The Canon City Fire District serves approximately 35,000 citizens within 122 square miles around the Canon City Area. They offer All Hazards Response including Structure Fire, Wildland Fire, EMS, Rope & Water Rescue, Auto extrication, and HAZMAT incidents. The Fire District is primarily funded by property taxes. The Gallagher Amendment has caused the residential assessment rate to be reduced, lowering the Fire Districts revenue. This reduction has been completely out of the Districts control. In 1982 the residential assessment rate was calculated at 21%, today it is at 7.2% and it is projected to drop to 6.1% in 2019. This reduction in residential property tax assessment rates has created a budget shortfall for the Fire District. The only way to fix this is with an increase in the mill levy rate. The only way to increase the mill levy rate and restore the districts revenue is by a vote of the public, per the Tabor Amendment.

Betty A. Thomas-Cornell December 21, 1947 ~ October 13, 2018

Betty A. Thomas-Cornell, 70, of Williamsburg died Saturday, October 13, 2018. Betty was one of five children born to Roy Williams and Dixie Williams (née Lawson). She was born on December 21, 1947 in Florence, Colorado. She spent many years working for Ren Electronics, managing a Kwik Way convenience store and working for DOC as a guard at the former women's prison. In 1990 she furthered her education and graduated from Pueblo Community College with an Associate of Science in Criminal Justice. She had a passion for bingo and could often be seen playing at the Florence Eagles and the Florence Elks Club. Some of her other favorite activities included going to Cripple Creek, crocheting and fishing. Betty is survived by one brother, Marvin Gene Williams of Colorado Springs four children, Tom (Dana) Nichols of Arkansas, Royce Nichols of Williamsburg, Helen (Tim Blatnick)

Crow-Blatnick of Florence and Tami (Rick) Schumer of Illinois; 23 grandchildren; 34 greatgrandchildren; and 3 great-greatgrandchildren; along with numerous nieces, nephews and cousins. She was preceded in death by the love of her life, her husband, Clarence Thomas; both parents; brothers, Joe Williams, Albert Williams; and sister, Barbara (Williams) Hanson. Mary Howard Mills June 26, 1937 ~ October 10, 2018

Mary Howard Mills, 81, was born June 26, 1937 in Canon City, Colorado to Dexter and Emma (Frank) Seal. She went to be with the Lord October 10th, 2018 while surrounded by her loving family. Mary retired from the Colorado State Veterans Nursing Home in 1996 as a dietitian. She started the Fremont Cab Company with her son, Gary, which has been successfully operated for over 25 years. She is survived by her children, Gary (Brenda) Howard, Kimberly Diethrich, Vickie Howard; grandchildren, Brandi, Alexis, Shaian, Chase, Cody, Courtney; along with numerous great-grandchildren,

nieces and nephews. She was preceded in death by her parents; sister, Isabelle Cooper; one granddaughter Mary Theresa; and her loving husband of ten years, Richard Mills Mary was blessed with devoted parents, children, grandchildren, friends and a wonderful marriage. Tom Allison Hammel, 78, of Florence passed away October 9, 2018 with his family by his side. He was born February 18, 1940 in Simla, CO to Grant and Delma (Allison) Hammel. Tom married Monnie Douglas, the love of his life, settling in Florence where they raised their four children. Many will remember Tom as the owner of TKJ Trucking and Excavating. When he wasn't working, he made time to take the family on long drives. Tom was a John Deere and Ford man and loved collecting and working on them. Vanessa Nicole Goode (Thatcher) January 17, 1991 - October 8, 2018

Vanessa Nicole Goode (Thatcher) passed away, unexpectedly on October 8, 2018 at the age of 27. Vanessa is survived by her parents Jeff & Jennifer Goode, her brother Nicholas A. Goode, and her son Naven Goode. She is also survived by her grandmothers Susan Thatcher and Angel Stephens (both of Canon City), as well as by numerous Aunts, Uncles, and Cousins. Vanessa was born on January 17, 1991 in Canon City. On December 6, 2016, she welcomed her beautiful son Naven into the world. He was the most important part of her life. She was currently

attending PCC, where she was on the President's List and received her Welder's Certificate. Vanessa was a beautiful young woman with a kind and giving heart. All who were fortunate enough to know her were truly blessed. She will be deeply missed by her family and friends. A funeral service is scheduled for 10:00am on Friday, October 19th, 2018 at St. Benedicts Catholic Church in Florence, with a Rosary to begin at 9:30am, prior to Mass. September 30, 1926 ~ October 9, 2018 Raymond J. Stucky, 92, passed away on October 9, 2018 at his home in Canon City with his wife by his side. He was born on September 30, 1926, in Newton, Kansas to Christian and Ruth (Weaver) Stucky, one of identical twin boys. He was a veteran of WWII, serving in the Army Medical Corps. He enjoyed his church, singing, motorcycles, 4-wheel-drive mountain trips, antique cars, and John Deere tractors. He is survived by his wife of 52 years, Darleen; daughter, Katrina (Daniel) Anderson; son, Kristian;

three granddaughters; three grandsons; one great grandson; and a sister, Donna (Dr. Larry) McIntire; along with many nieces and nephews. He was preceded in death by two brothers and an older sister. Cañon City Council shuts down U.S. 50 Access Control Plan

