LETTER FROM THE DIRECTOR

April 5, 2022 Dear Citizens of the Cañon City Area Recreation & Park District, Over the last several months, the most commonly asked question I have received as Executive Director of the Cañon City Area Recreation and Park District is, "What's next for the Recreation District?" This question, of course, comes on the heels of two failed ballot questions in the November 2021 election. Question 6A would have increased the District's Mill Levy by 3.5 mills to help with what we do now and provide a subsidy for a recreation center. Question 6B was a $30 million dollar bond to construct a recreation center. 6A would not have a sunset, while 6B would have once the bonds were paid off as required by TABOR. Both ballot questions were voted down and now begs the question, what is next? To properly explore that question, it is necessary to look at the past and the District's role in our community. The formation of the Cañon City Area Recreation and Park District was voted in by the people in 1965 as a Title 32 Special District. We receive property tax to provide recreation services to the community. The original purpose was to construct and operate a seasonal public pool, which opened in 1967. It still serves this community at 12th and College in Cañon City. Not much about this facility has changed through the years. The bathhouse and maintenance rooms are the same, as are the shape and depth of the pool structure. The original design was expected to last between 25 and 30-years. We hope to open for the 55th year of service this summer. The pool was the only initial priority of the Recreation District in the beginning. Over time, the community's recreational needs began to change, and the purpose of the District began to expand beyond just the pool. In 1974 Rouse Park was created and is still home to a variety of youth and adult programming. This facility is the most used park annually by locals because of the numerous programs and tournaments. In 1987 the Arkansas Riverwalk Trail and John Griffin Regional Park were created. The community's needs continued to increase over time, which led to Pathfinder Regional Park, Old Harrison Park, the addition of playgrounds, pickleball courts, ropes course, and the Schepp Open Space and South Cañon Trails. The community also wanted more programs, and our offerings have only increased through the years. We have met these needs through partnerships with the City of Cañon City, Fremont County, local school districts, local non-profits, and numerous grants. There has never been a voter-approved tax increase for the Recreation District. We have now reached a point where the replacement of the pool is necessary. In a study conducted by Terracon in November of 2018, it was stated, "The Icabone Swimming Pool has outlived its useful life." The pool and structure systems no longer meet current codes for commercial facilities or standards for programming. According to multiple architects and pool engineers, the expense to replace the pool is estimated to be around $8 million dollars. There is no funding mechanism to replace this facility as the community's recreational needs have grown significantly since 1965. For years we have explored options to replace the aging pool. Still, unfortunately, there are no grant opportunities to fund it fully. The community will have to decide if they want to invest their tax dollars in replacing the R.C. Icabone Swimming Pool. You, the citizens, need to ask, "Do you want a public swimming pool?" The Recreation District is planning to open the pool this summer. In May, we will know if our systems are working correctly. If major costly repairs occur, the swimming pool will close. The Board of Directors has discussed this topic at length. It is difficult to share this information, but it is essential to analyze the facts to help residents understand the reality of the situation. We are one of the lowest funded recreation districts in the state. The replacement of the pool is a must. There are no grants available to solve this problem; it is up to our community.

ABOUT US

he Cañon City Area Recreation and Park District is a special district established in 1965. The District’s main source of funding comes in the form of property tax, which is collected from an area that is approximately 115 square miles in size. The District is governed by a five member Board, whom are elected at large from citizens living or owning property within the District boundaries. Elections are conducted in May of every even year, switching to odd years in 2023. The Board conducts monthly meetings at the District’s main office, 575 Ash St., on the second Tuesday of every month beginning at 7:00 pm. The District currently owns and operates Rouse Park, John Griffin Regional Park, Old Harrison Park, Arkansas Riverwalk, Ropes Challenge Course, R.C. Icabone Swimming Pool, Arkansas Riverwalk Dog Park, Ash Street Community Garden, Schepp Open Space and Eagle Wing Trailhead, and the Community Room, which is located within the main office. The District co-owns and operates Pathfinder Regional Park with Fremont County. Every year the Board of Directors and the District Staff strive to improve the programs and facilities offered to the community. All the programs and activities listed in this Activity Guide are designed to meet the recreational needs of the public. We of course welcome any suggestions or input as our goal is to better serve the community. The District works in conjunction with the City of Cañon City, Fremont County, Cañon City RE-1 School District, Florence-Penrose RE-2 School District, Fremont Sanitation District and many local businesses and non-profits to provide services to the citizens of the community. The District currently employs 12-full time employees and about 130 seasonal and part- time employees. The District is always seeking and recruiting instructors, who have a skill or interest to share, volunteer coaches and officials. Your suggestions on improving our programs are always welcome. FACILITIES INFORMATION

