2021 outlook: Home buying strength expected to remain strong Buyer demand for newly constructed and existing homes and the lack of homes for sale continues to impact the past, present and near-term BY TOM future of the KALINSKI U.S. housing RE/MAX of Boulder market. For new construction, 2020 was the best year in home building since the Great Recession, with new-build single-family homes coming in 11% higher than 2019. A shift in housing preferences – including a growing demand for larger spaces, home offices and outdoor amenities – along with ultra-low mortgage rates drove the increase, according to Robert Dietz, chief economist of the National Association of Home Builders. The growth is expected to continue in 2021, increasing by 5% and reaching more than 1 million housing starts for the first time in years, says Dietz. Meanwhile home builders are seeing construction costs rising. Lumber prices are up 169% since mid-April, resulting in increased new-home prices for buyers. And inventories for existinghomes are low nationwide. Lack of homes for sale is entrenched in Boulder County where inventory – persistently low for years – hit an all-time low at year-end, writes managing broker of RE/MAX of Boulder Todd Gullette in the recently released Boulder Valley Real Estate Report. He notes that in the final week of 2020 Boulder County “produced a meager 313 homes for sale, down from 498 a year ago.” That lack of inventory, as well as historically low interest rates, is driving price appreciation. Boulder County has risen to the seventh most expensive metro, according to a recently released fourth-quarter report by the National Association of Realtors. In the city of Boulder, year-overyear median price increased 37.3% through January 2021, rising from $932,500 in January 20 to $1,280,000 at the same time

in 2021, as cited by Boulder Area Realtor Association statistics. But some inventory relief may be on the horizon. Experts expect more homeowners to list their homes as COVID-19 vaccines are distributed and a return to more normal lifestyles improves the economy. The increase in inventory will help ease the shortage of homes for sale. What does that mean for 2021 Boulder County housing? Gullette says too many variables make it difficult to predict. He points to significant factors including: •

A strong local economy holding up despite COVID-19, thanks to the many Boulder County businesses that adapted to new business practices and are thriving.

Interest rates are likely to remain low, even though the threat looms of rate increases to curb inflation.

•

Inventory challenges will continue as sellers choose not to move and new construction is inadequate.

•

Continued home price appreciation will result from low supply and high demand.

Another area of the new-home market seeing a rapid increase in

demand: build-to-rent. Economist Dietz predicts the build-to-rent market will make-up 5 to 6% of single-family starts over the next two to three years. “Builders are preparing to expand this sector,” Dietz says. “Not everyone has money for a down payment, even with low interest rates. Working from home: Is our house becoming corporate headquarters? I bought some printer paper recently and told my husband I bought the cheapest brand. He replied, “That’s okay since most our BY MARY printing is for LYNN BRUNY internal use only.” What? At Home Colorado Internal use only? I think for a moment he forgot I was his wife and thought I was his work associate. This is kind of understandable for a number of reasons even though it’s slightly disturbing. First: We were work acquaintances before we started dating a gazillion years ago. (We met at the Design Engineering Show in Chicago, then basically a gathering of thousands of the world’s geekiest males. I was one of about five female attendees; we got noticed.) Second: I do a few computer-related tasks for

my husband that supposedly his system can’t (or perhaps he chooses not to because I will). Third: He is my first-line editor. So we are literally in each other’s business. But being quarantined together 24/7 while both working from home has somehow changed our dynamic. Having no kids around or a social life to divert us, we seem to be sliding into a work zone. Sometimes it feels like our house is now the corporate headquarters of Bruny, Inc. For instance, our dining room has become a meeting room. If we need to spread out projects or review things for each other, this is where we go. If someone swapped out our antique dining chairs for modern black leather swivel ones that seem to be in most corporate conference rooms, I’m sure neither of us would notice. Our kitchen is definitely the break room that we both meander to, mainly to kvetch about work stuff and gossip. You know, just like every employee

in every company in every town in America does. “Oh, my gosh, you should have seen Tony’s hair today at our first quarter update tele-meeting! It looks like his toddler cut it!” We don’t have the requisite water cooler but we always have some old smelly leftovers in the refrigerator someone forgot about, just like at the office. We now also both have “Do Not Disturb” signs that we put outside of our office doors during tele-calls. This became a rule after I walked into my husband’s office clad in a robe while he was on a tele-call with an important client. This was mildly embarrassing. Now my husband and I are always properly clothed when entering each other’s offices. (A sound corporate policy.) There is one challenge I’m experiencing: I always have a To-Do list of home-related tasks and now my husband tries to hold me accountable. He is use to managing efficient people, and I’m the only person around.

