Thousands of homes backed LARGE housing estates have been officially earmarked for Pagham and North Bersted.

THe Conservative majority on Arun District Council decisively defeated a last minute bid by the Liberal Democrats to seek new sites for the 3,700 intended dwellings.

THe 40-7 vote, with three abstentions, at Wednesday's meeting of the full council was quickly followed by another

of 42-4, with four abstentions, to back the inclusion of the proposed housing sites in the council's local plan land use blueprint.

THis means the areas in north and south Pagham, plus land north of Chalcraft Lane - officially called West Bersted - by Arun will be considered by a government planning inspector as being suitable for the large new developments.

Cllr Francis Oppler (LD, Orchard) said the areas should be removed from the council's preferred strategic areas and councillors asked to consider new locations for the homes.

"Bognor Regis and that area north of Bognor can't take any more residential development," he told the meeting. "It's not sustainable and you must remember

it's grade one agricultural land.

"For thousands of years, it's been a wildlife habitat. We are going to destroy that habitat for all those creatures and we are going to destroy the quality of life for the residents in Bersted and the residents in Pagham - and that is not right.We need to look seriously again at greenfield and brownfield sites in the Ford area."

We will carry on - says MP MP NICK Gibb spoke yesterday about the government's determination to carry on after the Westminster terror attack.

Mr Gibb, pictured above, the schools minister and the Conservative MP for Bognor Regis and Littlehampton, was in the House of Commons when the incident occurred on Wednesday.

He told of MPs' sadness about the death of PC Keith Palmer who was fatally stabbed by the attacker but said Parliamentary life would go on.

"PC Keith Palmer was a familiar face as he carried out his duties to protect us. Our thoughts are of his wife and children.

"THere is, though, a steely determination to press on with parliamentary business and not to give in to terrorism," he said.

"I will be speaking in the Commons today, responding to a debate on social mobility. We are bloodied but unbowed and, as a country, we will fight the scourge of terrorism wherever it emerges."

By early yesterday afternoon, it was apparent the attack in Westminster - which Mr Gibb described as 'very traumatic' had claimed the lives of four deaths with at least 40 other people injured. Seven of them were critical.

THe attacker drove a Hyundai 4X4 at pedestrians on Westminster Bridge at 2.40pm before he crashed into railings and stormed towards Parliament. He fatally stabbed PC Palmer before he was shot at least twice as he lunged at another.

Mr Gibb said he became aware of events immediately after he had voted in the

Commons on the Pensions Schemes Bill.

He was among the MPs who, as they left the division lobby. were ushered away from the Commons' chamber to the Central Lobby. After about 40 minutes, he went back into the Members' Lobby and waited for news for the next three hours during a 'lock down'. He was among some 300 MPS and officials in the chamber, the two voting lobbies and the Members' Lobby.

Staff in the Commons, including Vicki Corenbloom, who works in his Parlimentary office were asked to remain in their offices. THey were eventually moved to Westminster Abbey until they could leave about 8.30pm.

"As we waited for the police and security to ensure the building and surrounding area was safe, we all reflected on the lifechanging tragedy that had affected so many innocent people on Westminster Bridge," said Mr Gibb.

THe Leader of the Opposition, Bognor Regis resident Baroness Smith of Basildon, made a statement to the House of Lords at 11am yesterday about the tragedy.

She said: "THe sense of shock here is as great as any I have known for something which has happened in the building. PC Palmer had worked here for a number of years. Most of us knew him at least to say 'good morning' or 'hello' to.

"As well as the loss to his family, which hurts us all, there is also the loss to the Parliamentary family. In what happened on Westminster Bridge, we saw the worst of someone and the best in people."

Adult education provider wins new contract for three years ADULT education courses in Bognor Regis and Chichester will continue to be run by the current operator.

Aspire Sussex has successfully bid to organise the courses across the county.

Its new contract with West Sussex County Council will start on September 1 and last for three years. THe deal can be extended for four more years.

Robyn Kohler, the chief executive officer of Aspire Sussex, said: “We are pleased to have won the contract to run adult education courses for people who live and work in West Sussex. We look forward to continuing to work with the county council to provide good quality

adult education.”

Aspire stages its courses in venues like the Bognor Regis Adult Education Centre off Westloats Lane and Bourne Community College in Southbourne.

Among its hundreds of courses around the county are arts and crafts, languages, cookery, psychology, photography, dance and music. THey are held during weekdays and evenings.

Saturday workshops are staged as well.

In 2012, Aspire Sussex was created as an independent body to provide adult education for the county's residents. It was previously a West Sussex County Council-run service.

Thousand homes a year approved despite protests From page one "THere are areas like Ford which have not been properly considered. THis is a sensible recommendation to go back and look at some of these sites again."

Cllr Paul Wells (LD, Hotham) said: "New houses should come forward in villages which is acceptable to the villagers but the volume of housing which is being imposed here is going to cause absolute chaos for local people."

But Arun's leader, Cllr Gillian Brown, (C, Aldwick E) said: "THis is totally irresponsible, even for the Liberal Democrats. I can't believe it.

"Simply removing 3,700 houses from the list - you have got no evidence for this whatsoever. You are just delaying the plan and it's just nonsense."

Cllr Dudley Wensley (C, Angmering) said: "Where are they going to dump these 3,700 houses? Are they going to be dumped on Bognor Regis? Are they going to be dumped on Angmering?

"THey are going to have to dump them somewhere because evidence shows we need these houses."

Cllr Trevor Bence (C, Aldwick E)said the call for the sites to be changed meant a waste of the four years spent shaping the local plan.

"THis is ridiculous. I can't accept this.

THis is absolute lunacy," he said.

THe votes after almost 2.5 hours of debate watched by some ten members of the public mean the draft local plan will go out to consultation about its latest changes.

THat six-week period will start next month.

It will be followed by the resumption of the examination of its policies by a government planning inspector, Jonathan Bore, in the summer.

THe plan sets out the evidence compiled

by Arun to justify its selected sites to accommodate 1,000 homes a year for the 20-year life of the plan until 2031.

Other strategic locations are at Barnham/ Eastergate/Westergate (2,300 homes), Ford (1,500), Fontwell (400), Yapton (400) and Climping (300).

Further areas are at Angmering and the West Bank at Littlehampton. An initial site in Middleton has been shrunk in size because of flooding fears.

Arun's director of place, Karl Roberts,

pictured below left with fellow planning officer Neil Crowther, told councillors it was essential to have an agreed local plan which met government planning policies.

"Having no plan creates uncertainty and increases the risk of speculative development which may not have the required infrastructure," he said.

Cllr Brown said: "Tonight is a time for looking forward, not back. THis recommendation is very important for the council to make and however hard it is we have a responsibility as elected members for all of the district.

"THis plan is based on evidence and requires significant infrastructure and we must accept no less than that.

"Cllr Oppler would make sure we have no control over any development in the district in the future."

Cllr Dr James Walsh (LD, Beach) said the Tory members had ignored warnings by

his group about delaying the local plan by acting as 'Nimbys' to try to protect certain areas.

Cllr Dawn Hall (C, Pagham) abstained in both votes. She said: "I believe the amount of housing in Pagham is too much. I accept we need to take our share of housing along with other areas."

THat was shown by the allocation by Pagham Parish Council of two locations, where 130 homes had recently been approved, with the support of residents. "(Building) 1,200 houses will completely change the character of my village," she said. "Pagham village is already congested and travelling to the A27 or the A259 via Chalcraft Lane can be very timeconsuming and stressful."

Pagham Road was congested because farm vehicles and large lorries headed for the businesses along and added to tourists' cars each summer, she added.

Calls by residents over bandstand RENEWED protests have been made about proposals to move the seafront bandstand in Bognor Regis.

Cllr Francis Oppler highlighted the issue after he was told by Arun District Council the matter removed official policy.

He said he believed the idea, contained in the council's seafront strategy, was flawed.

"THe Conservatives at Arun have ignored my concerns it won't stand up to being moved. I believe they will put the new toilet block where the bandstand is at the moment."

Nearly 30 comments on social media were posted in response to him.

Sam Halson wrote: "Leave it where it belongs."

Philip Long commented: "If they want a bandstand in Waterloo Gardens, they should build a new one there. Moving it is bonkers."

Nigel Brown said: "Leave it where it is. What is the benefit of moving it?"

Gill Yeates stated: "I'd be worried about moving such an old and fragile structure and, unless it's going to be more actively used in its proposed location, it should be left where it is to be enjoyed by all."

Marion Wells said: "We have to change this. We need to save the money it would cost and spend it on something worthwhile."

THey have come nearly six months after the Post highlighted the prospect of the move of the Grade II-listed bandstand on its front page.

Cllr Oppler's Lib Dem colleague, Cllr Jeanette Warr, pictured above, was involved in the campaign with dozens of fellow residents along the seafront.

Esplanade Grande resident Linda Parkes said then: "I see no reason why the bandstand should be moved.

"It's iconic and it's been here for many years. It's one of the last remaining beautiful things we have on our seafront. It's a piece of Victorian heritage and it wouldn't be replaced with anything better."

THe bandstand was installed on the seafront in 1948. It originally formed part of the Winter Garden building in Cheltenham before that was demolished in 1940-44. It is believed to be Edwardian.

Arun officer Denise Vine, the head of regeneration, told Cllr Oppler it was agreed by councillors last June to carry out feasibility work about moving the bandstand.

