Demand for parking freeze REBEL councillors have called for a charge in seafront car parks around Bognor Regis to be frozen for residents.

THey rejected a recommendation to back a six per cent increase in the cost of the shortest stays at the three sites.

THe rare move by the Arun District Council members of all parties on its environment and leisure working group means Arun’s Conservative cabinet member for neighbourhood services,

Cllr Paul Wotherspoon, has to decide which fee should be included in the consultation.

Whatever his decision, the proposed charges will be open for discussion for six weeks. Any changes in the fees are set to come into force from this May. Cllr Paul English (C, Felpham E) led the calls for the cost of visits of up to one hour at the Arun-owned car parks to be kept the same.

He said: “Looking at it in a logical fashion, I would like to see the present charge kept frozen at £1.50. THat will encourage people to walk along the seafront. THey will come back to do that.

“THat is enough time for them to use the facilities along the seafront.

“THis is more for the local residents because all the beach hut owners and all those who want to go sailing and who stay longer will have a budget to pay for

parking. Hopefully, this will be seen by the residents we are trying to help them.”

“I would like to see the charges for longer stays go up even further after two hours.”

Fake fags warning for town smokers YOYO the spaniel showed his fake fag detecting skills in Bognor Regis town centre.

He has found more than £4m of illegal tobacco in the four years he has been working for the West Sussex trading standards department.

His handler of the past five years, Stuart Phillips, brought him to the town on Tuesday where he quickly used his four-legged skills to detect some illict tobacco.

THe day-long drop-in event took place in the London Road precinct to highlight the dangers of the unauthorised product.

Fake cigarettes often do not selfextinguish, which means they present a greater risk of causing fires.

THe town was chosen for the event because it is one of the worst areas in the county for illegal tobacco to be found. Among the most commonly copied tobaccos is Gold NZ. Kyran O'Neill, one of the trading standards officers at the event, said: "We are educating the people of Bognor Regis as it's a problem area for this.

"One aspect of education is health.

It can be dangerous to smoke these and make people ill. THe cigarettes can contain anything, including rat poison.

Whatever is in the factory could be found in the cigarettes.

"We are joined here today by the fire fighters as cigarettes are known to selfextinguish but illegally made tobacco products do not and therefore pose a

fire risk.

"THese products also fund organised crime, including human trafficking. A shop will sell illegal tobacco but there are layers of a network of crime behind it. THe damage to local businesses and the government can be catastrophic, with undercutting of prices and a loss of tax for the government.

"We are also here to get intelligence from people in the local area. If we can gather that it can help to prosecute."

Since last April, West Sussex trading standards has seized 1,186 packets of cigarettes and 402 tobacco pouches valued around £20,860.

Another trading standards officer, Richard Sargent, said: "Businesses caught selling illicit tobacco can lose their alcohol licence and traders can even go to jail.

"We would always advise that a person buys from a legitimate business and contact us if they have any reservations."

Cllr Debbie Kennard, West Sussex County Council's cabinet member for safer, stronger communities, said fake cigarettes posed a lot of dangers.

"Our trading standards officers have done some excellent work when it comes to putting a stop to the sale of illegal tobacco," she added.

HOPES of a link in North Bersted between two relief roads have been formally ruled out.

Bersted Parish Council had called for the connection from the North Bersted to Felpham roads to be made across the Salt Box farm, which has recently received planning permission for commercial use.

It contacted the area's MP, Nick Gibb, for help. He asked West Sussex County Council's highways officers for their opinion. THis was reported at this month's parish council meeting.

Matt Davey, the council's director of highways and transport, said the link

road had not been identified in any highways studies as being needed.

Because of this, it was not possible to safeguard the land for the link road or to ask for contributions towards its cost.

"It must also be noted that the land forming the Salt Box Farm site development does not extend as far as the Bersted relief road," he wrote.

"As such, even if land were to be safeguarded through the Salt Box Farm development, there would still be a requirement to obtain additional land to deliver any new road or secure funding towards its delivery."

f Jason Passingham at the bookshop GIANT numbers have been added to a unique Bognor Regis shop's windows to proclaim its half century in the town.

THe numbering of 1968-2018 was put up by owner Jason Passingham to draw attention to the 50th anniversary of Heygates Bookshop.

He said he believed the longevity of the High Street business was possibly because it had continually evolved to meet changing tastes and interests.

"Jigsaws were added, and I have started to build up the maps section as well as comics, graphic novels, modern first editions and collectors' books," he said.

"We have also embraced social media and we now take card payments.

"It's all about continually improving what we do and how we do it.

"Also, the shop has for many years been at the heart of the community, lending

its support to several locval groups and causes, such as the art society and seafront lights.

"If you support the community, you find the community supports you."

Heygates Bookshop was started in 1958 by the father of Caroline Ragless (nee Heygate). He was apparently trying to diversify away from the more perishable fruit, veg and flowers which the family had sold for many years at 57 High Street and other locations around the town.

Selling mainly second-hand books, the shop's unique selling point has been its exchange system.

THis allows readers to take books in and receive tokens which can be redeemed off other books in part-payment. It also ensures the books keep coming back.

Mrs Ragless continued the family tradition until she retired in December

2016. Mr Passingham took over for a new venture after he had worked in local government for many years.

He has transformed the business with new fascia signs and metres of new shelving on which to place his stock.

But he has kept the name out of respect for its place in the town's history.

He intends the bookshop to continue to be a part of that history for many years to come.

"Who knows what the future may hold?" he added. "I was told by my teachers that I was dyslexic. Yet here I am running a bookshop, so anything is possible.

"I often hear people say that they don't enjoy reading but I just say they have not found the right book.

"And that is a service we aspire to provide at Heygates bookshop."

From page one (130 bays) in the town and Culver Road (50 bays) in Felpham as well as six locations in Littlehampton.

It was intended to increase the charge for stays of up to one hour from £1.50 to £1.60, up to two hours from £3 to £3.20 and for longer visits from £7 to £7.40.

One site in Littlehampton would see its longer stays cost £8.40. THe charging period lasts from March 31 to October 1 in the Bognor Regis area sites.

Joe Russell-Wells, the council’s goup head of neighbourhood services, said: “All the car park charges except for the seasonal winter charges were increased on April 1, 2016. THere has been no increase in the current financial year.

“THe council’s financial strategy requires the income in the car parks’ budget for 2018/19 parking to increase by £29,228. THis is based on the Retail Price Index (inflation) of 2.5 per cent.

“An increase in the summer season charge of between 5.7 per cent and 6.6 per cent would achieve the required additional income.”

Cllr Dr James Walsh (LD, Beach) said: “THese increases are twice the rate of inflation. We should keep the one hour charge at the level it is now. THe proposal is to do that which will benefit local residents.

"People tend to use those car parks for short stays for all sorts of reasons and we should try to keep that charge.”

Cllr James Brooks (I, Marine) said: “My main problem is that we are just putting charges up. THere is no strategy and there’s no relationship with on-street

parking. THe whole principle of parking is to get people off the streets. But it is cheaper to park in Gloucester Road than off street. We ought to have a strategy with the county council about that.”

Cllr Ian Buckland (LD, River) said: “We should freeze the charge at £1.50.”

Meanwhile, West Sussex County Council has scrapped bank holiday exemptions for the controlled parking zone it runs on many roads around central Bognor Regis.

THe changes came into effect last THursday and mean motorists who park in the zone from 9am to 5pm on bank holidays will be charged. Previously, since the scheme was launched in the 1990s, it had only applied between the same times on Mondays to Saturdays.

THe charges are £3.50 for ten two-hour visitors' permits or £7 for five daily permits.

THe affected roads are: Albert Rd, Argyle Rd, Belmont St, Campbell Rd, Canada Grove, Chapel St, Clarence Rd, Crescent Rd, Den Ave, East Lane, Fitzleet car park access road, Gibson Way, Glamis St, Gloucester Rd, Lennox St, London Rd, Lyon St, Merchant St, Queensway, Regis Court, Richmond Rd N, Scott Close, Spencer St, Station Rd, Steyne St, Sudley Gardens, Sudley Rd, Sutherland Close, THe Esplanade, THe Steyne, Walton Ave, Walton Rd, Waterloo Sq, West St and William St. THere are also a host of changes to the layout of the waiting restrictions in many of the roads. THese include the 'school keep clear' markings in London Rd and Glamis St.

` Pension campaign CAMPAIGNERS for improved pensions for women are staging two events in Bognor Regis next month.

THe area's Waspi branch has arranged for the exterior of the pier and five other nearby buildings to be lit in purple from 5.30pm-7.30pm on March 8 to celebrate the centenary of some women being given the vote.

THe next day sees members of Women Against State Pension Inequality stage an information event from 3pm-5pm in the Regis Centre's studio two.

Visitors will be able to find out more about Waspi's aims of better pensions for 1950s-born women.

THe occasions follow two workshops staged by the branch this week in Granddad's Front Room in the High Street.

` Driver sought THE DRIVER of a white hatchback car is being sought by police after a collision in Climping.

THe vehicle collided with a silver Volkswagen Take Up, driven by a 17-year-old from Bognor Regis, and caused it to collide with a grey Chrysler 300C, driven by a 23-yearold man from Middleton.

