In a trend that seems to defy the odds, the housing market surges on. It’s a national phenomenon and alive and strong in

KALINSKI Boulder-area RE/MAX of Boulder median home list prices are sharply higher for year-to-date in May 2021 than last year at this time, according to statistics from the Boulder-Longmont Realtors Association, which draws on data from Information Real Estate Services (IRES). The range is from 45.1% in the plains area east of Boulder with a median price of $953,500 to 10.2% in Niwot, which has the highest median price at $1,369,000. While prices have risen, the number of days a home spends on the market has dropped for all areas but Niwot.

Nationally, median home list prices increased 17.2% year over year in April, to hit a new record high of $375,000, according to Realtor.com data. And across the Denver metro area, home prices are at a record high, yet homes are being purchased in record time.

But as home prices rise, incomes aren’t nearly keeping up. So what does this mean for home prices? Is there a decline on the horizon?

In contrast to 2008 and 2009, experts don’t expect a crash, reports Realtor.com. To distinguish the situation then from the current market environment, they point to today’s market drivers and the economic principle of supply and demand. The current out-of-sight prices are driven by the number of buyers far exceeding the properties for sale. Prices rise when there is more demand than supply.

But the frenzied rate of increase is not likely to continue. Experts expect the market to calm over the next couple of years: Prices may continue to rise, but at a slower pace.

“There’s no way the double-digit price growth can continue long term,” says Realtor.com Chief Economist Danielle Hale.

Many home buyers wonder if their home will hold its value once the impact of COVID-19 is truly over. Experts say most buyers shouldn’t worry. The supply and demand imbalance should keep most home prices stable.

“It’s certainly possible that home prices can decline. But I don’t think it’s likely we’ll see big declines,” says Realtor.com’s Hale.

“It’s more likely prices will flatten where they are.”

Areas with lots of amenities and short commutes to bigger cities with plentiful jobs are likely to continue increasing in value, say experts, as well as vacation markets.

What could cause prices to drop? Mortgage rates rising quickly and a sudden increase in number of homes for sale.

If rates that are currently in the 3% territory go up to 4% or 5%, buyers will not be able to afford the same home they can with a 3% mortgage rate. If those homebuyers decide to sit on the sidelines, there would be fewer buyers, which would reduce demand.

One other factor that could cool the market is the ending of the pandemic and the effect “staying at home” had on the housing market.

As we leave that period, people may be less focused on their home, which could take the pressure off of home buying and cool the rise in prices.

What should I do after a flood? no risk of it adding to the flood.

Also, remember that water and electricity are a dangerous mix, and any contact between your system and the water can be dangerous for everyone. Shut off your electricity and call an electrician to help you determine the steps necessary to safely reenter the house.

Whether it’s caused by a late spring rain, a broken water main or a backup from some other cause entirely, a flood in your house can be destructive and expensive to repair. How you react immediately following a flood is critical. The steps you take in the minutes and hours after the water starts flowing can make a big difference in hassle, cost and personal safety. Here are some steps to take as quickly as possible to minimize the damage, the cost and the headaches.

1. Shut off your utilities.

Regardless of the cause of flooding in your home, additional water can only make it worse. If it’s safe, shut off your water so there’s

talk to a pro or your insurance company, take written notes of the conversation and any commitments made on both sides. Save emails and texts related to the flooding.

All of this will act as proof to support your insurance claims.

2. Call your insurance company.

Even if it’s the middle of the night, call their emergency hotline number. You want your claim on file as quickly as possible, and your provider can help guide you to the best emergency services. In some cases, the insurance company will only cover water damage repair costs if you use pros they select, so it’s a good idea to get them involved early on. If your flood is caused by an external event, such as a rainstorm, there will be many others contacting insurance as well, so the quicker you get into the system, the better.

