ThetownofWindsor’sfirstcommunityartpieceis wellunderwayonthewestsideofthe408Exchange restaurantat408MainSt.indowntown.

ThetowncommissionedFortCollinsnativeandartist ChrisBatesforthepiece.Bateshascompletedmorethan40 muralsalongtheFrontRangeandaroundnorthernColorado.

Bates,whospecializesinlarge-scalemuralsandfinely detailedpenandinkdrawings,isknownforhisuseofbright colors,abstractshapesandboldoutlinestotellastory.

“Publicartbecomeadestinationplaceforthecommunity. It’snotjustapaintingonthewall,itbecomesalandmark,” Batessaid.“Ithelpsdefinethecultureandthefeelingofa place.”

BatesworkedalongsidetheWindsorArtsCommission toidentifythreemajorthemesthatcontributetothe community’shistory:bison,therailroadandsugarbeets.

BisonarearepresentationofWindsor’spastastheanimals providedseasonalhuntingforCheyenne,Arapahoandother indigenoustribes,whichwerethearea’sfirstinhabitants.

Therailroadwasinstrumentalintheearlygrowthofthe

towninthe1880sandforthefirsthalfofthe20thcentury, sugarbeetsweretheeconomicbackboneofthetownandone ofthelargestlocalfarmlandindustries.

Thecompletedmuralwillhighlightallthreethemeswhile alsodepictingsmallereventsinWindsor’shistory.

Inareversalfromayearago,theWindsorTownBoard thisweekshoweditssupportfortheWeldRE-4School District’seffortstobuildandequipschools.

OnMonday,theWindsorTownBoardvotedunanimously toadoptaresolutionbackingtheschooldistrict’s$271million bonditemanda$5millionMLOthatwillgotoWeldRE-4 votersbeginningnextmonth.

Ballotsforthegeneralelectionwillbemailedtheweekof Oct.17,accordingtotheWeldCountyClerkandRecorder’s Office.ElectiondayisNov.8.

WindsorTownManagerShaneHalesaidrepresentatives oftheschooldistrictappearedataprevioustownboard meetingwithapresentationonthebond,theMLOandthe needforthosemeasures.

“Theycamewithstatisticsonovercapacityofschoolsand modularsandthisisthewhy,”Halesaid.

Theschooldistrictboardofeducationvotedlastmonth topresenttheitemstodistrictvotersforthesecondtimein twoyears.

WindsorMayorPaulRennemeyerraisedtheideaofan officialtownboardresolutioninsupportoftheschooldistrict.

“Theschooldistrictneedsthisandit’snotfrivolous spending,”Rennemeyersaidlateintheweek.“Thisispretty muchanobrainerforWindsor.Weknowthisneedsto happenandweknowitshouldhappen.Thecommunityis behindthesuperintendent(MichelleScallon,theformer WindsorHighSchoolprincipal).”

TheWindsorTownBoarddidnotadoptaresolutionin supportofthebondandMLOlastyear.In2021,WeldRE-4 triedtopassa$179millionbondand$3millionMLO,butthe effortsonthemeasuresfailedtopassasdistrictcommunities werecaughtupindisagreementsanddivisioninpartoverschool districtpoliciesonmasksduringCOVID-19—anaspect Rennemeyersaidplayedapartinthetown’sdecisiontonot adoptaresolution.

Thebondfailedbyfewerthan500votes(493,52%against, 47.9%for)with12,211votesonmeasure.ThegapontheMLO waslarger—1,836votes(57.5%to42.4%for)with12,196 votescast.

Rennemeyersaidinthemidstofwhathecalleda“political uprisingmovement”tokillthebondandMLO,thetownboard feltitwas“ontheoutsidelookingin”throughthegrowing factionsandsoitdidn’tadoptaresolutiontosupporttheschool district.

“Allsignspointedtoitwasn’tgoingtohelpgetitpassed,” themayorsaid.“Itwasapoliticalconundrum.Fromapublic standpoint,wedidn’twanttostandupandsupportit.Itwould’ve beenusonanisland.”

Rennemeyersaidthedelaywas“unfortunate”fortheschool districtandthepublic.Thisyear,thebondrequestisabout$100 millionmorewithincreasedcosts.

