THE DREADED PARKING CONVERSATION BY REBECCA HILL Executive Director

For every resident that calls in about unfair parking rules, we have another resident calling in frustration with all of the on-street parking. Many times we have residents who feel like their one car on the street should not be a big deal but when you think about the community as a whole, we have a minimum of 10,000 cars within the community. If exceptions were made for every home or family that had a reason to park in the street, the whole community would look and feel completely different. Recently, a friend snapped a picture of a neighborhood not far from Power Ranch and said, “If no one has thanked you lately, they haven’t seen a street like this in a while.” (See included picture). While it can be frustrating to receive a parking ticket or if you have to go through the process of completing an online parking pass request, remember the alternative. Unlimited parking in the street is not what attracted you or your neighbors to the Power Ranch Community. As a friendly reminder, there is no overnight

street parking between the hours of 10 pm and 5 am. If you will be having guests visiting, temporary parking passes are available for pick up at the Association office. For your convenience, there is an online form at mypowerranch.com under the “How Do I” tab. We understand the parking policy can be annoying and at times seem unreasonable. However, please keep in mind, our commitment is to keep Power Ranch award-winning. Our motto is to be consistent and fair in our approach. Most of us also live in an Association and like you, we can struggle with having to deal with “just one more thing”, but I ask that you be-reminded, our team is here to serve and do our best to keep Power Ranch beautiful and the best place to live. WHO IS SENDING US THOSE PESKY LITTLE NOTICES? BY HEATHER PARKER Vice President

Most of us, at one time or another, myself included, have received a polite “reminder” about a rule here in Power Ranch. Often times our gut reaction might be to be offended or perhaps suggest there are others in the neighborhood with what we feel are more serious violations and think – why doesn’t the HOA spend more time worrying about the tall weeds rather than, say, whether my garbage cans were out 12 hours longer than they were supposed to be? The answer is, WE do! You can rest assured that those neighbors are receiving their reminders also. It is important to remember that WE, the residents, are the HOA. What do we mean by that? Well, remember that an HOA is a Homeowner’s Association. What is an association? Well, when you associate with someone, you align with them for a purpose. A homeowner’s association, allows for residents to align by choosing to live near each other and contribute financially to then be able to enjoy amenities that we would not be able to have on our own, like walking trails, lakes, parks, larger pools, and clubhouses. It further allows us to agree to a certain set of rules that we all agree to abide by in order to be sure that our property values will be maintained. When we purchase our homes here in Power Ranch, (or in any other neighborhood with an association), we agree to abide by the rules that are in place. These rules, or CC&Rs (Covenants, Conditions and Restrictions) were put in place when the neighborhood was created not to make a path for us to pick on each other, but rather to allow for us to all agree to a certain standard we wanted to keep for our homes and common areas to maintain or improve values as well as the enjoyment of our neighborhood. So, essentially, WE are the HOA, the residents of Power Ranch. The Board of Directors are elected by the residents to represent the interests in the homeowners in order to direct the handling of all of the amenities, manage the funds paid by all of the homeowner’s, take care of all of the common areas, as well as a variety of other things that regularly come up with a neighborhood as large as ours. The Board of Directors then hires a management company (in this case, we have CCMC) to oversee all of these day-to-day activities that need to be handled on behalf of the residents, since there is a lot of work that happens each day and we, as residents would not be able to handle all of these items without help (tree trimming, repairs to facilities, answering other resident questions, planning community events, etc.). Essentially those notices that we get “from the HOA” should really be seen as a reminder from all of our neighbors about the agreement we made when we purchased our homes, to abide by the rules of the CC&Rs. The reason we have to send reminders to each other for what may sometimes seem like minor infractions is because the law requires that we, in essence, get to enforce all of the rules, or none of the rules (there are, of course, many legal nuances). So, if we do not enforce the seemingly small rules, we might be prevented to enforce the ones that might really seriously impact each of us – like your next-door neighbor painting their house neon pink with green polka dots. I joke, but truthfully, that would be someone’s right if we did not have some guidelines/rules in place. Think what our neighborhoods would look like if we allowed parking anywhere anytime, with all the approximately 15,000 vehicles we have here in Power Ranch? It would be a very different experience driving through our neighborhood streets, for sure. So the next time we receive a reminder from our neighbors (courtesy of CCMC), let’s please try to remember that we are not being singled out, it is just our neighbors making sure that we will be able to protect each other from the kinds of things that would lower our property values as well as our fantastic qualify of enjoyment of our neighborhood here in Power Ranch. We all are the HOA.

WHO DO YOU CALL? Keeping Power Ranch running is no easy task. There are many partnerships in place and a lot of teamwork that occurs to ensure this community runs smoothly. In addition to the numerous committees that are in place that assist the Board of Directors with their decision making, we also have several community partners that we work and communicate with on a regular basis, including management companies, landscape crews, and the Town of Gilbert and its various services. With all these different entities involved in making Power Ranch the award-winning community it is, it’s also important to know who maintains what, such as parks, sidewalks, code enforcement, and much more. The Power Ranch Community Association, or PRCA, manages the general community and its amenities. The Board of Directors has contracted with CCMC to manage the association and all its functions. For instance, if you have questions about your association dues or submitting a design modification application, you can reach out to the association office. Or maybe you have questions about facility rentals or lifestyle events, that’s also the association, along with CC&R enforcement at the direction of the Board. The PRCA manages many aspects of the community, but there are some things that need to be handled by the Town of Gilbert. Should you come across any sort of crime taking place, such as a building being defaced, trespassing in any of the pools after hours, or recreation vehicles damaging grass in the parks, we ask that you contact the Gilbert Police immediately via their non-emergency phone number: (480) 5036500. As always, dial 9-1-1 for emergencies. You will be able to provide them with more accurate and timely information than if you called the association first. The sooner the issue is addressed, the better.

