The SkillsUSA State Competition, a workforce development event, took place April 6-8 in Colorado Springs with 9 winners from Aims Community College, according to a release from the college. The medalists include: •

Two gold medalists — Jesse Manuel and Jamie Frey — will represent Colorado in a national competition this June in Atlanta, the release said.

Manuel is a career academy student from Greeley Central High School and a member of the Aims Collision Career Academy Refinishing program.

Frey is a graduating Collision Repair and Refinishing student and employee at Gerber Collision Center in Greeley.

“Huge kudos go to instructor Mike Hanscome who is the driving force behind these students as the Aims SkillsUSA Collision advisor and coach,” Aims Automotive & Technology director Fred Brown said.

“He spent countless hours working with these students to hone skills that prepared them for the competition and those needed and judged by the industry. Additional thanks to Collision Instructor Kyle Cadarette and Automotive Coordinator Kimberly Johnson for their work, efforts and support. This is a team win!”

The Aims Community College automotive degree programs are nationally certified in secondary and post-secondary educational systems by the National Automotive Technicians and Education Foundation, according to the release. NEW JBS COLD-STORAGE FACILITY IN WINDSOR BREAKS GROUND

H

igh winds drove participants of the Lineage Logistics groundbreaking indoors, but just as well.

They wanted to make sure the story they had to tell wasn’t swept away like the dirt swirling around the company’s new logistics site in east Windsor on Tuesday.

The story: Lineage Logistics LLC, a Michigan-based company, will build a massive cold-storage facility for JBS USA Holdings Inc. for storage of meat products, then use rail provided by OmniTRAX’s Great Western Railroad to ship that meat to west coast markets and, via seaports, to international markets.

The 200,000-square-foot facility will include six crane aisles to handle the frozen products, 22 truck docks, and 21,000 pallet positions for storage in the automated freezer section of the plant. When the product is ready to be shipped, all of it will be loaded onto well cars, also known as double stack rail cars, and moved to connections on either the Union Pacific Railroad or Burlington Northern Santa Fe Railway.

Lineage operates a global network of more than 400 facilities totaling more than 2 billion cubic feet of capacity.

JBS, which signed a 15-year renewable contract to have exclusive use of the Lineage facility, will truck in its products from its Greeley production plant and from multiple other production facilities in the western United States, said Mark Conklin, one of multiple Lineage executives attending the event. The products will be flash frozen in “blast cells,” then moved to the cold storage part of the facility. While the blast cells will be human operated — 80 jobs are anticipated — the cold-storage area will all be automated. Pallets will be placed robotically and called out for shipment the same way.

Victory Unlimited Construction LLC, an Indianapolisbased contractor that has built multiple logistics facilities for Lineage, will use a somewhat unusual method in the construction of the facility. The pallet racks themselves will form the structural steel of the facility, instead of simply being installed within the building.

Dean Piacente, CEO of OmniTRAX, later cited the statistic that rail is capable of moving a ton of product 480 miles on one gallon of fuel. “This project will have global reach and generational impact,” he said.

Smith said Lineage will be moving 500 railcars annually from the facility. Conklin said once it’s fully operational, they’ll be loading nine to 12 rail cars a week.

“To do this the right way, we needed to partner with OmniTRAX,” Smith said. It’s part of the company’s social responsibility, he said.

Tim Smith, chief commercial officer for Lineage, said the new facility fits well within the company’s mission of “feeding the world and eliminating food waste.” He touted the rail aspects of the project. “We’ll be moving a lot by rail, which is a more efficient movement of product,” he said.

“We’re focused on producing high-quality, safe food.

This facility will strengthen our food supply system,” he said.

Smith said that Lineage has a long relationship with JBS in other parts of the country. Lineage has what it calls a “public warehouse” in Greeley, which JBS uses in part, but so do other food producers in the region. The Windsor cold-storage facility will be exclusively for JBS. LOCAL ORGANIZATION GETS $1.4 MILLION FOR HOMELESSNESS PREVENTION, INTERVENTION SERVICES

E

fforts to fight homelessness in Weld and Larimer counties will continue after the Northern Colorado Continuum of Care received more than $1.45 million in federal funding.

The organization was founded in January 2020, shortly before the COVID-19 pandemic began in the United States.

In the first year of its existence, the organization received $1.18 million from HUD and $2.3 million from the state.

Homeward Alliance of Larimer County and United Way of Weld County manage the organization, which works alongside more than 40 members to help prevent and reduce homelessness.

