Often perceived as the blunt instrument of the construction industry, demolition is a sector currently undergoing change with technological advances playing their part in its transition to ethical practice along with environmental responsibility.

• The winners of SkillBuild 2025 were announced at an awards ceremony in Milton Keynes delivered by the CITB. The 80 participants went head-to-head over three days in 10 construction trade categories. Registrations for SkillBuild 2026 are now open with Regional Qualifiers taking place in 17 locations across the UK from March to June this year.

• In October RIBA revealed the winner of the Stirling Prize for 2025 while members of the Lead Contractors Association gathered in Kenilworth in a record turnout for the presentation of the Murdoch Awards 2025, recognising the finest examples of craftsmanship and innovation in the sector.

• The need to attract, train and retain the next generation of skilled tradespeople in the construction industry has never been greater with 35% of the existing workforce being over the age of 50 and the Federation of Master Builders is calling on its members to step up their mentoring efforts to help tackle the deepening skills crisis.

• In Liverpool the Mayor of the City Region, Steve Rotheram, has entered into a partnership with the CITB to train thousands of construction workers in the region.

Together they aim to create better opportunities for local people and improve apprenticeship success rates.

• The cost of living crisis is also presenting financial challenges for everyone across the built environment. Utilities consultants offer surveys and assessments that can prevent project delays and save clients unwanted costs and disruption by having a clearer idea of where everything is underground. q

APPLEBY BLUE ALMSHOUSE WINS RIBA STIRLING PRIZE 2025

[THE WINNER of the RIBA Stirling Prize 2025 was announced at

London’s Roundhouse in October with the award going to Appleby Blue Almshouse, a social housing complex for over-65’s by architects Witherford Watson Mann.

Replacing an abandoned care home, Appleby Blue offers highquality collective housing, providing 59 apartments and shared facilities. It radically reimagines the traditional almshouse to foster community and reduce isolation amongst residents. It places community spaces at its heart to encourage interaction, while bay

windows at street level connect residents to the outside world.

Speaking on behalf of the RIBA Stirling Prize Jury, Ingrid Schroder, director of The Architectural Association (AA) School of Architecture, said: “This project is a clarion call for a new form of housing at a pivotal moment.

Built against the backdrop of two crises, an acute housing shortage and a growing loneliness epidemic among older people, Appleby Blue offers a hopeful and imaginative response, where residents and the surrounding community are brought together through the transformative nature of the design.” q

FMB HIGHLIGHTS POWER OF MENTORING TO STRENGTHEN CONSTRUCTION’S FUTURE [

AS THE CONSTRUCTION INDUSTRY marks National Mentoring Month this January, the Federation of Master Builders (FMB) is calling on building firms to step up their mentoring efforts to help tackle the sector’s deepening skills crisis.

With the UK construction industry requiring an estimated 47,860 additional workers per year through to 2029, and 35% of the current workforce over the age of 50 and approaching retirement, the need to attract, train and retain the next generation of skilled tradespeople has never been more urgent.

SME construction firms train approximately three-quarters of all construction apprentices, demonstrating the sector’s proud tradition of developing the workforce. However, with 61% of building firms reporting that their work has been affected by skills shortages, expanding mentoring programmes has become essential to the industry’s future.

Brian Berry, chief executive of the FMB, said: “Mentoring has always been at the heart of how our industry passes on skills and values. The best builders I know learned from someone who invested their time to support and develop them. As we face an ongoing skills shortage, creating opportunities for experienced tradespeople to mentor others

isn’t just good for individual building companies, it’s essential for the future of construction.

“Through mentoring, builders not only give back but also strengthen their own businesses by developing leadership and communication skills, building trusted networks and supporting the next generation.” q www.constructionnational.co.uk

LANDMARK PLANNING AND INFRASTRUCTURE BILL BECOMES LAW [

THE GOVERNMENT’S landmark Planning and Infrastructure Bill received Royal Assent in December.

Millions of working people and families are set to directly benefit from more homes, better transport links and cleaner energy projects built quicker, thanks to the seismic planning reforms becoming law.

The Planning and Infrastructure Act will remove blockages and delays in the planning system, accelerating the construction of tens of thousands of new homes across every region. In addition, it will get dozens of new roads, railway lines, windfarms and key critical infrastructure built quicker – all while securing a win-win for the environment and the economy.

New powers in the Act that came into force on 18 December allow reservoirs to be built faster, enable a new scheme to slash energy bills for people living near pylons by up to £2,500, and support clean power projects being prioritised for grid connections to bolster Britain’s energy security.

As a crucial pillar of the government’s growth mission, the Act will make Britain a more attractive place for business, opening the door to more investment opportunities in major infrastructure and housing schemes – while also supporting plans to achieve clean power by 2030, make 150 decisions on major infrastructure and build 1.5 million homes.

The significant pro-growth changes will see up to £7.5bn injected into the UK economy over the next decade, create more opportunities for working people to step onto the housing ladder, unlock more well-paying jobs, pave the way for less congestion on roads, and protect pay packets from the rollercoaster of energy shocks.

In the coming weeks and months, ministers will set out when the remaining reforms in the legislation will come into effect as the government steps up to the plate to go further and faster in getting Britain building.

Housing Secretary Steve Reed said: “Britain’s growth has been held back by a sluggish planning system, slamming the brakes on building and standing in the way of fixing the housing crisis for good.

“Today that changes. Our landmark Planning and Infrastructure Act will tear down barriers to growth, and this means getting spades in the ground faster, unshackling projects stuck in planning limbo and crucially unlocking a winwin for the environment and the economy.

“We’re ushering in a new era to build 1.5 million homes that will give families a secure roof over their head, alongside key infrastructure to create high-paying jobs and power our homes and businesses. That’s exactly the Britain I want to see so it’s time to

get on with the job and build baby build.”

Chancellor of the Exchequer Rachel Reeves commented: “We promised to grasp the nettle of planning reform – and we’re delivering.

This landmark legislation ends years of dither and delay that has held back too many vital projects, like Lower Thames Crossing and Sizewell C. “And we’re not stopping there, this government will leave no stone unturned to get spades in the ground – building the homes families need and the infrastructure our economy needs to thrive.”

Water Minister Emma Hardy added: “Water security is critical for our economy, food, energy, housing and environment. Yet even as shortages grow, we haven’t built a new reservoir in 30 years.

“That’s why we’re cutting red tape and fasttracking vital reservoirs. With £104bn already secured for the water sector, our Water White Paper will deliver long-term reforms to get spades in the ground and infrastructure built.”

With the Planning and Infrastructure Act now set in stone, a wide range of measures will be brought forward at haste to speed up housebuilding and the delivery of critical infrastructure. Key changes in the Act include: • A new Nature Restoration Fund will allow developers to get spades in the ground faster for multiple housing and infrastructure projects, with Natural England putting in place pro-nature measures at scale to restore natural habitats and wildlife.

• Limiting the number of attempts at legal challenge against government decisions on major infrastructure projects, with only one attempt rather than three for cases deemed by the court as totally without merit.

• Modernising planning committees to focus on the most significant developments

rather than smaller projects, speeding up local decisions on new homes.

• Extra powers for development corporations to speed up delivery of large-scale projects, including the next generation of new towns, with more affordable homes and public transport.

• Simplifying the approval process for new EV chargers on public roads to save time and costs while supporting clean power.

• Enabling electricity bill discounts of up to £2,500 over 10 years for communities hosting new pylons and transmission infrastructure.

• Making it easier to acquire land for new homes, GP surgeries and schools.

The government has also published an implementation plan setting out how the Nature Restoration Fund will work in practice and the timelines for the first Environmental Delivery Plans. The plan confirms the government will make cleaning up rivers by removing pollution at source a priority, along with streamlining processes for developers.

Major infrastructure projects will also face fewer delays from burdensome pre-application statutory consultation requirements thanks to an overhaul of the pre-application period. Alongside other reforms, this will speed up major infrastructure projects by 12 months on average.

The new Act doubles down on the Housing Secretary’s mantra to ‘build baby build’ more homes and infrastructure across the country, building on recent plans to accelerate development on land near well-connected train stations.

This follows the government’s unrelenting focus to make the planning system clearer, more predictable and faster to build 1.5 million new homes, through the most significant rewrite of planning rules in more than a decade. q www.constructionnational.co.uk

4D CAPITAL BUYS THE YORK HANDMADE BRICK COMPANY SAVING 20 JOBS [4D CAPITAL PARTNERS LLP (4D) have announced the

acquisition of York Handmade Brick Co Limited (York Handmade), the multiple award-winning manufacturer of bespoke and premium handmade bricks.

The deal has prevented the brickmaker going into administration, saved 20 jobs and secured its long-term future.

York Handmade is famous for using the finest materials and traditional techniques to make bricks of exceptional quality for both heritage restoration and distinctive new build projects. Its bricks have been used in the Shard, the Said Business School in Oxford and Magdalene College Library in Cambridge (pictured right).

