Apartment construction set to level off after years of building gains

LAS VEGAS – After several years of increasing production, housing economists foresee multifamily building leveling off during the next couple of years.

At its annual conference this past week in Las Vegas, the National Association of Home Builders is forecasting that nationwide starts of apartments and other multifamily units will decline slightly this year and rebound by only a hair in 2020.

“In 2019 and 2020, we are pretty confident with the forecast we have with flat conditions,” said Danushka Nanayakkara of the NAHB’s forecasting and analysis department.

She said construction has caught up with demand in most U.S. markets, but so far there is not a glut of new apartments on the market.

RealPage, an apartment industry service provider based in Richardson, Texas – also sees a leveling in apartment building activity.

“Nationally, completions should remain near 300,000 market-rate units annually in 2019 and 2020.

“There’s been no pullback in apartment development capital availability to date, and construction won’t slow in a big way until money sources scale back on investment activity,” he said. “The RealPage forecast calls for apartment starts to cool mildly, perhaps around 10 percent, over the next couple of years,

simply because fewer individual development proposals will yield targeted returns.”

With the boom in apartment construction in the U.S. attracting a whole generation of younger residents, there’s been no huge rise in the homeownership rate.

Nationwide homeownership rates peaked at 69.4 percent before the Great Recession and fell as low as 63 percent in 2016. The percentage of Americans who own rather than rent their home has now risen to 64.4 percent.

“We think this is going to be the new normal,” Nanayakkara said.

“You are not going to see it again close to 70 percent.”

One source of potential apartment renters remains thoroughly entrenched at home.

Nanayakkara said millions of potential home renters and buyers are still in the nest.

“They are out of college but still living with their parents,” she said.

“This is about 5.6 million young adults.

“They might be just waiting to find jobs, and this might be the new normal too,” Nanayakkara said. “This could be why we haven’t seen growth in the singlefamily market and in renters.”

If you’re a longtime Boulder County resident and are thinking of selling your home this spring, you might be surprised by

Here are some changes you’ll want to be aware of: Online listings No surprise: the majority of homebuyers now look online to preview houses before setting up showings. Thus, how a home is presented and photographed is of top importance. Not only should a home be clean, de-cluttered and well presented, but each photo should be set up to best present the home.

Staging To that end, many sellers are using stagers to furnish their homes and/or work with their existing furnishings. High-end houses and new/remodeled homes built by professional contractors were the first to hire stagers to decorate their properties before selling.

Over time Realtors and sellers have recognized the value of this process, and now the practice has more or less trickled down to all homes for sale. At the very least, there is now an expectation that sellers de-personalize their homes and remove all cluttering furnishings to an almost sterile level.

National and international buyers We’re blessed and cursed to have an in-demand and expensive housing market. Due various factors – such as local job growth, changing property tax laws and overcrowded coastal cities – we now have more buyers from the east and west coasts and

international buyers relocating to our fair city. Many of these folks have healthy home buying budgets and sophisticated tastes, thus higher expectations in terms of current design and finishes.

Changing design trends Modern kitchens and baths, and open floor plans are what most buyers now want. Homes that are updated with the current trends sell the fastest and for top dollar.

There are always some buyers looking for fixer-uppers, but the price point will need to reflect this.

Fixer-uppers with mid-century modern lines are attractive flips right now, while 80s and 90s tract houses are not.

Rural properties and buyers The most in-demand rural properties now are in the five-acre range. This is the perfect size for “gentleman farmers” who may also own horses. Unfortunately there are not many of these

properties and they tend not to turn over as often as city properties. Larger properties are becoming more and more scarce, and unaffordable to the majority of buyers. In the last decade several of these larger historic properties have been purchased

by Boulder County for open and closed space. As time goes on, Boulder County rural zoned properties will continue to become more and more valuable as all the surrounding communities fill in with development around them.

The one thing that has not changed is Boulder County properties continue to be an incredible investment, consistently outperforming the stock market.

Alphabet Street I’ll set the scene: imagine you’re meeting a friend for coffee at the corner of 2nd Avenue and 1st Street.

Wait ... or was it 1st Avenue and 2nd Street?

BY SEAN Confusion, MCILLWAIN commence: as Mod Boulder big city as it sounds, numerical street names can be complicated (and frankly, just plain boring).

In 1952, with Boulder rapidly growing, City Council stepped in to stop the numerical madness, bringing more nature and less confusion to our street monikers.