Funding goes to helping residents experiencing homelessness regain housing and ensure they have resources to stay safe from contracting COVID.

The organization says it wants to make “homelessness rare, short lived and nonrecurring” in the two counties.

“In our first time applying to the US Department of Housing and Urban Development (HUD) as a Continuum of Care, (we) received funding renewals for a number of permanent supportive housing, voucher and rental assistance projects,” Northern Colorado Continuum of Care Director Kelli Pryor said in a statement. “We were also granted competitive funding for Homeward Alliance’s regional homelessness data and information system and a new effort that will assist housing domestic violence survivors, as offered jointly by United Way and domestic violence service providers in the two counties.”

The Continuum of Care says hundreds of people have gotten housing through the project.

“This HUD award is the culmination of a number of years of effort that led to becoming our own Continuum of Care,” United Way Vice President of Community Impact Melanie Woolman said in a statement. “It is an affirmation of how well our providers in Larimer and Weld counties are doing in helping those that they serve to get back into housing. While not enough to do the whole job, the funding will accelerate their efforts. Plus, if we continue to perform well, it is likely that HUD will maintain if not increase the amount of resources year-after-year.”

We were always careful to celebrate each day with a special twist. She was and continues to be the source of our life and our mentor. She continues to inspire us with her love that crossed all bounds.

iting the need for additional time and information, the Weld RE-4 School District Board of Education opted to hold off on approval of a charter school group’s request to acquire 10 acres from the district to build a school in Windsor’s RainDance neighborhood.

In a decision during a lengthy and well-attended meeting Monday evening at Severance High School, the fiveperson RE-4 board decided to solicit more community input and continue negotiations with representatives from American Legacy Academy before entering into a deal on the charter group’s revised proposal for property on Covered Bridge Parkway to build a kindergarten through eighth grade school.

The additional work will also include looking at other properties within district boundaries for possible acquisition by the American Legacy Academy group instead of the land at RainDance. The school district mentioned a 95.5-acre parcel known as the Labue land in the southwest section of the district boundaries as an alternative site to discuss with ALA representatives.

“We need to think out of the box a little more,” Weld RE-4 board of education president Russ Smart said.“I would like to ask for a little more time to think out of the box.What are other options to get charter schools in our district? Something that will work for the district and will work for you (American Legacy Academy).”

OnTuesday evening,American Legacy Academy issued a response to the Weld RE-4 decision. The charter school group offered to buy the 10-acre RainDance property from the district outright for $2.1 million with permit-ready site utilities in place.

As of Monday night,the district did not have ownership of the land that’s in the process of being deeded to the district from Windsor resident and developer Martin Lind,president of Water Valley Company, a hospitality company with workings in real estate and land development and ownership of the Colorado Eagles.

for the land with the proposal to pay the district a percentage of the total based on the number of in-district K-5 students enrolled in the charter school by a revised target date in 2028.

ALA’s newest proposal on Tuesday evening also requested the Weld RE-4 board of education approve the purchase transaction no later than May 3 and an expedited review of its submitted application to start and develop two charter schools within the Windsor and Severance school system boundaries.

American Legacy Academy submitted its application to the Weld RE-4 board on Monday evening, ALA representatives said during the school district’s board of education meeting.

Weld RE-4 has 75 days from receipt of the application to evaluate and rule on the application, district spokesperson Katie Messerli said Tuesday afternoon.

By that timeline, the Weld RE-4 board would have until July 2 to decide whether to accept or deny the applications that were filed for the school on the RainDance property in Windsor and a school to be built in a couple of years in Severance.

ALA explained the federal government created the rule denying the possibility of receiving the grant money if a school prioritized neighborhoods because of the likelihood that prioritization would lead to schools then prioritizing students from more affluent neighborhoods, also according to information from the charter school.

Stan Everitt, a member of the ALA board of directors, told the five-person Weld RE-4 board on Monday evening this is why the school opted not to prioritize the school for students in the RainDance neighborhood.

The charter school’s proposal was issued less than 24 hours after the end of a long night Monday for the board of education.

What started as a work session for the board at 5:30 p.m. ultimately wrapped at 11:55 p.m. with the conclusion of the board’s regular business meeting.

In an effort to get into school district communities, the meeting was held at Severance High instead of the usual locations at Windsor High School or at the board meeting room in the district administration building, also in Windsor.

