Colorado business leaders’ confidence rises Colorado is showing some early signs of economic recovery as Colorado business leaders expect sales and profits to improve in the third quarter of

KALINSKI According RE/MAX of Boulder to the latest Leeds Business Confidence Index (LBCI), confidence is growing as Colorado business leaders’ look ahead to the third quarter of 2020.

The improved outlook follows an historically low confidence level for the second quarter of the year, The report shows a number of promising signs including expectations that sales and profits will have strong improvement, with the sales category signaling expansionary levels in quarter three.

“Most respondents indicated their company sales and employment may reach prepandemic levels in the second half of 2020 to the second half of 2021, while some indicate recovery is likely in 2022 or later, and others never expect to recover,” according to the LBCI summary.

The quarterly report, produced by the Leeds Business Research Division at the University of Colorado Boulder’s Leeds School of Business, reflects Colorado business leaders’ expectations for the state and national economies, industry sales, industry profits, hiring, and business spending. More than 400 business leaders responded to the latest survey, fielded between June 1 through June 19, 2020.

For the third quarter of 2020 the LCBI score is 44.3, which is a level recorded during the Great Recession and generally indicates

a pessimistic outlook – a score of 50 would be a neutral outlook.

But in this case, 44.3 is a marked improvement over the quarter two LBCI score of 29.7. The quarter four outlook rose to just above neutral.

The majority of respondents continued to cite COVID-19 for their pessimistic outlook, but glimmers of optimism shone through with individuals citing resiliency and pent-up demand for the comparatively optimistic outlook, according to the summary published by CU-Boulder Leeds School of Business.

“Business leaders are telling us they are optimistic the COVID-19 economic bounce back will occur fairly rapidly,” senior economist at the Leeds School of Business, Richard Wobbekind, said in a press release. “However, the pessimism we are seeing in business spending and hiring is a cause for concern.”

All six LBCI components improved in the third quarter. Still about 50 percent of respondents expect a decline in capital expenditures and nearly 40 percent said they expect a decrease in hiring.

The most improved score from the previous quarter is the national outlook. The state economy received a higher score with respondents indicating they believe Colorado will recover from the COVID-19 downturn more quickly than the rest of the nation.

Most respondents – 69 percent – reported declines in sales and slightly more than half – 58 percent – expect sales to recover by the second half of 2021.

As the impact of the novel coronavirus hit nationwide,

Colorado business leaders took needed steps to keep their businesses from failing: 40 percent of Colorado business leaders reduced pay, 39 percent issued furloughs, and 34 percent implemented layoffs.

But roughly a quarter of employers say they are still hiring.

Seventy percent say they expect employment to recover between the second half of 2020 and 2021.

Colorado’s gross domestic product (GDP) continues to be a bright spot. With 3.4 percent year-over-year and 2.6 quarterover-quarter growth in quarter four 2019, the state outperformed the nation and continues to experience positive real GDP growth. During the same period, national real gross domestic product fell at a 5 percent seasonally adjusted annual rate (SAAR) in quarter one 2020, according to the third estimate from the Bureau of Economic Analysis (BEA).

Pandemic daze at home: Celebrating a Fourth of July like no other This is by far the weirdest Fourth of July weekend in my life, and I’m guessing most folks’ as well.

No big group picnics. No neighborhood

BY MARY parades. No LYNN BRUNY fireworks. No patriotic music. This is just sad, sad, sad.

Well, actually at my household there will be patriotic music.

This is a given. First thing in the morning, I will loudly be playing the 1812 Overture. That’s right, I get my morning brew and dive right into the crash of the cymbals and the boom of the cannons, much to the chagrin of my poor husband and nearby neighbors.

This tradition was started by my fun and very patriotic late father who loved the Fourth of July and everything Americana.

(Sadly, from him I also developed an appreciation of marching

music and show tunes, an ongoing source of torture to my loved ones.) Growing up, I would awaken every fourth to the pulsating sound of the Overture.

Our little house would be quivering from the decimal level of sound being pumped out of the huge speakers that took up a good chunk of our teeny living room.

My mother would be muttering to herself: “Why do I put up with this?” and “The poor neighbors.”

We lived in a lower middle-class suburban Cleveland neighborhood where everybody was a first or second generation European immigrant. The “poor neighbors” were a patriotic bunch as well, so they tolerated my father’s annual foible. Actually it kicked off the festivities. It was a day of constant events and fun in our little neck of the woods, a huge block party of red, white and blue activities. Did people who lived other places clip playing cards to their bikes with clothes pins to make that “clickityclickity” sound during the bike parade (my favorite activity) or

was that just our neighborhood thing? I still love that sound, the sound of happiness.