Arkansas Riverwalk Dog Park The Cañon City Area Recreation and Park District’s Arkansas Riverwalk Dog Park opened in June of 2011. This park was made possible by the Recreation District, the Dog Park Committee, and with several financial contributions from local businesses and individuals. Since that time, it has undergone several changes and improvements, including an agility course, pavilion, and a walking track.

Harrison Park The Old Harrison Park was acquired by the Recreation District in July of 2008 from the Cañon City RE-1 School District. Thanks to a grant from Great Outdoors Colorado the park was renovated and opened in late 2012. Now this neighborhood park features a pavilion, upgraded playground, basketball court, climbing boulders, restroom facility, and a large field. The facility has become a popular location for family gatherings, birthday parties, and sports practices. If you would like to reserve the pavilion at Harrison Park, there is a charge of $25 for two hours.

Pathfinder Regional Park Pathfinder Park opened in the fall of 2007 and over the 14 past years a lot of improvements have been made, thanks in part to multiple grants from Great Outdoors Colorado and the Gates Foundation, and strong community support. The park includes a playground, fishing pond, trails and multiple sports fields. The Miners Pavilion is booked several weekends each month for parties, reunions and even weddings. Trail additions and bridges have been made thanks to the Cañon City High School Civics classes and local Boy Scout Troops. We continue to expand trails throughout the natural areas between the developed park and the Arkansas River. If you would like to reserve the pavilion at Pathfinder Regional Park, there is a charge of $25 for two hours.

Rouse Park Rouse Park was the first park owned and operated by the Recreation District with fields, pavilions, and a playground area. The baseball and softball fields are used for 9 to 10 months out of the year by recreation programs, Cañon City High School, and area traveling teams. This facility hosts several baseball and softball tournaments throughout the year which include many teams from outside the community. The west end of the facility is used for football and soccer practices and games and the pavilions host parties, weddings, and other functions throughout the year. In the fall of 2016 renovations to the southwest corner of the park added six new pickleball courts and an improved

basketball court. The pickleball courts are busy seven days a week and have already hosted tournaments. Rouse Park is one of the most used parks in the Recreation District and the community as a whole.

Archery Range The Archery Range, located at 575 Ash Street just east of the office building, is open to the public at all times during daylight hours. There are targets at 10, 20, 30, 40, 50, and 60 yards. New targets have been placed this year. The Archery Range also features a shooting platform and 3D targets. The rules for the facility are posted at the range. Please come down and utilize the facility and all it has to offer year round!

Eagle Wing Trailhead/ South Cañon Trails At the intersection of Colburn Lane and New York Ave. is the Eagle Wing Trailhead and Schepp Open Space. This is our most recent trail addition and provides recreation access to several popular and existing parks and trails in the southwest area of Cañon City, including Ecology Park and Temple Canyon. It is an access point to the 10 miles of the South Cañon Trail system located on BLM land, Fremont County land, and Recreation District land. Located at the Trailhead is the Hecker Family Memorial Picnic Shelter funded through local contributions. In 2020 a flow trail called “Smooth Criminal” was added. Working with Fremont Adventure Recreation (FAR), Terra Firma Trails, the City of Cañon City, and Fremont County the flow trail “Smooth Criminal” was added in 2020. Improvements continued in 2021 with “The Yard”, a bike park at the trail head. It has two different lines to enjoy while improving your skills.

R.C. Icabone Swimming Pool The pool was the reason the community created the Recreation District in 1965. This is our first facility and is used seasonally from Memorial Day to Labor Day. Besides an outdoor pool, adjacent sand volleyball and basketball courts are available for use year- round.