During the meeting, the board heard a presentation from Everitt, ALA consultant Craig Horton and others with updated terms and information related to the charter school’s desire to acquire the RainDance land.

The Weld RE-4 board also heard remarks from 23 people during the public or citizencomment period.

Seventeen of those speakers opposed the charter group acquiring the property. Most opposed were concerned about increased traffic in the neighborhood and their desire for a public or non-charter school in RainDance as many expected and anticipated.

“If the district requests School District Board of Education discussion on a charter school group acquiring land in Windsor to build this, we will prioritize a K-8 school to open in August 2023. The board unanimously tabled the proposal by American Legacy RainDance kids as first Academy until it could gather more information from the community on the potential of a charter school in priority, then Weld RE- the RainDance area. American Legacy Academy Inc. is a nonprofit behind the school, which is a tuition-free classical charter with a plan to “offer a back-to-basics education in math, economics,science and language skills with a firm grounding in civic responsibility and character development,” according to the school website,www.american-legacy.org.

Blunck joined the district in early January following the resignation of previous superintendent Dan Seegmiller, who left in November after the district’s

American Legacy representatives have said their reasons for bringing the school to Windsor,and possibly another in about two years to Severance, was to satisfy

community support for school choice and to help the district with much-needed classrooms since the failure of the proposed bond.

Lind, who’s said he backs a charter school because of the choice it offers, was among the community residents to address the board on the land acquisition Monday night.

Weld RE-4 remains in the process of formally acquiring the RainDance property from Lind.District chief operating officer Jason Seybert said the school system learned last week that the 10-acre land is not stubbed — meaning utilities are not in place and ready for use. Seybert also said the district is working on this with Lind and his team.

Seybert said another parcel that could be in play as an option for the American Legacy group is a 95-acre, district-owned property known as Labue land. Located adjacent to RainDance — between Hilltop Drive to the north, Crossroads Boulevard to the east and Weld County Road 62 to the south — Weld RE-4 acquired the land with the thought it might be the future site of a middle and high school.

Messerli said that “possibly” some of the Labue land could be acquired by the charter group with “all options on the table.”

Instead, American Legacy suggested offering a $2 million purchase price on the land. The group would then pay the district a percentage of that total based on the number of in-district K-5 students enrolled in the charter school by a target date in 2029 to be established.

On April 13, Blunck sent a memo to the board of education in which he recommended tabling American Legacy Academy’s original proposal based on the district’s intention and need to build an elementary school to serve 600 K-5 students and 64 preschool students. The recommendation was also based on the fact that American Legacy’s projections on the number of K-5 students enrolled in the charter school by 2029 failed to match the district’s need to accommodate 600 students on Day 1 of the opening of a RE4-built school.

American Legacy representatives in April responded to the district’s comments on the charter school’s original proposal in which Blunck recommended the tabling.

The noteworthy changes to ALA’s proposal are as follows: •

American Legacy now says within five years of opening, by 2028 (not by 2029), the school will serve 450 K-5 Weld RE-4 students (previously this number was 350 K-5 students from the district).

If the 450 threshold is not met, a prorated amount would be owed to the district based on the number of K-5 from RE-4 enrolled in the

charter school.

ALA now agreeing with the district on the $2.1 million price of the 10acre RainDance land (American Legacy originally offered $2 million as the basis of its initial calculations).

•

Modifying its estimated students per classroom for its initial building.

Originally set at 25-26 students for a maximum of 462 K-5 students, ALA now says the building’s rooms are large enough to accommodate 30 students per class. Given this change, ALA says there are two projections for student numbers both in the first year (2023-23) and the fifth year (2028-29).

In the first year,with 25-26 students per classroom in K-5 grades (13 classrooms),the school is budgeting for 332 students; at capacity, with 30 students per classroom (also 13 classrooms in use), the total is 390 students.

In the fifth year, ALA says its budgeting for 462 K-5 students with 25-26 per classroom (18 classrooms). At capacity, with 30 students in 18 classrooms the total goes to 540 students.

ALA is noting total K-8 capacity at 708 students in the fifth year assuming 29 students per classroom.

This Mother’s Day, Fuentez has seen her customers paint bakeware, kitchenware, planters and even gnomes and skulls for their mothers with gnomes being “super popular,” she said.

“It depends on what Mom is into,” Fuentez said. “It’s a keepsake from the kids she can hold onto forever.”

