PART 1. SOUTHWESTERN LEAGUE CONSTITUTION/BY-LAWS (Revised: July 21, 2015) ARTICLE 1 1.1

This organization shall be known as the Southwestern League of the California Interscholastic Federation, Southern Section (CIF-SS).

ARTICLE 2 2.1

PURPOSE

The purpose of this League shall be to direct and control athletics of the member schools in accordance with the rules and regulations of the CIF-SS, and to foster cooperation in other activities involving these schools.

ARTICLE 3 3.1

NAME

MEMBERSHIP

The membership of the Southwestern League shall be determined by the Southwestern League and the CIF-SS. As of 2010, membership includes: Chaparral Great Oak Murrieta Mesa

3.2

Murrieta Valley Temecula Valley Vista Murrieta

Associate members shall make application to the League for acceptance.

Associate members dues are $150.00 per sport.

ARTICLE 4

LEAGUE COUNCIL

4.1

The Principal of each member school or his/her designated representative shall constitute the League Council.

4.2

The League Council shall have the power to pass by-laws (rules and regulations) necessary to conduct business, determine League championships and awards control and promote inter-school League athletics, and any other such matters that are not enumerated, but necessary for the efficient management of the League.

4.3

Voting in League meetings shall be by voice vote unless a member school asks for a roll call vote. Each member school shall have one vote.

4.4

Associate members may vote only on issues that pertain to those sports in which they take part.

4.5

A simple majority of the League Council is necessary to conduct a business meeting.

4.6

Activities Directors will meet with the League Council at the first meeting of the year.

ARTICLE 5

OFFICERS

5.1

The officers shall be President, Treasurer, Secretary, League Representative and League Coordinator.

5.2

The President shall be a Principal and shall be named to office by alphabetical rotation of League schools. He/she shall appoint an appropriate person from his/her school to serve as Treasurer. They shall take office at the conclusion of the last regularly scheduled League Council meeting of the school year (if applicable) and shall assume their duties for two years. The League President’s school shall receive $800.00 to cover league administrative costs.

5.3

The Secretary shall be appointed by the League Council at the last Regularly scheduled meeting and serve for two years.

5.4

The League Representative to the CIF-SS shall be an administrator or designee in one of the League schools and will be elected for a two-year term. The Principals at their March meeting will select an individual. The name(s) will then be submitted to the League Council at its March meeting for final consideration and approval.

5.5

The League Coordinator to the CIF-SS shall be responsible for reporting all league entries and records of league schools. It will be the coordinators responsibility to ensure the validity of the Southwestern League entries into C.I.F. - S.S. playoffs. This position will be voted on by the Principals at the March Meeting.

5.6

Any vacancy in elective offices that occurs during the school year may be filled at the next scheduled league meeting.

ARTICLE 6

DUTIES OF THE OFFICERS

6.1

President It shall be the duty of the President to preside at all League meetings. In case the President is absent, the next presiding officer will be determined by the following order: Treasurer, League Representative, Secretary.

6.2

Secretary/Treasurer It shall be the duty of the Secretary/Treasurer to keep an accurate record of all financial transactions of the League and to pay all bills as approved by the League Council.

The Southwestern League Secretary/ Treasurer shall: (a) Maintain records of the results of League contests and all other pertinent information relating to League business such as statistics; (b) Attend all League meetings as a non-voting member, if not an Athletic Director; (c) Be aware of Constitutional and by-law revisions and notify member schools of these changes; (d) Take minutes of the Athletic Directors’ and Principals’ meetings. (e)

Purchase all medals and patches for League awards.

(f)

See that a copy of all the Principals’ minutes shall be distributed to the Principals, Athletic Directors, and to the CIF-SS office.

(g)

At the final league meeting, any amendments will be added/deleted to a final constitution copy and passed on to the next President.

The secretary will compile the sportsmanship evaluation totals following the conclusion of the season.

The secretary will supply all schools with league passes and posters for admission prices.

The League Secretary will establish and print the league schedules.

All SWL schedules (single, double and triple rounds) will follow a two-year cycle starting with even numbered years (2010, 2012, ‌). The football schedule will be used to determine the order of opponents during League play; double and triple rounds will reverse home and away sites. Every two years SWL opponents will rotate from top to bottom with home and away sites reversed.

