GAINESVILLE, Ga. — For highly pathogenic avian influenza, the U.S. poultry industry has had a calmer year since the large-scale outbreaks seen in 2022, but that trend is changing somewhat with some states seeing an increase in cases.

On Nov. 7, the USDA’s Animal & Plant Health Inspection Service reported that confirmed detections for 2022-2023 are at 894 confirmed flocks, with 50 confirmed in the past 30 days, which have affected locations in 47 states. This comes to approximately 356 cases in commercial flocks, 538 backyard flocks and totaling about 61.26 million birds.

One of the most recent is an outbreak on a commercial table egg layer flock in Wright County, Minnesota, which affected 940,000 birds, which will be killed to help control the spread of the disease.

An Associated Press report notes that, “the toll overall has been much lower in 2023 than in 2022 as the number of bases found in wild birds plummeted and farmers redoubled their efforts to prevent any contact between their birds and the ducks and geese migrating past their farms. Even after 940,000 chickens on the Minnesota farm are slaughtered, there will only have been about 3.4 million birds killed this year.”

adds that Minnesota has lost more than 5.5 million birds since this most recent number of HPAI outbreaks. However, Iowa has been the impacted the most with a total of more than 16 million birds, including one case of 5 million egg-layers.

Arkansas also had a recent incident on Oct. 31 affecting 31,600 pullets on a commercial broiler breeder location in Madison County.

Arkansas State Veterinarian John Nilz said, “The farm is under quarantine to stop the spread of avian influenza to other flocks in the state.”

Officials continue to stress that these outbreaks pose no threat to public health, as well as poultry meat and egg products remain safe to eat.

“We have taken immediate action to contain this disease and will continue to work with poultry growers, the industry, and our laboratory partners to protect against its spread,” Arkansas Secretary of Agriculture Wes Ward said. “Arkansas poultry is safe to eat and consumers can be confident in the safety of their food.”

nation Rule, in an affected and quarantined area it is prohibited to: exhibit poultry or domestic waterfowl; move poultry or domestic waterfowl; as well as no selling, trading, bartering or giving away of poultry or domestic waterfowl at such events as flea markets, auctions, fairs or other such events.

The affected area is approximately 25 miles surrounding the confirmed HPAI flock.

Some of the other commercially affected flocks, reported

by APHIS include: a broiler hatchery, Hamilton County, Iowa, 15,000 birds (Nov. 7); a broiler breeder, Benton County, Mo., 16.600 birds (Nov. 3); turkey breeder hens, Mcpherson County, S.D., 26,800 birds (Nov. 3); broiler breeder pullets, Marshall County, Ala., 47,900 birds (Nov. 2); and turkey meat birds, Buena Vista County, Iowa, 30,000 birds (Nov. 1).

For wild birds and waterfowl detections, APHIS notes that among the most recent cases and types found with HPAI, include: Iowa, Warren County, an American green-winged teal (Oct. 27); N.D., Burleigh County, a mallard and an American green-winged teal (Oct. 27); Florida, Orange County, a bald eagle (Oct. 27); Colorado, Larimer County, a 7

great horned owl (Oct. 27); Oregon, Jackson County, a goose (unidentified) (Oct. 27); Georgia, Harris County, a Muscovy duck and black vulture (Oct. 27); Utah, Cache County, a swan (unidentified) (Oct. 27); Colorado, Larimer County, a great horned owl (Oct. 27); Minnesota, Dakota County, two peregrine falcons (Oct. 27); and Texas, Bexar County, a peregrine falcon (Oct. 27).

APHIS notes that, “wild birds can be infected with HPAI and show no signs of illness. They can carry the disease to new areas when migrating, potentially exposing domestic poultry to the virus. APHIS’ wild bird surveillance program provides an early warning system for the introduction and distribution of avian influenza viruses of concern in the United States, allowing APHIS and the poultry industry to take timely and rapid action to reduce the risk of spread to our poultry industry and other populations of concern.”