"THis would include consideration of an appropriate alternative location, the cost estimates to remove and reinstate the structure and identifying funding to do so," she stated.

But she added the work had yet to start because of other priorities.

` Invitation to take part in park event STALLHOLDERS and roaming entertainers have been invited to join in the fun of a charity event in Bognor Regis.

` Lottery funding awarded to festival ORGANISERS of the Southdowns Folk Festival in Bognor Regis have been backed by the lottery.

THey have received £9,700 from its Awards For All scheme towards a school links programme.

A spokesman for Awards For All said: "THis is a project to run a musicbased series of workshops and activities for the children at several primary schools in the area.

"THis will enable the organisation to provide more opportunities for children to engage in activities, improve social skills and help prevent them engaging in anti-social behaviour."

THe award comes after the festival's latest request for £3,500 from the joint western Arun area committee was rejected last week. THe festival will be held from September 21-24.

BID to survive the changes in rates PROPOSED plans to give Bognor Regis businesses more say in the town centre will survive a shake-up of rateable values.

Commercial property users and owners received their new charges in the past week as part of a national review.

THe impact has seen the overall value of some 300 properties in the central shopping area drop by about half-amillion pounds to £11.5m.

THis will reduce the levy which can be charged on properties if a Business Improvement District is approved this summer by some £30,000 a year.

But town centre manager Toyubur Rahman, who is leading the BID proposal, said the potential decline in income would not affect its intended schemes.

"We will need to find that money from somewhere else but we could apply for grants to make up for the lost income.

"We could also seek to raise a bit more income from sponsorship of events. So, I don't expect the change in rateable values to make any difference to the BID. It's a shame but we don't have a budget at all for the town centre now.

"THe latest changes in rateable value have seen it go down for about a third of town centre properties, stay the same in another third and go up in a third.

"THe changes all depend on how much activity there has been in the premises in the past five years or so," he said.

Mr Rahman hosted a drop-in session on Monday for business owners to find out more about the intended BID. THe hour-long event at the town's visitor information centre on the Place St Maur will be followed by others from 5.30pm to

7pm on the next two Mondays at the same venue.

THe BID is intended to see a 1.5 per cent annual levy on commercial premises in the town centre with a rateable value of at least £6,000 a year for five years.

THat is now likely to raise about £125,000 annually. It will be spent on schemes chosen by the businesses, and put into effect by a BID board, on the themes of a well-known town centre, a welcoming town centre, an active town centre at night and better parking.

Reynolds' finance director, Matthew Reynolds, said the 150-year-old company was keen for the BID to take effect.

"As an independent retailer, we're used to investing in our business, our premises and our infrastructure," he said.

"We have had less control over the wider business environment and we want to be able to contribute towards that to make Bognor Regis a better place for everyone to come and visit and shop."

Projects the firm - which has 40 staff would like to see involved marketing, parking solutions and improved security, he said.

Comments about adding to the BID proposals can still be made to Mr Rahman by the end of this month. THey will be considered before voting takes place in June. If approved, the BID will take effect from next April.

Mr Rahman said: "THe latest suggestions I've had include extending the BID area from the High Street to West Street to include the Royal Norfolk Hotel and looking at a scheme for staff parking in line with the free parking for shoppers."

Plea is made to stop use of barbaric traps on county land A MOVE to ban animal snares on county council land is being made today by a Bognor Regis councillor.

Cllr Francis Oppler will ask his fellow council members to order that the indiscriminate use of the animal traps which can cause exreme pain should no longer be allowed on the local authority's estates.

"It is time that the county council as a major landowner in West Sussex sets an example and bans the use of snares on its land," said Cllr Oppler (LD, Bognor Regis E). "Sadly, several estates in the county still use this barbaric form of control on wild animals."

council meeting seeks support to ask the West Sussex cabinet member for finance, Jeremy Hunt, to put a policy in place that imposes a ban on the use of snares on all WSCC-owned land and to oppose the use of any inhumane method of wildlife control that causes undue suffering.

Cllr Oppler said thousands of animals were killed each week in the UK as a result of snares. Foxes and rabbits were often the main target but protected species, like badgers, were also victims.

THe county council is one of the largest land owners in West Sussex. It leases more than 1,400 acres to tenants. Plots vary from less than two acres to well over 100 and are home to a range of animals.

Residents urged to take the chance to talk about town

IDEAS about how to open up Bognor Regis beach to everyone will be welcome at an event next week.

An open surgery is being staged by town councillors Steve Goodheart and Pat Dillon to enable residents who live around the town centre to have their say.

It will take place from 3pm-5pm at the Regis School of Music in Sudley Road.

Free parking is available at the site.

THe need for more attractions and even the possibility of moving the bowls greens from Waterloo Square and opening up the site as a park could be discussed as well.

Pat said: "We need to turn around the negativity in the town into positivity.

If we work together, we can achieve an awful lot. As individuals, we can't necessarily do a lot.

"We do need to get more people involved with the town. THe more that happens, the more pride they will take in it as far as I am concerned.

"THat's particularly true of young people because it's more their future that is involved than ours."

It is intended to hold the surgeries on the last Friday monthly at the town centre venue run by Sasha Levtov.

Steve said: "THis is part of Sasha's thanks to the town for the support he and his family have always had here.

"It's great for us to have a town centre venue to us and we're grateful to him.

"THis building is known for its music and it would be good to have it known for other community activities as well."

` Extra time for developers' plans ADDITIONAL time is needed to make a decision about a major housing proposal in Pagham.

Developer Taylor Wimpey has agreed to extend the deadline for Arun District Council because information needed about the roads around the site north of Sefter Road has yet to be completed.

THe company wants to build up to 250 homes but it has to submit details on how nearby roads will cope with the extra traffic which would arise from the housing.

THis has seen it agree to allow Arun District Council until May 31 to decide its application. It is one of three for large-scale housing schemes in Pagham.

Arun planning officer David Innes suggested the new deadline to Taylor Wimpey's planning agent, Barton Willmore.

"I believe that the various transport consultants are looking to prepare a joint cumulative TA (transport assessment) which is due to be submitted in April. As you know, there are a number of matters that will need to be addressed and, therefore, it may be necessary to seek a further extension as the application progresses," he said.

Concerns about the roads have been prominent in the 1,500-plus letters of objection to the housing proposals sent to Arun.

Among those who have written to the council are Aldwick resident Paul Whitfield.

He says: "THe amount of traffic would increase significantly and is a primary concern."

Rebecca, pictured below right, intends to join the armed forces when she finishes her education and found out all about the options available to her from the experts.

Speakers from the Army, Royal Navy and RAF were joined by those from civilian employers like Rolls-Royce Motor Cars, the University of Chichester and the University College of Football Business during the week.

Year 10 student Rebecca said: "I have been an army cadet since May last year. My dad was an air cadet and my uncle a sea cadet, so I am carrying on the tradition.

"THe talk was really interesting as it gave me lots of information on the wide range of careers available in the Army.

"My plan at the moment is to join the Infantry after I finish school."

THe special week saw a number of the

speakers contribute to lessons as well as giving presentations during lunch breaks.

Former students also returned to discuss their career paths and university courses.

Students from all year groups were encouraged to attend the programme of talks and workshops.

College careers co-ordinator Gill Woodman said: "It has been great this week to see students interacting with ex-students, asking them questions about what paths they have taken.

"THe lunchtime talks were popular and student feedback has been positive.

"We want to give students as much information and advice on life after school as possible.

"We organise a number of trips for groups of students in different years throughout the school year - to universities, colleges, local businesses and multinational companies.

"If there is an event taking place which can encourage our students and give them career direction, we always try and ensure the college is taking part."

Costs attack on roads plan RISING costs of traffic-calming schemes in Felpham have been criticised.

Cllr Paul English said the soaring expense of the projects to make the roads safer for motorists and pedestrians were out of control.

"To say this has gone so badly wrong is an understatement of the situation," he told the joint western Arun area committee.

THe county council had guaranteed Felpham's half share of £1m from housing developers would be spent on its roads.

"THe money was going to be split and we were going to get what we wanted and the county council get what they wanted and we move on. THe answer was clearly 'yes'," said Cllr English, a district and parish council member.

"But we have the somewhat absurd situation that on each of the schemes (in Felpham) there are fees of over £30,000. A scheme which costs £72,000 has got fees of £37,000 to get to that stage.

"Someone is certainly making a great deal of money out of something not even being put on the roads yet."

Some of the projects had seen 'fantastic sums of money spent on what we thought were pretty minor projects which are getting out of hand'.

He said he feared more consultation could be carried out to discover the views of residents after 12 years of publicity by the parish council.

Outerwyke Road and Wroxham Way to avoid those roads becoming rat runs.

"I don't see cushions over all the 20mph roads. In Chichester, they don't have them. I don't see why we should be going down that road because we are paying consultants 70-odd thousand pounds to put some cushions down," he said. "We need to rein back a bit.

"We need to get this down as quickly as possible and not go back to another load of consultants and find ourselves another £100,000 down.

"We are not going to have the money to put in a bollard because it will all go on consultants' fees."

County highways officer Peter Bradley said consultants' fees were usually charged as a percentage of the value of the scheme.

"THey can be 20-25 per cent of the projects and, the smaller the project, the higher the proportion the fee can be.

"Often, it's a lot of money but the county council doesn't have the designers any more. THat's the way things are set up."

