By Ilyce Glink and Samuel J. Tamkin, Tribune Content Agency As 2019 gets going, it’s worth looking back at another year in which home sellers did well, but often at the expense of home buyers.

In much of the country, home prices rose precipitously in 2018.

Home sellers saw greater home price appreciation. According to the Zillow Home Value Index, median prices rose 7.7 percent in 2018 (Zillow expects median prices to rise another 6.4 percent in 2019), and the median home value is $222,800.

While not every market rose that much in value (notably Chicago and Las Vegas), the majority of metropolitan areas in the U.S. has seen significant price appreciation over the past few years.

What generally happened in 2018 was a repeat of what happened in 2017: Millions of homeowners decided to stay in their homes rather than trading up to a larger home or downsizing into a home that’s more affordable.

The question is: Why are so many Americans staying put? The answer has to be a combination or rising mortgage rates, lack of inventory, longer working life, and perhaps even fear of the unknown.

Let’s break that down a bit.

Ten years ago, at the start of the

Great Recession, mortgage interest rates began falling further. In fact, millions of Americans began refinancing their mortgages, opting for super-low interest rates with shorter loan terms. (We took advantage, as well, and opted for a three percent 15-year mortgage, and made the same monthly payment, and will have the loan paid off very soon.)

When we look around, it’s clear that millions of Americans are living in homes with mortgages that are less expensive than getting a new loan today would be, and their homes are maybe nicer than anything they could buy for less (so much for trading down); but in any case it’s expensive to move.

And, why move? If you’re in a home that’s relatively cheap to live in, and still meets your needs, and it would be more expensive to move elsewhere, and you’re still working, you’ve eliminated most of the reasons that people sell.

And, if you add in the fact that your now more expensive home might appreciate another 6.4 percent in 2019 (again, a Zillow Home Value Index projection), you might think you’re leaving money on the table if you list your home for sale today.

What are some reasons that people are moving? To be near their children and grandchildren.

To take a new job. To retire. And, yes, to trade up to a larger, nicer home they can now afford.

So, if you are thinking about selling in 2019, expect it to go faster than you imagine. While the high-end housing market has been slowing in places like New York and San Francisco (After all, how many people can afford a $10+ million home?), and even in super-hot markets like Denver and Dallas, there are plenty of buyers and still not enough homes for sale.

Would-be sellers should resolve to: 1. Find where you want to live before you selling your home.

This is contrary to the advice we usually give; but if your market is still hot, at least knowing where you’d go (or rent for an interim move) will reduce stress.

2. Clean up your junk before inviting listing brokers to see your home. First impressions are important. Be sure to watch some videos on staging your home for sale so you understand what buyers are expecting to see -- and then make your home look that way. (Even if you’re selling in “as is” condition, it pays off to stage your home.)

3. Be sure the broker or agent you hire matches your temperament. Hiring an agent is like a short-term marriage.

Be sure you find someone who really “gets” you and listens to you.

4. Understand your home selling timeline. If you want to sell quickly, set a very competitive price. Don’t worry about underpricing your home; while less common than in 2018, buyers will jump at the chance to buy a competitively priced home and you may wind up with more cash in your pocket at the end of the day, with a faster timeline than if you priced your home higher.

5 ways to improve the energy efficiency of your home As the winter cold sets in, your heating expenses are probably rising. At this time of year, we all tend to think about energy efficiency and how to save money on homerelated expenses. Here are a few ways that you can reduce your energy consumption costs.

For kitchen appliances, look for Energy Star ratings.

Add insulating window treatments Windows are a common source of heat loss from your home. Replacing old windows can be costly. Fortunately, there are other options that can help.

First, plastic covering kits are available for windows and slider doors. These seal off the

opening, trapping in any air. They are almost invisible when installed properly and can be removed at the end of the season.

Another option is to install insulating shades or curtains. Insulating shades are specially designed with air pockets or special materials to block cold air from entering the home through the windows. Similarly, insulating curtains are thick and heavy and meant to cover window surfaces, trapping in any cold air behind the curtain.

Install an electronic thermostat Your thermostat settings have a direct impact on your heating bill. Electronic thermostats are extremely popular these days as a way to improve the efficiency of heating your home.