National and state agricultural officials continue to stress that a vital means to keep poultry flocks healthy is to maintain strict biosecurity protocols.

Take the necessary steps to protect poultry from disease

GAINESVILLE, Ga. — As the winter season approaches, people are taking precautions to protect themselves from illnesses that are lurking around. Likewise, poultry producers must take similar precautions to protect their flocks from getting any harmful diseases.

The USDA defines biosecurity “as everything people do to keep diseases — and the viruses, bacteria, funguses, parasites, and other microorganisms that cause disease — away from birds, property, and people.” There are two types of biosecurity constructs, structural biosecurity and operational biosecurity, according to the USDA. Structural biosecurity is the “measures used in the physical construction and maintenance of coops, pens, poultry houses, family farms, commercial farms, and other facilities.” Operational biosecurity is “practices, procedures, policies that are consistently followed by people.”

The USDA gives a list of guidelines to be followed to maintain biosecurity standards on a farm or facility. Among them include: • Keep visitors to a minimum. Only allow those people who take care of your poultry to come in contact with your birds, this includes family and friends. Keep track of everyone who is on your property at all times. Make sure everyone who has contact with your flock follows biosecurity principles.

• Wash your hands before and after coming in contact with live poultry. In addition to potentially spreading disease from farm to farm or bird to bird, you can also spread germs such as Salmonella that can impact human health.

Wash with soap and water (always your first choice). If using a hand sanitizer, first remove manure, feathers, and other materials from your hands because disinfectants will not penetrate organic matter or caked-on dirt.

• Provide disposable boot covers (preferred) and/or disinfectant footbaths for anyone having contact with your flock. If using a footbath, be sure to remove all droppings, mud or debris from boots and shoes using a long-handled scrub brush BEFORE stepping into the disinfectant footbath, and always keep it clean.

• Change clothes before entering poultry areas and before exiting the property. Visitors should wear protective outer garments or disposable coveralls, boots, and headgear when handling birds, and shower and/or change clothes when leaving the facility.

• Clean and disinfect tools or equipment before moving them to a new poultry facility.

Before allowing service vehicles, trucks, trac-

tors, or tools and equipment—including egg flats and cases that have come in contact with birds or their droppings—to exit the property, make sure they are cleaned and disinfected to prevent contaminated equipment from transporting disease. Do not move or reuse items that cannot be cleaned and disinfected such as cardboard egg flats.

• Look for signs of illness. Know the warning signs of infectious bird diseases.

• Report sick birds. Don’t wait. If your birds are sick or dying, call a local veterinarian, cooperative extensive service, or state veterinarian.

The USDA’s website also lists two very serious poultry illnesses: avian influenza and virulent Newcastle disease.

VND USDA notes that virulent Newcastle disease is “a contagious and fatal viral disease affecting the respiratory, nervous and digestive systems of birds and poultry.” Before the disease was called exotic Newcastle disease, however the name was changed. The illness is extremely virulent, and some birds will die being asympPOULTRY TIMES

The Poultry Science Department of Mississippi State University has also released information on common types of poultry illnesses.

Based on the information from the university, the most severe strain of virulent Newcastle disease is called Viscerotropic Velogenic Newcastle Disease (VVND). The United States strictly enforces bird exports and requires that sick birds not enter the U.S. This strain of the virus has a high mortality rate among poultry.

A much less severe strain of the disease is called Mesogenic Newcastle disease and is the most common found in the U.S. Newcastle disease is very contagious and can cause an entire flock of birds to develop the illness within three to four days. The university states that “the virus can be transmitted by contaminated equipment, shoes, clothing and free-flying birds. During the active respiratory stage, it can be transmitted through the air. The virus is not thought to travel any great distance by this method.” A bird is not a carrier of the virus after it is healthy again. The virus does not live longer than 30 days on a farm or facility.