THe rising costs led the county council to ask Felpham council for its priorities.

County council policy for 20mph roads, in line with the government's framework, ruled signs alone were not enough on roads where the average speed limit was more than 24mph.

"You can't expect drivers to lift their feet off their pedals simply because they see a sign on the road," he said. Downview and Outerwyke roads were in that category.

Cllr Graham Jones, chairman of the committee's highways and transport subcommittee, said the matter should go to a future sub-committee meeting.

Calming priorities SIX priorities for traffic-calming have been set by Felpham Parish Council.

One of its committees has put its proposal for the work to next month's full council meeting.

THe ordering of the work is necessary because the projects proposed cost £602,000 and £528,000 is available.

THey decided the area-wide 20mph limit was the most important scheme followed by the Downview Road/ Felpham Way traffic lights to narrow movements to one eastbound lane of traffic. THeir third priority was the creation of a mini-roundabout in Summerley Lane and Downview Road was placed number four on the list but

without speed cushions in Wroxham Way and Outerwyke Road.

THe fifth priority was to alter the Vicarage Lane/Felpham Road junction with a potential zebra crossing to replace the pedestrian refuge and the retention of parking spaces.

A Vicarage Lane footway was no longer favoured by the parish council because of uncertainty about buying the land required. Instead, councillors wanted the county council to look at extending the footway on the road's eastern side.

Work has been finished by the county council in Sea Road and Admiralty Road/Old Coastguards Parade.

New book is feelgood read

` New use for town centre building FLATS have been approved for a vacant building in Bognor Regis town centre.

Planning permission for the five residential properties alongside a business use in part of the ground floor of the premises, pictured below, in the High Street, has been granted by Arun District Council.

THe scheme by Amsric Group concerns the former KFC branch between York Road and THe Arcade.

Arun's economic development officers backed the scheme. THey told council planning officer Simon Davis: "THis is a key town centre location that has rapidly become more derelict.

"THis application will retain an active use on the ground floor as well as providing residential accommodation on upper floors which, in a town centre, is an ideal combination."

In his report, Mr Davis states: "THe alterations will not adversely affect the appearance of the building."

AN ALERT employee in Bognor Regis prevented an elderly man being conned out of £90,000.

Nationwide Building Society customer host Cheryl Embleton persuaded the customer in his late 80s to say why he wanted to withdraw such a large amount.

"He was very agitated and didn't want to speak to us. I managed to get out of him that he had had a phone call in which he was told to withdraw that money from his savings account and not to tell us because we were in a conspiracy against him.

"I stopped him from doing that. He felt stupid for having fallen for the trick," she said.

She recounted the incident, which happened about nine months ago, as the High Street branch took part in the financial industry's first national fraud awareness day. Dubbed Take Five, a host

of information urged customers to take their time to better protect themselves from fraud.

THe top tips are never to disclose security details, don't assume a message is genuine, don't be rushed, listen to your instincts and stay in control.

Cheryl, pictured above, with branch manager Matt Stanley and financial planning manager Jed Mears, said fraud awareness was growing among customers.

"A lot are starting to realise that if they get a phone call they are not sure about they should come in and check it with us.

"All our calls from head office are recorded. It is easy for us to find out if it is genuine. People who are withdrawing money are also usually happy to tell us what it is for if we ask. THey can think we are prying but they understand if we say it is for their benefit," she said.

A FEELGOOD summer read about Redcoats at Butlins is to be published by a best-selling author.

Elaine Everest has turned her writing skills to the well-known holiday resorts after the success of her previous book, The Woolworths Girls.

In The Butlins Girls, she uses the backdrop of a glorious 1940s holiday camp in Skegness for her heart-warming and nostalgic tale. Elaine spent much of her childhood holidays at UK camps and has a personal connection to Butlin's as her grandfather owned a travelling fairground and sold his rides to Sir Billy Butlin after the Second World War. She said: "I wanted to set my story in a place that was as popular as Woolworths.

"I also wanted to start the story in Kent - in Erith to be precise - where I often set my stories. As a child, I had fond memories of family holidays at holiday camps and, although this was from the mid-Sixties, nothing much had changed from when Sir Billy Butlin opened up his camps after World War Two. "From there, the story started to weave in my mind, and many happy months followed as my new 'girls' started work at Butlin's in Skegness and, while working hard, they found love, excitement and happiness."

Achievements of young people rewarded at special evening IT WAS an exciting night on Wednesday for young people from around the Arun district as they came together for an awards ceremony created in their honour.

Held at the Windmill THeatre in Littlehampton the 2017 Arun Youth Community Awards was a chance for friends and family to applaud the efforts of loved ones as well as an opportunity for young musicians to showcase their talents.

THe evening was organised by Rotary Clubs from around Bognor Regis, Littlehampton and Arundel. Since last year the clubs had been gathering nominations from teachers and leaders of organisations for outstanding young individuals who were deserving of recognition.

Winners of each category were then decided by members of the Arun Youth Council who introduced the nominees on the night.

All nominees received certificates and gifts, and the winners were awarded vouchers and cash prizes. However the main thrill for those involved was the appreciation shown.

Josh Funnell, chair of the Youth Council explained why the awards are held.

He said: "It is incredibly important that we recognise the outstanding conduct of young people in our community and this is the perfect opportunity to do this."

THe first award of the evening was for those aged between 11-12 years.

THere were a wide range of reasons for the nominations. Both Lilly Towler and Imogen Bradshaw were praised for their fundraising work with the Bognor Regis Baptist Church, while Bradley Phillips was honoured for his dedication and hard work at the Arun Dolphins Swimming Club.

THe overall winner, however, was Joseph Worne from Yapton.

After his mother suffered an accident and became wheelchair-bound Joseph rose to the challenge of caring for her, always putting her needs first and helping her out despite attending school.

Joseph was taken aback by his win. He said: "It was really surprising. I didn't think I'd win. So many other people here deserved it. I felt very proud."

His mum Amanda expressed her pride in her son. She said: "It made me feel quite choked. People don't appreciate what he does. It's nice that he has been given the recognition he deserves."

Student of the Felpham Community College, Georgia Cooksey, was the winner of the 13-15 year old award for her volunteer work in wildlife rescue at Brent Lodge.

Georgia explained her love for her voluntary work. She said: "I've always been passionate about wildlife.

"I encourage others to get involved with the work at Brent Lodge."

Bognor Regis schoolgirl Emma Warburton went on to win the award in the 16-19 year old category. She was nominated by Mrs Ralph from the Regis Academy for her excellent contributions to the school including her charity work and leadership skills as current Head Girl.

To reward organisations there was also an award presented specifically for group work. THe winners, the St John Ambulance Cadets from Bognor Regis, were lauded for their unending and vital work in the community including volunteering at major events such as the Rox Festival every year.

It was this hard work and dedication shown by all nominees that was praised by the awards' organisers throughout the evening.

Bob Pavard, chair of the Bognor Regis Rotary Club, was pleased to see how many young people were nominated for the awards. However he urged the audience to continue to support the awards.

He said: "Tonight we've seen 18 exceptional young people come to the stage, but I don't believe these are the only young people deserving of this recognition from the Arun district.

"We will be asking for nominations at the end of this year in preparation for 2018. We hope to have even more than this year."

Terminally ill man spared jail after siege in Pagham A TERMINALLY ill man who threatened to kill police officers and take his own life broke down in tears when he was told he would not be returning to prison.

Terry Bridger, 73, was involved in a siege at his home in Pagham last August when he told police he had a shotgun and was going to take his own life.

Chichester Crown Court heard that Bridger, who also said he was going to burn down his Harbour Road home, had had an argument with his wife. It came following a diagnosis of terminal lung cancer.

Nearby neighbours were evacuated while police tried to deal with the situation in a siege that lasted 40 hours. Bridger admitted two counts of threatening to destroy a property and one count of making use of a firearm to resist arrest.

Judge Christopher Parker QC sentenced him to a total of 10 months in prison but as he has already served the equivalent of 11 months, he was told he was free to go.

Defending Bridger, Pierce Power told the court he had only about a year to live.

He said: “He’s an honourable and decent member of society. His positive good character stands him in good stead.

“It would be a tragedy indeed if a man of 73 years of age with such a positive good character, for a moment of madness really in how he behaved that night, should possibly die in prison. THis is a very serious offence. He is deeply remorseful.”

During an earlier hearing, it emerged that, although Bridger did have a gun, he

did not have access to it at the time of the incident as it was locked away and he did not have any keys.

Sentencing him, Judge Parker said: “THe police officers who were trying to deal with your extraordinary situation must have been very concerned indeed that they were at risk, that anybody else was at risk.

“Despite appearances, apart from damage to the property, the actual risk in this case was really only of harm to you, whether by your own hand or by putting yourself in a position where officers would have had to take the most extreme action against you.

“What you did, what you threatened and the trouble which you caused was very serious indeed.

“THere is no clear indication of what it is that caused you to behave this way. Some indications are that you were on some new medication.

“Maybe it was simply the stress of knowing that you have a terminal illness.

“THe facts of this case are quite extraordinary and quite unique, as is your situation. I am confident that they won’t be repeated. You won’t have the opportunity to do that again.”

Judge Parker also said he must undergo a 12 month supervision order.

He added: “THe sad consequences of your illness means you will probably be supervised for the remainder of your life.

“You will be able to use the time to settle down to palliative care.”

