New park plan goes forward PROTESTS failed to stop a £3.53m new park for Bognor Regis being backed.

THe overwhelming support for the Hothamton linear park from the Conservative-run Arun District Council came despite strong opposition from its Liberal Democrat members.

THe approval at Wednesday night’s full meeting of the council means work will go ahead on a planning application for the town centre site of just under a hectare

between Queensway and West Street. Cllr Phil Hitchins (C, Aldwick W), who chairs the council’s Bognor Regis regeneration sub-committee, said: “THere has been a huge amount of work put into this and we are only at stage one and that’s agreeing the principle of the linear park.

“I always knew we could not please all of the people all of the time but, if we did that, we would end up with nothing.

“THis is a brilliant scheme and it is

unique to Bognor Regis. We should stop talking and get on with it. THe people of Bognor Regis will be very proud of what will be delivered.”

Cllr Trevor Bence (C, Aldwick E) said: “For the last 30 years, that site has been looking rundown, it has been windswept and, of late, it has attracted all sorts of people who maybe we would like to move on. THis scheme is what we need to get on with and improve the prospects of Bognor

Regis.”

But Cllr Martin Smith, in his first comments at full council since his election for the Lib Dems in Aldwick W, said: “THis is not what I would call regeneration.

“I think the plans are unsatisfactory.

THe whole scheme needs re-looking at and going back to the sub-committee and delivering what the town actually wants and not what is on the table.”

Stores scheme is put on show PLANS for new retail stores were unveiled yesterday at a consultation exhibition.

THe project for a new Lidl supermarket and THe Range store was showcased at Bersted Park Community Centre.

Rapleys invited members of the public from the community to view plans for the 23.8 hectare site Oldlands Farm in Steyning Way on Wednesday.

THe information provided at the meeting stated the site already had planning permission for retail, car showrooms and trade counter uses. THis proposal seeks to amend the existing retail planning permission to provide new premises for Lidl and THe Range Ben Read, a partner in town planning at Rapleys, said: "We have an existing planning permit including retail. Lidl already has a store but they need to relocate as their store is no longer fit for purpose. THe customers of Lidl understand the need for the relocation.

In terms of impact, the alternative site is still in a central location.

"At this point in time, there is nowhere else suitable for Lidl to move to. THe number of positive comments today as been really high.

"People see the logic in the location of these businesses. People also support the retailers which we have identified.

"THese plans will see more jobs as Lidl's expansion means they will employ more and retain existing jobs and then "THe Range will bring more jobs to the area, too. THis is a sign of investor

confidence in the Bognor Regis area."

THe Range had previously been linked with the former BHS store by Sainsbury's in Chichester, but Mr Read said: "I am unaware of the current plans for this."

Problems with traffic and roads has been a prior topic of concern.

Martin Parsons, a director of LDA Architects, said: "From what I've listened to, traffic is the main issue.

Unfortunately, we can't change the highways issue though.

"THis is not being considered as a speculative issue anymore and should be viewed as a positive one.

"THe first phase of the development of this area was very successful with Rolls Royce. By seeing this development happen, Lidl will retain its mark in the town."

Bersted resident Sandra Brown was among the visitors to the exhibition.

She said: "I have no objection to the buildings. It's the roads that I have an issue with.

"If you look at where Lidl currently is, there is so much traffic there causing problems along Rowan Way. "THere are many lanes and people giving way to others, it's just too busy and there are always accidents or near accidents there. It was particularly bad over Christmas. It would be OK if there was a proper road layout and no buildup. I'm happy with THe Range, and I don't know where else Lidl could move to. THe problem for me with the town centre is the parking."

RESIDENTS who live around central Bognor Regis will pay an extra three per cent to the town council this year.

Town councillors agreed to the increase in their share of the overall council tax bill for homeowners in their six wards from April. THe rise is an extra £3.54 for a band D property.

THey widely backed the move to bring in £878,655 in the coming year to enable them to replenish their reserves by £35,000.

THe alternative was a 1.41 per cent – or £1.66 a year – rise.

Policy and resources committee chairman Cllr Adam Cunard (I,

Pevensey) said the budget was a compromise between boosting the council’s finances and keeping any increase affordable.

“THe public will not have their services cut and will not see much of an increase on their council tax bill,” he said. “I am satisfied with the budget and I hope members are as well.”

Cllr Jan Cosgrove (L, Orchard) commended the budget. He said: “If you looked at where we were two or three years ago, the prospects of where we are now with the budget were quite remote."

THe trio of colleagues at Morrisons will be taking to the air 13,500 feet up in aid of a children’s charity.

Vicky Heron-Adams, admin worker Scott THompson, 25, and personnel worker Christina Rossiter aim to raise at least £1,200 between them for the CLIC Sargent good cause.

THe leaps into the unknown were the idea of Vicky Heron-Adams, community champion at the Bedford Street store, as well as a customer assistant.

She said: “I became the community champion last June and I wanted to raise a lot of money.

“Because we are a small store, we always raise less money than other stores and I wanted to do something different to bring in a bit more money.

“THe skydive was suggested to me by the charity and I asked Scott and Christina and they both agreed to do it as well. Hopefully, it will bring in a bit more money than a ‘normal’ event would.”

THe thrilling experience is set to take place at Old Sarum Airfield near Salisbury in June.

A collection bucket placed by Vicky, 28, on the store’s newspaper kiosk has produced donations of loose change from customers.

She has also set up a page on the Just Giving website under her name for further donations.

“I expect the skydive will be fun. We will have 15 seconds in tandem with an instructor before the parachute is used,” said Vicky.

She was put forward for the role of the store’s community champion by one of

its managers.

She worked at the town’s Shopmobility charity for a few months as well as the Scope charity shop.

Her role is to assess requests for help from charities in the area and also any individuals who might need support because of exceptional circumstances.

CLIC Sargent is the UK's leading cancer charity for children, young adults and their families.

Its care teams provide specialist support across the country.

THe charity dates back to 1968 when the Sargent Cancer Care for Children charity was founded.