6.3

CIF-SS League Representative The duties of the Southwestern League Representative to the CIF-SS are enumerated in the CIF-SS Blue Book, Article 1, sections 110-117, pages 57-58. When attending a CIF meeting with instructed directions, the League Representative has the power to change the SWL Council vote if new information is presented at the meeting, In addition, the League Representative shall keep the League Council informed of actions taken or proposed at CIF-SS Council meetings that would affect the Southwestern League.

6.4

League Coordinator The duties of the Southwestern League Coordinator to the CIF-SS are enumerated in the CIF-SS Blue Book, Article 1, section 110-117. In addition, the League Coordinator will act as league statistician. All league play, Varsity, JV and Frosh wins/losses and scores will be reported, compiled and distributed to the league Athletic Directors on a weekly basis. Nonreported league scores will result in a loss until reported.

6.5

Athletic Directors (a) The Athletic Directors, following their meetings, will submit their minutes to their Principals in the following form: (1) agenda items; (2) brief discussion of what occurred at the Athletic Directors’ meeting; (3) recommendation; (4) request for action. b) Prior to each League Council meeting, the Athletic Director will meet with the Principal, covering each item individually and answering questions which might arise at the League meeting.

ARTICLE 7

LEAGUE MEETINGS

7.1

Five regular league council meetings shall be held annually and scheduled the Tuesday morning at 9am prior to each CIF-SS Council meeting. The fifth meeting will be held in early June to review, revised, approve league schedules and constitution by-laws changes. Additional meetings may be called at the discretion of the President and must be called by him/her at the request of any member school. The time and site of the regular business meetings for the following year shall be set by the League at the last regularly scheduled League Council meeting.

7.2

Agenda items shall be prepared by the Athletic Directors who will meet one week prior to the League Council meetings. The agenda items are to be submitted to the League Executive Secretary. The athletic directors will meet monthly on the first Monday of the month at 9am.

7.3

The minutes of each meeting shall be mailed, faxed or emailed to each Principal and each Athletic Director within two weeks after each meeting.

ARTICLE 8

PROTESTS

8.1

A protest must be filed in writing by the principal of the school protesting with the president of the league, 48 hours after the completion of the contest, not including Sunday. Before filing, the principal of the protesting school, or his representative shall notify the principal of the opposing school of the action to be taken and shall file with said principal a written statement of the points upon which the protest is based. Failure to make such notifications or file such statements shall nullify the protest. A deposit of fifty dollars ($50) must be made to the league prior to the committee meeting. If the finding is to up hold the protest, the funds will be returned.

8.2

The league will only hear protests regarding violations or interpretations of League or CIF rules and by-laws. Protest will NOT be heard regarding official’s calls or interpretations.

8.3

Upon receipt of the protest, the President shall convene a committee to consider the protest. The committee will be comprised of the non-involved principals or designee.

This committee shall report its findings to the league.

8.4

The protest meeting format will be as follows: (a) School filling will give a presentation regarding the protest. Questions will be asked by the committee and answered by the protester for clarification only. (b) Other involved schools will give a rebuttal of the protest. Questions will be asked by the committee and answered for clarification only. No more will be said after both parties have been heard. (c) After both sides have completed testimony, the committee will discuss their findings and a simple majority are necessary to uphold a protest.

The decision is final.

8.5

The President shall call a special meeting of the League Council to review the findings of the committee. The vote at such a meeting shall be limited to schools not party to the protest.

ARTICLE 9

AMENDMENTS

9.1

The Constitution will be supplemented by By-Laws. The Constitution and By-Laws may be amended by a majority vote of the members at a regular League Council meeting or at a special meeting called to amend the constitution. An amendment must be read in a meeting preceding the meeting upon which it is voted. The by-laws may be amended at any regularly scheduled meeting when listed as an agenda item.

9.2

At the final league meeting league meeting, any amendments will be added/deleted to a final constitution copy.

9.3

In order to meet the provisions of the Brown Act, the Secretary shall reproduce and post the Southwestern League Principals meetings agenda no later than 72 hours prior to any meeting.

ARTICLE 10 10.1

The Athletic Directors’ meetings shall be held monthly, the time and place to be set at the last regularly scheduled Principals’ meeting. Refer to Article 7.2

ARTICLE 11 11.1

ATHLETIC DIRECTORS’ MEETINGS

ELIGIBILITY

CIF-SS rules shall apply for all classifications in all sports. More stringent rules may be adopted by each school.

ARTICLE 12

CHAMPIONSHIP RULES

12.1

Championships shall be settled on a percentage basis, tie games counting one-half game won and one-half game lost, except in Soccer (see Soccer by-laws).