I’m not accustomed to this. During “normal” times the guy is gone a lot, and the cat and I lackadaisically run the joint and do as we please. “Did you follow up with the electrician? What’s his availability?” he asks pleasantly. “What does it matter? We’re always here,” I reply a bit peevishly. “Well, good to keep on it,” he cheerfully responds. Between the cat and me, we’re not having it. We are use to being our own bosses and like it that way. I think of raising a certain finger and telling him, “This is for internal use only.” But of course I don’t. After all, I’m a model Bruny, Inc. employee. Forbearance and foreclosure protections extended through June. Here’s how forbearance works By Zach Wichter Bankrate.com (TNS) If your mortgage has been in forbearance, you may have just been granted a bit of a reprieve. President Biden announced Tuesday that he would extend the window to request a forbearance extension (or newly implement forbearance on your mortgage if you’re struggling to pay) through June 30. Borrowers now also qualify for up to 15 months of forbearance on federally-insured mortgages, up from 360 days under the original CARES Act provisions. The president also said he will extend though June 30 a ban on foreclosures for homes with federally backed mortgages. That protection was initially set to expire at the end of January and was previously extended through the end of March. “Extending the forbearance available on federally-backed mortgages is a critically important move to preserve homeownership for millions of households that have seen income disruption or outright job loss due to the pandemic,” says Greg McBride, Bankrate’s chief financial analyst. “The year-long forbearance initially afforded through the CARES Act seemed sufficient at the time, but the pandemic and its economic fallout is dragging on far longer than had been expected.” The change gives borrowers extra time to apply for a forbearance extension, or to request the protection for the first time. Under the policy, homeowners get 180 days of forbearance after their first request, and one 180 extension upon request. For some, this could mean the end of your forbearance period is nearing, but others still have more time. Borrowers have the option to extend their forbearance for up to a year, but it’s never too early to be in touch with your lender about your post-forbearance options, especially if you expect to still struggle to meet your payments once that protection ends. The most important thing is to communicate with your mortgage servicer. Being upfront about your situation allows them to work with you to find the best solution. 4

You’re much more likely to face an unpleasant situation – possibly even foreclosure – if you try to dodge the lender. If you requested forbearance near the start of the coronavirus pandemic, it may be time to start thinking about what comes next as your payments come due again. Here’s a rundown of some popular options for borrowers whose forbearance period is coming to an end. Request a forbearance extension If you’re in your first forbearance period, you likely qualify for at least one extension, but you won’t automatically get one unless you speak to your loan servicer, so it’s important to be in touch. “We’re here to support you, don’t let it impact your credit negatively,” said Jennifer Kouchis, senior vice president of real estate lending at VyStar Credit Union in Jacksonville, Florida. “If we don’t hear back from you, we don’t have a choice in the next step of the process.” VyStar is offering 90-day forbearance plans, and some of its borrowers are already on their second extension.

If you don’t respond to your lender and are taken out of forbearance, but fail to make payments, it will likely have a strong negative impact on your credit. So, keep the lines of communication open. I can’t pay my mortgage but I want to stay in my home Most mortgage borrowers aim to weather the storm of financial difficulties and stay in their homes. In such cases, there are a number of options for addressing short-term cash issues with your borrower and figuring out how to stay in place. Keep in mind that forbearance is not loan forgiveness, it’s just a pause in payments, so you’ll need to make up the missed balance eventually. Your repayment plan is a big part of coming out of forbearance and remaining in your home. According to Kouchis, there are three primary methods for wrapping up your forbearance:

plan or a loan modification, which is usually an additional monthly charge on top of your regular mortgage payment to make up that difference •

A loan modification, which can mean changing the terms in any number of ways, including extending the repayment period, lowering the interest rate or even reducing the principal loan balance