Archery Range The Archery Range, located at 575 Ash Street just east of the office building, is open to the public at all times during daylight hours. The range was renovated in 2014 with funding assistance through a Colorado Parks & Wildlife Grant. Further renovations took place in 2020 with an additional Colorado Park and Wildlife grant and assistance from the Fremont Chapter of The Rocky Mountain Elk Foundation. There are targets at 10, 20, 30, 40, 50, and 60 yards, an elevated shooting platform, and 3-D targets.

The Range Rules are posted below. 1. No Broadheads 2. No Firearms of any type, including BB and pellet guns 3. Anyone under 18 must be accompanied by an adult 4. No unsolicited coaching or criticism 5. All rubbish and target faces to be removed after shooting 6. No alcohol allowed 7. THINK before you shoot! 8. Please make sure the gates are closed!

The Cañon City Area Recreation and Park District operates the Ash Street Community Garden on our property in the southeast corner of the Arkansas Riverwalk Dog Park. Each year you may reserve your plot by registering at the Recreation District offices during normal business hours. Before planting your tomatoes and summer squash, you must register for a plot and sign a simple agreement with the Recreation District. This has become a popular Community Garden and space is limited. The plots are available on a first come, first serve basis. There is an annual fee of $15 for the small plots and $20 for the larger plots, payable at the Recreation District office. Once all of the spaces are reserved, we will begin a waiting list, so register soon.

Ladies of the Evening Quilt Club Ladies of the Evening Quilt Club meets in the Recreation District Meeting Room every Monday at 9:00 am. Come on out and join the club. All quilts made are donated to charitable organizations.

2022 Youth Track and Field The Cañon City Area Recreation and Park District offers a track and field program for area youth in the summer. Both boys and girls ages 5 to 14 may join the District’s track team. Conditioning, proper fundamentals of running, field event techniques, and team involvement will all be emphasized. Children will have an opportunity to participate in CARA track meets at no additional cost.

Credit Union of Colorado Players Clinic Players who wish to play in the Credit Union of Colorado Tackle Football League must attend the player evaluation clinic. Summer Youth Volleyball League This program is for boys and girls wanting to participate in an introductory Youth Volleyball League. The purpose of this Recreation District Youth Volleyball program is to emphasize skill development, fair play, sportsmanship, and fun. Each participant will play in each game, learning basic volleyball fundamentals and rules.

Youth Wrestling The wrestling program is for boys and girls 5 through 13 years old who wish to learn the fundamentals of wrestling. Wrestlers will learn escapes, takedowns, rides, and many more moves. Children will wrestle other children in the same weight bracket. Practice days are subject to change. Participation in the tournaments is not mandatory, it is an option for any child in our program.

Gymnastics Camp

The Canon City Area Recreation and Park District will look at offering several camps this summer. These will range from basketball to football to archery. We will be working with these instructors to come up with dates based on their availability this summer. Please check our website, www.ccrec.org, towards the end of May for details. You may also call the office at 719-275-1578.

The Cañon City Area Recreation and Park District, in partnership with the Cañon Academy of Gymnastics, is pleased to offer a gymnastics camp this summer. Kids will learn some of the basics in gymnastics from Coach Courtenay Argier. There will be only one June session this summer. The classes are 90-minutes in length.

Challenger International Soccer Camp

This camp is a week of fun, energy and passion for the game. Our industry experts have crafted an approach which uses methodologies from all around the world to truly reflect the global nature of the sport.

Includes games, activities, and adventures to introduce and develop coordination, balance, running, stopping, turning, kicking, dribbling, throwing & catching. Fundamental practices and skill-building activities in an immersive adventure!

Half Day Program Monday to Friday inclusive • 3 hours per day • 5-14yr olds. Complete technical player development featuring practices from around the world in our international camp curriculum. Emphasis is placed upon individual skill development, core techniques and small sided games.

Sporties for Shorties Sporties for Shorties is designed for kids 3-5 years old. They will learn the basic skills and fundamentals of both team and individual sports with a focus on FUN!! Each class will begin with stretching and warm up exercises and end with a fun interactive activity and a nutritional snack. Parents are encouraged to show up and interact with their kids. Register early to guarantee a spot in this program.