4. Clear out the water and dry the area.

After the flooding stops, start drying out the area as quickly as possible to minimize the threat of mold. Open all the windows and doors, then set up fans to blow air outside. Make sure air is blowing toward external walls and away from the center of your home. If you have a wet-dry shop vacuum, sump pump or other method to remove water, now’s the time to use it. This immediate work will help begin the cleanup process, but should be followed by a thorough cleaning from a local pro, who will ensure the right steps are taken to prevent any long-term damage.

3. Document everything.

Before you repair or clean anything, take photographs of all the damage. Whenever you

be saved, so pull it up and throw it out. Flood-soaked drywall and insulation can’t be salvaged, either.

Mattresses, rugs, paper products and upholstered furniture should be checked closely and discarded if they’re heavily damaged. Keeping anything that’s soaked beyond repair will invite in more mold and mildew.

6. Take stock of the situation and start calling the right pros.

Depending on the extent of the flood and the damage, you may need different pros to help you complete the problem. Drywall, mold remediation and plumbing pros are some of the most common service providers you’ll need.

If the flood involved the roof or foundation in any way, get thorough inspections as quickly as possible. Water damage only gets worse — and more expensive — with time, so deal with it right away.

Study analyzes housing prices, supply and demand Ilyce Glink and Samuel J. Tamkin Tribune Content Agency

The National Association of Realtors (NAR) recently released a study calling for a dire, “oncein-a-generation” response to a housing shortage.

The study, Housing Is Critical Infrastructure: Social and Economic Benefits of Building More Housing, written by members of Rosen Consulting Group, was remarkable, as it brought together some of the housing industry’s most recognized observers, who lent their particular expertise to bear on a seemingly intractable problem: There are now anywhere from 5 to 6.8 million housing units (including single-family homes, townhomes, condos, and rental units) missing from housing inventory.

In short: Housing prices and rents are rising astronomically because the demand is so great, and the supply is so thin.

This is quite a turnaround in just a few short years. As the housing crisis got underway in 2009, there were arguably too many homes for too few buyers.

Millions of homeowners lost their jobs, then lost their homes, some of which went through foreclosure and some of which were sold in a short sale. Ilyce wrote stories for CBSNews’ Moneywatch site in 2011 about homes selling for $7 in Detroit, condos in Atlanta selling for $50,000, and all sorts of properties selling for not much more than that in Arizona, Las Vegas, and other cities that were hard-hit by foreclosures.

As the economy recovered, and prices started to rise in places like Boise, Denver and Boston, there were a glut of homes that sat for years up until 2013, 2014 and even 2015, until hedge funds and other large scale investors began scooping them up, and turning them into rentals. Sometimes, the former homeowner rented their home back from the new owners.

And now, as if by magic, the U.S. is experiencing an extreme shortage of housing of all kinds: first-time buyer houses, affordable housing, trade-up properties, rental properties, two- and three6

family properties, and multifamily buildings.

But is the shortage of housing caused by historic low interest rates or a lack of building, or both?

The study argues that there has been a decades-long gap in investment. That the U.S. faces “an acute shortage of available housing, an ever-worsening affordability crisis, and an existing housing stock that is aging and increasingly in need of repair -all to the detriment of the health of the public and the economy.

The scale of underbuilding and the existing demand-supply gap is enormous and will require a major national commitment to build more housing of all types by expanding resources, addressing barriers to new development and making new housing construction an integral part of a national infrastructure strategy.”

The Realtors, whose membership is said to be at or near an all-time high and who clearly benefit from having more housing product to sell and lease, are proposing an unprecedented push on the supply side: more and better funding capabilities, changes in zoning to accommodate more units in smaller spaces, converting underutilized commercial space to residential homes, and using the might of the federal government

“to help address construction capacity challenges such as rising construction costs and labor and materials shortages.”

“There is a strong desire for homeownership across this country, but the lack of supply is preventing too many Americans from achieving that dream,” said Lawrence Yun, NAR’s chief economist, in the press release announcing the report’s release.

“It’s clear from the findings of this report and from the conditions we’ve observed in the market over the past few years that we’ll need to do something dramatic to close this gap.”

