MORTGAGE
Home equity line of credit (HELOC) vs. home equity loan By Ellen Chang Bankrate.com Home equity lines of credit (HELOCs) and home equity loans are loans backed by your house, and they're great ways to borrow money if you've paid down a significant portion of your mortgage. A HELOC is a line of credit that allows you to borrow as much as you need over time with variable interest, while a home equity loan is a lump sum that is disbursed upfront and paid back in fixed installments. Most home equity loans and HELOCs allow you to borrow up to 85% or 90% of the value of your home, and they typically have low interest rates and fair terms, since you're using your home as collateral for the loan. Before you settle on a home equity loan or line of credit, you should shop around to find an option with the lowest fees – or no fees if possible. What is a home equity loan? Home equity loans let you borrow against the equity in your home with a fixed interest rate and fixed monthly payment. These loans are funded in a lump sum, and you'll pay back funds over five to 30 years. Because home equity loans have fixed interest rates, your monthly payment will never change. How can you use the money you receive from a home equity loan? It's really up to you. Some consumers use it to pay for major repairs or renovations, such as adding a new room, gutting and remodeling a kitchen or updating a bathroom. Another common use is taking out a home equity loan with a low, fixed rate to pay off highinterest credit card debt. Pros of home equity loans: • Secure a low, fixed interest rate, fixed monthly payment and fixed repayment schedule. • Borrow a lump sum you can use for any purchase you want. • Some home equity loans don't have any fees. • Loan interest may be tax deductible if used to remodel or improve your home. Cons of home equity loans: • The best home equity loan rates and terms go to
•
consumers with good or excellent credit. You need a lot of home equity to qualify.
What is a HELOC? A HELOC, or home equity line of credit, is a line of credit similar to a credit card. With this loan, you can borrow up to a specific amount of your home equity and repay the funds slowly over time. HELOCs have a draw period, or a period of time in which you can access the money, that typically lasts around 10 years. During this time, you'll be responsible for interest-only payments. That's followed by a repayment period, where borrowing must cease and monthly principal and interest payments are required. This repayment period usually lasts 10 to 20 years. HELOCs tend to come with variable APRs, meaning your interest rate could go up or down based on market trends. Due to the variable interest rate and the fact that you can tap the funds on your own timetable instead of getting it all upfront in a lump sum, this option may be better for consumers who aren't 100% sure how much cash they need or who have longterm financial needs, like college tuition payments. Pros of HELOCs: • Only borrow as much money as you need. • Many HELOCs come without any fees. • Repayment options can be flexible. • You may be able to deduct the interest on your HELOC on your taxes if you use the funds to improve your home. Cons of HELOCs: • Variable interest rates can change with the whims of the market. • You need considerable equity to qualify. • Key differences between HELOCs and home equity loans • Some of the major differences between HELOCs and home equity loans are: • Fixed vs. variable interest rates: Home equity loans come with predictable, fixed monthly payments. HELOCs
have variable rates, meaning your rate may rise and fall over time. • Average APRs: Rates fluctuate with the market, but in general, HELOCs have slightly lower interest rates than home equity loans. • Funds disbursement: Home equity loans deposit the full sum of your loan upfront. HELOCs, on the other hand, allow you to draw only as much as you need, when you need it, and replenish your line of credit by making payments. • Repayment terms: With a home equity loan, you begin making payments as soon as you receive your loan. With HELOCs, the first five to 10 years typically require interestonly monthly payments, but in the last 10 to 20 years you'll pay back both interest and principal. How much home equity can you tap? To find out how much home equity you have, subtract the amount you still owe on your mortgage from the value of your house. The difference is the amount of home equity you've accrued, and part of that amount can be used as collateral for a loan. The amount of money you can tap varies based on your lender and if you're considering a home equity loan or a line of credit. The maximum is typically around 85% of your home's value, though some lenders will go as high as 90 percent. The amount you should tap depends on what you're hoping to use the money for; in general, try to tap the minimum amount you think you'll need for your goals. Best ways to use a home equity loan or HELOC The proceeds of a home equity loan or a HELOC can be used to pay down high-interest debt, including any credit card debt you have. Since the average credit card interest rate is currently around 16 percent, it's easy to see how consolidating debt with a HELOC or home equity loan charging 5% could help you save money or get out of debt faster. As cities reopen with a lingering sense of uncertainty, here are some emerging possibilities buyers and sellers should consider.
aging Boomers (as well as subsequent generations) may decide to live independently in their current homes for longer. This choice to stay put will impact the real estate market by increasing demand for properties with opportunities for multi-generational living, like mother-in-law quarters or an ADU in the backyard. And as remote working becomes the new norm, homeowners of all ages may opt to stay in place for longer, utilizing mortgage options such as HELOCs to make improvements on their current home using accumulated equity.