THe Chrysler driver sustained back injuries for which he was treated at St Richard's Hospital, Chichester, and later allowed home.

THe crash happened between 7.35am-8am on Monday on the A259 near THe Oystercatcher pub. All three vehicles were travelling east.

Cash call to boost towns A BID to create a £1.35m fund to boost regeneration in Bognor Regis and Littlehampton has been rejected.

THe Liberal Democrat members of Arun District Council sought to use its annual budget debate to allocate the cash to benefit the towns and their surrounding communities.

But the council’s Conservative majority easily defeated the amendment at Wednesday night’s special meeting.

THey then agreed the budget proposals to mean Arun’s share of the total tax bill for residents will be £176.40 for a band D household – an increase of £5.13 or 2.99 per cent – in the year from April. THis will take the total bill for the same sized property to £1,730.80 after increases from the county and parish councils and police.

Cllr Daniel Purchese (LD, Beach) said the group believed some of Arun’s £8m reserves could be better used to benefit its two coastal towns without putting up council tax.

“We want to earmark up to £1.35m to pump prime regeneration in its two main towns of Littlehampton and Bognor Regis in order to benefit the economy, growth and jobs in the surrounding communities as well. We ask this council to request the two regeneration sub-committees to make recommendations to cabinet on how best to utilise this money with the specific aim of boosting and kick-starting regeneration in the towns.”

Cllr Purchese also called for £150,000 from the reserves to be used to ensure all the district’s public toilets threatened

with closure could stay open. Another part of the amendment called for a £500,000 budget to regulate the funding of last minute spending requests.

Cllr Paul Wells (LD, Hotham) said the extra regeneration cash would help to make up for the relative lack of money spent on Bognor Regis.

“We are trying to do our best for the whole district but Bognor Regis does seem to get the scraps when it comes to regeneration.

THe figures are there. I’m not talking about inward investment but, when it comes to this council using council tax, there is a discrepancy between the towns,” he said.

THe £19.5m for Littlehampton's new swimming centre showed this.

But Cllr Ricky Bower (C, East Preston) said: “THis regeneration pits Littlehampton against Bognor Regis. We need to make sure that, when we have regeneration, it is regeneration across the whole of the district.”

THe council’s Bognor Regis regeneration sub-committee chairman, Cllr Phil Hitchins (C, Aldwick W), said: “THis is a totally out of date and ill-informed amendment.”

Arun was committed to the £3.4m Hothamton linear park proposals for Queensway and was making progress on the Gardens By THe Sea scheme for the Regis Centre. “I don’t think that extra money would speed these things up at all.

“As regards to toilets, he is totally wrong.

We are going to be closing two toilets but we have a budget for the restoration and refurbishment of the rest.”

THe Picturedrome Cinema in received the highly commended accolade in the community spirit category of the 2018 Small Business Big Heart Awards in association with BusinessesForSale.com.

Planning inspector will decide future of regeneration scheme

PLANNING expert Louise Gibbons holds the fate of a £90m Bognor Regis regeneration scheme in her hands.

Ms Gibbons chaired an informal inquiry on Tuesday into the Sir Richard Hotham Project's ambitious proposals for the town.

THe government planning inspector is expected to reveal her decision within two months after developers appealed against Arun District Council's rejection of its plans a year ago.

THe project aims to redevelop the Regis Centre and Hothamton sites with farreaching plans. THey involve retail and leisure boardwalk, flats and a hotel to replace the Regis Centre - keeping a theatre for the community charity Arun Arts - and a 1,100-seat theatre, flats and another hotel at Hothamton.

"THe ground floor retail and leisure uses will be attractive for people to walk through. At the moment, they go past the back of the town hall, across the car park and come to the back of a short stretch of a landscaped bund before they get to the seafront.

"THe arcade which is being proposed in the development will be a new link through to the existing arcade. I fail to see how any reasonable development will stop people getting to the seafront. THere will be a lot more footfall across a greater time period than there is at present with the car park."

Bognor Regis town councillor Sandra Daniells said its members opposed the plan. "We were concerned about the bulk, shadow and intensity of the large building fronting the prime site.

"Once it is built on, it will be gone for good. We hoped the leisure would remain on that site, we would retain the community theatre and retain some more green space," she said.

But fellow town councillor Jan Cosgrove, a supporter of the Sir Richard Hotham Project, said a community theatre could be built on the site in which space had already been kept for Arun Arts.

"THis could be very exciting. We would get two theatres for the price of one," he said. "THis would enable the community benefits of the theatre to be kept there."

Arun Arts chairman Hazel Latus said: "We are a community hub with 25 users groups and three studios active all day.

"What would be ideal for us is the regeneration of our own building."

Kite flyers' new venue DOZENS of kite flyers will be heading to a new venue for this year's Bognor Regis Kite Festival.

THe popular event will be taking place at King George V Playing Fields in Felpham.

Its delighted organisers announced the change this week to enable the bank holiday celebration of the aerial fun to continue - and be bigger than in the previous three years.

One of them, Jan Malpas, said: "We have been searching hard for the last few months to find a new home for the 2018 August bank holiday kite festival.

"At last, we have now found one and it means the kite festival will be able to be much bigger than it was at West Park and we shall have onsite parking.

"With this extra space, we shall be able to have two large arenas for kite flying. So, we can have bigger kite flying displays and many more amazing kites flying for our visitors to enjoy."

THe kite festival has previously been held at West Park in Aldwick. It began in 2015 as a two-day event and continued in that format the following year. In

2017, it expanded to three days and moved to the August bank holiday weekend.

THis meant its second day clashed with the starting point for the town's annual illuminations gala in the evening.

Arun District Council, which owns the park, ruled priority should be given to the gala for this year. It promised to work with the kite festival team, which also includes Sarah Boote-Cook and Dave Mitchell, to find an alternative location.

THis has led to King George V Playing Fields being chosen. "Along with the kites, we shall have a host of other activities, including live music, bar and catering outlets, children's entertainment, giant inflatables and rides, kite making workshop and a large variety of stalls," said Mrs Malpas.

"It is everything people could want for a fabulous day out and weekend and it is free."

THe bank holiday will also see the festival host THe Great Bognor Bake Off for the second year.

THe festival will be open from 10.30am-10pm on August 25 and 26 and 10.30am-5pm on August 27.

HUNDREDS of voters in Bognor Regis were sent the wrong ballot papers for last night's by-elections.

Election officials at Arun District Council mistakenly told some 640 electors in part of the town they could chose a new town councillor.

But the Marine North ward already has a councillor, Tony Gardiner.

THey could, however, still vote for a district councillor in that byelection yesterday.

An Arun spokeswoman said: "We contacted all (affected) postal voters by first-class post on Monday, notifying them that they can only vote in the district election and that any votes cast on the town council ballot paper for this polling district will be cancelled and not included in the vote. THe council sincerely apologises for any confusion that this may have caused and will be taking steps to ensure that it does not happen again."

THe mistake occurred, she said, as a result of changes to the town council's wards in 2016. Marine North ward became obsolete and was moved to Marine ward. THis had to be done before the county council elections last May. But an administrative error saw the polling district of Marine Town Ward moved too early instead of remaining in the Marine North parish ward until the canvass of December, 2018.

Arun's staff had taken a range of actions to notify voters about the error, she added. THe by-elections took place in Marine ward for the town and district councils and Hatherleigh for the town council.

Government backs homes GOVERNMENT minister Sajid Javid has given the go-ahead for 50 new homes in North Bersted.

Mr Javid, the secretary of state for housing, communities and local government, has ruled the estate should receive outline planning permission.

He decided the need for more housing outweighed any harm to the countryside caused by the properties being built on land west of New Barn Lane in an area not allocated for development.

His verdict has backed that of planning inspector, Kenneth Stone, who chaired a public inquiry into the proposals last September.

Civil servant Melita Lumley stated in Mr Javid's decision: "He agrees with the inspector that the current development plan, including the Bersted Neighbourhood Plan, is constraining development and not meeting local housing need of the National Planning Policy Framework's advice to significantly boost the supply of housing.

"Like the inspector, he considers that development will need to be built outside these boundaries and in the open countryside if the housing supply situation is to be improved."

Mr Javid agreed some harm to the area's character and appearance would be caused by development, said Ms Lumley.

"However, given the proximity to the settlement edge, the adjoining development site, surrounding landscape and flat topography, the secretary of state agrees with the inspector that this harm would be limited and that, with planting, that harm would be reduced over time."

THe effect of extra traffic from the homes

on the surrounding roads had been considered carefully by Mr Javid, said Ms Lumley.

He believed the proposal would not have a detrimental effect on the free flow of traffic or highway safety.

THe decision was greeted with dismay by Bersted Parish Council. It had requested the call in after Arun District Council approved the scheme in September, 2016.

Cllr Gill Yeates, who chairs Bersted Parish Council’s planning, amenities and environment committee, said: “THis is another disappointment despite all the comments we made as a council.

“I also put some new technical things to the inquiry. But, from the inspector’s comments, the overall lack of housing land supply undermines absolutely everything in our neighbourhood plan.

“At the time it was prepared, the housing number was 580 and now it’s 1,000 houses a year and is, therefore, hopelessly out of date.”