The NAR and the National Association of Home Builders, among others, predicted back in 2011 and 2012 that supply would be a problem by 2017.

Mortgage interest rates, which hit 15 new historic lows last year, aren’t helping. Homebuyers (and homeowners) have been rushing to take advantage of what many imagine will be the last chance to lock in a 30-year mortgage at under 3%. With the Federal Reserve Bank’s admission this week that inflation is rising faster than expected, mortgage interest rates are likely to follow, industry experts say. And that will naturally slow down housing demand from the current frenzied pace.

“In 2018, mortgage interest rates jumped from rates below 4% to above 5%, while home prices were increasing at an annual pace of 5 to 6 percent. The challenge was the speed with which they went up,” recalls Michael Fratantoni, chief economist of the Mortgage Bankers Association.

“It was too fast for people to adjust to the increase in payments needed, and by the time we got to the fall, we saw transaction volume drop quickly.”

This time, he says, the configuration is different.

“Because of the dire shortage of supply, prices are going up by double digits. If we were to get a rapid increase in mortgage rates like in 2018 at the same time prices are going up, we could see transaction volume fall off very quickly again.”

For the first time in a dozen years, we’re starting to hear people talk about a housing bubble. But when you’re more than 5 million homes short, and builders are only building 1.5 million homes per year, it will take a long time for supply to catch up with demand. Too long. Which is why the Realtors are calling for a one-in-a-generation (maybe lifetime?) push to build more housing.

The problem is what happens after the music stops: When home sellers wake up one morning to find that home prices and interest rates are so high, there suddenly aren’t enough buyers who can qualify for that mortgage.

Part 2: Buying College Housing Starts Now Financing for the “Student Property” If a condo is being purchased, the type of financing and down payment options available can be determined by the owner occupancy ratio of the condo complex and what particular approvals (FHA, Fannie Mae, etc.) are available. It is good to have the lender check to see if the complex has the approvals for the type of financing you are considering.

In my last article, Part 1 of “Buying College Housing Starts Now,” I discussed how purchasing a condo or house for your child to live in while attending college can be a worthwhile investment and can provide financial as well as other benefits for your college student.

As you evaluate this decision, here’s a guide to help you: Helping Your College Student Establish Credit If you decide to have your college student on the mortgage and deed, you can help your student establish credit prior to making a mortgage loan application by obtaining a credit card in his or her name, preferably a year prior to your house or condo purchase. In addition, if the student has a car, it is a good idea to have a small loan on the car in the student’s name, which can also help your student’s credit rating.

It is also good idea to meet with a mortgage professional to discuss strategies well in advance of a possible purchase.

Method of Ownership for the “Student Property” It’s necessary to talk to your accountant and attorney to determine the ownership method that works best for you. Some parents will buy the property as a second home or as an owneroccupied property with the student on the deed and loan.

Others will treat it 100% as a rental property for additional tax benefits. There are many ways of holding the title including creating a family limited liability company (or FLLC).

Rental Roommate Income One option is to buy a 1-bedroom condo for your student to live in alone. However, a 2-bedroom unit will allow for a roommate, and the rent from the roommate can supplement the mortgage payment. If a 3-bedroom unit or home can be found, the rental income from 2 roommates can help the monthly cash flow even more. Be aware that there are occupancy limits imposed in some communities.

In other words, check the local ordinances before deciding if it is okay to have 5 students living in one property. In Boulder, zoning rules allow 3 unrelated people in a low-density zone and 4 unrelated people in a medium or highdensity zone.

Roommate Lease or Rental Agreement Even though the potential roommates are typically close friends, it is a good idea to have a written rental agreement for roommates. The roommate rental agreement should cover all of the terms typically found in a residential lease such as: • Lease term • Rental rate and due date • Security deposit • Notice to vacate • Utility payment agreement • Maximum occupancy • Parking • Pets

Is it Better to Purchase a House or a Condo/Townhome?