Tiger Soccer Camp Are you looking to score more goals next year? If so, you should attend the summer soccer camp that Cañon City High School Coach Trever Ford and staff will be offering this summer. This camp will have a strong emphasis on individual skills, while the fun and excitement will inspire all ages and abilities. Instruction will cover all soccer fundamentals and situations that arise during a game. Campers will receive a gift at the end of the program! Registration:

Choosing A Tennis Racquet: The following are standard guidelines for age and racquet length selection: If an 8-year-old is the size of an average 10-year-old, choose the 10-12 racquet. Move up one size (possibly two) to adjust for exceptionally high physical strength or ability but adjusting down for lack of strength is almost never necessary. A junior player should use as long a racquet as he/she can comfortably handle. This will encourage development of smooth strokes that utilize good weight transfer and larger muscles. Too small a racquet encourages excessive wrist and elbow action, which, in the long run, will harm both stroke development and the arm. Nature enthusiasts have encountered numerous species of birds and fowl along the Arkansas Riverwalk. Be sure to keep a look out for wildlife such as bears and mountain lions, they have been known to frequent the areas around the trail as well.

The center of the Arkansas Riverwalk lies within John Griffin Park. The trail loops through John Griffin Park with two separate trails, the River å Trail and the Bluff Trail. John Griffin Park is a natural area complete with wetlands and wildlife. There are numerous park benches throughout John Griffin Park, but bring your own water as there is none available.

The Arkansas Riverwalk contains seven-miles of trail that winds along the Arkansas River through Cañon City and beyond. The trail covers many types of terrain and natural areas including dense cottonwood forests and native wetlands. The trail has a hard-packed, crushed gravel surface and follows an old railroad bed much of the way. The trail is open to many uses, which include running, walking, biking and even horseback riding on the John Griffin Park Bluff Trail. Your dogs are welcome too, but please keep them on a leash and be sure to pick up after them.

The Tunnel Drive Trailhead is located west of Cañon City off of Highway 50 and overlooks the Arkansas River and railroad tracks as it heads west into the entrance of the Royal Gorge. It is a narrow trail that winds its way through three tunnels of solid granite! The Arkansas Riverwalk has expanded west from Centennial Park to Tunnel Drive and Pueblo Community College. ADULT SPORTS

ADULT SPORTS PROCEDURES (AS OF MARCH 2021) Registration: Full payment must be received before the program deadline in order to reserve a spot in a league. Teams will only be taken after the deadline if it aids the program coordinator in scheduling. Example: an odd number of teams to an even number. League Refunds: If a program does not get at least 4 registered teams the league will not go. Full refunds will be distributed to those teams that have paid. If 4 teams are registered the program will run. Player Eligibility: Players must sign and complete their team roster before participating in the program. All players must be at least 18 years of age. If you are still in high school and participating in a sports program, please check with your athletic director to make sure there are no potential eligibility issues. Minors are not allowed to participate in Adult Sports. Adult Sports participants cannot be on two teams within the same league. Team Rosters: There will be a drop-dead date as to which no more names can be added to a roster. At this point the roster becomes frozen and no players can be added or removed. It will be approximately 60% through the regular season and will be printed on the schedules. Furthermore, all adult team rosters will have a limited number of players per specific sport. All legal players then on the roster will be eligible to participate in the post-season. All team rosters, waivers and drop forms will be kept in the on-site notebook. Legal Players: A player is not legal until they have signed and completed the roster and played in at least one game. A printed name on the roster is not legal until it has been signed, but it does count towards the roster limit. Adding Players to the Team Roster: If a team has not reached their roster limit before the roster deadline, they can add players by simply having them sign and complete the roster before participating. If a team has reached their limit of players, they cannot add a player until a player has dropped using the drop form. Removing Players from the Team Roster: Once a player has signed the roster they are a legal player and must sign the drop form in order to not be counted towards a team’s roster limit. The team manager can remove unsigned players from the roster to add players before the roster deadline.