Percentage shall be computed on a full schedule of games. No team may be considered for a championship under this rule unless it has played a full schedule of League games.

However, a team may be considered for a championship by accepting a canceled game as a loss. League standings will be determined on a percentage basis when teams cannot complete their league schedule due to weather or extenuating circumstances.

12.2

Championships will be “recognized” in all divisions in all sports. Recognition will be left up to each member school.

ARTICLE 13

CIF PLAYOFF SEEDING

The following by-laws apply and cannot be superseded by an individual sport regulations.

13.1

Should two teams qualify for a League championship they shall be declared cochampions. They both are entitled to represent the League in the CIF-SS playoffs if places in the playoffs are available.

13.2

In case of a tie, head to head league competition shall determine the League representative in the CIF playoffs.

13.3

Championship and second place ties are to be determined in the following manner.

13.3.1 Championship and Playoffs: A. In determining standing of teams in all branches of sports, a tie shall count as half a game won and half a game lost.

B. In case of a tie in any sport for a league championship, co-championships shall be declared.

1. In case of a tie among two or more teams in any sport, designated placement for CIF playoff berths shall be determined as follows: a. Best win/lost percentage in league play. b. Head to head competition among all teams tied in league play.

For triple rounds, head to head competition will be determined by the series winner. c. Your record against ALL teams in the league. The team with the highest point total will be the League representative.

Point system tiebreaker: The following points will be awarded for wins vs: i. 1st Place Team = 6 points ii. 2nd Place Team = 5 points iii. 3rd Place Team = 4 points iv. 4th Place Team = 3 points v. 5th Place Team = 2 points vi. 6th Place Team = 1 point vii. Additionally, in soccer the following points will be awarded for ties vs: viii. 1st Place Team = 3 points ix. 2nd Place Team = 2.5 points x. 3rd Place Team = 2 points xi. 4th Place Team = 1.5 points xii. 5th Place Team = 1 point xiii. 6th Place Team = .5 point d.

"For a three way tie for 1st place, all three teams will flip coins at the same time and odd team out will be the 1st place team. The remaining two teams will then use head to head competition for 2nd and 3rd place with a coin toss if all else fails (both teams going to CIF).

C. Third place ties: Refer to steps under 13.3 with the exception of the coin toss.

Whenever a playoff game can be played, the coin toss will be eliminated.

D. Three-way tie for third place – flip coin, odd team gets the bye. B and C play-off, winner plays odd team – that winner goes to CIF. Site to be neutral when possible.

Home team to be determined by coin flip.

Southwestern League Coaches will not give films or other information on league members to non-league members during the season or playoffs.

ARTICLE 14

FORFEITURES AND GAME TIME

14.1

If one team does not meet the date set by the League or mutually agreed upon by the athletic directors, the school unwilling to play shall forfeit and be credited with a loss. If both teams are unwilling to meet the date set, both teams shall forfeit and both teams will be credited with a loss.

14.2

If a team is going to be late, it is that school’s responsibility to contact the host school and give approximate time of arrival.

ARTICLE 15 15.1

POSTPONEMENTS

Postponed contests must be rescheduled on the next available school day unless another date is mutually agreed upon by the athletic directors.

ARTICLE 16

CONTROL AT ATHLETIC CONTESTS

16.1

The home school is responsible for adequate adult supervision at all home games.

The host school for all night football contests shall provide adequate police protection. a) Per CIF: Painted faces and/or markings on any part of the body will not be allowed.

16.2

An administrator from both schools must be present at all varsity football and basketball games. Upon request of the host school, each school shall send an administrator/designee to away contests and shall identify themselves to the host administration.

16.3

The visiting school is responsible for the supervision of its own rooting section. Organized rooters groups as well as individual fans MAY NOT sit behind the opponent’s bench.

Teams and spectators will sit on opposite sides of the facility when possible at all contests.

16.4

The use of mechanical noisemakers, radios, or megaphones in the bleachers is not permitted. Schools may display banners, signs, balloons, or floats as long as they do not mention the other team involved in the contest being held. The visiting team must remove all banners, signs and balloons at the conclusion of the contest.

16.5

When vandalism occurs relating to a game, satisfactory adjustment must be agreed upon by administration of both schools involved. It is up to the host school to notify the visiting school of the damages no later than two school days following the incident.

16.6

Spectators must at all times remain off the field of play and at a sufficient distance back from the sidelines, so as not to interfere with the play of the contestants. Field Passes shall be issued by each school for persons to be on the football field sidelines.