“Thatwasaveryexpensivepowerplayfromthatfactionto createchange,”themayoradded.

Maintainingatown’sidentityamidburgeoning growthinsideandoutsideofitsboundariescan bechallengingforanycommunity.ButShane HalebelievesWindsorisontherightpath.

Newneighborhoodsarereplacingfarms,androadsare beinglengthenedandwidenedthroughouttheregion toaccommodatenewresidents,businessesandtraffic. Suchrapidgrowthcouldleadtoasenseofblurredlines betweenWindsorandthenearbycommunitiesofTimnath, SeveranceandGreeley.

However,Hale,Windsor’stownmanager,saidhebelieves thecommunity’srichhistory,alongwitheventsthathe calls“classicWindsor,”areamongthekeystoensuringthe townretainsitsuniquecharacteristicsevenasdevelopment inchescloser.

“Ithinkit’simportantforeverycommunitytohave anidentity.IfpeoplemovetoWindsor,theyhavethe perspectiveofwhatWindsorisliketoday.Butwehavea richhistoryandfabric.It’ssoimportantforustocapture thathistoryandmemorializeit.Wedon’twanttoloseour past-it’sourstory,”Halesaid.“It’sreallyincumbentupon everyonetoknowyourhistory.It’snomoreornolesssofor othercommunities,butit’simportantthatwemaintainour ownselfidentity.”

Windsorsharesitshistoryandshowcasesitsreputation asasafefamily-orientedcommunitythrougheventssuch asHarvestFestival,WindsorWonderlandandtheSummer ConcertSeries,amongothers.Manyeventsarecentered aroundWindsorLakeanditswell-knowndowntown.

Inthemeantime,anotherapproach tocreatingabufferbetweenWindsor andsurroundingcommunitiesisalso beingconsidered.OnAug.22,the WindsorTownBoardreferredan openspaceballotissuetovotersfor a0.25of1centsalestaxincrease(2.5 centsona$10purchase).Iftheballot issuepassesinNovember,therevenue willbeusedto“obtain,manageand preserveworkingfarmsandcommunity separatorsthatwillkeepWindsorunique fromneighboringcitiesandtowns,”per windsorgov.com.Fundingalsowillgo towardpurchasingopenspaceaswellas furtheringstewardshipandmaintenance ofexistingopenspaceandtrails.

Asmuchasretaininguniquenessis importantsociallyandculturallyforthe town,it’salsoessentialfromaneconomic perspective.

“Andthat’salittlemoreintangible,” Halesaid.“Thereisavaluetothebrand andtothecommunityforwhatwehave doneandwhatwewilldo....Windsor hasareallygoodreputationinthestate. Whenwetalktorealestatebrokerswho

Ashardastownofficialswork tosetWindsorapartforitsspecial characteristics,theyalsounderstand residents,regardlessoftheirhome communities,wantreliableandaffordable services.Windsor,Severance,Timnath andGreeleyoftenworktogetheron issuessuchaslawenforcement,water resources,libraryservicesandfireand rescueoperations.Aboutone-thirdof WindsorrestsinLarimerCountywith theremainderinWeldCounty.

WeldRE-4SchoolDistrictalso servesstudentsoutsideofWindsorin its103-square-milearea.Theschool districthasreferreda$271million bondpackageand$5millionmilllevy overridetotheNovemberballot.District CommunicationsDirector,Katie MesserliSmith,saidthedistrictusesits website,weldre4.org,tokeepaffected votersinformedofkeyissues,andit providesaninteractiveboundarymapto ensureparentsandstudentsunderstand enrollmentareas.

“Theimportantthingwedoisn’t abouttheboundaries;it’smoreabout

ourefforts,”Halesaid.“Peoplejustwant tohavestreetlightsthatworkandroads thataremaintainedandpolicetocatch thecrazydrivers.”

Thetownprovidesupdatesinutility bills,aquarterlynewsletterandits websitetoprovidethatsenseofplaceto its40,000-plusresidents.

