A deeper look: The 30-year mortgage

The average interest rate on a 30-year mortgage is now 5.35 percent.

That’s over two percentage points higher than at the beginning of 2022. These SEAN higher interest MCILLWAIN rates will undoubtedly change the home-buying scene as people weigh the costs of borrowing. But one constant is that the majority of new mortgages are of the 30-year fixed variety. Ever wonder why?

In ancient civilizations, debtors swore a pledge to obtain property.

The pledgor would make an agreement with a pledgee to exchange property for repayment over time. The pledge became “dead” when the borrowing party either completely satisfied or could not meet the agreement.

The origin of the mortgage has Greek and Roman ties, borrowing debt-and-repayment concepts from Judaic principles. Roman citizens adhered to the concept of debt security by assigning ownership of

property to the creditor while the debtor remained in control of the property until the debt was repaid.

In societies where lending practices were adopted, these historical influences continued to have an impact, including the English common law that fully embraced all aspects of the money-lending business. Clearly, today’s mortgage has origins in ancient moneylending practices.

Fast forward to the first few decades of the 20th century, when a typical mortgage was for three to five years. Buyers most often provided a 50 percent down payment, and payments covered only the interest. At the end of the term, a massive balloon payment was due. However, homeowners of this era rarely paid off their mortgage in full. Instead, they simply refinanced into another fiveyear mortgage.

As long as banks had money to lend, this approach worked well.

But when the stock market crashed in 1929, panic and uncertainty ensued. Mass foreclosures and chaos reverberated throughout the housing market. In 1932, over 273,000 people lost their homes.

The next year was even more dire,

as mortgages were being foreclosed at a rate of a thousand per day.

At this point, government intervention was needed. Newly elected Franklin Delano Roosevelt took office in March 1933 and immediately went to work.

Congress established the Home Owners’ Loan Corporation (HOLC), followed by the Federal Housing Administration (FHA).

The purpose of the HOLC was to refinance mortgages in default to prevent foreclosure, as well as to expand homebuying opportunities. Essentially acting as a federally sanctioned insurance company, the FHA was instrumental in guaranteeing loans, establishing uniform lending and appraisal standards, and promoting homeownership at a perilous time.

It was one of the key institutions leading the country out of the Great Depression. Additionally, the FHA created the 15-year mortgage, and over time, expanded its length, first to 20 years, then 25, and eventually settling on 30. However, the 30-year mortgage didn’t immediately take off.

For much of the early 20th century, from 1930 to the 1950s, the 15-year mortgage was the most popular option. It was only when interest rates rose in the mid 50s that it became clear that a 30-year term could help offset the peaks

and valleys of the market.

While homeowners appreciated predictable payments over an extended time, a 30-year mortgage with a fixed interest rate didn’t sit well with banks. The interest rate banks paid to depositors, as well as the rate at which they borrowed, wasn’t fixed. In the 1970s, Congress corrected this by authorizing Fannie Mae and Freddie Mac to buy mortgages from lenders, removing the bulk of the risk. Suddenly, 30-year mortgages were everywhere and first-time homebuyers were the appreciative beneficiaries.

Will the 30-year mortgage continue its reign? Essentially, the 30-year mortgage can be a driver of higher home prices, by making it easier for buyers to manage a larger loan. These buyers end up paying out a lot more interest over the loan’s life. The amount of principal in relation to interest is small and building up equity takes a while. Of course, 5-, 15- and 20-year mortgages are available if you’re able to make higher monthly payments. But ultimately, the 30year fixed is so ingrained in our psyche and the lending system, it’s hard to imagine it being dethroned.

Learning to live with the risk of wildfires The risk of wildfire is a fact of life in Boulder County. Prior to the Marshall Fire and fires in South Boulder, I’m sure many of us considered wildfire risk an DUANE issue for those DUGGAN living in the mountains, but not for those living in our cities and suburbs. Without a doubt, the Marshall Fire has changed all that.

The memory of acrid smoke filling the air still lingers with us from the fires during the summer of 2020. All you had to do was drive a short distance north from Boulder on Highway 36 to see charred trees and the remains of homes destroyed.

The fires in recent weeks burning large areas in New Mexico offer us yet another reminder to be prepared to evacuate no matter where you live. In the past, wildfires tended to be a summer threat. However, our winters have been no stranger to wildfire. When there is no snow on the ground and conditions are dry, the wildfire threat can be just as high in January as it is in August.