Boulder’s original street-naming convention began in 1891 with the platting of the Newlands subdivision. Avenues ran east and west, starting with 1st Avenue and increasing numerically to the north to 6th Avenue. Streets ran north and south, beginning with 3rd Street, nearest to the Foothills.

But overlapping avenue and street names became confusing as the Newlands subdivision grew and

North Boulder developed. A change was gonna come (name that artist) and public meetings were held to solve the problem.

The adopted solution was to rename the avenues, in alphabetical order, with names of “trees or flowers or some related names.”

The new names had to take into consideration four main points: 1. Names had to be easy to spell and pronounce.

2. They had to be distinctly different from existing street names.

3. Names needed to have the same meaning to all people, all the time – then and now.

4. Names had to be appealing to residents and be “characteristic of a beautiful Boulder.”

Suggestions were taken from the community, then hotly debated.

Some residents complained of the names sounding artificial (Brooklawn was too similar to Brooklyn). Some objected to Evergreen, as it was already in use as an unofficial road east of the Foothills Highway. Faculty members from CU’s biology

department, led by William A. Weber, preferred actual botanical names like Dodder, Dogwood or Delphinium over Dellwood. (Fun fact: Delphinium made it all the way to City Council before being voted down.)

Naming nomenclature heated up even more when Weber protested that City Council “bypassed the democratic process” by adopting street names for the letters M through W without discussion.

Council explained that those streets had yet to be developed, and residents could request different names once they were constructed.

After plenty of hemming, hawing and riotous debating, the new names were finally adopted

by Boulder City Council in 1953.

As North Boulder’s development continued, some avenues intersected Broadway, while others were only on the east or west side.

This meant there were more named avenues than previously numbered ones. Drumroll, please: the winning names were Alpine, Balsam, Cedar, Dellwood, Elder, Evergreen, Forest, Grape, Hawthorn, Iris, Juniper, Kalmia and Linden, in place of the previous 1st through 10th Avenues.

These were followed by Meadow, Norwood, Oak, Poplar, Quince, Riverside, Sumac, Tamarack, Upland, Vine and Woodland.

Because questions remained about the proposed names for the last three letters of the alphabet – Xenia, Yosemite, and Zinnia – and because the city wouldn’t extend that far for many years, the designations stopped at Woodland.

Today, the alphabet goes as far as V, although it’s Violet – not Vine – that crosses Broadway.

North of Violet, there’s a Y at Yarmouth – again, different from the recommended Yosemite, but a Y nonetheless.

Here’s hoping that modern-day decision makers are reading this and we can finish what we started over 65 years ago. We only need a W, X and Z to complete Boulder’s avenue alphabet. Come on, Boulder, we can do this!

Minimum service requirements for real estate brokers •

In today’s real estate world, there is a copious variety of business models seeking to serve the needs of homebuyers and sellers. As markets change, types of real estate business models change and evolve with the market.

Homebuyers and home sellers hire real estate brokers to assist them with what is commonly the largest financial transaction in most people’s lives. In today’s

BY DUANE real estate world, there is a DUGGAN copious variety Realtor and Author RE/MAX of Boulder of business models seeking to serve the needs of homebuyers and sellers. As markets change, types of real estate business models change and evolve with the market. When the market heated up prior to the recession, a business model evolved called limited service companies.

The fees charged and services rendered varied greatly. The fees, commissions, and services are 100 percent negotiated between a broker and their principal. The Division of Real Estate does not regulate commissions or services offered. However, the level of services dropped so low, in some cases, that both brokers and their clients were contacting the Division of Real Estate for clarity regarding the minimum amount of service required was to serve the home buying and selling public.

After so many inquiries, the Division of Real Estate introduced Commission Position #36, known as CP-36. That position re-states Colorado statutory law, C.R.S 1261-804, listing the services that a real estate broker must provide at 8

a minimum, acting in the capacity of a single agent. In fact, those minimum service requirements are listed in the Exclusive Right to Sell Listing contract. Real estate brokers are not allowed to cross out those requirements in an effort eliminate those services, as the Colorado statute does not permit brokers to perform less than the statutory duties.

