Central to our community is Boardwalk Park, home to great festivals, concerts, and our summertime Farmers Market. It’s also home to our museums where visitors can step back in time and learn about Windsor’s early history or visit an exhibit. Anchored by Windsor Lake, it’s a great place for boating, fishing, swimming and biking. There is much to be proud of and thankful for in Windsor. We are consistently named one of the safest communities in Colorado, and are often ranked as one of the best places to raise a family or retire. As one of the most desirable communities in Colorado, Windsor has experienced unprecedented growth. Named Colorado’s Safest City, according to FBI statistics, Windsor is still proud to maintain its small town charm, while booming with new growth. Location & Transportation Situated near Interstate 25, Windsor is in close proximity to the metropolitan cities of Denver, Boulder and Cheyenne, Wyoming. In addition, Windsor is centrally located between the major communities of Greeley, Fort Collins and Loveland. Highway 392 runs east to west through the heart of Windsor and can connect travelers to Interstate 25 to the west and State Highway 85 to the east. A short trip south on Interstate 25 will bring travelers into the mile high city of Denver. Boulder is also easily accessible to travelers, who can take nearby Highway 119, which intersects Interstate 25 just a few miles south of Loveland. Air travelers can take advantage of flying into or out of the Denver International Airport. Denver International Airport is the only major airport to be built in the United States in the last 25 years. DIA has the only passenger bridge in the United States where you can watch an airplane taxi beneath you. Renowned for its beautiful terminal and passenger convenience, travelers to Windsor will appreciate the many conveniences offered by having a nearby world-class airport. Additionally, the Fort CollinsLoveland Airport and the Greeley-Weld County Airport are just a short 15 minutes from Windsor. Both airports are capable of handling larger business aircraft. Both Larimer and Weld counties boast major arterials, allowing for easy interstate access.

A Brief History of
Windsor, Colorado Located along the majestic Front Range, Windsor, Colorado is a community with a rich history that encompasses a prehistoric past, early farming settlement, and industry that built the town we see today. Native peoples hunted and gathered as they traveled through this area seasonally for hundreds of years. Evidence of their presence is preserved at the Kaplan-Hoover Bison Kill Site, an archaeological site dating to 2,784 years ago. Native peoples used the natural contours of the landscape to herd over 200 bison to their deaths off a high bluff. Edward Hollister was one of the first homesteaders in what would later become Windsor. As a member of the Greeley Union Colony, Hollister arrived in 1870, and was soon followed by other settlers. Hollister named the budding town Windsor, after Windsor, New York in which he once lived. It was not until 1882, that Windsor became established as a town. In that year the Greeley, Salt Lake and Pacific railway arrived, a train depot was constructed, the town was platted, and Windsor’s first business was constructed. The railroad brought investors and farmers to Windsor. The area’s rich alluvial soil supported extensive wheat crops which led to the establishment of one of the town’s first commercial enterprises, a flour mill. Windsor’s fate as an agricultural community was solidified when a sugar beet factory was constructed in 1903. Sugar beet farming became the driving force that spurred the growth of Windsor, tripling the population between 1900 and 1910. The Great Western Sugar

Company attracted a large number of immigrant families to cultivate the sugar beets. Most notably were the Germansfrom-Russia who worked as laborers on the farms, but with a generation owned their own farms. The sugar beet industry in Windsor slowed after World War II, and Windsor’s Sugar Factory closed in 1966. The arrival of subsequent industries including a Kodak processing plant, continued to employ generations of Windsor residents. Today, Windsor is the hub of Northern Colorado; a safe, unique and special town that offers diverse cultural and recreation opportunities. Windsor is recognized as a regional leader that demonstrates fiscal responsibility, environmental stewardship and strategic excellence. A town that thinks big and embraces its hometown pride.