A lump sum payment, which means paying the entire amount you missed all at once

“We wanted to make sure, especially during the pandemic, that we’re sympathetic to each situation,” Kouchis said. Marina Walsh, vice president of industry analysis at Mortgage Bankers Association, said lenders are much more flexible with forbearance these days than they were during the last financial crisis. “There’s a whole lot of tools in the toolkit of servicers, but they need to be able to contact the borrower,” she said. What do I need to know about tankless water heaters? By Paul F. P. Pogue Angie’s List (TNS) If you’re thinking of replacing your traditional hot water heating tank, you’ve probably heard about tankless heaters. But is it right for you? Here’s a rundown of what you can expect. Tankless water heaters, also known as ondemand heaters, will provide hot water only as needed. Because the water is heated as it’s used, they don’t produce the energy loss associated with traditional heaters, which must keep the water hot until used. They can only produce hot water at a given flow rate, usually 2 to 5 gallons per minute. (Generally speaking, gas-powered heaters produce a higher flow rate than electric ones.) When there’s only one water source running, this usually isn’t a problem. However, if you’re running multiple water flows, each of them will be slowed down, especially high-usage appliances such as filling a bath, running the dishwasher, and running laundry at the same time. These heaters use up much less space than tanks – often about as much as a typical electrical breaker box. They’re better for the environment because they last longer and don’t produce a rusty tank that will eventually end up in a landfill. Tankless heaters tend to last longer than

tanks, and they require less maintenance. Like tanks, they need to be flushed once a year to get rid of sediment and mineral buildup, but the procedure is much simpler. Because of this lifespan, they usually have a longer warranty. One other advantage: When they break down, you won’t have an issue with spilling an entire tankful of water on the floor. Many tankless heaters qualify for a $300 federal tax credit, if installed before the end of 2021. Some states, localities and utility companies offer benefits for installing tankless systems. Make sure you ask your installer what might be available to you.

The biggest downside of a tankless heater is that it costs much more to install than a tank. Typically, you’ll pay between $1,200 and $3,200 for a tankless heater – around twice as much as a tank, depending on the size of your house. The units are generally in the same price range, but the engineering and installation to convert a tank system to tankless bumps up the cost quite a bit. Depending on your home’s electrical infrastructure, you may pay even more for the necessary power connections for the heater. You’ll see an effect in your utility bills after you install a tankless heater, but it may not pay for itself for some years to come. The U.S. Department of Energy says you can expect an energy savings of between $50 and $100 per year. If your primary concern is convenience as opposed to energy use, consider installing point-of-use tankless heaters on individual appliances. They’re relatively easy to install and cost between $100 and $300 each. They can heat up water more quickly and the water only has to travel a short distance. However, each one can only heat a single faucet, bathtub or appliance, so the cost will go up if you outfit the entire house. You can also install a solar tankless heater, but it’s the most expensive, averaging between $3,000 and $10,000 to install.

Part 1: Investing in real estate using retirement plan funds When most people think of IRAs, SEPs, and 401ks, they usually think of investing in the stock market or mutual funds. However, if you set up a BY DUANE self-directed DUGGAN IRA account Realtor and Author (SDIRA), your RE/MAX of Boulder retirement plan has the capability to hold real estate along with a variety of other real estate-related investments, such as notes. Anyone can use their retirement plan to invest in real estate – you just need to have the proper plan in place. Using retirement funds to invest in real estate has been available since the 1970s, but plan administrators have restricted investment in real estate, not the IRS. In fact, the idea of real estate not being allowed is so entrenched that many CPAs are now just learning about the concept and “approving” it for their clients. Here are the steps you can take and requirements you should be aware of. Setting up your plan to invest in real estate The first step is to find a plan administrator or custodian that specializes in self-directed IRA plan services because many traditional brokerage firms do not. Next, determine which type of retirement plan fits your situation best. The custodian can help open your account or roll over your current IRA or 401K savings into a SDIRA. Not all plans can be rolled over or transferred, so check with your current retirement plan administrator, your tax advisor, and the new

rented for $24,000 per year, and you factored in expenses for taxes, insurance, maintenance, and management, after those expenses, the net cash flow might be $19,000. The net cash flow can remain in your plan and grow tax-free. You need to direct your administrator where to invest the cash.