She said the decision called the value of the neighbourhood plan into question.

“It’s a real shame for the local people who got involved in the neighbourhood plan. It was a great waste of public money, a great waste of people’s time and a great sense of opportunity as well," she said.

Cllr Martin Lury said the inquiry result would add to the cynicism among the public towards the neighbourhood plan.

“THe people of North Bersted said what they wanted and they have been totally ignored,” he said.

“THe neighbourhood plan was quite well thought through and had a lot of things that made a lot of sense."

Mr de Savary said: "We are pleased to announce that it has gained planning permission for an exciting new development of nine luxury hotel suites, to be known as Gull Point Suites On THe Beach, planned to be completed by early spring 2019.

"THe new accommodation will open up new possibilities for the area, supporting local businesses and providing an exciting modern focal

point on the Felpham promenade.

THe approval for the £2m plan was given by Arun District Council planning officer Richard Temple.

He stated: "It is considered that the building, while different in style, draws on elements of the surrounding buildings resulting in a structure appropriate for a seaside location."

THe proposals attracted 49 letters of support and 23 of objection.

Mr de Savary thanked the scheme's supporters. "Local residents will be consulted at all stages during the construction phase, which it is hoped will start mid-2018," he added.

Cllr Brian Knight said the proposed location for the Silent Soldier would have protected it from being knocked over by motorists parking to visit the shops.

Bognor Regis Town Council is buying four soldiers for locations to be decided.

THe parish council members said they feared a Silent Soldier to commemorate the centenary of the end of the First World War would be vandalised.

THe Royal British Legion has launched the national scheme to pay tribute to the hundreds of thousands who lost their lives for their country in the conflict.

Each soldier is 144cm X 60cm, weighs 3kg and is made of the aluminium composite sheet called dibond. It is supported by iron poles which weigh about 7kg.

Parish council clerk Debbie Holcombe suggested to councillors they could pay £250 to the Legion for one Silent Soldier to be installed by the council’s noticeboard at Chichester Road and Central Avenue junction. Church-goers tackle swim

` Day of prayer WOMEN church-goers from across Bognor Regis will celebrate a global event next week.

THey will be gathering next Friday at St Mary the Virgin CofE Church in Felpham for the area's service for the women's world day of prayer.

It is being held at 10.30am at the Felpham Road church.

THose who go along will be praying for and with the people of Suriname, who have decided this year's service.

Gabrielle THorpe, the press officer for the event, said: "THe theme of this year's service is All God's Creation is Very Good.

"Suriname lies in the north-east of South America and is the greenest country on earth due to its beautiful rain forest which is home to amazing flora and fauna...some of which is becoming endangered due to climate change and pollution."

A 12-year-old boy, believed to be a ringleader in a series of incidents, was made the subject of a court referral order last week. He cannot be named for legal reasons.

Similar problems have also been reported in Littlehampton. Sussex Police's Arun and Chichester prevention teams are collating the incidents and securing evidence.

Boxers get benefit from special night BOXERS in Bognor Regis have benefited from the latest of an annual series of big fight nights.

THe town's boxing club was presented with a £2,800 as its proceeds from the special occasion in Butlin's.

Hundreds of spectators attended the series of bouts between boxers who represented Sussex and Hampshire.

It has long been organised by Bognor Regis Rotary Club to help the boxers. A previous year helped the club to buy a seven-seater people carrier to take the young boxers to different tournaments.

THe donation has come at a good time for the club. THe 2017/18 season has been its best for many years.

A Bognor ABC spokesman said: "Firstly, GB and Bognor boxer Claudia Havranek won a silver medal representing Britain in Poland but had to withdraw from the final due to illness. It has been her best

season with wins over Scotland and the Army.

"Secondly, Charley Mason became southern counties champion with a fine win over Frazer Hadaway and now goes forward into the national finals being held in Doncaster.

"Finally, the club are pleased to announce that coach Adrian Clark is now part of the national coaching squad and will bring new and up-to-date coaching ideas to the club."

He added that the club was grateful to the support of VK's Gym. THe 2018 boxing night will again take place at Butlin's, on November 29. THe contest will be between Sussex and the London Counties.

Tables of diners, usually ten, can be booked at £50 each with the Rotary club.

Non-dining tickets will be on sale on the night at the gate at £10 each.

MEMBERS of a Bognor Regis church are getting ready to swim the English Channel for the second time.

THey will take on the 22-mile challenge on the next two weekends.

THey will be taking to the water at the Arun Leisure Centre in Felpham from 5pm to 7pm this Saturday and next Saturday thanks to the venue's managers.

Church member Simon Whitehead said: "Our first sponsored swimathon challenge in 2017 was a great success, where 42 swimmers swam a combined effort totalling 44 miles and raised funds for the new extension that is open to mothers and toddlers and youth groups as well as the church.

"THe swimathon challenge is open to anyone in the community who may like to come and join us. We would also like to ask if anyone would like to sponsor those in the church to beat last year's record and, hopefully, target 50 swimmers to swim a combined 50 miles.

"All funds raised will go towards the final costs of the new extension, which was opened last year, and to equip it for those who use the facilities."

Centre given further backing for its work to help older people have fun ENTHUSIASTIC members of a Bognor Regis centre have welcomed news of more funding.

THe Laburnum Centre's operator, Age UK West Sussex, has been awarded another year of backing.

THe support from Arun District Council ensures the popular centre for the over50s can continue to operate until at least March 31 next year.

Linda Batchelor, 66, of East Preston, has taken her mother, Middleton resident Doreen Johnson, 90, to the centre twice a week for some three years.

She said: "It gives my mother the chance to mix with other people. It's about getting her out of the flat she is in on her own.

THere are a lot of things to do here."

Another member for the past two years, Pam Brackley, 87, of Rose Green, said: "I meet some friends here. I would miss coming here."

Relative newcomer Trevor 'Fred' West, 70, of Barnham, enjoyed himself so much at the centre in the past five months he introduced his neighbours - John Jones (89) and Louise Jones (91) - to its activities.

Mr West said: "It's a social centre. it's given me a new lease of life. I enjoy the company and there's so much to do here.

"A friend works here and I wanted to get back into things and it's more social than a usual gym because there's other activities going on."

Mr Jones said: "We moved down here from South Wales and we used to be out three nights a week there.

"We couldn't find anywhere to go when

we first moved here and this gets us out of where we live and meeting people."

THe activities members can enjoy include a gym, dancing, curling, carpet bowls, reminiscence singing, bingo, hairdressing and chiropody. Walks are a recent addition.

THe continued support of £173,773 to Age UK West Sussex from the district council enables its current contract to provide services to be extended into 2019.

THe charity's main activity in Bognor Regis is running the Laburnum Centre in Lyon Street on Arun's behalf.

Robin Wickham, its group head of community wellbeing, told the council's cabinet members at last week's meeting the centre was among a range of activities which Age UK West Sussex provided in the district.

"THe day activities provide a range of affordable services and activities for older people," he said.

"THey also draw on the knowledge and experience of Age UK to provide low level social support to enable individuals to have resilience, improved quality of life and good social networks."

THe longer-term future of the centre depends upon a commissioning exercise set to be carried out by West Sussex County Council. THe county council has traditionally funded day activities but Arun has long supported them, even though it has no legal need to be involved, because its councillors have seen the benefits of helping residents to live long, active and healthy lives.

Mr Wickham said councillors would

be asked if they wanted to include the Laburnum Centre in the commissioning study when its terms were finalised.

Mr Wickham said: "THe perceived benefit of commissioning with the county council is to improve the range and reach of opportunities that will enable older people to confidently prepare for later life and be supported to remain well and independent for longer in their own homes for as long as possible."

THe principles behind the commissioning had been designed to ensure the county council would deliver a 'joined up' service for older adults.

THe results of the study could lead to more money for the Arun district, he said. THe area had received less funding than others in the past and this was to be reviewed by the council.

"We do work very well with Age UK West Sussex. THey do an excellent job but we are right to leave the door open for county council funding," Mr Wickham added.

THe Laburnum Centre was opened by Arun in 1990. THe council transferred the service to Age UK West Sussex in 2006 for ten years.

THe original funding was £269,773 a year. THis has reduced to the current £173,773 as part of the agreement. Arun agreed last year to a 12-month extension to the contract because of the county council's intention to draw together services that influence the health and wellbeing of older people.

THe past five years has seen 486 purchasers get on the housing ladder in the district thanks to Help to Buy. THe total number of buyers in the area who have benefited from the initiative in that time is 666.

Michelle Storer, a sales director for Barratt Homes, said: "While Help to Buy is available for first-time buyers and those moving up the housing ladder, the statistics reveal what a massive help it has been to those looking to buy their first home in particular."

Help to Buy enables anyone to put down just a five per cent deposit for a new home under ÂŁ600,000.

THe government lends them 20 per cent of the property's value with an interest-free equity loan for five years.

` Beach clean-up A SPRING clean is being held along Bognor Regis beach next month.

Bognor Regis in Bloom is staging the spruce-up of the shingle on March 3. THe event will again see the volunteers join in a national campaign to get the country out and about to improve the areas in which they live.