The business will form part of 4D’s building products group, together with Hepworth Clay.

Hepworth Clay is the only large-scale UK manufacturer of vitrified clay pipes and associated fittings used for drainage purposes. It also manufactures a range of terracotta products for the construction and ventilation of domestic flue and chimney systems. The first six months of 4D’s ownership has already yielded £1.9m of annualised EBITDA improvements.

Alex Silk, founder of 4D, said: “We are delighted to have added York Handmade to our building products group. Like Hepworth, it is a heritage brand producing

UTILITIES CONSULTANTS: PROVIDING THE VITAL SUPPORT EVERY CONSTRUCTION PROJECT NEEDS

[THE UK’S cost of living crisis is

adding significant financial challenges for everyone across the built environment, not least property developers and builders.

While utilities consultants can’t do anything about the rising material costs, they offer surveys and assessments that can prevent project delays and save clients unwanted costs and disruption.

In fact, the importance of utilities consultants cannot be understated. This was never more apparent than during a recent project for a client of ours. We were engaged by a private airfield to assist with the provision of new services to the facility.

However, the local electricity network was already working above capacity and suffering from mini blackouts. In fact, it was passing three times as much electricity as it should. Proving the electricity supply in that area was inadequate – leading to UK Power Network acknowledging this and stating reinforcement and a new sub-station was required – Whitecode Consulting saved the client £1m.

This level of due diligence is just one example of the significant benefits of taking advantage of utilities consultants’ expertise and experience. Indeed, by undertaking extensive surveys of any and all existing pipes and cables, Whitecode Consulting has advised a number of clients to help them avoid unwanted and substantial costs.

Sometimes, housebuilders may not check what is below ground before they start construction. However, this is a false economy.

For example, a £10,000 survey for a £250m project is not a huge outlay compared to what it would cost to move existing pipework and cables further into the project.

By spending money up front to have surveys and assessments carried out by utilities consultants, builders will have a much clearer idea of where everything is underground. Consequently, decisionmaking is easier and the initial construction work is more productive – ultimately reducing project delays.

For instance, during a major residential development project in London, an existing water main that had already been installed was hit. However, the new pipework hadn’t been recorded, so nobody knew it was there. This perfectly illustrates a significant problem that is occurring regularly in the built environment – people aren’t properly recording what is being fitted underground. Instead, there are often assumptions that this knowledge is known and that is why mistakes happen.

In fact, the Utility Strike Avoidance Group’s strike damages report in 2020 revealed the estimated cost of utility strikes in 2019 was £261m.

The compensation and associated costs not only create substantial financial challenges but also cause major project delays. As a result, this could see around 1,305 homes not being built per year.

Teams on a construction site can often work in silos and don’t tend to communicate with each other too frequently. Having a full overview of the entire project and being able to plan ahead accordingly, utilities consultants bring construction teams together, ensuring a much more cohesive and collaborative approach.

Consequently, projects are undertaken and completed safer, more efficiently and to the optimum standard.

DEMOLITION HAS LONG BEEN PERCEIVED as the blunt instrument of the construction industry – noisy, disruptive and inherently wasteful. Yet that perception is rapidly becoming outdated. Advances in demolition techniques, combined with a growing emphasis on ethical practice and environmentally responsible procurement, are reshaping the sector into one that plays a vital role in sustainable construction and urban regeneration.

At the forefront of this transformation is the shift from traditional, mechanical demolition towards more controlled and selective approaches. High-reach excavators and implosion still have their place, particularly on large or structurally complex sites, but they are increasingly complemented - and in some cases replaced - by soft strip and deconstruction methodologies. These techniques prioritise the careful removal of building elements to maximise material recovery, reduce environmental impact and improve safety outcomes.

Soft strip and deconstruction

Soft strip demolition, which involves the removal of nonstructural elements such as fixtures, fittings, mechanical systems and finishes, is now widely recognised as a critical first stage of ethical demolition. By separating materials at source, contractors can significantly increase recycling rates and reduce the volume of waste sent to landfill. More advanced deconstruction takes this further, dismantling structural components in a planned sequence to enable reuse rather than recycling.

That approach aligns closely with circular economy principles, which are increasingly influencing procurement decisions across both public and private sectors. Clients are no longer judging demolition contractors solely on cost and programme, but on their ability to demonstrate responsible material management, traceability and measurable environmental benefits.

Technology-driven precision and improved safety

Technological innovation is also playing a central role in modern demolition practice. The use of 3D laser scanning, Building Information Modelling (BIM) and digital surveys allows contractors to develop far more accurate demolition strategies, identifying hazardous materials and reuse opportunities before work begins. This level of insight reduces risk, improves worker safety and minimises unforeseen environmental impacts.

Remote-controlled machinery and robotic demolition tools are increasingly deployed in high-risk environments, such as confined spaces or structures containing asbestos or other contaminants. By removing operatives from danger zones, these technologies support ethical obligations to worker welfare while also enabling greater precision and reduced collateral damage.

Environmental responsibility beyond waste reduction

Environmentally responsible demolition extends well beyond recycling targets. Noise, dust, vibration and air quality are critical concerns, particularly in dense urban environments. Modern demolition contractors are investing in dust suppression systems, acoustic monitoring and low-emission plant to reduce disruption to surrounding communities and meet tightening regulatory standards.

Water management is another growing focus. Closed-loop water systems for dust suppression, combined with careful runoff control, help prevent contamination of local waterways – an issue that is increasingly scrutinised in planning and environmental approvals.

Ethical procurement and supply chain accountability

Ethical practice in demolition is inseparable from procurement.

Responsible contractors are placing greater emphasis on sourcing suppliers and subcontractors who share their environmental and social values. That includes prioritising recycled and low-carbon plant fuels, ethically sourced personal protective equipment, and waste processors with transparent and auditable recycling streams.

Public sector frameworks and major developers are increasingly demanding evidence of ethical procurement as part of tender submissions. This may include Environmental Product Declarations (EPDs), waste recovery data, carbon reporting and compliance with standards such as ISO 14001. For demolition contractors, robust documentation and genuine supply chain engagement are becoming essential, not optional.

Regulation and client leadership

Regulatory pressure is undoubtedly accelerating change, but client leadership remains a decisive factor. Where clients set clear expectations around environmental performance and ethical delivery, demolition contractors are more able to innovate and invest in best practice. Early engagement between client, demolition contractor and design team is particularly valuable, enabling demolition strategies to support future construction goals rather than simply clearing a site.

As net zero targets, social value commitments and sustainability reporting become embedded across the construction sector, demolition’s role is being redefined. Far from being the end of a building’s life, demolition is increasingly recognised as the beginning of material recovery, carbon reduction and responsible redevelopment.

A sector in transition

The demolition industry is undergoing a significant cultural and technical shift. Those contractors who embrace ethical practice, invest in environmentally responsible techniques and prioritise transparent procurement are setting new standards for the sector. In doing so, they are proving that demolition can be not only efficient and safe, but also principled, sustainable and integral to the future of construction.

LIVERPOOL MAYOR SIGNS PARTNERSHIP WITH CITB TO TRAIN THOUSANDS OF CONSTRUCTION WORKERS [ LIVERPOOL CITY REGION MAYOR

Steve Rotheram and CITB CEO Tim Balcon have signed a first-of-itskind training agreement to tackle an estimated shortfall of 9,000 building workers in the region.

The landmark collaboration between the Combined Authority (CA) and the CITB marks a major step forward in ensuring the region has the skilled workforce needed to deliver ambitious housing, retrofit and infrastructure projects.

A memorandum of understanding was signed at a £22m apartment project being built by housing association Torus in Liverpool’s Baltic Triangle, supported by £960,000 from the CA's Brownfield Land Fund.

It is the first formal partnership under the CITB’s new national initiative to create a connected Construction Skills Ecosystem across England, aligning national and regional priorities The agreement allows the CA to analyse live data from building sites across the region to pinpoint skills gaps and train the estimated 9,000 extra workers needed over the next five years.

A new Construction Workforce Development Unit will also be created to act as a broker between public authorities, employers and training providers. The pilot scheme will be tested and could be rolled out to other regional authorities.

Steve Rotheram, Mayor of the Liverpool City Region, said: “The Liverpool City Region has successfully won huge sums of funding to deliver some of the most ambitious housing and infrastructure projects in the country. From a £700m housing programme which will deliver 16,000 homes, to HyNet energy, as well as four new train stations. But to deliver on these plans, we need a skilled, diverse workforce. This partnership with CITB is a first for any Mayoral Combined Authority and shows the leadership role we’re taking to tackle skills shortages head-on.

“Together, we’ll create better opportunities for local people, improve apprenticeship success rates, and embed fair employment and inclusion in construction.”