SDIRA custodian. A SDIRA custodian will not give investment advice, but only acts upon direction from you. The custodian typically charges a fee per asset per year to administer the plan. Fees may also be structured based on the size of the account. They typically will also have a charge per check written on behalf of the account. The IRA holder makes all investment decisions, not the administrator. Once your plan is set up and funded, you are ready to go. Permissible real estate-related investments You are able to invest in any form of real estate, such as single-family homes, condos, multi-family housing, mini-storage, industrial or commercial properties, land, farmland, and more. You can also buy, sell, and flip properties. However, the property cannot be one that you, your spouse, your parents, your children or “disqualified persons” currently own, or property that you would personally benefit from, such as a vacation home for your family. Other investments can include: (1) Real Estate Options meaning

your plan can make a loan to another party and secure it with a note and deed of trust secured by real estate, (2) discounted notes, (3) ownership share of a limited liability company or LLC, (4) Triple Net leased properties, (5) property improvements or renovation. The ability to invest in a hard asset like real estate in your retirement account will allow you to diversify and spread out the risk. In addition to real estate, you can still invest in all other forms of “traditional” retirement account investments. In fact, you can make any investment allowed by law. What you can’t invest in (it’s a very short list) 1. 2.

Using cash from your plan to buy real estate If your retirement plan has enough money, you might be able to buy a property free and clear. As an example, if you had $500,000 in the plan, you could buy a single-family house. If it

Forbearance (continued) be able to help you on the road to your next living situation and probably wants to avoid foreclosing on your home almost as much as you do. “If you’re not wedded to your home and you’re willing to move somewhere else, there are a variety of options that are not foreclosure,” Walsh said. Unlike during the Great Recession, the real estate market has remained strong during the coronavirus pandemic, which is an extra safety net for current homeowners. “Given where we are with the borrower demand for housing, that really creates additional loss mitigation options for distressed borrowers,” Walsh said. “A lot of these borrowers have equity in their homes,” so they can sell their current houses and use that equity to help pay off their existing mortgage and possibly fund a down payment on a cheaper house, or at least put some money into savings after the sale. “Another option if they don’t want to proceed with the foreclosure route and they’re willing to move, there are

programs like Cash for Keys,” in which the lender assumes the title of the home, but may provide the borrower with some relocation assistance to help them settle in a new, more affordable housing situation, Walsh said. She added that borrowers can also consider a short sale. That’s when you sell your home, and even though the proceeds are not enough to pay off the full mortgage, the difference is essentially forgiven. The state of forbearance Forbearance has been an option for homeowners in distress for a long time, but its availability has expanded since the start of the coronavirus pandemic thanks to broader eligibility requirements. Forbearance allows borrowers to temporarily stop making payments on their mortgage. Under the CARES Act passed by Congress this spring, any borrower whose mortgage is owned by governmentbacked mortgage servicers like Fannie Mae and Freddie Mac can request forbearance for 180 days plus one 180-day extension. Minimal documentation

is required to secure forbearance under the CARES Act, but borrowers must affirm that they’re requesting the relief because of financial hardship caused by the coronavirus pandemic. Many private lenders have also extended forbearance protection to their mortgage holders, even though they’re not required to by law. However, each institution not covered by the CARES Act may have its own terms for payment relief, so it’s just another reason that being in touch with your loan servicer is so important. Since March, the unemployment rate in the U.S. skyrocketed and then began its journey back down. Joblessness rates are still far above their pre-pandemic levels, but are back in the single digits — well below the pandemic peak. As a result, record numbers of people have taken advantage of forbearance or are otherwise behind on their mortgage payments. Last week, the Mortgage Bankers Association said 6.73 percent of mortgages were delinquent in the fourth quarter, down 92 basis points from the third quarter of

2020 and up 296 basis points (2.96 percentage points) from one year ago. MBA includes mortgages in forbearance in their delinquency rates, but forborne mortgages do not affect the borrower’s credit as delinquent mortgages not in forbearance do. It’s likely that lenders will remain more flexible with forbearance availability even after the pandemic subsides than they have been historically. Bottom line If your forbearance period is ending, that doesn’t mean you’re about to lose your house, even if you still can’t afford your mortgage payments. Stay in touch with your lender and see what options are available to you. “It’s better to call and think through options instead of hiding under a rock,” Walsh said. “Don’t be afraid or embarrassed to ask for help if you need it,” Kouchis added. 2021: The year of the hardy hibiscus The National Garden Bureau has declared 2021 “The Year of the Hardy Hibiscus” and The Garden Guy thinks this is absolutely terrific. Actually, I would go a-step further and say it is Summerific! By hardy hibiscus, the bureau is referring to those with native DNA. You may not be aware but the hardy hibiscus commonly referred to as rose mallow is native to 33 states and Canada. Though you may see those longlost cousins growing in the ditches and swampy areas, breeders have applied their magic and created dazzling selections. Such is the case with the Summerific series from Proven Winners. It now boasts almost a dozen choices for summerlasting bloom. These incredible varieties can let you create a dose of tropical splendor just about anywhere from zone 4 to 9. On the other hand, if you want to add a colorful flash to grandma’s cottage garden then the Summerific hibiscuses can do that