Seal off air gaps A simple and quick way to prevent cold air from entering your home is to find and seal off any openings. This includes caulking gaps in windows and adding seals to doors. Supplies to address these issues are inexpensive and can pay off big in energy savings.

Use furnishings that help warm your home The furnishings in your home can also help with energy efficiency. For instance, an area rug placed over hardwood flooring can help retain heat in a room. Cloth upholstery, instead of leather, is also helpful in making you feel warmer. For bedding, select materials (such as flannel) that retain heat and feel warm to the touch. When you add elements that feel warmer, you require less heat to keep your body warm. Even reducing your thermostat by a few degrees can reduce your home heating expenses.

Co-signing a mortgage for a relative– should I or should I not?

As prices of homes have increased steadily, it has been more difficult for first-time home buyers to enter the real estate market. Often

However, all parties involved need to go in with their eyes wide open before agreeing to this type of arrangement. To do this, first meet with a qualified mortgage loan officer to determine what a buyer might qualify on their own and then what they would qualify for with a co-signer.

Next, it would be wise for both parties to meet will a financial planner to make sure they are on the right track with their decisions. The financial planner can help determine if the overall transaction is realistic. Often the primary borrower will end up borrowing more than they can really handle, then the co-signer is asked to step in to help out – and that can put a strain on their relationship.

It is important for the primary

borrower to know what they are asking of a potential co-signer and also for the co-signer to have an understanding of what they are getting into.

Here are a few items to discuss between the co-signer and the primary benefiting buyer: Co-signing a mortgage will affect your credit. If the person you are co-signing for doesn’t make the payments, it will be reported to both party’s credit report. This could lower the cosigner’s credit score and affect their ability to get a loan of their own. Make sure you feel comfortable being responsible for making the payments if the other person doesn’t.

Speaking of responsibility, as a co-signer you are “jointly and severally liable” for the loan. This is a fancy way of saying that if the person who is the beneficiary

of you being a co-signer suffers a job loss, you are responsible for making the payments if you want to maintain good credit.

As a co-signer, the loan will be added to your total debt ratio. If you are not planning on applying for a loan of your own anytime soon, that may not matter to you.

However, if you are, the co-signed loan will figure into your total debt payments and might affect your ability to qualify for a loan.

According to Jessica Shanahan, mortgage loan officer at Premier Lending in Boulder, once the loan has seasoned for a year, the monthly debt will no longer be considered if the cosigner is applying for another mortgage.

Get ready for a loan application! Often co-signers think all they will be doing is signing their name at closing. Not true!

A cosigner will be required to go through the same loan application process as the primary borrower.

That means providing all your financial information to the lender for them to assess your credit worthiness. This can be a significant and time-consuming experience.

Think back to the initial meeting with the mortgage loan officer and financial planner. Now consider whether or not co-signing with the primary borrower is

really a benefit. If the proposed payments are more than the primary borrower can afford, you will likely be called upon to help with those monthly payments.

This is fine if you are prepared to do so and can handle it.

Other options to consider when helping a first-time home buyer or anyone needing help: Consider gifting enough down payment so that the loan amount is low enough for the primary borrower to qualify on their own.

If a borrower can come up with 20% down payment, they can also eliminate private mortgage insurance on conventional loans, making it easier to qualify.

Consider buying down the interest rate to lower the payment to a level where the primary borrower can qualify on their own.

A home inspector will examine a home’s structure, exterior, roofing, plumbing, electrical systems, heating and air-conditioning systems, interior, attics basements/ crawl spaces, fire places and garages. Most inspectors will be able to have a comprehensive report delivered to you electronically by the next business

day and offer a hard copy within a day or two.

In addition to the standard home inspection you should also consider some additional inspection items. Some of these include radon testing, sewer scopes, tests for lead and asbestos and other potential environmental hazards. You should consult your realtor and/or home inspector to see if any of the additional test would be advisable.

Home inspections can be used as a contingency in your purchase offer. This contingency provides that if significant defects are revealed by a home inspection, you can back out of your offer, free of penalty, within a certain timeframe.