Symptoms include, “nasal discharge, excessive mucous in the trachea, cloudy air sacs,

Randy Day installed as NCC’s new chairman WASHINGTON — The National Chicken Council has installed the four officers that will guide the organization through 2024. The installation took place at NCC’s 68th Annual Conference in Washington, D.C. Randy Day, retired CEO and special advisor to the Perdue Farms Board of Directors, will serve as 20232024 Chairman.

Day led the company’s senior leadership team, which includes Perdue Foods, Perdue AgriBusiness, and Perdue Farms corporate functions. After 43 years, Day retired as CEO this past summer and is now serving as special advisor to the board. He was named CEO in March of 2017, after serving as chief operating officer. Day began his professional career with Perdue Farms in 1980, holding various positions of increasing responsibility in the company’s two operating divisions, Perdue Foods and Perdue AgriBusiness.

He received his bachelor of science degree in biology from Western Maryland College, earned a master’s degree in poultry nutrition from the University of Maryland-College Park, and completed the Advanced Management Program at the Harvard Business School. Day and his wife Debbie reside in Salisbury, Md. They have three children and seven grandchildren.

Jackson joined Simmons in 1991 and has more than 32 years of poultry and pet food experience. From October 2016, until his appointment as chief operating officer over all the Simmons companies in October 2018, Jackson was president and chief operation officer of Simmons’ poultry operations. From March 2014 through October 2016, he served as president and chief operating officer of Simmons Pet Food. From 2012 through March 2014, he served as president of Simmons Wet

operations officer, will serve as NCC vice chairman. Griffith has more than 25 years of management experience in the food industry and is known for his strong reputation for innovation, sustainability and quality.

Prior to joining Peco, he worked for Keystone Foods U.S. where he served as president from 20162019 and also held roles of vice president of Global Food Safety and Quality Assurance, and vice president of Food Safety and Quality Assurance.

In addition to nine years with Keystone, Griffith had a successful tenure at Perdue Foods, overseeing food safety, quality and regulatory compliance.

After 10 to 14 days, the chicken may start to experience paralysis in one or both wings. Along with the chicken’s head and neck being twisted, it can fall to it’s back or between the legs. Mortality among younger poultry could result in no loss of chickens or the loss of the entire flock. Adult poultry primarily see respiratory issues and hardly ever see any nervous system difficulties. Nevertheless, older chickens will have a decline in their egg production. The eggs produced will be smaller in size and have a soft outer shell. Eggs will appear off-colored and unusually shaped. The mortality rate for older chickens is much lower than

the younger birds, although it can be high with some strains of the virus. Symptoms in turkeys are mostly minor unless nervous system symptoms develop. If a turkey is infected with the virus, the turkey will produce eggs with a white chalky shell.

USDA adds that,“Virulent Newcastle disease is not a food safety concern. No human cases of Newcastle disease have ever occurred from eating poultry products. Properly cooked poultry products are safe to eat. In very rare instances, people working directly with sick birds can become infected with mild symptoms, such as conjunctivitis. These are easily prevented with personal protective equipment.”

Avian influenza “Avian influenza is caused by an influenza type A virus which can infect poultry (such as chickens, turkeys, pheasants, quail, domestic ducks, geese, and guinea fowl) and wild birds (especially waterfowl),” USDA says.

Highly pathogenic avian influenza (HPAI) virus strains can be transmitted quickly through a flock and can spread between flocks.

This strain of avian flu can have a high mortality rate. Low pathogenicity avian influenza (LPAI) virus strains spread among wild birds and causes no infection. If farm poultry is affected by LPAI, symptoms are mild.

Assessing sanitizer effectiveness at reducing salmonella in turkey eggs POULTRY TIMES

TUCKER, Ga. — Egg handling, particularly washing and sanitization, plays a key role in the reduction of Salmonella in commercial turkey operations by ultimately reducing transmission to hatched poults. Developing an effective egg sanitizer process that keeps the cuticle layer intact to ensure high rates of hatchability, but reduces Salmonella contamination, is important to the poultry industry.