Denver housing market among top 4 in recovery as pace of sales picks up
People are buying houses across the U.S. despite the economic slowdown and returning COVID-19 concerns. Leading the recovery are the West BY TOM and Northeast, KALINSKI while COVID-19 RE/MAX of Boulder concerns and economic impact are slowing recovery in the South and Midwest Nationwide improvement is reported by Realtor.com. Their Housing Market Recovery Index reached 97.8 for the week ending July 4 – the largest weekly increase since the index was introduced. Boston, San Francisco, Denver, Philadelphia, and Los Angeles show the greatest improvement. Demand and pace of sales surpass pre-COVID benchmarks, according to the overall recovery index. Denver is among the four most recovered markets for housing supply with a new listings growth index between 120 and 129. San Jose, Boston, and New York are the other most recovered markets for housing supply.
Denver is among the four most recovered markets for housing supply.
Improvement comes from large jumps in pace of sales, which continues to move quickly towards recovery, and little movement in housing demand, which remains well above recovery. It’s a good sign, considering in June the number of homes listed for sale across Colorado fell 39 percent compared to the same time last year, according to a report from the Colorado Association of Realtors (CAR). With stay-at-home orders lifted, buyers are buying the limited housing inventory, pushing
the number of homes under contract up more than 30 percent – to 11,650 – over 2019. The more seasonal markets are benefiting the most as the bulk of activity shifts to the summer months. In addition, the housing slowdown is linked closely to the spread of COVID-19 with markets with higher cases per capita more likely to see a bigger impact on supply and the pace of sales, reports Realtor.com. Finally, resilient economies and those with strong job markets may have an edge in the housing recovery. Buying and selling are rising faster in areas with thriving tech sectors than in the rest of the country. The speed and sustainability of the reopening, and each market’s ability to contain COVID-19, are dictating the speed of recovery across the regions. The West continues to lead the recovery with an index of 104.4 – now above the pre-COVID benchmark. The Northeast also surpassed the recovery baseline last week at 102.1, and continues to improve. The South – 96.4 – and Midwest – 85.4 – are lagging but appear to be showing steady recovery.
Nationally, sellers continue returning to the market at a cautious pace. Further improvement may be slowed by coronavirus concerns, economic uncertainty, and civil unrest. In addition to housing supply, the measured components include housing demand with 48 of the 50 largest markets above the recovery trend; home price with an increase in the number of markets above the recovery trend; and pace of sales with 21 of the 50 largest market seeing improvement in time on market. or lines of credit you can hold at one time. However, it will be harder to qualify with each new application, since you'll have less and less equity to tap with each successive loan. If, for instance, you have a home valued at $500,000 and you have two home equity loans totaling $425,000, you've already borrowed 85% of your home's value _ the cap for many home equity lenders. Lenders may also charge higher interest rates on additional loans or lines of credit, especially if you're asking for a second loan from the same lender. As with any loan product, it's best to shop around with a few lenders before accepting a loan offer to make sure you're getting the best rate possible. Visit Bankrate online at www.bankrate.com.

Home equity (continued) Another benefit of using home equity to consolidate debt is the fact that you can often go from having to make multiple payments each month to making just one. In other words, you could save money by consolidating and simplify your financial life by reducing the number of bills you pay each month. In addition to debt consolidation, you could lean on home equity to complete a major home remodeling project, pay for major home repairs or even fund college tuition. Since you can use funds from a home equity loan or HELOC however you want, it's really up to you. Just remember that using your home as collateral for a loan does come with risk. If you were unable to make the monthly payments, you could lose your home to foreclosure. Another risk is if the value of your home declines and you need 4

to sell. In that case, you could end up owing more money than what your home is worth, or be "upsidedown" on the loan at the worst possible time. How to choose between a home equity loan and HELOC Still can't decide between a home equity loan and a HELOC? Both options can be good ones, but one is probably better for your needs. As you continue researching loans, get quotes for both HELOCs and home equity loans to see which one might offer a lower interest rate, lower fees and better terms. Also consider these scenarios where a specific option might leave you better off. A home equity loan could be better if: • You know the cost of your project and need to borrow a lump sum of money.