A home inspection is an added expense in the process of

purchasing a home but in the long run you’ll be glad you did it. The inspection can reveal problems that you may be able to have the current owners to fix before you move in, saving you time and money. Or, you may ask for a reduction in the asking price.

If you are a first-time homebuyer, an inspection can give you a crash course in home maintenance and a checklist of items that need attention to make your home as safe and sound as possible. Don’t skip this important step in the home-buying process – it’s worth every penny.

Laws restrict Fannie Mae and Freddie Mac to purchasing single-family mortgages with origination balances that are below a certain amount

BY LAURI – this amount LARSON is known as the Elevations “conforming Credit Union loan limit.” The Federal Housing Finance Agency (FHFA) has raised the baseline conforming loan limit for 2019.

Read on for the reason behind this limit change and what the increase means for homebuyers.

Why has the limit been raised?

The limit increase is a response to significant gains in home values that occurred during 2018. According to the FHFA U.S. House Price Index report, home prices rose in every state between quarter three 2017 and quarter three 2018, increasing an average of 6.9 percent (according to FHFA’s seasonally adjusted, expanded-data HPI). As home prices rise, the maximum loan limit needs to rise so homebuyers can borrow enough to cover the cost of their new home purchase.

Raising the conforming loan limits for mortgages purchased

by Fannie Mae and Freddie Mac reflects the continuing recovery of the U.S. housing market. In most counties across the country, the 2019 maximum conforming loan

limit for a single-family home is $484,350. That’s an increase of $31,250 from the 2018 baseline limit of $453,100.

What does this mean in high-cost areas?

High-cost areas are counties in which 115 percent of the local median home value exceeds the baseline conforming loan limit. In Colorado, that includes Boulder, Denver, Broomfield, Jefferson, Arapahoe, Douglas and Adams counties. In these areas, the loan limit is established as a multiple of the area median home value, while a “ceiling” of that limit is set at 150 percent of the baseline loan limit. Because median home values generally increased in high-cost areas in 2018, the ceiling loan limit in most high-cost areas for one-unit properties is raised to $726,525 for 2019 (or 150 percent of $484,350).

5 quick ways to reduce your heating bills

Check out these five tips to quickly cut your energy costs without sacrificing comfort.

1. Stop leaks. Drafty rooms suck (the heat out of your home).

Single-pane, older windows without reliable storm windows can lose heat quickly, so use plastic sheeting – like the 3M Window Kit – to seal them. If drafts are coming in around the frame, fill those with caulking.

Sealing leaks around windows and doors will instantly raise the comfort level in the room and save money, said Keri Murschell, director of product and business innovation for NRG Energy. Your front door can be a big culprit, so add weather stripping. Heat gets pulled from attics and escapes out the front, something she discovered at her home after an energy audit.

Matt Sundeen, store manager at Lowe’s in Chicago, said light switches can be an unseen source

of cold air. Products like White Foam Outlet Switch Weatherstrips fit behind the wall plate to prevent drafts.

While you’re at it, give your water heater a hug by wrapping it in an insulation blanket. “Cold basements make water heaters work harder, increasing everyday energy use,” Sundeen said. “It’s cheap and a quick, easy way to cut back on your heating bill,” he said.

2. Get smart. Smart thermostats, like the Nest Learning Thermostat and Ecobee, can reduce heating bills by learning your schedule and programming temperatures around your activity. Murschell said she likes being able to access her thermostat on her phone when she’s away, so if she forgets to turn it down before leaving for vacation – or wants to raise the heat before she returns – she can do so remotely.

“It also gives you reports on how you’re doing, what your energy history is like, and other insights into energy that people haven’t traditionally had to think

about,” she said.

Although smart thermostats are still pricey, many utilities are offering rebates to homeowners who want one, and some even install the devices if purchased through the utility.

If you want to measure your total energy usage, a professionally installed home energy monitoring system, like Sense, will monitor all your electricity usage and give you choices of how and when to use energy smartly.

3. Turn down the temps. The U.S. Energy Department says setting your thermostat to 68 degrees when you’re at home and active, and then lowering it when you sleep saves money. Lowering the thermostat seven to 10 degrees for eight hours daily from its normal setting can save as much as 10 percent a year, on average, depending on where you live.