CITB chief executive Tim Balcon said: “This agreement marks a major step forward in aligning national and regional priorities to meet the construction sector’s challenges. By working closely with the Liverpool City Region, we can ensure training provision and workforce planning are responsive to local needs, helping employers and communities thrive.

“A national picture is also required alongside regional approaches. We’re currently collaborating with the Construction Skills Mission Board and have identified hotspots where projected demand for construction skills is high."

The Government has pledged to build 1.5 million new homes in England by 2029. Under the programme, the City Region recently received its single biggest investment into housing with £700m to build new social and affordable homes.

In June, Mayor Rotheram joined the Construction Skills Mission Board, representing metro mayors across England and aimed at recruiting an additional 100,000 construction workers annually.

This year, the Combined Authority is investing a record £68m funding adult skills, further education colleges and training providers – including £12m for Skills Bootcamps.

Colleges have developed cutting-edge training facilities – including a green energy skills centre and a modular building project. Last year, an investment of £2.4m saw more than 2,500 students studying construction, planning and the built environment.

CITB is to work alongside Mayoral Combined Authorities, starting with Liverpool City Region, to improve long-term workforce planning and investment in construction skills.

These partnerships will form the foundation of a National Construction Skills Ecosystem, supported by a new Construction Mayoral National Network and culminating in the first National Construction Skills Summit in 2026. q

CITB ANNOUNCES CHANGES TO FUNDING AND GRANTS [THE Construction Industry Training Board (CITB) has announced

a series of changes it is making to the funding and grant system. The changes are designed to ensure CITB can deliver the greatest value for the greatest number of employers and maximise the value of the Levy for industry.

Due to the success of initiatives like Employer Networks and the New Entrant Support Team, CITB has seen a 36% increase in demand for its services over the last four years. Over this same period, CITB has not raised the Levy rate, meaning that it is needing to support more employers with the same amount of Levy.

Consequently, at current levels, demand for CITB support will exceed its Levy income. Without action, CITB risks being unable to support any of these programmes.

Some of the funding and grant changes came into effect from 8 January 2026. These include: • Removal of short course training grants, with Employer Networks as the main replacement funding route and a small number of courses to still be grant funded • The scope of what is funded by Employer Networks is changing, as well as a reduction of the rate to 50% match funding

The 80 participants went head-tohead over three days, with the winners from each of the 10 construction trades being announced at the awards ceremony.

The Regional Qualifiers were held at various colleges across the UK earlier this year and consisted of over 1,000 students battling it out across 10 construction trade categories. The National Final took place at the MK Arena in Milton Keynes from 19-21 November.

The final saw the competitors constructing a project within 18 hours, with an expert panel of judges assessing them on several

characteristics that included technical ability, time management, problem solving, working under pressure, and compliance with health and safety requirements.

CITB’s Construction Workforce Outlook forecasts over 47,000 extra construction workers are needed in the UK each year by 2029, demonstrating the opportunities available for people to join the industry.

SkillBuild invites the UK’s top construction trainee talent, skilled learners and apprentices to battle it out to be crowned winners of their chosen trade.

Participants can now register to compete in their nearest Regional Qualifier, taking place in 17 locations across the UK from March to June 2026. There are ten different trades to choose from, such as carpentry and joinery, and tutors and employers can enter on behalf of apprentices and learners too.

Each of the Regional Qualifiers lasts one day and brings together apprentices and trainees who complete a set task relevant to their chosen trade. Once the Regional Qualifiers have finished, the marks are collated and the eight highest-scoring competitors in each specialist skill go through to the next round – the SkillBuild National Final.

CONSTRUCTION WORKERS READY TO REPORT SIGNS OF QUALIFICATION FRAUD, SURVEY FINDS

[CONSTRUCTION SECTOR WORKERS feel confident in spotting

the signs of qualification fraud, but do not know how to report it, a survey conducted by construction sector partners reveals.

While respondents to the survey overwhelmingly agreed that reporting suspected qualification fraud is important and helps protect safety on site, they acknowledged gaps in understanding about the reporting process itself.

Ofqual, the regulator of qualifications, exams and assessments in England, carried out the survey in partnership with the Construction Industry Training Board (CITB) and the Construction Skills Certification Scheme (CSCS) and received 473 responses from across the construction sector.

Qualification fraud can be committed in several ways including: • Creating, buying or using fake certificates for regulated qualifications • Delivering ‘fast track’ training which leaves out important and necessary content • Helping learners cheat in tests by giving answers or taking a test on their behalf Fraudulent qualifications can then be used to obtain CSCS cards, allowing workers to access construction sites without the requisite skills. While this fraud can be spotted during training sessions, it can also be called out by workers on site who can see the difference between a worker’s real-life skills and the qualifications they claim to have.

The findings were released during International Fraud Awareness Week in November.

Key findings

• The majority of respondents (78%) do not know the process for reporting suspected qualification fraud, with 45% saying they had some idea but not sure of the exact process and 33% saying they do not know how to report it at all.

• 81% strongly agreed that it was important to report suspected qualification fraud and 85% said they felt comfortable or very comfortable to raise concerns about fraud in their workplace.

• Respondents indicated that greater clarity around confidentiality would be a major driver in improving reporting rates.

• Managers and responsible hiring managers have a vital role to play, as these were the routes most commonly selected by respondents when asked who they would report suspected fraud to.

• Responses came predominantly from site operatives (34%), site managers (27%) and senior managers (26%), with 39% working for large employers with over 250 employees.

The partners used International Fraud Awareness week as a starting point to remind construction employers and workers of three simple steps when concerns arise: • Use CSCS Smart Check via API, app or website to verify a card’s validity.

• Trust professional judgement: if someone’s real-life skills don’t match their qualifications – even if the card is valid – then report suspected qualification fraud.

• Report concerns confidentially to intel@cscs.co.uk or via Ofqual’s complaints procedure.

Anonymous reporting is available for those concerned about workplace relationships, and reports are investigated based on evidence, not on who made the report.

Emma Scott, Director of Vocational and Technical Qualifications Delivery at Ofqual, said: “Construction workers recognise the importance of reporting suspected qualification fraud – which is committed by a small minority of people – but the evidence shows we need to make reporting channels clearer and emphasise that reports can be made confidentially.

“Tackling qualification fraud requires organisations working together with the eyes and ears of those on sites. If someone’s real-life skills don’t match those on their card, they may have obtained it through qualification fraud – and reporting this helps protect everyone.”

CITB chief executive Tim Balcon commented: “Genuine qualifications are fundamental to safety and standards across construction. This survey shows workers understand why reporting matters, but we need to simplify the process and build confidence.

At CITB, we’re committed to supporting the industry in tackling qualification fraud and protecting everyone on site.”

Sean Kearns, the group chief executive of the CSCS, added: “These findings reinforce the need to communicate how simple it is to check CSCS card validity and report concerns. We’ve made tools like the CSCS Smart Check API, app and website available for exactly this reason – to enable all CSCS Alliance cards to be checked and validated through a single ‘border control’ process.

NASC CALLS FOR RIGOROUS SPECIALIST CONTRACTOR SELECTION AFTER HOVE SCAFFOLDING COLLAPSE [NASC, the UK’s leading trade body for

scaffolding and access, has noted recent reporting that scaffolding collapsed onto several parked cars in Hove in December.

The company involved in this incident was not a member of NASC. NASC is appalled that such an incident occurred. Scaffolding should never collapse if it has been competently erected to a valid design or recognised compliance sheet such as TG20 or TG30, and if appropriate controls and competent personnel are in place to erect, inspect, maintain and dismantle the scaffold.

NASC has repeatedly emphasised that a scaffolding contractor’s membership of NASC is a strong indicator of specialist competency in access and scaffolding

work. NASC members are regularly audited and operate under a recognised Code of Practice, ensuring safe and compliant scaffolding solutions.

NASC also strongly advocates that all responsible bodies – including local authorities, clients, developers and principal contractors – should only commission scaffolding and access work from contractors who can demonstrate: • NASC membership • A valid design or a TG20/TG30 compliance sheet • A proven workforce with at least 90% CISRS-carded personnel.

Together, these criteria help ensure that scaffolding is designed, erected, inspected and dismantled by properly

trained and competent teams – and all three significantly reduce the risk of preventable structural failures and danger to the public or property.

“We are appalled that any scaffolding can fail in this way,” said a NASC spokesperson.

“If scaffolding is erected competently, in accordance with a design or recognised compliance sheet, and subsequently properly maintained with a robust inspection regime in place this sort of collapse simply should not happen. Contractors and clients must adopt best practice and proven standards when selecting who they entrust with access and working-at-height solutions.”

NASC encourages anyone involved in commissioning scaffolding to make safety and competence their foremost priorities. q

WORK AT HEIGHT CHARITY SHINES SPOTLIGHT ON HEIGHT SAFETY DURING NO FALLS WEEK 2026 [ THE NO FALLS FOUNDATION, the first and only UK-based

charity for the work at height sector, will be holding its third annual ‘No Falls Week’ from 18-22 May 2026, to promote safe working at height.