• •
You prefer a fixed interest rate that will never change. A fixed monthly payment you can count on fits well into your lifestyle. You want to consolidate highinterest credit card debt at a lower interest rate and pay it off with a fixed repayment plan.
A HELOC could be better if: • You want the ability to borrow as little or as much as you want – when you want. • You have upcoming expenses like college tuition and don't want to borrow until you're ready. • You don't mind if your payment fluctuates. Can you have a HELOC and a home equity loan? There is theoretically no limit to the number of home equity loans

Boulder Open Space
Master plan set for council’s OK Questions loom on tackling heightened visitation
By Sam Lounsberry Staff Writer
Boulder this week took two big steps toward finalizing the first master plan in city history to orient the purposes of its vast, 46,000acre public open space system well into the future. With thumbs-ups from both the Open Space Board of Trustees on Wednesday followed by the Planning Board on Thursday, Boulder staff’s final draft of the 211-page guiding document for the taxpayer-owned lands is set to head to city council for potential final approval Sept. 3. The plan outlines five main objectives and 46 strategies to
achieve them, with those nearly four dozen practices tiered into three levels of urgency and feasibility based on the city’s funding capacity over the next decade The Open Space and Mountain Parks department is set to endure a $10 million reduction out of its approximate $30 million budget next year, although city council has indicated support for asking voters for a tax increase to help offset it. Those five desired outcomes involve boosting the massive open space portfolio’s ecosystem health and resilience; preparing current and future tenants of the city’s more than 14,000 acres of agricultural open space dedicated to local
food production for likely local impacts of climate change; fostering responsible recreation, stewardship and enjoyment of the land; and growing community education and inclusion opportunities within the system. Securing financial sustainability for open space is the fifth stated goal. But Planning Board member Sarah Silver raised concern with whether the draft plan is specific enough to address a stirring trend faced by not only Boulder, but much of northern Colorado, with rapidly increasing visitor levels to, and associated wear-and-tear on, public lands. ASK THE EXPERT
Can a house fail an inspection? This is a frequently asked question. The short answer is no, a house cannot fail a home inspection. However, a new construction BY RICK home or a home JACQUEMARD undergoing Flatirons Home remodel or Inspections renovation work requiring a permit can fail a municipal code inspection. The building permit prevents poor craftsmanship because the city inspector gets involved and makes periodic spot checks on the work as it progresses. The information in a professional home inspection is for the buyer alone. You can use the information any way you want. You may choose to back out of the sale, to negotiate repairs with the seller or do nothing with the information. It is totally up to the you as the buyer. However, there are mortgage loan programs that may require certain items to get
repaired before you close on a home. Your lender will be able to provide those details for you. A good comparison would be going to the doctor for an annual physical exam, you get professional feedback on your health. Often, this is when you learn if you have any medical issues that need to be resolved. Just like you cannot fail a physical (no matter how poor your health may be), a house cannot fail an inspection. A home inspection is simply a visual examination of a house’s overall condition at a given point in time. The home inspection report describes a house’s physical shape and identifies what might need repair or replacement. Although, what’s covered in a standard report can vary by inspector, typically the status of the following will be included: heating system, central air conditioning system, interior plumbing and electrical systems, roof, attic, visible insulation, walls, ceilings, floors, windows, doors, foundation, basement and all structural components. Let your
inspector know in advance if there are any areas of the home you with them to pay extra attention to. A home inspection is not an appraisal determining the value of a home. It is also not a municipal inspection verifying code compliance. Inspectors will not inspect any inaccessible areas of a home or do any type of destructive testing. The report will not guarantee a homes components will not fail or need repair in the future. It is not a home warrantee. A home inspection may uncover issues that are deal breakers for some buyers. What determines a deal breaker depends entirely on the buyer, their needs, and preferences. For example, an inspection that identifies damaged roofing shingles might be a deciding factor for one person who feels the problem is too expensive or time-consuming to fix. However, the same trouble with roof might be totally acceptable for another buyer who has resources or skills to repair the issue. If you are considering buying a house and the inspector identifies problems with it, this does not