Acting Ch Insp Clothier wrote: "Sussex Police would like to extend their thanks for the hospitality shown by the residents. Understandably, there was significant disruption in the area but the warmth shown by residents was gratefully accepted and commented upon by the officers that were deployed on the ground.

"Although rare, incidents such as these will demonstrate the positive community spirit shown by all the residents of Pagham."

Cllr Radmall said: "It was quite a surprise to get a complimentary letter like that. It's nice that the police should feel they should write a letter like that.

"I know that, once people realised what was going on, they were keen to come out with flasks of coffee, sandwiches and cakes to the officers."

Speaking after the sentencing, Chief Inspector Jo Banks, of Sussex Police, said: "I'm pleased to say that the long and complex negotiations between our officers and Mr Bridger ended peacefully and safely last summer.

"I think that today's sentencing was fair and reflects the seriousness of the situation and the impact on the community in Pagham."

Plenty of fun on offer when clowns arrive CLOWNING around will take centre stage in Bognor Regis again next month.

THe funnymen and women's fondness for the town will result in smiles galore in their latest festival by the sea.

Clowns' International will be staging three days of comic capers in public on April 7-9 for all ages to enjoy.

Among those taking part will be Bognor Regis-born Zaz and his unicycle.

"I'm looking forward to having fun in Bognor Regis again," he said.

"I'm a product of the town's Clowns' Convention. I was ten or 11 when Kerby Drill came into Edward Bryant Primary School to get us to take part in the parade.

"I went and remember saying to my parents it was what I wanted to do and here I am still doing it. I've got two children now, aged two and four, and they're budding clowns.

"I've got my own circus which I take round to schools.

"THe festival is also the perfect time to show that 'clowns are cool' after all the scary clown stories that were so bad last Hallowe'en."

THe latest festival promises to build on the popularity of last year's Back to Bognor return after three years away.

Some 30 clowns are expected to join in the fun and provide an amazing

experience for their audiences.

THe clowns will arrive in town on April 5 and hold private workshops and talks at the Jeneses Centre before the public events begin on April 7.

THat day will see workshops at 11am for seniors and toddlers, a 6pm family clown show and a gala clown show at 8.30pm at the centre in Linden Road.

Saturday will see workshops and shows at Jeneses as well as Bognor Regis Pier, the Regis Centre and in the town centre.

On the final day of April 9, there will be an 11am clown church service at Jeneses with a parade and picnic with the clowns at 2pm in Hotham Park.

Among those taking part will be newlymarried Silly Tilley and Jarl, pictured right below. THey met at Bognor Regis and have chosen the festival as the perfect place to enjoy a honeymoon with humour.

One of the festival's organisers, Susi Oddball, said: "It will be good to be back in Bognor Regis again - and we're looking forward to having a lot of fun.

"One of our events will be our first silver workshop for more mature clowns.

"We've got clowns coming from Denmark, America, Ireland, Scotland and, possibly, Greenland. All of them are giving up their time to take part because we don't have any funding."

A NEW barn for harvested crops is set to be built on a Pagham farm.

Barfoot Farms has applied for prior approval for the agricultural building at Little Sefter Farm on Pagham Road.

No objection to the scheme has been raised by Arun District Council, which has accepted it as permitted development for agriculture.

A statement by Glynn Curtis in the application for approval says: "THe proposed building is required to improve farming operations by providing additional local storage of harvested crops prior to distribution on internal farm tracks to the main packaging building and to provide additional local storage for farm machinery, fertilisers etc."

THe barn will be 30m long, 15m wide and 6m high to its eaves.

Arun planning officer Simon Davis states in his report: "THe barn is considered to be necessary for agricultural purposes."

Bouncing is where it’s at!

I have to say, as an adult, we bounce differently to children, but we sweat a whole lot more!! LOL! When I was invited to the New Flip Out trampolining park in Chichester I knew it would be fun, but I didn’t think I was going to laugh quite so much! You lose all your inhibitions, and the more you bounce, the more confident you feel and the higher you go. Not only did it feel like a full work out, but it was hilarious too. I think people are convinced this kind of activity is only for Children, but I can honestly say playing dodge ball, whilst bouncing was such hard work, the sweat was pouring off my face. I could feel my legs had had a work out the next day and my arms felt pumped after racing on the assault course. THe reason for so much laughing, was that after jumping into the foam pit, I had no idea that it was going to take far longer to get out! THat was a serious challenge all on its own!

Pupils see birthday messages to Queen EXCITED children at a Rose Green school have seen their messages in a special birthday album for the first time.

THe 15 pupils were presented with certificates for contributing to a unique celebration for the Queen's 90th birthday.

THe album was compiled by the former Friends of Bognor Regis Pier and Bognor Pier Trust to mark last year's milestone regal occasion. It contains an extraordinary 4,110 messages from the Bognor Regis area and much further afield.

Tuesday was the first chance the children

at Rose Green Infant School had been able to see the album after its return from Buckingham Palace where it was believed to have been viewed by the Queen.

Among those who received a certificate was Olly Brian, aged six. He said: "I'm pleased to see my message.

"I went up to London two days ago and saw Buckingham Palace and it's good to think my message was taken inside there.

I like the pier as well and I've been on it."

THe certificates state that each pupil contributed a personal message in the

2016 commemorative album celebrating the 90th birthday of HM Queen Elizabeth II. Meticulous indexing by pier supporter Lyn Debenham enabled each person's contribution to be cross-referenced to the page on which it appears in a publication which weighs a whopping 19.05kg or 42lbs.

About 11 infant, junior and secondary schools contributed towards the album's total number of messages.

It will be taken on a tour of them by Lyn and Jan Malpas, the chairman of Bognor Regis Pier Watch, which has succeeded the Friends' group.

Jan said: "It's so fantastic that the children of today realise that we have a 90-year-old Queen and want to get involved in her birthday and write a message to her.

"It's so good we have been able to give them the opportunity to do that.

"We spoke to the children last year about what we were doing and how we would like them to write a message for the Queen."

THe idea for the album arose last winter because of the Queen's childhood links to Bognor Pier through her grandparents, King George V and Queen Mary. She would have seen the pier when she played on the beach and her 90th birthday last April was seen as a way of linking her memories with the desire to restore the pier to the condition of that pre-war period.

Pier Watch members will take the album around to as many as possible of those who contributed messages before they plan to be able to put it on display in the town for everyone to see.

ROSE Green Infant School headteacher Julie Holloway said: "THe album is a good record for these children. When they are older, they will be able to show their messages to their children."

She told the pupils of the Hawkins Close school at their assembly on Tuesday: "THis is something you did a long, long time ago last year.

"We asked you if you would like to write a special message for the Queen because it was her birthday - and a lot of you did.

"If you remember earlier this year, we showed you a special letter that the Friends of Bognor Regis Pier and Bognor Pier Trust had received from the Queen thanking them and the people of Bognor Regis for the messages they had sent her."

She presented certificates to a selection of the pupils from each of the school's classes who had contributed messages: Zoe Wilson, Ollie Bristow, Jack Morris, Jack Shackleton, (pictured left to right above), Jack Cook, Morgan Brewer, Marnie Quinn, Isabelle Waddington, Oliver Perry, Lucy Davis, Lucie Holmes, Olly Brian, Jack Gregory, Lukas THomas and Jaxon Yeates.

Other messages in the album - which measures 24ins high, 4.5ins deep and 18ins wide - were written by people around the town and much further afield.

THey were contributed by well-wishers in Sweden, New Zealand, THailand, South Africa and the USA via a specially designed web page for the trust. THe album was taken to Buckingham Palace last October.

Gez seat tribute

A new bench, pictured top left, dedicated to the late Gez Watson, has been installed at the Bersted Brooks local nature reserve.

THe oak seat was formally unveiled on Sunday in a brief ceremony attended by some 30 of Gez's friends and council colleagues.

Her husband, Trevor Watson, went along with his cocker spaniel, Rosie.

He said: "THe bench is fantastic. Gez would have loved it, absolutely loved it.

"I will see it when I come up here to look at the wildlife with my binoculars. I look out for bats as well with a bat detector.

"I'm all for having the bench installed. I love the idea. Gez did so much for the nature reserve and helped to create it.

"I hope people find the bench useful and look after it. Most people who come here are local so I'm sure they will."

THe bench has been installed in one of the three fields at Bersted Brooks between the Aldingbourne Rife and Rowan Way. Its carved inscription reads: 'In memory of councillor Gez Watson 1953-2016, sadly missed'.

Bersted Parish Council chairman Cllr Brian Knight officially unveiled the seat. It is the first the council is known to have dedicated to a former member to show the high regard in which Gez was held.

"Gez did so much work for the parish, not just for the council, but also Bersted Brooks and the Trees Estate," said Cllr Knight.

"Nobody really knew and appreciated just how much she did. We thought it would be fitting to put in a seat in her memory.

"We could have put it in the Jubilee Fields

(off Chalcraft Lane), which Gez also liked, but she loved Bersted Brooks.

"We thought this site would be a wonderful place to put the seat in her memory.

"It's a fitting tribute and thank you all for turning out."

Gez passed away on January 7, 2016, from an aggressive form of leukaemia. She was aged 62 and had announced her illness at a meeting of Bersted Parish Council the previous summer soon after she was diagnosed.

Her fellow councillors paid tribute to her at their next meeting and immediately made clear they wanted a memorial to mark her contribution to the area.

