Sheralynne "Sherri" Whitcraft November 28, 1943 ~ April 2, 2019

Sherri (Bollig) Whitcraft, 38 year resident of Canon City passed away April 2, 2019. Sherri was born in Delta, Colorado to Joseph and Dawn (Schull) Bollig on November 28, 1943. Sherri worked in the family restaurant business until she graduated from Delta High School in 1961 then married Edward Whitcraft on August 14, 1961. During her career she was the executive secretary at Fremont National Bank, a secretary in Federal Civil Service, Fremont County Social Services Technician and taught piano for 15 years. As a Christian woman she served her church Lincoln Park Church of the Nazarene as a Sunday school teacher, board member, secretary, treasurer, missionary president and the church pianist. She served her country alongside her military husband for 20 years traveling extensively throughout the United States and Europe. She was a wonderful wife, mother, grandmother,

greatgrandmother and loved her Lord & Savior and considered that her highest achievement. Sherri is survived by her husband, Edward; daughters, Robin (Scott) Hall, Desiree (Jimmy) Zeleznikar; son, Travis Whitcraft; grandchildren, Brandon (Ruth) Brady, Devin (Cassie) Brady, Jorden Hall, Bryson (Krista) Brady, Alexanderor Hall, Lashea Brady, Drake Whitcraft, Dante' Mand, Kalyssa Mand, Baiza Mand; six great-grandchildren; and sister, Sue Roberts. She was preceded in death by her parents, Joseph Bollig and Dawn Schwatke; step-father, Albert Schwatke; brothers, Bill and Jerry Bollig; and grandparents, Orval and Edna Schull. Patsy Ann Dunham June 26, 1942 ~ April 5, 2019

On April 5, 2019, Patsy Ann Dunham, 76, a loving wife, mother and grandmother, went home to be with the Lord. Pat was born in California and raised in Cedar Rapids, Iowa, but Colorado was her home. Her family was her love and joy. Her faith was her hope and strength. Pat worked as a bookkeeper and receptionist in a law firm for many years. As an active member of First Southern Baptist Church in Florence, Colorado, she loved singing in the choir and teaching Sunday school. Pat loved the simple things of life, especially animals and the great outdoors. She had a heart for adventure and a lively sense of humor. Pat was generous and cherished people. Her home was always open to anyone, and many benefited from her hospitality. Pat was bold in her Christian testimony. As her grandson Christian Cruzen said, "Grandma's most important legacy is the [Christian] disciples she left in her children and grandchildren, and I'm thankful for that." Patsy Ann Dunham will be greatly missed and

fondly remembered by all those who loved her. Pat is survived by her husband Nate Dunham and seven children, Daria (Shawn) Cruzen, Dana (Dan) Breske, Dan Rathbun, Irwin (Michelle) Rathbun, Alan (Jude) Rathbun, Warren Rathbun and Jeff (Val) Rathbun and many grandchildren and great grandchildren. Six businesses to receive free advertising campaigns, website development Cañon City didn’t win the top spot in the Small Business Revolution contest, but the momentum that was created during the campaign doesn’t have to die. The Daily Record and the City of Cañon City are hosting a new contest that will result in six local businesses receiving free advertising campaigns for six months and free website development and hosting for one year. Additionally, one of those six selected businesses will receive a $10,000 renovation package, which will be donated by participating local contractors. Karl Wurzbach, the publisher of the Cañon City Daily Record and Shopper, who also is the president of the Cañon City Chamber of Commerce, explained the contest details during a presentation Monday at the Quality Inn. A similar event was hosted Tuesday morning, where a total of nearly 30 local businesses were represented between the two seminars. He credited a number of local business owners, organizations and citizens who first started creating the downtown momentum nearly two years ago. “There was a spark, then Stan (Bullis) buys the St. Cloud — that was a huge, huge pour of gasoline on the fire that got a lot of stuff going,” Wurzbach said. “Then the Small Business Revolution occurred, and that really just kicked things off, creating a lot more momentum.” When Cañon City didn’t win the SBR contest, Wurzbach said the #mycanoncity posts and social media posts really fell away. “I hated to see that,” he said, adding that he and Cañon City Economic Development Director Ryan Stevens quickly began to collaborate on how to keep the spark alive. To qualify for the contest, the businesses must be located in Cañon City, have been in business for at least one year and attended the digital marketing seminars earlier this week. Candidates will submit letters of nomination which will be judged by a panel either from the Colorado Press Association or the CSU-Pueblo marketing class. Winners will be announced once a month beginning in July, with the grand prize winner being announced in January or February. “This will keep the momentum going through the end of the year,” Wurzbach said. “We’re excited about it.” — Carie Canterbury