Extra helpers are welcome to go to the pier at 10am and make their way to the Bognor Regis Yacht Club and Nyewood Lane area.

THe area's population is set to soar by 10,000 if all the proposed housing is built in the next 15 years.

Albert Homer, one of the founders of PAGAM, said: "Access to the village, already difficult at times, is set to become far worse unless major work to the road network is undertaken.

"Pagham is on a virtual peninsula with the English Channel to the south, Pagham Harbour and Rife to the west, the built-up estates of Aldwick to the east and access limited to Pagham Road and 'rat runs' to the A259.

"THese both connect to the already congested A27 Chichester bypass.

"Indecision about how to develop the Chichester bypass has meant that any start on work to provide a solution is not likely to be before 2023.

"When it does, there is going to be years of construction work resulting in delays and frustration for motorists.

"Meanwhile, the growing population south of the A27 and in the western part of the Arun district will be putting more and more pressure on the road system as will those developments in and around Chichester.

"THe mitigation so far proposed to solve the traffic situation consists mainly of minor changes to some road junctions and roundabouts."

THe major project of terminating Vinnetrow Road at a new roundabout which would give access to a new industrial estate and supermarket as well as connecting the A259 to the A27 was likely to cause as many problems as it solved, he said.

"All the solutiuons proposed so far do not look far enough into the future," said Mr Homer, of the Pagham and Aldwick Greenfields Action Movement.

Beyond the present plans until 2031, it was likely the government would impose similar housebuilding targets to the 1,000 annual quote likely to soon be given to Arun District Council.

He said: "Any plans for improving existing roads or building new ones should be looking that far ahead and not just aim to provide sticking plaster solutions.

"What may seem expensive solutions now, will surely become far more expensive as time goes by. So, now is the time to make forward-looking plans to keep ahead of the game."

One particular aspect of concern about the transport plans was the 'deplorable lack' of dedicated cycle and pedestrian paths to the west of Bognor Regis town centre, said Mr Homer. THis contradicted national planning policies.

"THe proposals for the developments in north and south Pagham go some way to providing cycle and pedestrian paths.

"But, unless these link into routes into Bognor Regis town centre and Chichester, their value is very limited.

"THe proposal to develop the cycle route along Summer Lane, across Pagham Rife and through Mundham, does nothing to provide for those cyclists who wish to use, or need to access, workplaces along Pagham Road," he added.

THe current housing plans are for Hook Lane (300 homes), Summer Lane (400 homes) and Sefter Road (250 homes).

But the total number could go past 1,000 before the developments are completed.

Treadmill will allow users to walk on air A UNIQUE treadmill in Bognor Regis can help people to walk again.

THe anti-gravity piece of equipment has been installed in the Laburnum Centre gym for a four-week trial.

Its operator, Age UK West Sussex, is seeking to raise £30,000 to ensure it becomes permanent because of the benefits it will offer people with a range of medical conditions and injuries.

THe treadmill works with an inflatable bag which absorbs the users' weight as they step on to it.

Sarah Smith, the centre's assistant manager, said it was rare to have the equipment in a gym used by the public.

"THis is going to be life-changing for people and, once the machine is in, they will not want to let it go.

"Can you imagine what it will be like for someone in constant pain to be able to walk or run after years of pain?

"I think there will be tears of joy when they use it," she said.

"THis is the only treadmill of its type that we know of in this area. THe only other one locally is in Littlehampton and that is for private use.

"THe treadmill comes from Nasa technology for astronauts and it reduces a person's weight by as much as 80 per cent.

"THat means a person who weighs ten stone will only be two stone when they are using it."

THe treadmill allows people with bad knees or hips and those with MS, cerebral palsy or neurological disorders to exercise by absorbing most of their weight and taking the pressure off their joints.

Its arrival at the centre in Lyon Street builds on the gym's work with GPs, Bognor Regis War Memorial Hospital and St Wilfrid's Hospice to reduce the pressure on the NHS by providing the chance to get fit and mix socially with other over-50s.

Town mayor Cllr Phil Woodall was among the first to see the treadmill. He said: "THis is an impressive piece of kit.

"Having read about this amazing piece of equipment, it is one of only 150 in the country. Many of the others are in closed units, military bases or private hospitals.

"I am sure that it wll help many people to rehabilitate after knee and hip operations and prepare for them as well. It's important people keep active no matter what their age." * An open evening at the centre from 6pm on March 1 will enable anyone interested to use the treadmill.

TWO ELDERLY women in Chichester and Bognor Regis fell victim to 'despicable' distraction burglaries on the same day.

THe first crime happened about 3.45pm on February 14 when an 89-year-old woman answered her home in Berrymill Close to a man who claimed there was a problem with the water supply.

She let him into the kitchen and he went to the sink. He left when he was challenged for ID but he had already gone to her purse and stolen £150.

She described him as a white man in his 40s, wearing a hi-vis jacket. He spoke with a cockney accent, which may have been false.

Between 4pm and 5pm, a woman aged 83 heard a knock at her door in Farndell Close, Chichester.

She didn't answer but suddenly saw a man in her property who claimed there was a gas leak.

THe woman challenged him and the man left with her landline phone after she said she would call the police. After this, she noticed her £400 cash pension, along with her handbag and bank cards, had been stolen.

THe suspect is described as a white man, aged in his 20s or 30s, about 5ft tall, unshaven and of scruffy appearance. He wore a jacket with hi-vis stripes and a blue beanie hat.

Detective Constable Ellie Hughes said: "THese are despicable crimes in which two elderly women have not only been left out of pocket but also in fear of their own safety in their own homes. We believe these cases may be linked."

Year 7s Race for the Line Rocket Challenge Bourne’s Year 7 students have been learning about aerodynamics in Technology and how this affects the Bloodhound SSC, the landspeed car which is set to achieve 100mph.

“Aspiration, Innovation and Motivation”

The students then took part in the Dendrite Race for the Line Rocket Car Challenge. This involved producing small test models during Mr. Glover’s Technology lessons, which were timed using microbits and later launched by rocket motors. The students worked in teams of 4 to create the aerodynamic shape of the car.

Students were then joined by Lieutenant Commander Ross Lee and WO1 Kris Hepworth of The Royal Navy to set off the rockets which power the cars.

In April the regional final will be at Portsmouth Dockyard where many schools will compete. This is an excellent STEM challenge where students can utilise problem solving skills through a combined project.

We hope to qualify for the regional finals.

Cottage owners set out vision for future GUARDIANS of the most famous building in Felpham have revealed their ideas for the future.

THe Blake Cottage Trust's trustees have compiled a £3.3m blueprint about how best to preserve the building where the well-known poet wrote the words which became Jerusalem.

THey have been showing the plans to visitors to the Grade II-listed thatched building at a series of open days linked to a major exhibition about Blake being held at Petworth House by the National Trust.

Peter Johns, one of the trustees, said they were set to start talks with planning experts at Arun District Council about the best way to put their ideas into action.

THe trust's proposals state: "THe cottage is at the centre of the proposals and is to be sensitively refurbished.

"THe principles of this follow the findings of the archaeological report in terms of historical precedent and significance.

"Whilst the intent is not to return the cottage to one that Blake would have specifically known, we feel - and have demonstrated -there is a scheme that is familiar to the intent that reverses later inappropriate changes, retaining listed structures and enhances the special character, allowing the appreciation of the site and the cottage."

"We are pragmatic and have prepared an initial business plan that will support this continued work, and bring a sustainable model through the provision of new facilities," adds the trust.

THe proposals suggested by the trust

include the removal of the single-storey 1960s additions and alterations, the removal of later windows and the reinstatement of historically sympathetic windows.

Internally, the trust is considering establishing a simple parlour close to the layout known by Blake and his wife, Catherine, when they lived there from 1800-1803. A print studio will contain a replica of Blake's printing press.

As well as returning the staircase to the original layout, the trust proposes to keep the 19th century extension to enable the two-bedroom cottage to be used as a short-term let. It can be self-contained with another bedroom if the cottage is busy. In the grounds, it is suggesting an improvement to the setting of the cottage with new landscaping, better visibility from the road and the removal of the later additions.

Among this work is the removal of a section of wall in front of the cottage, the removal of fencing and gates and the replacement conservation of the thatched roof. THis would open up space around the cottage and, as such, give more prominence to it on the site, pictured right.

"THe new single-storey building appears as a garden wall with a simple opening to frame views of the cottage from within," the trust states.

It will contain a single flexible gallery for exhibitions and events and a classroom space designed for many uses. A new, smaller support building will replace the

existing garage.

"THe proposals include a discreet access ramp to the raised site, making the cottage accessible for the first time," says the trust.

THe trust bought the cottage, in Blakes Road, in September, 2016, from its previous, private owner.

It has been criticised by Blake fan and novelist Beryl Kingston for failing to start repairs to the building.

But Mr Johns said it was stable and had come through the winter unscathed.

"Our immediate priority is to secure the roof. It will have to be dismantled in order for the centuries of neglect to be addressed," he added. "As in good conservation practice, our intent is to retain as much of the original fabric as possible, including the wattle and daub finishes."

and ensure the safety of the children. The well-being of the child comes first. Volunteers should be able to relate to children and maintain a calm demeanour. Anyone with experience in dealing with children are particularly welcome.

