technology, it will notify the government when noncompliance is detected.

While the NAHR will be a national platform, it will be trialled in Melbourne first, with the City of Port Phillip, the City of Yarra and the City of Melbourne playing pivotal roles in the pilot working group, along with Australia’s largest build-to-rent operator, HOME. The NAHR ensures that developers, investors, property owners and tenants uphold their obligations, such as the committed period of below-market rent and guaranteeing the long-term affordability of the housing created.

PRADS enables the private sector to collaborate with the government to create additional value within a development that can be used as a subsidy for affordable housing. This added value can be created in various ways, such as increasing development density or through negotiated outcomes of rezoning applications.

The resulting affordable housing obligations are secured on title, with rents set below market rates for at least 30 years, allowing developers to sell the affordable housing to investors. Compliance obligations will then be monitored using the NAHR. Not-for-profit developer Nightingale has successfully used the PRADS model in North Coburg. While the original incorporated plan zoning approach only prescribed 5 per cent of homes to be affordable, Nightingale used the PRADS model to negotiate an increase in height from 3 to 5 storeys, to enable the affordable housing commitment to increase to 15% without impacting the development’s viability. In the public interest of encouraging more affordable housing, Merri-Bek City Council, authorised and supported the innovative approach The increased building height created value uplift, which in turn became the subsidy needed to make the social and affordable housing viable, at zero cost to ratepayers.

In 2022, through generous donors, HAA commissioned Give Me Shelter, the first national economic study into the longterm costs of underproviding affordable housing in Australia. The study, by SGS Economics and Planning, shows the cost to Australian taxpayers will reach $25 billion annually by 2051 (in 2021 dollars) if nothing is done.

HAA continues to play an active and important role in raising national, state and local awareness of the private sector opportunity in urgently addressing the housing crisis. We refer to it as 'respectful unrest'.

Narrated by actor Margot Robbie, UNDER COVER is a feature length documentary shining a light on the devastating, often-secret reality that women over 50 are increasingly experiencing homelessness in this country.

The economic modelling indicates the extra cost will come from increased health and mental health service costs, domestic violence services, compromised educational opportunities, anti-social behaviour, and significant productivity losses for services and businesses, with staff unable to find affordable accommodation nearby.

Importantly, the cost-benefit ratio showed for every $1 invested, the taxpayer would receive $2 in benefits,, on average.

Subsequently, two additional Give Me Shelter economic studies were funded and created; on veterans and youth, respectively (the latter to be published early 2024). Give Me Shelter: the longterm costs of youth homelessness in Australia revealed the failure to fix youth homelessness will cost the wider community $2.7 billion per year by 2051.

Give Me Shelter: Leave No Veteran Behind, was conducted by professional services firm RPS, a Tetra Tech company. It found that if left unaddressed, the cost of veterans’ homelessness to the Australian economy will reach $4.6 billion in the next 30 years. Nearly 6000, or 5.3% of the nation's half a million current and former service personnel, experienced homelessness in the past year. This is a rate nearly three times higher than that of the broader population.

Hundreds of editorials, events and interviews by HAA and its supporters regularly appear in The Financial Review, The Age, The Sydney Morning Herald, The Western Australian, ABC TV and SBS and Radio and numerous industry publications including AICD magazine, UDIA Urban Connections, and Property Council of Australia.

HAA has made several submissions and responses to state and federal enquiries into homelessness, including the National Housing and Homeless Plan Issues Paper, and the inquiry into the rental and housing affordability crisis in Victoria.

The Productivity Commission cited Give Me Shelter in the National Housing and Homelessness Agreement report, as did The Business Council of Australia.

HAA has funded and commissioned a number of cameo videos by some of Australia’s great thought leaders such as Graeme Samuel AC, Wendy McCarthy AO, Mike Zorbas, Garry Weaven, Ken Morrison, and Alison Watkins AM. The purpose is to stimulate greater private sector interest and activity in addressing our chronic housing shortage.

HAA helped secure funds to bring the film and impact events to reality, and is generating new conversations by helping Australian communities host their own screenings and panel discussions, with support of HAA partner Quest Apartment Hotels and others.

Filmed over the course of two and a half years, UNDER COVER by Sue Thomson and Adam Farrington-Williams, follows the stories of ten women who never considered they would be homeless.

“Documentaries like this change people's perspective about the people who are going to be in [social housing] properties,” said Charlotte Dillon, GM YWCA Community Housing, adding that companies should be “reviewing their policies and making sure that they are mitigating the risks that make women homeless in the first place. Look at the structural barriers and how you can break those down. Are you paying superannuation on parental leave policies? Do you have flexible work practices?”

Workplace giving Change doesn’t happen overnight, and we welcome the long-term support of businesses and their employees through workplace giving programs.

As an employer, you can set up a workplace giving program and ask your employees to participate. You then pay employee donations directly to Housing All Australians.

Workplace giving programs are a simple way to regularly donate to Housing All Australians with its deductible gift recipient (DGR) status.

Workplace giving programs do not affect the way gross income, super guarantee payments or fringe benefits are worked out.