She was heavily involved in the creation of the local nature reserve before the 19-hectare site was formally designated in June, 2010, because of the importance of its wide variety of wildlife habitats and continued to help out in its wide areas of meadow, narrow reedbed and ditches, permanent and temporary ponds and a floodplain woodland.

As well as being a Bersted parish councillor for many years, Gez headed the Trees Estate Residents' Association where she lived in Laurel Grove in North Bersted.

She was well-known on the estate and her commitment to the area and its residents was widely recognised.

Cllr Martin Lury said at the council meeting which followed her death: "I think she was our Joan of Arc. She was such an exceptional councillor, almost God-like in what she has done in the community of the Trees Estate.

She will be sorely missed there.

"She played a leading role in the residents' association. At times, that must have been a nightmare. She had a lot of stick when she started but she never gave up.

"She kept tabs on the police and, almost single-handedly, turned round what was a huge problem estate."

` Electors' meeting A CHANCE for Bersted's residents to question their parish councillors is on offer this month.

THe annual electors' meeting in the area will take place at 6.30pm on March 28, at the Bersted Jubilee Hall.

Senior council members will present reports and can be quizzed on their work in the past year.

Electors will also be able to have their say on any other matter in the locality.

THe evening will open with a presentation by representatives of St Wilfrid's Hospice at Chichester.

THe town's local history society is seeking the volunteers ready for its reopening of the museum on April 8 with new displays and slightly more room in its West Street premises.

A history degree is not needed but anyone who enjoys meeting and talking to new people, and is interested in the town, could be suitable.

Care home owner raises concerns A BOGNOR Regis care home owner has tackled a government minister about social care.

Julian Hitchcock asked to meet the under-secretary of state for community health and care in Whitehall in advance of a Green Paper about the future of how best to look after elderly people.

Aronel Cottage owner Mr Hitchcock used his session with David Mowat at the Department for Health to talk about the 12-week disregard, where a person's property assets are ignored for their first three months as a permanent care home resident, and bed blocking.

Mr Gibb said afterwards: "Social care is an issue of huge importance, both nationally and in Bognor Regis and Littlehampton because of the large elderly population.

"THe announcement of an additional £2 billion funding for adult social care in the spring budget this month is very welcome. It was excellent to have Julian's expertise when discussing possible steps forward for more effective social care provision in the meeting with the minister."

Oh, we do like to eat beside the seaside at Billy's on the Beach MIDWAY between the tourist hotspots of West Wittering beach and Selsey Bill, there's a delicious secret in Bracklesham Bay that the locals would probably like to keep to themselves.

But with Sunday Telegraph columnist Erin Baker recently declaring Billy's on the Beach "the best beach cafe in the world", their secret is well and truly out.

At first glance, it's hard to imagine that the blue and white striped cafe started life

as an ice cream kiosk. THe interior is just as welcoming, with its driftwood wall art and Princess Flying Boat soaring in the rafters. On entering, don't be surprised if you're greeted like an old friend by Brett or Minty and their front of house team. THe warm and affable service is just one of the features that sets Billy's apart from other casual dining spots.

But it's the varied menu of everything from classic full English breakfasts to seafood platters that marks out Billy's as

Every THursday from September to June, the Locals Night draws foodies from near and far to enjoy a two- or three-course menu of seasonal specials with a slightly elevated edge over the regular offering.

Dishes vary depending on what's looking good at the butcher, fishmonger and greengrocer, but can include anything from roasted pork belly to fresh mackerel – and at just £12 for two courses or £15 for three, it offers exceptional value for money.

On Fridays, from 5pm, the recently introduced Seaside Specials offer a choice of Billy's Fish and Chips or a bowl of fresh Moules Frites with a glass of wine or a pint of local ale for £10.95.

And it's worth booking well in advance for head chef Richard's themed tasting menus, too: recent events have included Japanese, Brazilian and Shipwrecked nights. THe next is due to be announced very soon.

All in all, Billy’s on the Beach is a secret that the locals are finding increasingly hard to keep!

Wines to share with mother Martin Lury Our very own bon vivant gets to grips with all the best buys

MY MOTHER'S Day motto is carpe diem and I devote this column to wines that could embellish any maternal celebrations.

Off I trundled to M&S to verify that the 25 per cent offer on 6 bottles or more was still in force and decided to focus on offers that might expire after March 26.

White wine apéritifs were my first port of call and currently the Snapper Cove Chardonnay 2016 of south Australian provenance with two bottles for £12 or, as part of six bottles, a mere £4.50 per bottle, smacks of a real bargain! THis is one of the better Australian Chardonnays I have tasted and should offend no guest's palate given its crisp, but subtly creamy, character and is a well-balanced wine with white peach and nectarine flavours and is my star buy this weekend for value for money!

Another apéritif wine which, if one of six, is on offer for £6.75 over this weekend is the 2016 Marlborough Silver Frond Sauvignon Blanc - well worth a look, given its refreshing character, freshness on the palate, crisp acidity, pleasing balance with a non-overpowering gooseberry taste and the bonus that it is pleasingly zesty to boot - well worth a punt!

Another white wine to regale your palate further is a real favourite of mine, the 2015 Mâcon-Villages, arguably the best Chardonnay for the price and, if one of six bottles, down to a very enticing price of just £7.50! THe rich straw colour is indicative of a grape from mature wines and the fact that it is not aged in oak barrels contributes to its lighter, fresher and fruitier taste. Nutty and peach flavours pervade this Chardonnay of some distinction and I recommend that you stock up with one or two bottles before the generous offer expires!

THe wine that next caught my attention was a 2014 Mâcon La Roche Vineuse and this fine wine proved to have a certain je ne sais quoi, oozing quality and richness with delectable creaminess and a lingering

taste. Pineapple and acacia flavours permeate this gem of a wine, which leaves me reaching for superlatives - a snip at £10.50, if one of six bottles, and one not to miss! THis wine has the characteristics of a top white Burgundy and is one to cherish (and imbibe)!

No proper celebration can truly excel without a Champagne moment , so for Mother's Day I am going to propose one of my old favourites, namely the Louis Vertay Brut, still on offer this weekend at a veritably appetising price of just £12.75, with the proviso that it is one of six bottles purchased, an astonishing price for a Champagne of some distinction! Elegant, fruity and harmonious with flavours of peaches and red berries , it is a pleasingly

rounded Champagne made from the classic blend of Pinot Noir, Meunier and Chardonnay and drinks well without making imbibers bloated - such a bargain at this price !

To round off the celebration, we could, indubitably, try a cheeky red or a more illustrious one! In terms of cheeky reds I would propose a Tierra Y Hombre 2015 Pinot Noir from the Casablanca Valley in Chile. As a Burgundian enthusiast since my late teens, I have been somewhat wary of Pinot Noir from, say the New World, in view of its syrupy nature and have to confess that I was taken aback by this mixture of ripe summer berries with a hint of nutmeg spiciness and a touch of smoky oak which, if one of two bottles, reduces to

£6 , but remarkably as one of six can plumb the pecuniary depths of £4.50 - at this price it is too good to miss, so fill your boots this weekend!

THe more illustrious red was an already reduced Margaux big-hitter down from £30 to £25 and, if one of six , under nineteen pounds - the 2010 Château Cure - Bourse Margaux. THis wine has a fine Margaux nose, of the woody variety, and exudes cassis, pencil shavings and a hint of vanilla on the palate with gorgeously soft tannins and, despite being a little short on the finish, is nonetheless a spicy wine of merit which, if allowed to breathe adequately, will satisfy most wine aficionados!

Rhubarb & Orange Tart Tatin Method

INGREDIENTS • 200g (7oz) ready-made puff pastry • 6 sticks rhubarb • 150g (5½oz) unsalted butter, softened • 125g (4½oz) granulated sugar • Grated zest of 1 orange • 2 vanilla pods, each split and cut into 4 pieces • Caroline's dairy rhubarb ice cream • 4x 10cm (4in) frying pans

1. Preheat the oven to 210°C/fan 190°C/gas 5). Roll the puff pastry to about 3mm (1/8in) thick and cut into 4 discs slightly larger than the pans. Prick each disc and chill.

2. Choose the thicker pieces of rhubarb and cut to fit the pans perfectly in 2 layers. Cover the base of each pan with the butter, then sprinkle over the sugar, orange zest, and a piece of vanilla pod, and add the rhubarb pieces. Cook the rhubarb over a very high heat for about 10 minutes. Check by carefully lifting up the rhubarb but do not stir.

3. Cover each pan with a disc of pastry, allowing it to tuck just inside the pans. Place the pans on a baking sheet and bake for 2030 minutes, or until the puff pastry is golden and the tartes have good caramelisation.

Remove from the oven and let it rest a few minutes.

4. Carefully invert each pan onto a plate, letting the tarte gently drop down. Serve immediately, each topped with a scoop of rhubarb ice cream and a remaining piece of vanilla pod as decoration.

Tune up your health with a singsong MANY of us sing in the bath, or in the car (I know I do that very loudly, and thank goodness no one else can hear!) and around the house when I'm on my own, but how about taking up singing as a hobby, because it could actually benefit your health?

According to research, singing boosts the immune system in a big way. One study included testing professional choir members’ blood, before and after an hour-long rehearsal singing Mozart’s Requiem. THe amount of proteins in the immune system that function as antibodies, known as Immunoglobulin A, were significantly higher immediately after the rehearsal. THe same increases were not observed after the choir members passively listened to music.