Unfortunately, in 2019, a Salmonella Reading outbreak brought the turkey industry to the forefront of a public health discussion.

Surprisingly, the outbreak strain was traced back to multiple slaughter and processing establishments. This likely indicates the cause of the outbreak was due to the presence of this serotype throughout a majority of the live turkey production chain. This finding also paralleled the Salmonella Infantis outbreak in 2018 that was linked to broilers. Together, these outbreaks emphasize the impact of preharvest actions and programs and highlight that all points of the poultry process are essential to food safety.

Most hatch eggs are currently treated with chlorine or quaternary ammonium which have been shown to keep most of the cuticle in tack.

However, they do not eliminate all Salmonella.

Salmonella is frequently found on eggs after the sanitization process.

Chlorine, specifically, is widely used in breeders for egg sanitization. Although it can be an effective sanitizer, it dissociates quickly with presence of organic loads, can be corrosive to equipment, and it is problematic to ensure the chlorine is at effective levels, requiring strict management practices. Other available sanitizers can damage the cuticle and allow more bacteria to enter the egg. Prior studies have evaluated peracetic acid (PAA) and hydrogen peroxide (H2O2) as egg sanitizers, but none of those trials evaluated the cuticle layer to ensure hatchability. An improved egg sanitization process is needed to reduce Salmonella contamination in breeder eggs.

In 2022, the U.S. Poultry & Egg Association funded a study to evaluate several new antimicrobials on the market as egg sanitization chemicals and assess their impact on the egg cuticle. The first objective of the study was POULTRY TIMES

“Developing an effective egg sanitizer process … is important to the poultry industry.” to perform a Salmonella inoculation trial to determine the most effective hatch egg sanitizers to reduce Salmonella contamination on the external egg surface.

The sanitizers evaluated included thymol, peracetic acid (PAA), bromine, peroxide and quaternary ammonium. Chlorine (commonly used in the industry today) was included as a positive control, and an unwashed set of eggs served as the negative control. Sanitization efficacy was evaluated by inoculating the eggshell with Salmonella, treating the egg with each sanitizer wash treatment, shaking the washed eggs in a bag with sterile media, and measuring contamination by plating the rinsate and quantifying aerobic plate counts and Salmonella.

The second objective assessed the hatch egg sanitizers from objective one on their ability to cause potential cuticle damage and allow Salmonella to penetrate the egg. Bacterial penetration into the egg was evaluated by inoculating the eggshell with Salmonella, treating the egg with each sanitizer wash treatment, and measuring transmission by plating the internal egg contents and quantifying Salmonella (Log CFU/g by enumeration). The egg penetration was also evaluated by a Blue Lake Dye test performed at 1 day of storage.

than 3 Logs on the surface of the inoculated eggs when compared to the unwashed treatment. Peroxide Bio-Oxygen Chem Decon was the most effective egg sanitizer tested. The peroxide product reduced Salmonella prevalence on the egg surface by more than 70 percent.

When compared to chlorine, only the peroxide and thymol products were statistically different in the recovery of Salmonella from the egg surface. Thymol treated egg surfaces still had Salmonella detected at a rate of 96.7 percent, while only 26.7 percent of the peroxide treated egg surfaces had Salmonella detected. PAA, quaternary ammonium and bromine proved to

be as effective as chlorine by reducing Salmonella detected on the surface of the eggs. Quaternary ammonium, peroxide and PAA treatments reduced aerobic plate counts significantly more compared to the chlorine treatment, while the thymol and bromine treatments were not as effective at reducing aerobic plate counts when compared to the chlorine treatment.

Overall, the thymol treatment was the least effective sanitizer.

None of the sanitizers assessed appeared to have any effect on the cuticle layer using the two methods chosen for the trial.

A true hatchability trial should be completed to ensure hatch rates are not negatively affected by the sanitizers evaluated. From an operations standpoint, the thymol, quaternary ammonium and peroxide products tested during the trial foamed well with the equipment used. The foam could cause operational 11

issues with equipment when being used in normal breeder egg processes.