This decision depends on whether or not the student will be able to maintain a house and be responsible for exterior maintenance, snow removal, lawn care, etc. Often a condo suits student life best since most college students are not interested in mowing the lawn in their free time. Typically, an owner will be paying a Homeowner’s Association (HOA) fee at a condo or townhome in order to cover these maintenance items. This will increase the monthly cost but will ensure that the upkeep and maintenance tasks are completed.

Advantages of a Condo for a Student • No lawn care, snow shoveling, or exterior maintenance • Easier to “just leave” for the summer Disadvantages of a Condo for a Student • Owner occupancy ratio of the complex could affect the ability to purchase, sell or refinance • Homeowner’s Association fee may be high and out of your control • Loud music or parties might bother nearby neighbors Advantages of the Single-Family Home • No concern over occupancy ratios • A single-family home might be easier to resell than a condo since you tend to have more competing properties when selling a condo or townhome

• Often there is no Homeowner Association fee Disadvantages of the Single-Family Home • The student needs to mow and water the lawn, shovel snow, and maintain the home • Neighborhood may be less friendly to a group of students living there What to do with the Rental Property When the Student is Ready to Move On When the student is ready to move on and has hopefully graduated, there are a few options to consider. The owners can keep the property as an investment rental, the former student may keep it as their first home, or you can exchange it for a real estate investment somewhere else.

Homes with flexible space gain popularity according to Realtor.com® Survey

Room for extended family and pets, home office and internet rise in importance for buyers who realize the need to compromise in today’s competitive market PRNewswire/ -- Life is beginning to return to normal throughout the U.S. with many companies announcing their return to office strategies and cities beginning to open up. However, for many 2021 home shoppers who spent the majority of 2020 confined to their homes, the COVID pandemic has influenced what they are looking for in their next house, while the hyper-competitive housing market has them strategizing about how to get ahead, according to a new Realtor.com® survey released today.

The need for more space was the top reason driving home shoppers’ decision to purchase a new home in the coming year, according to the online survey of 1,200 home shoppers conducted this spring by HarrisX. Although the majority of today’s buyers are looking for three bedrooms and two baths, their responses indicate they are looking for more flexibility in their home space and affordability in exchange for a shorter commute -the new realities of a post-COVID world.

“The COVID pandemic ushered in a new way of thinking about what home means, and that is influencing much of what today’s home shoppers are looking for,” said George Ratiu, senior economist, Realtor. com®. “Garages, large backyards and space for pets always rank high on buyers’ wish lists, but those features have grown in importance. The survey results highlight that the pandemic has elevated our relationship with family as well as the need for our home to serve multiple purposes, especially the ability to work remotely. As a result, we are placing a premium on the need to accommodate extended family, 14

and features like a home office and broadband internet.”

What’s in and what’s out for post-COVID home shoppers When asked which home features have become a priority as a result of the pandemic, quiet location (28%), updated kitchen (25%), garage and large backyard (24% each) topped the list. Outdoor living area (20%), space for pets (18%), updated bathrooms (19%), home office and broadband internet capabilities (17% each) and open floor plan (16%) rounded out the top 10 pandemic-induced most desired home features.

Sixty-five percent of respondents indicated that they are considering extended family when they shop for a home, with nearly a quarter stating that they are planning to buy near family members. Onefifth of those surveyed said they would have extended family living with them full-time and 30% said their new home would need to accommodate extended family staying with them part-time or visiting.

Consistent with the desire for outdoor space, terms such as “fenced yard,” “acres,” “backyard,” “front porch,” “garage” and “three-car garage” have all seen a significant uptick in searches on Realtor.com® over the past year. With reports of pets being adopted at record rates during the pandemic, the term

“pet friendly” also saw a large increase in searches.

Decreasing in importance from prior surveys was the need for a short commute time and a home with smaller square footage. Only 9% indicated a short commute time was a priority and 4% were looking for smaller square footage.

This was down from 11% and 8%, respectively, in early March 2020 prior to the pandemic.