It merged in 2005 with Cancer and Leukaemia in Childhood to form the current charity to help the 11 children and young people diagnosed each day with cancer.

HUNDREDS of proposed homes could see the size of Yapton increase by almost a third.

A pair of complementary outline plans have been submitted for two adjoining sites on the edge of the current village.

Landlink Estates wants to build up to 300 dwellings on an arable field east of Drove Lane. A further maximum of 250 homes has been proposed by Gleeson Strategic Land on a neighbouring field off Bilsham Road.

THe schemes had begun to attract two protests by the start of this week. THe Pines resident Michael O’Dell told Arun District Council, which will decide the plans, he objected to the intended Drove Lane scheme.

THe two developments would increase the village population of 3,522 people by at least 1,000 people, he said. “THe impact on the village community would be totally detrimental. A town with a larger population may be able to cope with a development of this size.

“THe application includes I believe some funds for the local school and GP surgery but what about extra district nurses, health visitors, acute hospital beds and extra social care provision for example? What about policing and council services?

“THe proposed access on to Main Road is also totally impractical and potentially unsafe. THe site is also productive farm land. Is this not a valuable asset in the need to feed our growing population?”

Sanda Holden, also of THe Pines, said: “THis and the 250 houses proposed in the Bilsham application will increase

the population to unrecognisable and unsustainable levels.

“THe local infrastructure, health services, schools, social care etc are already strained. How will this be managed? To summarise, these are such huge developments in a small village and will have a disproportionate impact on the village.”

THe proposal by Landlink Estates covers 12.4 hectares. A statement from the company with its application says: “THe public benefits that flow from approval of this application are numerous: a significant boost on overall housing supply within Arun in a sustainable location, including 30 per cent affordable housing, a new link road (from Bilsham Road to Drove Lane), green infrastructure work and open spaces and long-term protection for the part of the site within the conservation area.

“THe application is policy compliant and demonstrates that the proposed capacity is capable of being accommodated successfully on the site without detriment to the rural character and clearly is a proposal for sustainable development…”

For the Gleeson Strategic Land proposals, a statement says: “THe proposed amount, layout and mix of housing will deliver both market and affordable market housing, for which there is a known demand in the village and which will make a worthwhile contribution toward the ever-growing social housing requirement of this area and district."

 Homeless help HOTEL-STYLE rooms have been created in a council building in Bognor Regis.

Some 12 family units will be completed in Howard House in Pevensey Road by the end of this month. Arun District Council hopes the changes will make the site more attractive to homeless families and cut its use of private temporary rooms.

Arun's cabinet member for residential services, Cllr Trevor Bence, said: "Howard House is being completely refurbished. THe biggest change is that each living area will have en-suite facilities.

"THey will be of a standard you would expect in a reasonable hotel.

"THey should make the accommodation more attractive than the shared bathrooms that used to be there. We have another seven buildings like Howard House and we are looking to see if we can make the same improvements to all of them."

Cllr Bence's comments came at Arun's housing and customer services working group last week.

Council group head of residential services Satnam Kaur said the number of households on the housing register had risen from 841 in March, 2016, to 1,408 on January 1 - or 60 per cent. Lettings were about 300 a year.

She told the working group on THursday Arun's duties towards homeless people would increase this April when a new law would cause the biggest change in homeless legislation since 1977. Arun would have to take reasonable steps to secure rooms for homeless people and to stop them becoming homeless.

Tenants' wait for benefit INITIAL recipients of universal credit in the area had contacted council officers in despair, councillors were told.

Single claimants around Bognor Regis have been placed on the new benefit for several months.

Its introduction for other claimants has been delayed twice by the Government.

THe first postponement was announced in the Budget last November to put it back from next April 1 to July 1.

It had since been shifted to July 4, Arun District Council’s rent arrears manager, Karen Collins, told councillors.

But the early impact in the area of the benefit had already mirrored that in regions of the country where it had been fully introduced.

“We have had tenants waiting 12 weeks for their payments,” she said at last THursday’s meeting of the housing and customer services working group of the council.

“We have had people on the phone absolutely at their wits’ end. THey have been to the foodbank, Christians Against Poverty and Citizen’s Advice and they absolutely don’t know where to turn to.

“THere has been real, real hardship but the proposals in the Budget go some way to helping these people.”

THe Government is bringing in universal credit to replace six benefits such as housing benefit.

Ms Collins said the council was also waiting to see the effect of universal credit on its housing benefit claimants.

THe change was expected to have a ‘huge

impact’ on its cashflow as payments were switched from the council to the claimant.

“THis will happen three months after universal credit is rolled out to all new claimants – so that will be October 1 for us,” she said. “So, that’s going to be happening very quickly.”

THe work of Ms Collins was praised by Cllr Trevor Bence, the council’s cabinet member for residential services.

He said she worked tirelessly with vulnerable tenants in its 3,000-plus properties.

“She is a shining example of how the work should be done. She works closely with every single vulnerable tenant to get them where they need to be, which is paying their rent on time and meeting their obligations.

"Hopefully, the same will continue with universal credit. I can’t impress on people enough how grateful I am she is working for us.”

THe changes in universal credit will take effect from the start of next month.

THey include a reduction in the waiting time for the first payment from six to five weeks, the abolition of an extra seven waiting days and bigger advances with longer to pay them back. * Figures given by Ms Collins to the working group showed the impact of previous benefit changes in the district.

THe spare room subsidy, dubbed the bedroom tax, affected 150 council tenants and 228 in housing association homes.

THe benefits cap had affected 106 tenants in all with weekly cuts from £554.16 to 50p.

Bus cut isolates residents

BUS PASSENGERS are isolated after their bus service in North Bersted was axed.

THe 61 route’s loop around Stroud Green Drive was removed from Monday to leave the service about a quarter of a mile away along West Meads Drive.

THe number of buses a day Mondays to Saturdays on the route was also cut by operator Stagecoach Buses from six to three. Among those affected by the lack of a service along Stroud Green Drive is Wendy West. THe over 75-year-old said: “I will have to think about moving now. People who are physically challenged will have great problems. I know of one person who will not go into town at all now.