Following the success of their previous campaigns, which have so far seen over 3,600 organisations sign up to take part, No Falls Week returns to raise awareness about the importance of safe working at height, preventing falls and ensuring everyone that works at height comes down safely.

It is estimated over one million businesses, and 10 million workers, carry out work involving some form of working at height every year. No Falls Week provides the opportunity for organisations across all sectors to place a focus on work at height safety.

Falls from height are consistently the leading cause of workplace fatalities in the UK, with 35 people losing their lives at work due to a fall from height in 2024/2025. Latest figures from the Health and Safety Executive (HSE) show that falls from height were responsible for almost one third of all workplace deaths last year. This is almost twice as many as the second most common kind of accident, ‘Struck by a moving vehicle’.

This latest figure may represent an 8% reduction from 2023/24, however, prior to that, the proportion of falls from height continued to rise, reaching an unacceptable 36% last year.

As awful as the fatality statistics are, there are an even greater number of non-fatal injuries resulting from a fall from height, with almost 5,000 people in Great Britain having been reported injured at work in 2024/25. However, the No Falls Foundation know there is substantial underreporting of non-fatal falls from height for all workers, particularly the self-employed, who were found to report just 12% of workplace incidents.

According to the self-reported accidents from their preferred source, the Labour Force Survey, the HSE estimates the number

of workplace falls from height over the last 10 years may be up to 425,000 (between 2014-2024).

Along with the lives, families and businesses affected by these accidents, up to 688,000 working days were lost through nonfatal falls from height in Great Britain in 2023/24 alone.

Not only that, the latest figures from 2023/24 show the total cost of falls from height was estimated to be over £956m, made up of costs to the employer and the individual, government tax losses and benefit payments.

Hannah Williams, charity manager at the No Falls Foundation, said: “Too many people are still being killed falling from height.

In the last five years, 188 people have been killed because of a fall from height. Over the last 10 years, that number rises to 361, enough to fill a jumbo jet.

“These deaths are not just statistics. Behind every number is a devastated family, group of friends, colleagues and employers who are left to face the long-term consequences these accidents can have.

“That’s why No Falls Week is so important. Whether you work in construction, manufacturing, agriculture or any other sector, No Falls Week is an opportunity for everyone to shine a spotlight onto the mental, physical and societal consequences of working at height accidents.

“Everyone who needs to work at height should be able to work safely and return home unharmed at the end of every shift. If we work together, we can prevent avoidable deaths and injuries.”

TREE SPECIALISTS FINED AFTER WORKER FALLS FROM HEIGHT [AN ARBORICULTURE COMPANY based in Derby has been fined

£20,000 after an employee suffered life-altering back injuries when he fell over 30 feet from a MEWP basket.

An employee of AP Tree Specialists Ltd had been carrying out tree surgery from the basket of a mobile elevating work platform at a mobile site in Derby on 25 January 2024. When the machine stopped working while elevated, there was no one on site who could bring the basket safely to the ground. The employee attempted to abseil from the basket, resulting in a fall to the ground.

An investigation by the Health and Safety Executive (HSE) found that AP Tree Specialists Ltd failed to plan, appropriately supervise and carry out work at height in a safe manner. The company had not completed a suitable and sufficient risk assessment for work at height activities, and employees were not appropriately trained in the use of lifting equipment.

The director, Matthew Scholes, was acting as site supervisor at the time and was directly involved in decisions and actions that led to the injuries sustained by the employee.

The Work at Height Regulations require employers to ensure that work at height is properly planned, appropriately supervised and

AP Tree Specialists Ltd pleaded guilty to breaching Section 2(1) of the Health and Safety at Work etc. Act 1974. The company was fined £20,000 and ordered to pay £6,956 in costs at Birmingham Magistrates’ Court on 3 December 2025.

Director Matthew Scholes pleaded guilty to breaching Section 37(1) of the Health and Safety at Work etc. Act 1974. He was fined £1,000 and ordered to pay £400 in costs.

HSE investigating inspector, Kerry Scott, said: “This incident could have been avoided if AP Tree Specialists Ltd had planned the work at height with suitable and sufficient risk assessments and safe systems of work, including a rescue plan.

“They should have provided the employee with the correct information, instruction and training for working at height and for using the lifting equipment. HSE will not fail to take action where companies and directors do not ensure the health and safety of their employees.” q

MAJOR GOVERNANCE OVERHAUL STRENGTHENS SCAFFOLDING AND ACCESS TRAINING [

THE National Access and Scaffolding Confederation (NASC) has announced the creation of a new independent Sector Representative Organisation (SRO), the CISRS Quality Assurance Committee (QAC) Ltd, marking the most significant reform to the governance of scaffolding and access training in decades.

The move follows a comprehensive governance review announced in late 2024 and the subsequent closure of the Access and Scaffolding Industry Training Organisation (ASITO), with the new structure designed to deliver enhanced accountability, industry-led oversight and the highest standards of training quality.

CISRS’s Quality Assurance Committee (QAC) Ltd, together with the Standard Setting Bodies (CITB and ECITB) will be at the heart of this transformation. The CISRSQAC Ltd will guide the development of all new CISRS courses and oversee the quality of the programme, ensuring that training remains robust, relevant and responsive to industry needs.

Interviews are at the final stage for the appointment of an independent chair, who will bring impartial leadership to the SRO. Importantly, the CISRSQAC Ltd will be employer-led with trade union involvement, ensuring that course design and quality assurance are grounded in the real-world needs of both businesses and the workforce.

To guarantee broad representation, key industry stakeholders such as the ECITB, CITB, Unite the Union and the Scaffolding Association will participate directly. Training centre representations from across the UK and overseas will also sit on the SRO, ensuring that delivery standards are consistent and internationally recognised.

This new governance model involves robust controls, including in respect of conflicts of interest involving NASC, CISRS and CISRSQAC Ltd being group companies. The CISRSQAC Ltd’s responsibilities will include: • Monitoring training centre performance and compliance with CISRS requirements • Advising on the development of new CISRS courses • Supporting fairness and consistency in assessment and certification • Responding to evolving industry practice and regulation • Providing research-led, evidence-based recommendations Speaking about the changes, Group CEO Clive Dickin said: “The launch of the Sector Representative Organisation sets a new benchmark for training governance in our sector. IN PARTNERSHIP with the National Home Decarbonisation Group (NHDG) and Innovate UK, Futurebuild has launched the second Big Retrofit Challenge.

The competition first ran in 2025 and returns in 2026 to uncover innovative products, services and solutions that can support the decarbonisation of homes and non-residential properties, improve occupant health and accelerate progress towards net zero carbon.

Up to six organisations will be shortlisted and invited to present their ideas live on stage at The National Retrofit Conference 2026, co-located with Futurebuild.

They will also have the opportunity to showcase their solutions in the NHDG Pavilion, connect directly with NHDG members and potentially see their innovations trialled or piloted in real world retrofit projects.

Finalists will gain post-event visibility through video interviews, press releases and thought leadership articles.

Building on the success of the 2025 Challenge, where entrants such as Indie

Nature and Eyesea Green went on to collaborate with NHDG members, the 2026 competition introduces a refreshed brief with a new category for digital and AI solutions.

Eligible applicants must be UK-registered businesses with a turnover of up to £15m, with priority given to less-established organisations.

Consideration of resident engagement will form part of the assessment process. Compliance with PAS 2035 or MCS is not required for shortlisting, though alignment with recognised standards will be encouraged.

Entries are invited from private, public and third sector organisations. Collaborations, such as between product manufacturers and housing associations or local authorities, are also welcome.

LIGHTNING CAN STRIKE IN WINTER, TOO [

LIGHTNING IS OFTEN ASSOCIATED with summer thunderstorms, yet winter lightning strikes are a growing and increasingly significant risk for the construction industry.

Although less frequent, winter lightning can be more intense and unpredictable, driven by powerful cold fronts, unstable air masses and, in some cases, thundersnow. For construction professionals working year-round, understanding this hazard is essential for both safety and project resilience.

One of the defining characteristics of winter lightning is its strength. Winter storms tend to produce a higher proportion of positive lightning strikes, which carry greater electrical charge and can travel further from the storm centre. That means lightning can strike well outside the area of heavy precipitation, catching site teams off guard. On exposed construction sites – particularly those involving steel frames, cranes, scaffolding or high-rise structures – it presents a heightened risk of direct strikes.

The safety implications are considerable. A lightning strike can cause serious injury or fatality, ignite fires or trigger secondary incidents such as falls from height if workers are startled. Tower cranes, mobile cranes and lifting equipment are especially vulnerable, as their height and metal components make them natural conductors. Winter conditions can exacerbate the danger: wet or icy surfaces increase conductivity, while reduced daylight and poor visibility can delay the recognition of approaching storms.