Perhaps due to rising home prices, searches for “remodeled” homes on Realtor.com® were down 88% year to date through May. It appears that motivated buyers are making concessions in their home search, with fewer searches for otherwisepopular features such as granite countertops (-58%), theater/media rooms (-65%), and bars (-52%).

Today’s buyer is prepared and willing to compromise Again, pragmatic about the competitive housing market, 35% of home shoppers said that they were checking listing websites every day and 25% had set a price alert to get notified when new homes hit the market to stay ahead of the competition.

From a financing perspective, 28% indicated that they were planning to offer more than a 20% cash payment, 21% plan to increase their earnest money deposit and 17% plan to either offer above asking price or all cash. While a third said they

would not offer above asking price, nearly half were prepared to offer up to 10% above asking.

“In today’s competitive housing market, it is not uncommon to submit an offer above the home’s list price. At the same time, knowing what you can spend and sticking to your budget is one of the most important things a home buyer can do. One way to ensure that you don’t go over budget is to limit your search by using price filters to homes under your budget.

That way, if you submit an offer that is over the list price, you’ll still be within your maximum budget,” said Realtor.com® Housing and Lifestyle Expert Lexie Holbert.

When buyers were asked to select which features they would sacrifice if they had to reduce their budget, several COVID-coveted features would be the first to go with man cave and pool/spa tied at 24%, followed by guest house and mother-in-law suite both 23% and new construction at 22%, Rounding out the top 10 features to fall by the wayside were solar panels (21%), finished basement (20%), home office (18%), large backyard and guest room (both 17%).

Methodology: Realtor.com® commissioned HarrisX to conduct a national survey of consumers, including 1,218 adults over the age of 18 who plan to purchase a home within the next 12 months.

This survey was conducted online within the United States from March 26 - April 7, 2021.

The sampling margin of error of this poll is plus or minus 1.6 percentage points. Results were weighted for age, gender, region, race/ethnicity, and income where necessary to align them with their actual proportions in the population. In addition to the general population, the survey oversampled 1,218 potential buyers with a margin of error of plus or minus 2.8 percentage points.

The search information contained in the release is based on an analysis of the most commonly searched keywords on Realtor. com® from Jan. 1 - May 31, 2021.

Colorado’s average home prices continue to climb

By Luanne Kadlub, At Home Colorado Dick Greenberg recalls back in the ‘90s a time he and his wife, Mary, brokers/ owners of New Paradigm Partners, lost out on a residential sale in Fort Collins because they didn’t want to list the home for more than $400,000.

Oh how times have changed.

Greenberg, a former forecast economist for Lockheed Martin in Denver, enjoyed a 30-year-career in economic development, including in Loveland and Pueblo, before making the switch to residential real estate.

He remains an economist at heart and continues to monitor the northern Colorado real estate market on a monthly basis. His most recent statistics for May indicate home prices have once again risen across the board: In Greeley, the median home

price went up 2.2% to $378K from $370K, while the average price was up 0.3% to $400K from $398K during the same period.

In Loveland, the median price gained 15.2% to $500K from $434K in April 2021, while the

average price gained 15.5%, to $579K from $501K. And in Fort Collins, the median price gained 4.7% to $534K from $510K in April 2021, while the average price gained 5.9%, to $592K from $559K. If that’s not enough to make you wonder if you’ll ever be able to own your own home, here’s another fun fact: Home prices in the Loveland and Fort Collins market have increased $100,000 over this time last year, according to Greenberg.

“With franchises building people out of home ownership, everything has become luxury homes for the affluent. Everyone else will have to rent,” he said.

Another factor in high home prices heading upward on the graph, Greenberg said, is reticence on the part of current homeowners to sell their homes during the pandemic, which has brought the inventory of homes way down.

“We had historic lows starting in October, and it has kept declining,” he said. We had 100plus homes for sale (in northern Colorado) in April. Usually the number would be 600.”

Where does this leave the luxury home market?