“I’ve used the bus quite frequently in the past six months – twice a week – to go into the town centre and, occasionally, for onward journeys. If I did that now, I would not be able to get back.”

THe nearest bus stop was opposite the fire station in West Meads Drive, she said.

“It could take me 20 minutes to walk there on some days. Good health depends on physical, psychological and social health.

THe World Health Organisation said that years ago but people are now going to be isolated.”

Janet Bennett, 65, said: “We’ve been here 40 years and the bus service has gone from every 30 minutes to every hour to every two hours and not at all.”

Cllr Ann Rapnik, a district councillor for Bersted, said: “I am appalled by what has happened because I know the effect it’s going to have on so many residents here.

To have a two-hourly service between 9am and 2pm from West Meads Drive is not going to do a lot of good. It’s very

disappointing and people, even if they walk from West Meads Drive, will not be able to go into town after midday and get back again.”

Mark Turner, the commercial director for Stagecoach South, said: "THe background to these changes is that for the past five years the services 61, 62 and 65 have been subsidised by Sainsburys as part of the planning consent for the opening of their store on Shripney Road.

“THat funding came to an end in November, 2017, and so we have undertaken a review of those services and as a result of the low level of use we have had to make reductions. THe 61 and 62 are reduced to an off-peak service only as that

Competition winners A ten-year-old singing superstar has been chosen as the winner of our Christmas competition.

He said: "My inspiration was all the fun stuff we do at Christmas. It is my favourite time of the year - although my birthday comes a close second! I started by writing down all the things about Christmas which I love and then made up the rhymes and then a tune just popped in to my head."

Oscar's mother, Sharon said: "Oscar loves singing.

He has singing lessons and is currently working towards his first singing exam. When he is older he wants to become a singer/songwriter.

"THis Christmas was very special as it was the first time in four years his Daddy had the day off (he is a nurse) so we spent the day together in our pyjamas

From page one His fellow Lib Dem, Cllr Francis Oppler (LD, Orchard), said: “THere are parts of this I find acceptable.

But you are taking away green space, you are taking away parking and you are giving us back less of both.

“THere will be 16 parking spaces less and 36 per cent less green space. Bearing in mind how much the council is cramming on to the site, that bothers me considerably.”

He said he was concerned about the safety of the proposed junction opposite Crescent Road and children using the park with vehicles parked alongside them.

THe nine recommendations backed by the councillors will see the park designed with a water feature, raised grass and planting areas, a natural play area and a central market square for a variety of uses.

Its initial plans also feature a pavilion/café, an acoustic shelter and electric car charging points for many of parking spaces.

On its western side will be 100 flats with retail space on the ground floor. THis area might include the health centre if the NHS decides to move.

Lidl 'should be in town centre' A BOGNOR Regis employment group has called for a leading retailer to move to the town centre.

Members of the Bognor Regis Regeneration Board said Lidl should focus its efforts on being part of the regeneration of the Hothamton car park rather than seeking to move to a new out of town location.

As reported, plans have been submitted to Arun District Council to enable Lidl to move across the A29 to a new site as part of the Oldlands Farm development.

But the regeneration board has called on Arun to reject the proposal.

Its advisor, David Myers, has told the council it recommended 'ADC refuses the planning application for the retail convenience store (or food shop) on Oldlands Farm'.

"THe ADC-owned site at the proposed Hothamton linear park should be reconsidered which will comply with ADC's town centre retail development policies," he stated.

"A planning application by Asda on Oldlands Farm was rejected in 2008 as the land was designated in the local plan for industrial and commercial development.

"ADC's draft local plan continues to be structured around strengthening the economic base, providing local job opportunities by increasing, diversifying and improving the quality of employment.

"Oldlands Farm is a key development towards this objective but there is a real risk that future development will

be in the direction of a 'retail park' if precedent is given under this current planning application for a retail convenience store."

He said that Arun's planning policies stressed the town centre should be the main focus for major retail schemes. "...no specific provision is proposed for further out of centre retail development or has been found to be necessary from the 2013 retail study or the 2016 update," he added.

THe regeneration board was set up in 2007 to act as an independent advisory body to bring together leading representatives from the key public, private and community groups in Bognor Regis.

THese include Butlin's, Sime Darby (former owners of Lec), Arun and West Sussex councils and the University of Chichester.

Arun has proposed retail space on the western side of its Hothamton linear park scheme. THe size has not been made public but Bognor Regis resident Henry Stamp has estimated it at about 1,870sqm.

Planning experts Rapley submitted the plan for the Lidl store at Oldlands Park. It has stated the new outlet would have a net sales area of 1,325sq m.

THey have denied the new Lidl would affect the town centre's existing shops.

Most of the customers who would be expected to use it would move over from the existing, smaller store.

THere would be little impact on other retailers, they said, from the goods sold in the additional space.

"Until we know where that new school is going to go, it's essential that we keep this policy, she added, "because the schools are heaving already around here.

"We are having another 100 houses built in Summer Lane. So, we have to ensure that people in this village are protected until such time that a new school is built."

Comments invited about main changes to planning policies PUBLIC views are being sought from Bognor Regis residents about a major planning document.

Residents have until 5pm on February 23 to comment about the main modifications to the local plan prepared by Arun District Council.

THe local plan is the land use blueprint which sets out specific uses for certain locations until 2031.

"Only those representations made within this timeframe and focusing on the main modifications will be considered by the planning inspector as part of the examination in public," said an Arun spokeswoman.

THe council has prepared main modifications to the plan in response to comments from the inspector who led last September's public examination into the document.

Among these modifications is the desire to create about 80 hectares for employment use to help regenerate Bognor Regis and Littlehampton.

After the consultation closes, all the representations will be passed to Mark Dakeyne, the inspector, to enable him to publish his final report this April.