too! I’ve been growing Summerific Holy Grail for a few years now and I could not be more thrilled. It is one of their taller varieties sporting deep red blooms and dark foliage. Whether I have it in proximity to palms and bananas or as partners to rudbeckias and salvias, it has lived up to the task. Berry Awesome has ruffled deep lavender pink flowers with a cheery red eye. You would love this with perennial echinacea like Yellow My Darling or the Price is White. Don’t forget to add a drift or two of salvias. I can only imagine Rockin Blue Suede Shoes and Rockin Deep Purple as companions. This year there are two new colors entering the market place and they are Summerific French Vanilla and Spinderella. It’s not often we find a creamy vanilla color to add to the perennial garden. It reminds me of the color of old-fashioned ice cream with a red eye. Last year my university friends were sending me photos from trial gardens and giving a WOW

to Spinderella. I’m not sure how to describe this one. The ruffled flowers are white with a cherry eye and major brushstrokes of rose pink as you go toward the margins. The flowers look to have more-pink and giving the illusion that it just could be spinning. The whole Summerific series is so beautiful it is really amazing these are hardy hibiscus, perennial from zones 4-9. Almost everyone can relish in their beauty. Choose a site with plenty of sunlight – the more the better. I have morning sun and filtered afternoon light here in west Georgia. The hibiscus blooms on new growth, so it is important to keep it growing vigorously throughout the season. Keep them well fed and watered during droughty periods. You will not need a superbloom fertilizer however, just use a slow released, balanced fertilizer given out in regular small monthly applications. Water daily if you are growing in containers during the summer. Nutrients will quickly leach from the soil, so apply a dilute, water-soluble fertilizer weekly or add controlled

release granules per label recommendation. The National Garden Bureau hit a homerun with the designation of 2021 as The Year of the Hardy Hibuscus. You’ll think so too if you try some of the Summerific Series. I speak for myself and Texas here, but both parties were ill prepared for the Artic blast we have just experienced. In my case it was on account of pure slothfulness that I had a pipe freeze, but fortunately we caught it before anything burst. Our sympathies go out to other souls who were less fortunate. Two days of water usage like most of the third world is subjected to every day was enough of a reminder to pay more attention next time. But still Colorado weather is misunderstood. Certainly, walking the dogs in sub-zero temperatures in a gentle but frigid breeze was excruciating, but the retrievers thought they were on the beach! Next day was well below freezing but with the sun out and no wind, it was really one of those magical Colorado winter days. Now 32 degrees feels balmy, but the reality is that we are not fully equipped to withstand those freak conditions.

A fresh look with spring bedding By Katie Laughridge Tribune News Service (TNS) Is there a better feeling than crawling into a freshly laundered and made-up bed? Sinking into a feather-soft duvet, slipping between crisp, cool sheets and lounging on the firm but forgiving mattress is truly what sweet dreams are made of. Can I be honest with you, dear reader? Going to bed is my most favorite time of day. This is the prime time of the year to bring a fresh look to your home, and of course, this includes the bedroom. With warmer weather approaching (slowly but surely), it is time to put the heavy extra quilts and blankets back into the cedar chest and bring out the spring. Our lovely bedding experts have been busy switching looks out and imparting a few tips and tricks to the perfect spring bed. Neat and neutral I love everything about a neutral bedroom. Playing with light tans, creams and whites is both soothing and interesting. You don’t need a rainbow of color to showcase a creative and fun personality. This ready-made oversized floral duvet and pillows pairs perfectly with a variety of custom pillows and features some of my favorite textiles and trims. When it comes to accent pillows, I am always looking for rooms in which to put