The list of minimum services, also known as uniform duties, is listed below, directly from Section 5 of the Colorado Exclusive Right to Sell Contract: Brokerage duties Brokerage Firm, acting through broker, as either a transactionbroker or a seller’s agent, must perform the following uniform duties when working with seller: • 5.1. Broker must exercise reasonable skill and care for seller, including, but not limited to the following: • 5.1.1. Performing the terms of any written or oral agreement with seller; • 5.1.2. Presenting all offers to and from seller in a timely manner regardless of whether the property is subject to a contract for sale; • 5.1.3. Disclosing to seller adverse material facts actually known by broker; • 5.1.4. Advising seller regarding the transaction and advising seller to obtain expert advice as to material matters about which broker knows but the specifics

of which are beyond the expertise of broker; 5.1.5. Accounting in a timely manner for all money and property received; and 5.1.6. Keeping seller fully informed regarding the transaction.

5.2. Broker must not disclose the following information without the informed consent of Seller: 5.2.1. That seller is willing to accept less than the asking price for the property; 5.2.2. What the motivating factors are for seller to sell the property; 5.2.3. That seller will agree to financing terms other than those offered; 5.2.4. Any material information about seller unless disclosure is required by law or failure to disclose such information would constitute fraud or dishonest dealing; or 5.2.5. Any facts or suspicions regarding circumstances that could psychologically impact or stigmatize the property.

5.3. Seller consents to broker’s disclosure of seller’s confidential information to the supervising broker or designee for the purpose of proper supervision, provided such supervising broker or designee does not further disclose such information without consent of seller, or use such information to the detriment of seller.

5.4. Brokerage firm may

have agreements with other sellers to market and sell their property. Broker may show alternative properties not owned by seller to other prospective buyers and list competing properties for sale.

5.5. Broker is not obligated to seek additional offers to purchase the property while the property is subject to a contract for Sale.

5.6. Broker has no duty to conduct an independent inspection of the property for the benefit of a buyer and has no duty to independently verify the accuracy or completeness of statements made by seller or independent inspectors. Broker has no duty to conduct an independent investigation of a buyer’s financial condition or to verify the accuracy or completeness of any statement.

5.7. Seller understands that seller is not liable for broker’s acts or omissions that have not been approved, directed, or ratified by seller.

5.8. When asked, broker will/will not disclose to prospective buyers and cooperating brokers the existence of offers on the property and whether the offers were obtained by broker, a broker within brokerage firm or by another broker.

If there was any question on minimum service in Colorado, the Commission has clarified that, regardless of the level of fee to be charged. A broker must perform all of the minimum duties and obligations set forth by the State Legislature in the Brokerage Relationships Act, C.R.S. § 12-61-801, et seq.

BY CAROL start seeds of O’MEARA their favorite Colorado State plants. When University Extension, Boulder County you start your own seeds, the world of possibilities opens to new varieties not found in stores. Plus, you can do a little plant name dropping when talking to your neighbors.

If you’ve never started your own seeds, don’t worry, it’s easy.

Keep in mind some things don’t transplant well, such as beans, cucumbers, corn or squash, so leave those for directly sowing into the soil. Tomatoes, peppers, or cabbages are easy and pumpkins, melons or winter squash sprout quickly. The pumpkins, squash and melons need special handling when planting so roots aren’t disturbed.

as the plants grow. A timer is worth the investment.

Prevent disease by using sterile containers and sterile planting media, a lightweight, soil-less mixture of peat, vermiculite or perlite, and compost. And trust me on this – labels are critical to reminding yourself what the plant is. Nothing is more annoying than asking a mute seedling whether they’re the hot jalapeno or sweet bell pepper.

To plant, mix the potting media with water in a large bowl, getting it damp but not soaked. Fill tray cells or pots but don’t pack it down; leave it light and airy. Make a hole to a depth that is equal to three times the seed length, then pop seeds in and cover them up.

If the media is a bit on the dry side, sprinkle lightly with water.

Humidity and warmth are what seeds need at this point, so tent the tray with plastic to increase humidity during germination. Put the seeds in a warm room or use seedling mats that gently warm them. For most seeds, you don’t need light during germination, but once plants nose up through the media, lights are critical from then on.

Just as seedlings emerge, remove the humidity tent slowly to avoid shocking them. Open the tent bit by bit, gradually exposing the seedlings to the air. Do this as soon as the seedling emerge to prevent mold from forming on the soil.

Set up lights to hang directly over the seed trays, making sure they’re kept at three to four inches

above the plants at all times. Give plants 12 to 16 hours of light daily. Seedlings that are long, spindly and weak are stretching for light; it’s an indication that lights are too far away.

Water seedlings from the tray bottom, allowing water to be wicked up into tray cells or pots.

If this isn’t possible, carefully water seedlings from the surface using a gentle sprinkle.