Minute Taker – Dementia Support Dementia Support is a new local charity working in partnership with voluntary and charitable organisations, the NHS, West Sussex County Council and other statutory organisations, to build a unique first-of-its-kind community centre for dementia. The new unique centre, The Dementia Hub, will truly enhance the well-being and quality of life for people living with dementia, their families, friends and carers. This key role will assist their work with efficient minute taking to enable them to continue to deliver a professional and supportive service. This role is for an individual who has experience of minute taking and will assist them by attending regular scheduled meetings.

Fun and Breaks Volunteer – Fun and Breaks (FAB) Fun and Breaks exists to support disabled children and their families by providing regular and reliable short breaks which are stimulating and enjoyable, and to promote positive experiences with new friendships, social activities and supportive relationships with carers. Volunteers are matched with a disabled child and their family to give them a short break of two hours a week or four hours a fortnight.

Volunteers do a variety of activities with the child whilst they are in their care. The coordinator will take care to match your interest and skills with the child. Perhaps you enjoy visits to the beach or walking in the woods. Do you have a flair for baking or enjoy reading or watching films?

You will have the opportunity to build a relationship with a child and give them and their family valuable support whilst having a fulfilling time yourself. Volunteers and the family receive the ongoing support of the coordinator and training is given to volunteers both when they join the service and at regular intervals thereafter.

Chance to bring books to life SEVEN-YEAR-OLD Shaun Goddard is set to be a Time Lord thanks to costume workshops in Bognor Regis.

His mother, Deanna Allen, was among those who went along to the first costume workshop held by Making THeatre Gaining Skills.

THe community interest company is staging the three events to enable parents to create costumes for their children to wear on World Book Day. She said: “I’m thinking of making a Doctor Who costume for Shaun or someone like Captain Hook. It will be the first time I’ve made a costume for World Book Day. “I normally buy them and these workshops are a good idea. It will be good for Shaun’s imagination to get involved in this.

“He will put his ideas across. He is quite good at making things like Lego.”

THe first workshop was held on Wednesday last week, followed by another this week and from 10am-1pm next Wednesday at Bognor

Youth & Community Centre in Westloats Lane.

THe drop-in sessions are free to attend. THey are being led by lifelong dressmaker Janis Gadd. She said: “Most people want to look like their hero. It’s a case of looking at photos and taking the costume from there.

“It will be something they can wear and run around in that sparkles. THe costume will spark their imagination and can be made out of anything.”

She said her role was to oversee the sessions and give the parents the confidence to make the costumes.

Hilary Strong, of Making THeatre Gaining Skills, said she was pleased by the turnout of 11 on the first day. It also marked the first day since the official opening of the centre’s café run by volunteers.

“We had no idea who would come along – and it’s now a case of spreading the word about us to encourage people to come in.”

Takeover keeps free legal advice available f Emma Pagett, right, receives her award

Emma is thanked for heating work HELPING to keep homes across Bognor Regis and Chichester warm has brought Emma Pagett an award.

Emma, of Arun and Chichester Wellbeing, was named a Heat Hero at a ceremony in Parliament.

THe awards are open to individuals in England and Wales and celebrate those who work hard to help residents in their area to live in warmer homes.

THey were held in partnership between ScottishPower and the charity, National Energy Action.

Emma was one of the 15 winners.

Gillian Noble, sales director at ScottishPower, said: "THe hard work and commitment shown by these dedicated people within their communities is crucially important in helping to tackle

fuel poverty.

Arun District Council's cabinet member for community wellbeing, Cllr Mike Clayden, thanked Emma for her efforts.

"I am very proud of Emma who, along with colleague Jo Williamson, has worked hard to provide much-needed support to some of our most vulnerable residents. THe feedback we have received from residents shows just how much of a difference Emma has made to their lives," he said.

Cllr Eileen Lintill, his counterpart at Chichester District Council, said: "Having a warm home is vital for health and wellbeing and I know Emma and Jo's work has made a tremendous difference to a number of our residents."

A FREE legal advice service for Bognor Regis and Chichester residents has been taken over.

Sussex Legal Services has handed over the Chichester Law Clinic to Arun and Chichester Citizens Advice.

THe change has taken place six years after the service was set up to allow people to continue to have access to justice following cuts in legal aid.

But Sussex Legal Services is no longer in a financial position to continue to provide it.

Will Chalmers, its chief executive, said: "It is with the deepest regret that we find ourselves in this position, as we have helped many people over the years.

"Unfortunately, we do not have the funds to continue paying for the service. THe good news, though, is that we are handing over operations to Citizens Advice."

THe clinic was established by Sussex Legal Services, Arun and Chichester Citizens Advice and Chichester College. It will be under the full control of Arun and Chichester Citizens Advice from next Monday.

Chief executive Luca Badioli said: "I would like to thank the chief executive and directors of Sussex Legal Services for their drive, commitment and motivation in making sure that the Chichester Law Clinic became a reality and continued to grow and deliver the service currently available.

"Here, at Arun and Chichester

Citizens Advice, we are passionate about making sure that less fortunate people are able to have access to justice. THat is why we will make sure

Rice is nice for healthier cooking and looking good WITH so many different oils to choose from, which one do we use? I know it can be a little confusing at times to know what is best, as there is so much conflicting information out there.

However, rice bran oil is becoming a more well known and popular vegetable oil that offers many advantages over standard vegetable oils that millions of people commonly cook with all over the world.

Rice is one of the most widely available and popular foodstuffs on the planet, and rice bran oil is extracted from the germ and the husk of rice kernels. It has a very high smoke point, which is why it is commonly used in high-temperature cooking methods, such as stir-frying and deep frying.

If you are familiar with this oil you will be aware that rice bran oil is most commonly used in Asian cultures, including Japan and China, primarily because rice is already such a staple food in their cuisines.

I think rice bran oil is becoming increasingly popular in other parts of the world now because of its relatively low cost, and we are all becoming wise to the hundreds of fabulous health benefits that come from using it in food preparation.

So, what are the health benefits of rice bran oil? Firstly it can have the ability to help lower cholesterol, but it can also greatly boost the immune system, and also has been linked to helping with the prevention of cancer.

It has great benefits for your appearance too, as it can help improve the condition of your hair, nails and skin, and contribute to promoting weight loss.

It is also proving to be fundamental in relieving menopausal symptoms, as well as protecting your heart health, increase cognitive strength (brain power) and lower allergic reactions.

Research has been conducted on an extract of rice bran oil in terms of how it affects menopausal women. More than 90 per cent of women who took the supplement reported a reduction in hot flashes and other irritating symptoms of menopause. THis is a very high percentage and for anyone who is suffering out there, I would highly recommend you give this a try.

Rice bran oil is a rich source of antioxidants, both in various forms of vitamin E, as well as compounds such as oryzanol. THere is a lot of vitamin E in this oil, including both tocopherol and tocotrienol.

Vitamin E functions as an antioxidant, which means that free radicals in the body are neutralised.

Free radicals are the dangerous by-products of

cellular metabolism that can cause healthy cells to mutate into cancerous cells. THerefore, keeping a steady flow of antioxidants coming into the body is essential for reducing your chances of developing various types of cancer.

THere is, however, one word of warning though, so please be cautious… Rice bran oil is high in fibre, which can help some digestive conditions improve.

However, the fibre can block up the gastrointestinal tract further if you are already suffering from ulcers or any other condition that narrows your digestive tract for any reason. So, if you know you have these conditions please use in moderation and with caution. Slowly, slowly!

CUPID may well have shot his final arrow for the year , but there are always reasons for celebration and thus off I duly headed in the direction of a local Tesco store to see what I could recommend for your next tipple.

South Africa, a wine area with a burgeoning reputation, was my first port of call in the form of a 2017 Mountain Vineyards Sauvignon Blanc from the Western Cape and priced most competitively at £4.50, if you purchase two bottles thereof!

THis bargain is pleasingly aromatic and, despite possibly being a tad sharp initially, has lemon and lime fruit flavours with passion fruit to boot and is full of fruit on the aftertaste.

For £7 expended, a 2017 Tesco finest Picpoul de Pinet from the Languedoc region of Southern France oozed pear and apple fruit flavours with a slight spritz and lemony zing and is dry and beautifully refreshing!

A wine from the Yarra Valley, located east of Melbourne, Australia, next enticed me - namely the Tesco finest Chardonnay of 2016 vintage at an offer price of £7.50, if one of two.

THis refreshing, dry white wine balances stone fruit flavours with floral aromas, vanilla hints and a lengthy finish and is one I unreservedly commend to you. It drinks beautifully on its own, but would complement pasta, shellfish or hard cheese - un vrai délice!

For my final white wine choice, I selected a Tesco finest 2014 Bouchard Aîné et Fils Viré-Clessé for the princely sum of £11. 2014 was a challenging year in Burgundy.

But a stunning September rescued many wines and this particular wine proved to be elegant and decidedly creamy with apple and citrus flavours and pleasing minerality culminating in a long finish.

THe partial ageing in new oak barrels adds complexity enhancing the midpalate flavour and this most quaffable wine would pair beautifully with poultry, seafood or softer cheeses a good example of affordable white burgundy!