Weld RE-4 School District
The Weld RE-4 School District is known for its superior schools and hometown feel. We are located in western Weld County and serve Windsor, Severance, and portions of West Greeley and unincorporated Weld County. Our school district serves more than 6,000 students in nine traditional schools and a K-12 charter. We strive to inspire innovation and empower success for every student in every classroom through our comprehensive academic programs as well as our International Baccalaureate, project-based and inquiry-based learning, and science, technology, engineering, and math (STEM) options. At our high schools, students have access to Advanced PlacementÂŽ courses and dual-credit and concurrent enrollment programs. Students have the opportunity to explore potential career paths through a variety of programs, such as Culinary Arts, Industrial Design and Technology, and Agriculture. Parks, Recreation
& Culture
With a steadily growing population of over 30,000, residents of Windsor can select from a variety of recreational activities in many locations throughout nearly 400 acres of land in the community. In addition to picturesque Windsor Lake, residents have access to more than 40 miles of trails, 26 parks, open space and recreational facilities. These include an outdoor swimming pool; 6 outdoor pickleball courts; a skate park; two dog parks, a variety of playgrounds as well as sports facilities. The Windsor Community Recreation Center offers 85,000 square feet of amenities that include an indoor aquatics center featuring lap lanes, a lazy river, slide, hot tub and children’s play area. Other amenities included multiple meeting or gathering rooms, two gymnasiums, a walk/jog track; an aerobics/dance/yoga studio; fitness studio; a child watch area and numerous classes. The department is divided into three divisions. The Parks Division is responsible for the operation and maintenance of 26 parks, our urban forest, and the Lakeview Cemetery. The Open Space & Trails Division promotes quality of life in Windsor by maintaining a diversified trail system and open spaces while emphasizing best management practices that support safety and environmental stewardship. managed our extensive trail system as well as and open spaces throughout Town. Combined, these two division are responsible for 395 acres of developed and undeveloped lands comprised of 26 parks, three open space and natural areas, two athletic complexes, and portions of the Poudre River and Windsor Lake Trails.
The Recreation Division provides a wide variety of activities, community programs, cultural opportunities and special events designed to promote a healthy lifestyle for all ages and abilities. These include youth and adult athletics, instructional programs, drop-in activities, arts, fitness classes, aquatics group excursions and historic preservation activities of the Town. The division oversees the following facilities Community Recreation Center, Windsor Lake, Chimney Park Pool, Arts & Heritage Center, and the Boardwalk Park Museum. During the summer, Boardwalk Park is the place to be for the best in culture and entertainment. The park is home to the free Summer Concert Series, which features local and regional bands playing everything from jazz and ’40s big band sounds to country and classic rock. Enjoy this entertainment every Thursday night from 6:30 to 8:30 p.m. throughout the summer months. On Saturday’s be sure to swing by and check out our very own Farmers Market! The Windsor Parks, Recreation & Culture Department mission is to impact lives and build community pride. This is accomplished by providing the highest quality recreational experiences while simultaneously preserving the resources, wildlife and history in the area. POUDRE RIVER TRAIL The 21-mile long Poudre River Trail is a big hit with Windsor residents. With connections to Greeley and future connections to Timnath and Fort Collins, the trail offers walking, biking, running, rollerblading as well as other non-motorized travel. Recreational enthusiasts will also enjoy historical sites, educational opportunities and some of the most beautiful scenery available in Northern Colorado. The Poudre River Trail is 21 miles of a well maintained paved pathway for walking, cycling, running, roller-blading and more. The trail extends from Island Grove Regional Park in Greeley to Colorado Highway 392 in Windsor where it connects to the paved trail in Larimer County's River Bluff's Open Space. The trail is open to the public and includes informational signs that highlight many of the historical sites and educational opportunities to visit along our trail. Many of the trailheads have restroom facilities and a few have running water. Be prepared when you take the trail and have fun!! Golf
Golf fits Windsor to a tee. While that may come as a surprise to firsttime visitors to Windsor, it is no shock to those who have come to know and enjoy the nearly year-round golf that can be found in the region. There are five local courses to choose from, and another in the future plans, leaving golf novices and professionals alike a chance to play a round that is as challenging as it is enjoyable. Offering two of the premier golf experiences in Colorado is the Pelican Lakes Golf Club. Located in the serene setting of the Water Valley master-planned community, the Pelican Lakes Golf Club is an 18-hole semi-private championship course that has been given a four-star rating by Golf Digest, as well as being highly rated by Colorado Golf Magazine. Ted Robinson Sr. is the original architect and his design meshes the course superbly with the meandering Cache la Poudre River. In the spring of 2014, Limon-based architect Mike Hines, the designer of the 9-hole, par 34 Pelican Falls course, completed a remodel of the first six holes at the Lakes

in windsor following a devastating flood in September of 2013. Pelican Lakes offers golfers views of the beautifully manicured foliage, several man-made lakes, native wildlife and the wonderful tall trees that propagate the landscape. In addition to the 18-hole course, Pelican Lakes also boasts a 9-hole course, Pelican Falls. Pelican Falls offers golfers all the challenges of a traditional 18-hole course and then some. “It has to be the nicest 9-hole in the state,” exclaims Pelican Lakes Head Golf Pro Stacy Kleve. Showcase holes are the par 3 No. 7 which features the largest manmade waterfall in the state, located in front of the tee, and the 174-yard, par 3 No. 9 hole with its island green. The Pelican Falls course promises to be one of the most challenging 9-hole courses in the country, and one of the more serene. In 2015, AlwaysTimeFor9.com awarded Pelican Falls as its 9-Hole Course of the Year. Featuring stunning views of the Rocky Mountains and magnificent sloping fairways, the Highland Meadows Golf Course offers weekend warriors and skilled players alike a golf experience that is memorable for its beauty and challenges. Golf Digest rates the Highland Meadows Golf Course as “#5 of America’s best new affordable public golf courses.” With its championship golf course, restaurant, banquet facilities and full practice and teaching staff, the Highland Meadows Golf Course offers players of every skill level amenities usually found in more exclusive private golf clubs.
Sand, sand and more sand. That was Jack Nicklaus’ thinking when he designed Ptarmigan Country Club nearly 30 years ago. A challenging course that can border on frustrating for even the most seasoned golf pro, Ptarmigan is undoubtedly one of the toughest courses in the area to play. Period. Besides the over 100 carved out bunkers in this hillside course, Ptarmigan also features some narrow fairways, blind shots over ridges and tight greens. But for those who appreciate the challenge this course offers, there are many rewards as well. Impeccably landscaped homes flank the fairways and a creek winds its way through eight of the 18 holes, and those features are only further accentuated by the tremendous view of the mountains. Ptarmigan is a course that offers just as many perks as it does challenges. RainDance National Golf Club is the next course that will join the Windsor family. RainDance National will be a sister course to Pelican Lakes as the Water Valley Land Company in Windsor will develop it. Groundbreaking is planned to take place in 2020.