Tourists help sick children

 Success of club's charity boxing night A BIG thank you has been given to everyone who backed Bognor Regis Rotary Club's annual boxing dinner.

THe 2017 version of the charity event was another big success for the club.

Its president, David Cousins, said: "THe money raised will be shared, half to the Bognor Regis Amateur Boxing Club for them to encourage youngsters to take up the sport, which helps to promote discipline and provide an interest in their spare time where they can meet new friends.

"THe remainder of the money raised we distribute to many deserving causes in the community through local charities and also to international charities thereby, hopefully, making a real difference to many people's lives."

THe club was also grateful to Butlin's for allowing the dinner to be staged in its Centre Stage venue and the Sussex ABA for providing officials for the bouts, Mr Cousins added.

 Pagham's tax rate CAREFUL budgeting has kept the share of the overall council tax bill to be claimed by Pagham Parish Council close to a freeze.

THe amount collected by Father Christmas and his friends at Bognor Hotham Rotary Club on his latest tour came to £11,547.28.

Club press officer Brian Clarke called the total a magnificent sum.

"We would like to thank the people of Bognor Regis who contributed so warmly to the Christmas float collections during last month," he said.

"It seemed that, literally, hundreds of people turned out to greet and welcome Father Christmas and the sleigh each night.

"THe money raised will be used during the coming year to support charities and genuine needy causes in the Bognor Regis area.

Campaigners' fears as fields fill with rain CAMPAIGNERS have reacted with alarm to flooding in Pagham and North Bersted fields proposed for housing.

THis winter’s rainfall so far has led to water collecting on the surface of the field next to Chalcraft Lane as well as the one north of Sefter Road.

Members of the Bersted And Aldwick Developments Destroying Environment and Agricultural Land (Bad Deal) and PAGAM (Pagham and Aldwick Greenfields Movement) said the quantity of excess water should act as a warning about the impact of more housebuilding.

THe Chalcraft Lane site could accommodate 2,500 homes and a further 250 dwellings could be built off Sefter Road. Bad Deal founder Gill Yeates said: “It’s well known this area floods because the water table in the ground is so high.

“Once the developers start building, where is that water going to go? THat is the absolute crux of the matter. With 2,500 homes and all the hard-standing and the roads that go with them, there is going to be an enormous amount of concrete on the ground and building materials in it.”

“If houses were built here, I would be worried for everyone who already lives in the area because the new housing is going to dissipate the water on to them and will also affect the new residents. I will be fearful for everyone."

Newtown Avenue resident Tony Lancaster said: “THese houses are going to be the slums of the future. Where is the work going to be for the people who will be living in them?

“THe jobs around are all low pay and low skill. THese new homes are going

to cost £350,000-450,000. How are they going to be able to afford them?

“It’s absolutely ridiculous and a complete lack of common sense to build here. THe situation is a no-brainer.”

Lynda Skinner, who chairs Bad Deal, said: “THis area is a flood plain and we need to keep all our agricultural land. We know houses need to be built but this is a greenfield site and houses should not be built here.

“THere should be no building allowed within 5km of the buffer zone around Pagham Harbour local nature reserve.

THat does not make sense.

“THe adjoining B2166 Lower Bognor Road is also flooded again in all the usual places. With all the houses which are planned to go here, that situation is

going to get worse.”

She said the sight of the field flooding made the campaigners determined to keep up their fight. THey would be responding to the public consultation period about the main modifications to Arun District Council’s local plan.

THe dossier the group had presented to Nick Gibb, the MP for Bognor Regis and Littlehampton, just before Christmas has also been given to the government.

“Mr Gibb has written to me after our meeting and said he would pass the information on to the relevant departments,” she said.

THe situation is similar at Sefter Road where a large section of the field, as seen from the gardens of neighbouring residents, has been under water.

Police seek man detecting in park A MAN is being sought by police for alleged metal detecting in Bognor Regis.

THe man was seen walking around Hotham Park apparently seeking buried items.

But Arun District Council, which owns the park, does not give permission for detecting to take place there.

Its officers have passed the sighting of the man, at around 4pm on December 29, to police to investigate.

Police community support officer Daryl Holter, the heritage crime lead for Sussex Police, said: "We'd like to trace the man seen here using a metal detector in the park.

"If you know who he is, or are indeed that person, please get in touch so that

we can discuss the matter."

PCSO Houlter added: "Unauthorised or illicit use of metal detectors can lead to permanent loss of important historical information or artefacts, and damage land."

THe park is the most important heritage amenity in Bognor Regis.

Sir Richard Hotham, founder of the modern town, built and lived in Hotham Park House and its grounds now the park - in the 18th century.

A MINUTE’S silence was held in tribute to a former Bognor Regis town councillor.

THe tribute to the late Dougal Maconachie took place before the council’s meeting on Monday.

Town mayor Cllr Phil Woodall said: “I remember Dougal as a very happy and committed member of this council.

“I had many good conversations with him and his wife, Jacqui, in Costa Coffee in the town when we were trying to put the world to rights.

"He will certainly be missed by me and, I’m sure, by many others.”

Mr Maconachie passed away on December 21 from cancer. His late wife, Jacqui, died last summer.

He was first elected as a Conservative member of the council in 1995 and was one of its representatives for Marine ward when he died.

Cllr Jan Cosgrove (L, Orchard) said: “Dougal seemed to be part of the fixtures and fittings of public life in this town for many years.”

Cllr Adam Cunard (I, Pevensey) said: “I’ve known Dougal all my life. In the early nineties, when we lived in Marine ward, he came canvassing and that was one of my earliest political memories.

“Although I disagreed on numerous occasions, I also agreed with him on many things. He did a lot for Bognor Regis and I think it’s a brighter place for what he has done.” Cllrs Pat Dillon, Jim Brooks, Jeanette Warr and Martin Lineham added tributes.

 Railway strike RAIL passengers in Bognor Regis suffered some early morning train cancellations on Monday as a result of the latest strike by RMT members.

THe 5.49am and 7.36am services to Littlehampton were cancelled, as well as the 6.35am service from Littlehampton to the town.