Singing has so many benefits, but for the elderly, disabled, and injured it can be an excellent form of exercise. Even if you’re healthy, your lungs will get a workout as you employ proper singing techniques and vocal projections. Other related health benefits of singing include a stronger diaphragm and stimulated overall circulation.

Since you pull in a greater amount of oxygen while singing than when doing many other types of exercise. Some even believe that singing can increase your aerobic capacity and stamina.

Physically, singing can improve your posture, which makes you feel stronger and taller.

Standing up straight is part of correct technique as you’re singing so - over time - good posture will become natural. As your chest cavity

THe bonds you form singing with others can be profound, since there’s a level of intimacy naturally involved. Stage fright is a common feeling for new singers.

However, performing well and receiving praise from your friends and family may be the key to eventually overcoming your fears and boosting your self-confidence. With time, you may even find it easier to present any type of material in front of a group with poise and good presentation skills.

Home alone - When is it safe to leave a child on their own?

CHILDREN around the country are counting down the days to the start of the Easter holidays. It can, however, be a challenging time for parents tasked with organising child care arrangements.

Childcare costs during the summer holidays are estimated at £120 per week per child, so it is not uncommon for parents to question at what age and for how long they are able to leave their children at home. While the law does not specify an age when a child can be left on their own, it is an offence to leave a child alone if it places them at risk of harm.

Unfortunately, there are no hard and fast rules for parents to follow when answering the question on whether their child is at risk of harm if they are left alone. THe most important factors that parents will need to consider is whether their child is mature enough to be left alone and whether their child is adaptable enough to deal with situations that might occur in the parents' absence.

All children are different and, therefore, all parents will have to assess the maturity and adaptability of their own children before making the decision to leave them home alone.

Guidance published by the NSPCC suggests that children aged 12 years and under are rarely mature enough to be left on their own and that children aged 16 years and under should not be left alone over night. THe guidance strongly recommends that babies, toddlers and very young children should never be left alone.

Further guidance from the NSPCC recommends that parents discuss the prospect of being left alone with their child to gauge how they feel about it and to run through scenarios with the child to assess how they might respond should a situation occur.

Once a parent has made the decision to leave their child home alone, parents should work with their child to ensure they have everything they will need, such as a plentiful supply of food and drink, contact numbers, accurate timings of when the parents will return and scheduled regular check-up telephone calls.

It is also of upmost importance that parents check with their child they are happy and at ease to be left alone. If a child is not comfortable with the arrangements, then appropriate childcare should be arranged.

It is important for parents to remember that they can be prosecuted if they leave a child unsupervised ‘in a manner likely to cause unnecessary suffering or injury to health’.

If prosecuted under legislation, a parent could be fined and/ or sent to prison and may face intervention from social services and the police.

NEW RECRUITS have become the first retained firefighters in West Sussex this year.

THe successful applicants who completed their intensive two-week initial training course included three from Chichester and one from Bognor Regis.

George Petrie, Jack Magee, Ryan Hek and Charlie Welling were presented with their certificates by West Sussex Fire and Rescue Service's head of operations, Kieran Amos, at a passout parade at Worthing fire station.

THe firefighters have been posted to their home stations to respond to emergencies when needed and continue their professional development.

Jon Simpson, the service's head of training, development and assurance, said: "Recruiting retained firefighters is a continuing challenge for fire services across the country, so it goes without saying we are delighted to welcome our newest recruits.

Dear Sir, May I pose a question or two through your column with regards to the A259 North Bersted Relief Road Felpham.

As a resident of a property that runs alongside Rowan Way, it is quite apparent to me that since this road has been fully opened, for some reason, it has changed from being used locally and fairly quiet, to becoming a major route with articulated lorries etc using the road on a daily basis.

If the plans go ahead for new homes in Chalcraft Lane, there will be additional traffic for Rowan Way to contend with.

I'm wondering if it would be in the interests of West Sussex County Council, which approved the relief road, to

these firefighters will make a difference in their communities, not only in responding to emergencies, but also through their prevention and safety work, which makes up a large percentage of a modern firefighter's role."

Retained firefighters are men and women who combine their day jobs or duties with being 'on call' for the fire and rescue service ready to respond to emergencies when they are needed.

THey also play an important role in community engagement activities.

THey are vital to the delivery of the county fire and rescue service and receive regular training to equip them with the skills they need to deal with fires, road traffic collisions and a wide range of other emergencies.

Retained firefighters receive an annual retaining fee as well as additional payments for any incidents or community safety events they attend.

Would it not be advisable to place some form of trafficcalming as sadly the police do not have the resources to implement the 30mph limit.

WALKERS will convene on Goodwood Racecourse next month to add to the £2m raised at an annual event in a decade.

THe latest staging of Just Walk will take place on May 13 and those taking part will embark on a series of routes across the South Downs.

THey will be raising money for their chosen good causes and continue the fundraising which has benefited dozens of charities since the occasion began in 2007. Some entrants in a previous walk are pictured below.

Due to the uniqueness of the challenge, once participants have paid their registration fee, every penny they raise will go directly to their charity.

Mark Hannaford, the founder of Just Walk, said: "We are so proud of our participants who have raised this much money for so many great causes over the last ten years.

"THis is what sets our event apart from the rest. Our walkers can raise funds for any charity and, once the entry fees are paid, all money goes to their charity.

"We are really serious about this event and want to continue its success for many years into the future.

"THis year is set to be our largest yet, with a 300 per cent increase in our registrations from previous years. So, we are very excited to see what our Just Walkers raise for their charities for 2017."

Walkers simply choose a distance to suit their fitness level or goal - 10km, 20km, 30km, 40km or the big 60km.

THe routes start and finish at Goodwood Racecourse and continue over the stunning South Downs. Most take in sections of the South Downs National Trail.

Checkpoints are placed along the route with drinks, some snacks, logistical and medical support and plenty of smiles and encouragement.

From a beginner to a seasoned walker, there is something for everyone, whether they are walking on their own, with friends, or in a large group.

THe event has all the makings of being a fun day. Many participants bring their friends and families along for support, enjoy the great outdoors and breathtaking views of the South Downs National Park with its rolling hills and landscape.

Just Walked medals and certificates are given to all those who cross the finishing line.

Places on the walk can be booked at just-walk.co.uk THose under 18 must be accompanied at all times by a responsible adult on all of the routes.

A NEW forum is being held in Chichester to discuss how to make a stand against prejudice and austerity.

THe first meeting of Stand Up and Speak Out will take place at 8pm on March 29 at St Paul's Church hall in Churchside.

Its aim is to unite people who no longer want to be passive observers of the national and international events that threaten to unravel the fabric of the country's tolerant society.

Becky Edwards and city councillor Sarah Sharp have started Stand Up and Speak Out, with the help of friends and colleagues gathered through social media, so those who are concerned about what has happened in the past year can turn the tide together.

Town's hospital was result of residents' work

A growing population meant an expansion was needed IT SEEMS that every day we read about the National Health Service and hospitals with their lack of money. We hear of special units and local hospice services having to raise money to continue with their excellent service.

But is this really so new? I think not, especially when you read some of the early reports on the development of hospital services and their continuation, especially here in Bognor Regis and I suspect we were no different to any other authority in the country.

THe evolution of a hospital service in any town is quite interesting. Before 1918, Bognor town residents had to travel to Chichester for any type of hospital service, and this would have been at a time when road transport was very limited and of course not many people then had the luxury of a car. THerefore, any necessity for treatment would have involved a long, difficult journey.

THe people of Bognor worked together in an endeavour to establish a hospital in the town.

Even the new Picturedrome Cinema in 1919 donated the proceeds from its debut showing to the Bognor War Memorial Hospital Fund.

On July 16, 1919, a house on Chichester Road known as Springfield House, was opened as a voluntary hospital to service the area. THe house had originally belonged to Teresa Mercer, an authoress, who moved there in 1839. It was to be

quite a small hospital, with only eight beds, and in its first year, the hospital had 76 patients with a further 40 people being treated as outpatients.

It did not take the residents long to appreciate the hospital service and, by 1925, the hospital had increased its number of patients to 190 with 244 outpatients.

It became apparent that, although we now had a hospital in the town, it quite quickly became totally inadequate as the population increasingly used the services provided. THe hospital at this time was able to perform operations and also had a massage department and a radiography unit. As with many things in life, if you don’t have one, you don’t miss it.

However, once the hospital had arrived so the use was to increase annually. THe population of the town increased from 13,510 in 1932 to 18,440 in 1939. However, during this same period the hospital had not grown to take into account the increased usage.

Other things were also changing. THere was now a provision of medical care in hospital in addition to the surgical service and the medical profession was now able to provide a much wider service. However, this meant more beds, nursing and other staff, and also expensive equipment.

its early concept of a cottage hospital, it had remained a voluntary general hospital. One of its annual reports commented that the committee who were running the hospital in 1929 had serious concerns an additional building containing a further 25 beds could be made to pay its way! However, the committee took a serious look at its expenses, which had risen from the annual £1,531.5s.8d to £3,017.10s.9d, due to the increased use by the general public.

THere was, though, one element that was causing particular concern - while Bognor did not even have sufficient facilities available for its residents, the problem was further exacerbated by the annual influx of holidaymakers to the resort to create an extra strain on the already stretched services.

