WELD RE-4 FINALIZING A BOND PACKAGE FOR WINDSOR AND SEVERANCE VOTERS

T

he Weld RE-4 School District is planning for a new bond measure to present to district voters later this year with an altered price tag after months of community meetings and feedback.

The latest package is a $177 million investment and includes the construction of two new elementary schools in the Peakview and Raindance neighborhood locations, plus the renovation and expansion of both middle schools — in Windsor and in Severance.

The district notes on its 2021 bond website the $177 million price tag could be reduced to $168 million if Weld RE-4 is awarded a state-administered grant worth about $9 million this summer. The district is applying for a

well as projects designed to incorporate technology into education.

The district expects to learn about BEST grant awards by June. The Weld RE-4 Board of Education will decide in August if it will include a package on the November ballot.

In 2020, the district announced it would not proceed with a bond measure as anticipated for voters given the economic circumstances in the community surrounding the COVID-19 pandemic.

Earlier this year, the district said it planned to introduce a bond measure for possible inclusion on the November ballot because the need — increasing enrollment and schools at or above capacity — remained in play and unaffected by COVID-19.

According to the district website on the bond, the growth in the district is

aligned with new neighborhood developments within district boundaries. In 2020, the number of single-family home permits granted in West Greeley, Windsor and Severance combined (approximately 1,400) were slightly lower than the combined number granted in neighboring areas of Wellington, Loveland, Fort Collins and Timnath (approximately 1,500).

The district's previously introduced two bond measure options: for $169 and $189 million. The difference boiled down to the construction of an early childhood center in the $189 million package, along with addressing a higher level of facility projects throughout the district.

The current $177 million model does not include an early childhood center, and directs the funds to the following: •

$20.5 million — facility projects at all schools including the creation of a career technical education center at Severance High School and the relocation of the transportation building;

•

$61 million — for the renovation and expansion of Windsor Middle School;

•

$18 million — for the expansion of Severance Middle School;

•

$63 million — for the construction of the two elementary schools (with Peakview located north of Colo. 392 near Hollister Lake Road; and Raindance located south of 392, west of Colo. 257 and south of New Liberty Road); and

•

$14.5 million — for an expansion at Windsor Charter Academy.

Superintendent Dan Seegmiller said earlier this year the $189 million package pointed the district closer to fulfilling its needs. Building an early childhood center would free up space in all five elementary schools, which are expected to be at over capacity by 2025.

Three of the district’s elementary schools,Tozer Primary, Mountain View Elementary and Range View Elementary, are currently over capacity.

All Weld RE-4 elementary schools are currently near or above 100% utilization, according to the district. Both middle schools, Windsor and Severance, are currently over 100% utilization.

Elementary school capacity in the district is expected to be at 108% capacity during the 2021-22 school year, while middle school capacity is expected to be at 110%.

The district reports it has 28 modular classrooms on campuses throughout the district, and it’s anticipating 900 new elementary students between 2021 and 2024 and a need to accommodate 500 more middle school students.

The district says the best practice is to add capacity when utilization reaches approximately 110-115%.

“Anticipating continued residential growth in our communities, the Weld RE-4 School District is on a 4-5 year bond investment cycle,” according to the district website.

BUSINESSES IN WINDSOR CONTINUE TO THRIVE DESPITE A CHALLENGING 2020

I

t’s no secret that 2020 posed more than a few challenges to businesses fighting to survive during a pandemic.

As numerous companies across the U.S. shuttered their operations or drastically downsized, being a business owner was not the optimal choice for a profession.

“It’s been a rough year at every level for all cities and towns. We’ve all been dealing with the same issues, maybe just at a different level, but certainly with the same emotion,” said Scott Charpentier, Windsor Town Board Member and Town Board Liaison for the Windsor Chamber of Commerce.

Despite the economic challenges 2020 served, businesses in the town of

“I think we did an awful lot and fortunately, I think we are coming out on the other side of it,”

service fees and fast-tracking it all, the town board was able to help support its businesses during one of the hardest economic situations communities have faced in years.

“I think we did an awful lot and fortunately, I think we are coming out on the other side of it,” Charpentier said. “So, I think we are moving pretty good.”

Some of the new establishments added to the town’s business sector over the past year include Peculier Ales,The Mill Event Venue, Red Zone Athletics, Frae and Co. Salon, Black Label Home Solutions and Yuzu Asian Bistro.