If these sanitizers are used in industry, it is recommended to find a way to reduce foam production. In terms of corrosion, PAA, bromine, peroxide and quaternary ammonium are all less corrosive to equipment than chlorine and could prevent breeder operations from high costs associated with equipment and pump maintenance.

IPPE 2024 trade show floor to be its largest ever ATLANTA — The 2024 International Production & Processing Expo (IPPE) has surpassed 600,800 square feet of exhibit space and has secured more than 1,295 exhibitors with two and a half months remaining until the show opens.

This will be the largest trade show floor in IPPE’s history, covering all four halls of the Georgia World Congress Center.

Meijer hoping to combat inflation with its turkey prices GRAND RAPIDS, Mich.

— With Thanksgiving fast approaching, Meijer is stocked and ready with a wide selection of turkeys at prices that roll back the clock to lessen the impact of inflation on families.

The Midwest retailer anticipates selling 1 million turkeys this holiday season, which is the equivalent of 520 truckloads.

Customers can purchase Meijer brand frozen turkeys for only 59 cents per pound through Nov. 25, which is roughly the same cost Meijer offered its customers in the 1930s, said Josh Potts, Meijer poultry buyer.

The stepwise nature of treatment was emphasized, noting that prevention of issues was crucial since downstream processes rely on the quality of the incoming wastewater. He explained that exceeding the design capacity of a system will

ICGA supports transparency of fertilizer industry JOHNSTON, Iowa — The Iowa Corn Growers Association® has developed language to be added to the Farm Bill that would review competition and transparency of the fertilizer industry.

The drafted language would mandate an assessment by the USDA of the pricing practices used by fertilizer companies and the effects of the price increase on both farmers and consumers.

“Over recent years, input costs for farmers have gone up again and again and were crucial topics at grassroots events led by ICGA,” said Jolene Riessen, a farmer from Ida Grove and ICGA president. “This assessment would provide transparency of the fertilizer market and help us understand why these increases in price are reoccurring.”

with the support of Sen. Chuck Grassley (R-Iowa) and Sen. Joni Ernst (R-Iowa), this language will make it into the Farm Bill, as it would provide the USDA with a framework of variables to start a comprehensive study and review of the fertilizer industry and Congress with adequate information on the exertion of market power by companies within the industry.

U.S. bans French and some EU poultry products stemming from vaccinations

GAINESVILLE, Ga. — As of Oct. 1, 2023, the USDA’s Animal and Plant Health Inspection Service announced that it has put a trade restriction on poultry and poultry products coming from France, the European Poultry Trade Region (Great Britain is not included), Iceland, Switzerland, Liechtenstein and Norway.

In a statement, APHIS said “The restrictions are based on the World Organization for Animal Health’s definition of poultry and are the result of France’s decision to vaccinate commercial meat ducks against HPAI. France’s decision to vaccinate presents a risk of introducing HPAI into the United States.

Some items for consumption like ducks, duck eggs, and unmitigated/untreated duck products have restrictions on them as well.

The United States prohibits any poultry that has been infected with Avian Influenza or has vaccinated for the disease from entering the country.”

APHIS added that, “Vaccination of poul-

try against HPAI virus may mask HPAI virus circulating in poultry. Vaccinated birds may not show signs of HPAI infection, which could lead to the export of infected live animals or virus-contaminated products to the United States.”

France has been hit hard by avian influenza. Reuters reported that there has been a record spread of the virus worldwide and France badly affected by the disease.

Avian influenza can cause harm to a country’s food supply and cause an uprise in prices for poultry meat and eggs. The French government feared that virus could mutate and become a problem for human transmission. Furthermore, they introduced mandatory vaccinations for ducks.

France became the first country in the European Union to have mandatory vaccinations. On Oct. 2, 2023, French Agriculture Minister Marc Fesneau was in attendance as the first shots were administered on a farm in Landes, France. Fesneau said, “it’s a moment of optimism, we have the feeling of seeing the light at the end of the tunnel.”

