Built for Zero’s goal: End chronic homelessness in Fremont County By Carie Canterbury The Daily Record

Ending chronic and reoccurring homelessness in the community is the goal of the newly-implemented Built for Zero community-driven collaboration that works to make homelessness rare, brief and non-reoccurring. Fremont County was one of 85 communities nationwide selected to be part of this collaboration, and one of only five in Colorado selected for the initiative through a competitive application process. During the last five years, 11 communities have reached “functional zero” for veteran and chronic homelessness, meaning the homelessness was rare, brief and one time for those populations. Two of those communities have reached “double zero” by ending both veteran and chronic homelessness. They’re now working to end youth and family homelessness. Today, there are 11 veterans and 94 chronic homeless households in Fremont County. “These families represent 112 adults and 37 children,” said DeeDee Clement, the executive director for Loaves & Fishes Ministries and a member of the Fremont County Built for Zero Improvement team, during a kickoff event Wednesday for the Built For Zero homelessness reduction initiative at

Since St. Thomas More is the only hospital in the region, all traumas go there first, including people sustaining injuries because of burns, gunshot wounds, stabbings, motor vehicle crashes, lightning strikes and falls. The hospital also serves inmates in the state and federal correctional facilities. “We see everything,” Bartkowiak said. “Even though we are a Level 4, ER almost has to function as a Level 1, which is the highest level trauma center. We have to be able to stabilize those Level 1 type patients to get them somewhere that has higher care.”

Bartkowiak continually works on trauma care education and training with her staff, and she’s responsible for making sure the hospital maintains its trauma certification. “We all have a passion for helping others, or we wouldn’t do this,” she said. “Especially in emergency trauma where every second could be a different story. I think that’s why a lot of people like emergency and trauma – it’s not the same stuff every single day. I’ve never had the same day twice in my career.” Bartkowiak began her career at the Orlando Regional Medical Center in

Florida. She, along with her husband Bart, who works in flight medicine, and their three now-grown children moved to Colorado 10 years ago. She works half time as the trauma coordinator and half time as the emergency management coordinator at St.Thomas More. She led a large-scale active shooter drill last year, she has a pediatric multi-casualty drill slated for next year, and she continues community outreach through Stop the Bleed, fall prevention programs and other initiatives. “I love my career,” Bartkowiak said. “I love what I do here.”

Homelessness on its own is not a crime.” Smith said some of the

crimes already happening in the park are associated with the individuals living there, including “turf wars,” fights and use of weapons. DeeDee Clement, the executive director of Loaves & Fishes, said the 17-bed shelter is the only emergency shelter in the community, and it’s usually at 100 percent occupancy every night. She suggested before officers ask individuals to move out of public spaces at night that they first know how many beds are available at the shelter so that they can be brought there for the night. “It’s just a suggestion,” she said. “Instead of asking this person to move where there

is no place for them to move.” The shelter could temporarily offer space on the dining room floor for additional people needing a warm place to sleep on cold nights, but funding is needed for additional staff. Clement said the board of directors is looking at increasing its shelter size, and asked if the council would help fund a feasibility study to identify how big of a shelter Loaves & Fishes needs. She said the cost of the study is estimated to be about $10,000, but she will compile some firm numbers to present to the council at a later date. A kick-off celebration for

the Built for Zero initiative, a community-driven collaboration to end chronic and veteran homelessness and to make homelessness rare, brief and non-reoccurring, is at 1:30 p.m. today at John D. Havens City Hall, located at 128 Main St. The community is welcome to attend. Also during Monday’s meeting, the council approved the first reading of an ordinance increasing water rates by 9 percent beginning Jan. 1. The proposed 9 percent increase in 2020 would bring the average monthly bill of $33.97 for 10,000 gallons of water to $37.05 (an increase of $3.08 monthly or $36.96 annually).

2020 FUTSAL SOCCER This program is for boys and girls wanting to participate in the fast paced game of Futsal Soccer. This is one of the fastest growing sports in the country. The purpose of the futsal program is to emphasize skill development, fair play, sportsmanship, and fun. This is a game that will improve your passing and footwork skills. All games are 5-on-5 and there are goalies. The futsal ball is a weighted soccer ball which creates a greater emphasis on ball control and passing.