Beyond immediate safety concerns, winter lightning can disrupt programmes and damage assets. Electrical systems, temporary site power supplies and digital equipment are at risk from power surges caused by nearby strikes. Damage to plant, sensors or control systems can lead to costly downtime, repairs and delays

– particularly problematic during winter, when programmes are already under pressure from weather-related constraints.

Design and planning also play a role in mitigating risk. Projects involving tall or isolated structures should incorporate lightning protection systems from the outset. Temporary works should not be overlooked – site cabins, hoardings and temporary electrical installations all require proper grounding to reduce vulnerability.

Operationally, robust weather monitoring and clear site procedures are essential. Construction managers should ensure lightning risk assessments are seasonal rather than generic, recognising that the threat does not disappear in winter. Clear stop-work protocols, safe shelter arrangements and training to raise awareness of winter lightning can significantly reduce exposure.

As climate patterns continue to shift, with more volatile winter weather becoming commonplace, the construction industry must adapt. Recognising winter lightning as a credible risk – and planning accordingly – will be key to protecting workers, safeguarding assets and maintaining programme certainty throughout the colder months. q

HOME TOWN TRIBUTE TO ‘LEGEND’ DIBNAH RESTORED GRATIS BY LOCAL FIRM [

A COMMEMORATIVE STONE to honour Bolton legend Fred Dibnah has been restored. The tile was cracked and damaged some months ago and a local company kindly offered to replace it free of charge. The memorial to the renowned steeplejack is on Churchgate in the town centre.

Hardscape Surfaces, manufacturers of paving tiles, have created a new tile which has now been installed by the council’s highways team.

Cllr Hamid Khurram, Bolton Council’s executive cabinet member for highways, said: “The tile is a well-recognised piece in our town centre and its great this important tribute to a local legend has been restored.

Thank you to Hardscape for their generosity.”

A spokesperson for Hardscape added: “The Fred Dibnah stone is a part of Bolton history, but had long seen better days; so with Hardscape Surfaces being a local firm specialising in public realm artwork, we knew we had to step in and take action.

“We’re proud to have supplied, at no cost to the residents of Bolton, a beautiful recreation of the original paving stone, that will last for many years to come.”

Bolton born and bred, Fred Dibnah was known for his strong opinions and colourful sayings. An 8ft bronze sculpture of him also stands on Oxford Street in the town. He died in 2004 aged 66.

The state of the memorial to one of Bolton’s most famous sons had

been highlighted by reality TV and Netflix star Dave Fishwick, founder of Bank of Dave.

Fishwick posted: “Fred Dibnah MBE is a legend and was a wonderful man who did so much for lots of good causes and helped put Bolton and the North on the map. This isn’t the way to remember him – fix it please.” q

LIGHTNING STRIKES AS WARPLANE ABB’S NEW SCULPTURE LIGHTS UP M62 NOTTINGHAM [ A NEW LANDMARK now greets travellers on the M62 motorway in Cheshire.

The Bolt of Lightning is a 22.5m-high sculpture built on the Mountpark roundabout at Omega Business Park on Skyline Drive in Burtonwood, Warrington.

Designed by memorial sculptor Peter Naylor and higher than the Angel of the North, it is part of a street art commission by Miller Developments Ltd and has been described as ‘a very significant landmark’. It was fabricated in Hull with parts from Germany and weighs more than 12 tons The sculpture depicts a Lockheed P-38F Lightning fighter aircraft atop two curved beams representing its trail. The structure will be illuminated with searchlights during the night.

It has been erected as a permanent memorial to all the men and women, military and civilian, British and American, who served at nearby RAF Burtonwood from World War Two through the Cold War. According to the RAF Burtonwood Association: “Burtonwood opened in April 1940 just in time to supply Spitfires to the Battle of Britain. The RAF gave up the base to the Americans in 1942, but took it back after the war in 1946. In fact, Burtonwood was the last American base in the UK to be handed back to the RAF. After two years acting as a storage depot for surplus RAF aircraft, it was passed back to the Americans in 1948, to support the US strategic bombers stationed in the UK. It housed and overhauled US aircraft taking part in the Berlin Air Lift.”

The base closed in 1991 and the site is now occupied by industrial units.

A planning document states: "The proposed structure has been designed by renowned sculptor Peter Naylor. Peter has an extensive record of producing public art for war memorials throughout the UK. The Bolt of Lightning sculpture depicts a Lockheed P-38F Lightning fighter aircraft rising to the sky after a dive, leaving trails behind it.”

Peter Naylor focuses on memorial sculpture and has created major commissions for RAF 158 Squadron, RAF 47 Squadron, the Women’s Land Army and The Lost Trawlermen of Hull.

In 2010 he won the Marsh Award for Excellence in Public Sculpture, the UK’s most prestigious prize for public sculpture, awarded to him by HRH The Duke of Gloucester. q

JAPANESE KNOTWEED: THE LEGAL RESPONSIBILITIES FOR UK PROPERTY OWNERS [ JAPANESE KNOTWEED is one of the UK’s most problematic

invasive plants – and its impact has extended far beyond gardens and development sites into property law and litigation. Introduced in the 19th century as an ornamental species, it now represents a legal risk for landowners because it spreads aggressively underground, is difficult to eradicate and can affect property use and value.

It is not illegal simply to have Japanese knotweed growing on your property. The key legal point is that you must not cause it to spread. Japanese knotweed is listed under Schedule 9 of the Wildlife and Countryside Act 1981, which makes it a criminal offence to plant it or otherwise cause it to grow in the wild. That includes actions that might unintentionally spread it, such as moving contaminated soil off site or disposing of it improperly.

In addition, the Environmental Protection Act 1990 classifies knotweed material as controlled waste.

Any plant fragments, roots or soil that contain knotweed must be handled by a licensed waste carrier and disposed of at an approved facility. Homeowners, developers and contractors have a legal duty of care to ensure disposal is compliant.

Civil law has also developed around knotweed, particularly in relation to private nuisance. A landmark Court of Appeal judgment in 2018, Network Rail Infrastructure Ltd v Williams, confirmed that allowing knotweed to encroach from one property onto another can amount to a legal nuisance, even if no physical structural damage has occurred.

The court held that knotweed’s presence creates a ‘natural hazard’ affecting the amenity and value of neighbouring land. As a

result, affected homeowners may seek compensation for treatment costs and losses, and they can apply for injunctions requiring the responsible landowner to control or eradicate the plant. The important principle established is that landowners must take reasonable steps once they are aware of knotweed on their land, especially near boundaries.

The presence of knotweed can also influence property transactions. Sellers are expected to disclose whether the property is affected through the Law Society’s standard inquiries form.

Failing to disclose known knotweed can lead to legal action for misrepresentation if a buyer later discovers it. Many mortgage lenders require evidence of a professional knotweed management plan before approving lending on affected properties. Those plans typically include long-term herbicide treatment or excavation undertaken by a specialist contractor, as well as an insurancebacked guarantee to protect the buyer and lender.

While enforcement varies, local authorities and agencies have powers to require action where knotweed is causing ongoing problems. Under anti-social behaviour legislation, councils can issue notices compelling owners to control the plant where its spread is having a detrimental impact on the community.

The consistent message in UK law is that knotweed creates responsibilities, not automatic criminal liability. Owners are expected to manage it properly, prevent its spread and follow strict disposal rules. Taking early professional advice, keeping clear records of treatment and acting promptly if there is a risk of encroachment are the safest ways to protect both property and legal position. q www.constructionnational.co.uk

LORDS’ CRITICISMS OF BSR WELCOMED BY LAW FIRM [LAW FIRM IRWIN MITCHELL

has welcomed the findings and recommendations from the House of Lords Industry and Regulators Committee around delays caused by the Building Safety Regulator (BSR).

The cross-party Committee, chaired by Baroness Taylor of Bolton, emphasised that while the creation of the Building Safety Regulator was a necessary step following the Grenfell Tower tragedy, the current level of delays in the approval process is ‘unacceptable’.

It highlighted that the delays are causing unnecessary anxiety and frustration for residents and businesses and stressed the need for urgent action from both the government and the regulator to ensure that essential safety work and new housing can progress more swiftly, without compromising on safety.

The report also found that the delays are significantly slowing the delivery of new homes, particularly in cities where high-rise buildings are crucial to meeting government housebuilding targets. The Committee concluded that resolving the delays is essential if the country is to make progress towards building 1.5 million new homes in this Parliament.

The report calls on: • The BSR to give greater guidance to its multi-disciplinary teams (MDTs) on how compliance with the Building Regulations should be evidenced and assessed to ensure greater consistency • The government to remove smaller works

from the BSR’s building control approval processes, or introduce a streamlined approval process for them • The BSR to allocate the same MDTs to similar buildings or projects built by the same organisation, which could improve efficiency and consistency • The government to provide long-term funding for the training of new building and fire inspectors Alex Delin, construction partner at the firm, said: “Following publication of the report, hopefully we will see better guidance for applicants to demonstrate their buildings

HOW WILL NEW CYBER SECURITY BILL IMPACT ON INFRASTRUCTURE SECTOR? [

ON 12 NOVEMBER the government introduced the Cyber Security and Resilience Bill to Parliament, with the aim of strengthening national security and protecting growth by boosting cyber protections for the services that people and businesses rely on every day.