Additionally, the Town of Gilbert manages many of the streets and sidewalks in the community and provides residents with various services, such as emergency services, trash collection and several utilities. For non-emergency issues such as graffiti (not caught in the act), trash services, code compliance violations and street light repair, check out their Gilbert 311 app. It’s super easy to use and makes reporting these types of issues a snap! Visit the town’s website at gilbertaz.gov for more information on the various services they provide to Power Ranch residents. LET’S TRASH TALK! Having the option for bulk trash here in Power Ranch can be a big benefit, providing an opportunity to have larger and bulk items picked up curbside rather than having to haul them to a transfer station. However, it is important to make sure you are following all guidelines and codes when it comes to bulk trash. Bulk trash is scheduled every five weeks in the Town of Gilbert, except for the weeks of Thanksgiving and Christmas. The program is intended for items that are too large to fit in your trash container. This can include furniture that is unable to be donated, mattresses, microwaves, dishwashers, certain types of yard waste, and more. Some items that cannot be placed are construction debris (drywall, glass doors, etc.), auto parts, household garbage, and flat-screen TVs. For a full list of accepted and non-accepted items, please visit www.mypowerranch.com or www.gilbertaz.gov. For the safety of your neighbors and to help protect your landscaping, be sure to place your items in the street, against the curb in front of your home. Placing the pile in your streetscape area can damage expensive plants and landscaping elements. Don’t forget, you can begin placing your items in front of your home no sooner than the Saturday before the scheduled pick-up date. Early placement can result in fines from not only the association but also from the Town of Gilbert. Be sure to take a moment to review the bulk trash policies at the previously mentioned websites. These will help ensure the pick-up is done safely and effectively and help keep our community looking clean!

WATERING FOR OUR SUMMER HEAT BY JENNIFER CAMPBELL Community Manager

Summer has arrived in the Valley, and June is generally the hottest and driest month of the year. Like us, plants and trees get thirsty when temperatures rise. When summer monsoons arrive and the humidity increases, plants actually require less water. Ensure your home landscape is getting the water it needs now, and you won’t be playing catch up later. With irrigation to home landscapes and gardens accounting for up to 70% of average residential water consumption, there is never a bad time to ensure that you are delivering water wisely and effectively to your plants. With lingering heat and diminishing monsoons, this is a great time of year to check the efficiency of your irrigation schedule and the working condition of your system itself. A critical element of proper irrigation during our hot summers is timing. It is advisable to water early in the morning, pre-dawn even. If you have an irrigation system on a timer, this is easily programmable. It is important to apply the water to the soil before the heat of the day, when rapidly warming soil surfaces can begin to dry and wick moisture out of the root zone. Watering early in the day ensures that the water moves deeper into the root zone, where it can be retained and is accessible by plant roots for a longer period of time. For established trees and shrubs, you might begin irrigating anytime after midnight and may need to apply water at a slow and steady rate for multiple hours to ensure water infiltrates to the roots at a depth of 2-3 feet. Indicators of drought and heat stress typical signs include wilting leaves, drying, and browning leaves, leaf drop, branch dieback, sunscald on branches and trunks, reduced or no new growth, and potential plant death. While some symptoms will be apparent during or soon after extended drought or extreme heat conditions, in trees, reduced growth or mortality may also occur in subsequent years. Recovery of plants after an extended period of drought and heat can be slow and will depend on the extent of damage, remaining carbohydrate reserves, water availability and temperatures. If roots have shrunk from the surrounding soil, moisture uptake may be slow until the soil profile in the root zone is fully recharged with water again. Here are some helpful tips to assist you in getting the right amount of water where it needs to go: •

Check that your irrigation system is functioning correctly by turning the system on and walking around your yard. Check your emitters to make sure they are watering what and where they are supposed to.

Summertime is the last time you want to do any pruning. The leaves and branches that you are removing provide natural forms of shade that help your plants survive the heat. If you prune them away, you will be exposing the plants’ roots and soil to more UV rays and heat. Save pruning for cooler months.

•

Check your irrigation controller to see if the watering schedule meets the needs of your landscape during the hot summer months.

A few years ago, the Board of Directors, along with the Association team put their collective minds together to develop the Vision, Mission and Values for the Power Ranch community. These guidelines serve as a road map for the Board members, committee members and Association staff to ensure that Power Ranch remains a desirable and unique place to live. While all of these values and ideals are important to me and the lifestyle team and we ensure they are at the forefront of our planning process, it is really the Vision of Power Ranch that stands out to me. “Power Ranch will continue to rank as a nationally recognized, highly desirable community that offers an exciting lifestyle for all ages in which residents enjoy the benefits of family, friends, and community.” The reason this hits so close to home for me is that lifestyle and its importance to Power Ranch is called out directly. Most residents recognize lifestyle as the event and activities that take place within the community, and those play an important role in connecting residents with each other, as well as connecting the association with residents, but there is a lot more that goes into the lifestyle aspect of

Power Ranch. For instance, the parks and playgrounds that are distributed throughout the community help provide a venue for our residents to create memories with their families and friends. The various forms of communication you receive from the Association – emails, F a c e b o o k , Instagram, and this magazine – help to keep you informed of the goings on in the community. The partnerships and sponsorships you see with local businesses, schools, town offices, and so many more. All of these aspects fall under the lifestyle umbrella and are so important in keeping Power Ranch desirable and award-winning (by the way, if you haven’t already, be sure to vote for Power Ranch in this year’s Ranking Arizona!). The lifestyle team here in the community will continue to work to provide our residents with unique experiences and opportunities to not only make new friends, but to also make new memories. We look forward to seeing you out and about in the community and to get to know you better.