ENTERTAINMENT Several museums, concert settings, dinner theaters and a variety of other entertainment establishments within easy reach give Windsor a cultural advantage. The Town of Windsor Museum at Boardwalk Park interprets Windsor’s history inside five historic buildings which date back to the early 20th century. Visitors can learn about Windsor’s early railroad inside the restored 1882 Railroad Depot or investigate the town’s sugar beet boom inside the Sugar Beet Shack. The Town of Windsor Museum allows visitors to interact with history, in history. The Windsor Museum hosts several exhibits inside the Town of Windsor Art & Heritage Center, conveniently located at the entrance to Boardwalk Park. The Town of Windsor Art & Heritage Center supports a changing schedule of exhibitions and community events which are free and open to the public. Windsor Community Playhouse provides an exhilarating mix of humorous comedy, intriguing drama, melodical musicals, whimsical children's shows, and festive holiday shows. Clearview LIBRARY The Clearview Library District serves more than 25,000 residents in the communities within the Weld-RE School District boundaries — West Greeley, Severance, and the Town of Windsor. Windsor/Severence Fire Department
Mission Statement:

Windsor Severance Fire Rescue is a special tax district that operates three fire stations featuring state-of-the-art equipment and highly trained firefighters. WSFR covers 100 square miles in Larimer and Weld Counties, including the municipalities of Windsor and Severance. It is overseen by a five-member Board of Directors. WSFR has between 12-20 personnel on duty each day. Each first-due fire engine has a minimum staffing of three Firefighters, and may staff up to 4 personnel on these engines. WSFR also has three ambulances in our district staffed 24/7 with personnel contracted with UCHealth EMS. A Battalion Chief is stationed at Station 1 and oversees each shift and large incidents. Additionally, the fire department has a Fire Chief, Fire Marshal, Operations Chief, and support staff who respond if needed. WSFR has robust automatic-aid and mutual-aid agreements in place with all of its neighboring fire departments and ambulance services to ensure quick response and adequate resources on large-scale incidents.

STATION 1 Station 1 is at 100 N. 7th Street in Downtown Windsor. It serves as the headquarters and houses staffed apparatus Engine 1, Medic 1 (ALS Ambulance), Battalion 1 and Medic 5 (ALS Ambulance), as well as other essential apparatus such as a Rescue 1, Brush 1, Tender 1 and the Swift Water Rescue Boat. Station 1 also houses the administrative offices and a classroom facility for trainings and meetings.
STATION 2 Station 2 is located at 9 Timber Ridge Parkway in Severance. This station houses staffed apparatus Engine 2 and Medic (ALS Ambulance) 2, as well as Brush 2 and Tender 2.
STATION 3 Station 3 is located at 7790 REA Parkway in the Highland Meadows Subdivision. This station houses staffed apparatus Engine 3, as well as Brush 3. Much of Station 3’s district is served by Thompson Valley Ambulance Service.

POLICE The Windsor Police Department is located at 200 North 11th Street, adjacent to the Community Recreation Center, and is led by Chief Rick Klimek. The department is comprised of the patrol division, Community Engagement Team (CET), Detectives, School Resource Officer (SRO), Traffic Safety Unit (TSU), Community Service Officers (CSO), Code Enforcement, administration, school crossing guards and volunteers. Officers also participate in several collateral duties, such as bike patrol and the Warrant Service Team, which are designed to increase public interaction, prevent crime and improve public safety. INDUSTRY Location is the primary attraction for major corporations and businesses in Windsor. With an economically strategic position between the state capitals of Denver and Cheyenne, Wyoming, Windsor is centrally located to major markets. The town also has a major transportation advantage by being near Interstate 25, a major north-south route in Colorado. Adding to this, the Great Western Industrial Park, a 1,400acre complex owned by Great Western, benefits from the Great Western Railway, which offers interchanges with both Union Pacific and BNSF Railway.