The Royal Gorge Bridge & Park is offering half-price season passes for Fremont County Residents during the month of April only. Passes are good for one year from the date of purchase and includes unlimited visits. Sponsor partner Bank of the San Juans is offering a roundup purchase promotion to aid the Boys and Girls Club of Fremont County. During the half-price promotion, a regularly-priced Adult season pass of $60 will be $30 for residents, a Child pass, regularly $50 will be $25, and a Family Pass for 4, regularly $190 will be $95. Redevelopment of St. Scholastica Academy campus still in the works By Carie Canterbury The Daily Record

After a lull of inactivity, things soon may become a little more active at the former St. Scholastica Academy campus — soon to be the Pike Canyon Apartments. Located at 615 Pike Ave., the property’s owner continues his commitment to redevelop the land into apartments for people ages 55 and older, luxury apartments and affordable duplexes. “We’re about a year and a half behind where I thought we would be, but the plan is still a go,” said Steve Savage, the project coordinator. “We’ve had to modify our plan a couple of times, a lot of engineering changes because of the condition of the property.” He said asbestos abatement should begin in the next several weeks. Since Michael Butler purchased the property in 2017 and gained the city’s approval to move forward with the development, crews have done quite a bit of clearing, grading and clean up. “It’s going to be a good project,” Savage said. “The hardest part is just getting started.” He said any project of this magnitude is bound to run into some snags. The Cañon City Council in September 2017 approved an ordinance that allowed a portion of the property to be rezoned, allowing for a total of 82 new affordable housing units. The council included with their approval conditions that the portion of the site that includes the residence hall and historic school building be rezoned to R-3; a portion of the site north of the residence hall and historic building is to remain R-2 zoning; the total allowable dwellings shall not exceed 82 units; and the Planned Unit Development plan must be submitted by the applicant and approval obtained for the entire site.

As vandalism occurred, the City of Cañon City gave the previous owner an ultimatum: clean up the campus or face boarded-up windows and a lien. “I just hope people will bear along with us,” Savage said. “It’s going to happen, it’s going to happen soon now because we just about have everything taken care of.”