“Our businesses are resilient. In the downtown, we did have a few businesses that closed, but those that did were almost immediately backfilled with new businesses,”said Matt Ashby, executive director of the Windsor Downtown

Development Authority. “With this ‘can do’ attitude, I think the businesses in Windsor are poised for great returns as we get back to normal life.”

The addition of Windsor Warming Houses for outdoor winter dining and permanent sidewalk café seating allowed restaurants to keep their kitchens going while the DDA’s Window Shopping Workshop trained storekeepers on how to look at their storefront with fresh eyes and tips for displaying merchandise better, Ashby said.

While chambers of commerce across the U.S. were frantically transitioning to alternative ways to support their members —i.e. virtual events —the Windsor Chamber of Commerce stayed the course and ended up growing its membership despite the challenges.

“We never changed the way we promote business. If business had to go to their business, so do we— remote was not an option,” Michelle Vance,

executive director of the chamber said.“I believe since we did that, we have grown over 140 in new membership.”

As with the DDA, the chamber implemented numerous special events, like its shop-local holiday event and Elf Hunt, to connect businesses with customers.

“We have started a Women of Windsor networking group and we have hosted a WOW Goes RED Luncheon in February and we just hosted a WOW Fashion Happy Hour event on April 28. We had over 130 participants and featured our local boutique,” Vance explained.

The chamber started hosting all events, such as grand openings, as inperson functions in June, Vance said.

The town is planning a Wine Walk, golf tournaments and other events to continue the upward moment as well as the new River Walk and sports center that will bring visitors to the area.

According to Ashby, the town is also continuing to focus on physical projects to welcome crowds back to downtown.

The town has demolished a building to make way for additional parking and will be gearing up to complete a “thrulot” pocket plaza in the 400 block of downtown.

Later in the year, the town will be kicking off its Wayfinding Signage project, helping people learn more about what downtown Windsor has to offer.

“Between Stacy at the town who is recruiting businesses and companies, all the way to the chamber who is retaining businesses and companies and putting life and activity back in the businesses, we will make it out of this,”Charpentier said. “We’ve been able to hold on and maintain, and now that it’s coming to an end, we are just ready to let all this stuff loose and make it happen.”

Greeley Arts Picnic After missing a year due to Covid, the Greeley Arts Picnic is back July 24 and 25 at Lincoln Park with more than 160 vendors already committed.

“We’re going to have the kickoff concert Friday night in the downtown plaza,” says Andrea Haring of Greeley Culture, Parks and Recreation. “We have a beer tent and entertainment. We’re full both days on two different stages.”

Haring says the event’s former Kid’s Creation Station will be a Take and Create this year to help with social distancing.This year will also see the new online marketplace where those who are still a little more reserved about coming out and participating in person can shop the vendors.

“Being able to get together and celebrate together is important for quality of life and our residents,”says Haring. “It’s important to not forget the downtown space. It’s the heart of Greeley. The picnic draws people to the area and hopefully that transfers over to the businesses downtown. It’s important we keep trying to develop the downtown and keep investing in it.”

T

he town of Windsor and its director of economic development Stacy Miller don't claim to have anti-pandemic repellent.

What they do have, though, is an extremely rare and unique situation.

They have a town that has grown from about 10,000 people in 2000 to nearly 19,000 people in 2010 to close to 40,000 people today.

And, as quickly as the population has expanded, so has Windsor's economic, residential, industrial and commercial development.

Developers continue to build in Windsor. And, they've continued to build 16 | mywindsor | JUNE 2021

right through the pandemic, even while so many other municipalities experience a sharp slowdown in growth for much of the past year, especially during the peak of the COVID-19 pandemic.

Via everything from restaurants to new homes to industrial sites, Windsor continues to grow, exponentially.

"Nothing ever really seemed to slow down — residentially or commercially," said Miller, who has worked in economic development for 22 years, the past 10 in Windsor. "I started off in January with, I think, six prospects in the first week of the year. And, I've done about a half a dozen tours of Windsor so far already this year. Those are a big deal, meaning the prospect is elevated to actually coming to town to look at the site."

Michelle Vance became the executive

director of the Windsor Area Chamber of Commerce in June of this past year.