Still,Halesaideffortstoretain Windsor’sspecialidentitywillpersist: “Aswegrow,howdoweletpeople knowwhatweareabout,howdowe catcheverybodyupinthisrecentpace ofgrowth?It’simportantforpeopleto knowwhythingsarethewaytheyare. Thisishowwegothere.Thisisthewhy.”

WELDRE-4SCHOOLDISTRICTBOARDHEARS RESULTSOFSAFETYANDSECURITYAUDIT

Investmentinpreventativesafetyandsecuritysystems fortheWeldRE-4SchoolDistrictaswellasdeveloping consistentproceduresinusingnewsystemswereamongthe recommendationstocomeoutofadistrictwidesafetyandsecurity auditconductedearlierthissummer.

JosephMcKenna,aschoolsafetyandsecurityconsultant, presentedthefindingstotheWeldRE-4SchoolDistrictBoard ofEducationduringameetingMondaynightatthedistrict administrationbuildinginWindsor.

McKenna,whohasmastersanddoctoratedegreesincriminal justiceandisadeputysuperintendentwiththeComalIndependent SchoolDistrictinNewBraunfels,Texas,workedwithWeldRE-4 ontheauditinJulyandAugust.

McKenna’spresentationalsoincludedlayingouttheaudit’s processesandprocedures—afterdiscussingtheinformationduring anapproximately90-minuteexecutivesessionwiththeboardof educationmembersandsuperintendentMichelleScallon.

Afterthepresentation,boardmemberAaronSmithasked McKennatoelaborateontheaccessibilityofanysecuritychanges thedistrictdecidestoadopt.

“Thestrugglewithsafetyisalwaysgoingtobethatthereare certainelementsofyoursafetyprogramthatcannotbepublic,”

McKennasaid.“Seeingsafety,unfortunately,sometimesisreally hard.Frommybackgroundandperspective,Iwouldratheryour safetyprogramoperateinthebackgroundandyourstudentsand staffneverhavetodealwithit.”

McKennasaidtheauditentailedreviewingwhat’sinplaceinthe district,lookingatdocumentation,physicalassessmentofbuildings andfacilitiesanddatacollectionthroughinterviewswithstaffand in-buildingwalkthroughs.

Differentdepartmentsordivisionswerereviewedforthe auditincluding:transportation,technology,maintenance,health services,safetyandemergencymanagement,studentsupportand communications.

Greeley-EvansSchoolDistrict6SuperintendentDeirdrePilch spokeasimilarmessagelastmonth,afewdaysafterthestartofthe schoolyear.Pilchsaidtherearetimeswhenschooldistrictofficials havetostayquietonsafetyandsecuritysystemsbecausediscussion couldleavebuildingsvulnerable.

Greeley-Evanshasusedmoneyfromrecentvoter-approved bondandmilllevyoverridemeasurestofundsecurityupgrades atallschools.Since2017-18District6hasspent$23.1millionin MLOdollarsonsafety,securityandtransportation,whichisoneof theoverridesubjectareas.

WeldRE-4SchoolDistrictadministrationbuildinginWindsor.WeldRE-4SchoolDistrictserves studentsinWindsor,SeveranceandwestGreeley.Districtleadersareconsideringoptionsto presentamulti-milliondollarbondmeasuretovotersontheNovember2021ballot.

TheDistrict6boardofeducationvoted lastmonthtosendaMLOrenewalrequest tovotersthisfall.Oneofthereasonsbehind therenewalistocontinueupgradestosafety andsecuritysystemsandpractices,including stafftraining.

TherecommendationsMcKennamade forWeldRE-4are:

DevelopofcomprehensiveEmergency OperationsPlan(EOP)thatservesasthe district’sstrategicplanforguidingitssafety program,includingincludingresponsesto emergencysituations.

Theinvestmentindistrict-wide preventativesystemsanddevelopconsistent standardstoensureimplementationwith fidelityacrossalldistrictcampuses.

Setstandardsaswellassupportand supplycampuseswithalltoolstocarryout andcommunicateemergencyresponse actions.

Establishsafetyasadistrictwidepriority, andspecificallyfromScallonandtheboard.

McKennasaidScallonwillgather feedbackfromstaffontheaudittodetermine howtoprioritizetherecommendations.