If more than one seed in a cell has germinated, select the strongest seedling and pinch off – don’t pull – the others. Help seedling develop stronger stems by having a small fan circulating air gently across them.

The first pair of leaves are cotyledons, not true leaves. The true leaves develop directly above the cotyledons. Pot up seedlings into the next size larger pot once they have two sets of true leaves.

After transplanting, wait to fertilize until the roots touch the sides of the containers, usually about a week. Then fertilize at half strength once weekly.

And while you may have a tried-andtrue method for your laundry room workflow, consider these tips and hacks to improve your process and make your clothes cleaner and fresher!

A place for everything: Use bins and baskets to keep each item in its designated area. This really

Rehome your clothes: Before long you’ll be purging your closet during spring cleaning. But don’t throw those old clothes away just yet! Take your lightly worn apparel to the Salvation Army or local homeless shelter to help those in need. Save yourself a trip and be sure to call ahead so you know exactly which items are in the most demand. If you’d like to make some extra money on your outfits, try taking them to Plato’s Closet or a similar thrift store, where they may pay you for your style.

Multipurpose those dryer sheets: Dryer sheets can serve double or triple duty beyond just getting tossed into your laundry. They make a great deodorizer if placed in your car, gym bag, dresser drawers or luggage. They’re also very handy for housecleaning.

They’ll break up hard water stains and grease if left in greasy pots or toilet bowls, and they quickly pick up dust from nearly any surface.

Organize your space: If you have room, consider adding a laundry island. Much like a kitchen island, a custom-designed island can feature pull-out laundry sorting bins, shelves designed to hold laundry baskets and a great laundry-folding surface.

You can also add shelving above your washer and dryer to serve as a convenient folding surface or storage for cleaning supplies.

Try wool dryer balls: These laundry life-savers have been around for a while, but people are finally catching on to just how useful they are. Wool dryer balls prevent fabric from sticking to itself during the drying process, which quickens the drying cycle.

(Some companies claim they reduce drying time by up to 40 percent!) They’re an eco-friendly replacement for dryer sheets and fabric softeners, and they’re easy on your wallet too.

Upgrade the lighting: People often underestimate the need for quality task lighting in their laundry rooms. But as anyone who has ever tried to match socks in dim lighting can tell you, light definitely matters! Make sure you have clear, uniform lighting through the work area.

Consider essential oils: Sprinkle a bit of your favorite aroma, such as lavender or eucalyptus) on a ball and throw it in the dryer during a non-heated tumble dry.

When you pull your clothes out, they should smell better than ever.

Wait to throw the ball into the dryer until the last 10 minutes of the dry cycle for maximum impact.

Radon testing is performed on most homes that have contact with the ground, be it a basement, crawl space or slab on ground. The test equipment will have to be in place for a least 48 hours. In most cases your home inspector can do the test.

Heating and air-conditioning systems and roofs are typically covered in a general home inspection. However, if your inspector suspects there are problems or if the systems are older, they may suggest an evaluation by a system specific professional.

If you are purchasing and older home and plan on doing renovations, you may want to have some things tested for asbestos.

Homes built between 1930 and 1950 may have insulation or vinyl flooring that contains asbestos as well as those with ceiling texture done prior to 1978. In basements,

you might find boiler pipes wrapped in asbestos insulation.

Asbestos in a home is not hazardous if it is not disturbed.

Homes built in the 1960s or early 1970s may have aluminum wiring that may need evaluation by an electrician. Although properly maintained aluminum wiring is acceptable, aluminum will generally become defective faster than copper due to qualities in the metal.

The presence of lead is another test performed on older homes. If you are planning on performing renovations, repair or painting projects that disturb the paint in homes built before 1978 it is recommended to have the paint tested for lead. Some supply water pipes in homes built before the 1930s were made of lead, especially the main water supply pipe. If the home was built prior to then a water quality test would be prudent.

Surface sampling for mold may

be useful to determine if an area suspected of having mold has been adequately cleaned or remediated.

However, since no EPA or other federal limits have been set for mold or mold spores, sampling cannot be used to check a home’s compliance with federal mold standards A few other “add-on” items that may be considered are, photovoltaic and thermal solar systems, swimming pools, hot tubs, additional out buildings and methamphetamine lab testing.

Ultimately, spending a few hundred dollars before committing to your home purchase is a small price to pay to know all of its systems are in good working order. Consult your realtor to determine which, if any of these additional inspections would be advisable.