automatically mean you should not buy it. The findings simply mean you now know what you are getting into. If the furnace needs to be replaced in six months, at least you will not be surprised when it happens. If major problems like this are found, the seller may agree to make the repairs or reduce the purchase price accordingly. Of course, no house is perfect. Every house will have some issues. It just depends on how many faults you are willing to deal with before you walk away from the sale. A home inspector does recommend to a customer whether to buy a house. Rather, it is his or her job to provide all the available information so that home buyers (or sellers) can make the decision right for them. Your realtor will be able to assist you with decisions on which items on an inspection report are worth negotiating over with the seller. Open houses and viewing homes during the pandemic How we look at homes has changed a great deal since COVID-19 started to impact our communities. As of June 30, the Safer-atHome and in BY DUANE the Vast, Great DUGGAN Outdoors public Realtor and Author health order RE/MAX of Boulder was issued by the State of Colorado. This is the eighth amendment to the original Stay-At-Home order. Yes, that means we’ve had eight changes in how we conduct business and live our lives since March. This new public health order states that “All individuals currently living within the State of Colorado are encouraged to stay at home or in the vast, great outdoors and avoid unnecessary interactions whenever possible in order to reduce the spread of disease.” During the pandemic, however, buying and selling homes has been deemed essential business. After all, everyone needs a place for shelter, and people’s needs change on a constant basis. As a result, the state’s order has included the real estate business under the category of Field Services. Field Services means a service which is being provided out “in the field” as opposed to in a company property, including third-party private properties, such as a thirdparty household (like a seller’s home). Early in the pandemic, inperson real estate showings were not allowed at all. Thanks to the current technology available to our Multiple Listing Services (MLS) along the Front Range, prospective homebuyers have been able to view homes through photographs and virtual tours. This technology will never replace a homebuyer’s desire to physically go see a property in person, but it has helped keep the real estate market moving. The local MLS in Northern Colorado, Information and Real Estate Services LLC (IRES), recently offered two months of free Matterport – or immersive 3D virtual tours – to its members. This should encourage more listings in the system so that virtual tours are available for homebuyers to view. July 17-18, 2020
Restricting your in-person visits to a select few properties The current technology offered by the MLS and other sources of information allow you to learn a considerable amount about a property before you head out to view it. By finding out as much as you can about a property before you go look at it, including watching the virtual tours of homes, you can reduce the number of in-person showings you schedule, which can limit your exposure to coronavirus. This enables you to only go see the homes for which you have a strong interest. What you can expect when going to in-person home showings today If you are working with your Realtor® to see a home, plan on driving there yourself. Once you arrive, no handshaking is allowed, and you must stay six feet apart from other people. Some sellers are asking you to certify (or sign) a form with questions about your exposure to COVID-19, for example, asking if you have traveled abroad, if have you been sick, etc. Once inside the house, your mask should already be on and you may be asked to wear booties and gloves. You will likely be asked to use hand sanitizer on the way in and on the way out. You will be asked to touch as few surfaces as possible and view the home quickly. Some sellers and listing agents are asking homebuyers to acknowledge they have reviewed all the marketing material before viewing the house. By doing so, an unnecessary showing may be prevented. There should be no overlap of prospective homebuyers scheduled to see the home at the same time. There might be other restrictions in place or other rules that evolve as we work our way through this process. Open houses are allowed now Newly added in the most recent public health order is that open houses are once again allowed – as long as the guidance in Section I.H.4 of the order for holding one is followed. However, we have not seen a large number of open houses being marketed yet. Looking at the guidance in Section I.H.4 of the order, I can see why. The guidance needs to
evolve before real estate brokers and the public will feel comfortable with the open house process again. In fact, a release from the State of Colorado Department of Regulatory Agencies (DORA), Division of Real Estate, to Colorado licensed brokers reads as follows: “DORA recognizes that these orders, while detailed, do not necessarily reach the level of specificity many of our regulated professions desire. Additionally, we know that businesses and professionals are being asked to absorb information from Be sure to consult with your Realtor about the most a wide variety of recent changes and requirements for viewing homes in sources, and many a coronavirus environment. amended versions of Public Health you been sick, etc. Once inside the Orders.” house, you should already have a One might say, “How can mask on, but you may be asked an open house be any more to wear gloves and booties. ASK ANGIE'S LIST