Introducing the Bill, the government said: “In the face of increasing cyber threats, it will prevent disruption – keeping the taps running, the lights on and the UK’s transport services moving – while making sure those who supply our vital services have tougher cyber protections.”

While the architecture, engineering and construction (AEC) industries aren’t named directly in the Bill, many firms that work on projects linked to national infrastructure will be impacted.

Dave Adamson, solutions director at Creative ITC, advises AEC organisations on how to strengthen their cyber resilience and work with trusted partners to ensure long-term protection.

Commenting on the implications for the AEC sector, Dave said: “With the introduction of the Cyber Security and Resilience Bill to Parliament, the UK Government has highlighted cyber security as a national priority. For AEC organisations, especially those delivering critical national infrastructure projects, this is a wakeup call to reinforce defences and embed resilience for the long term.

“Cyber risk must be a board-level issue, integrated into strategic

planning and governance. Leaders should follow the Cyber Governance Code of Practice and ensure their IT security teams sign up for the NCSC’s free Early Warning service to receive malicious activity alerts for their organisation.

“AEC firms need a culture of continuous monitoring.

Complementing stretched IT and cyber teams and partnering with specialists ensures effective, round-the-clock defence measures.

This should include 24/7, enterprise-wide IT visibility with expert insight to reduce false positives and minimise disruption. Known vulnerabilities should also be tracked and patched promptly to close gaps before attackers exploit them. Implementing robust multi-factor authentication across all access points will also limit exposure to risk.

“Cyber resilience doesn’t stop at your own network. The Bill recognises that supply chains are often the weakest link. Enforce strong security standards across partners, setting Cyber Essentials certification as a minimum requirement for all suppliers. With the UK Climate Change Risk Assessment identifying flooding as ‘one of the most severe climate hazards’, RICS stresses the need for surveyors to integrate flood awareness and resilience thinking into every area of practice – from valuation and planning to land management, construction and property management.

The 2025 RICS practice paper brings together knowledge on: • Types and sources of flooding – including fluvial, coastal, surface, groundwater and infrastructure-related flooding • Economic, environmental and social impacts – with flood damage and management costs estimated at £2.2bn annually • Climate trends – UK properties at high flood risk could double by 2050 without adaptation • Planning, design and construction standards – including BS 85500:2025 and the wider adoption of sustainable drainage systems (SuDS) • Property flood resilience – practical measures for both resistance and recoverability in residential, commercial and rural contexts • Professional implications – covering valuation, insurance, mortgage lending, estate management and occupier guidance The paper highlights how flooding intersects with key areas of

professional responsibility. Surveyors may be involved in: • Providing flood risk assessments and resilience advice for clients and lenders • Advising on drainage and flood adaptation in design and construction projects • Assessing flood risk implications in valuation and due diligence • Supporting clients in flood recovery, insurance and reinstatement • Promoting collaboration across the surveying, engineering, planning and insurance professions Fiona Mannix, the RICS senior specialist for land and development, said: “Flooding affects every part of the property lifecycle, and surveyors are uniquely placed to interpret its implications for value, safety, design and long-term resilience.

WHEN HOMES TURN HARMFUL: HOW EXPERT EVIDENCE SHAPES DAMP, MOULD AND DISREPAIR CLAIMS [IN THE UK, tenants who find their

homes afflicted with damp or mould often turn to the law – but success usually hinges on proving the root cause of the problem.

Legal obligations mean that landlords are responsible for maintaining the structure and safety of properties, and expert evidence is frequently the deciding factor when disputes about disrepair reach court.

Landlords’ duties stem from the Landlord and Tenant Act 1985 and other housing safety legislation: they must keep the structure, exterior, heating, water and sanitation systems in proper repair. When damp or mould result from structural defects – a leaking roof, broken guttering, defective plumbing or a failed damp proof course – the landlord must act. Likewise, serious damp or mould that risks occupants’ health may trigger obligations under the housing safety regime, especially when the home becomes unfit for habitation.

At the same time, damp and mould can be caused by everyday living conditions – condensation from cooking or bathing, poor ventilation or heating habits. In those situations, liability becomes more complex, and landlords may not automatically be to blame.

Because the causes are often disputed or unclear, courts usually rely on expert evidence supplied by professional surveyors or environmental health specialists. Under the Civil Procedure Rules (CPR Part 35 and Practice Direction 35) such evidence must be necessary, properly instructed and approved by the court. In many cases, the court expects the parties to agree a single joint expert to inspect the property, identify causes, describe necessary works and estimate their cost – ensuring clarity, reducing conflict and preventing ‘expert duels’.

Expert reports help establish important facts: whether defects lie in structure or fittings – roof, damp proof‑course, plumbing – whether mould stems from poor maintenance or tenant behaviour, such as inadequate ventilation, and what remedial works are needed to make the property safe again. Without such expert evidence, claims are more likely to fail – particularly where the landlord disputes liability.

If the claim succeeds, remedies can include ordering the landlord to carry out permanent repairs, compensate tenants for damaged belongings, reimburse health‑related costs and provide compensation for loss of amenity

or enjoyment of the home. In cases where landlords belong to the social housing sector, rules under Awaab’s Law, enacted in England in October 2025, impose statutory timescales for investigating and remedying serious damp or mould hazards – underlining that expertled inspections and prompt action are now mandatory.

In practice, tenants pursuing disrepair claims should document their circumstances carefully: keep a record of all complaints and communications with the landlord, photograph or video damp and mould, and seek a professional survey. These actions build a robust factual record that courts or housing authorities can rely on when making judgments.

When conditions deteriorate to the point where homes become harmful due to damp or mould, expert evidence is often the difference between a stalled complaint and meaningful legal remedy. By clarifying the cause, identifying necessary repairs and underpinning claims for compensation, expert reports serve as a critical safeguard – helping to ensure tenants’ homes are safe, habitable and legally compliant. q www.constructionnational.co.uk

DECARBONISATION FUNDS MUST BE DEPLOYED FOR SMARTER BUILDING SERVICES UPGRADES, SAYS LEADING PUMP EXPERT

FUNDS FROM THE Public Sector Decarbonisation Scheme (PSDS) must be used for retrofitting old, inefficient building services with smarter upgrades, in the push for making hospitals, schools and public buildings more sustainable.

The call comes from Jason Cox, sales director for building services at Wilo, a leading manufacturer of pumps and pump systems, as grants from phase four of the PSDS are being awarded to Public Sector Bodies from the initiative’s £1.4bn budget.

Many grant recipients are aiming to decarbonise public sector buildings through the installation of new renewable technology, such as solar panels and air source heat pumps. However, Jason urges decisionmakers and stakeholders to also consider retrofitting in-service equipment, as he highlights how energy saving through investing in new renewable technology could be negated by inefficient building services.

Jason said: “To utilise energy saving measures, it’s critical to prevent new sustainable energy solutions from being undermined by outdated utility systems.

Before investing in renewable technology, decision makers need to assess the current energy usage of their building. It is more

effective to work from the ‘inside-out’, beginning by considering any inefficient building services that need to be addressed before moving onto external factors like investing in solar panels.

“Energy audits are essential in determining any sources of energy inefficiency. For example, if the pumps within a building could be using more energy than needed. Or, if they are running on old technology, such as IE3 motors, which could be upgraded in order to save energy. Completing this step first will then ensure that any future energy reduction techniques will not be compromised.”

Replacing a booster set, a HVAC pump or a hot water recirculation pump, can enhance energy efficiency prior to investing in new renewable technology. Giving attention to these ‘behind the scenes’ measures is a necessary part of improving a building’s overall energy usage.

WHY DOES UK CONSTRUCTION FELL THOUSANDS OF MATURE TREES EACH YEAR? Construction and redevelopment are reshaping towns, cities and industrial estates, but as part of that process, mature and veteran trees in these areas are becoming the real casualties – more often seen as obstacles rather than assets. For most developers the quick answer is to cut them down, ignoring the fact that preserving them is not only possible, but increasingly recognised as a key part of responsible, sustainable planning, writes Robert Wilkins, operations director at Ruskins, the tree and soil specialists.

[PLANNING TO RETAIN mature and veteran trees by building

around them and leaving space for them to grow should be the first step. There are many methods to facilitate the retention of mature trees. There is also the option to relocate them – this may seem daunting, but modern techniques make it achievable. With careful root preparation, specialist lifting equipment and post-move aftercare, trees can be moved safely and thrive in their new locations.

Across the UK and internationally, developers, councils and landscape specialists are showing that construction can proceed without sacrificing the environmental, cultural and social value of such trees.