Paid Advertisement - A Letter to the Public in Fremont County

REGARDING THE BLACK HILLS HYPOCRISY PROJECT FOR THE PROPOSED TRANSMISSION LINE IN FREMONT COUNTY Many people in the Fremont County area are being grossly misled by recent advertisements from Black Hills Energy concerning a Proposed Transmission Line to be built from Pueblo to Canon City. Let’s examine some facts. A majority of Landowners along the proposed route especially in Pueblo and Fremont County oppose this Transmission Line. At last check in the Penrose area, only about 30% have signed off on easements for this Transmission Line and at last check, 30% is not a majority. Also, meetings have been taking place for about a year now often with standing room only, to hear about measures that can be taken to halt this proposition. Pueblo landowners and residents have been successful so far in their opposition to this transmission line by handing Black Hills Energy a recent defeat with their governmental authority on an easement through their county. Also, there is a growing movement in Pueblo West to replace Black Hills Energy with another Power Utility due to the high cost of electricity and poor customer relations that Black Hills currently enjoys with its consumers. Black Hills Energy charges some of the highest electricity rates in the State of Colorado but it is not necessary to tell that to you the reader. If you google a reliable ratings institution like J.D. Power (jdpower.com), you will see that under 2018 Electric Utility Residential Customer Satisfaction Study for the West Regions (midsize utilities) that Black Hills Energy has the Lowest Customer Satisfaction Rating of all the Electric Utilities. Black Hills Energy scores a bottom rating of 668 and Colorado Springs Utilities are up near the top in third place with a score of 743. The reason for pointing this out is because people in this area are sick and tired of Black Hills Energy and its price gouging and want a change in their electrical service. It is very instructive to examine Black Hill’s business practices to get an insight into how this company really operates. I’ll use my personal example in regards to this proposed power line. About a year ago, I walked out of my house and rounded the corner to see a lady (we’ll call her Amy) standing in my driveway walking around. I asked if there was a problem and she introduced herself as some sort of consultant to Black Hills. Her first words were, “I decided not to knock on your front door.” In other words, I’m on your property and I’m not going to notify you because I don’t have to. This has been a common occurrence over the last year or so with other landowners who are in the way of the proposed transmission line. Anyway, Amy starts talking about where the transmission line is going to be placed and early on in the conversation makes the statement, “You know, we can take your property if we want.” I thought that was an odd way to start a negotiation especially since we weren’t having any type of negotiation. After about 20 minutes Amy left. Within one week, one of my neighbors (we’ll call her Karen) contacted me and asked me if I had been contacted by Black Hills. From that moment on, I become a part of a neighborhood and learned just how fantastic my neighbors are here in Fremont County and Penrose in particular. A period of time went by and Karen contacted me and asked if I’d received an offer from Black Hills for compensation in accepting an easement across my property. I responded no and Karen informed me that all my neighbors had received an offer. I totally forgot about the situation of the offer because for the last few years, I’ve been extremely sick and often bedridden. But fortunately, my neighbors didn’t forget me. They had been going to meetings in the area (at the time I think they were in Pueblo) and at a couple of the meetings, they asked the Project Manager for the Transmission Line (Seth) why he hadn’t made an offer to me. According to my neighbors, Seth was initially very evasive in answering the question but finally stated that the Offer for Compensation had been left at my front gate. The problem was I don’t have a front gate. The entry to my property is a distance away from my house and consists only of a post and the prairie. When my neighbors told Seth that I still had not received the offer, Seth stated that it must have been blown away by the wind. That’s probably true since if you throw some paper on the prairie, then there’s a real good chance that something is going to be blown away by the wind especially here in Penrose. Eventually, I did receive an offer of compensation for an easement from Black Hills. According to Black Hills the compensation is “competitive and based on industry best practices.” The offer was about 1/30th of the value of my expected real estate devaluation of my property due to the presence of the transmission line. Local Real Estate Agents have apparently determined that having two transmission lines on your property (Black Hills is going to put its line next to the much larger WAPA federal transmission line) will devalue your property by about 30%. And the offer of compensation does not include the loss of homeowner’s insurance or the large increase in homeowner’s insurance which will accrue from having a home so near a hazardous transmission line. Furthermore, if I can obtain these increased insurance rates, they accrue over the life of the home so essentially, I’m constantly paying for the privilege of having a transmission line on my property. And the final caveat is that even though my property is devalued by around 30% market value, my Real Estate Taxes remain the same. The Black Hills transmission line comes very close to some homes like mine so I’m affected even more than a lot of other people. I’m not going to receive compensation that is equitable from Black Hills no matter what they consider “industry best practices.” One of the main problems with Black Hills seems to be that they don’t understand the “Code” of the West and Old West. People in the West value Property Rights as a very sacred institution. We don’t walk on other people’s property without asking permission. We don’t threaten to take people’s property when we first meet them. And just because a man is a cowboy or works the land and does an honest day’s work, doesn’t mean that Black Hills needs to treat him like a deplorable. Yes, Black Hills Energy will offer the people in this county reliability in the future. Black Hills will reliably raise electricity rates for all of us. This proposed transmission line will have to be paid for by all of us. It’s not going to be free. If we look at how Black Hills Energy has interacted with the people in Fremont County, we see some disturbing trends. First with the residential consumer, Black Hills somewhat recently went to a two-tiered system of rate increases on electricity. For people using less than 500 Kw of electricity during a billing cycle, the residential customer would experience a rate decrease per unit of electricity and for people going over that limit, the electric rate would dramatically increase. This electric rate structuring was simply a disguised attempt to generate significantly more profit by Black Hills. Who can use less than 500 Kw of electricity a month? Why not just impose draconian rate increases in a one-tiered system since essentially this is what Black Hills Energy is utilizing in reality? And what about the business owners. These owners who have always paid their bills and been good customers of Black Hills, are suddenly required to post huge deposits with Black Hills. And then to their dismay, these businesses are forced to pass on this ludicrous expense to their customers. The bottom line is Black Hills Energy will probably not have the demand for electricity that they state their concern about. It looks like more and more people are going to divest themselves from the energy company called Black Hills and go for more affordable energy. There are a lot of cost-effective options for energy out there including wholesale energy companies. Black Hills may want to forget about a transmission line for now and concentrate on consumer complaints and satisfaction. Hopefully, our leaders here in Fremont County and Canon City will see through the Black Hills Energy façade and try to protect the residents in this county from the abuse of a large electric utility. Applaudably the leaders in Pueblo/Pueblo West already seem headed in this direction for their constituents and are looking to divest themselves from Black Hills Energy. There are a lot of Companies out there that would love to come in and supply affordable energy to us and in the process treat us with dignity. If you feel the need to personally contribute to this cause, feel free to find one of the groups in this area which are working toward the goal of true energy affordability independent of the heavy-handed tactics of Black Hills Energy.