In most places, there couldn't be a less ideal time to run a chamber of commerce.

But for Vance, her phone began ringing off the hook and her inbox was filling up with messages from the moment she stood in her office for the first time.

"Since June, we've grown by 140 new members," Vance said. "In just April, we grew by 24 new members. That kind of shows you the momentum. I have a grand opening every single week, all the way through July."

Like Miller, Vance has a 20-plusyear history in economic development.

She chose to pursue the chamber of commerce position and become less a developer and more a promotor of

bu usiness, feeling she could serve as a suuitable advocate for businesses in a town th hat has impressed her with how it has attracted projects through what she calls "smart growth".

"I feel like Windsor is a masterplanned community with the different developments," Vance said. "What other town can you say has a lake in downtown where you can go to the beach? ... I'm just fortunate to be able to work in a community that is forward-thinking, that looks to the future and that plans for the future."

The Future Legends Complex sports park is likely the most prominent commercial/tourist project being built in Windsor. Joining the sports park on the commercial front is the likes of Windsor Pediatric Dentistry off Main Street, as well as continued, significant, development in Diamond Valley Industrial Park and Farmer's Corner — where this is a new Taco Bell and Cannon Xpress Car Wash.

But, Windsor's non-stop growth extends beyond just commercial and industrial projects.

"On our residential side, we're doing about 100 single-family permits per month," Miller said. "I'm very fortunate to do what I do in a town that supports every medium."

Another major factor in Windsor's virtually unflappable ability to grow is rooted in the town's geography.

In addition to having a community that supports its local businesses, one of the keys to Windsor's nearly unmatchable success during the pandemic, according to Miller, is having pro-business elected officials. These officials, Miller said, are willing to work hand-in-hand with developers, during the best of times and the worst of times — though, as the past year has proven, even the worst of times aren't the least bit shabby in a thriving town like Windsor.

tilities. Roads. L eaders.

Businesses. Residents. These are some of the many necessary components of a town or city.

But what makes a community? It’s more than these tangible things. And to make a great community takes so much more.

This idea of “more” is something that the Town of Windsor seems to have fii figured out. The town is growing by leaps and bounds in terms of things like population numbers and construction.

But it seems to be growing smartly, in a way that is pleasing to both newcomers and rooted residents.

“II really think that in creating a great community like Windsor, people have worked together. It’s the commitment of the people who have lived here for years and the commitment of the people coming in,” said Sandi Squicquero, owner of Medical Hypnosis, a long-time Windsor business.“IIt ’ss the commitment to establish roots and a partnership with the community, either starting a new business or supporting those already here.”

The question of how to build a great community, it seems, can be answered simply. Over and over, this idea of belonging and togetherness keeps surfacing with varied members of the community.

“The leadership and elected officials in Windsor have been so supportive of moving Windsor forward in a smart way,” explained Stacy Miller, Windsor Economic Development Director.

Coincidentally (or not?) the Town of Windsor started its Economic Development Department in April of 2011, and no doubt it’s had a hand in helping drive growth in the community.

Shane Hale, Windsor Town Manager, agreed.

“At its core, Windsor remains a place that feels like a small town – you still run into your neighbors at the grocery store or walking around Windsor Lake, and people here are genuinely friendly and kind,” Hale said.

Harnessing that small town spirit and managing to hold on as the town grows is what seems to be the secret sauce.

And, it appears to be something Windsor has accomplished thus far.

BOOMING NUMBERS There’s no doubt about it, Windsor has been one of the fastest growing communities in Colorado during the past decade.The 2010 U.S. Census showed the town’s population at 18,644. Just shy of a decade later, the U.S. Census Bureau’s “population estimate” as of July 1, 2019, accounted for more than 30,000 people in the town and steadily growing. [2020

Of that population, more than 70 percent of residents are 18 to 64 years old, and about 13 percent are over 65 years of age.

There were three different assessments by multiple groups, and together the three priorities for the Windsor Economic Development Department were created – attract and retain primary employment; attract and retain retail development; and be an advocate for all businesses through all municipal processes.

“I started hitting the streets and screaming Windsor’s name all over,” said Windsor Economic Development Director Stacy Miller with a laugh. “I was definitely out there, trying to promote Windsor all the time, in various ways and with different organizations. I was speaking wherever I could. They called me the cheerleader of Windsor.”