The French Agriculture Ministry said in a statement, “This means that a total of

64 million ducks at 2,700 farms will need to be vaccinated over a year for a total cost of nearly 100 million euros ($105 million), of which 85 percent will be financed by the state.”

Along with the U.S., Fesneau said that Japan “was also still reluctant to accept French poultry after vaccination” despite serious conversations. Ducks will be the primary focus for vaccinations considering that they make up for 8 percent of the French poultry supply, and are very vulnerable to avian influenza.

USPOULTRY seminar focused on poultry health in the HPAI reality TUCKER, Ga. — The U.S. Poultry & Egg Association’s 2023 Live Production, Welfare and Biosecurity Seminar provided attendees with perspectives on biosecurity and safeguarding flock health, particularly in the light of the ongoing threat presented by highly pathogenic avian influenza (HPAI).

Additional topics covered water sanitation, on-farm food safety testing, antimicrobial stewardship, biosecurity audits and more.

Continuing the HPAI theme, Joseph Churilla, wildlife biologist with the USDA Animal and Plant Health Inspection Service Wildlife Services, gave an update on the efforts being made to prevent flock infection. He explained that Wildlife Services works with airports in hazard mitigation and that many of the strategies applied to bird strike prevention also apply to biosecurity at poultry farms. He noted that while it is not possible to control what flies over a farm, there are factors that can be controlled to prevent infection.

Dr. Casey Ritz, University of Georgia professor and Extension poultry coordinator, discussed the importance of litter manage-

ment in disease prevention and flock health.

Four principles of disease-preventing litter management were provided, including removing dead birds, controlling moisture, controlling ammonia, and suppressing pathogens. He noted that litter management is a continuous process and that pathogens can carry over from flock to flock, leading to repeat disease outbreaks. Methods for treating litter, including flaming, shallow fermentation and windrowing were discussed, along with their various benefits and ability to destroy pathogens.

Dr. Lilong Chai, UGA assistant professor and engineering specialist in the Department of Poultry Science, provided an update on precision farming technologies for poultry and egg producers. He discussed artificial

intelligence (AI) technology and machine vision combining to allow monitoring of house conditions as well as bird behaviors and health conditions.

Dr. Maxcy Nolan III, consultant with the NIPCAM Group, presented on mitigating pest pressures in poultry. Prevention strategies were discussed, and common factors included biosecurity measures to exclude the pests from the facility. Prevention and early action were highlighted as the most effective means to mitigate pest pressures.

Control methods, including rodenticides and their regulatory requirements, were also discussed.

Extension specialist brings love of teaching to Ark. FAYETTEVILLE, Ark. — Poultry science Extension specialist Zac Williams is passionate about education, both in the poultry house and in the classroom.

“I enjoy teaching, whether that be through extension programming or in the classroom,” Williams said. “Being able to relay knowledge from the scientific community to producers and students makes me feel like I’m making a difference.”

Williams joined the Center of Excellence for Poultry Science and Poultry Science Department as an assistant professor in June.

In his new role, Williams provides poultry education and outreach through the Arkansas Cooperative Extension Service, with a focus on connecting with the commercial poultry industry in Arkansas.

“We are very excited to have Dr. Zac Williams join the faculty in the Department of Poultry Science and Center of Excellence for Poultry Science,” said David Caldwell, Poultry Science Department head and director of the Center for Excellence for Poultry Science. “Thus far in Zac’s career,

“I’m really excited about working with the team of faculty, staff and students in the Poultry Science Department and the university and seeing where I can fit in and contribute,” Williams said.

“I’m also excited about being so close to a large percentage of poultry production and the challenges and opportunities that will arise.”

Williams received his bachelor’s and master’s degrees in poultry science from Mississippi State University. He earned a Ph.D. in poultry science from Auburn University.