At basketball contests, spectators are to remain off the floor at all times including pre-game, half times and between contests. Student pep groups and/or individual fans from opposing schools will be well-supervised and MAY NOT sit behind the opposing team bench.

16.7

Bands at Games Basketball (a) Only the host school shall provide a pep band. (b) The pep band shall not exceed twenty members. (c) The pep band is not permitted to play at any time while the game is in progress. (d) No exotic amplification will be allowed.

(e) The pep band will sit in the home section of the gym. The band will not sit directly behind the visiting team.

Football (a) Host school band and drill team form at end of field 20 minutes before game time. (b) The teams must stay out of the way of all pre-game activities from 10 minutes before the game time until the start of the game. (c) Band and Drill teams move onto the field 10 minutes before the game. (d) The National Anthem will be played 10 minutes before the game. (e) The band must leave the field before the game (f) Football Captains/officials conduct the coin flip 5 minutes before game time.

Half-time (g) Bands must form in such a manner as not to restrict vision of fans or interfere with competing teams off the field. (h) No band or drill team will blow a whistle before a contest ends. (i) During half-time performance groups must leave the field after 12 minutes and the football teams return. (j) Kick-off at the end of the 15 minutes. (k) Exception: Homecoming, parent nights, etc. may deviate from above time schedule by mutual agreement. Inform visiting school by phone.

16.9

Post-Game Celebrations At the conclusion of a contest, teams will exchange handshakes and then members of the coaching staff must escort the visiting team from the field of play. Post-game celebrations or activity are not to take place on or in the facility. At the conclusion of an athletic event (10 min. max.), the visiting coach is to gather his/her team and leave on buses/vans in a timely and expedient manner. All team meetings or gatherings shall be conducted on the bus trip home or back at the school site.

ARTICLE 17 17.1

17.2

SPORTSMANSHIP AWARD

The Southwestern League shall present a Sportsmanship Award to all member schools who are judged by their peers as having demonstrated outstanding sportsmanship throughout their athletic program in the course of one school year (Spring – Winter).

An evaluation shall be taken at the conclusion of each season of sport by the Southwestern League’s Athletic Directors, no member evaluating his/her own school. Evaluations will be tallied from each varsity head coach, athletic director and principal. At the conclusion of each season, evaluations will be tallied. After three seasons (Spring – Winter), all evaluations for each school will be tallied and any school totaling 360 marks will receive the Sportsmanship Award.

17.3 -6 plaques to be purchased by the SWL. -All qualifying SWL Schools to be submitted to CIF. -If CIF only allows 1 school, then rotation will be used.

ARTICLE 18 SPORTSMANSHIP The athletic program of the Southwestern League subscribes to the principles of “Pursuing Victory with Honor”.

18.1

It is the responsibility of each schools administration to establish standards for participation by adopting and enforcing codes of conduct for coaches, athletes, parents and spectators.

18.2

Head coaches are to assume the leadership role in assuring that team members conduct themselves in a positive manner and not be involved in verbal and/or physical altercations.

Coaches must review rules and behavioral expectations with athletes and members of their staff prior to participating in any contests.

18.3

Coaches must always be mindful that the profession of coaching is a profession of teaching. In addition to teaching the physical and mental dimensions of their sport, coaches should, through words and example strive to fulfill their responsibility to promote sportsmanship and foster the development of good character by Teaching, Enforcing, Advocating and Modeling the principles of “Pursuing Victory with Honor.”

18.4

Should an altercation occur between member schools, it should first be resolved by the administrations of the member schools involved. The administrations of the two member schools involved shall decide if a situation warrants their joint presence at future contests involving their schools and/or others.

18.5

If an altercation cannot be mutually resolved by the schools involved, a member school may request a hearing by the league following the process listed in Article 8.3 and 8.4.

18.6

Player conduct and consequence are listed in the CIF-SS Blue Book and shall be adhere by all member schools. The penalties for an athlete/spectator who attempts to inflict harm upon another player/spectator or person by fighting, hitting, biting, use of an implement (e.g., bat, ball, helmet, et cetera) and is NOT ejected by game officials should be disciplined and follow regular school discipline policy of the students school.

18.7

It is the right of an athlete to appeal the decision of the panel of Athletic Directors made under Article 18.6 to the Southwestern League Principals sitting as the League Council.