Miller pointed to the main reason she thinks Windsor’s growth as a town has been so successful – many developers are proactive and involved.There are 14 business parks, three commercial areas and about 7,000 acres of commercial land that can be developed in Windsor. In fact, the town’s land use comp plan is set up to support growth to 100,000 residents.

LOCATION, LOCATION, LOCATION

Perhaps one of the reasons Windsor has been an attractive location for growth is its location. Hale called it the “bulls eye” because the town is situated between Loveland, Fort Collins and Greeley. And with Northern Colorado a destination for many people to move to, Windsor has its doors open to newcomers.

Windsor offers the benefits of small-town living but close proximity to just about any amenity desirable.The rural feel and lifestyle of Weld County is combined with city living and easy interstate access of Larimer County. For many, it seems like the perfect combination.

“The Town Board has been very proactive in its approach to strategic planning,” Hale said. “We talk about Windsor in the year 2045 (25 years into the future), what it is that we love about the community, and imagine all of today’s problems have been solved.

From there, we have worked backward to determine what we need to do to manifest that reality.”

That includes lots of work in different focus areas.

The town’s strategic plan includes everything from sustainable infrastructure to establishing open space to potentially implementing a public art program.

Miller noted that the Town’s leadership and elected officials have been extremely supportive of moving Windsor forward in a smart way. She said they welcomed her efforts in attracting and retaining employers. Smartly developed infrastructure goes hand-in-hand with bringing more people in, so the town has kept a careful eye on that, too.

“People and businesses are moving here, so we need to be able to get the people in and out to do their jobs, get the goods and services, the workforce in and out,”Miller said.“Planning for roads, water and sewer, that’s really a huge success for us.”

LOCAL SUPPORT In the end, it all seems to come full circle, back to the idea of people supporting one another to make a true community. Residents support their local businesses, businesses support the community on different levels, and the Town leadership keeps things running seamlessly.

Consider this example, explained by Ashley Boothe, marketing director for Poudre Pet & Feed Supply.

“We look forward to things like bringing the Poudre Feed Treat Truck to the town’s monthly Yappy Hour events at Windsor Lake.

“Community involvement like this mutually benefits everyone – families, their animals and the businesses. Small businesses like Poudre Feed need the support of local patrons to be successful, so they can then in turn be able to support and sponsor the charities whose services help the community.”

Hale said he believes Windsor is large enough now that entrepreneurs will really begin identifying gaps – known as retail leakage – in town.

“For example, it seems as though my family buys a pair of shoes every month!” he said. “Whether it’s for a new sport,

a growing kid or to replace a running shoe. But despite this demand and a similar one for many Windsor families, there aren’t retailers that sell shoes in the Town limits, so that’s a potential business opportunity, and so many others.”

Based on how much residents in Windsor seem to support their local businesses, filling in these “retail leaks”appears only a matter of time. Squicquero said she sees this community support in action all the time.

“I can’t tell you how many times I ask people where they get their hair done or their favorite restaurant and so many of them say, ‘We try to support Windsor,’” she said. “Creating a business is somebody’s dream for the future, so supporting those businesses is supporting someone’s dream. And the willingness of Windsor people to support my business for 15 years has been amazing.”

WINDSOR FORGING AHEAD WITH COMMUNITY IDENTITY, REGIONAL COLLABORATION IN MIND

hen it became clear early last year the pandemic would batter municipal budgets, Windsor officials tightened the town's proverbial belt while continuing work to get certain projects shovel-ready.

Town Manager Shane Hale said residents are already seeing the fruits of that careful planning, as the town works on about $37 million of capital improvements this year. Roughly half of that, Hale said, is focused on roads and road capacity.

Those projects, while costly, are a

necessary part of keeping up with both the town's population growth, as well as that of the entire northern Colorado region. Over the past decade, Hale said, the town's population has basically doubled.

"It seems word is out on Windsor," he said. "And, obviously, northern Colorado — it's not just unique to us."

The North Front Range population is projected to reach nearly 1.2 million

by July 2050, according to the State Demography Office. A 2020 projection from the office has the region's population at 692,483, which means officials are projecting the population to grow by more than 73% over the next

three decades.