In terms of red wines, I failed to resist a £6.50 Tesco finest 2015 Montepulciano D'Abruzzo from the Abruzzo hills overlooking the Adriatic Coast in la bella Italia.

THis wine has a lovely purple colour with ripe plum and blackberry aromas and the black fruit in the mouth is accompanied by dark chocolate notes and a hint of spice. Eminently quaffable, this smooth wine yet again exceeded my expectations!

For a mere £8, the 2015 Trivento Private Reserve Malbec is the ideal accompaniment to a juicy steak, being silky smooth in the mouth and exuding deep forest fruits, soft tannins and ending in a pleasant finish of medium length. Dry with notes of leather and increased levels of spice as the wine breathe , this big, fruity number deserves your consideration!

Finally, breaking the bank, with

a hefty outlay of 19 smackers, I availed myself of a 2012 Esprit de La Commanderie Pomerol. Pomerol is the smallest of the major fine wine regions in Bordeaux and just one seventh of the size of its neighbour Saint Émilion, being of similar size to the smallest Left Bank commune of Saint Julien.

Pomerol's Château Pétrus is the star performer now, although virtually unheard of 30 or so years ago, and its

unusually old vines have contributed to it being one of the world's rarest and most expensive wines.

THis 2012 Pomerol wine is nestled in the village of Catusseau in the heart of the Pomerol region and benefits from mature vines and is fruity, round and soft with cedary perfume on the nose and ripe Merlot overtones - one well worth a punt and a fitting end to this week's epistle!

PILATES exercise classes for people in Chichester and Bognor Regis with MS have been broadcast nationally.

One of the sessions led by pilates teacher Beth Svarovska, pictured below in black, and featuring Alvina Richards, was broadcast live with interviews on Facebook. THey recorded two further sessions which are available online for people with MS to exercise at home.

Zouhoure Rekik, from the MS Active Together team at the MS National Centre, in Edgware Road, London, said: "THe MS Active Together programme aims to inspire people who have MS to be active, whether it is with pilates, workouts, walking or gardening. THe main thing is to start and act.

"THanks to research, we know physical activity improves everything from mobility and mood to fatigue and balance."

THe specialist exercise for people with MS is tailored to help people manage their MS symptoms. THese can include pain, postural issues, muscle spasms and bowel and bladder difficulties. THe MS Society of Chichester and Bognor Regis has offered the pilates classes in Bognor Regis since 2014.

Beth said: "Each week we take a positive approach to exercising with MS, using exercise to target symptoms and emphasising alignment, breathing and listening to your body.

"It is encouraging to see people walking better, sitting taller and feeling more relaxed as a result."

Alvina has been a regular at the classes since they began. She said: "I have secondary progressive MS with relapses.

"Even though I exercise, it won't take away the MS but pilates does help me keep up my core strength and a quality of life to be able to maintain myself around the home, garden, shops and even on a short dog walk."

SUFFRAGE rosettes were worn by councillors during the latest full meeting of West Sussex County Council.

THe gesture marked the centenary of the first women to be granted the vote. THe anniversary sparked discussions by the council's members about how to increase the number of female councillors. A motion was raised at the meeting last Friday to explore the barriers for women councillors and to make recommendations to increase their numbers.

In West Sussex, 22 of 70 councillors are women and it is one of the 96 per cent of councils that does not have a maternity leave, parental leave or carers’ policy for councillors.

Its leader, Cllr Louise Goldsmith, said: “As both a woman and a politician, I am acutely aware of the privileges I hold by virtue of when I was born and what I owe to those who have come before me. Over the years, more women county councillors have come forward from all parties but at present we are still no way near 50 per cent representation or 35 women. In May, 2017, 22 women were elected.

“THat’s why I have been so insistent that a celebration of the suffrage movement must not be a look back but a push forward to make sure we make the powers women in history fought so hard for, continue to mean something today.”

THe Representation of the People Act 1918 enabled all men and some women over the age of 30 to vote for the first time.

To commemorate the anniversary, the Record Office and Local Studies Library Service is researching the role of West Sussex women in local government and society after 1918.

THis will form the basis of the West Sussex Women campaign which will last throughout 2018. As part of this, residents are encouraged to share their stories of women in the county who have made a difference in the past 100 years. ADVENTURE seekers and adrenaline junkies will be able to channel their inner superhero this year in aid of Chestnut Tree House children's hospice.

THe hospice is offering 400 people an exclusive chance to abseil down Arundel Castle, pictured above, to celebrate its 15th birthday this year.

THe special occasion will take place on September 28 and 29 and will see the brave supporters abseil 180ft down the iconic Blake House Tower to raise money for life-limited children and their families.

Simon said: "We feel that this wonderful charity, who support local children with life-threatening and terminal illnesses to be nursed at home, deserve every penny they are given."

Otto, Simon’s dog, has been chosen as the mascot. He was

special and we are extremely grateful to our president, Henry, Earl of Arundel and Surrey, for making it happen.

"Not only is Arundel Castle one of West Sussex's top visitor attractions, but it is just three miles from the hospice.

"So, it's the ideal venue for a special birthday challenge event."

THe hospice spent more than £3.5m a year to provide its specialist care services, she said. But less than seven per cent of the funding came from the government.

THis meant the hospice relied heavily on the support of people in the area.

"Quite simply, we could not have helped the 833 children and families we have over the last 15 years without their support," she added.

Chestnut Tree House opened its doors on November 11, 2003, and currently provides care and support to about 300 children with life-shortening conditions across Sussex and south-east Hampshire.

GRAFFITI painted during Greece's violent protests against austerity has been brought to Chichester for a world first exhibition.

On the Streets of Athens: Art, Protest, Political Crisis explores the use of street art, pictured below, as a means of political dissent, international solidarity and support for refugees.

THe showcase is being staged at the University of Chichester's Otter Gallery and is based on the observations of its curators and university professors Dick Ellis and Hugo Frey. THey visited the capital city of Greece to document the artwork and to talk to residents.

Prof Ellis said: "THe streets of Athens became a palimpsest of overlaid, inter-related graffiti.

"THis exhibition seeks to reflect this breathtaking complexity, as austerity-gripped Athens became the most exciting city in the world for graffiti art."

As the curators walked Athens, they encountered a city in turmoil: closed shops and businesses, rough sleeping, strikes, protests, resistance and police action.

But, above all, they noticed an overwhelming proliferation of graffiti on buildings, walls and streets, and began to record these on their smartphones and cameras.

Prof Frey added: "So multiple are the cross-overs and the layering in the graffiti that, at times, any distinctions become all but erased.

"Given this complexity, the images in the exhibition remain somewhat impressionistic.

"THis underlies our decision to present the images primarily in the form of three synchronised projections of 123 photographic images, exploring three key aspects to this complexity.

"THe first as street politics, the second as political art and the third as art."

THe exhibition runs until April 15. THe Ottery Gallery is on the university's Bishop Otter campus in Chichester. A series of talks from visiting guests and lecturers will accompany the exhibition.

A NEW, short film highlights Operation Watershed Active Communities Fund's successful first five years of helping communities to act against flooding.

THe county council launched the fund in 2013. Since then, more than £3m has been provided to 160 local groups, initiating more than 350 projects across West Sussex.

Cllr Bob Lanzer, West Sussex County Council's cabinet member for highways and infrastructure, said: "Five years on, and the Operation Watershed success story continues.

"THe film gives a brief insight into what's being achieved through the commitment of people in the community and everyone involved in the scheme.

"THeir hard work has helped boost fund prevention in West Sussex and I thank them for it."

His comments were echoed by the county council's cabinet member for stronger, safer communities, Cllr Debbie Kennard.

She said: "Operation Watershed is really fantastic at helping to bring people together and helping them to make a difference in their communities. Long may it continue."

Clothes shop's service reflected bygone era Company's founder played leading role in town WHEN I talk to groups of people around the town, it is interesting how they remember shops - by the style of items they sold, by the smell of the shop, its location or service. How many people can remember Hansfords?

Can you imagine paying 29s.6d (£1.50.) for a suit, which was even guaranteed to fit?

Well, this was the price that was advertised

by Joscelyn Hansford in his shop in London Road in 1908. THis well-known business shows us the rise and decline of this type of shop over the years.

Joscelyn was a self-made man from Powerstock in Dorset where he was born on February 10, 1881. He served a five-year apprenticeship in Bridport before moving to Chichester where he acquired his first job in an outfitters shop, where his salary was one guinea (£1.05) a week.

He left Chichester to come to Bognor to work as a shop manager. One day in 1908, at the age of 27, he was walking home to have his lunch and called into a shop owned by Harry Nicholson, to buy some cigarettes. Mr Nicholson asked him if he wanted to buy a cash till because he was closing the next day.

Joscelyn, by this time, was a branch manager of outfitters and while he knew that a previous tenant of the shop had been outfitters, which had failed, he decided to

take over the premises for which he had to pay a guinea a week, and started to sell his suits.

THis was a relatively small shop at 36 London Road with a frontage of only 12 feet. Within two years, he was to move across London Road to take over No 39 in a new row of shops. When he was told that he was growing too fast, this only spurred him on to greater efforts. He continued to prosper and in 1914 opened a second shop in Littlehampton.