Game Challenges: A game may not be challenged after it has been completed. If at anytime during the course of a game a team wants to challenge the opposing teams roster they may do so. They can challenge roster limits, legal players or player eligibility. What is in the on-site notebook is official. A team playing with an illegal roster will forfeit the game. Forfeit Penalty: Teams that forfeit without a 24-hour notice to the Program Coordinator will be penalized a fee of $25. The penalty must be submitted to the Recreation District Office or employee before the team is allowed to participate in the next scheduled game. A game forfeited due to a challenge does not constitute a penalty. Awards: The first-place team will receive T-shirts for every player listed on their roster and a 1st place plaque. The postseason playoffs or tournament will determine the winners in each league. If there is not a playoff or tournament, the league winners will be based on the regular season. Tie Breakers: Most ties will be decided to determine seeds for post-season play. Tiebreakers will follow the steps listed below when applicable and in order. Head to Head: record of the teams in question vs each other Division Record: record vs teams within their division Games vs better teams: record vs teams above the teams in question Point System: three points will be given for every win and 1 point for every tie Total Scoring Against: total number of points scored against for the entire season will be considered. In case of forfeits, the average points scored from the games played will be figured in. Total Scoring For: total number of points scored for the entire season will be considered. Teams are guaranteed 10-games including a postseason double elimination tournament. The leagues will be split into at least two divisions, an upper and lower. If there are enough teams, we will have three divisions. The tournament will determine each division’s champions. Tournament games may be played on weekends if too many rainouts occur. Aftermath Haunted House For the past six years Aftermath has been rated as one of the top haunted houses in the state of Colorado and now is the time for you find out why. 2022 Royal Gorge Whitewater Festival (RGWF) The 2022 Royal Gorge Whitewater Festival (RGWF) returns to Cañon City on July 22nd and 23rd. The 13th Annual RGWF at Centennial Park (Duck Park) is loaded with numerous events, a variety of incredible bands, a large beer garden, and great food. There is a wide array of RGWF events which both beginning and expert level whitewater enthusiasts can enjoy. They include the popular ByOB (Build your Own Boat) Race and Raft Rodeo, as well as the Community Raft Race and freestyle events. There are plenty of events to choose from and you can get the complete list at www.royalgorgewhitewaterfestival.com. There is plenty of entertainment in Centennial Park for everyone with beer, food, vendors, bands, and a fun zone. The band line-up will be announced on the website. You don’t want to miss this festival; it’s all about Boats, Bands, and Beer. All of the proceeds will benefit the expansion of the Whitewater Park through Royal Gorge Rio, the Fremont Community Foundation, and The Greater Cañon City Chamber of Commerce Foundation Inc. This truly is the ultimate summer party for the entire family.

The Recreation District’s annual Turkey Bowl will be held on November 19th. The Turkey Bowl is a 4-on-4 Flag Football tournament with 7-different divisions. Rosters are limited to 6-players. The Turkey Bowl is open to teams in the age groups listed below. Register early as only the first 60 teams to register will be accepted due to the limited number of fields. Men’s Divisions:

Turkey Trot Fun Run The Cañon City Area Recreation and Park District will host the Turkey Trot Fun Run at Pathfinder Park on Saturday, November 19th. The 5K run will begin at 10 a.m. The course is on maintained trails and dirt roads with little to no elevation changes. This run is all about having fun as it is not a timed event. We encourage all participants to dress in their best Thanksgiving costume and we will have an award for the best costume This run is to encourage people to get outside, have a good time, and get some exercise. Pets may participate in the event, but the owners are responsible for cleaning up after them, and they must be on a leash. Pets can dress up too! Following the run, we encourage everyone to hang out at Pathfinder Park for awards and enjoy our food vendors. 2022 Turkey Bowl

Junior Lifeguarding The second annual Red Cross Jr. Lifeguard Camp will be offered at the R.C. Icabone Pool in August 2022. The Junior Lifeguarding program is designed to guide youths ages 11-14 to the American Red Cross Lifeguarding course. The course focuses on building a foundation of knowledge, attitudes, and skills of future lifeguards! All camp activities will take place under the direct supervision of an ARC Lifeguard Instructor with the assistance of ARC Water Safety Instructors and Lifeguards. Enrollment is $75 per student and for an additional $40 certification fee students can acquire a valid 2-year ARC CPR/First Aid Certification. Applications will be published in July 2022.