While precise national statistics on the annual loss of mature or veteran trees in the UK due to construction are limited, several highprofile cases highlight the significant impact that major developments have on established trees. For example, between 1996 and 1998, the construction of the Newbury Bypass in Berkshire led to the clearance of approximately 360 acres of land, including 120 acres of woodland, resulting in the felling of nearly 10,000 mature trees.

More recently, the £1.5bn A14 bypass project between Cambridge and Huntingdon, completed in 2020, involved the felling of over 500,000 trees. However, subsequent replanting efforts have faced challenges, with up to 90% of the newly planted saplings failing to establish due to poor planning and omitting to provide aftercare.

Why mature trees matter

Mature and veteran trees carry immense ecological, social and historical value. Ecologically, they provide habitats for birds, insects and mammals. Their root systems stabilise soil, reduce runoff and even sequester carbon, contributing to climate mitigation efforts.

Socially, large trees define streetscapes, create a sense of place and enhance wellbeing. Communities often associate familiar trees with local memory and identity. From a heritage perspective, some trees may have been planted centuries ago, forming part of estate layouts or marking historic boundaries.

This means that the loss of mature and veteran trees during development is more than a landscaping issue – it is a cultural and ecological one. Replacing a mature oak with young saplings may maintain tree numbers in the long term, but it cannot replicate the immediate shade, structure and habitat that mature and veteran trees provide. Preserving or relocating these specimens allows developments to retain continuity with the past while meeting modern needs.

Construction sites in particular are inherently disruptive. Excavation, heavy machinery and soil compaction all threaten tree health. In many cases, as previously mentioned, developers have removed trees because they are perceived as obstacles, costly to retain, or highrisk for post-development survival – even when there are methods to facilitate their retention.

Yet modern arboriculture offers solutions. Moving mature and veteran trees, while technically complex, can protect species that might otherwise be lost. It requires careful planning, skilled execution and long-term aftercare, but when done correctly, trees can thrive in new locations, maintaining ecological function and aesthetic appeal.

The technical challenge

Relocating mature and veteran trees is not a matter of simple lifting and replanting. Success depends on a combination of biological understanding and engineering. Understandably, trees with intact, undamaged roots are more likely to survive. Techniques such as root pruning months in advance help stimulate new root growth and reduce transplant shock. Healthy soil is also essential for stabilising the tree post-move Large trees often require canopy thinning to reduce sail area, when there is a reduced root system. Moving mature trees safely requires specialised machinery, careful route planning and sometimes temporary storage solutions to protect them during the transition.

Furthermore, trees must be monitored and supported with irrigation, guying and mulching for 7-10 years to ensure successful establishment.

However, the advantages of moving such trees extend beyond aesthetics and heritage. Developers gain immediate kudos and landscape impact, which enhances property values and public perception. Councils and planners can ensure compliance with green space and biodiversity policies. Ecologically, relocated trees also continue to provide habitats, sequester carbon and contribute to urban cooling.

In addition, the act of relocating trees sends a positive message to communities and stakeholders. It shows that development does not have to mean destruction and that heritage and nature can coexist with modernisation.

Preserving trees can also make good financial sense. Mature landscaping increases property appeal and in certain cases, tree preservation contributes to planning approvals, satisfying regulatory requirements and community expectations.

Some councils offer incentives for developers who integrate tree relocation into their projects, recognising the social, environmental and aesthetic value added to the neighbourhood. When factored in early, the cost of relocation is often offset by these benefits.

Overcoming common misconceptions

It should be said at this stage that there is a common perception that moving large trees is prohibitively expensive or likely to fail. While costs are higher than planting saplings, modern techniques have a high success rate when executed by experienced teams. Equally, transplanted trees continue to grow and thrive for decades, providing benefits far beyond initial investment.

Another misconception is that only certain species can be moved.

While species vary in tolerance, almost all common urban and estate trees can be relocated successfully with proper planning.

All this means that as cities and estates evolve, preserving mature and veteran trees should be an integral part of sustainable planning.

Developers and planners can no longer view trees as obstacles – they are assets, contributing to heritage, community well-being and ecology.

By incorporating mature tree retention or relocation into early-stage planning, projects can achieve a balance between progress and preservation. The result is a landscape that respects the past, serves the present and remains resilient for the future. q www.constructionnational.co.uk

LOCAL GRANT BODIES CAN REACT QUICKLY TO CATCH PROBLEMS EARLY [WHILE THE HEADLINES are

grabbed by the sometimes enormous sums awarded to historic churches for extensive repairs and restorations, all ancient churches are familiar with the everyday perils such as water ingress – and although the costs are not always huge, they still have to be found from scarce resources. That is where small local grant-awarding bodies come to the rescue.

The Grade One-listed Church of St Mary the Virgin in Warbleton, East Sussex – which dates back to the 13th century – is suffering serious water ingress at the connection between the nave and the chancel, the two very oldest parts of the church (pictured). Urgent repairs are needed to stop the situation from getting any worse.

The church was therefore delighted to receive a £3,000 grant in September from the Sussex Historic Churches Trust. The award will help meet the £14,400 cost of repairs. St Mary’s is one of 11 churches that received a grant from the trust in its latest tranche of awards.

Churchwarden Tony Welford commented: “If these issues aren’t addressed quickly it could have a greater impact on the fabric and repair costs could increase substantially. The longer we leave it the worse it will get, and the more expensive it will be. We therefore hope to get things started in the very near future.

“As anyone who has an intimate knowledge of Grade One-listed buildings will know, managing repairs and providing the required funding is not straightforward; but the speed with which the trust responded to our request made things much easier for us, both on a practical and a supportive level.”

St Mary the Virgin has a rich history: the church is built on a Neolithic mound and, as well as the 13th-century chancel and nave, features a 14th-century porch and north aisle and 15th-century tower.

The Sussex Historic Churches Trust awarded a total of £50,000 in grants in its September round, including St Mary’s Bepton, St Giles in Graffham, St Peter’s Westhampnett, St Peter and St Paul in Wadhurst and St Mary the Virgin, Ninfield. q

THE IRONBRIDGE GORGE is a globally-important UNESCO World Heritage Site, meaning it’s recognised internationally as being ‘of outstanding value to humanity’, comprising buildings, structures and artefacts of international, national and local significance.

In spring 2026 the Ironbridge Gorge Museum Trust will transfer the museums, a designated collection of around 400,000 objects of national importance and property including 35 listed buildings and scheduled monuments, to the care of the National Trust. There are 10 museums within the gorge site, including the Blists Hill Victorian Town and Enginuity museums.

The on-going tough economic environment and unprecedented challenges of the past five years have presented charities, government and funding bodies with the opportunity to come together to safeguard the museums and collection at the Ironbridge Gorge Museums Trust for future generations. The transfer has been made possible thanks to £9m investment provided by the Department for Culture, Media and Sport. The National Trust is also grateful to The National Lottery Heritage Fund and Arts Council England for funding and on-going support throughout the process.

Culture Secretary Lisa Nandy said: “As the birthplace of the Industrial Revolution, it is absolutely vital that the museums in the Ironbridge Gorge are protected as a key heritage asset in this country and a significant contributor to jobs and the economy in the Shropshire area. It is rich with the history of ingenious Britons who designed and constructed so many iconic pieces of engineering – from steam engines to iron boats.” q

THE NEW BELL FRAME for the replacement 47-bell carillon at John Taylor and Co’s bell foundry in Loughborough, the country’s last working bell foundry, has been installed in the restored carillon tower. The bell frame was manufactured, galvanised and installed at the end of September. The lifting of the bells will be accomplished in the coming months as time allows.

The buildings themselves are owned and run by a community trust, together with the site’s museum collection. A major project to restore all of the site’s Grade Two-listed Victorian buildings was completed last year. The five-year project was partly funded with £3.7m from the National Lottery and £835,000 from the government via the Loughborough Town Deal Fund.

The £6m project modernised the Victorian-era buildings while preserving their historic character. The redevelopment also transformed the museum into an immersive, educational space showcasing bell-founding’s artistry and history. Since 1859, Taylor’s bell foundry has cast over 25,000 bells for landmarks like St Paul’s Cathedral and hundreds of churches. q

LEADWORKERS GATHER TO ACCLAIM THEIR FINEST [THE ENDURING TRADITION of craftsmanship

took centre stage in October as members of the Lead Contractors Association (LCA) gathered for their annual Technical Seminar and Murdoch Awards. Hosted by LCA chairman Alasdair White, the event attracted more than 190 delegates to its new Kenilworth venue: a record turnout.

Opening the day, Holmes & Hills Solicitors presented an interactive exploration of ‘A Journey Through a Payment Dispute’, offering a practical view of contractual challenges that can affect their projects. Historic England followed with a presentation celebrating its ongoing work to protect historic buildings, inviting feedback from LCA members on areas where additional technical guidance would strengthen the sector.