Other services through Barnham on the Coastway West line later in the day were also scrapped by train operator Southern Railway. But other services operated as normal.

THe strike was the latest in a near two-year dispute between the union and the train operator about the use of driver-only trains in exceptional circumstances.

One car was scratched.

Better buses plan for uni ADDITIONAL students at university in Bognor Regis will be enticed to leave their cars behind by an improved bus service.

Officials at the University of Chichester are in talks to boost the current public transport connections between their campus in the town and Chichester.

THey hope the better dedicated service will be in place for this September when the engineering and digital technology park on the campus opens.

News of the proposal was given by the university’s vice-chancellor, Professor Jane Longmore, to town councillors on Monday. She said the university was aware doubling the number of students on the campus in the next few years to 3,000 could cause additional parking concerns around the campus.

“I get more correspondence about parking than about any other issue,” she said. “As far as parking is concerned, we are looking very closely at our intra-site transport.

“At the moment, we charge for students to move between the sites, though it is a heavily subsidised service.

“One of the ways to take the pressure off parking is to get the intra-campus transport free for students so they can move freely between Chichester and Bognor Regis.

“THat would solve some of the issues.

THere is no point bringing your car if they can get to the campus on a bus for free.”

Cllr Martin Smith (LD, Hotham) had told Prof Longmore: “For local people in Hotham ward, they do have problems with

parking behind the campus, especially around the 9am lecture period when there is so much traffic coming through.”

Cllr Jim Brooks (I, Marine) said the university was only providing an extra 300 flats for the additional 1,500 students at the campus.

THis was leading to landlords raising rents to cash in on their properties.

“In Marine ward, you can’t get a flat for love or money. I am concerned that the market here is being skewed by an avalanche of students.

“I am disappointed you can’t put up more students on the campus. It will be better for them all round," he said.

Prof Longmore said the university was looking into providing more accommodation but said the matter was commercially sensitive.

“We will not be able to accommodate every single student but, until 2020, we have got more than enough accommodation in Chichester,” she said.

Some of the students who would be studying in Bognor Regis would also be transferring from courses in Chichester and were unlikely to want to move from their current rooms.

THis would help to ensure there was not a sudden influx of students in Bognor Regis next September but a gradual increase over a few years.

She spoke about the engineering and digital technology park, costing £31m to build and £5m to furnish, as playing a leading role in the regeneration of the coastal region.

Sugar is a real addiction. According to studies, its 20 times more addictive than cocaine, so step one is to allow that it’s a real struggle and forgive yourself for not easily letting go of the white stuff.

THe easiest way to break your sugar addiction is to know when you’re actually consuming the stuff. Even food that looks healthy and organic can pack a massive amount of sugar.

Merger decision of lettings firms TWO LETTING agencies around Bognor Regis have joined forces.

Abacus Letting Service and Gilbert & Cleveland Lettings have merged after working in partnership for a number of years. They will operate under the joint banner of Felpham-based Abacus Letting Services and have more than 40 years of experience.

Run by husband wife team, Jonathan and Elaine Gilbert, the new business is looking forward to expanding and developing its existing work to benefit landlords and tenants in the area.

Mr Gilbert said: "We are thrilled to be beginning this new chapter with Abacus Letting Services. Due to past, present and forthcoming legislation that affects the residential lettings industry, Elaine and I decided that it was the right time to merge both our companies."

Abacus will continue to operate from Felpham and will expand into Gilbert & Cleveland's offices in Eastgate Square in Chichester. Gilbert & Cleveland's sales business will continue in Bognor Regis, Selsey and Chichester. Both businesses will carry on supporting each other.

PLANS have been revealed to open a KFC drive-through on the A27 in Fontwell.

EuroGarages has applied to Arun District Council to change the use of the former Little Chef at the junction of the A27/A29/Arundel Road and make external alterations to the building.

If approved, the fast food operator will join Burger King, Travellodge and Shell at the site.

A statement from Alastair Flatman Planning with the application says: "Given the existing use of the building and the wider established service station uses, the proposal is considered acceptable in this location and complements existing roadside uses required now in a modern facility."

The proposed drive-through will be open 24 hours and have 36 parking spaces.

Rough seas forced the club to postpone its planned dip on new year's day because of safety fears.

Neighbours object to hotel project STRONG objections have been made by neighbours to a £2m scheme for extra rooms for a Felpham hotel.

A total of 20 protests were made to Arun District Council about the proposals for the Beachcroft Hotel.

As reported, famous entrepreneur Peter de Savary and his wife, Lana, have asked Arun for planning permission to create a nine-room annexe on the boat pound between Greenock Villa and THe Gunpoint opposite the hotel.

Mr de Savary has told the Post the project would be a boost to an area he liked a lot. But B&B operators Mark and Jacky Bellamy, of Clyde Road, told the district council the proposed scheme could put them out of business.

THe said: "THe development is out of place and just too high. THe overall height of the development means that we at White Horses will lose a high degree of natural light on our front-facing guest rooms that the property has enjoyed for over 100 years and upon which our current small family business depends.

"THe council should ensure that the roofline does not exceed THe Gun Post or Coastguards buildings adjacent.

"It also dwarfs neighbours in Greenock Villa, Abegail and White Horses in a way that is not conducive to surroundings."

THe couple have also told Arun the extra vehicles used by visitors to the annexe would add to the traffic problems in Clyde Road. THe visibility splays shown on the plan took no account of the fact cars would usually be parked immediately next to the proposed entrance.

"Vehicles exiting will have no vision to the left until they have reached the centreline of the road. THis will add to the problems of traffic movements in and out

of Clyde Road.

"At any given time, traffic can only be single file inwards or single file outwards.

Dame Angela Watkinson, of nearby Outram Road, also wrote to the district council: "THe design in its current form is too dominant on the promenade and dwarfs neighbouring properties.

"THe height the development should not exceed that of the adjacent property, THe Old Gun House, called THe Gunpoint in the application."