The art of the vignette

By Katie Laughridge Tribune News Service Vignettes help tell the story of your design, and are one of the easiest and most cost-effective ways to change up the look and feel of a room without a significant investment in repainting or new furniture.

Vignettes can introduce new colors and textures to a room, and are creative and fun ways for you to highlight some of your favorite pieces.

While I firmly believe that there is no “wrong” way to style a vignette, we’ve come up with a few tips and tricks to make it even easier for you to re-create this look in your own homes: – Work with items in odd numbers. Odd numbers add visual interest and groupings of three (or sometimes five, for a larger vignette) help keep your eye moving across the display, giving it an air of whimsy. This rule is pretty universal, when stacking books, or even picking candlesticks for a design.

– Use items of varying height.

This is a great way to add visual interest and to create a layering effect and depth within your design. This way, the longer you look at a piece, the more interesting things that you find!

– Showcase your beautiful books! I believe that your most treasured pieces belong out where the world can see them. Don’t let your favorite books collect dust – use them in your designs! When selecting the right book for your vignette, make sure to take size, color and texture into account.

I find that they add warmth to a space and their soft muted tones are calming – perfect for a bedroom vignette.

– No detail is too small. A tiny bird statue perched on top of a stack of books adds the same impact to your design as the books themselves. A tiny nest of eggs cradled within a fern adds an element of life to your room that just can’t be re-created with art and furniture alone.

– Incorporate organic elements into your design. Using plants (whether faux or real), wood elements, and animals as

tulips or fresh greenery in a vignette harken spring but are still seasonally appropriate after Easter decor comes down.

– Experiment with color. This is your opportunity to make a big impact in a small space!

Sometimes, monochromatic vignettes are just as impactful as colorful ones. I like to use vignettes as a way to incorporate secondary colors that tie back into fabric choices. If using a lot of color overwhelms your area, try using books or other small elements to incorporate hues in your vignette!

– Remember, there are no rules! Sometimes we place small framed pieces of artwork on a stack of books, or sitting angled in an urn surrounded by books.

These aren’t “traditional” ways to display artwork, but that’s what makes them so interesting!

Designing your home should be fun, not stressful. So, remember, if you love it, you’re doing something right! We’ve styled more vignettes than I can count, and the only constant is creating something that will make people smile.

Bathroom materials: What to embrace and what to avoid

bathroom walls is wallpaper because it may peel from the constant steam. A solid vinyl wall covering can add texture without moisture issues. And you also won’t have any issues if you use wallpaper in bathrooms that don’t have a shower.

There’s more to consider with a bathroom remodel than with your average renovation.

Bathrooms are susceptible to things like water damage, mold, mildew and slick surfaces. Here, we’ve compiled a list of the best and worst materials for your bathroom remodel, so you can be sure you’re making the right choices.

Flooring Choosing a flooring material is one of the most difficult parts of a bathroom remodel. You want a material that will stand up to water droplets and hot steam without getting slick.

Embrace: A few go-to options include slipresistant tile, rubber and linoleum flooring.

If you choose linoleum, use sheet flooring instead of linoleum boards, which have more cracks and are susceptible to moisture seeping through.

Avoid: Wood flooring isn’t a good choice for bathrooms because it warps under wet and steamy conditions. And slick substances like stone or porcelain can be dangerous when damp. But the worst choice for bathrooms is carpet. Carpet will mildew, mold and lead to water damage in the subfloor, and it’s downright unsanitary in bathrooms.

Walls Unlike floors, it doesn’t matter if your walls are slippery. So, you have a bit more flexibility when choosing wall materials.

Embrace: Ceramic, porcelain and stone tile are great waterproof options that add personality to your space. Try installing decorative tile around areas that are exposed to a lot of water, like above your shower and behind your sink. And for walls that are farther away from water sources, paint is a good choice – so long as you avoid flat matte shades, which show every speck of water.

Avoid: The least favorable material for your

Countertops Luckily, when it comes to bathroom countertops, there’s a relatively small margin for error. Most countertop materials are waterproof, which gives you a wide range of options to choose from.

Embrace: Laminate, solid surface, glass, stone and quartz are all popular options that should be able to withstand moisture and normal wear and tear.

Avoid: You may want to avoid installing tile countertops in the bathroom. Grout gets dirty much faster in these heavily used areas, and things like colored soap, makeup and lotion can stain it. If your heart is set on tile, consider going for a dark grout color to disguise grime.

And stay away from copper countertops if you’re not up for the regular maintenance they require.
