GROWING A STRONG FUTURE BY REBECCA HILL Community Manager

This year’s budget season has been a grueling one. Your committees and board have toiled over the decisions made as they look to the future of Power Ranch. Historically, Power Ranch has been in a very strong financial position. However due to various expenses including the full replacement of one of our community wells at the cost of $1.2 million dollars in 2019 our reserve account has been impacted. Our “savings account” also known as our Reserve Fund Account went from 88% funded to 67% funded. This puts the current financial position of Power Ranch between fair and good. As your Board President, Matt Dominy indicated, the Board would like to keep the reserve account at a minimal balance of 70% funded. In addition to previous reserve expenses and the dollars needed to maintain this beautifully maturing community, the Budget and Finance Committee along with the Board have reviewed the next 5 years of projections as it relates to the reserve study. There are significant projects that will be in need of repair or replacement due to the age of various components. In addition to the reserve balance, the community association has been impacted by the significant increases to the cost of goods and services as everyone has seen in their own personal budgets. Some items directly impacting the operating budget include contracted services, insurance

rate increases, and reduction of income from the previous year as Matt Dominy mentions in his article. Due to the combination of unanticipated increases mentioned on page 7, the board has approved a $20 quarterly increase to the current master assessment. In 2022, several playgrounds, park furniture, monument signs and several large mechanical items are up for replacement. The projects will be reviewed by committees and with Board approval, be completed. Read more about the great work your committees and board volunteers do each year on page 9. To better help residents understand the community reserve study process and reserve dollars, we are hosting a Reserve Study Town Hall on Thursday, November 18, 2021 in the Barn at 6:00PM. 2022 - A YEAR OF FISCAL REDEDICATION BY MATT DOMINY Board President

I hope this issue of Power Ranch Living finds you and yours enjoying the transition to fall/winter. Your Board has been very conscious of the impact of the events of the last 18 months, particularly as it relates to community budgets. Generally speaking, the impacts were a “double-whammy.” Firstly, income decreased due to the safety protocols of the pandemic adversely affecting rental revenue for all community facilities. Secondly, expenses were negatively affected in two ways: 1) Safety protocols to keep our facilities clean and sanitary; and 2) the federal/state mandates for an increase to the minimum wage. This had an impact to all contracted services. Another concern for the Budget & Finance Committee was the declining levels of Reserve Funding. As a reminder, the Association hires an independent engineer every five years to look at all physical assets of the community and determine a useful life, replacement date and estimated cost for each of the assets. The information is provided to the Association, in book form, to help guide Reserve expenditures. In the day-to-day community management, each item identified for expenditure in a given year is reviewed by staff, and a real-time decision is made as to whether the item needs to be renovated/replaced in the year identified in the report, or does it require attention sooner or later. Over time, these individual decisions have a cumulative effect on the level of Reserve Funding. The Board set a goal several years ago of funding the Reserve Fund at 70%. This goal was set for both the Master Association, as well as the benefitted communities of the Knolls and the

Village. As it exists today, The Master is funded at about 67%, the Knolls at 61% and the Village at 52%. Although the master reserve account at 67% percent funded might not seem like we are that far from the 70% goal, the Board and the Budget and Finance Committee, along with the management team have been looking at the next 5 years and the upcoming reserve expenses. We want to ensure this community stays in a healthy place financially while maintaining the standards we are accustomed. With a strategic approach, the Knolls and Village Committees reviewed their current levels, looked at needs/ desires for 2022 and recommended to Budget and Finance assessment increases of $16 and $15 quarterly, respectively. A similar regimen was followed by Budget & Finance for the master association; and they recommended a $20/quarter increase. While I understand and appreciate that none of us like assessment increases, I’d like to make a couple of points, in closing, to put these recommendations in perspective: 1) as published in the last issue of this magazine, even with these increases, Power Ranch is still an assessment bargain when compared to comparable communities in the area; and 2) the external pressures on the budget are extreme and beyond the Board’s control. The touchstones for the budget process this year were the Board’s Mission, Vision and Values. Be assured that both the Budget & Finance Committee, and your Board of Directors continually monitor and evaluate the tension between assessment increases and service cuts. Here’s wishing you all a joyous holiday season, hopefully spent with family and friends, (for a change) and that we all have a healthy & prosperous 2022.

Whether you hear ATVs and dirt bikes out in the common area behind your house, or you’ve listened to continued barking, what you do next is up to you. You have the option of blocking out the sound and ignoring it, but you can also make a call, too. If the noise becomes too much to bear, call the police non-emergency number (480) 5036500 and ask for assistance. The Town of Gilbert has a noise ordinance that is based on reasonableness and applies to noise that is loud, excessive or disruptive, and includes, but is not limited to, electronic devices, vehicles, animals and people. If the noise is intermittent or continuous for a period of at least 15 minutes, OR if it is after 10 p.m. but before 5 a.m., AND exceeds the property line, AND disturbs the peace and order of the neighborhood or a person of ordinary sensibilities, it can be considered a violation of the ordinance. However, this ordinance does not apply to every day noise that allows for normal functions of city life to continue. Many homeowners call the HOA office informing us of dirt bikes riding in a common area, dogs off of a leash or a vandalism in progress, however, it is important for the person witnessing the crime to call the Gilbert PD immediately. The HOA cannot effectively respond to criminal acts the way a police officer can. In calling the HOA to report the crime first you are delaying the response time of police officers arriving to apprehend the perpetrators. The police need information that is best given by the person witnessing the crime. If you “don’t want to be that person” you can often times report anonymously.