Other popular items for Mom include turtle lanterns and gnome lanterns that can be displayed in the home or yard with a candle inside, as well as jewelry dishes, jewelry boxes and keepsake boxes. The boxes can be square or round, and there also are

jewelry stands with holes in them for displaying dangly earrings.

Also popular are mugs, available in different sizes and shapes. They can have a ridged pattern, such as prisms or waves, or they can be smooth for creating your own pattern or adding something like a child’s handprint.

Starting with the “blank canvas” of the white ceramic, customers can paint on their hand-crafted designs, patterns and images, anything from people to animals, or use stencils or printed images. What they paint can range from being detailed to abstract.

“There’s such a variety that’s created here,” Fuentez said. “Everyone’s unique.”

A popular item in the spring, which also can make a great Mother’s Day gift, is a planter, which Chill Potz sells in sizes small and medium. The planters come in various shapes, too, like square or round, and can be anything from a truck with the truck bed designated for the plant to an animal or bird. “ You don’t have to have any experience whatsoever. You can go within the lines or you don’t have to,” Fuentez said.

For an $8 sitting fee, customers can paint and glaze their ceramics, and then pick them up fired and ready to go. The ceramics are made with an underglaze and an over glaze, a clear liquid applied to the outside for a highgloss finish. Glazing makes the ceramic strong, watertight and more durable.

“How many layers you want to put on depends on what you want to do,” Fuentez said. “We can show you different techniques, and how to make your project come out nice.”

NORTHERN WATER SETS ALLOCATION AT 70% FOR THE SEASON

he board of the Northern Colorado Water Conservancy District this morning set a water allocation for the 2022 growing season at 70%.

The allocation, which is the amount of water that the district will make available to owners of shares of the Colorado-Big Thompson project, means that of the 310,000 acre feet available at 100%, 217,000 acre feet will be made available to shareholders. An acre foot of water — essentially the amount of water that would cover an acre of land onefoot deep — is about 325,851 gallons of water.

The board chose what has become the typical allocation.

It has the option of increasing it later if conditions permit.

Board members expressed their desire to take a conservative approach that protects the ability of the C-BT Project to provide a water supply while considering the current water supply conditions in the Colorado River basin and the possibility that adverse conditions could persist.

While current soil moisture conditions on eastern plains farmland prompted several board members to ask for consideration of a higher quota, others cited the uncertainty of weather conditions to come.

As reported by Northern Water staff Wednesday and again this morning at the board meeting, the district is in good shape on water already stored in the system’s reservoirs. A total of about 563,000 acre feet is stored in Lake Granby, Horsetooth Reservoir and Carter Lake before the runoff season gets fully underway. That’s about 32,000 acre feet above average. The storage levels have been above average for the past eight years, the staff reported.

As reported Wednesday, streamflow levels are predicted to be near average, and snowpack levels are about 90% of average. Uncertain is the amount of precipitation on the Western Slope or Eastern Slope yet this spring and early summer, and whether soil conditions will remain dry.

The board took the advice of its staff as well as the recommendations of numerous water users, who called for the 70% quota.

oday, one-third of all U.S. homes are in what are known as wildland-urban interface (WUI) zones, regions in or adjacent to areas prone to wildland fires. As with many types of disasters, wildland fires are increasing in severity and frequency. This is because of the continuously changing climate.

However, there are things we can do now to help protect properties, ensure the safety of residents, and strengthen local communities.

Building Safety Month is an annual international educational campaign to raise awareness about building safety codes and the work of code professionals. Organized by the 26 | mywindsor | MAY 2022

International Code Council every May, it serves as a helpful reminder that one of the most effective ways to prepare for, prevent, and mitigate wildland fires and other natural hazards is by adopting, implementing, and enforcing up-to-date building codes and standards.

“While forest management and traditional wildland fire suppression activities reduce the severity of WUI fires, unless rigorous wildland fire codes and standards are also adopted and enforced, lives and property remain at risk,”says Karl Fippinger, CEM, PMP, vice president of Fire and Disaster Mitigation for the International Code Council.

As Fippinger notes, building codes such as the International WildlandUrban Interface Code (IWUIC) have been shown to `be effective and should be adopted by both communities within WUI zones, as well as areas that may soon be in the crosshairs due to a changing climate. The IWUIC focuses on the use of ignition-resistant building materials, screens to prevent embers from penetrating into eaves and under foundations, creating defensible space, and providing access to water supplies for fire services. The National Institute of Building Sciences found that adopting the 2015 edition of the IWUIC in 10,000 census blocks across the country would generate $4

in wildland fire mitigation savings for every $1 invested. Additionally, retrofitting 2.5 million affected homes to the 2018 IWUIC could provide a nationwide benefit-cost ratio as high as $8:1.