“What’s going on with milliondollar homes has little to do with the real estate market,” Greenberg said. “A lot of people have done well (financially) out of the pandemic. We have basically

a fundamentally stable economy in northern Colorado with good basic employment. There is a very affluent chunk of people at the top end. Those are the ones buying luxury homes.”

New construction of milliondollar homes is strong in this area, especially in Windsor, Timnath and Fort Collins where homes sit on large lots, often with water or mountain views, he added.

John Clarkson, manager of Benchmark Custom Homes LLC in Greeley, agrees that there is a market for high-end homes, but existing luxury homes are not always “snapped up as quickly as homes under $700,000.”

Although Greeley is not yet a major market for luxury homes, Clarkson said there is “the money here to support that.”

“It takes a year-plus to build a custom home,” Clarkson said, compared to seven months for a “regular family home” and a month or so for homes by franchise builders.

He added, “What is on the market seems to be sitting.”

Case in point: Swan Lake Estate, 3696 65th Ave., Evans, has been for sale for well over 300 days. The fully furnished 29-room property, listed at $7,750,000 was built in 1977 and sits on 12 parklike acres. It features six bedrooms and 12 bathrooms and comes with a 20,000 square foot barn for receptions, a ’50s-style diner, a spa that seats 20, a movie theater and

Do we need to slick up because of our increased home values?

Recently my husband and I got an email from Zillow informing us of our supposed increased home value, which made us happy.

Then we got a

BY MARY LYNN BRUNY letter from the city notifying us about our increased house appraisal value and subsequent new property taxes, which made us far less happy. Certainly we are not alone here. All of us homeowners living along the Front Range suddenly have properties that have dramatically increased in value.

While we’ve been quietly surviving the last year and a half (okay, some of us have been kvetching a wee bit), out-of-staters have been fleeing their crowded, more expensive metropolises and pouring into our state. Who can blame them?

We live in an awesome place! I would contend it’s the best state

in the country. Despite our trying to scare these folks away with news about blizzards and fires and bears (oh, my!), still they have figured out how great it is here. And these transplants are happy to pay way above asking price for homes here as these sums seem like deals compared to their former locales. Thus, our home values are skyrocketing.

While pondering our new home appraisal, I started wondering if we need to slick up our house to match its new value. For instance, we don’t have actual window coverings in many rooms. Being the classy lass that I am, the first week we moved in I taped rice paper to the bottom half of many windows to give us privacy. Seven years ago this was supposed to be a temporary solution.

But lo and behold time has frittered away and somehow getting real window coverings got demoted down my To Do list with “Organize the 27 boxes of old photos” and “Go through the tubs in the attic with your childhood junk.” Not too

surprisingly, none of these items have been completed. (Really, why bother with the last two? I’ll just let our kids deal with them after I die. Only kidding. I would never do that because I’m such a very thoughtful mother. Just ask our sons - after I Venmo them some cash.)

Back to the window coverings: I do feel we should raise the bar a bit here and get some actual ones especially now that we supposedly live in such a swanky place. Plus I think window coverings and a bed headboard are signs that you are truly a mature, grown-up human.

(I’m semi-constantly working semi-diligently on becoming this.)

I’m also wondering about myself. Am I posh enough for my own house? Are my ratty college sweatpants with holes and paint stains still appropriate for me wear while gardening?

Are my old, threadbare flannel bathrobe and my ripped slippers proper attire for me to go out in the morning and pick up the newspaper from the front walk?

But here’s the thing. Most

Coloradans are very down to earth. It doesn’t matter who you are and what you do or what you wear or what kind of house you live in (or what its current value is). Most people here don’t care about whether you have paper on your windows or ratty sweatpants on your behind. They’re just happy to be living here and happy to make your acquaintance. Like I said, we live in the best state and this is just another reason why it is so. Still, I’m going to work on those window coverings. And maybe I should get some new slippers. But the cozy robe and the sweatpants are definitely staying.

Most times slicking down is just way better than slicking up.