Purdue developing field test to detect COVID-19 virus in dozens of species Purdue University

WEST LAFAYETTE, Ind. — Purdue University has received $2.7 million in federal funding from the USDA’s Animal and Plant Health Inspection Service to develop a field test that can measure and predict the spread of SARSCoV-2, the virus that causes COVID-19, in a wide range of wildlife and farm animals.

“We’re hoping to develop one protocol and that the test works universally,” said Mohit Verma, Purdue assistant professor in agricultural and biological engineering and the Weldon School of Biomedical Engineering. Verma and his colleagues plan to collect nearly 2,000 nasal and oral samples from more than three dozen species of mammals and birds ranging from cattle, swine and wolves to chickens, ducks, and turkeys.

The project team includes Purdue’s Arezoo Ardekani, professor of mechanical engineering; Gregory Fraley, the Terry and Sandra Tucker Endowed Chair of Poultry Science; Jonathan (Alex) Pasternak, assistant professor of animal sciences; Jon Schoonmaker, associate professor of animal sciences; and Patrick Zollner, professor of quantitative ecology in forestry and natural resources.

They will work with additional collaborators at Purdue and other universities and at APHIS, the Indiana Department of Natural Resources, Great Lakes Indian Wildlife Commission and Wolf Park near Battle Ground, Indiana.

Additional partners are the Native American Fish and Wildlife Society, Indiana State Poultry Association and Midwest Poultry Consortium.

The team’s goal is to provide a simple and affordable way for animal and public health agencies in tribal, state, federal and private lands to track transmission of the virus as it potentially spreads between different animal species and humans. The testing would be suitable for settings ranging from hunting, trapping and animal production to veterinary clinics and at home.

The project spans both hardware and software components.

The hardware is the test for field use. The software is for uploading the results to a dashboard to monitor spread of the virus in different animals and locations.

APHIS and its partners completed studies that showed the virus spread to various animal species, wildlife included. For white-tailed deer, their research conducted in 2021 revealed that approximately 40 percent of the samples contained SARS-CoV-2 antibodies, suggesting that the virus was circulating in the states that were evaluated.

“There is a potential for COVID-19 to be resident in animals and then spill back to humans,” Verma said. “That’s the concern, and that can happen. That’s why we are developing better tools for surveillance in wildlife, companion animals and farm animals.”

The problem disproportionally affects tribal nations, whose members maintain close contact with wildlife both for subsistence and cultural reasons. An April 2022 Congressional hearing on “Preventing Pandemics through U.S. Wildlife-borne Disease Surveillance” highlighted the need to involve tribal nations in the proPOULTRY TIMES

cess. Likewise, the Department of Natural Resources and the U.S. Geological Survey could use better surveillance tools to help guide outdoors enthusiasts nationally.

“We thought about what could be the most universal and could still be used in the field across different users,” Verma said.

The team settled on oral-nasal swabs because they can sample what often is a shared cavity in animals. The team will focus on the SARS-CoV-2 virus, but the tools could apply to other viruses and emerging diseases as needed. The project will build off Verma’s ongoing work in animal and human health. Verma has already developed innovative paper-based, rapid-result tests for bovine respiratory disease and COVID-19 and is in the process of commercializing these through his startup Krishi Inc. “We’re hoping that the tools we develop will be amendable to lowresource use and can be deployed widely,” Verma said.

The availability of results could be reduced from one day to an hour at a cost of about $10 per test.

A key goal will be to improve the test’s sensitivity. Because it was designed to be simple and userfriendly, the test Verma developed 28

for humans was less sensitive than laboratory-based quantitative polymerase chain reaction (qPCR) tests. Both animal size and the rate of virus replication determine the needed sensitivity level, he noted. Many animals not yet susceptible may become susceptible if the virus mutates.

“A lot of this is not known. We are comparing ourselves to what we can do in the lab,” he said. “If you take the same sample, do all the purification and extraction in the lab, then do this qPCR test, what levels can you get?”

Ideally, the team will develop a test sensitive to the virus at low levels, even before an animal begins showing clinical signs.