Two of Windsor's smaller neighbors have seen explosive growth over the past decade, with Severance growing from nearly 2,800 residents in 2010 to nearly 4,750, according to the latest U.S. Census Bureau data. In the same time,Timnath grew from a population of 447 to nearly 3,500 residents.

Hale cited a couple of the region's attractive qualities as possible reasons for its growth, including its proximity to the mountains and its strong, diverse economy.

"I think that Weld County and Larimer County seem to diverge in

some places," he said. "In a lot of ways, northern Colorado benefits from that."

Once economically reliant on sugar beets, Windsor's growth is now propped up by various businesses across different industries.That economic diversity — spanning across industries from agriculture and energy to health care and technology — builds stability in the town's growth, which has averaged nearly 6% annually over the past two decades.

As the region grows, Hale said, it does seem like the "bull's-eye" is on Windsor.

In recent years,Windsor's Economic Development Office has tracked the creation of about 272 jobs per year through incentives, according to Hale. And that's only what they've contributed to the office's efforts, he added.

Those factors are a big draw for younger families populating the town, according to Hale, as well as many retirees, some looking to get closer to the grandkids. In the past few years, the town has issued well over 900 permits for new residential units each year. In the first quarter of this year, 557 permits have already been issued.

Two major residential developments, RainDance on the south side of town and the Ridge at Harmony Road on the north side, have been very active over the past three years, Hale said.

“The town board has had a clear vision that they want our residents to have really high-paying job opportunities,”

Town officials have met with neighboring communities to discuss regional issues including establishing community separators. In a move that helps tie the area together,Windsor also recently worked with Fort Collins, Timnath and Larimer County on a Great Outdoors Colorado grant to complete the Poudre River Trail — a project on which officials are nearing the finish line. Once completed, the trail will run all the way from Greeley through Windsor to Fort Collins.

Other regional issues have included open spaces and water management, in addition to transportation discussions. Hale said many of the challenges facing the region are larger than Windsor or any singular entity, calling for the collaborative approach.

"These things can get really expensive, and they're not getting any less expensive," he said. "If we can partner with other local governments and stretch everybody's

"That means we've got a challenge to preserve that," he said.

Though officials are generally forecasting the 20-year average growth rate will continue in the short term, Hale acknowledged it can't go on forever. But with qualityof-life projects another major part of the town's ongoing capital projects, the town's unique identity should remain intact.

Hale said another northern Colorado advantage is the unique character of the region's different communities, such as Windsor, Loveland, Greeley and others. As sprawling growth in some metro areas have blurred the identifiable boundaries between those communities, northern Colorado has maintained some unique identities. Driving through Windsor, Hale said, he can still see open fields, agricultural activity and a smalltown feel that's harder to find as you move south.

According to the U.S. Consumer Product Safety Commission, more than 275 children nationwide under the age of 5 drown in swimming pools annually, and more than 4,100 children receive medical treatment for pool-related accidents, the majority of which occur in backyard pools. Luckily, building codes and standards can help.

Emphasizing the importance of water safety, the Code Council has dedicated a week (May 17-23) during its annual Building Safety Month to the topic. To ensure individuals are having safe pool fun, the Code Council shares the following tips:

“Building codes are life savers and as the leading building codes and 28 | mywindsor | JUNE 2021

• Install fences and protective gates: To ensure the pool area is inaccessible to unauthorized swimmers and children when there is no

supervisor, install a fence at least 4-feet high around pool and spa areas with a self-closing, self-latching gate or door.

Move all chairs, tables, large toys or other objects away from the perimeter that would allow a child to climb up to reach the gate latch or enable someone to climb over the fence.

• Keep safety devices nearby:

Always keep basic lifesaving equipment handy (pole, rope and personal flotation devices) and know how to use them. These aids should be kept on both sides of the pool and should remain stationary – not be misplaced through play activities.

• Install alarms: Install alarms

on all doors and windows to detect unauthorized access from the home into the pool area. You can also install a pool alarm to detect accidental or unauthorized entrance into the water. While the alarm provides an immediate warning, it is not a substitute for the barrier fences, door and window alarms or safety covers.

• Remember safety covers: Install an approved safety cover on any pool.

For the safety of all individuals, do not allow anyone to stand or play on it.