ARTICLE 19 19.1

FINES

Southwestern League member schools shall be fined the amount of $25 per occurrence should Coaches, Athletic Directors, Principals, or their designees fail to attend scheduled meetings.

ARTICLE 20

FINANCES

20.1

Each school participating in the Southwestern League shall pay League dues of $1500.00 per school year.

20.2

An amount of $800.00 shall be given to the League President’s school to cover league administrative costs.

20.3

The admission prices for Southwestern League contests shall be as follows:

20.4

In all contests, the visiting team shall pay its own expenses

20.5

The home school shall retain 100% of home gate receipts in all sports unless mutually agreed.

20.6

League Championship Events: Sites for these events shall be on member school campuses unless prior approval has been obtained from the League.

The host school will pay timing devices, officials’ fees, supervision, ticket printing, etc in swimming, water polo, track and wrestling. If gate receipts do not cover the costs, then the league will pay the difference.

The league will pay for a Certified Athletic Trainer at wrestling and track not to exceed $150.

The league will pay for an athete entry program like EPI and electronic timing system not to exceed $625 unless approved by the league for track league finals. The league will pay the cost of green fees for prelims and finals in golf for athletes only, not to exceed $25.00 per golfer. The host school will keep all gate money and will be responsible for all costs unless they are approved by the League Council prior to the event.

20.7

The League Council shall set League dues for the following year at the last regularly scheduled business meeting. On or before November 1 of each year, member schools shall send their dues to the League Treasurer. Additional revenue needed for League expenses will be provided by an assessment levied equally upon member schools.

ARTICLE 21

ASB CARDS AND PASSES

21.1

Student Body Activity Cards shall be valid at all home contests as determined by the host school. Each school is responsible for informing the public of the Southwestern League fees and costs.

21.2

60 Southwestern League passes per member schools are good for the holder and one guest. The pass shall be valid at contests held between participating League member schools. Passes are not to be used to admit a group of

players or other students. Staff ID will be good for admission plus one (1) guest.

21.3

Southwestern League passes will be honored at League swimming, water polo, track, and wrestling finals. Staff ID will be good for admission plus one (1) guest.

ARTICLE 22

RADIO AND TELEVISION BROADCASTS

22.1

Written request for radio or television broadcasting should be presented to the opposing Principal or designee at least one week prior to the contest by the radio or television station. The Principal or designee must approve or deny this written request within 48 hours.

22.2

Funds collected for broadcasting shall be kept by the home school. The minimum rate will be the same as for playoff games for the previous year in the CIF-SS. The home school may waive the fee.

22.3

All broadcasting expenses are to be assumed by the radio or television production company.

ARTICLE 23

ALL-LEAGUE SELECTION

23.1

There shall be an All-League First Team.

23.2

On the second (2nd) Monday following the last regularly scheduled League contest on a regularly scheduled workday, the coach of the number one CIF-SS representative shall host a meeting of the coaches of the League teams in order to select an All-League Team. (exception see soccer by-law 6.4). The Athletic Director of the host school will chair the meeting and notify member schools of the date, time, and place of the meeting. Agenda for the meeting shall include any proposed constitutional changes, schedule conflicts and the all league selection.

23.3

Individual sports will host the seeding for league meeting and finals prior to the league finals. This agenda for the meeting shall include any proposed constitutional changes, sportsmanship vote, schedule conflicts and the all-league selection.

23.4

The public announcement of All-League Team selections shall be released only by the League Coordinator at the conclusion of CIF-SS competition for all team sports or whenever all Southwestern League entries have been eliminated from CIF-SS play.

23.5

A member school that fails to send a representative to the league meeting will be fined twenty-five ($25) dollars by the league.

23.6

There will be no “Coach of the Year” in any sport.

23.7

When a tie for League MVP or other All-League position occurs, both coaches will speak about their athlete’s accomplishments and statistics and then league coaches will re-vote for MVP. If a tie still remains, Co MVPs will be allowed.

In sports where an offensive and defensive MVP is allowed, an optional overall Player of the Year shall be voted on first. The offensive and defensive MVP will be voted on next.

ARTICLE 24

24.1

The Southwestern League will provide a uniform patch unique to the League for Varsity team sports. Patches for first team will be awarded as follows:

The Second Team All-League Team will be awarded a certificate. The number of certificates awarded for 2nd team will be the same as first team.

24.2

The Southwestern League will provide medals unique to the League for those athletes who place 2nd and 3rd in Swimming and Track and Field and Wrestling.