Joscelyn Hansford was very active in Bognor and his name is linked with many organisations, such as being a founder of the chamber of trade, connected with the hospital, a founder of Bognor Bowls Club, and involved with the town improvements committee. During the First World War, he also helped to start the town ambulance service.

In the 1920s, the shop's advertising included the phrase, ‘the shop for young men and men of youth'. By the 1930s, gentlemen’s suits had increased in price to 37s 6d (37.5p) with coats costing between £22s (£2.10) to £8 4s (£8.20) for a top of the range topcoat.

20p) to buy a shirt complete with an attached collar. THe Hansford trademark was always to serve the customer by talking with them to see what they required and then to try to assist them in achieving their purchase. THey did not like the word ‘sell'.

By the early thirties, the company was renowned tailors, hatters and hosiers, supplying ‘everything a gentleman could need'. Such was their attention to detail that in 1936 it is reported that hundreds of ties were dipped into a large vat of black dye for the funeral of King George V. THe increasing business made it necessary to find new premises and, in 1931, the church hall, belonging to the Congregationalists in London Road, was purchased.

Here, Hansfords built a modern two-storey building, which had a 50ft frontage and was to become a familiar sight. THis shop was well ahead of its time when it opened. In due course, further shops were opened in Brighton, Littlehampton and Worthing, but sadly these had to close during the Second World War because of the decline in the amount of goods available and the lack of staff. THe Bognor shop remained open and, by 1958, another was opened a shop in Chichester.

It is interesting when looking through advertisements for Hansfords and other shops of this nature how their trade is a reminder of a very different era. For example, gentlemen would once have owned two or three suits with a summer and winter overcoat in addition to their dinner jacket and accessories.

For a time, it was possible for gentlemen to

hire their formal wear from Hansfords. Even in the 1980s, a report mentioned men would ‘hire a suit when attending a job interview’.

Many people will remember the shop in London Road, not only for its stylish frontage but for the fact that for a number of years part of the premises were used by the county council as a public library, until the new one opened at its present site in the sixties.

As a trade, Hansfords moved with the times and, by 1971, they began to sell ladies clothes, alongside their existing ranges.

Eventually, with the change to a more casual method of dressing and an increase in our of town stores, trade started to decline.

THe business was transferred to the High Street, in 1980, to premises that were opposite the site of today’s Morrisons car park entrance. In 1983, Hansfords celebrated its 75th anniversary of ‘serving the public in Bognor Regis’ according to the articles of the time.

But the shop closed in the following decade, and the town centre lost a familiar name that offered a personal service to its customer. A service that was ‘never too much trouble’ and where individual ‘care and attention to the customer’ was always offered. THe majority of men do not have the number of suits that were supplied by such shops as Hanfords.

THis was a family name that offered a personal service in what seems to be a bygone age. Hansfords is a name that is still remembered with affection by its customers.

Purple and Greens left battered and PostSport bruised after battle with Heathens BOGNOR took a big step forward in their pursuit of a top two finish as they won a battle of a match with Fareham Heathens.

In a game where neither side game gave a quarter, it was the Purple and Greens who lasted the pace to chalk up a memorable 3410 victory.

It was a return to happy memories for Bognor who defeated near neighbours Fareham to seal promotion into London THree South West two seasons ago.

With just four matches remaining, the Hampshire Avenue side sit fourth, ten points behind league leaders United Services but with an eight point gap to Millbrook in third.

With a week off, Bognor can reflect and rest after what was a bruising encounter up the A27. THey got off to a strong start, two penalties giving them a 6-0 lead.

Fareham hit back, scoring ten points of their own to go into the lead. But then Bognor took charge in the second half. Centre pairings Joshua Riggall and Sam Newcombe showed excellent hands at the start of the second half, with the former finishing over the white wash in style to make the score 10-13.

Adam Knight then finished off a rolling

maul before a penalty try all but sealed the win. A bonus point followed as rookie winger Danny Greenslade scored after some brutal running and determination * After ten away fixtures, Bognor under 16's played their first game at the fortress Hampshire Avenue since mid-October.

A resolute defensive performance alongside some effective attack gave the home side a comprehensive 87-0 victory over Crawley.

THe Bognor forwards, led by inspirational skipper Harry Joyce, dominated scrum and lineout and allowed the Bognor back row to run riot on the front foot - number 8 Tommy Galpin and flanker Bradley Smith both scored hat tricks while George Orchard sprinted in from half-way.

Bognor half backs Luke Spurle and Ethan Clark varied their options to keep Crawley guessing as Cellan Robinson grabbed a brace of tries and winger Lewis Decarteret, back from illness, bagged his 20th try of the season. Other scores from Bradley Corbould, Jack Trodd and Misho Atanasov reinforced Bognor's dominance. Clark added eight conversions and Trodd three to keep the scoreboard flowing.

RUNNING: Scores of youngsters ran around the streets of Chichester in the first of the Chichester AC's Corporate Challenge. Organisers established a 700 metre track outside the Assembly Rooms in North Street, Chichester, on Wednesday evening. After three races for children of primary school age over two laps, those in years seven to 11 them competed over increasingly longer distances.

THe culmination of the event was two corporate challenge events for adults over 4,500 metres. Two further races to come on March 7 and March 21. Full results in next week's paper.

CHICHESTER RFC can take a big step to securing a top four finish as they hunt their third win in four games.

As more players return to fitness, the injuryhit Blues are starting to find their form again after a slow start to 2018.

Last weekend saw them produce a composed performance to seal a bonuspoint 37-19 victory over Chobham.

Next up for the London One South side is a road trip to mid-table London Cornish tomorrow (2.30pm) to face a side who have lost four on the trot.

Chichester made eight changes to the team that lost against THurrock last time out, including two debuts for teenagers Jack Martin, who started at fly-half and Lewis Sampson.

Chi made the breakthrough after 15 minutes when the Blues pack engineered a maul to allow Harry Seaman to put them in front 7-0.

THe forwards continued to show their dominance and a second score followed soon

after. THe pack once again pushed on to allow Jack Arden-Brown to score.

Chobham did hit back but a penalty from Martin made it 15-7 at the break.

THe Surrey side, who had their half-time team talk on the pitch, came out in the second period firing.

Blues were contained in their own half for nearly 15 minutes with try saving tackles from Renwick and Hamilton-Fox preventing Chobham adding to their score.

Finally, a rare foray into the visitors' half saw Martin bypass three of his team mates, to create an overlap for Adrian Lynch to pass to Jack Hamilton-Fox for a try in the corner.

Chobham replied with a score of their own, but, after the visitors were reduced to 14, Seaman darted over for his second try before Nick Blount touched down after a lineout.

THe scoring was rounded off by Dane Gingell, who broke out of the maul and sprinted 20 metres like a gazelle to score in the corner.

Selsey face leaders in as Sids and Robins return to action

Chi below par against Reds CHI CITY Ladies boss Matt Wright believes the occasion got to his side after the Green and White Army came up short in their giant-killing efforts.

A record crowd of 1,300 packed into Oaklands Park to watch Wright's side take on Super League side Liverpool in the last 16 of the FA Women's Cup. Despite being two divisions below their opponents, Chi had the better of the opening exchanges.

But, after holding the Reds for the opening 30 minutes, it was the visitors who took the lead through Rinsola Babajide, before Ashley Hodson doubled the advantage soon after.

In-form midfielder Bethany England added a third in the second half. Chichester's defence then held firm but the team couldn't find a goal for all their efforts.

Speaking after the match, Wright said: "I actually think we were below par if I'm honest.

"I think everybody worked well but perhaps the occasion got on top of the players a little bit and some of the styles and methods we play weren't as effective as they have been in other games.

"I think we could have gone to a higher level, I don't think the pitch did anyone any favours either and it hurt us as much as it did them.

"It stopped us playing the football that we usually play."

Chi, who currently sit 7th in the FA Women's Premier League Southern Division, had their chances.

Despite missing a number of key personnel, Jess Lewry played well in attack and was caught offside twice before Liverpool scored the opener.

Wright said: "I think we really turned out, especially in the first 15 minutes where we looked relatively strong, we got into their area and threatened their area.

"We had a couple of offside decisions go against us but, at the end of the day, they stepped up to show how clinical they are in front of goal. But we could have got something out of that in the early stages and, if so, it might have been a different game."

THe defeat snaps a five game unbeaten run for the Green and White Army.

Chi now have a fortnight off before returning to action against West Ham United on March 11 at 2pm.

SELSEY face an uphill task in their search for a trophy, needing to overcome league leaders Little Common in the SCFL Division One cup.

THe Blues head into the match at Eastbourne United's THe Oval tomorrow (3pm) off the back of a surprise 1-0 defeat at Southwick last weekend.

After being beaten 4-1 away to Common in the league just a month ago, Steve Bailey's side will need to belie their league position of eighth to overcome the Bexhill-based side.

But, if they do win the third round match, they will be one step closer to sealing a surprise piece of silverware.

Elsewhere, in SCFL Division Two, Sidlesham return to league action after a fortnight off by hosting Rottingdean Village at the Recreation Ground tomorrow (3pm). A win would mean Daren Pearce's side would keep up the pressure on the top two as they seek a promotion place.