InearlyAugust,withthestartofthe schoolyear,thedistrictimplementedanew screeningsystemforvisitorsandvolunteers. RaptorTechnologies,alsoinuseinGreeleyEvans,isasafetysoftwareprogramthat allowsschoolstorecorddrillsandchecksex offenderregistrylistswhenscreeningvisitors andvolunteers.

Allnon-WeldRE-4staffwhowantto accessaschoolbuildingmustprovideastate orgovernment-issuedIDatcheckin.

AlsoatMonday’smeeting:

•TheWeldRE-4boardapproveda resolutionextendingthecontractnegotiation periodwithAmericanLegacyAcademy, theK-8charterschoolapprovedearlier thissummertooperateinthedistrict.The negotiationperiodisextendedthroughOct. 19.Thenegotiationperiodwasoriginally scheduledtoendthismonth.

Back-upinformationontheresolution saidALArequestedtheextensionto completenegotiationsandcompile finaldocumentsandattachmentsfor considerationbytheboardsofboththe charterschoolandWeldRE-4.

•Theboardapprovedaninvestment bankingagreementwithRBCCapital Markets.

“RBCprovidedexceptionalservicefor the2016bondandcontinuestosupport theDistrictintermsofbondconsulting andrunningmodelsfortaxpayerimpacts,” accordingtoback-upinformationin Monday’sagendapacket.

RBC’scompensationwillbe$3.65per $1,000calculatedonthetotalparamount oftheBonds.

Thescopeofservicesontheagreement saysRBCCapitalMarketsasthe underwriter“shalldevelopafinancingplan withthepurposeofassistingtheIssuer(the schooldistrict)inachievingitsfinancial objectives.”

•Theboardupdateditspolicytoindicate itwillscheduleoneregularmeetingwitha fullagendaeachmonth.Worksessionswill bescheduledonanas-neededbasis.

Previously,theboardofeducationheld tworegularmeetingseachmonth.The changewasmadefollowingclarification fromlegalcounsel,accordingtothedistrict.

WWithpumpkinpickingandcarving seasoninfullsway,TheGardens onSpringCreekoffersatwiston pumpkinfarmsbyturningthemintoart.

“Wedecidedwe’regoingtohavealotof carvedpumpkinsandpeopleshouldcome lookatthem,”saidAmandaSammartino, seniorcommunicationsspecialistatThe GardensonSpringCreek,acommunity botanicgardeninFortCollins.

PumpkinsonParade,TheGardens’ signatureeventinitsthirdyearthisyear, celebratesHalloweenandtheharvestseason withhundredsofpumpkinsandgourds arrangedacrossTheGardensinartistic displays.

“It’sthroughouttheentirefootprint. They’reunlikeanythingyou’veeverseen,” Sammartinosaid.“They’retrulyremarkable andshowcasethetalentofstaffand volunteers.”

Thisyear,thedisplayswillfollowabird theme—inpastyears,thepumpkinsand gourdswerearrangedintogiantspiderwebs, scorpions,fireplaces,andfairyandgnome villages.

“Thatistocoincidewithanartexhibit wecurrentlyhaveofbirdhousevillages,” SammartinosaidaboutBirdhouseVillages ondisplaythroughFebruary2023.

Visitorswantingtoseethesegiantsandmorenormalseized producecanwalkthroughthevariousgardensonthe18-acresite, wheretheyalsocanparticipateinavarietyoffamily-friendlygames likepumpkinbowling.Theyalsocanstopbythefullbar(ifthey’re 21orolder)andlistentolivemusicprovidedbyTimFoolerythe MagicianandAmyandtheGoodLittleWitches.Costumesare encouraged,buttheeventiscandy-freeaspartoftheTealPumpkin Project.

PumpkinsonParadehaditsstartduringtheCOVID-19pandemic whensocialdistancingwasencouragedtoprovideacelebrationofthe pumpkinharvestwithlesscontact.TheeventreplacedHalloween EnchantedGardens,whichstartedin2009toprovidechildren’s gamesandtrick-or-treatingatTheGardens.

Eachyear,approximately50peopleentertheCommunity CarvedPumpkinContest,andoverallattendanceforPumpkinson Paradecontinuestorise.Thefirstyearattendancewas2,000dueto restrictions,andlastyear,itwas6,000.Thisyearit’sexpectedtobe 8,000.