4. Heat just a small space. Work from home, but don’t want to heat the whole house all day?

Consider a single-room space

heater. New space heaters can be much more stylish – and many are programmable, which means they use less energy. Sundeen says an attractive option is the Lasko 1500-Watt Ceramic Tower Electric Space Heater, which has a sevenhour auto-off timer. Freaking out because you left the house with the space heater running? Relax. Use a smart plug like iHome to turn it off with your phone and you won’t have to worry about burning down the house.

5. Layer up. Now that you’ve saved money on heating bills, splurge on a beautiful cardigan or gorgeous throw. Sure it’s an old-fashioned way to stay warm, but you get a twofer, being both stylish and practical. Check out the fashionable sweaters from X(D1) and X. Or find a snuggle buddy, and invest in an heirloom-quality throw from Imperial Yarn, whose all-American blankets are woven using fiber from American-raised sheep and alpaca.

Dry lawns need water Despite light snows and a flurry here or there, the grim truth of our early January is that the landscape is thirsty. Though our mountains are snow capped,

Winter watering is one of the best ways to keep trees, shrubs, lawns and perennials healthy throughout the year. Without it, soils dry and tender feeder roots, which are responsible for taking up water and nutrients, shrivel and die.

In spring, plants use stored reserves to grow, pouring their strength into healthy leaves, stems, trunks or flowers. But damaged root systems leave them vulnerable when heat sets in, and these plants struggle with scorch, twig dieback, poor leaf size, or disease and insect attacks.

Water once or twice per month through March if we don’t have much snow or rain; in general landscapes need an inch of water per month in winter. Measure snowfall at your house with a ruler, then write each storm’s accumulation on your calendar.

Add it up every four weeks.

Anything less than 12 inches of snow, total, means it’s time to water.

Drag out hoses on warm days when temperatures are above 40 and there’s no snow cover. Apply water slowly so it sinks into the frozen ground. I use a timer on the sprinkler to shut off the water, and set a timer in the house to remind me to move the hose or disconnect it from the house before evening.

If you divide winter watering over several days, pay attention to plants closest to south or west facing walls or fences first; the reflected heat intensifies their plight. Windy places with water wicking from the ground should be second on your list, which in Colorado, means everything east of the divide.

Water around the drip line of trees and shrubs – the area that falls under the outer tips of the branches, soaking the ground two to three feet on either side of the drip line. Give your trees 10 gallons of water per diameter inch of trunk every month.

Shrubs are trickier: new shrubs – those planted less than one year ago – need five gallons twice monthly. Once they’ve been in the ground for over a year, reduce water to five gallons once per month for small, three-foot tall shrubs and 18 gallons once per month for those over six feet tall.

Lawns, too, need a drink.

Established lawns will benefit from watering, but the critical ones that need moisture are the ones that are new. If it was sodded in after early September, it’d be good to water it.

If you’ve had lawn mite problems in the past, it’s time to water. Dry January and February months are when mite populations start to rise, especially on warm days when they get a little active. Though mites haven’t yet started to damage the lawn, their potential to do so increases with their numbers, which can be held at bay by moisture.

To water a lawn in winter, warm days with temperatures above 45-degrees is a must. Then drag out your hose with a sprinkler, or set the water to a slow trickle.

The good news right now is that the soil isn’t frozen so we won’t have water ponding on the lawn.

Standing water is the worst thing for lawns, especially if it is forming a layer of ice on it; that

harms the turf.

Water fall-planted perennials and perennials located in windy or southwest exposures. But the key to perennials is ensuring they have a thick, four to six inch covering of mulch to prevent freezing and thawing of the ground. Know what you’re getting into Historic homes are popular for a reason. They exude charisma and character, and they typically have a lot to offer homeowners looking to personalize a home to make it their own. Of course, there are also other things to consider. Be aware of common issues like lead paint and asbestos in older homes, both of which will need to be addressed before you can safely move in. And also be sure to check the structural integrity of the home’s foundation.

Take your time with upgrades or remodels – it’s always better to get the job done right than to throw something together in haste. And by using mild cleaners, protecting fragile design elements and touching up dings and scratches as they come, you’ll be giving your older home the care it needs and deserves.