Andrew Camp, of Felpham Road, said the height of the building would block the natural daylight, particularly summer sun, from the houses in Clyde Road to make it permanently shaded all year.

Other objections have raised similar points. But the scheme, given as three storeys in the plans, had also attracted 44 letters of support to Arun by last weekend.

James Elwood, of Santander Bank's branch in Portsmouth city centre, stated: "Santander have acted as bankers for the Beachcroft for many years and strongly support the proposal to add further value to the business but critically the locality.

"Speaking personally as a Bognor Regis resident - this would be a very sound move for the town and further underpin its aspirations for growth as both a tourist and business district."

James Brown, of Wordsworth Gardens in Felpham, said: "THe expansion of the Beachcroft Hotel can only help the local economy, (attract) more holidaymakers and a different class looking at the modern and stylish design.

"THis will create more job opportunities within the local area and prevent large chain businesses entering our small seaside town. I hope this goes ahead."

High Street resident Gill Piper stated: "We

have a need for some better quality hotel accommodation in Bognor and this would bring something much needed to the area, and a bit different. If an investor want(s) to invest in this lovely facility in our area we should embrace it."

Mr de Savary has owned the three-star Beachcroft Hotel for two years. It is one of nine he owns, has 37 bedrooms and is part

of the Great Western group of independent hotels.

His architect, Ivon Blumer, said in a statement with the planning application: "THe de Savarys are committed to supporting the local economy with this modern well designed forward-thinking investment at the Beachcroft Hotel. "Àn important aspect of the proposed

design is the dramatic gull wing roof finished in green copper cladding complementing the adjacent building at the Old Gun Post and other seafront properties along the promenade."

A landscaping scheme on the promenade side and Clyde Road would integrate the building into the seafront landscape, he added.

Prayers helped church to open in Felpham The determined efforts of six ladies established the Methodist presence AS WE look forward to 2018, I thought we could revisit a church with a more modern and interesting history by looking at the development of Felpham Methodist Church.

In 1909, Felpham had a shortage of religious provision and it was to fall principally to one woman to remedy this. Alice Boyling began to try and redress this problem. Living at THe Gables in Bognor Regis, Alice was overheard to remark: “Out east Felpham is growing and there is nothing for folk out there”.

She was then to commence a small Sunday school for local boys and girls at 1 Sea Road, Felpham. Unfortunately, due to the First World War and illness, her dreams were to be put on hold for a time. However, in 1932, she met another woman called Mrs Hole and together their plans recommenced. Prayer meetings were held in an upper room at the Methodist Church in Waterloo Square. THis early prayer group consisted of six women.

One of their number was aware of a small building in Felpham described as a ‘tin hut’.

THe hut was situated in the Flansham area and the group contacted the owners, who were members of a sect known as the Loxwood Independents.

When the women stated they were Methodists, the owners told them: "We couldn’t have anyone like that out here."

Eventually, however, they were allowed to use the hall for a fee of a ‘shilling a week for a Sunday service, but they had to find the oil for the lamps’.

On October 2, 1932, when this small group of Methodists commenced their services, they were still without an organ, but one was offered to them at the last moment. Without any transport, the organ was moved to their new little church in Alice Boyling's bath chair.

Alice and her maid trundled the organ the two and a half miles to Flansham by themselves.

THere were 23 people present at their first meeting, 12 of whom had moved from the Bognor Regis Methodist Church to help and encourage this small group of enthusiastic worshippers.

By the time of their first harvest festival service in October, 1933, the congregation was big enough to warrant a newspaper article, in the original Bognor Regis Post, advising the fruit and vegetables that had been donated were to be given to the Felpham Sunshine Home and also the Bognor Regis War Memorial Hospital.

It was a sign the church was becoming established. In reports recorded at the end of the year, it was announced a total of 770 adults had attended services, there were 34 Sunday school scholars and ‘14 members on the books’.

including the start, in 1934, of a women’s group named the Sisterhood, also the Women’s Bright Hour. As there was no provision within the hall for gas, water or even a stove for heating, the women brought all necessary items weekly to allow them to have their much needed cup of tea for five years. Alice Boyling was finally appointed its president and Mrs T. Tregear of Aldwick was elected chairman.

In 1935, an evening service began for prayer and, on January 24, 1935, a Band of Hope was formed for the children. THis proved extremely popular and soon became over-crowded. It was decided to divide the children to form a Band of Hope for the smaller children with a guild for older members.

It is difficult to appreciate the problems these ladies had in the early days of establishing the Methodist Church in the area. Some of the reports seem to imply that Felpham was far removed from Bognor and comments that 'Miss Boyling had to walk to the tin hut in Flansham to work at the Mission' did not improve this image.

Royal Jubilee celebrations were to take place in 1935 and the Felpham Sisterhood was sufficiently established to be able, with the help of locals, to take part in these celebrations.

A haywagon and horse were loaned and a large barn was decorated in Outerwhyke Farm for the day’s events. After the event, it is recorded that ‘everyone’ went to THe Gables in Bognor Regis for lunch.

Numbers continued to rise and it became evident that their premises in Flansham were totally inadequate and contact was made with Mr J. Rank who had said he would help. Mr Rank immediately offered to buy land for the

church and eventually two sites were found, one in Summerley Lane and one opposite the Southdown Hotel. THis led Mr Rank to purchase the latter - which is today’s site - with financial help from others in the community.

THen the work really began. First, the small church hall in Flansham was closed A final service was held after which they made their way across town to the Bognor Methodist Church in Waterloo Square where they were entertained and provided with tea supplied, apparently, on special blue cups and saucers, which were decorated with the Felpham crest.

On June 7, 1939, the Methodists held their stone laying ceremony, which saw six stones laid. Alice Boyling, the woman who had the original dream, was now able to see it through to its conclusion and laid one of the stones.

THe premises consisted of a church hall, a schoolroom, a vestry and a kitchen. Alongside this building, there remained the 95ft. frontage, which would eventually be the site of today’s Felpham Methodist Church.