On most July fourths, my husband and I host a large family and friend daylong gathering that includes some of my other favorite activities: yard games.

Growing up we played yard darts.

Remember those? Basically it was like throwing knives at each other.

Whose bright idea was it to mix a beer-drinking holiday, children, and game where you could slice, maim or pierce each other? It’s amazing we survived with all appendages.

Instead of killer darts, we opt for my Boulder triathlon: bocce ball, corn hole and extreme croquet. Extreme croquet involves putting wickets wherever your passive-aggressive heart desires: down driveways, through alleys, across the street. Makes for a super fun and maddening game where the best player rarely wins.

It’s especially entertaining to watch very competitive people play this and be reduced to spats

of frustration. Mainly we play these games to joke around, laugh and trash talk each other’s abilities of lack thereof. You know, have fun.

This year we will be having the smallest Fourth of July gathering we’ve ever hosted – just our oldest son and his girlfriend – and yet I’m terribly excited. I haven’t seen both in months and I am physically longing to be with them. That is what this pandemic has taught me: I long for those I love and love to be with.

This year after blaring the 1812 Overture, maybe I’ll get out my cruiser bike (named “Happy” interestingly enough), clip on a few playing cards and take a masked ride around the block.

The simple pleasures. We have to enjoy them, especially now. Happy fourth to all!

Pre-inspection checklist for buyers and sellers When purchasing a home an inspection is typically part of the process which is done after a contract is signed. There are however,

A home buyer’s check list would be similar to the home inspector’s but not as in depth or detailed.

Items on this list could include but would not be limited to: Grading around the house, does it slope toward or away from the house? Does the siding look well maintained, is the paint peeling?

Are there shingles missing from the roof? On the interior are the walls and ceilings in good condition, are there cracks around doors or windows? Is the basement moist or has obviously been wet?

Electrically, are there enough outlets in each room and do all rooms have a switched light or outlet? Plumbing, do all drains run freely and is there adequate water pressure in all areas of the house?

Appliances, are they newer Energy Star or over 20 years old? Does the home have a radon mitigation system?

There are several reasons for doing a pre-inspection. One, it protects you as a buyer from putting an offer on a house that could have a lot of repairs needed and might be something you don’t want to move forward with. It also gives you an option to compete with all the other buyers that are going to be submitting offers making your offer stands out that much more because you’re not going to be submitting your offer with an inspection contingency. If you find numerous issues during your pre-inspection you will have to discuss with your real estate agent just how you wish to proceed. You may need to adjust the offer price based on what you’ve found. The other option is just to simply walk away and not

pursue it any further.

As a buyer, you can conduct a check list such as this during your viewing of a property with your realtor. Items on the list can then be included in contract negotiations. A formal inspection will also need to be completed after a contract has been signed but post contract inspections should be simpler if a buyers check list is used. You can find free home buyer inspection check lists at many online locations.

In addition to the pre-inspection check list make a list of all improvement or additions you might be considering for your inspector to review. Also, if you are considering buying a home with a little more character have your inspector go through the house keeping in mind any possible renovations or restoration you may be thinking about. In some cases, it may be prudent to have an older home inspected prior to making an offer. By doing this you can include the cost of necessary repairs in the price negotiations with the seller.

There are also several things

sellers can do to make the inspection process run smoothly.

Be sure all utilities are on. Ignite all pilot lights that must be manually lit. All electrical breakers should be in the “ON” position unless there is a safety reason that requires them to be de- energized. Provide clear access to the electrical panel.

Have remote controls readily available if they are required to operate an appliance or fixture.

(Fireplaces, ceiling fans, garage doors etc. Clear possessions from all sinks/tubs and have drain stoppers readily available. Provide clear access to the main water shut-off valve. Provide all keys for areas where keys are not provided to the inspector. (Crawl space access, locked interior and exterior storage closets, keyed window locks, etc.) Provide clear access to attic furnaces. Remove stored items in crawl spaces that would impede access especially at the entry door.

During the 1950s and 1960s, video cameras were very large devices, making them hard to hide when tricking the unsuspecting people that we laughed at. Today, both the size and price of video and audio recording equipment is quite small. Nearly anyone can purchase high quality audio and video recording devices to place in their home, connected to their home wi-fi. 24/7 smart home video monitoring and security systems with indoor and outdoor cameras, video doorbells, motion activation, and phone app controls are becoming more popular.