How can I keep my family safe at home? By Paul F. P. Pogue Angie's List Unintentional accidents are the leading cause of death for all people under age 45, and many accidents take place at home. Indeed, household accidents _ especially falls and poisoning _ account for more deaths each year than auto accidents. Protect yourself and your family and minimize dangers by following these tips. Respect ladders Ladders are marvelous tools to accomplish any number of household tasks, but respect their danger as well. A fall from ladder height has a very high likelihood of injury. Make sure you follow the manufacturer's recommendations about stability and never climb higher than the maximum step. Wear slip-resistant shoes and avoid leather soles, which tend to slide on ladder steps. Avoid loose clothing such as suspenders, which could get tangled. Every time you use a ladder, inspect it for loose parts, and always make sure it's on

stable ground. The best option is to have a buddy hold it steady while you work. Fire safety Never leave a candle burning unattended. Don't plug too many appliances into the same outlet. Pay close attention to damaged power cords. Clean your chimney regularly, and don't leave lint in the dryer, even for just one load. Safety equipment Don't take the safety equipment in your home for granted. Regularly check the batteries of smoke detectors and carbon monoxide

monitors. Replace detectors every 10 years. Supply every floor of your home with a fire extinguisher Make sure everybody in the house knows where they are and how to use them. Check the pressure meters every 30 days to ensure they're still in good shape. Create an escape plan for the house in event of disaster, and practice it regularly. Child-proofing If you have kids, you're already aware of the need for basic safety equipment such as cabinet and drawer latches, gates on stairs and electrical outlet covers. But don't overlook the need to stabilize furniture; you don't want a bookcase falling over when a curious toddler climbs it. You can use metal brackets or specialty straps to secure furniture to the wall and prevent tipover. Falls Minimize the likelihood of falls in the home by keeping areas clearly lit, including the outdoor sidewalks. Repair any loose carpet or floorboards. Secure loose rugs

As is true of many BY JENNIFER properties, listing EGBERT your vacation milehimodern home during the summertime is usually the ideal time to sell. Interested in the possibility of listing this summer? Here, I share insight into why this may be a beneficial choice. Make the transition to a pied-à-terre If you’ve found that your current vacation home isn’t serving your needs, you may prefer to buy a pied-à-terre. Are you encouraging your kids to start their career as a farmworker? Most are not. And could you find enough teen and twenty somethings willing to work this hard today? They are extremely rare to find. Some farmers say we are simply losing this work ethic or those that can and will work in “dirty jobs” do so as a trained trades person, commanding a significantly higher wage for year-round work. So, who will provide their able and skilled bodies to do this work? The farmworker advocates that I have had the privilege to work with, those that also worked the produce fields of the US as kids with their parents, carried the same hope for their kids, get a better job. I suspect this is a global cultural wish parents have for their kids. Whether you are living in Mexico, Ukraine or India, don’t be a farm worker. Consumer research indicates we generally expect our food system
to provide low cost, quality, and convenient food. This puts downward pressure on the wages farmers can pay farmworkers. Against this backdrop, we still need vegetables planted, weeded, harvest and packed. This makes temporary ag workers holding an H-2A visa increasingly important. Talk with Colorado produce farmers and they will tell you this program was made to be difficult for them to navigate. In our increasingly automated world, farmers also have an eye toward labor saving technology. How do we continue to enjoy Colorado produce in 2040? COVID-19 has highlighted for Americans that farm workers are essential. As suggested, part of the answer is political, which is beyond my professional scope, part of the answer could be cultural, reframing our gratitude for farm workers, and part is also likely bringing more technology into the fields. Those cheap gutters get ransacked not by snow but by the ice inside. The weight of the ice pulls them down. Now they’re not pitched correctly. Come spring, they’re holding water, which means mosquitoes, and
little critters are using the gutters like a luge track. Most people never know if their gutters are leaking over the back. When water disappears into the fascia board, it gets into the fascia and soffit boards and before long all of it is rotting. The cost to repair rotted fascia and soffit is not pleasant. It’s standard practice to clean gutters four times a year, but just about everybody hates
that task and tries to get away with doing it twice a year instead. In fact, unless debris can be seen spilling out the top of a gutter, they’re likely to be completely ignored. Now, the good news. The unrest across the country has precipitated radical calls for police reform—even calls for funding cuts. This would not be a good idea; it can be a hard job and, if anything, it should be better paid, but a more friendly force would be welcomed. Why not be the buck in the herd rather than the ambushing alligator? Let’s change from the ticketing and arrest policy (or is it a quota?) to one of more community involvement. Let’s grab a cup of coffee together. If speed trapping it is a funding requirement, then a simple photographic capture machine would probably be more productive. If the objective is to slow the traffic, then an overt presence would work fine.