THe hall was officially opened on September 27, 1939. During the Second World War, Felpham was a reception area for evacuees from South West London and the church was used as a schoolroom for these children.

At this time, Felpham Way did not exist and Downview Road was only a footpath. THe Felpham Methodist Church was built at a road junction which has seen many changes and the church has witnessed the increasing population of Felpham, Middleton and Elmer - an area that Alice Boyling felt was ‘out east’ in 1932. Her dream created a base on which to allow the church to grow into the building we see today.

Lions eye-up trophy success ahead of Sussex Cup quarters

Chi Ladies win as Selsey held CHICHESTER City Ladies have FA Cup success in their sights after making it through to the fourth round of the cup competition.

THe Green and White Army left it late against Luton Town as goals from Alex Collinghan and Cherelle Khassal secured a 2-0 victory.

THat win brought a cash injection of £1,000 into the club but also hopes of a fourth round match against one of women’s football’s leading lights, such as Everton, Arsenal, Chelsea and Manchester City, who enter the competition at this stage.

But Chi have avoided the Women's Super League clubs and face a trip to Oswestry in Shropshire to play THe New Saints on February 4.

Chi now have a week off to reflect on the victory ahead of returning to FA Women's Premier League south action on January 21 against Swindon Town at Oaklands Park (2pm).

Speaking after the match, manager Matt Wright said: "I think we were always on top of the game. It was a tough match and a windy day and either side could have won it.

"Our defence held out well

today and we had the lion's share of the game.

"It took a bit of quality to secure the win, which we had. THat was probably the difference."

Wright was particularly pleased to see the impact of Chi's academy coming to fruition, with young striker Collinghan and debutant Alex Walford having an impact on the match.

Wright said: "All of us work together to put the youth system together both at the Chichester College academy and at our own training sessions.

"I'm very proud of how it is all coming together and it is a proud moment for the club."

Elsewhere, in SCFL Division One Selsey will be looking to continue their six-match unbeaten as they travel to Brighton play AFC Varndeanians (3pm).

THe Blues left it late against Steyning Town last time out, with Jake Goulding scoring with ten minutes left to seal a 1-1 draw.

In SCFL Division Two, Sidlesham travel to Montpelier Villa while Bosham host league leaders Roffey (both 2pm).

PAGHAM chairman Tony Shea believes his side have what it takes to lift some silverware again this season.

THe Lions have been in fine form in recent weeks, a run that has rocketed them up to second in the SCFL Premier.

While a run of four wins was brought to a halt with a 0-0 draw at Peacehaven, Pagham's focus switches to the Sussex Senior Cup, where they face Isthmian South side Horsham. THe match on Tuesday (7.30pm) in front of a home crowd is a tough one on paper.

But having defeated other sides from higher levels, such as Lewes and Sittingbourne, already this term, Shea believes his side will be up to the quarter-final challenge.

He said: "It will be a very hard game but we showed what we can do when we beat Lewes in the last round. I’m optimistic that we can match anyone at home. It is a really good draw."

Pagham, who lifted the Peter Bentley Cup last year, also have a home RUR cup semi final against Newhaven on January 23 (7.30pm).

Shea said: "If we can reach another final for the second season running that would be great for everyone."

Chi make history with Vase win Ne

CHICHESTER City skipper Dan Hegarty says his side fear no one as the club sealed their spot in the last 16 of the FA Vase for the first time in their history.

Goals from Harry Williams and Steve Hutchings secured the 2-1 win for the Lillywhites over Combined Counties Premier side Horley Town.

Next up for Chi in the national knockout competition is a tough away trip to Cheshire to face 1874 Northwich on February 3.

While the long trip to face a supporterowned side who have also had a good run

in the FA Cup this season will not be easy, Hegarty said he had no doubts that City would be up to the challenge.

Speaking after the Horley match, Hegarty said: "Everyone at the club is absolutely buzzing. It's a really exciting time. We don't fear anyone. Everyone's on a similar level to us and on the day if we're better than them we'll go on and win the game. We'll see where our future goes.”

Both sides had chances to add the scoring throughout the first half but it was Horley who made the breakthrough, equalising just before the break. Chi showed their class in the second period though, withstanding pressure before Hutchings hit home after a nice piece of control.

Hegarty said: “It was a very tough game as we knew it would be. THey were a decent side.

But we managed to get the win in the end and we're into the hat for the next round.

“THe pitch made it difficult for both sides.

THere was obviously a lot on the line and both teams went for it. We had to get stuck in and put pressure on them and in the end it was all worth it because we're in the next round."

Chi's excellent week continued on Tuesday when they followed up the Vase win with a 2-0 midweek victory over Horsham YMCA to progress to the semi-final of the Sussex RUR Cup. A first-half strike from Sam Ndlouv was followed up by a Kaleem Haitham goal ten minutes from time to secure progress at the expense of a side who are third in the SCFL Premier. City will face Broadbridge Heath way in the semi-final on February 23 (7.45pm).

Next up for fifth-placed Chi is a trip to Hassocks tomorrow (3pm) in the league with the Oaklands Park side still in contention for a promotion place.

Marley wins thriller to take singles title BEN MARLEY came back from the brink to defeat team-mate Andy Whiteley and take the Tuesday Double In Double Out Division One darts singles knockout crown.

A total of 57 players took part in the two division action at the Newtown Social Club.

While numbers were limited in the division one contest, the action was very competitive with lots of high scoring registered.

THe final saw THe Legends' team mates Marley and Whiteley against each other.

Both scored well in the first leg, but it was Marley who hit double top to take the opener.

He followed that up with victory in leg two too.

But then Whiteley hit back, taking the next two to take it to a decider. Whiteley took

charge of leg five with shots of a ton, 82 and 78 leaving just 40. But he missed three darts at double top and Marley stepped up to hit 20, 16 and double 16 for a 68 out-shot, taking the match win and the Division One Singles Champion title.

Division Two also saw team mates play each other with Chi Snooker Club's Alex Norgett and Keith Robinson facing off.