Furthermore, consider plants with high moisture content, which are more fire-resistive and with appropriate distance, can help create a firebreak around your home. However, it will be important to control the height and spread of ground covering vegetation.

Fo r t u n a t e l y, F EM A’s n e w Building Resilient Infrastructure and Communities (BRIC) grant program prioritizes the adoption and implementation of hazard-resistant codes like the IWUIC. In addition to supporting the enforcement of up-to-date building codes and standards at the community level, low-cost wildland fire prevention and mitigation activities can provide homeowners with an additional layer of protection and peace of mind: •

Tidying your yard: Simple landscaping can make a big difference in the event of a wildfire, so consider regularly removing leaves, tree limbs and low-hanging branches from around your home, as well as clearing any dead brush

Maintaining your home: Keeping gutters, eaves and your roof clear of leaves and other debris is vital as these actions can help feed the flames of wildland fires.

If you’re thinking of potential renovations or remodels, consider including fire safety features on any decks, porches, fences and other add-ons. For example, consider building with listed and approved

fire-resistant materials. Also c on s i d e r d i s c on n e c t i n g combustible fencing from your home and other structures and replacing those connections with fire-resistant fencing materials.

If you have a deck, remember to clear debris underneath and create a defensible space around it.

“Each year, wildfires cause insurmountable damage – resulting in mounting costs with enormous economic and environmental impacts.

However, by investing more now to ensure our communities have the proper protections, we can mitigate the damage and support a faster recovery in the aftermath of a disaster,” says Fippinger.

Wonderful Women In Weld County

Each October, the group honors E sixx local women in a gala to help the saffehouse, which offers free, confidential serrvices to victims of domestic violence.

AW Woman’s Place is the only domestic vioolence service agency in Weld County.

Last year, the gala raised $125,000 for L thee shelter.

The public is invited to join the effort to honor women who have made Weld Coounty a better place by completing an nomination form at FAWPDV.org

“Domestic violence is not something people announce in public. A lot of times, it goes unreported, especially to law enforcement,” explained Nieto, a local lawyer with extensive experience in prosecuting domestic violence cases and helping families and children in need.

She said A Woman’s Place provided shelter to 346 individuals last year, but it also had to turn away another 418 people because the facility was at capacity.

“When people hear that, they are shocked. Most people would not know that many people needed help in our area for domestic violence, not to mention that so many could not get shelter,” she said. “Hopefully, when people learn more about it, they will contribute. I’m saddened by the size of our house. I wish we could get to the point of being able to serve everyone who needs it … wish we could get to the point of not needing it.”

Nieto said she learned more about the scope of the problem when she started working for the Weld County District Attorney’s office in 2005. Ken Buck, who was DA at the time, required his deputies to volunteer in the community, and she eventually joined the board of A Woman’s Place. Later, she joined the board of Friends of A Woman’s Place, which focuses on fundraising for the shelter.

“I learned how devastating domestic violence is to families, and I learned how many resources it takes to combat violence,” she said. “Even now, in my work with kids, I see how much of an impact domestic violence has on these kiddos. I’ve seen some of them grow up as

There needs to be a place for people to seek emergency assistance so they can leave these situations, do it safely and become self-sustaining. According to the National Coalition Against Domestic Violence, NCADV.org.: “On average, nearly 20 people per minute are physically abused by an intimate partner in the United States. … This equates to more than 10 million women and men.” The economic impact of domestic violence exceeds $8.3 billion per year, according to the organization.

The board of Friends of A Woman’s Place, in existence since 1977, noticed that women were often overlooked for their community service achievements. After early galas focused on an evening of entertainment, they discovered that featuring the honorees who make a difference would draw more interest than performers.

“People were coming to support our honorees, not because of who we hired for entertainment,” Nieto said. The dessert and champagne gala includes a presentation from the executive director of A Woman’s Place and introduction of each honoree. Rather than focusing on nominating women from specific sectors, such as health care or business, the group encourages nominations of any woman who is supporting the community in any manner.

Combining recognition of women of achievement while also highlighting the services of A Woman’s Place has become a strong annual effort with a lasting impact.