Years of planning, months of preparation and hours of meetings and conversations were put to a halt Monday when the Cañon City Council rejected an intergovernmental agreement with the Department of Transportation for the proposed Cañon City U.S. 50 Access Control Plan. The vote came down to Mayor Preston Troutman’s tie-breaker. Council members Frank Jaquez, John Hamrick and Kaitlin Turner voted in favor of approving the IGA, while Dolly Gonzales, Amanda Cochran and Jim Meisner voted in opposition. Mayor Pro Tem Ashley Smith was absent. The plan evaluates the existing access scenarios and analyzes impacts of the

anticipated changes along U.S. 50 and Fremont Drive from 16th Street to the Abbey access east of Raynolds Avenue. According to the plan, the highway would consist of three-lane eastbound and westbound lanes separated by a wider, raised median and multi-modal bicycle and pedestrian lanes on the north and south side of the highway. East Main Street would remain unchanged. “I will not put my signature on it; vote it in if you like, but I will not put my signature on it,” Troutman said about the IGA. “We did not create this problem in Cañon City, CDOT did. You know damn well they did.” He said the plan would impact every commercial entity along the corridor. “You vote it in, ﬁnd

another mayor,” Troutman said. “That’s how strongly I feel about it.” Troutman suggested having CDOT fix the Orchard Avenue intersection and work on other problem areas one at a time, but reiterated his opposition to the plan. “It will have a chilling effect on commercial real estate because there’s an overhanging master plan that is going to be expensive to somebody,” he said. Councilwoman Turner said that while the city may not have created problems along the highway corridor through the city, it is the council’s responsibility to help fix them. “This plan is a way to fix the problem,” she said. Councilman Jaquez said that the plan would be the first step in resolving longtime complaints from

motorists along the U.S. 50 corridor. “If we don’t do something with this now, the complaints aren’t going to get any better, they are going to get worse,” he said. “To me, this has a way of solving some of the complaints — you’re never going to get rid of all of them — but

this has the potential of getting rid of some of those complaints and moving on.” Councilman Meisner expressed concern about some access points that potentially would divert trafﬁc to a secondary street north of existing Fremont Drive, which could

potentially create “massive trafﬁc issues.” Lancaster said those issues were addressed in the plan’s “other design considerations.” The total cost of the plan is $133,000. CDOT paid $100,000 while the city paid the remaining $33,000.

New Bucksin Joe property owner shares his vision

After more than four years on the market, the former Buckskin Joe Frontier Town and the former Royal Gorge Scenic Railway property has a new owner who has big plans for the three-parcel, 805acre property. Local business owner Ty Seufer shared his potential plans with Cañon City’s Vision Committee on Wednesday. Seufer said he acquired the property just two weeks ago, but he already has six people working full time on engineering, zoning and the overall plans. Seufer and his wife, Anna, also own and operate White Water Bar & Grill and Royal Gorge Rafting & Zipline Tours and Vacation Rentals. The Royal Gorge Ranch & Resort development will be broken down into three parts: 40 percent will remain open space, 30 percent will be devoted to tiny home lots, and the remaining 30 percent will be dedicated to retail development. The open space will be for hiking and mountain biking trails, rock climb areas and cross country skiing. Seufer would like to reclaim the old train trestles as mountain biking trails and potentially tie into the city’s trail system. Part of Seufer’s plan also includes combining and reclaiming two old quarries into an amphitheater. Retail development potentially will include a resort, convention center, upscale hotel with possibly a winery, distillery, brewery, tap house, gas station, liquor store, sporting goods store, bike shop, horse stables and more rafting and zipline companies. Each tiny home site will include a one-acre parcel. The luxury, single-bedroom, 400-square-foot home will include electric heat, a 3,400-gallon water cistern, septic system, wi-ﬁ and all of the amenities of a home to the tune of about $100,000 each. The land itself will be an additional cost. “Everything about it is ﬁrst-class,” Seufer said. “The goal is for all of them

to have a 200-square-foot bike garage, where they can keep all of their bikes.” Purchasers will select their lot and then one of five tiny home models. There will be a club house and high covenants, which will include no ATVs or horses, and no cars will be allowed except when first driving in. Once inside the residential area, people will be allowed to ride their mountain bikes, segways or electric bikes. “It’s for an exclusive recreational retreat,” Seufer said. “The goal for the tiny homes is to be able to ride in, climb on and hike out right out your back door.” He said having been in the tourist business here for 14 years, he has learned that most of the visitors who come here for rafting or ziplining come for the day and go back to Colorado Springs, which is something he hopes to change. “The goal is to get some affluent travelers to come in and actually stay the night in Cañon City,” he said. “We have such a beautiful A view in 2016 of the trestles that were used by the former Royal Gorge Scenic Railway. area and such amazing mountain biking trails, this will be a way for people to experience it.” He said his goal for the development is for it to be “absolutely exclusive and amazing.” “I want it to all tie together to make sure everything looks and feels right,” he said. “For everything to be top notch is the goal.” A year from now, Seufer hopes to have five tiny home models in place and lots ready for purchase. The time frame for his vision is a two- to five-year plan. Since the property is located in the county, he will have to go before the Fremont County Board of Commissioners for approval. The Buckskin Joe property first was listed in February 2014 for about $2.4 million and was later listed at $1.95 million in April 2016. The Buckskin Joe parcel is about 150 acres; a 27acre parcel sits on the north side of CR 3A; and the largest section is more than 600 acres along the south side of CR 3A.