Project funding stems from the American Rescue Plan Act for work focusing on the One Health Concept, which recognizes the link between the health of people, animals and the environment.

It builds on initial seed support provided by Purdue University College of Agriculture through its 2030 Idea Challenge. The project leverages previous developments supported by USDA’s National Institute of Food and Agriculture, Foundation for Food and Agriculture Research, Raytheon BBN Technologies and USDA APHIS.

USDA publishes new standards for organic livestock, poultry production WASHINGTON — U.S.Agriculture Secretary Tom Vilsack recently previewed the Organic Livestock and Poultry Standards (OLPS) final rule. This new rule establishes clear, strong and consistent standards for organic livestock and poultry production, levels the playing field for organic livestock farmers, ranchers and businesses and promotes fairer, more competitive markets for their products, while providing consumers with more transparency about their purchases.

“USDA is creating a fairer, more competitive and transparent food system. This organic poultry and livestock standard establishes clear and strong standards that will increase the consistency of animal welfare practices in organic production and in how these practices are enforced,” Vilsack said. “Competitive markets help deliver greater value to all producers, regardless of size.”

This change was driven by strong interest from consumers and the organic industry.

USDA encouraged the public to comment and USDA received more than 40,000 written comments, all of which were carefully reviewed to inform drafting of this final rule. USDA also held a listening session on August 2022 to hear public comments on the proposed rule.

OLPS improves uniformity with regard to animal welfare practice requirements for organic livestock and poultry, promoting their well-being and natural behaviors.

The final rule outlines more consistent standards for six key areas, including: • Outdoor space requirements: OLPS sets minimum outdoor space requirements for organic poultry and requires ready access to the outdoors. Outdoor areas must be at least 75 percent soil and include vegetation to the

degree possible.

• Indoor and outdoor living conditions: Shelters must have sufficient space for livestock to lie down, stand up, turn around, fully stretch their limbs or wings and express natural behaviors, such as rooting in pigs and scratching in chickens. Bedding areas must be sufficiently large and comfortable to keep livestock hygienic (for the species), dry and free of lesions.

• Poultry stocking densities: The rule sets specific requirements for indoor and outdoor stocking densities to align with advisory board recommendations, third-party animal welfare standards and public comments from organic stakeholders.

• Preventative health care practices: Producers must maintain preventative health care practices that include sufficient nutrition and comprehensive parasite prevention plans. Animals must be treated with allowed medicines to minimize pain, stress and suffering. All necessary treatment must be administered, even if the animal loses its organic status.

• Physical alterations and euthanasia: Physical alterations are permitted only for identification purposes or the safety of the animals, and certain alterations are prohibited altogether.

Alterations must be performed at a young age for the species and in a manner that minimizes the animal’s pain and stress. Humane euthanasia may only be used if treatment is not an option.

• Transport, handling and slaughter: Operations must describe how organic management and animal welfare will be maintained for transport that exceeds eight hours. Animals must be fit for transport. The mode of transport must be seasonally appropriate to protect livestock from cold or heat. Operations

must adhere to USDA (FSIS) humane slaughter standards.

In partnership with USDA-accredited certifiers, USDA’s National Organic Program will oversee the implementation of and enforce compliance with these new, more consistent standards to support the growth of the organic market.

Implementing OLPS will give organic livestock and poultry farmers, ranchers and businesses — including those interested in transitioning to organic — more opportunities to compete fairly in the market, USDA said. The rule supports ongoing consumer confidence and trust in the USDA organic seal by better aligning the organic standards with consumers’ expectations for animal welfare.

Many consumers are willing to pay a premium for organic livestock products, particularly for the organic chicken, egg and meat industry, USDA noted, adding that, by increasing consumer trust in the organic label by aligning the organic standard with consumers’ animal welfare preferences, USDA is helping to deliver greater value to producers, and creating a fairer, more competitive and transparent food system.

The final rule will be published in the Federal Register.