PumpkinsonParadeisafundraisertosupportthehorticultureand programstaffandtohelpTheGardensbecomemoreself-supported.

“EventslikePumpkinsonParadeshowpeoplewhatabeautiful spacewehaverightintheirbackyard,”Sammartinosaid.“Forus, growingpumpkinshasbeenpartofgardeningformany,manyyears, decadesactually.”

Allartistswhoapplytobeonthetourarejuriedbyapanelbefore beingincludedinthetour.Atchisonsaystheywantthetourtobea professionaldisplayofthevarietyanddiversityofartinLoveland.

Initiallylaunchedin2015asafood truck,TheCupcakeGypsiesisthe inspiredcollaborationofsistersAndrea StrickandAmberCronin.Raisedby parentswhosharedtheirloveofcooking andespeciallybakedgoods,thetwo havefondmemoriesofhelpinginthe kitchen,bakingpieswiththeirmother throughouttheholidays,andspending hoursassistingtheirfatherwhenhewas part-ownerofasmallpizzashop.In 2014,Amber,whosebackgroundisin

ideaofstartingafoodtruck.ShereachedouttoAndrea,wonder baker,anditwasn’tlongbeforethetwolaunchedthisfledgling businessoutof‘Petunia’,theendearing1956HansonLoveBug Trailertheyhadlovinglyremodeledintoaservingcart.

StrickandCronin’salluringbakedgoodsdelightedthe community,andinthesummerof2019,thepairopenedtheir brick-and-mortarstoreinDowntownLoveland.Thepermanent locationhasopenedupanopportunitytoexpandselectionsas wellasthebusiness.Cupcakesarethestarattraction,butthe smallcustomcakesandotherdessertshaveanequalwowfactor ineverybite.Allitemsaremadefromorganicandlocallysourced ingredients,andyoucantastethequality,creativity,andthe homegrownTLC.

Year-round,TheCupcakeGypsiesisLoveland’sgo-tofor lendingalittlemoredeliciousnesstoanyday,andforsweet celebrations.Inautumn,though,therearespecialenticements. Halloweenisbothsisters’favoritetimeofyear,soyoucancounton theshoptobebrimmingwithfun-filledtreats.LookoutforThe CheesyPumpkin,AutumnSpice,HarvestCider,CandyApple, andmoreflavorstomarvelover.Thanksgivingpiesarecoming,too.

What’snextforTheCupcakeGypsies?Whiletheywouldlike tocontinuetogrow,thevisionistomoveforwardatacomfortable pace,alwaysmaintainingthatfamily-ownedandoperatedappeal. Sharingtheirlovethroughbakingwiththeirhometownisajoythe sistersarehappytolingerover.“WhatIlovemostaboutwhatIdo isIgettomakepeoplehappywiththethingsIbake,”saysAndrea. “Welovemakingpeople’sdaysalittlebrighter.”

AnyonewhohasfollowedtheNorthernColoradoOwlz knowstheseasonhadplentyofhurdlesandchallenges, butthefranchiseisproudofwhatitaccomplishedthissummer.

InfielderKevinHigginswasoneofthefewplayerstosign afterspringtrainingandendtheseasonwiththeOwlz.He spokehighlyoftheopportunityandpositivelyaboutthefuture.

“Whenyoutalkedabouttheprofessionalbaseball experience,itwasalotdifferentthanwhatalotofushad expectedbeingourfirstyearwiththeorganization,”Higgins said.“Butitwasanawesomeexperience.Iwouldrecommend itforanyonethatistryingtocontinuetoplay.Ithinkit’sa goodwaytogetyourfootinthedoor.”

Theteamcouldhave“foldedsuper quick,”hesaid,butitpushedthrough thechallenges.Playershelpedwithfield maintenance,someoftheoperations aspectsandoutreach.Higginswasone oftheOwlzplayerswhoparticipated inaparadeatWindsorHarvestFestto buildconnectionsinthecommunity.

Eventhoughsomethingswere unexpected,thelongtimeshortstop feltliketheybondedandgrewas individuals.