On February 18, 1929, King George V travelled by train from Buckingham Palace to stay at Craigweil House in what is now Aldwick. He was to spend three months here recuperating from a serious illness. During his stay, not only local residents but the world media focused for a time on this small seaside resort on the south coast of England watching and waiting for the recovery of the King, so that he was able to return to London and once again carry out his duties.

Following the King’s stay, both visitors and new residents were attracted to the area for the benefit of their health, which again stretched even further the hospital provision.

In 1931, Lord Leconfield JP (Lord Lieutenant of Sussex), using a silver trowel, laid the foundation stone of the new Bognor Regis Hospital building. Mr W Seymour, a local builder, was present as chairman of the building committee. Also in attendance were hospital doctors and other staff to watch the event. THe Bognor War Memorial Hospital was to formally

open on September 24, 1932, containing 29 beds, an X-ray department, outpatients, and administration, pictured above.

THe new hospital was to have on display in the entrance hall a record of the names of the 324 men from the town who had given their lives in the First World War. THe hospital was to be dedicated to the memory of those men who died in the conflict and to commemorate King George V’s restoration to good health. THis was to be the concept of the hospital service as a memorial hospital. Over the years, wards and units have been named after notables of the town who have made their contributions.

By 1933, the hospital was treating 259 patients, with a further 235 outpatients. A total of 189 operations were carried out and one report advised the cost per head for inpatients was £8.8s.4d, which averaged 9s.4d. a day. THe hospital carried out 58 X-rays in that year.

In 1952, The Observer again reported that the hospital was ‘undoubtedly inadequate in comparison with the population of the town,” and recounted the fact that the efforts of the townspeople of Bognor Regis had been very much responsible for the hospital being handed over as a “going concern to the national health authorities in 1948". Another extension was added in 1959, costing £10,000, and this at a time when holidaymakers to the town were again regularly expanding the local population of 27,000.

So as we pass the hospital or even visit, we should not forget that the original aim was to provide a local hospital service, with support from the locality. Today, the hospital is a muchused facility and its services are very much in keeping with provision for a local community in the 21st century.

It is a pioneering role offering spiritual support to older people living in care homes, sheltered housing and within the community. It includes supporting relatives, friends, and care staff. THe Anna Chaplain will recruit, support and sustain volunteers in this work.

THe Anna Chaplain also has a wider role within the community as an advocate and champion of the contribution older people make to society. THis is an opportunity to draw alongside people of all faiths and none, as well as encourage the wider church to celebrate and cherish older members of their congregations.

THe applicant would be part of a growing ecumenical network of such chaplains, developing links with our national partners, the Bible Reading Fellowship (BRF), through the Gift of Years – “resourcing the spiritual journey of older people.”

It is an occupational requirement for the person appointed to be a professing and practising Christian (Equality Act 2010).

THe role is a part-time one of 14 hours a week, times to be agreed though some flexibility will be required, increasing to 21 hours following a review of the service.

Enhanced DBS and references will be required.

Chi women fly into the national Vase PostSport final as the men's struggles continue IT'S BEEN a tale of two cities for Chichester Hockey Club this year as the men and women's first teams have played out very different seasons.

THe men have struggled to find their feet all term and, with just one game left, sit second bottom in the National Conference West.

THe women on the other hand have been flying high, sitting second in the Sussex Ladies League.

While the challenge for the title is running out of steam, on Sunday Meg Goring's side made it into the final of the English knockout Vase competition.

THe 7-3 victory over Berkshire side Sonning means Chi will now travel to the Olympic Park in Lee Valley, London to compete for the coveted national title.

THeir opponents for that match on April 30 will be Amersham & Chalfont, who sneaked through to the final after a penalty strokes win.

THat day out in east London is just reward for Goring's side who have been in fine form all season.

For much of the season they looked set to win the county championship, scoring an

amazing 117 goals in their 17 games so far - an average of nearly seven per game. But a shock 4-3 defeat to relegation-threatened South Saxons on Saturday means that Chi are now five points behind leaders Horsham.

With the title now out of their reach, Goring's side will be hoping to end the season on a high when they welcome thirdplaced Brighton and Hove thirds to Kingsham tomorrow (12.15pm).

If Chi avoid defeat, then they will be guaranteed second spot. THen all energy will be focused on a Sussex Cup semi final at East Grinstead firsts on April 1 before that special day out at the end of the month.

In contrast, the men's side have struggled all season. A winless run of six means they are second bottom with just one game left to play.

THat comes on Sunday when fourth-placed Old Georgians visit Kingsham (2pm).

Mark Pacey's side will go into the match upbeat after a 2-2 draw with league leaders Cardiff & Met last weekend.

Win on the final day and Chi will not only finish the season on a positive note but could be lifted up to seventh in the ten-team division.

D-DAY is close for Chichester with the Oaklands Park side having just four games left to avoid the dreaded drop.

THe Blues have been inconsistent all year and find themselves one place above the relegation zone in National League THree (London and South East) as the season draws to a close.

With third-bottom Southend only three points behind and Guildford one point above, it looks like Chi are in a three horse-race to avoid the dreaded drop.

Given the progress made on and off the pitch at Oaklands Park in recent years, the Blues are under pressure to pull themselves clear. Rob Lawrence's side start their run-in tomorrow at high-flying Wimbledon (3pm).

THe Dons have been one of the league's standout sides all season and the Blues will have an uphill task if they are to come away with anything from the match.

Wimbledon have lost just three times all season and looked nailed on to be promoted

alongside runaway leaders Tonbridge.

Chi will take hope from the reverse fixture back in November when they pushed the second-placed Dons close in a narrow 21-16 defeat.

With Rob Lawrence's side coming off a convincing 39-15 bonus point win at home to Amersham & Chiltern a fortnight ago, Chi's coaches will be hoping their charges can use that win to push them on in the final month.

THe Blues do so knowing they have their fate in their own hands.

After the Wimbledon visit comes a home match with relegation rival Guildford.

THen it's a trip to second-bottom Colchester, who will probably be relegated by the time the Blues visit. After those two very winnable games, Chi supporters will be hoping their side will have done enough.

If not, then it will all come down to the final game of the season - a crunch clash with inform Westcombe Park at Oaklands on April 22.

WITH only a few weeks left of the Bognor Tuesday Double In Double Out league the divisional Trebles knockouts took place at the Newtown Social Club.

THe Division One tournament saw nine teams take part.

THe first semi-final saw Derrick Longhurst, Dave Mitchell & Karen Wilson (Newtown Raiders) take on Julie O'Hara, Andy Stubbs & Graeme Dutton (Hunston Club). Despite some big scores from the Hunston trio, Longhurst, Mitchell & Wilson made it through to the final.

THe second semi-final saw Keith Robinson, Andy Chant & Lee Hellyer (Chi Snooker Club) against Darren Rich, Darren Whiting & Micky Rowland (Claremont Samba's).

THe Chi Snooker team got off to a good start, but despite a 96 out-shot from Hellyer to take the second leg, the Samba's trio took the game win and the place in the final.

THe final started with Rowland winning the bullseye and start by getting the inshot straight away.

Tons from Whiting & Rowland helped them get further into the lead while Longhurst, Mitchell & Wilson struggled.

With 114 left Whiting missed doubletop to finish, but Rowland saw it off on his next throw to take the leg.

THe second leg saw a better start from Mitchell to get his team off the mark, but the score again came from the Samba's.

Whiting left 56 for Rich, but his last dart touched the wrong side of the double-top wire. Rowland slipped and hit the wrong double, and Whiting missed the double, leaving it for Rich again who took out single 10 and double 5 to take the win and the Division 1 Trebles title 2016/17.

Division 2 saw eight teams step up to the oche. THe first round saw a surprise win from the girls at the POW 'A' (Emma Bist, Rachel Hall & Anji Evans), and another team v team for the Monters.

THe first semi-final saw Bist, Hall & Evans take on Nick Hales, Dave Owens & James Bartley (the Monters).

THis time the POW 'A' ladies struggled to get the in-shot in the first leg, and lose to a whitewash. THey tried hard in the second leg, but it wasn't to be.

THe second semi-final saw Dougal Powell, Gary Newell & Paul van Ewijk (Old Barn Owls) against their team mates Perry Basley, Ian Kewin & Dean Knight, with the former going through.

THe final started with Hales going first, taking a 120 in-shot on the way, but Powell also started on the first throw.

THe Monters pushed into the lead with 99 from Hales & 94 from Owens, leaving 16 for Bartley. But Bartley missed the double, and so did Hales, leaving it for Owens who hit it for the first leg.

THe second leg saw the Monters start first again after all three players from the Old Barn miss the in-shot. THey eventually got in but were running behind, then Powell hit a 140 slightly closing the gap.

A few more good scores from Newell & van Ewijk helped them get even closer, but the Monters were on their double.

With 52 left Owens slipped and hit single 1. His next dart hit the single 19, leaving 32 which he hit with double 16 using his last dart, taking the win and the Division 2 Trebles title 2016/17.

Bennett's young Lions out to tame in-form Eastbourne Town

PAGHAM'S strong finish to the season will be put to the test tomorrow when Mark Bennett's young Lions travel to in-form Eastbourne Town.

THe Nyetimber Lane side have been much improved in recent weeks as a number of young players have made their first team debuts.

THe good form continued on Saturday when goals from Johan Van driel and a late Josh Irish strike secured a 2-0 victory over Hassocks.

THat win made it five from six for Pagham, who are fourth in the SCFL Premier.