As a Realtor® , I have unfortunately had several clients and friends who have lost their home to wildfire over the years.

Since fire is a threat to so many of us in Boulder County, we need to be ready if the time comes.

Everyone needs to have a plan to bring what is important to them. You might only have a few minutes to make that decision, if at all. In many cases in the fastmoving Marshall fire, people were away from their homes and had no opportunity to go home and save their belongings.

There are a variety of resources to help you prepare for a wildfire emergency: Check out National Fire Protection Association’s (NFPA) Firewise USA web page offering a wide range of helpful information at: nfpa.org/Public-Education/ Fire-causes-and-risks/Wildfire/ Firewise-USA. level, including insights into U.S. Department of Agriculture Forest Service wildfire risk assessments and a new Fire Factor™ feature.

Wildfire Partners is a program with Boulder County’s Community Planning and Permits Department, which helps homeowners prepare for wildfire.

Once you join the program and a mitigation specialist assesses your home, you must complete a suggested checklist of preventative measures to mitigate the risk of wildfires. Once that is completed, Wildfire Partners will issue you a certificate that can be used as proof of mitigation for insurance purposes.

Wildfire Partners, which has until recently primarily worked in western Boulder County, has now launched a new pilot program in eastern Boulder County on the plains. Interested residents are encouraged to apply through the program’s website. Applications are due June 30, 2022.

case of a wildfire emergency.

Insurance Most of us have to admit that we haven’t completely read our hazard insurance policies – and many homeowners are underinsured. According to Colorado Public Radio, around two-thirds of homes destroyed in the Marshall Fire were underinsured.

If you live in a fire hazard area, it is even more important to know exactly what to expect from your insurance coverage. You need to investigate what the insurance company will do towards the replacement of your home or other options. Just as important is what they will do to help while you’re rebuilding.

A written and photographic inventory of your personal property is critical to have. Be sure to save it off- site and also back it up online.

An annual review with your insurance agent is a must! Some insurance companies will schedule a time to inspect your home and its surroundings. Defensible space is one of the first things they will check.

Your insurance agent and the other resources listed above can help you work out your exact fire defense, safety, and recovery plan with plenty of detail. Here are three quick tips to get started on you plan: 1) Defensible space – First of all, remove fuel (anything that

can burn!) from near your house.

Learn about the three fire zones Firewise says are around your house. The Immediate Zone is the first five feet from the foundation.

In that zone, you don’t want anything flammable. The Intermediate Zone is next, which is the section 5 to 30 feet from the home. This area should have fire breaks like lawns and driveways.

Tree canopies should not come within 10 feet of the house and the trees should be at least 18 feet apart. The Extended Zone is next.

Trees from 30 to 60 feet out from the house should have spacing at least 12 apart. Spaces between trees should be greater if they are on a steep slope.

2) Install a fire-retardant roof Many of the older homes in the mountains west of Boulder were originally built with shake roofs.

There should not be too many of those left now, but if you don’t have a fire-retardant roof, it should be a priority to get one installed as soon as possible.’

3) Be prepared to leave - The odds are high that when the notice to evacuate your home comes, there won’t be much time.

May Boulder County real estate market report Looking at this month’s stats, I got excited when I saw the supply of homes on the market has increased.

But, the supply is still under one month with MARY HILL three months being a normal market. So, I quickly deflated!

Boulder County In Boulder County the average sales price, the number of homes for sale and the average price per total square foot (SF) is up compared to a year ago (YTY).

The fewer homes for sale are flying off the market in less than a month. Lenders have gotten creative in ways to get loans approved in a short amount of time. And, with the enormous number of cash buyers it is easy to see why the average days on market is so low. In this market you almost need to have a cash offer to have a chance to buy a house.

Boulder The average price of a home in

Boulder rose only 0.1 percent over the past year but was up about $90K compared to March. Larger homes must have sold in Boulder compared to March as the price per square foot went down $13 but the sales price was up slightly.

Sold prices in Boulder averaged about seven percent over the list price.

Erie Prices in Erie continue to climb, up almost 16 percent compared to last April and up about $50K compared to March. With a decent amount of inventory, moving to

Erie might be possible! In Erie expect to pay about 4 percent over list price to get into a new-to-you home.

Lafayette In Lafayette prices were about the same in April as they were in March. However, compared to April 2021 prices skyrocketed an average of 51 percent. Oh, my goodness!