• Be code-compliant with drain covers and grates: To help identify

compliance with current standards, all pool and hot tub drains must have a cover or grate marked with the appropriate product marking, including the service life in years and

an information label that is provided to the pool owner. Not having a compliant cover could result in some part of a swimmer’s body being entrapped in the drain – a dangerous situation that could result in injury or drowning. If a cover is broken, missing or noncompliant, the pool should be closed immediately, and a replacement should be performed by pool professionals.

• Ensure an existing pool has safe suction outlets: Pools and spas with a single drain – other than an unblockable outlet – must have a certified blockable suction outlet and one of the following: a safety vacuum release system; a suction-limiting vent system; a gravity drainage system; or other safety features that comply with industry standards.

• Secure the proper permits for a pool installation: If you’re installing a pool, it will be important to contact your local building department first to determine what permits are needed and what requirements you must follow.

“With the weather warming and families spending more time at home, a pool offers hours of fun for everyone,” says Sims. “In addition to adult supervision, safety code compliance helps ensure a safer, more enjoyable pool experience.”

hings are moving right along at the Future Legends Sports Complex in Windsor, despite some construction setbacks.

Katofsky did note that rising steel and lumber prices are creating a bit of an unknown as the team moves forward. Still, the project is on track to begin hosting events next year, even if retail and lodging work end up taking longer than expected.

Construction on the project began this past fall — and the organization announced that a minor league baseball and soccer team would make the complex its home base — but a few things delayed work this year.

“We still intend to have most, if not all, of the outdoor work done this year,” Katofsky said. “We’re going to try and stage this thing where we’re operating on time next year, but some of the amenities may get delayed a little bit.”

Jeff Katofsky, CEO and co-founder, said the project ran into some red tape, namely regulations and a historical issue that neither the company nor current Windsor staff knew about. The historical issue, which he didn’t discuss in detail, predated the purchase of the land. This is being settled, however, and construction

Katofsky wants to announce some of the vendors in July. He said things remain flexible but was comfortable giving that estimate.

Northern Colorado residents and

guests alike should expect a mix of national and local brands at the site.

Katofsky gave the example that Colorado isn’t necessarily known for its sandwiches, so it’s OK to find a quality national or regional brand. The state, and especially northern Colorado, is known for craft beer. His team is working to find local businesses interested in partnering with Future Legends. “‘I want people both from Colorado and outside to have a feeling of comfort with some of the brands they recognize but also have the experience of local Colorado,” Katofsky said.

The complex is set to have about three dozen sports-related amenities, including fields, a bubble dome facility, courts and stadiums — in addition to the retail, dining and lodging options.

Future Legends will also feature an inclusive field, a little bigger than a T-ball

field. Katofsky called this the “heart” of the whole complex.

The stadium will be set up like some of the other ones and have a full scoreboard and a water fountain feature that will go off when a player hits a home run. It’s also going to be placed near the center of the complex — not hidden in a corner of the facility — near the concession stands and a handicapaccessible playground.

Katofsky said this will be designed for children and adults with disabilities of any kind. It doesn’t matter what they face; if they have a disability, this is for them.

“It’s about having programs and giving the same experience to people with special needs that kids without special needs have,” “It’s about having programs and giving the same experience to people with special needs that kids without special needs have,” Katofsky said, noting the team wants inclusive sports programs to be mainstream.“There’s no reason for them to not have the same experience.”

Katofsky is excited for the project. He still works in Los Angeles for the time being, but he travels to Windsor every two weeks. The rest of the crew has moved to northern Colorado and has its offices on site.

Stacy Miller, director of the Windsor Economic Development office, previously told the Greeley Tribune that the complex is expected to host 1 to 1.2 million visitors per year when it’s complete. She said this translates to approximately $5 million in tax revenue each year.

Future Legends itself will create about 600 jobs, while 9,000 jobs could be produced across all the external amenities.

Katofsky said he’s worked on projects all around the country and usually there’s some negativity. He hasn’t heard anything on this one. In fact, most feedback he gets is related to its opening and the progress.

“I have yet to meet anyone in northern Colorado who isn’t excited about this project,” Katofsky said. “We’re building a park for kids, so who’s going to say no to that? But seriously, I haven’t met a single person who isn’t completely behind what we’re doing out there.”

Pending any other delays, a soft opening could happen this year. A grand opening is set for next spring. Future Legends is located at 801 Diamond Valley Drive in Windsor.