THANKFUL FOR COMMUNITY

It’s the Holiday Season! One of my personal favorite things to do is spend time being thankful for people. First and foremost, family and friends but just after that is community I say this in almost every article because it’s true, the people who live here make Power Ranch amazing! The care and connection that I see and experience is remarkable. The amenities, landscaping and homes make it beautiful, but it’s the people who volunteer that make a big difference. In 2021 we had a total of 41 homeowner volunteers serving on the six committees and Board of Directors. The committees have done great work this year! Each committee and board member are homeowner volunteers who dedicate their time, experience and skillsets to make Power Ranch a better place to live and enjoy. These homeowners are passionate about their community and help make some of the tough decisions it takes to run this community. For example, the Budget & Finance committee had more than 6 meetings dedicated to dissecting, strategizing and preparing a recommended 2022 budget to the Board of Directors. Prior to the Budget & Finance Committee reviewing all budgets, each individual committee reviewed and approved their own respective budget. The landscape, knolls, village and the facilities committees all participate in this annual process. We appreciate all of the time spent and dedication that goes into reviewing and approving each presented budget. Power Ranch is an award winning master planned community, not just because of the common areas and daily operations but because the homeowners are known for maintaining and continuously improving their homes. Those improvements are reviewed and approved by the Design Review committee, with more than 4000 homes in the community this committee stays very busy. Annually this committee will review the guidelines to ensure the community stays true to the character and integrity of the Power Ranch vision while incorporating fresh color pallets and design styles. If you are interested in volunteering for a committee or a seat on the board of Directors in the upcoming year, be on the lookout for the application and the call for candidates’ announcement the beginning of 2022. In 2022 there will be two open board positions for elect. Each February we host the Annual Meeting of the Members where the newly elected board members will be announced. Shortly after that, committees will be formed and the work of the new year will begin. If you have questions about specific committees or if you are interested in running for the board, feel free to reach out and I can answer any questions you may have. Special shout out to all the people in the community who volunteer not just for the association but for pet rescues, scout troops, sports teams, churches, schools and various community non-profits. JACOB’S MISSION BY ANIKA ROBINSON PRESIDENT ASA NOW

In 2016, Governor Ducey signed Jacob’s Law, a bill authored by three foster/adoptive moms committed to helping children impacted by foster care. After our bill was signed into law, we opened ASA Now, a volunteer-led “for-purpose” organization with the drive to make a lasting impact in the lives of children who at no fault of their own entered our state’s care and as a result experienced significant trauma and loss. Through our own foster care and adoption journeys, we had become all too familiar with the daily struggles children impacted by foster care face in coping with the effects of the trauma they had experienced. We knew that someone had to do something to help these children and their families, and we realized that “someone” was us. With the support of donors and angel volunteers from around the valley, we have seen miracles unfold over the past 5 years as we have worked to create a safe haven of hope and healing for them. With this support, we were able to transform an old church and a 3-acre property into a vibrant community center and continually expand the services we offer. The growth we have experienced in the past 5 years has been tremendous. In our first year as a nonprofit, we served 515 children. In just the first 8 months of 2021, we served over 9,000 children and distributed over $500,000 worth of items to families and children in need. After 5 years of partnering with a myriad of community partners who have generously given of their time, talents, and financial support to serve our community, we can truly say that lives are being changed and the work we are doing together is making a positive impact. Partnering with local organizations like the Power Ranch Community Association allows us to make connections between foster and adoptive families and the communities they are a part of. The families who are caring for the 14,000 children in our state’s foster care system live among you. The children they volunteer to care for, attend school and church with your children. The support you lend to our organization, whether through financial donations, in kind donations, or volunteer service, is support that benefits children and youth in foster care in your own neighborhood and throughout the valley and state. The Power Ranch Community Association has supported our efforts by recruiting volunteers, organizing donation drives, and included our organization as a beneficiary of the annual Quartermania event. At ASA Now, we believe that every child deserves a stable environment, a good education, and a family and community of supporters who rally around them to help them reach their goals. We are grateful to have the continued support of the Power Ranch Community Association in our efforts to make a difference in the lives of children impacted by foster care.

FOSTERING A SENSE OF COMMUNITY BY CENTENNIAL PTO

Community is at the very heart of the Centennial Elementary PTO. Community among our Cardinal families and community among our amazing partners. Fostering these community relationships is key to providing our kids with the best experience we can give them. From families contributing their time and efforts as members of our PTO, to local businesses sponsoring events, it truly takes a village. Fostering a sense of community also sets the example for our children, teaching them the power of helping others and what we can do when we work together. Our Centennial PTO is very grateful for the many businesses in our community who contribute towards our school’s success either by monetary donations, donations of items or time. Some of the exciting events we host for our school each year include Pumpkin Lighting, a Holiday shop for our students to shop for gifts for their families, Popsicle days, and more. We couldn’t do all that we do without our community’s support! We are also grateful to be a part of the fantastic Power Ranch community and be able to participate in and host events within the Power Ranch community including the Holiday Bliss Boutique, Goodwill donation drive and more. Working together with our Power Ranch Community Association allows us all to come together for a common good - our students! We hope you’ll join us at our next community event!