2022. The average sold price in Longmont was down about $110K compared to March 2022 accompanied by a decrease in price per total square foot of $27 during the same timeframe. If you are in the market for a home Longmont has the largest number of homes on the market as well as the lowest sales price of the communities surveyed.

Niwot A handful of homes in Niwot were listed and sold this past month. The average price was up about $330K with a decrease in the average price per total square foot of about $50. Purchasing a home in Niwot is tricky with the low inventory of homes for sale accompanied by the high price point.

Analysis Buying a home or an investment property in Boulder County continues to be a good use of your money. Even with the rise in interest rates the demand for housing in Boulder County is continually pushing up home values. If you are currently renting, consider buying your own place and watch the equity grow in your new home!

If you are thinking about selling your home now is a great time to take advantage of the large number of buyers clamoring to purchase a home in this low inventory market. Expect to receive more than your list price!

By Katie Laughridge Tribune News Service (TNS) For the last year my husband and I have been working toward giving our new house a face-lift (OK, two years – it is quite the process). It has been a slow and occasionally painful journey only made bearable by my love of finding new decorations and design elements. We have tackled larger projects, like major changes in the kitchen and down-to-thestuds situations in the bathrooms, and now we’re moving through each room, filling them up with all the layers we can squeeze in.

Currently we’re focused on finishing up the nursery for our new little one and the dining room so we can at least pretend to host family holidays. Next on my list was going to be our living room, but I find myself getting distracted.

With the weather gearing up for sunny days, I can’t help but think I need to get my garden and outdoor space elevated from a junk pile (most recently piled high with old doors) to a backyard

oasis.

I have deemed a few outdoor items completely necessary when it comes to my backyard. The first is a large dining table for entertaining both my family and any friends that might happen to stop by. I love having a spot to gather for some lovely al fresco dining. When I am looking to create an outdoor dining area, I know I need something practical but pretty. Size matters when the kitchen is more than a few steps away! Oversized tables with lots of room for dishes and decorations are therefore a must. Feature some sweet potted plants down the center for a seasonal centerpiece that only requires a little watering and perhaps pruning.

Near the top of my dream backyard wish list is a small lounge area perfect for an evening by the fire. While a traditional fire pit is lovely, I am partial to something with a little more character. A fire bowl is not only lovely, but this wood-burning option is also highly mobile and can be moved around between

uses depending on where you need it. Its small size puts off a lot of heat and can be maneuvered into an existing seating arrangement easily. Sturdy chairs with wonderfully plush cushions round out the perfect corner for an evening glass of wine or cup of tea.

Because of my lack of a green thumb, the actual garden areas around our home are lacking!

I make up for it with plenty of planters to house my few living botanicals and flowers. I especially love the planters with natural moss baked into the terra cotta; they blend so beautifully with nature. Of course, this wouldn’t be my ideal oasis without some extra decorative touches. Few things complete an outdoor space to me like a set of garden stools and a group of beautiful outdoor pillows. We all need a place to rest our drinks — and our heads — during those lazy summer afternoons.

Hopefully this dream turns into a reality soon. I am so excited for the upcoming months and the goodies that come along with it.

In our digital world, it is easy to upload sacred family pictures to the Cloud. Even old family photographs can be scanned and uploaded.

Important documents might not survive. You can also store digital documents and important files on the cloud or on a secure online file hosting site like Dropbox.

In addition, any plan for a wildfire should include a primary escape route and a back-up escape route. If family members are at different locations at the time of the emergency, you should have an agreed upon meeting place.

think of purchasing a home in that area. Closings don’t happen because insurance quickly becomes unavailable. The real estate market comes to a rapid stop in an area directly affected by the fire. An area with masses of trees can take years to grow back again and the market may take a long time to recover. Yet areas where there have been grass fires can come back greener and prettier in just one growing season, and the next summer you may not be able to tell there was even a fire.

We learned from the Colorado Springs Waldo Canyon Fire, where an entire subdivision burned, that it took several years to finish the rebuilding process. This fire happened in 2012, prior to our supply chain issues, so we can expect that the Marshall Fire recovery process will likely take longer. In Boulder County, we have never experienced such a huge number of homes lost in a geographic area the size of the Marshall Fire – and it’s crucial that we take the opportunity to learn from it. We are seeing some homeowners who are victims of the Marshall Fire choosing not to rebuild, and their lots are coming into the marketplace. Displaced

homeowners put additional pressure on an already lowinventory stressed housing market.

By the end of 2022, we will have more data on how the Marshall Fire affected the overall housing market.