As a result of the ease in setting

up such a surveillance system, issues relative to the real estate marketing process arise. A seller certainly has a right to protect their property and may have a security system in their home, which could be used to record prospective buyers during home showings. From a listing agent’s point of view, it is important to ask the seller upon listing if there are any active monitoring systems in the home. If the answer is “yes”, and the seller has decided to record all showings,

notification of such recording needs to be given to the showing agent and the buyer. This can be done by posting notification of the intended recording in the Multiple Listing Service (MLS) and at the front door of the home and inside the house. The prospective buyer can choose not to view the home if they feel uncomfortable. From a seller’s point of view, showings might be lost as many buyers may not want to be recorded as they view a home.

Also, it is important to note that from a legal standpoint, a buyer who loses out in a competitive bidding situation could potentially claim a camera was being used to discriminate against one of the protected classes identified in the Federal Fair Housing Act. A seller should have a discussion with their attorney and Realtor® before deciding to record audio and video of a showing.

Buyer’s agents need to inform their buyers that even if no notice has been given about a showing being recorded, assume that it is. Video and audio monitoring devices are so small today, they

can be hidden anywhere. A seller having a recording of an interested buyer could give them information about how much a buyer likes the home, and maybe even what price they might offer and what their top offer might be.

As a buyer, a best practice while on a showing is to not display any emotion while viewing a home and to refrain from discussing pricing or potential offers. As it is commonly stated, “what you say can be used against you,” and in this case, it can hurt your negotiating ability. Wait until you get in the car to converse about any of those topics. Just like the seller, a buyer should consult with their attorney and Realtor about recordings during showings.

Local food crop loss and insurance costs

Agricultural risk is an interesting concept to non-farmers. Imagine you are self-employed, and your business is not only highly dependent on the weather, it can be crushed by it. People have various mental models of what they think your business is like, the skills needed to succeed, what the challenges and rewards are for producing food, and how you remain profitable including where and how you should allocate your resources. While the scientific and policy communities increasingly look to agriculture as a solution to climate change, sustainable agriculture from a farmer’s perspective starts with economic sustainability, without which other aspects of sustainability – social and environmental – are a nonstarter.

Would you choose to start a business that, for most crops producers, is outdoors and thus subject to a unique set of variables that you cannot control? With no building for protection, frost, wind, hail, flood, and drought are weather events that can

take an otherwise well-executed production plan and ravage profits, often creating an economic loss.

How many of these can a business endure? Beginning farmers are exceptionally susceptible.

These weather perils typically don’t happen every year in every field for every producer (although I know of one in Weld County with one field hailed to oblivion for five years straight), but for those who have experienced one or more of them, each thunderstorm elicits a silent prayer, please spare my field.

The core question to me is this: if we truly value local agriculture in Northern Colorado for the food, culture, community, open lands, and ecosystem services it provides, how do we increase its resiliency, better manage inherent risks in a weather era that will bring us more extreme events, according to our best climate scientists?

Remember the flood of September 2013? Markets were closed and crops were lost as peak harvest began. June and August 2018 hail events? Some producers replanted in late June only to be wiped out by the August hail storm. Northern Colorado is one of the more hail prone areas of the

country.

And did I mention that most farms in the region do not carry crop insurance? This is particularly surprising for high value, less resilient produce crops. Many of these growers will “self-insure” in some manner, which means they take the full burden of the financial loss.

Based on their evaluation of the cost/benefit analysis, most find the insurance products available too expensive to justify the cost, and this makes sense when we think about it compared to the cost of homeowner’s insurance. The number of farmers that can pay into that insurance pool compared to the number of homeowners in that insurance pool is just too few to cover all the costs of paying on crop losses if farmers were offered a lower insurance premium.

One product from the USDA is on the right track. Whole Farm Revenue Protection (WFRP) allows farms to insure one, two, three or more commodities with increasing government subsidy for the more commodities insured.

However, back to the homeowner’s policy comparison, farmers cannot insure for the full value of a crop

with WFRP, only up to 80 percent of the value. In an example of 75 percent coverage with an 80 percent subsidy from USDA, a farm might pay $1,300 to insure $76,000 in revenue under WFRP. This is about six times the cost of a homeowner’s policy. While better than a complete loss, some farmers choose to take the risk and skip a policy cost that doesn’t make them financially whole if they were to file a claim.

If farmers are crucial to the well being of the US, can we reward their ongoing and increasing risk by lowering their costs to insure those risks?

So far 2020 has had spotty hailrelated crop losses in Northern Colorado. Mother Nature will decide if crops planted make their way into the food system.

Meanwhile, growers take courageous steps daily to nurture those crops.