The Lead Sheet Training Academy (LSTA) provided an overview of current training and funding opportunities, underlining the importance of sustaining traditional leadworking skills for future generations.

A key talk of the day came from the International Lead Association (ILA), who delivered an extremely relevant and well-timed presentation on the proposed changes to lead-in-blood regulations. The ILA outlined the scientific background, regulatory process and potential impact of the changes on the trade.

Delegates also participated in a session from the LSTA, and heard a detailed case study from Lead It Be Ltd, which highlighted the creativity and problemsolving that underpin complex leadwork.

With prominent manufacturers and specialist suppliers in attendance, the seminar once again proved to be a hub for the exchange of ideas, technical knowledge and shared passion for the craft.

Murdoch Awards 2025: honouring excellence in leadwork

The highlight of the event was the Murdoch Awards 2025 ceremony, recognising the finest examples of craftsmanship and innovation within the LCA membership.

The Murdoch Award itself was first presented in 1996 in honour of Dick Murdoch – ‘Mr Lead’ – upon his retirement. They were founded to mark his tireless efforts and success in raising quality standards in lead sheet work, part of which led to the founding of the LCA in 1984.

A decade later the Murdoch Sponsors Award was

added. That featured the smaller installations that used less than five tonnes of lead sheet, but which could be equally as demanding of the leadworker’s skills as the larger, more eye-catching projects.

In 2019 a further new category – the Murdoch Ornamental Award – was added, followed last year by the LCA Contractor of the Year Award.

Although Dick Murdoch sadly passed away in 2018, the awards keep his memory alive and together represent the highest accolades in the lead sheet industry.

Each year, the awards draw outstanding project submissions that exemplify the artistry, precision and professionalism of the trade. Judges noted the exceptionally high calibre of entries, reaffirming the awards’ role in celebrating the heritage and skill that continue to define this timeless craft.

First to be presented was The Murdoch Award 2025 – sponsored by Sand Cast Conservation Lead Ltd – for a project of excellence of over five tonnes in lead, installed with skill and technical precision.

The winner was M & I Lead Contractors Ltd for The Tholsel (pictured top right). Other finalists were Conservation Leadwork Ltd for North Farm and John Fulton (Plumbers) Ltd for Floors Castle Porch, while Eastern Foundry Lead Ltd were Highly Commended for Creake House.

FMB SURVEY SHOWS SMALL HOUSEBUILDERS HAVE OPTIMISM DESPITE CHALLENGES [THE FEDERATION OF MASTER BUILDERS (FMB) launched

its 2025 Small Housebuilders’ Survey at its Winter Parliamentary Reception on the House of Commons Terrace in December.

It reveals encouraging signs of confidence among small builders alongside persistent challenges that continue to hinder the sector.

The survey of 169 housebuilders found that 73% anticipate robust buyer demand, 69% are planning to increase their workforce, and 68% believe the Government’s planning reforms can help diversify the market and boost the number of small developers.

However, Brian Berry, chief executive of the FMB (pictured above), highlighted ongoing concerns about the decline of small housebuilders, noting that their share of new homes has fallen dramatically from 40% in the 1980s to just 9% today.

“This decline is not just bad for local house builders, it is bad for consumer choice, it is bad for the range of design being made available, and it is bad in terms of delivery,” he said.

The survey also revealed significant barriers, with two-thirds of respondents reporting they are unable to pursue sites due to anticipated Section 106 costs, and over a third stating the process for obtaining planning permission is getting worse.

Baroness Taylor of Stevenage, Parliamentary Under Secretary of State for Housing and Local Government, announced that the Government has launched changes to the National Planning Policy Framework.

“We’ve simplified planning for sites under nine homes. Such developments now benefit from faster decisions by expert planning officers with streamlined biodiversity net gain requirements,” she said.

She outlined additional measures including £48m to support recruitment and training of planners, selling more of Homes England’s land in small-only sales, and a £700m extension to the Home Building Fund.

“We recognise the challenges you face,” the Minister said. “Planning delays, regulatory burdens, a lack of suitable sites and access to finance you need to grow and invest, these have hindered SME builders to do what you do best.”

In a notable show of cross-party consensus, Sir James Cleverly MP, Shadow Secretary of State for Housing, Communities and Local Government, pledged Conservative support for ambitious reforms.

“The Government will have the support of the opposition benches if they are genuinely courageous in reducing the tax burden, reducing the regulatory burden, in making it easier for small local builders to get stuff done,” Sir James said.

He emphasised the Conservative commitment to scrapping stamp duty to increase market churn.

“Small is beautiful. And whenever you see a market that only has half a dozen players, that is not a properly functioning market,” he added.

The Government has committed to building 1.5 million new homes by the end of this parliamentary term, with both ministers and shadow ministers emphasising the vital role small and medium-sized building companies must play in achieving this target.

“Your work shows the very real constraints SMEs face, and underscores where our reforms must go further,” Baroness Taylor said.

“We will keep pushing to ensure you are able to unleash your full potential.” q

This growth powered turnover to £168.2m (up 92% year on year) and boosted pre-tax profit to £10.3m – a 157% rise.

Yet for Castle Green, the real victory wasn’t in the numbers. Its growth has a human focus. Even as the business scaled at record speed, customer care remained its priority.

Castle Green achieved a 97.2% customer satisfaction score, earning a coveted five-star rating from the Home Builders Federation.

Homes are currently being delivered across North Wales and the North West, with plans to move into Lancashire, the Manchester City Region and Shropshire.

Castle Green expects to deliver around 600 homes across 16 developments in the current financial year, and is aiming to reach 1,000 by 2030.

As the business grows, so does its workforce. Castle Green now employs 135 people, up from 100 in 2024, with further job creation expected as new outlets open.

Services (UK) Ltd (SBS) has been appointed by both Leicester City Council and Leicestershire County Council to deliver energy efficiency projects through the government’s Warm Homes: Local Grant programme.

The contracts, worth nearly £9m when combined, will mean the delivery of energy efficiency upgrades for hundreds of home owners and private landlords across Leicester and Leicestershire over the next two and a half years.

Working alongside the councils and boroughs throughout the county, SBS will take a property-by-property approach to install the most suitable measures to the latest PAS/MCS standards, including insulation, solar

panels, smart heating controls and low carbon heating systems.

The programme aims to tackle fuel poverty by helping residents cut energy bills and provide warmer, healthier homes.

BSIF URGES PPE USERS AND BUYERS TO REVIEW STOCK AND PURCHASING PROCESSES FOR THE YEAR AHEAD [THE British Safety Industry Federation (BSIF) is urging

organisations across the UK to use January to review their PPE stock and the processes they use to source it, as concerns continue to grow around the safety and compliance of products sold through online marketplaces.

With major legislative changes approaching and early indications from BSIF’s latest testing programme suggesting that substandard PPE remains widespread on online platforms, the Federation warns that employers must take extra care to ensure the equipment they rely on is appropriate, compliant and safe.

Online marketplaces remain a key area of concern

Provisional findings from the BSIF’s 2025 product testing – set for full publication at the end of January 2026 – indicate that unsafe and non-compliant PPE continues to be widely available from online marketplaces. Early trends suggest these platforms remain a significant source of high-risk, poor-quality products.

Examples identified during the testing period include safety helmets failing impact absorption tests, fall arrest equipment not meeting essential strength requirements, and protective footwear purchased online that lacked basic mandatory protective components.

“These early results reinforce what we have consistently seen in previous years,” said BSIF CEO John Hooker. “Online marketplaces pose a persistent risk, with unsafe and misleading products far too easy for buyers to encounter. January is the ideal moment for organisations to review what they already have on site and how they are sourcing it.”

Regulatory scrutiny is increasing

The Product Regulation and Metrology Act brings online marketplaces into scope for product safety for the first time, requiring them to take on new responsibilities for ensuring the products they host are safe and traceable. Secondary legislation is now being drafted, and the BSIF will be engaging with associated consultations.

To further help buyers, the BSIF is developing new guidance and checklists aimed at supporting safe online procurement and helping organisations identify red flags in product listings.

Review PPE with new standards in mind

The BSIF is also reminding employers that annual PPE reviews should consider not only product condition and compliance, but also suitability for every worker.

The introduction of The Provision of Inclusive Personal Protective Equipment (PPE) – Guide (BS 30417), highlights the importance of selecting PPE that fits a diverse workforce and ensuring procurement processes are inclusive by design.

Trusted sourcing matters more than ever

To reduce risk, the BSIF continues to encourage organisations to specify and procure PPE from Registered Safety Suppliers who are regularly assessed and are committed to ongoing product testing, legal compliance and staff competence.

“When businesses purchase outside the regulated supply chain, they significantly increase the chance of unknowingly introducing unsafe PPE into the workplace,” added John Hooker. “Sourcing from Registered Safety Suppliers is the most reliable way to ensure compliance and protect workers.”