Despite failing to hit his in-shot for two throws, Robinson took the first leg with a 108 out shot. His good form then flowed the next two rounds.Norgett missed his chance with 66 left to let his opponent take the leg with one dart at double 4. THen he completed a comfortable 3-0 win with a 17-dart leg to take the division two title.

Rocks head into Trophy game with Leyton Orient full of hope Next Game

LEYTON ORIENT (H) Tomorrow, 3pm

BOGNOR boss Jack Pearce believes there's still hope for the Rocks despite losing ground in the fight for survival.

THe Nyewood Road side endured a blow when they suffered a cruel 2-2 draw with bottom side Whitehawk last weekend.

THat result, combined with other teams around them picking up points, means they are six points from safety in National South.

THis weekend sees the Rocks have a welcome break from the league, as they welcome National League side Leyton Orient to the Nye Camp (3pm) in the FA Trophy.

With a big crowd expected, there is hope within the Rocks camp that knockout football can bring a boost in form to a side that is low on confidence.

But for Pearce, who has been involved at the club for more than 40 years, he says the current predicament could be worse.

He told the Post said: "When I took over back in 1976 we were bottom of the league, we had no money and we were about to go out of business.

"I had players saying they were with me in midweek then by Saturday seven had left, which meant we were left with the youth team. THat’s was a lot worse than the position we are in so I’ll always be positive."

THings could have been a whole lot better at Nyewood Lane if they had sealed three points away at their Sussex rivals last weekend.

After falling behind to a very soft penalty, two Jimmy Muitt strikes put the Rocks in the driving seat.

In a two minute spell which has summed up the Rocks season so far, Whitehawk then equalised with a bobbling shot from the edge of the area - just one minute after Muitt missed a golden chance to seal his hat-trick and the win for Bognor.

THat draw means the Rocks are now two wins adrift from safety after Chippenham and Oxford City both picked up points.

Pearce vows there's still plenty to play for and says he still believes his side can get out of trouble.

He said: "THere’s not a hair's breadth between all 22 sides in the division which means that three very good sides will go down this year."

Before thoughts return to the league though, the Rocks have a high-profile match against Orient. Just four seasons ago, the O's were on the brink of the Championship after making it to Wembley in the League One playoff final.

Now, though, they are struggling in the fifth tier, sitting 19th in the 24-team division and not winning in their past three matches.

While a big crowd is expected to come from east London, Rocks fans will not be intimidated - with FA Trophy wins against Maidstone, Torquay and Altrincham still fresh in their memory from recent years.

Blues looking to bounce back CHICHESTER RFC have a tough task if they want to bounce back to winning ways, welcoming second-placed CS Rugby to Oaklands Park tomorrow (2pm).

Scott Ashley's side began 2018 in the worst possible way, with a heavy defeat 38-12 to local rivals Havant.

THat loss saw the Hampshire side leapfrog over an injury-hit Chi up to third in London Division One South.

It does not get any easier for the Blue and Blues, who face a CS Rugby side who are nine points above them in the table.

Chi took an early lead, with prop Joe Woods crashing over after just three minutes. But Ashley's side then contributed to their own downfall by missing three try chances when they were in the lead.

After going in at the break 13-7 down, the second period began with Chi earning two yellow cards. In the 20 minutes they were down to 14 men, they conceded 20 points to their fired-up hosts.

THe only score they managed in the second half was a try for hooker Dane Gingell.

To add to their grief, Blues suffered injuries to their captain Jack Bentall who is a doubt for tomorrow's crunch match.

IT MAY have been nearly a week since our match against Whitehawk but the reflection I have is exactly the same straight after the final whistle - it was definitely two points dropped.

We went one down thanks to a very debatable penalty.

Being honest, the referee had an absolute shocker.

THere was not a person in the ground who would have given that decision.

THe Whitehawk attacker was clearly pushed off the ball in a fair way and he just fell over.

I thought it was embarrassing and straight away our backs were to the wall.

But then in the second half we came out fighting and we scored two very good goals.

We then three or four other chances to win the game.

As it was, they went up the other end and we conceded a very soft goal where we allowed their striker to skip along the edge of the box before a soft shot just trickled into the goal.

It was very soft and not the sort of goal we should be letting in at this level.

It was no coincidence that it happened 40 seconds after Jimmy Muitt missed a one on one to put the game to bed as that's how things are going for us at the moment.

Jimmy scored two very goals which got us back on top but I think the poor pitch which meant the ball was bobbling all over the place was to blame for that.

On another day, he would have scored four or five and I doubt he will have a better chance to score a hat-trick at this level than that.

When the final whistle went, I must admit it was quite a sombre dressing room.

Everyone was very deflated.

THere have not been many games this season where the pressure was on but it was a game where three points were a must and a draw not good enough.

Now the great escape is the

phrase that is being thrown around.

We are deep down among it and it will be a big ask from now on.

It's not away from us but it has become a whole lot more difficult after Saturday's result.

Games against sides at the bottom should be our bread and butter.

We should be beating sides like that really.

We move on, though, to Saturday and Leyton Orient in the FA Trophy, which is a game where no one is expecting us to get anything.

THey are struggling and we are struggling at home so it will be one of those that could be a 0-0 or may be a thriller with loads of goals.

Everyone is looking forward to the game as they are a big club.

But we have to remember that they are only one division above us and it is a winnable match.

As if we need a reminder, I was with a good friend on Saturday night who play at Chichester City who are into the last 16 of the FA Vase.

Seeing them talking about who they may play did get me thinking about the games we had a few years ago against Altrincham, Torquay and Maidstone.

It will be great to do something like that again.

I do fancy us tomorrow and think that we have a chance to win, perhaps 2-1 or 3-1.

THen after that, we're back to the league, with Wealdstone at home, then Hungerford.

Our form at home hasn't been this poor for years. But when we played Wealdstone away we did well and should have beaten them.

THey have picked up a few good results recently but we should not be writing it off.

We have played them a lot over the years and if we can take four points from that match and the massive game against Hungerford then that will give us a chance.