But Bennett's side will need to be at their best as they head east to THe Saffrons tomorrow.

Town are two places below the Lions and have lost just once in eight games as they continue their recovery from a poor start to the season.

Pagham will be boosted by the return of pacey winger Terrell Lewis, who is set to feature as he makes his return from injury.

THe Lions will also be out to avenge a 3-2 loss to Town at Nyetimber Lane in November, which came courtesy of a winner seven minutes into injury time.

CHICHESTER City have second place in their sights after smashing three past rivals Haywards Heath.

As the SCFL Premier season draws to a close, the Oaklands Park side continue to surprise many with their fine form.

Not even the most ardent of Lillywhites supporters believed their side would finish higher than mid-table this season.

But Miles Rutherford's side have lost just twice all season - and a 3-0 win away at secondplaced Heath on Saturday means that Chi are now level on points with the Blues.

Chi will start their runin tomorrow when they welcome Eastbourne United to Oaklands Park (3pm).

With seven games left, Rutherford said every effort would be made for Chi to win all of their remaining games.

Do that and second place could be theirs - perhaps they could even close the five point gap to Shoreham in top spot to lift the SCFL title.

To do so, Chi will need more afternoons like last week when a much-changed side produced one of their best

performances of the season With 16 minutes on the watch, Chi took the lead.

A cross from the right was misread by Josh James in the Heath goal and former Bognor man Lorenzo Dolcetti headed into an open net.

With the home side struggling to find their form, it stayed that way until half time.

It was just three minutes after the restart that the visitors doubled their lead.

Heath felt they should have been awarded a free kick on the halfway line. But, after the ref waved play on, the ball was worked from left to right to Josh Clack who smashed the ball low and hard past James for his 14th goal of the season.

Chi extended their lead just a few minutes later.

From a Heath corner, the visitors broke quickly and an attempted ball into the Blues' box was only partially cleared.

Stephen Hutchings then curled a brilliant effort into the top corner off the underside of the bar.

THat pretty much wrapped up the game, to keep Chi's remarkable season rolling on.

CHICHESTER City Ladies' march on to the title continues after a convincing 5-0 win over Exeter City.

With just six games left, the Green Army are 13 points clear of their nearest rivals at the top of the FA Women's Premier League Division One South West.

Cup success in Sids' sights after semi win SIDELSHAM have silverware in their sights after winning through to the final of the SCFL Division Two Challenge Cup. Daren Pearce's side, who sit third in the league, beat second-placed Jarvis Brook 1-0 in an edgy affair on Tuesday night.

THe victory was made more impressive that Sids were reduced to 10 men for the last 30 minutes after Tom Jefkins was sent off.

Speaking to the Post, manager Daren Pearce said: "It was a very good game. First half we just about shaded it and went in 1-0 up and then second half they were probably on top.

"After going down to ten we defended really well and the lads deserved it.

"It's always nice to get to a cup final and the lads have been good this season so they deserve something at the end of all their hard work."

Pearce's side still have an outside shot at winning the league title, sitting eight points behind leaders Bosham with a game in hand.

But Sids must do it the hard way, starting with a tough game tomorrow at Cowfold (2pm).

Pearce said: "Our run in is pretty hard to be fair as five away games on the bounce is a tough ask at any stage of the season. We don't play at home again until April. But we'll give it a good go and won't give up till the end."

Off the pitch the club is moving in the right direction, too.

Pearce said: "We've just started up a kids kick around on Saturday mornings at Sidlesham FC from 10.30am aimed at the under-12s and the under-18s, which we're hoping to run next year."

Howell says only target for Rocks is to keep on winning Next Game

Canvey Island (H) TOMORROW | 3pm

BOGNOR boss Jamie Howell says he is not setting his promotion chasing Rocks any targets - apart from trying to win every game.

With just seven games to play, the Nyewood Lane side are sitting two points clear at the top of the Ryman Premier.

It's been a great week for the Rocks, starting with a 7-1 home win against Folkestone Invicta on Saturday.

THen, there was a boost in midweek when second-place Havant & Waterlooville lost their game in hand 3-0 to Dulwich Hamlet.

THat means Bognor hold on to top spot as both sides head into the final month of the season.

But no one at Nyewood Lane is celebrating just yet - with the Rocks facing two tough home matches in the next four days.

Next up are red-hot Canvey Island who will visit the Sussex coast tomorrow (3pm); then it's play-off challengers Leiston who come to Nyewood Lane on Tuesday (7.45pm).

Howell said: "THere's no point of targets, the only thing we need to do is try and win on Saturday. THen we move on to the next game.

"THe only time for setting targets is when you are down to last few games of the season and you know exactly what you have to do.

"Until then we will have no real targets, we will just take each game as it comes."

THings could have been very different though, as a sub-par first half saw the Rocks go

in at the break against Folkestone 1-0 down.

But then a stunning second period saw James Fraser (2), James Crane (2), Jimmy Wild, Ollie Pearce and an own goal contribute to Bognor's remarkable win.

THat made it nine games unbeaten for the Rocks in a spell where goals have been hard to come by.

Howell said: "I felt in the first half things didn't really happen for us. But we started the second period better and after James Fraser scored that seemed to calm us down.

"When the third went in you could see the weight was lifted off our shoulders."

In terms of the lack of goals, Howell said: "I told people to be calm about it and emphasied the need to look after the ball.

"If we take care of the ball, pay attention in our passing in the final third then things will come.

"It's when you stop believing and stop making those runs and following things in that you need to worry."

After a good week on and off the pitch, thoughts now turn straight on to the next challenge.

Howell said: "THey are two hard games, both will be difficult. Canvey are top of the league form guide and Leiston have rediscovered their form in recent weeks.

"But the 7-1 gave us confidence and we need to stay focused and take one game at a time."

'Experience of youth can help' ROCKS fans will know the feeling well.

As the clocks spring forward, the Bognor of recent memory have usually been in the hunt for some form of silverware.

In recent seasons, that has sometimes meant memorable days when trophies were lifted.

But in others they resulted in disappointment as the Rocks fell short.

And while there are some familiar faces in the Bognor squad who have experience of what it is like to win and lose, manager Jamie Howell believes his side will be up to the challenge as the season draws to a close.

Howell said: "I don't know if the experience of the past helps.

"Can I guarantee we will win it? No. All I can do is prepare the team as best as I can and hopefully the players will deliver.

"THe fact we are different to Havant may help. Yes they have experience, which has its benefits. But we have a lot of young players who are hungry to succeed and play without fear so that could help us."

One experienced head who will miss some of the run-in is Dan Beck, as the 33-year-old waits for a scan. But, apart from that, Howell has a full squad as the Rocks push on for promotion.

THERE'S just one month left of the season and things are really hotting up at the Nyecamp.

THe last few weeks have seen the Rocks cling on to top spot despite Havant piling on the pressure.

I really enjoyed the trip to Suffolk a fortnight ago as we faced Leiston. In the end we came away with a point with a late Jimmy Wild finish.

THe Blues fans were very passionate in the stands and a great laugh.

It’s said as ‘Layston’ not ‘Leeston’ apparently – I always get it wrong.

Well done to our other number ‘10’ who got involved in the celebrations following the goal.

THere’s a really good feeling about the club at the moment and it’s so great to be a part of it.

I think the appreciation and the work ethic shown by our players this season has been superb and the fans are realising this.

So a good point away from home against these potential play-off finishers was a great result (again coming from behind – but we’ll take it).

I drove to Burgess Hill Town the following Tuesday to see us win 3-1 at Leylands Park.

It was awesome to see so many Rocks fans there.

To the Hillians’ credit, they were aggressive and didn’t give up, but we really did punish them in front of goal.

Again, we had to wait until the 40th minute to score inside an explosive final five minutes of the half.

James Fraser put away his penalty following a handball and then Chad Field powered a header in straight from a corner.

THe way he moved past two players marking him was great to watch.

THe keeper had no chance. At 2-0 at half time, a lot of the fans were hoping we were going to add to the goal tally.

But Burgess Hill came out strongly in the second half and scored on the hour.

But a fine move saw Ollie Pearce kill off our local

opposition with around 15 minutes left.

It's always a difficult place to play at but a great result in the end for the Green Army.

It got even better when we heard news of Harrow Borough beating Havant & Waterlooville!

We welcomed Folkestone Invicta to Nyewood Lane the following Saturday.

THis was, as they say, the typical ‘game of two halves’.

We were caught in defence with an early goal from the visitors inside a rather poor first half.

But, oh, how things can change at Nyewood Lane!

On came Jimmy Muitt, who was really up for it and we put seven, yes SEVEN, past Invicta in the second half.

He has a real knack of catching defenders off guard with his pace and turn of speed skills.

I think we have so much firepower now and with goals coming from midfield, we are a threat against anyone in this league.

It was great to see the goals shared around: Fraser netted two, Craney got two, Jimmy Wild got one and Ollie scored.

THe own goal for the second was a freak deflection from Muitt’s cross. But it doesn’t matter how they go in!

If nothing else, this game piled the pressure back on the Hawks.

So tomorrow we are at home to Canvey Island. THey impressed me at THe Fullicks Stadium earlier this year.

Despite the 5-0 scoreline, they deserved some consolation.

I expect a battling Canvey team fighting to avoid relegation.

THere are just seven games to go so let’s pack the Lane and cheer on the Rocks for the remaining matches.
