_____________________________________________________________________________________ For your review and information, please review the latest athletic information: Over the next few weeks, all the schools within the San Diego Section will be opening for academic instruction.

We understand that there are a wide variety of options being considered regarding what the actual educational models will look like, and of the many challenges that you are facing in getting that job done. The CIF-San Diego Section office wants to wish you the very best in starting your school year and appreciate all the efforts you and your staff are making to serve your students in the best way possible. With that in mind, we wanted to provide some updates for the opening of the 2020-2021 school year: 1) Updated Master Calendar: Please see attached Board of Managers approved CIF San Diego Section, 2020-2021, Master Calendar. We appreciate all of the collaboration of our sport advisory groups, our officials’ associations, athletic directors, conference presidents, and the section’s governance members in the development of this calendar for our section. We understand the challenges in front of us, and your commitment to providing this opportunity for our student athletes, schools, and communities is unwavering.

2) Tournament Sanctioning: The window is open in CIF Home for tournament sanctioning. The section will be working with officials’ associations to determine the number of tournaments, per sports, that can be covered while still allowing for non-league or off matrix contests to be conducted. Please note, that non-sanctioned tournaments will not be assigned. Please start entering those ASAP! 3) CIFSDS Fall Eligibility and CIF Home Workshops: We will be conducting Fall Eligibility and CIF Home Workshops virtually this year on the following dates and times:

San Diego CIF Section: A Shared Vision for Education Based Athletics Eligibility Workshops o Tuesday, September 15, 4:00 p.m. – 6:00 p.m. o Thursday, September 24, 4:00 p.m. – 6:00 p.m.

CIFSDS Home Trainings o Tuesday, August 25, 4:00 p.m. – 6:00 p.m. o Thursday, August 27, 4:00 p.m. – 6:00 p.m.

These workshops are valuable tools in helping athletic administrators prepare for the 2020-2021 school year. Guidelines for communication, new rules, review of eligibility, suggestions, and best practices for your athletic programs, are just a few of the topics that will be covered. A calendar/email invite for the above workshops will be coming out the week of August 17th. Please contact Vanessa Meyers at vmeyers@cifsds.org if you do not receive a calendar/email invite regarding these events.

4) Home Campus Update for 2020-2021: Athletic Directors, please log in and update your CIF Home directory information for 2020-2021, ASAP. The CIF Home splash has been completed for the new year and it is critical that we have your most updated information entered.

5) 510 Forms: We are now requiring the submission of a signed and completed “510 Pre-enrollment Contact Affidavit” with every transfer form submitted. The submission of these forms has been inconsistent in the past, but moving forward, it will be required to process and finalize any transfer.

Please refer to the link below and upload into CIF Home with your transfer request: CIFSDS, 510 Pre-enrollment Contact Affidavit 6) CIF Bylaws – Frequently Asked Questions: Since the July 20th, announcement of the adjusted 20202021, Sports Calendars we have received several questions related to various CIF Bylaws.

Please review most asked questions below: A) CIF Bylaw 207, Transfer Eligibility, Sit-Out Period – The Sit-Out Period provision contained in CIF Bylaw 207 remains in place. The State office is currently still reviewing the timelines for enforcement and a final decision on the application of the bylaw. Each sport will have a published Sit-Out Period date for that sport and those dates will be applied during the 20202021, school year.

B) CIF Bylaw 506.A – Multiple – Sport Athletes/Maximum of 18 Hours Per Week – There are no bylaws that prohibit students from participating in two sports during the same season of sport. In scenarios where a student is participating in two sports within the same season, per CIF Bylaw 506.A, the student has a maximum of 18 total hours per week of practices and competitions each week of the high school season. They do not have a maximum of 18 hours per week in each sport. Reminder, competitions count as 3 hours per day.

San Diego CIF Section: A Shared Vision for Education Based Athletics C) CIF Bylaw 600 - On the July 20, 2020, CIF State Press Release, the State CIF Office, temporarily suspended State Bylaws 600 through 605, allowing student athletes to compete on both a high school and outside (Club) during the same season of sport. In the San Diego Section, Bylaw 600.1 prohibits student athletes from not only competing on an outside team, but also prohibited them from practicing with their club team as well. On August 14th, the San Diego Section, Board of Managers voted to temporarily suspend Section Bylaw 600.1 for the 2020-2021 school year, enabling student athletes throughout our section to join those across the state in being able to practice and compete with their club team while also competing as a member of their high school team. This is a temporary, one-year adjustment to Bylaws 600 - 605 for both the State CIF, and the San Diego Section.

D) CIF Bylaw 504.M – Sunday Rule –The prohibition on practices, competition, or any association of any kind between student-athletes and their coaches on a Sunday during the high school season of sport remains in effect. With the suspension of CIF Bylaws 600-605, allowing student-athletes to participate on outside teams during the high school season of sport, the prohibition on Sunday activities is unchanged. Coaches who coach both high school and club/travel programs are not permitted to associate with their high school student-athletes on a Sunday during the high school season of sport under the guise of a club/travel program.

7) CIF Symposium: With the uncertainty that lies ahead, we made the decision to postpone the CIF-San Diego Section Symposium for 2020-2021. We fully hope to restore this important event for our section the early Fall of 2021.

8) Pre-participation Physical Exam Waiver: The 30-day waiver for the pre-participation physical examination is no longer applicable given the delay of our fall season of sport to December 2020. At this time, all students are expected to have a completed pre-participation examination on file with their school prior to participating in their next season of sport. Please make sure your schools are aware of this.