Meanwhile, Bosham's bid for a fifth win in a row sees them host league leaders Alfold.

With the Robins sitting in fifth, level on points with the Sids, a victory could see them make a late charge for honours.

Chi boss backs front four to fire Ne

CHICHESTER City boss Miles Rutherford has backed his forwards to fire his side to success as the season draws to a climax.

After two wins in the last week, the Lillywhites sit second in the SCFL Premier, primed for a promotion push as winter moves into spring.

With two sides going up into the Isthmian South this year, Chi know they just have to keep winning to achieve their goal.

But, with seven sides still in contention of nicking one of those places, Rutherford's team know they can afford no slip ups as the

business end of the season comes into focus.

Chi made great strides in the last week, beating fellow top-six side Saltdean United 3-0 in front of a home crowd last weekend.

THat was followed up by a 3-2 win against Crawley Down Gatwick under the lights on Tuesday, with Jimmy Wild (2) and Jack Lee getting the goals.

With a further two home matches to come against relegation contenders Littlehampton Town tomorrow (3pm) and fourth-placed THree Bridges on Tuesday (7.45pm) - Chi can make great strides towards their holy grail by

collecting a further six points in the next few days.

Central to any victory will be the form of Rutherford's front four.

In Scott Jones, Scott Murfin, Dave Herbert and Wild, Chi possess a quartet who have all finished in the top three of the league scoring charts in recent seasons.

With Kaleem Haitham coming off the bench, it looks like the City boss believes attack is the route to promotion.

Wild (2) and Haitham were both on the scoresheet in the Saltdean match.

After the victory, Rutherford said: “It was a very good and important result. It keeps us up amongst the top four or five."

He added: "With the strike force we've got, we need to get the ball into good areas to the front three or four players. We've got goals in us at the moment. “We've got a very attack minded side. If you score more than the other side then you're winning games. And it's entertaining.

"We're also keeping clean sheets at times.

We look good at times but haven't played well in a whole game."

Of the quartet, Wild, who is dual-signed with Bognor, looks in the best form, scoring six goals in his last three matches.

Rutherford said: "Jimmy Wild is scoring goals. He might not be doing as much as I'd like him to be doing but Jimmy's Jimmy. He's a good player and he will score goals for you."

Lions chief: 'We're a match for anyone' PAGHAM chairman Tony Shea believes his side will continue to be a match for anyone as the Lions quest for silverware rolls on.

A 2-2 draw with SCFL Premier promotion rivals THree Bridges on Tuesday evening means the Nyetimber Lane side have now only lost one match in 20.

With a game at relegation-threatened Arundel to come tomorrow (3pm), the odds are firmly stacked on Pagham's side to extend that run. But their task will be made harder with the absence of top scorer Dan Simmonds, who was dismissed after a nasty tackle on the hour mark at THree Bridges.

THat triggered a 40-man brawl involving players and officials from both sides.

Simmonds and three home players then

With an FA investigation into the incident underway, Shea was determined that Pagham's focus remained on the task ahead - starting at Arundel tomorrow.

He said: "We're showing that we are a hard team to beat. We would have taken a draw at THree Bridges beforehand.

"It's important we now kick on. We're in good form and any side that will play us will expect a tough match."

Pagham, who are currently fifth, went two up thanks to a 40-yarder from Callum Overton and a Simmonds' strike put the Lions in front, only for Bridges to get back on equal terms.

Shea said: " After the incident it wasn't much of a spectacle, everyone was still shocked."

Rocks' boss delight for fans after wait for home win ends Next Game

HAMPTON & R'MOND (A) Tomorrow, 3pm

BOGNOR boss Jack Pearce says he is delighted for the fans to finally end the Rocks home hoodoo - but he claims his players have, and can, perform much better.

It is 176 days, or half a year, since the Nyewood Lane faithful had celebrated a league victory on their own turf.

But those six months of hurt were brought to an end last weekend when Bognor overcame a stubborn Braintree Town side to chalk up a much-needed three points.

THat win still leaves them second bottom in National South, eight points from safety, to mean Bognor must keep the momentum going when they head to Hampton & Richmond Borough tomorrow (3pm).

Even though the south west London side are fourth, they have not won in three matches something that will give the Rocks hope as they look to spring their own great escape.

Speaking to the Post, Pearce said: "I'm happy with the result but think it brings home that football is an interesting business.

"Obviously, the result makes everyone happier but personally I didn't think we played as well as we had done in previous weeks.

"I think we have played better against weaker opposition and lost this year.

"But I'm really pleased for the supporters as it's all about winning and it made everyone smile a bit. Hopefully, we can carry that forward on to Saturday."

Frenchman Richard Gillot gave the Rocks the perfect start, netting after only four minutes to steer home a Jimmy Muitt cross.

THen the lead was doubled by the returning Ollie Pearce who lobbed the onrushing Braintree keeper just before the break.

THe Essex side made Bognor fans sweat by pulling one back in the second half. But, when the final whistle went, it was greeted with cheers and renewed hope.

It brought the Rocks their first win in all competitions since defeating Taunton Town away in the FA Trophy in mid-December.

At home, the last victory was at the end of November when Hemel Hempstead were defeated in the same competition.

But, in the league, the last time Bognor claimed three points at home was all the way back in August against bottom side Whitehawk. In a strange quirk, the referee that day was the same man in the middle for the Braintree match.

Pearce said: "It is all about results. THe first half we did well but the difference was that, when we had chances, we took them.

"I'd rather we didn't go on the back foot in the second half but, when we haven't won for a long time, unfortunately whatever the manager says, the natural thing is to drop deeper.

"THat was a mistake, but it's just the way football is when you haven't won for that long."

Is three at back here to stay?

WHEN you go six months without a win in front of your own crowd, sometimes it takes something new to spark a change in fortunes.

So while some Rocks fans may have been surprised to see Keaton Wood, Sami El-Abd and Manny Adebowale line up in defence, playing three at the back worked against Braintree.

But, despite ending the home hoodoo, manager Jack Pearce said there was no guarantee that the Rocks would stick to the system away at Hampton tomorrow.

With Kristian Campbell a doubt for the game, the Bognor boss says he's yet to make a decision on how the side will line-up for the trip to south west London.

Pearce said: "I'm not a great believer in systems but I'm a massive believer in principles in play. I believe if you put your better players in the right position to get the balance of the team, then good things will happen. It can be 3-5-2, 4-3-3, 4-2-2 - I'm a big believer in putting round pegs in round holes.

"THe reason for it was that have not been scoring goals.

"We need to win games to stay up so the best thing to do that is to reduce the number we concede. THat's why I went with that."

WHEN your backs are against the wall, three points is the ideal situation.

We were ten points adrift after losing the week before so to beat Braintree, given where they were in the league, was a good result.

It was quite important not to lose the game.

But we kept tight and we got our first win on a Saturday since the FA Trophy.

It's now really important that we can consolidate that with a point or three in our next match at Hampton.

I think the difference, if I'm being honest, was down to personnel.

Jack picked people who have been here a long time.

In Sami [El-Abd], Harvey [Whyte] and Ollie Pearce, we have players who are prepared to do whatever they can for the good of the club.

THat was a huge difference to the mental approach of the whole side. I know we did have a change in system but three at the back we've done before.

THe approach was because we are not conceding too many goals. If we are letting in two or three, we need to score three or four to win games so the aim of the change was we wanted to be harder to beat.

Ultimately, though, the formation does not matter, personnel does. I don't think how you line up means too much, as long as everyone has accepted their role. THat's what it comes down to.

If you're playing on the left wing and not getting the ball, you will come off the wing to get it. Likewise, if you're playing in packed midfield you will drift to find some space.

As for me, many of you will know I went in for surgery last week on my injured shoulder.

I must say a massive thank you to everyone at the club, fans and management, for supporting me throughout - it really does mean so, so much.

THe surgery showed there was a little bit more tearing than initially showed up on the

scan.

I've had a few metal clips put in there which has all been secured with stitching.

But the pinning means that I will not play again this year and I'm looking at pre-season for a return.

However, what it does mean is that, providing I do the rehabilitation OK, then it will be stronger than it has been It is frustrating but injury recovery is more important than to play two or three games at the end of the year.

All our focus is on Hampton at the weekend.

THey are doing OK in terms of league position and going to the Beavers is never easy. It's always difficult to play there. In fact, I've never won there.

We are old rivals from the Ryman Prem and they did pip us to the title on goal difference so in some ways we are always actively seeking revenge.

THe pitch, though, is a bit of a swamp and the hill does make it difficult but they seem to do well on it.

We're all looking forward to going there and I think we will take a point.

We need a good strong mental approach so that we are hard to break down.

We know that we have got 0-0 on the scoreboard and will take that, but we could always nick a goal, so who knows?

I do think that games from now until the end of the year will be dog fights.

Some people may not think that suits us given that we are a pretty footballing side.

But the Bognor of old is always up for a battle, where we keep it tight and nick a goal or two.

THose three points against Braintree have helped but not a lot has changed around the ground.

If we can put a run of three or four together, then I think we will see the mood really lift.

Ultimately, the lads know we're up against it and we're all pulling together to try and do what we can.