Open Kayak Nights at the Pool Attention all paddlers, or people who want to learn to paddle, the Recreation District is ready to have some fun with kayaks this summer at the pool. Every Thursday evening from 7 to 9 pm Royal Gorge RIO will run an Open Kayak Night at the pool, for both beginners and experienced paddlers. The first hour will be dedicated to working on your kayak skills, such as bracing and rolling, while the second hour will be a controlled game of kayak water polo. If you are a beginner then this program is for you, as experienced participants will be able to show you the basics of kayaking in a controlled environment. We will have a limited amount of equipment available for people to use. If you have your own gear, then please bring it with you. The cost is $10 per person each Thursday evening, with the proceeds supporting pool operations. Come on out for two hours of kayak fun at the Icabone Pool starting on June 2nd. Dates:

Cañon City Piranha Swim Team Calling all swimmers!! Our season is about to begin! The Cañon City Swim Team is inviting individuals who LOVE to swim. If you are between the ages of 6-18, live in Fremont County or the surrounding areas, and LOVE being in the water, come join the team! Team practice begins mid/late May, after the Icabone Pool opens, and continues through the first week of August. Swim meets are held on weekends throughout the summer season. Cañon City’s meet will be July 8-10. Other meet locations include: Salida, Pueblo West, Las Animas, Rocky Ford, Alamosa, La Junta, and Lamar. Attending meets is not a requirement by the team, but they are a lot of fun to participate in. Improve your swimming skills and make lifelong friends! Join the Piranhas. Royal Gorge Radio 4th of July Waterworks Day Join the Recreation District and KRLN/KSTY Radio for the 31st Annual 4th of July Waterworks Day. It will be an afternoon of water games, contests, and free swimming for all ages from 12:00 to 5:00 p.m.

If you are looking for a place to hold a private party, consider renting the swimming pool for a fun time. The pool is available for rental on Friday, Saturday and Sunday evening from 7 to 9 pm for a cost of $250.00. ($125.00 per hour if additional hours are requested.) Swimming lessons will be offered throughout the summer in three 3-week sessions. Sessions are offered in the mornings and evenings Monday, Wednesday, & Friday. Morning lessons are 9 - 9:30 am, 9:45 - 10:15 am, 10:30 - 11:00 am, and 11:15 am – 11:45 pm; Levels 4-6 are 45-minute classes. Out-of-District participants will be assessed one out-of-district fee of $15 for all three sessions.

CLASS DESCRIPTIONS Infant – Parent / 30-Minute Class Requires parent accompaniment in the water. Emphasis will be on teaching the parent to position and maneuver the child in the water. In addition, the parent will learn the routine on basic skills. Swimmers must be worn by all children who are not toilet trained. Swimmers are available at the front desk for $2.00. Ages: Cost:

The American Red Cross Swimming and Water Safety Program features six levels of Learn-to-Swim. The objectives for each level are below. Students need to complete one level before moving on to the next. Toddler /Level I – Introduction To Water Skills / 30-Minute Class The Toddler/Level I program is structured for children who have completed the infant program and can walk without assistance. All children who are not toilet trained must wear swimmers. Swimmers are available at the front desk for $2. This level helps students feel comfortable in the water and enjoy the water safely. Level Vl - Swimming and Skill Proficiency / 45-minute class Refines the strokes so students swim them with ease, efficiency, power and smoothness over greater distances. Level 6 is designed with “menu” options. Each of these options focuses on preparing students to participate in more advanced courses, such as Water Safety Instructor and Lifeguard Training. Cost:

Water Aerobics The RC Icabone Pool will be offering water aerobic workouts in the evenings during the summer. This class is for adults only (18 & older) and all fitness levels are welcome. There is no registration required, but there is a $5 fee per class. Join us for a great one-hour low-impact exercise session in the Icabone Swimming Pool.
